Paper Teacher Training and Professional Development as Pathways to Inclusive Literacy Pedagogy in Pre-Primary Education in Tanzania University of Jyvaskyla, Finland Presenting Author:Inclusive pedagogy has become a central principle in global and national education agendas, emphasizing the right of all children to participate meaningfully in learning regardless of ability, language background, or socio-economic status (Ainscow et al., 2006). In early childhood education, inclusive pedagogy is particularly critical for literacy acquisition, as early literacy skills form the foundation for later educational success and social participation (Lerkkanen, 2025). Teachers play a pivotal role in translating inclusive policy commitments into classroom practices, as their knowledge, skills, beliefs, and professional experiences shape how inclusion is enacted in daily teaching (Darling-Hammond et al., 2017). Methodology, Methods, Research Instruments or Sources Used In this qualitative study data was gathered in three administrative regions of Tanzania: Dar es Salaam, Dodoma, and Manyara. These regions were selected to capture variation in geographical location, socio-economic conditions, and school contexts, including urban, peri-urban, and rural settings (Creswell & Creswell, 2017). The study involved sixteen pre-primary schools, the majority of which were selected through simple random sampling, with one school purposively selected due to its established inclusive practices. The participants comprised thirty pre-primary teachers and they were selected to ensure representation across different regions and school contexts. Data was collected through semi-structured interviews, which allowed for in-depth exploration of teachers’ experiences, perceptions, and reflections regarding teacher training, their professional development, and inclusive literacy practices (Cohen et al., 2018). Each interview lasted approximately 50 minutes and was conducted in the teachers’ respective schools. The interview guide focused on two core areas: (a) skills acquired through initial teacher training relevant to inclusive literacy instruction, and (b) teachers’ perceptions of professional development in supporting inclusive pedagogy for literacy acquisition. All interviews were audio-recorded with participants’ consent, transcribed verbatim, and translated from Swahili into English. To enhance accuracy and trustworthiness, translations were carefully checked by proficient Swahili and English speaker. Participants were assigned pseudonymous identifiers ( T1–T30) to ensure confidentiality. Data analysis followed a content analysis approach, combining inductive and deductive procedures to identify patterns, categories, and themes across the dataset (Krippendorff, 2018). The analysis involved repeated reading of transcripts, coding of meaning units, and clustering of codes into thematic categories aligned with the research questions. The analytic process was iterative, with constant comparison across cases to enhance credibility and consistency (Braun & Clarke, 2006). Conclusions, Expected Outcomes or Findings The findings indicate a clear divide among pre-primary teachers regarding the extent to which teacher training and professional development support inclusive pedagogy for literacy acquisition. Many teachers reported that their pre-service training did not adequately prepare them to address learners’ diversity needs. These teachers described relying largely on personal experience and peer support rather than formal training when implementing inclusive literacy practices. At the same time, some teachers reported acquiring inclusive pedagogical skills through teacher training, including awareness of child development, recognition of learner diversity, and the use of varied teaching methods and materials. These accounts suggest that when inclusive concepts are meaningfully integrated into teacher education, they can support more responsive literacy instruction. However, even among these teachers, practical application of inclusive strategies was often limited. Teachers’ perceptions of professional development highlighted widespread dissatisfaction with the availability, relevance, and depth of TPD opportunities. Most teachers reported limited access to TPD focused specifically on inclusive pedagogy for literacy acquisition, with existing training often described as short-term, theoretical, or unrelated to classroom realities. On the other hand, from a transformative learning perspective, the findings suggest that both teacher training and TPD have not consistently functioned as transformative spaces capable of challenging entrenched beliefs and practices related to literacy instruction. While some evidence of perspective shifts was identified, particularly among teachers with access to relevant training, systemic gaps in teacher education structures continue to constrain the realization of inclusive literacy pedagogy in pre-primary classrooms. This study calls on the government to review teacher education by making inclusive education part of the teacher education curriculum, and to provide strong, sustained, practical, and need-based professional development focused on inclusive pedagogy, and to support learning communities to compensate for the limited formal professional development in inclusive pedagogy for equitable literacy learning in Tanzania and beyond. Paper Teacher Education and Post/Colonial Knowledge Orders: Rethinking Inclusive Education through Epistemic Positionality Leibniz Universität Hannover, Germany Presenting Author:Despite its commitment to equity and participation, the practice of inclusive education is shaped by historical post/colonial knowledge and power structures that continue to determine what is recognized as legitimate knowledge, normality and difference within educational contexts (Grech & Soldatic, 2015; Muthukrishna & Engelbrecht, 2018). Although inclusive education is generally considered a response to the growing diversity in contemporary classrooms, its epistemological basis is often taken for granted. Teacher education plays a pivotal role in this regard as it is a key place where ideas about inclusive education are formed and passed on to future teachers (European Agency for Development in Special Needs Education, 2012). In the European context, this role is particularly significant, as education systems face increasing classroom heterogeneity resulting from global and international crises alongside nationally specific frameworks for children with disabilities, requiring diversity-sensitive engagement with all learners. Against the backdrop of growing socioeconomic and educational inequalities relating to dis/ability, gender, class and race, teachers working in inclusive settings are increasingly expected to demonstrate critical and reflexive competence. However, this paper argues that dominant understandings of inclusive education are profoundly influenced by postcolonial knowledge and power relations (Grech & Soldatic, 2015; Walton, 2018). These relations are not only articulated in global inclusion discourses, but also reproduced and enacted within teacher education programs and classrooms. Consequently, inclusive education is predisposed to perpetuating the very inequalities it aims to address, creating cycles of epistemic reproduction and self-legitimization under the guise of inclusion. Mignolo cautions, failing to interrogate the epistemic foundations of inclusion risks reproducing “the blind epistemic ethnocentrism that makes difficult, if not impossible, any political philosophy of inclusion” (Mignolo, 2002, p. 66). Based on my recently completed PhD project examining post/colonial knowledge production in inclusive education, this paper conceptualizes teacher education as a vital epistemic site where knowledge about inclusion is created and normalized. Rather than treating inclusive education as a transferable set of pedagogical methods or competencies, the paper approaches inclusion as an epistemic practice. From this perspective, inclusive education involves ongoing epistemic decisions about which knowledge and experiences are recognized as valid and which are marginalized (Ballard, 2013; Slee, 2001; Spivak, 1988). The papers guiding research question is: How do post/colonial knowledge orders influence what is recognized and enacted as inclusive education in teacher training, and how these orders be made analytically visible in order to foster epistemological reflection within teacher education programs? The theoretical framework combines three interrelated levels: Firstly, post/colonial perspectives on knowledge production are employed to analyze historical and geopolitical asymmetries in the production and circulation of educational knowledge, particularly with regard to inclusive education and dis/ability (Escobar & Frye, 2020; Mignolo, 2002). Secondly, critical discourses on inclusive education are considered as a contested project situated between de/colonization and social justice (Muthukrishna & Engelbrecht, 2018; Slee, 2001). Thirdly, these perspectives are connected to current debates on teacher professionalization under conditions of growing social, cultural and epistemic diversity in Europe (Bartels & Vierbuchen, 2024; Lindmeier & Lindmeier, 2024). Central to the analysis is the concept of epistemic positionality - developed in the dissertation. It captures how the professional knowledge of future teachers is shaped by historically and geopolitically situated assumptions regarding normality, dis/ability, and difference. From this perspective, inclusive education is not merely a pedagogical task, but an epistemic practice embedded in post/colonial regimes of knowledge that continue to influence European teacher education and the ways difference is addressed in inclusive classrooms. Epistemic positionality therefore provides the basis for a transferable heuristic analytical framework – also developed in the dissertation - that renders these epistemic orderings visible and open to reflexive interrogation. Methodology, Methods, Research Instruments or Sources Used The presentation examines teacher education as an epistemic site in which understandings of inclusive education are produced, legitimized, and transmitted, as well as a space for critical examination and reflection. Methodologically, the paper follows two interrelated commitments: Firstly, the paper is rooted in a post/colonial epistemological critique. Teacher education is conceptualized as being embedded within the historically constituted knowledge and power relations that shape the dominant concepts of inclusion and dis/ability. Building on post/colonial and decolonial scholarship (Grech & Soldatic, 2015; Meekosha, 2011; Walton, 2018), the analysis explores how colonial legacies persist in contemporary inclusion discourse and professional norms. This perspective enables a systematic examination of how global inclusion discourses are incorporated into teacher education curricula and professional norms, particularly but not exclusively in European contexts. Findings from teacher education programs in Germany, France, and Great Britain—all formerly colonizing nations—will be presented to analyze how colonial epistemic legacies are addressed, reframed, or rendered invisible within national teacher education contexts. Secondly, the methodological framework focuses on the concept of epistemic positionality as an analytical tool for reflective analysis. Rather than viewing reflexivity as an individual trait, epistemic positionality is considered to be socially and historically formed (Pillow, 2003; Rodriguez & Ridgway, 2023; Rose, 1997). This approach is used to analyses how teacher educators, student teachers and educational researchers are positioned within epistemic hierarchies that determine what constitutes valid (inclusive) knowledge. Although related to the concept of situated knowledge (Haraway, 1988), epistemic positionality highlights the relational orders through which knowledge positions are assigned, negotiated and valued hierarchically. This approach conceptualizes teacher education as an interactive process in which knowledge, actors and contexts constitute each other reciprocally. It allows inclusive education to be analyzed as an epistemic practice involving decisions about legitimacy, authority, and difference (Spivak, 1988), rather than as a neutral or technical endeavor. Overall, this methodological approach contributes to ECER debates by demonstrating the relevance of post/colonial reflexivity about knowledge production for teacher education in European contexts and by showing how such reflexivity can be operationalized through a heuristic analytical framework. It shifts attention from technical questions of implementation to the epistemic conditions under which inclusive education is taught, learned, and enacted. Conclusions, Expected Outcomes or Findings The paper is expected to contribute to current debates on teacher education for inclusive education in a European context in three interrelated ways. Firstly, the paper advances a conceptual understanding of inclusive education in teacher training by presenting it as an epistemic practice rather than a set of transferable methods or competencies. By foregrounding post/colonial knowledge production, the paper demonstrates how assumptions about normality, dis/ability and learning, which are often taken for granted, are shaped by historical and global power relations. This helps to explain why, despite its normative commitment to equity, inclusive education may continue to reproduce epistemic hierarchies within teacher education programs and later on in inclusive classrooms. Secondly, the paper presents an intra-active, heuristic analytical framework as its central outcome and concrete contribution. The heuristic, developed in the dissertation, structures analysis along three interrelated dimensions: epistemological–structural, praxeological–situational and conceptual–normative. This framework can be used to analyze epistemic positionality in teacher education and to highlight the structural conditions under which knowledge or preconceptions on inclusive education are produced and legitimized in European contexts. Thirdly, the paper outlines the implications for designing and orienting teacher education programs. It argues that teacher education informed by post/colonial theory can enable future teachers to engage with inclusive education in context-sensitive ways that are attentive to epistemic plurality. Rather than prescribing specific pedagogical techniques, the paper emphasizes cultivating epistemic awareness as a core dimension of professional competence for inclusive education in Europe. Paper Assessing Adaptive Teaching Competence among (Prospective) Primary School Teachers – Development of a Measurement Scale in Inclusive Primary Science Education Paderborn University, Germany Presenting Author:The fourth goal of the 'Agenda 2030' (United Nations, 2015) 'Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all' (p. 14) calls for unconditional equal opportunities for individual education in the sense of a broad concept of inclusion. Due to its multi-perspective orientation and its subject-specific basic education mandate, primary science education (Sachunterricht) is considered to have great potential for inclusive education (Schroeder & Miller, 2017). Against this backdrop, teachers face the challenge of implementing school inclusion in primary science education as well (Schroeder et al., 2023). To meet this didactic challenge, 'adaptive teaching competence' is considered a key skill (Parsons et al., 2018; Schroeder et al., 2023). Adaptive teaching competence refers to teachers' ability to align instruction with individual learning prerequisites (Brühwiler, 2017). Based on the review by Gallagher et al. (2022, pp. 298-315), adaptive teaching competence is understood as a mediating ability (reflection) between a stimulus and the visible adaptive performance (Blömeke et al., 2015). This corresponds to Hattie's (2012) understanding of an adaptive teacher: 'Teachers are adaptive learning experts who know where students are on the continuum from novice to capable to proficient, when students are and are not learning, and where to go next, and who can create a classroom climate to attain these learning goals' (p. 99). In the context of this research, adaptive teaching competence is located and operationalised at the level of professional vision. Professional vision is operationalised as comprising two sub-dimensions: 'noticing' and 'reasoned decision-making' (Weyers et al., 2023, p. 10). Since the study is conducted in the context of primary science education didactics, 'reasoned decision-making' is operationalised through the constructs of 'scaffolding' and 'classroom management', which are well-researched in primary science education (Gippert et al., 2022; Kleickmann, 2012; Lehmkuhl et al., 2022). However, measuring adaptive teaching competence remains an open challenge in inclusion-oriented primary science education (Beck et al., 2008, pp. 10-11). Existing studies on the assessment of adaptive teaching competence in (prospective) teachers employ a variety of different methodological approaches: vignette tests (e.g. Beck et al., 2008; Schmitz, 2023), video recordings of the test subjects (Kufner, 2017) and evaluation of lesson planning (Rey, 2022). They focus on different content areas regarding different (sub)dimensions (adaptive teaching competence, adaptive action competence, adaptive planning competence). In addition, the composition of the population is very heterogeneous across the different studies. To date, no study has operationalised and measured adaptive action competence in prospective science teachers in inclusive primary schools through the lens of professional vision. The aim of this dissertation project is to develop a valid measurement scale for the standardised measurement of adaptive action competence as a fundamental component of the adaptive teaching competence of prospective primary teachers in inclusion-oriented primary science education. With the help of a video-based measurement scale, this study tests a method for objectively, reliably and validly assessing the adaptive competence of prospective primary teachers in inclusion-oriented primary science education. To this end, approximately N = 100 students are surveyed, and an expert validation (N = 12) is carried out. Using a partial credit model in line with item response theory, the applicability and quality of the measurement scale will be examined using item- and model-fit indices. Methodology, Methods, Research Instruments or Sources Used As part of the doctoral project, a measurement scale is being developed that uses videos from science lessons in primary schools with inclusive education (video material: DiPoSa project). A total of three video sequences, each 1-4 minutes long, on the teaching topics of programming, magnetism and fire are included in the online questionnaire used in the cross-sectional survey. Prospective primary school teachers (n1 = approximately 50) and special education teachers (n2 = approximately 50) with a major in primary science education were surveyed. The questionnaire is structured in two sections. The first section addresses the higher-level skill areas that are relevant at the level of ‘noticing,’ while the second section examines the skill areas at the level of ‘reasoned decision-making.’ This two-part structure is repeated for each of the three videos. In the first section, the participants are asked to watch the respective video once and click when they notice sequences that they consider relevant for adaptive teaching and in which they would intervene. A time marker is recorded for each click and later checked against predefined time windows containing theoretically specified key situations. In the second part of the questionnaire, screenshots appear after each video with descriptions of one of these key situations and corresponding expert-rated model solutions. For each sub-dimension of the constructs ‘scaffolding’ and ‘classroom management’ that are theoretically relevant to this situation, three items appear, from which the participants are asked to select one item as the most appropriate response. The theoretically assumed ranking of the items was previously validated and revised through an expert survey (approximately N = 12). Items were rated on a three-point Likert-type scale (0 = not appropriate, 1 = appropriate to some extent, 2 = highly appropriate). Expert validation is intended to ensure that the answers are indeed meaningful in terms of reasoned decision-making and have been ranked in the correct order. Based on this expert validation and the use of teaching videos from real-life primary science education lessons, this measurement scale is considered to have high ecological validity. In order to evaluate the quality and applicability of the measurement scale used, polytomous item response theory models (Partial Credit) will be applied. Specifically, quality criteria such as item difficulty, discriminatory power, fit and DIF are examined in order to establish evidence of model fit. Conclusions, Expected Outcomes or Findings Based on theoretical frameworks of professional vision and adaptive teaching competence, specific findings are anticipated. First, regarding the 'noticing' dimension, the temporal marker analysis is expected to reveal varying levels of recognition among prospective teachers. Drawing on Professional Vision literature (e. g. Sherin & van Es, 2024), it is anticipated that students will demonstrate differential sensitivity to theoretically defined key situations in primary science education lessons. Prospective special education teachers may show comparable or potentially higher noticing accuracy compared to primary education students, given their training focus on individual learning needs. Second, for the 'reasoned decision-making' dimension operationalised through scaffolding and classroom management constructs, polytomous IRT analysis is expected to reveal differential item difficulty patterns. Based on empirical evidence from teacher competence research (Kleickmann, 2012; Parsons et al., 2018), scaffolding items are anticipated to demonstrate higher difficulty values than classroom management items, reflecting the cognitive complexity of adaptive pedagogical reasoning. Additionally, differential item functioning (DIF) analysis may reveal systematic performance differences between study groups, with prior teaching experience potentially conferring advantages in decision-making tasks. Should the measurement scale demonstrate adequate item fit and reliable person separation, this would provide evidence for the scale's validity as a video-based assessment tool for adaptive action competence in inclusive primary science education. This will represent the first standardised German-language scale to combine noticing and reasoned decision-making for measuring adaptive action competence among prospective science education teachers in inclusion-oriented primary schools. Such an scale supports the identification of competence development trajectories, informs targeted professional development interventions, and contributes to evidence-based teacher preparation in inclusive contexts. Paper Preparing Teachers for Inclusive Education in Times of PolyCrisis: Comparative Insights from Australia and Glasgow 1: University of Sydney, Australia; 2: University of Glasgow, Scotland Presenting Author:Across global education systems, the imperative to prepare teachers for inclusive education has intensified (Florian, 2022; UNESCO, 2020) amid what Morin and Kern (1999) describe as a “polycrisis”, a convergence of social, political, environmental, and technological disruptions that reshape the conditions under which knowledge is produced, mobilised, and enacted. In both European and non-European contexts, teacher education is increasingly positioned as central to sustaining democratic and equitable schooling systems aligned with the United Nations Convention on the Rights of Persons with Disabilities (CRPD) (United Nations, 2006). This paper examines how teacher preparedness for inclusive education is conceptualised and governed in two contrasting yet interconnected contexts: Australia and Scotland (with specific attention to Glasgow as a major urban school district). By placing these cases in dialogue, the paper offers insights of direct relevance to a European audience concerned with the future of inclusive teacher education policy and the operationalisation of European inclusion frameworks. Drawing on the ECER 2026 theme “Knowing and Acting: The changing conditions and potentials of education research,” this paper investigates how knowledge about inclusive education is codified in national policy and translated into expectations for Initial Teacher Education (ITE). Using documentary analysis, we examine key legislative and regulatory texts shaping teacher preparation in Australia and Scotland, including the Disability Standards for Education (Australian Government, 2005), the Australian Professional Standards for Teachers (AITSL, 2017), accreditation requirements for ITE (AITSL, 2019), the Additional Support for Learning (Scotland) Act (Scottish Government, 2004), the GIRFEC framework (Scottish Government, 2008), and the GTCS Professional Standards (GTCS, 2021). These are analysed through the lens of the CRPD (United Nations, 2006) and the European Agency for Special Needs and Inclusive Education’s Profile of Inclusive Teachers (European Agency, 2012), a key reference point for European teacher education reform. Existing research highlights persistent tensions between inclusive rhetoric and classroom realities (Anderson & Boyle, 2015), variability in preservice teacher preparedness (Arias-Pastor et al., 2023), and the need for sustained, systemic capacity-building to support inclusive practice (AckahJnr et al., 2024). Evidence also points to the importance of teacher beliefs and self-efficacy in shaping inclusive enactment (Woodcock et al., 2023), alongside the role of evidence-informed pedagogies (Mitchell, 2017). The analysis identifies key convergences across contexts, including a shared rhetorical commitment to inclusion as a rights-based imperative, recognition of teacher responsibility for all learners, and alignment with international and European discourses of equity, diversity, and participation. However, significant divergences emerge in how preparedness is framed. In Australia, policy texts emphasise compliance, accountability, and demonstrable competence aligned to national standards and accreditation processes, reflecting broader reform agendas (Teacher Education Ministerial Advisory Group, 2014). In Scotland, inclusion is more explicitly embedded within professional identity, collegial responsibility, and inter-agency collaboration under GIRFEC, positioning inclusive practice as relational and systemically shared. These differences reveal contrasting constructions of the “inclusive teacher”: as technically proficient and standards-aligned practitioner in one context, and as relational, reflective, and socially accountable professional in the other. For a European audience, this comparison underscores the importance of critically examining how European and global frameworks such as the CRPD and the Profile of Inclusive Teachers are translated within national governance systems. Teacher preparedness cannot be reduced to a checklist of competencies; it is discursively constructed within policy regimes that prioritise particular forms of knowledge, evidence, and professional action. By situating national policy within a broader global and European architecture of inclusive education, this study contributes to Network 04’s ongoing discussions about the future of inclusive teacher education in times of polycrisis. Methodology, Methods, Research Instruments or Sources Used This study employed qualitative documentary analysis to examine how teacher preparedness for inclusive education is constructed within national policy frameworks in Australia and Scotland. Documentary analysis is well suited to comparative policy research because it enables systematic interrogation of how professional knowledge, values, and expectations are codified in authoritative texts and embedded within governance structures. The analysis was informed by contextual policy analysis (Ritchie & Spencer, 1994), which emphasises the importance of situating policy texts within broader social, political, and institutional conditions. Documents were analysed through a theoretically derived framework based on the United Nations Convention on the Rights of Persons with Disabilities (CRPD) and the European Agency for Special Needs and Inclusive Education’s Profile of Inclusive Teachers. The CRPD provided a rights-based lens foregrounding participation, accessibility, non-discrimination, and systemic responsibility. The Profile offered a professional-capabilities framework organised around four core values: valuing learner diversity, supporting all learners, working with others, and engaging in ongoing professional learning. Data analysis followed the procedures of inductive content analysis as outlined by Mayring (2014). The process involved: (1) clarifying theoretical and research foci (CRPD principles and the Profile’s core values); (2) defining document selection criteria for each national context; (3) developing an initial coding framework combining deductive categories (derived from the CRPD and Profile) and inductive categories capturing constructions of preparedness (e.g., competence, compliance, relational practice, collaboration, ethical stance); (4) revising and refining categories midway through analysis; (5) coding the remaining documents; and (6) consolidating higher-order themes. After approximately 50% of the dataset had been analysed, the researchers reviewed and refined the coding framework collaboratively. The remaining documents were then coded independently, followed by cross-checking, discussion, and inter-coder agreement to enhance analytic rigour. A final comparative phase examined patterns of convergence and divergence between Australia and Scotland, with particular attention to how global inclusion discourses are recontextualised within national accountability systems. The dataset comprised key legislative, regulatory, and professional texts shaping Initial Teacher Education (ITE) and inclusive practice. Australian documents included the Australian Professional Standards for Teachers, ITE accreditation standards, and the Disability Standards for Education (2005). Scottish documents included the GTCS Professional Standards, the Additional Support for Learning (Scotland) Act, and the Getting It Right for Every Child (GIRFEC) framework. This approach enabled critical insight into the evolving conditions under which teachers are prepared to know and act in times of polycrisis. Conclusions, Expected Outcomes or Findings This comparative documentary analysis demonstrates that while Australia and Scotland articulate strong rhetorical commitments to inclusive education aligned with the CRPD (United Nations, 2006) and European inclusion frameworks (European Agency, 2012), the policy architectures shaping teacher preparedness differ significantly. Both contexts affirm diversity, participation, and equity as central educational aims. However, the translation of these commitments into Initial Teacher Education (ITE) policy reveals distinct constructions of professional knowledge, responsibility, and action. In Australia, preparedness is mediated through standards-based accreditation and accountability mechanisms (AITSL, 2017; 2019), reflecting reform agendas that prioritise classroom readiness and measurable impact (Teacher Education Ministerial Advisory Group, 2014). Consistent with longstanding critiques of policy–practice gaps (Anderson & Boyle, 2015), inclusion can become framed as a technical competency to be demonstrated against descriptors rather than as an ongoing ethical and relational commitment. In Scotland, by contrast, inclusion is articulated as a foundational professional value embedded within the GTCS Standards (2021), the Additional Support for Learning framework (Scottish Government, 2004), and GIRFEC (2008). For a European audience, these findings underscore the importance of examining how international and European frameworks are enacted within national governance systems. Alignment with the CRPD or the Profile of Inclusive Teachers does not automatically ensure teacher confidence, efficacy, or sustainable inclusive practice (Arias-Pastor et al., 2023; Woodcock et al., 2023), nor does standards-based reform alone secure the capacity-building required for inclusive systems (AckahJnr et al., 2024). Preparing teachers for inclusive education in times of polycrisis therefore requires more than formal compliance. It demands attention to the policy conditions, professional cultures, and knowledge practices that enable teachers to enact inclusion as ethical, evidence-informed, and context-responsive work.
