Paper Why should I choose Vocational Training? And why might I not? Perspectives of Young People with HE Entrance Certificate University of Magdeburg, Germany Presenting Author:Securing the supply of highly qualified skilled workforce is a key challenge for education and labour market policy in the context of demographic change in Germany. VET and HE are facing increasingly fierce competition for high-achieving young people, such as those with HE entrance certificate. Unlike in countries where VET is traditionally considered less prestigious (e.g., Chankseliani et al. 2016 for England), 28% of young people in Germany who choose a VET pathway have a HE entrance certificate (BiBB 2024). Young people with HE entrance certificate have thus become an important target group for image campaigns and innovative approaches in VET. The InnoVET initiative of the Federal Ministry of Education, Family, Seniors, Women, and Youth (BMBFSFJ) therefore funded 17 projects worth €74 million between 2020 and 2024 with the aim of making VET more attractive to this target group, by developing new, innovative vocational qualifications at the intersection of VET and HE (Kuhlee et al., 2022). However, what makes VET attractive to high-achieving young people has not yet been sufficiently investigated empirically (Neu, 2021). Yet, such data enable a more nuanced understanding also of how measures to increase the attractiveness of VET should look like (also Billets et al. 2022). This is particularly relevant in view of the question of whether newly designed vocational qualifications can really increase value and attractiveness. This is an aspect that is currently being discussed more intensively in the context of the introduction of T-levels in England also (Terry & Orr 2024). The paper will therefore draw on comparative analyses of young people with HE entrance certificate who have opted for VET and those who have opted for HE. The focus will be on the possible correlations between the perceived attractiveness of VET and the choices made concerning their education pathways by the two groups under investigation. The following questions will be addressed: (1) Why do young people with university entrance certificate choose VET? And why might they not? (2) What are factors influencing the assessment of a potential vocational training and a corresponding career path compared to an academic one? (3) How do respondents rate the attractiveness of newly designed vocational qualifications at the intersection of VET and HE, as developed in the InnoVET initiative? The empirical study is based in particular on expectancy-value models (e.g., Eccles, 1983; Eccles & Wigfield, 2002) and the Thuringian Career Choice Competence Model (Driesel-Lange et al., 2020). These models assume that an educational option is preferred if it has a high subjective value and thus also a high perceived benefit for the individual. At the same time, the individual expects to be able to successfully achieve this educational option. Thereby are personal and social, and institutional factors relevant for the respective assessment of subjective value and the expectations of success (Schnitzler, 2019). Furthermore, influencing factors that arise from the qualification program itself can be differentiated from those that arise from the future prospects associated with the qualification (Neu, 2021). The attractiveness of the program as such includes aspects of training conditions and individual design options. After completing the qualification, however, expectations regarding the job market and aspects of professional self-fulfillment and skills acquisition become relevant for participants (Heublein et al. 2018). Methodology, Methods, Research Instruments or Sources Used The collection of empirical data follows an exploratory research design using a mixed-method approach. In a first step, in spring 2023, a total of 12 problem-centered interviews were conducted with young people with an HE entrance certificate. Whereby six have decided to enter an apprenticeship afterwards, the other had decided for an HE degree program. At the time of the interview, they were enrolled in their respective training or degree program. The semi-structured interviews focused on the attractiveness of vocational training and career choices, and centered on the individual perceptions of the respondents. The audio recordings were anonymised and transcribed, and the generated data corpus was coded and evaluated using structured content analysis (Mayring, 2019). A consensus-based procedure was used to ensure quality. In a second step, two questionnaire surveys were conducted among apprentices and HE students from mid-2024 to early 2026. The questionnaire design for these surveys focuses on the individual perspectives of potential participants and aims to provide insight into their perspectives on the attractiveness of the VET programs itself and the attractiveness of VET qualifications, and on aspects of their study and career choices. The questionnaire items were developed based on the results of the qualitative survey conducted as well as on previously validated scales (e.g., Heublein et al., 2018; Göller & Besser, 2021; Homuth et al., 2022). The questionnaire design also includes items to evaluate central characteristics of the newly developed qualification programs at the intersection of vocational and academic education from the perspective of the participants. Eventually, it includes an open-ended response format, which focuses on respondents' thoughts on their own professional development and ways to increase the attractiveness of VET. The data sets are analysed using IBM SPSS Statistics Version 29 statistical software. Conclusions, Expected Outcomes or Findings The data analysis focuses in particular on group comparisons between apprentices with HE entrance certificate and HE students in terms of their assessment of key attractiveness parameters of VET, of their educational choices and their assessment of central characteristics of the newly developed qualification programs at the interface between VET and HE as developed in the InnoVET initiative. The data set for the apprentices (N=4,051) includes apprentices without HE entrance certificate (N=2,380) and apprentices with HE entrance certificate (N=1,671). Initial comparative analyses of these two groups indicate, for example, that different attractiveness parameters appear to be decisive for the educational choices made by the two groups (Petzold-Rudolph et al. 2025). The paper will draw on the partial data set of apprentices with HE entrance certificate and the corresponding HE student data set for comparative analysis. Initial data analyses reveal different patterns in the attractiveness parameters between these two respondent groups also, which are associated with different study and career choices. Accordingly, the data provide insight as to why young people with HE entrance certificate opt for VET, how this group can be described, and how it can be distinguished from those who have decided to enter HE after completing general education. This paper presents these initial findings and critically evaluates them with reference to the theoretical models. It also draws conclusions regarding the attractiveness of German VET compared to HE, and the possibilities for increasing the attractiveness of VET for high-achieving young people. In particular, innovative qualification programs at the interface between VET and HE, such as those developed as part of the InnoVET initiative, are taken into account. Paper Balancing School-Based and Dual VET Pathways: Insights Into Student Perceptions University of Applied Sciences and Arts Northwestern Switzerland, Switzerland Presenting Author:In Switzerland, upper-secondary education is characterised by the coexistence of initial vocational education and training (iVET), primarily organised through the dual apprenticeship system, and school-based pathways such as upper-secondary commercial schools (WMS) and specialised upper-secondary schools (FMS). Although vocational education is politically promoted as the “first choice” pathway, many students eligible for both routes prefer school-based programmes. This paper addresses the following research question: How do lower-secondary students perceive and compare learning opportunities, future prospects, and social meanings associated with school-based programmes and iVET pathways? The study is situated within research on educational choice, vocational aspirations, and perceived learning environments. It assumes that students’ preferences are not primarily based on direct experience, but on socially shared expectations, symbolic distinctions, and stereotypical understandings of educational pathways. Since 2018, longitudinal cross-sectional data have been collected annually from lower-secondary students in one Canton through standardised written reflections and questionnaires. The present analysis draws on responses from 6,117 students aged 14–15 collected over eight school years. Using thematic analysis, 79,327 coded segments were identified and grouped into five overarching thematic areas: (1) learning formats and conceptions of knowledge, (2) future and educational orientation, (3) social roles and relationships, (4) competence and identity, and (5) evaluations and attributions. The findings show remarkably stable patterns over time. School-based programmes are associated with theoretical and intellectual learning, openness of future pathways, social prestige, academic achievement, and continued participation in peer-oriented school environments. In contrast, iVET is primarily associated with practical learning, early labour-market entry, occupational specialisation, productivity, and adult-like work identities. While students acknowledge positive aspects of iVET, such as authenticity and practical relevance, many perceive it as narrower, less prestigious, and less compatible with academic self-identities. The study highlights that educational choices are shaped not only by institutional structures and labour-market opportunities, but also by symbolic constructions of status, competence, and identity. Despite cantonal measures encouraging reflection on vocational pathways, students’ perceptions remained highly stable across eight years. The paper contributes to international debates on balancing vocational and academic pathways and raises questions about how young people develop informed understandings of vocational learning and occupational futures. Methodology, Methods, Research Instruments or Sources Used The study draws on longitudinal cross-sectional data collected annually between 2018 and 2025 in one Canton, Switzerland. Data were gathered as part of a cantonal monitoring initiative focusing on educational aspirations, perceptions of upper-secondary pathways, and vocational orientation processes among lower-secondary students. The target group comprised students in the final phase of compulsory schooling (typically aged 14–15) attending different lower-secondary tracks. Participation took place during regular school lessons and was coordinated in collaboration with schools and teachers. The present analysis includes responses from 6,117 students. Data collection combined standardised questionnaires with open-ended written reflections. Students were asked to describe perceived characteristics, opportunities, and challenges associated with different upper-secondary pathways, particularly initial vocational education and training (iVET), upper-secondary commercial schools (WMS), and specialised upper-secondary schools (FMS). Additional questionnaire scales captured educational aspirations, perceived fit, interests, and anticipated learning opportunities. The qualitative material was analysed using a thematic coding approach combining inductive and deductive elements. An initial coding framework was developed based on theoretical considerations from educational choice research and vocational orientation literature, while remaining open to emerging themes from the data. The coding process was iterative and involved repeated refinement of categories and definitions. Across all cohorts, 79,327 coded text segments were identified and organised into five overarching thematic dimensions: (1) learning formats and conceptions of knowledge, (2) future and educational orientation, (3) social roles and relationships, (4) competence and identity, and (5) evaluations and attributions. The longitudinal structure of the dataset enabled the identification of recurring patterns and changes across cohorts over an eight-year period. Rather than analysing individual developmental trajectories, the study examines the stability and variation of collectively shared perceptions and symbolic representations of educational pathways over time. This design allows for insights into how educational pathways are socially constructed and reproduced within the transition from compulsory to upper-secondary education. Conclusions, Expected Outcomes or Findings The findings of this study demonstrate that lower-secondary students in Switzerland hold highly differentiated and remarkably stable perceptions of upper-secondary educational pathways. Despite various policy measures aimed at increasing the attractiveness and status of vocational education and training (VET), school-based programmes such as WMS and FMS continue to be associated with academic learning, broader future opportunities, social prestige, and the continuation of familiar school environments. In contrast, iVET is mainly perceived through the lens of practical work, occupational specialisation, productivity, and early labour-market integration. These perceptions appear to reflect broader social narratives and symbolic distinctions linked to status, competence, and identity rather than detailed knowledge about programmes. The stability of these patterns across eight years suggests that students’ understandings of educational pathways are deeply embedded in institutional cultures and collective expectations. At the same time, these perceptions may also reflect broader economic and labour-market developments. General education qualifications are increasingly associated with flexibility, permeability, and access to further education, while labour markets are often perceived as demanding broad and adaptable competences rather than narrowly defined initial vocational qualifications alone. This raises questions regarding the effectiveness of current career guidance and vocational orientation practices. Providing information alone may not be sufficient to broaden students’ perspectives on vocational learning and occupational futures. More experience-based and reflective forms of career guidance may therefore be necessary to challenge stereotypical assumptions and support informed educational choices. Beyond the Swiss context, the study addresses a broader international challenge faced by many education systems: how to balance vocational and academically oriented pathways while ensuring attractiveness, permeability, and informed learner choice. The findings contribute to comparative debates on the social image of VET, educational aspirations, and the symbolic positioning of vocational education within contemporary education systems. Paper "Attractivity and Segmentation of VET Occupations – Which Impact do Guidance Have on Student’s Career Choice?" BIBB Federal Institute for Vocational Training and Education, Germany Presenting Author:Across OECD countries, segmentation is deeply anchored in both – in education systems and the labour market, which tends to deepen social inequalities through life course (OECD 2025). Although trajectories and pathways to working life as well as segmentation within the education system and the labour market have been the focus of considerable research efforts in recent years (Schoon & Parsons 2002; Kleinert & Jacob 2024), the underlying mechanisms remain to be explored in greater depth. Germany is an interesting case in this regard. In addition to a strong segmentation within the general education system, Germany has a large dual vocational education and training (dual VET) sector, which is experiencing increasing segmentation – both among dual VET occupations and in the labour market. (Autor:innengruppe Bildungsberichterstattung 2024; OECD 2025). In a growing number of occupations, the shortage of skilled labour force is increasing significantly. In addition to the health, care and social sectors, the fields of mathematics, computer science, natural sciences and technology (STEM-professions) are particularly affected (BA 2023). Craft trades and industrial and technical professions, are characterised by a significant decline in demand from young people in the apprenticeship market- Despite a wide variety of dual VET occupations in Germany, young people's career aspirations are concentrated on a limited number of occupations, like in other OECD countries (Mann et al. 2020), which tends to increase the shortage as well as segmentation between occupations. On the other hand, a considerable number of young people cannot to find a training place in their preferred occupations. Occupations differ, among other things, in the social recognition or esteem they receive. Conceptually, a distinction is usually made between a symbolic and a material dimension of occupational prestige (Honneth 2008). The perceived social recognition of an occupation and the orientation towards significant others is emphasised in various theoretical approaches as a relevant factor in occupational choice. Studies show that young people tend to exclude occupations as potential career options if they are associated with the expectation of low social approval (Matthes 2028). Increasing aspirations for a wider range of occupations is a key challenge of career guidance activities, both because young people's career aspirations are still stratified along specific social categories like gender and social status (Gottfredson 1981) and because young people in Europe have generally a limited field of professional aspirations (Mann et al 2020). This is even more important as the shortage of skilled workers has become more severe in Germany due to a number of factors, particularly in light of demographic change and especially in the VET sector (Oeynhausen et al. 2023). In our contribution, we thus first examine the characteristics of occupations that make a job ‘attractive’ to young people in the career guidance phase, based on a survey of general education students (RQ1). Until now, little is known about how professions differ in terms of social recognition and how these differences can be explained, particularly among young people (Lynn et al 2017; Valentino 2020). Mainly, our attention focuses on the following question: Is it possible, through a career guidance approach, to raise young people's awareness of the attractiveness of professions and thus help to reduce segmentation on the demand side of training market? Is it - according to motivational role-modelling-theory - possible that vocational role models – who are themselves apprentices – can contribute to inspire and thus positively change students' perceptions of VET occupations, acting as ‘ambassadors for a profession’ and conveying not only information (knowledge and skills) about them but also a ‘taste’ for a profession by activating student’s motivation and confidence in their abilities (self-efficacy) (Morgenroth 2015)? (RQ2). Methodology, Methods, Research Instruments or Sources Used The intervention involves VET apprentices who act as “VET-ambassadors” visiting secondary school classes as part of a regional career orientation study in the years 2021-2023 to provide information and insights on their occupation, VET in general, the mobility within the education system, and answer students’ questions. The “VET-ambassadors” act as real-life and same aged vocational role models. The empirical results are based on data analyses from a large scale quasi-experimental intervention study conducted with approximately 1,500 general education students in grades 8 to 12 (aged 15 to 18, 43% of whom were female) in Germany. Surveys were conducted for the treatment group just before (T1) and just after the intervention (participation in presentations by ‘training ambassadors’) (T2), then a few months later (T3, final interview). The control group was interviewed twice (T1 and T3) – before participating in the training ambassador conferences (waiting control design). The contribution uses data from the preliminary and final surveys (T1, T3) of those who participated in the role models. These are around 20 dual-VET occupations (e.g. IT specialists, electricians, automotive mechatronics engineers). Using mean comparisons and regression methods, we examine, on the basis of the pre/post survey, the extent to which vocational role models can change perceptions of different professions. Socio-structural differences between the treatment group and the control group are taken into account using a weighting procedure (Inverse Probability of Treatment Weights, IPTW). Conclusions, Expected Outcomes or Findings Our results indicate that participation in work-study ambassador interventions can, on average, slightly increase career aspirations for the profession presented. The effectiveness varies greatly depending on the profession presented (and its characteristics) but also on the gender of the participating students. Thus, a unique, short-term career orientation intervention with vocational role models in classrooms can on average increase students’ occupational aspirations for the presented professions, extending previous empirical findings on academic professions to the VET-context. Accordingly, training ambassadors can contribute to broaden the spectrum of professions that young people are interested in, given the growing shortage of skilled labour, and in the future may be contribute to reducing segmentation on the training demand side. It needs to be discussed how the results of this intervention study will become part of the (national and international) discourse around the orientation programmes of VET-Ambassadors which have been implemented in several European countries and thus new aspects of knowledge will be transferred to political stakeholders (governmental and chamber level) Even if our study shows positive results, we have to take into consideration different limitations (like the regionality of the study, the cohort of students was surveyed during and at the end of the COVID-19 pandemic in the school years 2021/2022 and 2022/2023, a non-representative school sample (due to specific situation at the end of COVID), the heterogeneity of VET ambassadors etc.).
