Ignite Talk What is Lost when Teacher Training Programs Lose Their Professional Context? Windesheim University of Applied Sciences, Netherlands, The Presenting Author:In the Netherlands, and also in other European countries, there is a growing trend to merge vocational and secondary (teacher)education, including those for vocational and general secondary education teachers (e.g. Graus, 2024; Inspectie van het Onderwijs, 2025; Novotný, 2025). This consolidation risks producing “one-size-fits-all” generic education that may neglect the specificity of individual occupations (Novotný, 2025). We can also see this one-size-fits all trend in vocational teacher training programs (Inspectie van het Onderwijs, 2025) Scholarly work in vocational education underscores why this risk is particularly acute in the VET context: Klatter and Van der Klink (2021) argue that in vocational education the occupational context is crucial and that this demands a distinct, occupation-oriented didactic approach rather than a generic pedagogy. The core research question for this sub-study is: What do we gain or lose when occupational context disappears from a teacher-education track? The objective is to provide insight into how the disappearance of profession-specific context in teacher education impacts vocational teachers’ professional identity, professional preparation, and to articulate a viable alternative in the form of a context-driven teacher education design. We ground our conceptual framework in the notion of “signature pedagogy” (Lucas et al. 2012) which posits that each profession has its own traditions in ways of thinking, knowing, doing, and being shaped by the profession’s knowledge base, values, norms and practices. Furthermore, we draw on literature on vocational teacher education and VET teacher induction, in which it is argued that initial teacher education (ITE) for VET teachers should not only impart generic pedagogical skills, but also has to integrate occupational expertise, inclusive pedagogies and responsiveness to changing occupational demands (e.g., digitalization, sustainability) for long-term teacher retention and relevance (Psifidou, 2025). In vocational education, this identity formation can be characterized as a process of belonging-becoming-being (Koopmans et al., 2025). This process takes place through participation in the professional culture, by building up a repertoire of professional actions, and by developing professional knowledge. According to Koopmans et al. (2025), it is essential that future craftspeople have role models around them who know this process from the inside. Generically trained teachers and teacher trainers cannot be adequate role models. By combining these perspectives: signature pedagogy, professional identity formation, and VET-specific ITE needs, we situate our project within both educational theory and vocational education policy. Given the dynamic and transnational nature of labor markets, this has clear European relevance: a generic, merged teacher–education system risks undermining the alignment between VET teaching and occupational needs across different (inter)national and regional contexts. Designing context-driven ITE programs may better serve Europe’s VET policies around skills shortages, labor mobility and quality assurance. And may also contribute to the job satisfaction of subject teachers. To situate this sub-study within the larger research agenda, it is important to note that the question explored here forms part of a broader inquiry: the design of an occupational-context-driven teacher training trajectory. While this particular study examines what is gained and lost when occupational context is removed from teacher education, the overarching aim of the full project is to conceptualize, develop, and critically evaluate an integrated teacher-training model that preserves occupational context as its core pedagogical driver. These framing underscores both the theoretical and practical relevance of our work and points toward future phases of research and design. Methodology, Methods, Research Instruments or Sources Used This study uses a qualitative research design. Specifically, we conduct semi-structured interviews with different stakeholder groups: Experienced VET teachers who originally come from the occupational field (e.g., technicians, process operators). Professionals who retrained or converted from a vocational occupation into a teaching role (“second-career teachers”). Teacher-education program staff and didactic experts involved in designing or delivering teacher training. Representatives from the occupational fields (industry professionals, employers, sector associations) who act as “critical friends” during curriculum and program design. The interviews explore participants’ experiences and perceptions regarding professional identity before and after teacher training; perceived relevance of their occupational background in teaching; experiences teaching with generic vs. occupational-context pedagogies; motivations for entering and staying in VET teaching; and perceptions about the value of embedding occupational context in teacher education. The interviews will be analyzed deductively, using codes for professional identity, professional repertoire, and professional knowledge, based on Koopmans et al. (2025). These codes will be refined with subcodes, if necessary, during the analysis process. The coding will be conducted by two researchers independently, after which inter-coder reliability can be determined. The results of these interviews are available during the conference. The insights into what it means when the professional context disappears from a teacher training program and form the basis for the ignite talk, in which we will explore further together what we are losing or gaining with the disappearance of the professional context. Conclusions, Expected Outcomes or Findings Using a deductive analysis framed by the codes professional identity, professional repertoire, and professional knowledge (Koopmans et al., 2025), our initial findings suggest that the integration of occupational context in VET initial teacher education (ITE) fundamentally shapes how vocational teachers understand and enact their professional roles. When ITE is based on general pedagogical methods that are detached from the professional context, participants consistently describe a weaker professional identity, characterized by a reduced connection to their professional field and uncertainty about their role as vocational education teachers. In these programs, teachers report a limited professional repertoire, relying on abstract instructional strategies that feel misaligned with the practical demands and values of their trade. Moreover, their professional knowledge tends to emphasize general teaching concepts over occupation-specific know-how, resulting in a gap between what is taught and what is valued in workplace settings. Conversely, when teacher education is anchored in the occupational culture, values, and practices of the profession, participants demonstrate a stronger professional identity, reflected in a deeper sense of belonging to both the occupational and educational community. These teachers articulate a richer professional repertoire, integrating pedagogies that resonate with core occupational practices (e.g., safety culture, craftsmanship standards, procedural logic). Their professional knowledge is likewise grounded in the specific norms and work-process logics of their field, enabling them to make pedagogical decisions that align with authentic workplace demands. Collectively, these preliminary insights indicate that context-driven ITE supports more authentic professional socialization, strengthens teachers’ identity and practice, and may enhance the attractiveness and relevance of vocational teaching. Poster Developing Curriculum for More Sustainable and Fair Textile, Clothing, Leather and Footwear Industries 1: Tampere University of Applied Sciences, Finland; 2: EURATEX-European Apparel and Textile Confederation Presenting Author:The AEQUALIS4TCLF project (Addressing Skills Gaps in the European Textile, Clothing, Leather and Footwear TCLF-industries, with a focus on Equality, Innovation, and Resilience) is a four-year Erasmus+ “Alliances for Innovation” initiative running four years starting from 2024. The consortium brings together nineteen partners from Belgium, Croatia, Czechia, Finland, Lithuania, Serbia, Slovenia and the Netherlands, representing industry associations, chambers of commerce, higher education and vocational education institutions. The project is coordinated by EURATEX - European Apparel and Textile Confederation, representing the interests of the European textile and clothing industry at the level of the EU institutions. The project aims to address skills shortages in the TCLF-sectors by conducting comprehensive skills needs assessments and gap analyses in participating regions, developing new curricula and learning materials at both vocational and higher education levels, and piloting training programmes that respond to emerging digital, green, and sustainability demands. A strong emphasis is on equality, inclusion, and diversity, ensuring that training and employment opportunities are accessible to underrepresented groups and migrant workers, and that all activities promote fairness and non-discrimination. In the poster presentation in ECER we are focusing on the piloting process of the learning program developed in the project. The pilot plan is built upon the Work Package WP4 of the project, led by the partners in the Faculty of Textile Technology of University of Zagreb in collaboration with the project partners from the VET and HE sectors. In WP4, based on extensive experience with the development of international study programmes and successful implementation of micro-credentials in Croatia, a total of eight (8) thematic micro-credentials (MCs) were created. Each of the 8 MCs follows a standardized structure and includes 40 courses (usually 1–2 ECTS/ECVET) that formulates 18 modules of 1-3 courses. The modules are planned to meet the current and expected needs of the industry. The curriculum aims to offer comprehensive learning opportunities for both HE and VET students as well as adults in working life seeking for upskilling and reskilling education in TCLF. In the Work package WP5 led by the partners in The Faculty of Textile Engineering of the Technical University of Liberech (TUL) the deliverable 5.1 Learning Strategy Document makes a firm basis for building the pilot plan. Each MC formulates the learning materials guidelines for which has been developed in the WP5. Tampere University of Applied Sciences TAMK is responsible for planning the piloting process and publishing the “Lessons Learned Report” of the process. The DigiCampus learning management system has been chosen as the platform for the piloting process. DigiCampus has been created in TAMK to promote and offer digital education platform and pedagogical support for projects, networks, and stakeholder collaborations coordinated by universities making possible also cross-institutional studies. The pilot plan is to be ready for implementation by September 2026 and in the poster we are presenting the planning process and the research plan to be conducted during the implementation of the piloted modules and courses. The piloting process is also planned as a co-research with partners and also with the participants of the courses and modules to be piloted. The research is based on pedagogical mode of address (Hakala 2007) that is inviting and inciting participants to study and learn the course content and based on that they are also welcomed, encouraged and supported with the teaching and learning design to collaboration for developing new perspectives and orientations to try out new innovations, practices and methods in using their new competencies. The participants of the piloting process are invited to give feedback and suggest improvements for the contents and methods of the course. Methodology, Methods, Research Instruments or Sources Used The research is conducted on the piloting process based on the principles of co-research and collective production of knowledge (Hakala 2007, Holmen et al. 2026, Kulmala et al. 2023, ). The data is collected to the DigiCampus -platform following GDPR-principles. The data management plan follows principles of Tampere Univeristies (TUNI) and The Finnish National Board on Research Integrity TENK. The participants sign the informed consent giving permissions to use the data for the research. The research plan is to be negotiated and agreed upon with the consortium members during spring 2026 and will be written as a part of the pilot plan that is to be ready on September 2026. Feedback collection will be organized from piloting students with a standardised digital feedback form that will be created and embedded in each DigiCampus course. The form will include general questions applicable across all pilot courses and course-specific questions tailored to the content or learning experience. From staff, project partners and stakeholders a suitable method for gathering feedback from teachers, project partners, and external stakeholders will be defined. The chosen method should allow systematic collection of insights regarding implementation, workload, pedagogical practices, and cross-institutional collaboration and also, how the competences gained from the courses can be implemented in the TCLF-sector practices. Feedback will be collected in a standardized format, from each course separately, from all students participating in piloting process. Staff members involved will also provide feedback. All responses will be systematically analyzed, and appropriate adjustments will be made to course content, materials, shared practices, and workflow processes based on the findings. Conclusions, Expected Outcomes or Findings The final goal of the piloting of the learning program of AEQUALIS4TCLF -project is to open an online platform for global TCLF-professionals and stakeholders as a TCLF Learning HUB offering user-friendly, accessible learning management system containing e.g. e-books, videos, webinars, and online courses which are relevant, practical, up-to-date, aligning with the training programs' learning objectives that are tested and developed further based on the analysis and interpretations of the piloting process. As the project has objectives to unify Europe in skilling and reskilling the TCLF workforce by expanding the reach of previous projects of EURATEX in enabling the TCLF industry to better prepare for the future and achieve a sustainable and circular economy (ILO 2019). The piloting process is to address the skills gap in the TCLF industry by promoting partnerships, identifying specific skills needed, and developing new curricula for a more sustainable industry. It also promotes social inclusion, safety, and compliance through integrated workshops and guidelines. Poster Four Empirical Approaches to International Vocational Education and Training Transfer – Innovations, Networks and Implications for Research and Practice University of Bremen, Institute Technology and Education (ITB), Germany Presenting Author:In the course of internationalisation, changes in the economy, society, education and technology are leading to new conditions for vocational education and training (VET) as a result of trend-driven novelties (Störmann, 2025). International vocational education and training research therefore focuses, among other things, on adapting VET on the basis of changing requirements and innovations in work, life and society, on international VET cooperation between different countries and numerous actors, including the transfer of VET between different systems (see, for example, Gessler, 2019; Pilz, 2017). International vocational training research thus focuses on issues related to the interaction of international influences, trend-driven innovations and transfer-related cooperation. The German vocational training system is regarded internationally as particularly successful, meaning that various funding initiatives at national and international level offer German vocational training providers a multitude of opportunities in international markets. Consisting of a wide variety of actors in the context of origin and target of the transferred VET programme, joint projects are funded by the Federal Ministry of Education and Research on the German side for the implementation and the establishment of cooperation and network structures. This contribution focuses on international VET transfer and the role of international actors in vocational training, addressing the subject of transfer, the resulting innovations and processes, and the networks that are being formed. In other words: "Innovations are made by people, so it seems only consistent that their contribution is placed at the centre of the analysis" (Gessler, 2019, p. 270; translated by the author).
Therefore, the main research question is as follows: How do German and international vocational training stakeholders transfer vocational training in an international context? To answer this question, the focus is placed on the subject of international transfer activities in the form of four empirical approaches.
First, the complexity of vocational training services in international contexts is addressed in order to examine what types of VET services are transferred (Meyne, 2022). This study uses the complexity assessment model by Blockus (2010), which focuses on the input, potential and output of services. This model is adapted for the framework of international vocational training services and expanded to include a new complexity dimension with three associated complexity characteristics (Meyne, 2022). As these services are transferred in the form of innovative business models, they are subsequently addressed in terms of their degree of innovation (Meyne & Kühn, 2023). The theoretical basis is formed by the business model approach according to Osterwalder and Pigneur (2010) and the business model innovation scale according to Taran et al. (2015).
Furthermore, the mapping of network structures of international VET actors is pursued using social network analysis (SNA), which addresses social capital for capturing personal networks (Meyne & Siemer, 2025). In terms of theoretical references, previous work by Bourdieu (1983) on the concept of social capital and key works on network research e.g. by Granovetter (1973) are drawn upon. This addresses the analysis of the social capital of international vocational training cooperations in terms of network development and its sustainability in an international consortium.
Finally, the focus shifts to adaptation processes in transfer when vocational training services are transferred between different contexts (Meyne & Peters, 2022). In addition to other theoretical approaches, the policy transfer framework developed by Dolowitz and Marsh (2000) and the transfer levels identified by Gessler (2017) form the basic theoretical framework for understanding the transfer concepts of key players and identifying adaptation processes in vocational training transfer in the form of predominant transfer types in this study. Methodology, Methods, Research Instruments or Sources Used This contribution will present four empirical approaches, which deal with the subjects, innovations and networks of international VET transfer in order to draw common implications for research and practice. In the course of this, the aforementioned overarching research question can be split into four sub-questions: 1. What complexity can be found in the transferred services of internationally active vocational education and training actors and how can it be assessed? (Meyne, 2022) 2. Which business models are transferred in the context of international VET services and what is their innovative character? (Meyne & Kühn, 2023) 3. Which actors are involved in the innovation transfer of international network formation and how are network formation processes structured? (Meyne & Siemer, 2025) 4. How does the transfer process of VET services between the origin and target contexts take place in terms of transfer understandings and types? (Meyne & Peters, 2022) The empirical basis of this contribution is formed by four international studies: The first study deals with the complexity of VET services in international contexts, whereby the complexity assessment model according to Blokus (2010) is empirically applied and validated on the basis of nine projects from a German funding line for the promotion of international VET transfer by the German Federal Ministry of Education and Research (BMBF). In a further contribution, qualitative expert interviews and documents from selected projects under the aforementioned funding line are analysed in a longitudinal study in order assess the extent of innovations in VET services in the form of transferred business models. For this purpose, a total of 18 project consortia consisting of a wide variety of stakeholder constellations are analysed (Meyne & Kühn, 2023). Social networks continue to be recorded in terms of generated social capital in international VET cooperation in the form of international networking activities in an Erasmus+ project (Meyne & Siemer, 2025). Data collection is carried out using a fully standardised questionnaire and qualitative expert interviews (N=10) with a semi-standardised guide, followed by the creation of ego-centred network maps. In order to generate findings on how transfer processes take place between different countries, a further study was conducted on the adaptation processes to new target context of VET transfer. Data was collected using guided expert interviews with six selected vocational training providers, with an associated analysis of project-related documents (Meyne & Peters, 2022). Conclusions, Expected Outcomes or Findings The results of the four studies confirm that there is a wide range of potential for shaping VET services, with innovative solutions to challenges in vocational practice being identified and implemented. In addition to actively shaping the transferred business model, environmental factors and their integration into existing systems and structures in the target context must be taken into account (Meyne, 2025). Trend-specific innovations can lead to rapid technological developments, which must be incorporated and continuously shaped in VET due to existing interdependencies between work, technology and education (Meyne, 2025). The results underscore the importance of the interplay between the transferred value proposition and the associated transfer goals for shaping the complexity of VET services (Meyne, 2022). Furthermore, innovation processes continue to be shaped by a diverse range of actors who play different roles in networks. The necessity of resources, interest and commitment on the part of the actors involved in international network building can also be emphasised, so that the involvement of different actors in the origin and target countries is essential and, in addition to the transferred content innovation, contributes significantly to the success of the project (Meyne, 2025). Finally, the increasing complexity of transfer processes must be pointed out in terms of how adaption to the target context takes place, whereby transfer processes are not linear and are characterised by a certain degree of dynamism and flexibility. With regard to the implementation of innovative projects focussed on VET transfer, it is therefore particularly important to align the project e.g. with a constantly changing world, the shortage of skilled workers and the qualification requirements of the target context (Meyne, 2025). Starting points for future research arise in particular with regard to the analysis of processes of transfer failure and the underlying motivations of international actors in VET transfer. Poster Understanding Students’ Professional Identity Formation in Vocational Secondary Education Masaryk University, Czech Republic (Czechia) Presenting Author:Secondary vocational education plays a crucial role in the development of students’ professional identity, understood as a dynamic and evolving process in which skills and professional functions, knowledge, values and ethics, as well as personal and group identities, are integrated within specific work contexts. (Chien et al., 2022; Fitzgerald, 2020). Professional identity is constructed over time as students move between school and workplace, navigating who they are and who they might become as future workers.
The main research question is: “How does the process of creating professional identity unfold among students in vocational secondary schools?”, examined through the perspectives of various groups of participants relevant to the school context. In vocational pathways, aforementioned identity work is closely related to the interplay between school‑based and workplace learning. A review of students’ learning processes in vocational education and training (VET) shows that alongside expertise and motivation, professional identity development is one of the central concepts when students combine classroom instruction with work placements. Vocational schools and workplaces are organized around different logics (learning/theory versus working/practice) so students must actively forge connections between abstract knowledge and situated tasks and henceforth they develop an anticipatory sense of “being” a member of a vocational community (Schaap et al., 2012).
Research from professional fields underline the centrality of practice experiences and socialisation. Fieldwork placements enable students to engage directly in professional practice, compare the ideals taught in school with the realities of everyday work, and confront dissonances that they must subsequently integrate and make sense of within their self‑narratives (Arreciado Marañón & Isla Pera, 2015; Ashby et al., 2016). Another important aspect of students’ professional identity formation is the role of VET teachers. Pylväs et al. (2022) emphasize the significance of social support and positive feedback provided by VET teachers during vocational training lessons. According to students, experiencing a sense of equality with their VET teachers is also beneficial. Related to this is the positively perceived sense of belonging and autonomy that students report during VET lessons (Hegna, 2019). These experiences reveal how identity is shaped not only by competence but also by emotions, relationships and perceived legitimacy as a professional (Timoštšuk & Ugaste, 2010). In the European context, the issue is notable. Many European countries have expanded or reformed VET to address skill shortages, youth unemployment and social inclusion issues, positioning VET as a crucial bridge between education and work (Lamote & Engels, 2010; Schaap et al., 2012). Understanding how secondary VET students develop, negotiate, or resist professional identities within these systems is crucial for addressing early detachment from the labour market and the ongoing reproduction of classed and gendered vocational pathways. (Schaap et al., 2012; Vähäsantanen, 2015). Methodology, Methods, Research Instruments or Sources Used This poster is part of a broader, ongoing qualitative study of professional identity among various actors in secondary vocational education, involving school headmasters, career counsellors, class teachers, vocational training teachers, and students at two vocational secondary schools. The present contribution narrows this wider project to the perspective of students. Said research encompasses four study programs: pastry chefs and carpenters at School 1, and metalworkers and electricians at School 2, allowing slight comparison across different vocational pathways within the same national context. A longitudinal qualitative research design was applied, drawing on semi-structured interviews complemented by non-participant observations in vocational training lessons (Creswell & Poth, 2018; Saldaña, 2016). Both the interviews and observations were conducted three times during the first school year of students – at the beginning, during mid-year, and end of the school year – to capture developmental processes over time in everyday classroom and vocational training. This design enables an in-depth understanding of identity formation as a dynamic and contextually embedded phenomenon situated at the intersection of school structures, teaching practices, and peer interactions. For the purposes of this poster, conducted analyses focus on interviews with students (n = 72) across the first, second, and third waves, along with the corresponding sets of observations from vocational lessons, providing rich longitudinal data on their first year of study. The analytical approach combines thematic analysis with iterative coding cycles to identify and refine patterns in students’ evolving perceptions of professional norms, values, and roles, and their own expectations related to their future profession. Special attention is paid to how these perceptions change across the three waves, how they are mirrored, reinforced, or challenged in observed vocational training lessons. Conclusions, Expected Outcomes or Findings It is expected that students in the first year of secondary vocational education will describe the early formation of their professional identity as a gradual and sometimes uncertain process. Students are likely to articulate initial images of “what it means to be a pastry chef, carpenter, metalworker, or electrician,” shaped by prior experiences, family influences, and societal stereotypes. Over the school year, a change in their perspectives is expected. Students may begin to relate these initial images to concrete learning experiences encountered in the school environment. Students are expected to report whether interactions with vocational teachers and trainers are crucial for how they imagine their future professional selves. They are likely to reflect on how feedback, praise or criticism influence their confidence and sense of belonging in the professional field. Across the three interview waves, some students may strengthen their self-identification with the profession as they gain skills and experience success, while others may express doubts or consider alternative pathways when confronted with difficulties, mismatches between expectations and reality, or negative experiences in school or practical training. Students are expected to describe how classmates support or challenge their developing sense of “becoming a skilled worker.” Overall, the longitudinal data could show how first-year vocational students’ professional identity is dynamic and negotiated in everyday school and training situations. Poster From Work Tasks to Learning Tasks: Digital Support for Competence-Oriented VET Teaching in Kenya 1: University of Bremen, Germany; 2: Warnborough College Ireland, Ireland Presenting Author:The DEVISE4KE project addresses the challenge of aligning vocational education and training (VET) with changing occupational requirements in the context of digital transformation and the competence-based curriculum (CBC) in Kenya. In many VET systems, learning and teaching practices are insufficiently connected to real work processes, as teachers often lack structured support to translate occupational requirements into competence-oriented learning designs. Also, teachers themselves often lack the necessary digital competences. The disconnection between educational practice and workplace requirements is especially pronounced in resource-constrained contexts, such as Homa Bay County in Western Kenya, where schools are confronted with numerous interrelated challenges. These include infrastructure deficits such as inadequate ICT equipment and unreliable energy supply, insufficient teacher training in both competency-based pedagogical approaches and digital teaching methodologies, and a fundamental lack of work-based learning opportunities due to limited industry partnerships and geographical isolation from major economic centres. Moreover, the implementation of Kenya's Competency-Based Curriculum since 2017—which emphasises learner-centred approaches, competency development, formative assessment, and 21st-century skills—has created additional demands on teachers who were not systematically prepared for this pedagogical shift. The regional context is characterised by significant educational disadvantages stemming from poverty, which renders traditional internships and company collaborations largely unfeasible for students. This necessitates the development of innovative approaches to facilitate the incorporation of authentic work experiences into the classroom setting. This contribution focuses on the project’s Work Package 2 (WP2) and Work Package 4 (WP4). WP2 identified and structured occupational requirements and work tasks in selected occupational fields as a basis for competence-oriented VET. WP4 built on these results to enable VET teachers to design their own learning and work tasks using a digital Task Manager, aligned with the occupational requirements identified in WP2. How can VET teachers design competence-oriented learning and work tasks based on empirically-identified occupational requirements? The objectives of this contribution are to:
The conceptual framework is grounded in competence-based and work process–oriented VET, emphasizing authentic work tasks as a core didactic element that links work and learning. Teachers are understood as key actors in curriculum enactment and task design. The project follows a design-based research perspective, combining the development of digital tools with iterative reflection on pedagogical practices. Theoretically, the project draws on the Learning and Work Tasks (LWT) methodology developed by Howe and Knutzen (2021), which provides a structured approach to designing work-process-oriented learning activities. This methodology organizes learning through four distinct phases—Acceptance, Planning, Execution, and Termination—mirroring authentic occupational work processes while systematically addressing professional, methodological, social, and personal competences. The LWT approach explicitly tackles both professional competences specific to occupational fields and transversal competences that are transferable across contexts, including collaborative problem-solving, learning to learn, adaptability, and initiative-taking. Additionally, the project employs the DigiComp 2.2 framework (Vuorikari et al., 2022) to structure and assess digital competence development across five key dimensions: information and data literacy, communication and collaboration, digital content creation, safety, and problem-solving. This dual theoretical foundation enables systematic integration of work-based learning principles with comprehensive digital competence development, addressing the specific needs identified in the Kenyan VET context. The European and international dimension is central to the project. European approaches to occupational analysis, competence orientation and work-based learning task design were transferred and adapted to the Kenyan VET context through international cooperation and joint development activities. Methodology, Methods, Research Instruments or Sources Used In WP2, occupational requirements were analysed using qualitative methods such as expert interviews, workplace-related discussions, and document and structured task analyses in selected occupational fields. WP2 focused on identifying typical work tasks, required competences and performance expectations. The results were systematized and structured as the foundation for competence-oriented learning task design. The initiation phase involved comprehensive industry needs assessment through ten structured interviews with regional companies representing diverse sectors including manufacturing, trade, tourism, banking, and telecommunications in Homa Bay County. These interviews employed semi-structured protocols designed to elicit detailed information about specific work tasks, competence requirements, performance standards, and collaboration expectations for entry-level employees. Concurrently, digital competency assessments were conducted at three secondary schools involving 23 teachers and 247 students, utilizing instruments aligned with the DigiComp framework to establish baseline competence levels and identify specific development needs. Data was analysed via Kuckartz´s qualitative data analysis (Kuckartz 2018). WP4 implemented the WP2 results in a digital Task Manager to support teachers in creating learning and work tasks. Teachers participated in workshops and guided development phases learning how to use the Task Manager to choose work areas, relate them to competence elements, formulate the requisite learning and work tasks, and define learning objectives and assessment criteria. The design-based research approach employed in WP4 involved two parallel iterative research cycles. The first cycle focused on developing a foundational LWT on photovoltaic system installation, created by university partners specifically for teacher training purposes. This LWT underwent initial testing at Rongo University with participating teachers, whose feedback informed refinements before subsequent implementation and evaluation at the three partner secondary schools. The second cycle involved teachers themselves designing LWTs for their students on topics identified through the industry needs assessment and digital competency evaluation, such as job application processes, customer service interactions, and agricultural field preparation. The data used for WP4 included task descriptions created by teachers, workshop materials, documentation of task development processes, and reflective feedback from teachers and project partners. The analysis focused on the alignment between occupational requirements and learning tasks, including changes in teachers’ task design practices over time. Conclusions, Expected Outcomes or Findings The results indicate that teachers were able to develop more structured and competence-oriented learning and work tasks when supported by clearly defined occupational requirements and a digital Task Manager. The Task Manager helped teachers to explicitly relate learning tasks to real work processes and competence requirements, thereby strengthening the work-based orientation of teaching and learning. Industry assessments revealed substantial competency misalignments between employer expectations and teacher capabilities. Critical gaps emerged in collaborative problem-solving (80% industry importance vs. 25% teacher competency), learning to learn (80% vs. 20%), and digital content creation (85% vs. 15%). Following the LWT development cycle and digital workshops, teachers demonstrated measurable improvements: learning to learn increased from 20% to 50%, information and data literacy from 40% to 60%, and communication and collaboration from 35% to 50%. Pedagogical competences showed parallel advancement, with work-based learning planning and digital task design improving from level 4 (hardly able) to level 2 (can do this) on four-point Likert scales. These quantitative gains were validated through qualitative feedback indicating enhanced confidence, deeper understanding of competence-based pedagogy, and practical application capabilities. The findings underline the importance of linking occupational analysis with teacher capacity building. From an international perspective, the project demonstrates how European concepts of work process–oriented and competence-based VET can be adapted to different national contexts through collaborative development, while contributing to sustainable capacity building in vocational education systems. The research identified critical infrastructure dependencies: digital LWTs' effectiveness requires reliable electricity and internet connectivity, which remain inconsistent in resource-constrained environments. Nevertheless, when foundational conditions exist, digital learning and work tasks provide pedagogically work-based learning integration where traditional apprenticeships are infeasible. Future research will examine competence improvement sustainability, investigate classroom implementation effectiveness, and analyse industry-informed LWTs' impact on students' digital, transversal, and professional competence development.
