Paper Engaging Policy for School Mental Health: Research and Policymaker Perspectives from Nine European Countries Universidad de Deusto, Spain Presenting Author:The mental health of young people is increasingly central on policy agendas in both Europe and internationally (World Health Organization, 2025). In the wake of the COVID-19 pandemic, the European Commission and the Council of the European Union have called for a "comprehensive approach to mental health" (Council of the European Union, 2025), in which schools are considered a key setting for prevention and early intervention. However, despite evidence of the efficacy of school-based mental health programmes (García-Carrión et al., 2019; Jayman et al., 2024), at present these are not generally integrated into national policies or government programmes (Margaretha et al., 2023). This reveals a disconnect between the need for psychological support in schools and the extent to which this need is addressed in existing policy. This study identifies the barriers and facilitators to influencing national policies in European countries by exploring the perspectives of relevant research and policy actors. As such, the following research questions were developed:
Policy engagement, whereby all actors with a vested interest in a particular cause or issue make strategic efforts to influence policy development or reform (Young et al., 2014), has shown to be effective in influencing education policy (Aydarova et al., 2022; Bano & Oberoi, 2020; Moschetti et al., 2020). A systematic review identifying strategies policy engagement strategies for school mental health was conducted prior to this study. Researchers, in particular, were found to be key actors in engaging policymakers on school mental health. The systematic review also revealed that the literature describing strategies influencing national school mental health policies is dominated by studies based in North America. Given the cultural, political and societal differences between the North American context and those of countries in Europe, this study aims to address the research gap of documenting SBMH policy development in the European context, by collecting qualitative data from participants from research and policy backgrounds across nine European countries. The research was funded by IMPROVA, an ongoing Horizon Europe project promoting mental health in secondary schools across Europe. The findings of this study can inform any stakeholder interested in the sustainable integration of mental health support in the education system through influencing local and national government policies.
Methodology, Methods, Research Instruments or Sources Used This qualitative study collected data among 12 participants from nine European countries (Germany, Norway, France, Denmark, the Netherlands, Wales, Estonia, Slovenia and Scotland) through semi-structured interviews. Of the 12 participants, 7 were researchers and 5 were policy actors. All of the researchers interviewed were based in universities and public research institutions, while policy actors came from various roles, including policy advisory or policy development positions for national governments and one international organisation. In order to ensure that perspectives from different European contexts were represented, participants from different fields, years of experience, and geographical locations were included. 11 interviews were conducted online via Microsoft Teams and Zoom meetings. One interview was held in person and was recorded using Microsoft Teams. Thematic analysis was applied during the data analysis, guided by Braun and Clarke’s approach (Braun and Clarke, 2022). Conclusions, Expected Outcomes or Findings Preliminary results indicate that policy engagement processes vary greatly from between countries, with each context presenting different barriers and facilitators to policy change for school mental health. Some of the identified enablers to policy engagement included engaging key actors or “champions”, communicating research findings into key messages and statistics, leveraging public media, and including children’s voices directly in policy processes. Barriers include changes in government structures, pressure to invest in other issues, and lack of mental health literacy in certain cultural contexts, among others. Ignite Talk Promoting Life Skills for All: Insights into Implementation Fidelity and Contextual Influences in the Prevention Program PLUS University of Education Upper Austria, Austria Presenting Author:In a changing society, social and emotional skills are becoming increasingly important as children need abilities to deal with everyday life challenges. Based on this idea the WHO Life Skills framework was developed. It comprises ten core life skills including empathy, problem-solving, creative and critical thinking, effective communication, decision-making, self-awareness, interpersonal relationships and coping with stress and emotions (WHO 1994). There are also other frameworks like the Social and Emotional Learning (SEL) framework that encompasses similar skill sets (Durlak et al. 2025). School-based universal programs designed for entire classrooms offer an effective approach to promote these skills through structured units implemented mostly by classroom teachers in regular lessons (Durlak et al. 2025). These programs provide advantages such as broad reach and low costs compared to other promotion approaches. Moreover, different studies demonstrate that such programs can reduce behavioural problems, sadness, and anxieties, while improving classroom climate, school engagement and mental health outcomes (Cipriano et al. 2023). The successful and sustainable implementation of programs depends on various factors that emerge at different stages of the implementation process, such as teachers' attitudes towards the program, but also the resources available to individual schools and school or class composition. Since these factors can have a significant impact on the implementation practices and program effectiveness (Durlak und DuPre 2008), it is necessary to take a closer look at the implementation in later phases as well. The sustainable implementation of a program in practice is a long-term process and can lead to a “voltage drop”, which refers to a potential decline in effectiveness when programs are transferred from controlled evaluation settings to everyday school contexts. Additionally, a “program drift” may occur when teachers modify the program during implementation. If substantial changes are made and the core objectives are no longer pursued, it can reduce the program’s effectiveness. In contrast, minor adaptations that enhance alignment with the target group or contextual conditions may have positive effects (Chambers et al. 2013). In their qualitative study, Hamilton et al. (2025) highlight the assumption that schools or classes with fewer resources and higher proportions of students with low socioeconomic status or behavioural challenges experience greater difficulties in implementing programs with high fidelity. This can lead to programs at these schools being discontinued or significantly modified after the initial implementation phase. Since social-emotional development is also linked to socio-economic factors (Conger und Donnellan 2007), this means that precisely those children who have a greater need for SEL support would no longer be able to benefit from programs, or at least not to the full extent. In this context, Bauer (2005) describes a prevention dilemma that may contribute to an education-related Matthew effect (Merton 1968). Children who already have higher initial social and emotional resources are further supported, while those with fewer resources receive limited or substantially altered support. Cipriano et al. (2023) demonstrate in their meta-analyses that these differential effects of universal prevention programs remain insufficiently investigated. In view of this, the present study examines the implementation quality of the Austrian life skills program PLUS by evaluating fidelity, which describes how closely the program was implemented according to its concept, and dosage, which indicates how many units of the program were actually delivered. Data collection took place after the initial implementation phase, which was supported by professional development for teachers, and addresses aspects of class composition (socio-economic, ethnic, and social-emotional) and implementation quality. The following research questions are addressed:(1) What is the implementation quality of the life skills program PLUS after initial implementation support has ended? (2) Are aspects of class composition associated with implementation quality? Methodology, Methods, Research Instruments or Sources Used This research uses data from the project „Promoting Life Skills (ProLiSk) – Impact Analysis of Resource-Oriented Prevention of Early School Leaving and NEET“ (Mahringer et al. 2025). The quasi-experimental design follows students throughout their entire lower secondary education (ages 10–14) and compares classes in which PLUS has implemented in the past and control classes to examine the effectiveness of the program. For this study we used data of the first measurement wave (January 2025) and only classes, which implemented PLUS (56 classes, 1143 pupils). The PLUS program encompasses ten lessons per school year, each with a different focus, based on the WHO Life Skills Framework (WHO 1994). It employs interactive methods designed to promote a positive class climate and enhance self-awareness, including group discussions, games, emotion diaries, and imaginary journeys to support self-reflection. PLUS was previously evaluated by Juen (2013) who reported reductions in behavioural problems as well as improvements in pupils’ academic performance and work behaviour. Since this evaluation was conducted several years ago and the program has now been implemented in practice for some time, the present study aims to examine whether it remains effective. The focus of this paper is on program implementation, with analyses of its broader effects planned for future research. Data were collected using teacher and student questionnaires. Established and widely used instruments were adapted to the target group, including the Strengths and Difficulties Questionnaire (SDQ) for measuring social and emotional behaviour. Socioeconomic background was assessed using HISEI (Highest International Socio-Economic Index of Occupational Status) and the Family Affluence Scale (FAS). Migration background was collected as a binary variable (0 = no, 1 = yes). To assess implementation quality, teachers were asked to indicate how closely they had implemented the ten lessons intended for 5th graders using four response options: (1) not at all, (2) significantly modified, (3) slightly modified, and (4) exactly as specified in the programme manual. Two measures of implementation quality were derived from these items: a.) the number of lessons the teachers carried out (dosage) and b.) the fidelity of the lessons carried out. To answer research question 1, descriptive analyses were conducted. For research question 2, correlation analyses on class level were used. Further analyses are planned to examine these findings in more detail. Conclusions, Expected Outcomes or Findings Initial analyses of dosage showed that approximately 73% of classes implemented more than half of the PLUS lessons. One class implemented only one lesson, while seven classes implemented all ten lessons planned for the first school year. The median number of implemented lessons was seven. In 55% of classes, the implemented units were carried out with slight to significant modifications. In the remaining 45% of classes, units were implemented with slight modifications or exactly as specified in the programme manual. Only two classes reported implementing the units exactly as specified. The median fidelity score was 2, indicating that implementation most often involved modifications. This highlights the relevance of examining which factors are associated with implementation fidelity. The correlation analysis revealed a marginally significant association between SDQ “Hyperactivity” and fidelity (ρ = −0.252, p = 0.063), and a significant association with SDQ “Conduct Problems” (ρ = −0.276, p = 0.041). Fidelity also correlates significant with school type (ρ = 0.275 p = 0.040), suggesting more faithful implementation in Gymnasiums. In Austria, lower secondary education is divided into two main school types: the Gymnasium, an academically oriented school preparing students for higher education, and the Mittelschule, a more comprehensive model. The student body in the Mittelschule is more heterogeneous. On average, pupils there have lower socio-economic status and more frequently exhibit challenging learning and behavioural patterns, this is also reflected in the SDQ scores. There is no significant correlation between fidelity and the socioeconomic background (FAS and HISEI). No significant correlations were found between dosage and school type, SDQ outcomes, or socioeconomic background (HISEI and FAS). However, dosage was positively correlated with fidelity (ρ = 0.26, p = 0.044). This suggests that higher levels of dosage are associated with higher fidelity of implementation, and vice versa. Paper What Does it Mean to Educate the Whole Child? University of Inland Norway, Norway Presenting Author:This research project analyses curricula and interviews of teachers in four types of schools at primary and lower secondary levels in Norway. These are Norwegian public schools, Montessori schools, Steiner/Waldorf schools, and International Baccalaureate schools (IB). The project intends to contribute knowledge and understanding of holistic education by asking the research question, “What does it mean to educate the whole child?”. The research results show both similarities and differences in what “educating the whole child” means. One common theme across the school types is a focus on health and well-being in all domains of development, this is present with both curricula and teachers. Teachers emphasize social and emotional well-being as a prerequisite for functioning in school. The results also show common values among the four school types, such as democratic values like equal rights, participation, diversity, and inclusion. The findings, at the same time, show great differences in the educational methods and approaches of the school types and teachers, pointing to areas of disagreement. In a European and international context, the research is relevant as Montessori, Steiner (Waldorf), and International Baccalaureate education are present in many countries, and the Norwegian public education system is part of the tradition of the Scandinavian and Nordic model, building on North European pedagogical traditions. The project’s theoretical framework is based on two theories of holistic education, integrative curriculum theory (Mayes, 2019) and holistic curriculum theory (Miller, 2019). These theories belong to the field of holistic education, a field emerging since the mid-1980s (Miller 2019, p. 5). The topic of holistic education engages globally and is a diverse and inclusive field with impulses from many sources (Rudge 2008, p. 4; Forbes 2003, p. 2). There is no textbook definition of holistic education (Miller 1997, p. 75) and can be seen as an umbrella term covering different approaches and perspectives (Schreiner 2009, p. 755, 761). Although the field is broad and has many sources of influence, it also draws on known educators and philosophers. Often mentioned as historical influences are Rousseau, Pestalozzi, Froebel, Montessori, Steiner, and Dewey, amongst others (Miller, 2019, pp. 5-16, R. Miller 1997, pp. 92-101, Mayes 2019, p. 143). According to Rudge (2008, p. 21), many educational alternatives are calling themselves holistic, but a clear definition of what educating the whole child means is often missing. The research projects review of current research shows that many publications use the term “whole child.” However, a part of the literature only concerns topics related to physical health or community services for supporting children, with less focus on education. Arguments for this type of “whole child” approach are that there is evidence of physical activity reducing obesity and diabetes and improving academic performance and cognitive functioning (Savina et. al 2016, pp. 283-286). This research project argues that the focus on health and well-being represents a limited view of “whole child” education. Based on the findings this research project discusses the school types' different approaches to health and well-being. There are critical perspectives on the use of the “whole child” concept in education. Jones (2020) argues that it has become an “empty” signifier for neoliberal educational policies and is critical of the well-being agenda that belongs to this notion of “whole child” education. Similarly, there are other critics of simplified notions of well-being, like Shirley’s (2020) critique of current practices related to the new well-being agenda in education. The literature from the holistic education field offers a broader view of the “whole child”. One statement exemplifying this position holds that holistic education “addresses every aspect of individual growth and development” (Eaude 2019, p. 61). Methodology, Methods, Research Instruments or Sources Used This project is based on an interpretive qualitative paradigm and uses document analysis of curriculum documents and interviews of teachers as the main research methods. The philosophy of science inspiring the interpretative approach is Gadamer’s (2004) philosophical hermeneutics. Rather than describing a research method, Gadamer emphasizes an interpretative “modus operandi” when the researcher is reading and analyzing text. In addition, Alvesson and Sköldberg’s (2009, pp. 91-104) model of a hermeneutic research process guides the analysis. The document analysis was conducted by reading and re-reading the documents one by one, locating statements or pieces of text that possibly could help answer the main research question. The curriculum documents contain large amounts of text, and data reduction of findings into suitable sizes and categories for analysis was important, coding was informed by what Cohen et al. (2018, p. 668) describe as carefully considering context as not to compromise data integrity. The coded findings were organized thematically under broader themes. Braun and Clarke’s (2022) thematic analysis informs the merging of findings in themes. Theoretical perspectives synthesized from holistic education theory are used as the main overall categories when organizing and analyzing the findings. Interviews were conducted as semi-structured focused group interviews with 4-6 teachers per group interview, one focus group per school type. The intention of conducting interviews was to gain an understanding of teacher perspectives on the education of the “whole child.” Because the study is interpretative, the statistical generalizability of interview results is not emphasized. The planning and conducting of the interviews are informed by Brinkmann and Kvale’s (2015) stages of an interview inquiry. The sampling is done within certain geographical areas in Norway, where there are several schools of all four types. Interview participants were recruited via the principal/head of the school, and it was voluntary for the teachers to participate. The sampling aimed for a balance between teachers working on primary and lower secondary levels in the groups being interviewed. This study is not a comparative study tabulating similarities and differences in a mechanical way, as Ragin (2014, p. 46) cautions against. However, even if it is a hermeneutic study, there is some level of comparison, and hence it has aimed for source equivalent like Mazon (2014, pp. 127-128) suggests. The level of comparison is aimed to be what (Adamson & Morris, 2014, p. 317) describes as a hermeneutic comparison looking for deeper meaning. Conclusions, Expected Outcomes or Findings There are several ways of defining and understanding the education of the “whole child”. The Norwegian public education curriculum emphasizes “education for all” and does not distinctly describe whole-child education but has a clear intention of student well-being. Health and life skills are defined as an interdisciplinary theme, and “Bildung” of the “all round person” is described along with social, physical, and intellectual development in the Norwegian public school curriculum, In the Montessori curriculum, there is an explicit focus on the whole child and the development of the “head, heart, and hands”. Maria Montessori’s idea of “cosmic education” which is defined as the education of the whole child, the concept of “Erdkinder” – meaning “children of the earth” and the idea of education for peace indicates a holistic approach. Steiner education similarly emphasizes the education of hand, head, and heart and “education towards freedom” as a holistic formation process. Steiner education has a spiritual foundation where the child is seen as a whole being and is influenced by Steiner’s Anthroposophy. The International Baccalaureate education defines its programs as holistic with an extensive focus on student well-being. The focus is on developing different aspects of the child in the physical, social, and emotional as well as intellectual domains. Teachers, independent of school type, all emphasize student well-being and health as a main priority and issue. The teacher's focus is especially on social and emotional well-being, and feeling safe and connected in the classroom is a prerequisite for learning. The study suggests that a narrower definition of “whole child” education concerns health and well-being. In contrast, a broader definition concerns the education of “all children,” encompassing equality, diversity, and participation for all children.
