Paper Relational Resources in School Leadership: Translating Social Capital into Social Support 1: University of Jyväskylä, Finland; 2: University of Helsinki Presenting Author:School principals internationally are leading in increasingly complex governance environments marked by accountability pressures, staff shortages, multi-agency student support needs, and intensified stakeholder expectations. These conditions heighten risks of overload and burnout, and make relational resources—who principals can rely on, for what, and under which conditions—an urgent international concern. Yet research often treats social capital (the structure of relationships and networks) and social support (the functional help exchanged within those relationships) separately. This separation limits our ability to explain how principals’ networks translate into concrete support and when those networks instead become sources of strain. This presentation addresses that gap by integrating social capital and social support in a single analytical framework to examine principals’ perceived relational resources. The study asks:
Social capital is conceptualised as actual and potential resources embedded in relationships and accessible through networks (Adler & Kwon, 2002; Leana & Pil, 2006). We distinguish internal social capital (ties within the school organisation) from external social capital (ties beyond the school, including professional networks and institutional actors). To refine the relational quality and reach of these ties, we also draw on bonding, bridging, and linking distinctions (e.g., Szreter & Woolcock, 2004), which help to interpret whether resources flow through close-knit trust relations, cross-group connections, or vertical relationships across hierarchies. Social support is conceptualised as multidimensional functional assistance available through relationships (House et al., 1988; Schwarzer & Knoll, 2007), with particular attention to emotional, informational, and instrumental support (e.g., Cutrona & Russell, 1991; Langford et al., 1997). Finally, we use a stress-and-coping lens (Lazarus & Folkman, 1984) to clarify why perceived availability of support matters: in appraisal processes, it is not only the presence of networks but the perceived accessibility and usefulness of support that shapes coping with demanding situations. European/international dimension. Although the empirical setting is Finland, the contribution is explicitly international in two ways. First, the proposed integration of structural (social capital) and functional (social support) perspectives offers a transferable framework for studying principal support across European/international systems with varying governance structures, municipality/district arrangements, and multi-agency service models. Second, the findings speak to a shared European challenge: aligning expanding expectations for school leadership with adequate, well-resourced support ecosystems (within schools, across peer networks, and in external services). The study therefore contributes to international debates on sustainable school leadership by showing how relational resources function as enabling capacity—but only when reciprocity, resourcing, and contextual fit are present. Methodology, Methods, Research Instruments or Sources Used The study is part of a broader longitudinal research project on school leadership in Finnish primary and upper secondary education. The empirical material comprises semi-structured interviews with 27 principals from 14 municipalities, selected through stratified random sampling to capture variation in urban/rural context and leadership experience (ranging from 1 to 30 years). Interviews were conducted via Zoom between May–June 2024, audio-recorded with consent, transcribed, and cleaned. The total corpus is approximately 171 pages (single-spaced) of interview text. Interview themes covered principals’ work environment and role expectations, leadership distribution, stakeholder interaction, stress and recovery, and—centrally for this paper—perceptions of relational resources and support. This design supports analysis of both everyday internal ties (e.g., staff, management teams, students, parents, administrative support) and external ties (e.g., peer principal networks, superiors, municipal/institutional actors, and external services such as occupational health and student welfare partners). Analysis used theory-guided qualitative content analysis with an inductive reasoning. First, relevant meaning units were identified and open-coded. Second, codes were organised with guidance from the conceptual framework: internal/external social capital and emotional/informational/instrumental support. To avoid over-imposition of theory, coding remained anchored in participants’ language and examples; categories were iteratively refined through analytic discussions among authors. The methodological contribution is the explicit pairing of network location (internal/external; bonding/bridging/linking) with support function (emotional/informational/instrumental), producing an analytic template that can be applied in comparative leadership studies. Conclusions, Expected Outcomes or Findings Findings indicate that principals’ internal social capital—the wider school community, leadership teams, fellow principals within the school, teachers, students, parents, and secretarial/administrative support—was the most consistently supportive source of everyday help. These internal ties were strongly associated with emotional reassurance (recognition, belonging, psychological safety), instrumental support (shared responsibilities, practical problem-solving, routine stability), and locally grounded informational support (context-specific advice). By contrast, external social capital showed greater ambivalence. Peer principal networks (where available) were highly valued for idea-sharing, sense-making, and concrete help, suggesting the importance of professionally “bridging” ties for leadership learning and resilience. However, principals’ linking ties to institutional/municipal levels and some external services were frequently described as strained when top-down demands were not matched with adequate time, personnel, or clear information. In these cases, networks existed but did not reliably convert into usable support—highlighting that social capital is a structural precondition, not a guarantee, for social support. Overall, the study shows that the effectiveness of relational resources depends on reciprocity, resourcing, and contextual fit. Practical implications emphasise: (1) mapping local relational networks to identify support gaps; (2) strengthening shared leadership and internal team structures; and (3) systematically resourcing peer networks and external services so that new demands are met with timely informational and instrumental support. Paper Tracing The Flow of Influence from Leadership to Student Learning Practices Griffith University, Australia Presenting Author:Research has established educational leadership as a critical in-school influence on teaching quality and student learning, second only to classroom instruction (Harris & Jones, 2023; Leithwood et al., 2019). However, leadership impact is complex, largely indirect, and deeply contextual, operating through multiple layers of practice or “webs of leading” (Nehez et al., 2022) rather than linear cause–effect relationships (Kemethofer et al., 2025). While decades of research consistently affirm leadership’s importance, it exposes a persistent conceptual and empirical gap: although leadership matters, far less is known about 'how' leadership influence is accomplished in the day-to-day flow of school practices (Leithwood et al., 2019). Recent scholarship increasingly conceptualises leadership as a multifaceted, ecological phenomenon dispersed across senior and middle leaders, each contributing differently to school improvement (Harris & Jones, 2023). Principals primarily shape the conditions, goals and professional cultures that enable improvement, while middle leaders - positioned closest to classrooms - play a pivotal role in translating policy and development initiatives into teaching practices (Grootenboer et al., 2020). Policy enactment and leadership research consistently show that through translation work leadership influence becomes most visible and consequential for teaching and learning (Skerritt et al., 2023). Despite this recognition, empirical evidence tracing leadership influence beyond teaching to students’ learning practices remains limited (Cruickshank, 2017). Practice-oriented research suggests that leadership influence occurs as practices travel—through shared language, activities and relationships—across professional learning, teaching and student learning. Yet these flows of influence have rarely been systematically traced (Leithwood et al., 2023). Responding directly to this gap, the study adopts a practice lens to follow the flow of leadership influence from policy and school development initiatives, through senior and middle leadership practices, into classrooms and student learning practices. Rather than focusing on substantive outcomes alone, the study maps chains of evidence across leadership, professional learning, teaching and student learning. In doing so, it provides insight into how leadership accomplishes learning in practice and advances an ecological understanding of educational leadership, demonstrating that improvement depends not on isolated leadership actions, but on the coherence and alignment of interdependent leading practices that shape what teachers and students actually do in schools. Conceptual framework The conceptual position draws on three complementary practice theories: the theory of practice architectures (Kemmis et al., 2014), the theory of ecologies of practices (Kemmis et al., 2012), and the notion of travelling practices (Czarniawska & Sevón, 2005). Together, these perspectives reframe educational leadership influence through a practice-theoretical lens, viewing leading not as the actions of individual actors, but as socially, materially and discursively constituted practices that unfold within specific sites (Grootenboer & Edwards-Groves, 2024). From a practice architectures perspective, leadership is understood as shaping the cultural-discursive, material-economic and social-political conditions that enable and constrain teaching and learning practices (Kemmis et al., 2014). These conditions are realised within ecologies of practices, where leading, professional learning, teaching and student learning are interdependent and mutually shaping. The concept of travelling practices further explains how leadership practices are translated as they move across practicescapes—from policy to principals, middle leaders, teachers and ultimately students—through shared language, activities and relationships. Czarniawska and Sevón (2005) argue practices do not travel through simple diffusion, but through processes of translation in which ideas and actions are interpreted, adapted and reshaped as they are taken up in new sites of practice. Language, activity and ways of relating are central to this translation, flowing into new contexts and taking shape in ways responsive to local conditions (Edwards-Groves & Rönnerman, 2021). Understanding leadership practices as travelling foregrounds their temporal and site-based character, offering insight into how leadership influence emerges, evolves and reaches student learning practices (Schatzki, 2010). Methodology, Methods, Research Instruments or Sources Used This paper reports on 16 ethnographic case studies conducted in five different education systems in rural, regional and urban primary and secondary schools in Australia. The key question for case study phase of the larger study was not a generalised notion of ‘has learning improved?’, but rather, ‘how do the practices of educational leaders impact teaching and student learning practices?’ Data collection methods included gathering relevant system/school policy documents, audio-recorded and transcribed interviews and focus groups with participants (senior leaders, middle leaders, teachers, and students), document analysis, and fieldnotes of observations of i) professional development sessions focused on an Education Development Initiative (EDI) led by middle leaders, and ii) lessons reflecting the EDI. To establish the flow of influence, middle leaders’ leading practices were studied as they happened. The process included: i) an observation of the EDI facilitated by middle leaders, ii) observations of at least two lessons where the EDI was being implemented in classrooms, iii) post-observation student focus groups were conducted with 3-6 students to establish their perspectives on the practices being learned through the EDI, iv) follow-up interviews with observed teachers, v) pre- and post-interviews with the middle leader were conducted, vi) interviews with principals, senior leaders and other middle leaders in the school, and vii) documents related to the middle leader’s roles and their school-based development work were collected for the purposes of understanding the broader systemwide practice architectures influencing the practices at each school. These data were collated in ‘tables of invention’ (Grootenboer & Edwards-Groves, 2024) forming comprehensive case studies that were subsequently analysed to determine if and understand how practices inherent ‘travelled’ from policy to leaders to students in classrooms. Analysis: Multiple passes through the data comprising each case involved identifying the practices (sayings, doings and relatings) and practice architectures (cultural-discursive, material-economic and social-political arrangements) and their subsequent influence on what is being practiced. Researchers began by systematically asking specific practice-focused questions of the data in terms of the observed practices (what is actually happening there and then in real time-space activity) and reported practices (what happened in the past as described, repeated, exemplified or paraphrased in participant accounts). In an iterative confirmatory consensus-oriented process conducted independently and collaboratively by the researchers where data were categorised, critiqued, and recoded to produce themes relating to evidence of ‘flow’ of sayings, doings and relatings across practices enacted and described by case study participants. Conclusions, Expected Outcomes or Findings Results show how leadership influence was traced as practices that travel from policy through senior and middle leadership, professional learning, teaching, and into student learning, made visible in the shared language, activities and relationships enacted across case sites. Findings show how policy discourses are taken up, translated and reproduced in everyday school practices, with traces of policy language and intentions visible in the orientations and actions of leaders, teachers and students. Analysis of cases yield empirical evidence of leadership influence occurring in the day-to-day flow of practice, directly responding to calls for research that demonstrates how leadership accomplishes changed teacher and student practices. Five observable features of influence were identified: (1) consistency of messaging about the sayings, doings and relatings required for practical coherence across policy, leadership, professional learning, teaching and student learning; (2) learning through social ensembles (Kemmis et al., 2025) in which leaders, teachers and students work interdependently towards shared improvement goals; (3) leadership understood as influence within policy discourses, practices and participant orientations; (4) fidelity and alignment in individual and collective orientations to development initiative intent; and (5) the flow of expected language, activities and relational practices across leading, teaching and learning. Practically, results suggest that schools should move beyond reliance on outcome-based measures alone and attend to traceable, in-situ qualitative evidence of practice change. Theoretically, the findings demonstrate the value of practice theory for revealing leadership influence over time and across sites, showing how practices evolve and travel within changing practice architectures. Conceptually, the results reposition leadership as a multifaceted, ecologically integrated complex of interrelated practices. To conclude, leadership influence is best understood as arising from coordinated, interdependent action across practices, highlighting an ecology of educational practices through which change emerges temporally via shared language, activity and relationships responsive to local conditions. Paper When Principals and Teachers See Differently: Perceptual (In)congruence in Future-Ready School Leadership and Organizational Learning The Education University of Hong Kong, Hong Kong S.A.R. (China) Presenting Author:Schools across the globe are operating under conditions of increasing uncertainty driven by rapid technological change, demographic diversification, and evolving societal expectations (Campbell et al., 2023; Schechter & Asher, 2012). Despite this, much of the leadership literature remains grounded in relatively stable environments and traditional managerial models, offering limited guidance on how school leaders can respond to future uncertainty while simultaneously fostering organizational learning culture in school settings (Gurr & Drysdale, 2020). Responding to this gap, recent scholarship has advanced the concept of Future-Ready School Leadership, which conceptualizes school leadership as a key driver of “future-making schools” through multifaceted, problem-based, adaptive, anticipatory, and system-oriented practices (Fullan, 2023). More precisely, the future-ready school leadership is theorized through four interrelated dimensions: strategic foresight, addressing diversity, technology leadership, and systems thinking (Lu et al., 2025). Together, these dimensions frame school leadership as a future-oriented endeavor that integrates inclusivity, digitalization, outward-looking leadership, and systemic coherence. In response, educational systems are being called upon to develop adaptive capacities that enable collective learning, innovation, and sustainable improvement (Richardson et al., 2024). Organizational learning culture has therefore emerged as a central construct in educational leadership research, reflecting schools’ capacity to continuously acquire, share, and apply knowledge in ways that support long-term development (Stoll & Kools, 2017). The strong link between school leadership and OL culture fosters shared sense-making among educators, a condition that is particularly vital for preparing schools to navigate innovation and future challenges (Hsiao & Chang, 2011). Although a long line of prior research has shown that school leadership plays a pivotal role in shaping organizational learning culture. Drawing on social constructionist perspectives (Berger & Luckmann, 1966), leadership effectiveness is not solely determined by leaders’ intentions or self-assessments but is co-constructed through shared interpretations and interactions between leaders and teachers (Coburn, 2005). Accordingly, the (mis)alignment between principals’ and teachers’ perceptions of leadership practices is critical for understanding how it shapes school culture. Extensive leadership research, especially within the organizational behavior literature, shows that perceptual (in)congruence can determine whether leadership fosters positive organizational outcomes or exacerbates dissonance (Tsai et al., 2022). However, educational leadership research has only recently begun to explore this issue in relation to schoolwide outcomes. Studies indicate that when principals and teachers share similar views of leadership effectiveness, teachers report greater efficacy and engagement (Park & Ham, 2016). In contrast, incongruence, often stemming from leaders overestimating their impact, can foster mistrust and hinder collaboration (Wang et al., 2016). Recent empirical research by Choi et al. (2025) and Wiens et al. (2025) further demonstrates how perceptual (in)congruence relates to organizational outcomes, suggesting that perception cannot be binarily conditioned but exists along a continuum, with varying magnitudes of misalignment carrying different organizational meanings. To that very end, polynomial regression and response surface analysis are cutting-edge complementary analytical approaches for capturing these nuanced dynamics, allowing scholars to examine both strict congruence (exact alignment) and broad congruence (acceptable ranges of difference) between leader and follower perceptions (Tsai et al., 2022). Using this analytical lens, the present study investigates how perceptual (in)congruence between principals’ and teachers’ perceptions of future-ready school leadership relates to schoolwide organizational learning culture in Hong Kong schools. Specifically, the study addresses three hypotheses: H1: Principals tend to rate their own future-ready school leadership higher than teachers do. H2: Perceptual incongruence is associated with weaker organizational learning culture. H3: Higher levels of principal-teacher congruence on future-ready school leadership are associated with higher teacher-perceived organizational learning culture. By integrating a future-ready school leadership framework with advanced congruence modelling, the study contributes to ECER Network 26 by offering a relational understanding of leadership in future-oriented school contexts. Methodology, Methods, Research Instruments or Sources Used Data were drawn from a larger leadership development project conducted in the Hong Kong Special Administrative Region, China. The sample comprised 1,125 teachers and 28 principals from 28 primary or secondary schools. To examine perceptual congruence and incongruence, the study employed multilevel latent polynomial regression (MLPR; Zyphur et al., 2016) combined with response surface analysis (RSA). The analytical model estimates linear, interaction, and quadratic effects of principal- and teacher-perceived future-ready school leadership on schoolwide organizational learning culture. This comprehensive and multilevel approach avoids the limitations of difference scores and mean aggregation by modelling principal and teacher perceptions simultaneously at the school level while preserving within-school variability. Future-ready school leadership was measured using the 15-item Future-Ready School Leadership Inventory (FRSLI; Lu et al., 2025), capturing four dimensions: strategic foresight, addressing diversity, technology leadership, and systems thinking. Parallel versions of the instrument were used to assess principals’ self-perceptions and teachers’ perceptions of the same leadership practices. Example items include: “My school principal has a high sense of urgency for change” (strategic foresight); “My school principal embraces diverse values, ethnicity, and religions” (addressing diversity); “My school principal establishes guidelines on ethical use of technology” (technology leadership); and “My school principal develops long-term plans that consider possible future scenarios” (systems thinking). Responses were recorded on a 5-point Likert-type scale ranging from 1 (Never) to 5 (Always). Organizational learning culture was measured using the Dimensions of Learning Organization Questionnaire (DLOQ; Watkins & Marsick, 1997). The DLOQ demonstrated satisfactory internal consistency, with Cronbach’s α values ranging between .83 and .89, consistent with prior studies confirming its reliability. Sample items include: “In my school, staff help each other learn,” “In my school, staff engage in professional dialogue,” and “My school recognizes staff for taking initiative.” Responses were recorded on a 5-point Likert-type scale ranging from 1 (Never) to 5 (Always). Hypothesis 1 was tested using a t-test comparing mean principal-perceived and teacher-perceived future-ready school leadership scores. Hypotheses 2 and 3 were examined through MLPR and relevant RSA parameters (a1 to a5) capturing slopes and curvatures along the lines of congruence and incongruence. Three-dimensional response surface plots were generated and to be presented during the ECER session to visualize how different configurations of perceptual alignment relate to organizational learning culture. Conclusions, Expected Outcomes or Findings Results indicated a significant perceptual gap between principals and teachers, with principals rating their future-ready leadership significantly higher than teachers, supporting Hypothesis 1 [t(27) = 3.20, p < 0.01]. On average, principals rated themselves 0.32 points higher than teachers. Only a small proportion of schools (18%) exhibited high perceptual congruence within an absolute value of 0.5 z-scores, while substantial incongruence—often favoring principals—was common. Response surface analysis further showed that broad congruence mattered more than strict congruence. Specifically, greater perceptual incongruence—particularly when principals’ self-ratings exceeded teachers’ perceptions—was associated with lower levels of perceived organizational learning culture, supporting Hypothesis 2 (a3 = 0, a4 < 0, a5 = 0). However, Hypothesis 3, which posited positive effects of strict alignment on organizational learning culture (principals and teachers have the same ratings), was not supported (a1 = -1.26 and a2 = 1.09). The response surfaces also indicate that organizational learning culture was strongest when teacher perceptions of FRSL were moderate to high and broadly aligned with principals’ views, even if not perfectly matched. Conversely, high principal self-ratings could not compensate for low teacher perceptions, highlighting the risks of leader overestimation. These findings have important implications for educational leadership research and practice. Conceptually, they underscore the value of viewing school leadership as a socially constructed and relational process rather than an individual attribute. Methodologically, they demonstrate the utility of congruence modelling for capturing complex school leadership dynamics from principal and teacher viewpoints. Practically, the results suggest that fostering future-ready schools and organizational learning culture require deliberate attention to sense-making, dialogue, and feedback processes that align school principals’ intentions with teachers’ lived experiences. For ECER Network 26, the study underscores the importance of perceptual alignment and shared leadership understanding as a critical yet underexplored lever for educational leadership in schools. Paper Modeling for Openness: The Facilitator’s Role in Shaping Communication and Interaction Norms in Principal PLCs NTNU, Norway Presenting Author:School leaders are increasingly expected to lead professional learning by engaging teachers in conversations that surface assumptions, invite critical reflection, and support instructional improvement. However, collaborative arenas for principals often drift toward experience sharing, premature advice-giving, or compliance-oriented talk, rather than inquiry that enables participants to learn from one another’s practice (Earl & Timperley, 2009; Le Fevre & Robinson, 2015). This proposal investigates the role of an external facilitator in modelling and supporting the co-construction of communication and interaction norms in a Principal Professional Learning Community (PPLC). The study addresses the following research questions:
The theoretical framework integrates three complementary perspectives. First, Open-to-Learning leadership, grounded in Argyris and Schön’s theory of action (1974, 1978), explains how values such as valid information, respect for self and others, and internal commitment are enacted through specific interactional moves, including disclosure with grounds, paraphrasing and checking, and inquiry into the reasoning underlying practice (Argyris, 1993; Robinson, 2016). These moves counter defensive routines and untested assumptions that often dominate challenging professional conversations. Methodology, Methods, Research Instruments or Sources Used The study adopts an instrumental qualitative case study design. The case is one externally facilitated PPLC in a Norwegian municipality, followed over a two-year period. The PPLC consisted of six principals who met four to six times each year. Meetings followed a stable structure and focused on collective reflection on participants’ leadership practice. Principals developed action plans related to their leadership work in LeadDig, and the content of these plans formed the basis for reflection and discussion in the PPLC. Data sources include: (1) audio recordings and verbatim transcripts from all PPLC meetings; and (2) artefacts such as the facilitator’s presentation slides and principals’ written analyses. The analysis employs a theoretically informed thematic approach. First, interaction-focused coding is used to identify facilitator moves, such as modelling inquiry, paraphrasing and checking understanding, grounding claims in evidence, inviting counter-views, legitimising challenge, and managing turn-taking. Second, a longitudinal analysis traces the emergence and stabilisation of group norms, including what counts as a productive question, when advice is considered appropriate, and how disagreement is handled. Socio-cultural concepts guide the analysis of mediation and appropriation, with particular attention to how participants gradually adopt the facilitator’s language and interactional practices. Conclusions, Expected Outcomes or Findings The study is expected to identify a set of facilitator practices that are pivotal for establishing and sustaining inquiry-oriented communication norms in PPLCs. Preliminary findings suggest that these practices include: (a) explicit modelling of Open-to-Learning interactional moves; (b) continuous emphasis on making reasoning visible by asking for grounds and linking interpretations to shared evidence; (c) protecting time for exploration before moving to solutions; and (d) normalising respectful challenge as an expression of care for collective learning. Analytically, the study is expected to demonstrate how these practices function as mediational means that principals gradually appropriate and use independently in PPLC discussions and in their leadership practice at school level. For example, the facilitator consistently models inquiry–challenge–develop (ICD) moves and draws participants’ attention to leading questions, advice-giving patterns, and listening practices. Participants are frequently asked to restate what others have said to raise awareness of their own listening and interpretation, and to explain how they know what they claim, thereby fostering data-informed dialogue (Datnow & Hubbard, 2016). Practically, the study contributes design principles for professionalising facilitation in principal PLCs. These principles include how to explicitly teach and model communicative norms, how to monitor and address slippage into defensive routines or advice-giving, and how to support principals in transferring inquiry-oriented norms into their leadership practice with teachers. Overall, the study provides a fine-grained account of how learning cultures in leader PLCs are constructed through facilitated interaction, not only through formal structures and agendas.
