Paper Preserving Privileges and Shattering Glass Ceilings. Explaining the Global Expansion of Access to Higher Education. Helmut-Schmidt-Universität - Universität der Bundeswehr Hamburg, Germany Presenting Author:Enrollments in education have been expanding constantly. Despite huge international differences in the timing and speed of expansion. This trend is clear throughout all world regions, income groups, and all levels of education (Marginson 2016). We know a lot about differences between countries’ trajectories in the expansion of higher education (HE) (for example Schofer and Meyer 2005; van der Wende 2017). Yet, dissecting this global trend unveils large inequalities between countries, regions, and individuals. Many studies show the pervasiveness of inequality in access to HE (Atherton, Dumangane, and Whitty 2016; Breen et al. 2010; Ilie, Rose, and Vignoles 2021; Shavit and Arum 2007). This paper adds to the existing literature in three ways: First, it focuses on access to rather than participation in HE by developing continuation rates, which, arguably, better measure the openness of HE systems. Second, it widens the scope of analysis by introducing an original data set on these continuation rates for a set of up to 183 countries from 1900 to 2020. Third, this paper rigorously tests theories on the expansion of education and quantitatively analyzes drivers for the recent expansion of HE. Due to HE being outside the compulsory system, the use of enrollment figures in many studies overlooks crucial differences and developments in the inclusiveness of HE. Past studies have often equated participation in HE with access to HE. Although those two are connected, they should be operationalized based on the specific funnel-like structure of educational careers: students need to pass through the mostly compulsory primary education (PE) to secondary education (SE) and then to HE. Taking this structure seriously means that not every person in an age cohort has the same access opportunities. Most often, one can only enter HE when one has successfully graduated from SE. In the present paper I introduce a metric taking this into account by measuring who makes it from SE to HE. Indeed, the comparison with ordinary enrollment rates shows remarkable difference over time, with enrollments steadily increasing and continuation stagnating for the most part. This means that, globally, on average, approximately one-quarter of those who attended SE also gained access to HE. And this remained surprisingly constant from 1900 to 1990. Only in modern times did the development of continuation rates adopt the same logistic form as enrollment rates and continue to rise. In the next step I set out to explain differences of this measure of continuation rates across time and space. Based on theoretical considerations of a) (micro-levels) Theories on Inequality, b) Sociological Institutionalism and c) Partisan Political Explanations I implement estimations in a regression discontinuity design and mixed-model regressions. The estimations reveal that much of the expansion of access to HE in OECD countries can be explained by a shattered glass ceiling: increasingly more women continue to HE. In non-OECD countries, however, the glass ceiling is still a reality and girls’ education careers end in secondary school. Furthermore, I can show that right-leaning political leadership drives expansion in non-OECD countries. In OECD countries, however, elite (parties) seem to aim at limiting widespread access as long as possible. Additionally, notions of a threshold of enrollment after which expansion quickly increases in speed are shown to hold for women’s access to HE in the global sample, but not for males and neither overall. Methodology, Methods, Research Instruments or Sources Used The research employs two main quantitative approaches to investigate the expansion of HE access and the factors that drive these changes: Regression Discontinuity Design (RDD) and Multilevel Regression Analysis. The first method, RDD, is applied to test hypotheses regarding the existence of critical thresholds in educational enrollments that lead to rapid expansion. RDD is a quasi-experimental technique designed to estimate causal effects in situations where random assignment is not possible (D. S. Lee and Lemieux 2010). In this study, the “treatment” is defined as a country-year surpassing a specific enrollment threshold. By comparing observations just above and just below these thresholds, the method mimics the conditions of a randomized controlled trial, under the assumption that these observations are otherwise similar. To avoid bias, only observations close to the threshold—within a bandwidth of 15—are included in the analysis. In this paper I test several thresholds (15%, 30%, 50%, and 70%), which correspond to different stages of educational expansion, such as Elite, Low, Mass, and Universal (Barakat and Shields 2019; Marginson 2016; Trow 1973). Three different datasets are used to ensure robustness: interpolated net enrollment data (J.-W. Lee and Lee 2016), UNESCO gross enrollment data, and a combined series covering the period from 1900 to 2020. Additionally, the rdrobust package is used to estimate local polynomial regressions, which allow for non-linear effects and provide robust, bias-corrected confidence intervals for the treatment effects. The second method, Multilevel Regression Analysis, is used to explain cross-country differences. This approach involves a mixed-model regression with restricted maximum likelihood, nesting observations within countries, years, and governments (Garritzmann and Seng 2020). The dependent variable is the continuation rate, while the independent variables include measures such as income inequality, ethnic fractionalization, gender ratios in higher and secondary education, and international organization memberships as proxies for international pressure. The analysis also incorporates a government coalition left-right index and interaction effects between enrollment rates and political orientation. Controls for economic capacity and productivity are included, as well as enrollment ratios and time variables. The sample covers 104 countries from 1970 to 2018. The analysis is conducted both for the global sample and separately for OECD and non-OECD countries, which reveals more plausible results when accounting for differences in economic development. Conclusions, Expected Outcomes or Findings This study introduces continuation rates as a more precise measure of access to higher education (HE), focusing on the proportion of eligible students who actually enter HE. Unlike traditional enrollment rates, continuation rates reveal that global access to HE remained static for much of the 20th century, only expanding from the 1990s onward. Regression Discontinuity Design and multi-level regression analyses highlight significant differences between OECD and non-OECD countries. Economic development is important, but its effects vary. No universal threshold for expansion – as might be expected from theories such as MMI/EMI – was found. Notably, the increase in continuation rates is primarily driven by women entering HE, especially in OECD countries, suggesting that the “glass ceiling” has been shattered for women in these contexts. Political ideology also plays a decisive role. In OECD countries with low HE enrollments, right-leaning governments tend to protect elite status and are associated with lower continuation rates. As enrollments rise, this effect diminishes. In non-OECD countries, right-leaning governments may actually foster expansion. Despite global expansion, persistent inequalities remain, particularly regarding socioeconomic status, gender, and geography. Traditional metrics often obscure these disparities. To some extent continuation rates help clarify who benefits from educational expansion. Building on the results, further research should take a closer look at the difference in study programmes and institutions. Access to HE might not, in its abstract form, ameliorate inequalities. Paper Changing Inequality of China’s Higher Education Subjects: A Comparison between Generations University College London, United Kingdom Presenting Author:This study examines social inequality in higher education subject choices. While educational expansion is often expected to enhance social inclusion, international research, particularly in European/US contexts, suggests that inequality may persist or be reconfigured through qualitative differentiation (Arum et al., 2007; Sullivan et al., 2018). China provides a unique setting because the state-oriented higher education expansion, rapid social transformation, and pronounced urban-rural and regional disparities create conditions that differ from Western cases (Marginson, 2018), allowing a comparative evaluation of whether mechanisms identified in Europe operate similarly in a non-Western, rapidly changing society.
Among such, subject choice is a particularly interesting dimension of educational stratification shaping academic trajectories, labour market outcomes, and long-term socioeconomic positions. In China, admission to higher education is largely determined by a highly standardised national examination (Gaokao). By contrast, subject choice offers greater agency, yet this decision is embedded within broader social and cultural disparities and intergenerational socioeconomic changes (Vaisey & Valentino, 2018).
The study aims to examine whether and how the mechanisms of subject choice inequalities diverge from established Western evidence while offering insights of international relevance. It focuses on the relative importance of family-based resources versus residential and institutional factors and the long-term trends across cohorts who experienced different stages of China’s reform and socioeconomic development (Hu & Wu, 2019; Kang, Peng & Zhu, 2021). It assesses how subject differentiation simultaneously reproduces social stratification and generates new pathways for inclusion.
In this light, this study addresses the following research questions: 1. How do family background and residential background shape subject choices, and how do these mechanisms differ from those observed in European contexts? 2. How have patterns of inequality in subject choices changed across generations, and how is the higher education expansion playing a role in it?
The research draws on Effectively Maintained Inequality (EMI) and Bourdieu’s theory of social reproduction to engage in comparative dialogue with European scholarship. EMI highlights how, as access to a given educational level becomes widespread, advantaged groups shift strategies toward qualitative distinctions within that level, often reflected in subject choice (Lucas, 2001). Bourdieu’s concepts of capital, habitus, and symbolic hierarchy explain how subjects acquire differential social value aligned with students’ social origins (Bourdieu, 1998, 2002).
Classical European and US studies show that students from privileged families are more likely to pursue culturally prestigious fields, while disadvantaged students are often directed into technical or practical disciplines. The Chinese context provides a different perspective because long-standing egalitarian policies, the Gaokao, and the coexistence of socialist, nationalist, and market-oriented value systems produce dynamics not observed in Western countries. In addition, this study pays particular attention to residential and regional institutional factors, which are less emphasised in Western research. Due to spatial inequalities, such as differences in economic development, educational infrastructure, and local opportunity structures, these factors play an important role in shaping subject choices beyond the influence of family resources. Building on this insight, the study introduces the concept of “public capital” to capture the effects of collectively provided regional resources on students’ educational decision-making.
By integrating EMI and a context-sensitive reading of Bourdieu, this research contributes to the literature by examining how social and institutional mechanisms shape changing subject choice in a rapidly transforming society. It highlights processes of both inclusion and diversion that emerge under conditions of educational expansion, urban-rural disparities, and intergenerational change. In doing so, the research not only provides insights into the Chinese context but also tests and extends theoretical perspectives originally developed in European settings, offering a basis for a more nuanced comparative understanding of educational inequality and intergenerational transformation. Methodology, Methods, Research Instruments or Sources Used Data This study uses the China Family Panel Studies (CFPS), a nationally representative longitudinal survey conducted by Peking University since 2010. CFPS covers 25 provinces, representing approximately 95% of China’s population, and provides detailed information on individuals’ family background, educational attainment, residential origin, and household characteristics (CFPS, 2023). The sample for this study includes individuals who entered higher education after the reform and opening-up and were born before 2000, yielding 5,494 respondents. Key family background measures include parental education, parental occupational status (ISEI), and parental Communist Party membership, while residential background is captured by urban-rural Hukou and province of origin, reflecting structural disparities in education supply and economic conditions. Regional indicators, including provincial GDP per capita, higher education scale, and intensity of higher education expansion, are also incorporated to assess provincial influences on subject-choices. Descriptive statistics indicate systematic differences in subject choice: students from urban areas and higher-status families disproportionately choose Law, Economics, and Management (LEM) and Humanities, while rural and disadvantaged students are more likely to select STEM fields. Analysis Approach The study examines the impact of ascribed and contextual factors on subject choice in three stages. First, it evaluates the relative influence of family and residential background using joint significance tests and marginal effect estimates to identify how these factors shape subject selection. Second, intergenerational changes are analysed by comparing cohorts who experienced different stages of reform and higher education expansion, highlighting variations in how social origin influences subject choice over time. Third, building on prior research treating the 1999 higher education expansion as a quasi-natural experiment, the study applies a triple-difference approach to distinguish the effects of policy exposure from other structural or economic factors. Cohort differences, Hukou status, and provincial expansion intensity are combined to identify whether shifts in subject choice are driven by expansion, while controlling for regional development and institutional characteristics. Drawing on Ou & Hou (2019) and Guo & Chen (2023), this approach provides more direct causal evidence of how higher education expansion affects intergenerational changes in subject choice. For example, if greater expansion intensity is positively related to greater changes in subject choices, it can be inferred, to some extent, that these changes are driven by the expansion policy. Conclusions, Expected Outcomes or Findings This study shows that in China’s higher education subject choice, residential background often exerts a stronger influence than parental socioeconomic status. The urban-rural divide, institutionalised through the Hukou system, structures access to educational resources, opportunities, and career pathways with a distinctive form of “public capital”. While Bourdieu’s framework, developed in European contexts, emphasises the transmission of family cultural capital and habitus, the Chinese case demonstrates that institutional and regional factors can override family advantages. This may be partly due to its standardised examination system (Bai et al., 2024), highlighting the context-specific mechanisms of educational stratification and extending Bourdieu’s theory to non-Western, rapidly transforming societies. The three subject categories reveal distinct patterns of change: STEM shows a widening gap, with rural students increasingly choosing them; LEM exhibits a converging pattern, where urban students’ previous-expansion advantage persists but is gradually narrowing; and Humanities show a reversing trend, with urban students now more likely to choose these subjects than previously rural-dominated cohorts. Educational expansion mediates these patterns: in areas with more opportunities growing, urban students maintain advantages in LEM, whereas in regions with less expansion intensity, rural students’ access to Humanities pathways increases. Subgroup analyses further show that STEM serves as a channel of upward mobility for disadvantaged students, while LEM largely reproduces elite advantages, consistent with patterns observed in European and US studies. Overall, China’s experience illustrates how educational expansion can generate dual pathways of stratification and inclusion. By integrating the European-derived Bourdieu’s social reproduction with a context-sensitive analysis, this study offers a comparative perspective on educational inequality. Unlike the European context, where family cultural capital is often decisive, in China, institutional structures, public capital, and the expansion policy strongly shape subject choice (Li, 2022), demonstrating that mechanisms of stratification and mobility are sensitive to national and historical contexts. Paper The Role of Higher Education in Cultivating the Potentials of Disadvantaged Students to Flourish Middle East Technical University, Turkey (Türkiye) Presenting Author:Introduction With the benefits of higher education (HE), including upward mobility, improved job opportunities, and enhanced life trajectories, public demand for HE has steadily increased since the 1960s. In response, governments across Europe initiated policies to increase access to HE, thereby aiming to provide both economic benefits and social justice. In relation to this, several studies indicate that access to HE across Europe has increased significantly, with schooling rates reported to have risen from 50% in 2000 to 66% in 2019 in Italy and from 51% to 68% in France (Marginson, 2016b; Triventi, 2013). Similarly, across OECD countries, the share of tertiary degrees rose from 27% in 2000 to 48% in 2021 (OECD, 2022). Despite this remarkable expansion of HE, it is difficult to claim that all students realized these outcomes (Karen, 2002; Roksa, 2010; Triventi, 2014). In other words, expanded access does not ensure meaningful participation and equitable outcomes. Research indicates that students from disadvantaged backgrounds often encounter difficulties in navigating HE due to limited social, cultural, and economic capital (Moreau & Leathwood, 2006). As a result, HE may have limited effectiveness in supporting their development. This evidence suggests that access to HE, while necessary, is inadequate to provide a just and fair HE system. Instead, social justice in HE requires attention to how institutional arrangements shape students’ opportunities to participate and transform their lives (Wilson-Strydom, 2011). Despite the fact that inequalities inevitably permeate HE, this study adopts a critical perspective, arguing that HE can reduce inequalities when institutions actively cultivate socially just mechanisms, support students’ agency, and enhance capability development. In this regard, even elite HEIs, criticized for reproducing privilege, may also function as a transformative space for students from disadvantaged backgrounds. By creating inclusive institutional mechanisms, this study argues that these institutions can provide resources that function as capability inputs, guiding students in converting capabilities into valued outcomes through their agency. Theoretical framework This study utilizes the capabilities framework (CF) to examine how personal, social, and institutional factors, identified as conversion factors, impede/support students’ development in HE. The CF accounts for social arrangements (Robeyns, 2017) and complex structures and also highlights the opportunities and freedoms available to each student (Robeyns, 2017) that they can translate into their desired outcomes (Wilson-Strydom, 2017). Each individual has agency (Sen, 1999) to pursue the goals they value, which is also shaped by their social, political, and environmental assets. HE plays a critical role in this process by providing capabilities and supporting self-formation. Marginson (2024) indicates HE as an instrument of freedom by widening capabilities and supporting agency, while Sen (1999) emphasizes education as a fundamental capability that stimulates other capabilities and cultivates empowerment. Despite HE’s importance to human development, the question of ‘how’ remains less addressed. Also, there is an emerging scholarship indicating the redistributive and recognitive effects of institutional practices such as financial support, mentoring, and extracurricular engagement, highlighting their positive impact on students’ sense of belonging, participation, and well-being (Harrison et al., 2018; Marshall & Case, 2010). However, less attention has been paid to how these practices interact with institutional structures to support capability development and student transformation. Addressing this gap, the present study explores how an elite HEI can mitigate accumulated disadvantage through institutional mechanisms that enhance students’ capabilities by answering the following questions:
Methodology, Methods, Research Instruments or Sources Used This study employed a generic qualitative design (Merriam, 2009; Patton, 2015) to examine how socio-economically and culturally disadvantaged students experienced their adaptation, transformation, and meaning-making (Clandinin & Caine, 2013) at a prestigious university. As reported by Merriam (1998, p.11), the generic qualitative design is appropriate when researchers aim to “simply seek to discover and understand a phenomenon, a process, or the perspectives and worldviews of the people involved” (Merriam, 1998, p. 11), which aligns with the focus of the current research. Using criterion- and maximum-variation sampling techniques, fourteen socioeconomically and culturally disadvantaged students were recruited. Within the scope of this research, socio-economically and culturally disadvantaged students were identified as students who have at least two of the following characteristics: (1) first-generation students, (2) employed students, (3) students with prior residence in rural areas of Türkiye, and (5) having a low economic background. Regarding the above-listed sampling technique, two criteria were used to select participants: students from disadvantaged backgrounds and those with at least 4 years of experience at this prestigious university. For maximum variation sampling, participants were represented by gender, department, and employment status. Therefore, there was equal representation by gender, with eight participants being first-generation students. Regarding their place of residence, except for four students, all others reported living in a village or small city with very limited opportunities, unlike their current residence (the university is located in the capital). The participants' departments also varied, representing education, administrative sciences, humanities, engineering, and life sciences. Four of the participants were working part-time. Also, participants had a minimum of four or five years of experience at this university. The data were collected through semi-structured interviews that lasted more than one hour. The researchers developed the interview protocol to focus on participants' higher-education trajectories, beginning with their access and extending to their experiences during their higher-education journey. Furthermore, the questions focused on the challenges students faced, their perspectives on the university's social justice practices, and the impact of these practices on students’ transformation. The interview form comprised seven dimensions: demographics; the transmission process to the university; university experiences; the institution's social justice practices, including distribution, recognition, and participation; and capabilities. The collected data were inductively analyzed through initially organizing the data, engaging in a recursive and iterative analysis by creating codes, and finally grouping codes under three larger themes (Marshall & Rossman, 2016). Conclusions, Expected Outcomes or Findings The results indicated three themes: challenges during the transition process, the institution's social justice practices, and the impact of transformation. Participants highlighted the difficulty of adapting to this prestigious university, citing academic, social, and financial barriers. Coming from a financially deprived background, coupled with limited cultural capital, challenged students’ adaptation and their recognition of opportunities within HE. Despite these difficulties in the first years, most participants remarked that the structures and opportunities at this institution transformed them academically, socially, and culturally. For instance, one participant described the role of HE as a social justice provider as follows: “I can say that it is an institution that tries to provide social justice. In other words, as I said when I first came, I had some financial concerns, but in that respect, I can say that it slightly improved my status. In terms of scholarships, for example, I was thinking of a place to stay, where I can stay, or if I can find a place to stay. The accommodation was also ensured. (P5). Overall, this study indicates that, when equipped with formal and informal socially just mechanisms and structures, HE can be a transformative space for mitigating pre-existing inequalities and ensuring the personal, professional, and cultural flourishing of disadvantaged students. A key fact is that humans are accumulative beings, and all students bring their realities together when accessing HE. Thus, HE cannot provide an equal start, but can equalize conditions by creating supportive mechanisms and opportunities, guiding students to exercise their agency to translate their capabilities into functioning. Therefore, this study highlights the importance of analyzing conversion factors that impede students’ engagement in HE and eliminating those through university structures. Paper Social Justice from the Lens of University Students in the United States of America: The Capabilities Approach Freelance Researcher, Turkey (Türkiye) Presenting Author:Education is the main root that enables individuals to attain freedom, wealth, peace, and social justice, given the opportunity. Especially at the higher education level, the contribution of education to society is of utmost importance as universities are the hubs for knowledge production, research, and innovation, as well as environments for cultivating a humanitarian approach to raise democratic, creative, productive, and democratic youth that will serve society in return. Therefore, universities also aim to fulfill the role of improving public service and enabling a sustainable, democratic, and just social system. On the one hand, for John Rawls, social justice forms the skeleton of a society and determines the fair distribution of goods and resources. This, he suggested, necessitates the smooth execution of procedures, which will allow the protection of the welfare of the most disadvantaged individuals in society through the liability of the government (Rawls, 2017). On the other hand, from the perspective of the Capabilities Approach (CA) of Amartya Sen (1999, 2003) and Martha Nussbaum (2011), when social justice is examined in the educational context, the approach focuses not only on equity but also the extent to which each student is given the same opportunities that they can choose from (Nussbaum, 2011). Although this approach has been used worldwide in different contexts ranging from economics to science, few scholars, like Wilson-Strydom (2011), have adapted it to the field of higher education. He emphasized the importance of providing equal resources and equity-based outcomes through education so that students from different socio-economic backgrounds can have the opportunity to convert the given resources into capabilities and functionings, the two main components of the CA. Given this background, the present study aims to explore the social justice perspectives of university students living in the United States of America (USA), considering the necessities of the 21st century through the lens of CA. The following research questions guided the study: 1. How do American university students perceive social justice in the 21st century? 2. What do American university students think about social injustice issues living in society? 3. What solutions do American university students suggest for a more socially just society? Methodology, Methods, Research Instruments or Sources Used This study employed a qualitative phenomenological design to explore university students’ perspectives on social justice in the 21st century. Following qualitative research principles, participant selection was guided by data saturation, the point at which new information no longer substantially contributes to the research question or merely repeats existing data (Saunders et al., 2018; Creswell, 2013). Eight students (2 males, 6 females) from diverse academic backgrounds at non-profit private universities in the USA participated in individual in-depth interviews conducted via Zoom. Participants were recruited through snowball sampling, with the inclusion criterion that they had lived in the USA for at least one year to ensure informed reflections on social justice. The researcher developed an eight-question interview guide addressing students’ perspectives on social justice, diversity, and inclusion in the 21st century. Expert feedback from an American professor was sought to ensure cultural appropriateness for both domestic and international students. A pilot study was conducted to refine the interview questions and process before commencing the main study. Interviews were recorded with participants’ consent, and transcripts were returned to participants for review and correction to confirm accuracy. Participation was voluntary, and no identifying information was collected to maintain confidentiality. Deductive content analysis will be used to identify codes and themes from the interviews, providing meaning to students’ responses. Ethical approval was obtained from the university’s Human Subjects Committee, and participants were informed of their right to withdraw at any stage. Conclusions, Expected Outcomes or Findings Preliminary analysis of interviews with eight U.S. university students revealed three main themes with 25 codes. Regarding the 17 Sustainable Development Goals (SDGs), students’ reflections focused on SDG 10 (reduced inequalities) and SDG 16 (peace, justice, and strong institutions), with additional connections to SDG 5 (gender equality) and SDG 8 (decent work and economic growth). Theme one explored students’ definitions of social justice, described as “humanizing people” and promoting equity and “free self-expression” (P3). Participants emphasized that 21st-century skills—critical thinking, collaboration, compassion, and mindfulness—are essential for personal development and fostering social justice in society. Theme two addressed experiences of injustices, including discrimination based on opinions, race, ethnicity, religion, gender, sexual orientation, socioeconomic status, and professional hierarchy. Students described these experiences as “harsh” and “offensive,” affecting their life decisions and perceptions of opportunities in higher education and work. P4 expressed fatigue navigating American society, while P3 noted perceived barriers for Hispanics in attaining higher-level positions. Theme three highlighted students’ suggestions for a more socially just society, including transparent communication, acting against injustices, equitable employment opportunities, curriculum redesign, fostering understanding of disabilities, revisiting structural and legal barriers, and mentorship support. Applying the Capabilities Approach (Sen, Nussbaum) underscores higher education’s role in enabling students to transform potential opportunities into meaningful functionings (Wilson-Strydom, 2015). The findings stress the importance of equity, critical skills, and inclusive practices, aligning with SDG 4 (quality education) and SDG 10. Universities must equip students not only with knowledge but also as informed citizens capable of advocating for social change (Franco et al., 2019; Leal Filho et al., 2019). In conclusion, students’ perspectives, the Capabilities Approach, and the SDGs together provide a framework for addressing educational disparities and fostering a socially just, inclusive higher education environment, contributing to broader societal equity in the 21st century (Guetterman, 2015).
