Paper “To Survive, You Must Tell Stories.” Comparing Success Narratives of Local University Alliances and Networks in European Capital Cities Humboldt-Universität zu Berlin, Germany Presenting Author:While the study of European university alliances is flourishing (Gunn 2020; Lambrechts et al. forthcoming), there is far less academic interest in local university alliances and networks. As the regional scale is always thoroughly investigated in studies of university collaborations, the smallest level of analysis, namely the local scale, is, at best, overlooked and, at worst, disregarded. Nevertheless, this type of alliance or network still exists, particularly in capital cities, with some managing to sustain themselves over time - the University of London, for example, has done so since 1836. Local university alliances and networks deserve greater consideration as they are complex and thought-provoking because they involve superimposing scales and require a fine-grained analysis. In the context of Europeanisation (Irion and Volf 2023) and internationalisation (De Wit and Altbach 2021) of knowledge infrastructures, where exchanges are both more numerous and faster, the existence and sustainability of local university alliances and networks are particularly difficult to explain. In particular, it is difficult to determine whether they have a specific policy agenda through their local anchorage, which would justify stakeholders' attachment to this type of organisation. Therefore, assessing the success of local university alliances and networks means identifying and taking into account their specific characteristics in relation to supranational university alliances and networks, the evaluation of which is already well-documented (EC 2025; Roth et al. 2025). However, there is still a need to systematise how such local organisations conceptualise and operationalise success, particularly in contexts that differ structurally and strategically from supranational initiatives. Grouping these issues, this paper aims to examine the success criteria as narrated by universities joining forces at the local level through a comparative analysis of university alliances and networks, all located in European capital cities. The empirical part of this paper will therefore answer the following questions: What are the stated objectives, and to what extent do local university alliances and networks narrate these as having been achieved (RQ)? Does interest in these alliances and networks persist over time, and if yes, how does it correlate to their perceived success (RQ’)? How does communicating on their structures help these organisations demonstrate legitimacy and accountability (RQ’’)? To answer these questions, we present a three-part analysis: first, we analyse the narratives surrounding shared policy goals and the unique self-promotion of local university alliances and networks; second, we examine their time-resistance through an analysis of their media presence; and third, we explore how they showcase their effective governance and organisational performance. To do so, organisational theory offers us tools to focus on narratives that shape the institutional identities of local university alliances and networks and foster their legitimacy (Kohvakka 2021). Indeed, such collaborations exist in a fluid political environment where many of them are emerging, and some are dissolving. The nature of these organisations varies, and political agendas constantly influence them, making systematic analysis difficult (Vukasovic and Stensaker 2018). Local issues, especially in capital cities, add complexity and create new opportunities for participation: while local university alliances and networks may seem based on similarity, they also raise unique identities and regionalism issues (Moawad and Schendzielorz, forthcoming). Additionally, as posited by organisational theory applied to higher education, meta-organisations serve as a pivotal conduit through which members can attain legitimacy (Zapp et al. 2023). Narratives used by university alliances and networks thus become instrumental tools through which these organisations not only enable (or restrain) the activities of their stakeholders, but also articulate and legitimise their status by making sense of themselves as an institutional order where implicitly legitimating language coexists with explicit normative claims (Berger and Luckmann 1967; Fenton and Langley 2011). Methodology, Methods, Research Instruments or Sources Used Eight case studies were selected: all university alliances or networks located in EU-28 capitals, conceived to ensure a minimum level of standardisation and increase the likelihood of identifying commonalities. These are: Consórcio da Região de Lisboa do Projeto Universities Portugal – Connecting Knowledge (CRL-CK, Lisbon); Alianza 4 Universidades (A4U, Madrid and Barcelona); University of London (UoL, London); Université PSL (PSL, Paris); Brussels University Alliance (BrUA, Brussels); Accord Project (AP, Bratislava); and University Alliance Stockholm Trio (StTr, Stockholm). Despite their shared dependence on the European agenda, these alliances and networks vary in size (from approximately 40,600 to over 245,500 students and staff), date of creation (from 1836 for UoL to 2020 for CRL-CK) and structures. This increases the external validity of our comparative analysis. Sampling for this study was conducted in 2022, with updates made in 2025 to cover all EU zones: Northern Europe, Eastern Europe, Southern Europe, Western Europe and the British Isles. Notably, one of the alliances is located not only in one capital city, but also in its rival city (A4U in both Madrid and Barcelona). The qualitative content analysis conducted in this article (Mayring 2004) is based on several types of data. For the first and third parts of the analysis, all mission statements and communication outputs published by the eight case studies and accessible on their official websites were considered (N = 31). These were last retrieved on 30 August 2025. We identified the success criteria mentioned by local university alliances and networks and summarised them under a list of twelve comprehensive criteria. In addition to material issued by the alliances and networks themselves, we expanded our analysis to include press articles and releases mentioning the names of the local university alliances and networks from two years before their official creation (except for UoL, for which the analysis began on January 1st 2008, until August 14th 2025). To do so, we used the LexisNexis database to search for the full names of the eight case studies (N = 190,558) and visualised the results in Excel. We acknowledge that LexisNexis does not cover all media databases and favours the English language. Furthermore, we recognise that media coverage of higher education and research (HE&R) topics may vary across different national academic contexts. Nevertheless, we have chosen to use it as a proxy because it indicates whether public relations efforts have been successful at the local and national levels. Conclusions, Expected Outcomes or Findings We find that the conditions and criteria for the success of university alliances and networks vary widely across Europe, as defined by the organisations themselves. However, these variations are more evident in the extent to which the organisations under review meet the listed criteria than in the criteria themselves. Clearly, success and failure depend on the initial policy goals, the financial resources committed and the support of local stakeholders. However, political expectations regarding the project’s local and national impact are also important, as is the expectation of a financial and symbolic return on investment. This could entail reductions in operating costs resulting from the reorganisation of structures or the pooling of certain budgets to achieve greater reach. It may also involve improved collaboration between local stakeholders within the academic community and with those from civil society or industry. Lastly, the impact may be symbolic if the university alliance or network strengthens the influence of its member universities beyond their borders – an important issue for capital cities (RQ). Organisational theory also enables us to contextualise these local university alliances and networks, and recognise that their media coverage is as much a symptom as a cause of their longevity. We are thus observing a form of the Matthew effect whereby media interest in certain organisations is sustained all the more because they are already the subject of considerable attention (RQ’). Finally, we realise that the actual, imagined or hoped-for success of a university alliance or network lies as much in the degree of organisational formalisation as in the way its structure and governance are presented (RQ’’). Paper Greening Hungary’s Universities: What Impact Can Academic Libraries Have on Sustainability Rankings? Eötvös Loránd University, Hungary Presenting Author:Sustainability has become one of the key dimensions of higher education performance, as reflected in global sustainability rankings such as UI GreenMetric, QS Sustainability Rankings and THE Impact Rankings. These systems influence institutional strategies and governance across Europe, linking institutional performance to sustainability expectations. In Hungary, participation and performance levels vary significantly across universities, raising system-level questions about how sustainability processes operate in the national higher education sector and what organisational factors shape them. The study focuses on three questions: The study is based on document analysis and literature review. It examines institutional development plans, sustainability strategies, ranking-related data reporting and library service portfolios. Two internationally recognised standards provide a background framework for interpreting library contributions: ISO 16439:2019 — Information and documentation — Methods and procedures for assessing the impact of libraries, and ISO 2789:2022 — Information and documentation — International library statistics. These standards support comparability and align with performance measurement perspectives relevant to higher education research. Understanding the international context is essential: Hungary currently does not appear in either the IFLA SDG Stories or the EBLIDA E-PANEMA sustainability showcases. This indicates that Hungarian libraries’ sustainability activities are not yet visible in the international discourse, even though they engage in work—such as open science support, SDG-focused educational activities, research data management and green operations—that is increasingly valued in sustainability rankings. Preliminary findings point to fragmented sustainability governance, inconsistent documentation practices and uneven SDG integration across Hungarian institutions. Although several universities appear in global rankings, their positions are significantly influenced by methodological differences across ranking systems (environmental indicators, governance metrics, SDG performance). The contribution of academic libraries is not yet well recognised, but they hold substantial potential—especially when their activities are documented and communicated through evidence-based, standard-aligned approaches. This study contributes to understanding system-level developments in higher education by analysing organisational and evaluation mechanisms that shape sustainability ranking performance. It also demonstrates how academic libraries, through clearer visibility of their evidence-based contributions, can become measurable actors in strengthening sustainability efforts within both the Hungarian and the broader European higher education landscape. Methodology, Methods, Research Instruments or Sources Used This study employs a qualitative, document-based methodological framework to examine how Hungarian universities perform in major international sustainability rankings and how academic libraries may contribute to institutional sustainability outcomes. The research design integrates four complementary components: (1) comparative analysis of ranking positions, (2) document analysis of university-level strategic materials, (3) the construction and categorisation of a combined service portfolio of Hungarian academic libraries, and (4) SDG-based mapping supported by international library standards. First, a comparative analysis of ranking performance was carried out using data from Hungarian universities listed in UI GreenMetric, QS Sustainability Rankings and THE Impact Rankings. Rather than comparing ranking methodologies, the analysis focused on institutional positions, score distribution patterns, ESG- and SDG-related performance dimensions, and recurring strengths and weaknesses across institutions. This step aimed to identify where Hungarian universities tend to perform well or poorly and which performance domains may be influenced by library activities. Second, a document analysis of universities’ strategic materials was undertaken, including institutional development plans, sustainability strategies, SDG commitments, organisational descriptions and governance structures. This analysis was complemented by a content analysis of current academic library strategies to determine how sustainability, SDG-alignment, open science, community engagement or environmentally responsible operations appear within library-level strategic objectives. Together, these materials provided insight into how sustainability is integrated—or not integrated—into institutional governance and how libraries are positioned within institutional sustainability frameworks. Third, the study developed a combined service portfolio of Hungarian academic libraries, synthesising activities identified across institutions. The portfolio included major service categories such as open science and repository support, research data management, SDG-related training and information literacy programmes, green operations, accessibility and inclusion services, and community engagement. The portfolio was subsequently subjected to SDG mapping, aligning each library service category with relevant Sustainable Development Goals to identify areas where library contributions can be made visible and potentially measurable. Fourth, two international standards—ISO 16439:2019 (methods for assessing library impact) and ISO 2789:2022 (international library statistics)—served as conceptual references for classifying and interpreting library activities. While not used as full analytical frameworks, they supported the categorisation and comparability of library contributions. The methodological design was complemented by a review of international sustainability-related library practice repositories (IFLA SDG Stories; EBLIDA E-PANEMA), providing context for the limited international visibility of Hungarian libraries. Together, these methodological elements enable a comprehensive analysis of ranking performance, institutional governance, and the potential influence of academic libraries on sustainability outcomes. Conclusions, Expected Outcomes or Findings The study’s findings indicate that Hungarian higher education institutions display considerable variation in sustainability performance, reflecting fragmented governance, uneven strategy implementation and inconsistent SDG integration. At the same time, the analysis highlights a largely underrecognised institutional asset: the potential contribution of academic libraries to sustainability outcomes. This potential becomes especially visible when contrasted with the wider Hungarian library sector, where three public libraries have already received the Green Library Award, and all 17 SDGs are represented through documented good practices. The visibility and maturity of sustainability work in public libraries thus underline the gap—and opportunity—within academic libraries to articulate their impact more clearly. The content analysis of university strategies and current academic library strategies, together with the combined service portfolio compiled from the examined institutions, shows that substantial, sustainability-relevant content already exists within academic libraries. Activities such as open science support, research data management, SDG-focused training, information literacy development, community engagement, green operations and inclusive services all map onto sustainability dimensions valued by rankings. These activities align with core library functions—collecting, organising, describing and providing access—suggesting that what libraries have historically excelled at can directly support sustainability metrics when strategically coordinated. Expected outcomes of the study include recognising the need for academic libraries to align their existing services with institutional strategic goals, and to strengthen their visibility through systematic SDG and ESG mapping, as well as through integration with the Hungarian library quality framework (KMÉR). Although international standards such as ISO 16439 and ISO 2789 serve only as conceptual tools, they provide definitional clarity for demonstrating library impact. Overall, the findings suggest that academic libraries are well positioned to contribute to improved institutional sustainability performance—provided their competencies are embedded into governance, reporting and quality development structures that shape universities’ sustainability trajectories. Paper Graduates and Their Tentative Jobs: Balances of the Supply of and Demand for Qualified Workers on the European Labour Markets ECONOMICA Inst., Austria Presenting Author:The paper examines the rapid expansion of higher education (HE) in Europe since the last decades of the 20th century, which is also fostered by European politics, striving, inter alia, for more social equality by allowing larger parts of the population to obtain HE. The paper analyses the recent development of tertiary education rates across Europe and conducts an international comparative analysis regarding the relation of graduate rates and the demand for graduates in the labour markets. This analysis is done within the theoretical frameworks of a hypothetical dynamic balance (labour market equilibria) between the shares of highly educated workers on the labour markets and related qualification structure of labour forces in respective countries and five generic EHEA regions. Higher education is a complex societal system that has many functions and one of them is the supply of qualified specialists to the labour market; thus, one can speak of more balanced or less balanced situations on national and regional markets of labour forces. As at any market place, the two sides of the supply and demand equation are the dynamic factors. At each given point of time and at each particular location, whether at national or regional levels, these factors constitute a dynamic equilibrium, which is taken as a given reality by all actors on this market. Using the conceptual language of game theorists, these equilibria can be perfect or imperfect ones. In the case of an imaginary perfect equilibrium on the labour market, one has a quantitatively and qualitatively balanced supply of and demand for professionals and specialists. In the case of an imperfect equilibrium, or, to be more precise, of imperfect performance equilibrium, one deals with the situation when the supply of highly educated specialists either exceeds the real needs of the related niche on the labour market, or is below the market demand. In the cases of perfect equilibria, the system is stable or stagnant, while in the case of an imperfect equilibrium the system becomes more dynamic and gains a momentum of change. The study operates with statistical data from UNESCO and ILO databases for a sample of 44 countries of the EHEA, as well as the USA as a reference country. results of the empirical study show the general prevalence of the demand for graduate workers over the supply of tertiary graduates for most European countries, except for several Post-Soviet countries. The authors conclude that ‘universal HE’ – participation rates where at least 50% of the relevant age group enters tertiary education (Marginson, 2016 & Trow 2010) – should be understood as the preferred development only under certain conditions. These conditions are, inter alia, as follows: (a) sufficient demand for graduates on the labour markets and (b) preservation of the overall quality of professional education and training. It should be also remarked that in some countries, the HE enrolment has risen up to 75%, as is the case, for instance, in the USA, Russia and some OECD countries in the southern and northern regions of the European Education Area. In this paper we interpret the term “perfect equilibrium” as a formal statistical feature that stands in a logical opposition to “optimal equilibrium”. A perfect equilibrium could be understood as an ideal (“imaginary”) model and not as an optimal balance. In this sense, the former should be seen as a statistical or theoretical abstract, when supply and demand on the labour market are equal. In case of an optimal equilibrium one should assess whether or not such a balance would enable the most successful social and economic development of a country. Methodology, Methods, Research Instruments or Sources Used The European Higher Education Area (EHEA) is highly diversified and includes countries with very different national education systems, as well as different levels of socio-economic development. Accordingly, one can expect considerable variability in the overall supply-demand balances across countries and geographical regions. The authors test the hypothesis of “excessive” higher education for each EHEA country based on empirical data. To measure the matching occupations for tertiary graduates, we use an aggregate definition of the theoretically suitable professional occupations. The top-professional occupations are united into a super-cluster of three major occupational groups that unites “managers”, “professionals” and “associate professionals” (ISCO groups 1, 2 and 3). As a matter of methodological assumption, the structure of occupations requiring higher qualifications (per country) is taken as a hypothetical demand side. The other side of the equilibrium is represented by the achieved rates of educational attainment of the population in respective countries, statistically counted as all people with tertiary education (ISCED level 5 and higher). We assume the suggested indicators to be the best possible proxies to measure quantitative parameters of the labour market’s qualification structure. In order to capture the quantitative educational/occupational relation, we constructed the coefficient EDOCAR (“Education/occupation adequacy ratio”) calculated for each country or cluster and time period by dividing the rate of the cumulative HE attainment of the adult population through the share of labour forces in the top-three segments of occupational hierarchy that require the highest education. The coefficient equals 1.0 in the case of the full quantitative correspondence of the labour market “demand” for the qualified work force and the educational “supply” of graduates. In terms of market economics and the game theory, this is a situation of an ideal statistical perfect equilibrium (not to be confused with an “optimal equilibrium”. Coefficient values smaller than 1.0 mean that there is an unsatisfied demand for qualified graduates; in case the value exceeds 1.0, one can speak of a certain “overproduction” of graduates – the labour market cannot absorb all qualified workers for the corresponding advanced positions. Conclusions, Expected Outcomes or Findings The growth in significance of educational certificates takes place in countries where demand for qualified workers exceeds the corresponding supply. Many researchers assess the “educational certificates” as an asset that stands for a specific currency on the labour markets that can be assessed within the frameworks of theories of human capital. In this sense, once can interpret the related educational dynamics using the vectors that would designate inflationary and deflationary vectors on these markets. Counter-posing the statistics on educational attainment with structural data of the labour markets has shown that the rapid expansion of HE in the EHEA since the late 1990s occurs independently of the steady and slower growth of the related structural occupational demands. Thus, one can conclude that the growth of tertiary education enrolments and the resulted cumulative attainment of the population are generally caused by reasons beyond the mere labour market supply-demand model. The grounds for the educational growth have to be sought in the wider societal contests, such as individual or familial aspirations to possess an advantageous social and cultural good in a form of an advanced educational credentials, and/or efforts on inequality reduction with policies aiming at widening access to HE degrees, and/or the growing global economic competition stimulating the strategic development of HE across the world, etc. Thus, if the term inflation as a legitimate label for the declining social or economic value of higher education credentials (alongside with their formally constant nominal values), then the closely nested terms deflation and stagflation can be deployed for the analysis of educational dynamics in the contexts of supply-demand equilibria of labour markets. Besides, one should take into consideration also the opposite phenomena, such as inflation, deflation and stagflation of skills that are required and working places. References Beck, U. (1992). Paper University Rectors as Knots Between the Ministry and Academic Community: Calibrating the Academic Performance in Finnish Universities Tampere university, Finland Presenting Author:Reforms across European HE have enhanced the economic and managerial dimensions of governance (Magalhães et al., 2013). In the Finnish context, this development can be seen for example on the competitiveness discourse associated with globalization and the introduction of NPM. In Finland, the adoption of NPM-related principles has been influenced especially by the OECD, which has played a significant role in disseminating managerial and market-oriented ideas within public administration (Julkunen, 2006). To stimulate universities’ research outputs in global competition, performance-based funding systems have been introduced across different social contexts (Hicks 2012). In Finland this performance steering is conducted by the Ministry of Education and Culture (henceforth MEC). Performance steering and the power dynamics between MEC and universities include fundamental contradictions (Silvén et al. forthcoming). At the legislative level, universities are considered as autonomous organisations with self-governance and academic freedom (Universities Act, Section 3). Parallelly, however, MEC intervenes—through strong political and performance steering—in tasks that fall within the scope of university autonomy (Tomperi 2009), such as research and the student selection. Therefore, this performance calibration from the policy level can be seen as top-down governance toward universities, that should be autonomous institutions (Silvén et al. forthcoming). Universities Act reform of 2009 made universities financially autonomous on paper but in practice still accountable to the state’s objectives through different performance contracts (Kohtamäki 2023). The internal funding model of many universities follows the indicators used by the MEC (Kivistö et al. 2021), which raises the question of how genuine the organisational autonomy of Finnish universities is in practice (cf. Poutanen 2023). Inside universities, these contradictions can be observed, for example, in university management’s communication, where the autonomy of universities and academic freedom are emphasised on the one hand, while on the other hand the universities’ accountability towards MEC is highlighted. This goes both ways as MEC uses considerable political steering towards universities but can always plead to university autonomy when it is suitable for them. In other words, they are able to steer the universities actions but legally do not have any responsibilities on the end results of this financial governance. Universities funding models and performance management in universities have been extensively studied at both international and national levels (e.g. Kivistö et al., 2019; Kallio et al., 2020). Most research, however, has been conducted at the macro level, leaving a clear research gap for micro-level analysis. Especially under studied is how university rectors understand their role in relation to performance management between the MEC and academic community. With this presentation I am diving into the power dynamics between the MEC and universities regarding the university funding model. I am especially focusing on how university rectors describe the power dynamics of this financial steering and negotiations between the ministry and universities. The aims of my study are to: i) recognise the influence of the university funding model set by the MEC has over how research is steered at the universities, ii) explore the agency universities have in relation to MEC funding model and, iii) analyse the role of the university rectors in relation to performance management between the Ministry and academic community. Methodology, Methods, Research Instruments or Sources Used The data set consist of interviews with current and former rectors (n=13) of all the universities in Finland. All the interviews were conducted online and lasted between 45 minutes and 1,5 hours. The themes covered in the interviews were: 1) power dynamics between MEC and universities (especially the negotiations between universities and ministry), 2) universities organisational autonomy in relation to the university funding model, 3) Performance management in the universities now and in the future, and 4) rectors role between the ministry and academic community. The interviews were semi-structured, maintaining consistency to topics covered across interviews, but also allowing the interviewees to move freely between the topics and the interviewer to pursue interesting lines of inquiry. The interviews were transcribed and then encoded with Atlas.ti in two iterative phases by the author (Campbell et al. 2013). In the first phase, data was coded in broader index-coding according to the interview themes, which were then redefined through a second round of closer analytical coding to pursue an answer to a specific research question (Deterding & Waters 2021: 715). All analytical codes were collaged together for thematic content analysis (Clarke & Braun 2017). Conclusions, Expected Outcomes or Findings The analysis is still an ongoing process but the early findings suggest the following possible conclusions: 1) Rectors act as “performance management translators” between the MEC and academics (the contradictions) 2) There are radical division between the rectors on how they described the universities autonomy in relation to MEC 3) Performative role of the performance agreement negotiations between the universities and the ministry (“these are not real negotiations”) 4) Many rectors emphasised that academics are overestimating the power MEC has over universities.
