Paper Experiencing Strain in School Development Consultancy Between Governance Demands and School Practice: Empirical Insights University of Klagenfurt Presenting Author:School development consultancy has become an integral component of system-level support for school improvement in the Austrian education system (Altrichter et al., 2021). School development consultants support schools in phases of intensified development demands, organisational change, and reform implementation, and operate at the interface between educational administration, universities of teacher education, school leadership, and teaching staff. Their work involves process-oriented and facilitative forms of support that structure school development processes and support coordination among multiple actors at the school level (Altrichter et al., 2021; Braun et al., 2025b). In this role, school development consultants act as intermediary actors within school development processes. Their positioning between normative governance expectations and locally situated conditions of action is associated with heterogeneous and partly contradictory role expectations (Braun et al., 2025a). Consultancy work is frequently embedded in challenging phases of school development, in which schools experience heightened pressure, uncertainty, and increased demands for accountability. In such situations, consultancy is expected to provide orientation, process-related support, and professional reflection, while consultants operate without formal decision-making responsibility (Altrichter et al., 2021; Braun et al., 2025b). International research on advisory and facilitative roles in school improvement indicates that consultancy work in complex governance environments requires consultants to navigate shifting expectations articulated by different actors and governance levels (Odendaal & du Plessis, 2018). These conditions suggest that consultancy work is not only demanding in terms of content, but also structurally prone to situational tensions and experiences of strain (Dadaczynski et al., 2024). Previous research on school development consultancy has primarily focused on roles, functions, and intended contributions to school improvement, whereas the professional experiences and working conditions of consultants themselves have received comparatively little attention (Altrichter et al., 2021; Braun et al., 2025a). At the same time, research on educational leadership highlights role ambiguity, governance-related pressure, and restricted scopes for action as relevant contextual conditions for professional action (Hallinger, 2016; Leithwood et al., 2020; Dadaczynski et al., 2024). However, there is still limited empirical knowledge about how such conditions translate into concrete, activity-related experiences of strain in the everyday professional practice of intermediary actors such as school development consultants, particularly within system-level support arrangements across different governance contexts. This paper addresses this gap by examining how experiences of strain emerge in the professional practice of school development consultants in Austria. Rather than conceptualising strain as a stable individual characteristic, the study adopts a situational and activity-related perspective, focusing on concrete constellations in which consultants’ professional knowing, role expectations, and possibilities for action come into tension (Hallinger, 2016; Leithwood et al., 2020). This understanding is further supported by context-responsive approaches that emphasise how professional action is shaped by situational and systemic conditions (Brauckmann-Sajkiewicz & Pashiardis, 2022). By focusing on the situational emergence of strain in consultancy practice, the paper provides empirical insights into how school development consultancy is enacted as an intermediary practice under structurally demanding governance conditions. In doing so, it foregrounds strain as an analytical lens for examining the relationship between professional knowing and situated action.
Methodology, Methods, Research Instruments or Sources Used The study is based on a qualitative multi-method design focusing on activity- and situation-specific experiences of strain in school development consultancy. Empirical data consist of shadowing (McDonald, 2005) sequences conducted during ongoing school development consultancy processes as well as semi-structured follow-up interviews with school development consultants in the Austrian federal state of Carinthia. Shadowing was employed as the primary methodological approach in order to capture strain-relevant situations as they unfold in consultants’ everyday work. By accompanying consultants during their professional activities, shadowing enables the observation of professional action in its situational context and provides access to concrete moments of tension, uncertainty, and decision-making that are often difficult to reconstruct retrospectively (McDonald, 2005). Particular attention was paid to situations in which consultants were required to clarify mandates, navigate ambiguous role expectations, or mediate between conflicting demands articulated at different system levels. Systematic observation constituted the core element of the shadowing process and was complemented by short situational conversations and reflexive exchanges during observation phases. This design allowed for tracing consultants’ activities across different phases of consultancy work, including preparatory tasks, interactional situations with school actors, and follow-up activities embedded in everyday practice. To complement and contextualise the observational data, semi-structured interviews were conducted after the completion of the shadowing field phase (Flick, 2018). These interviews served to reconstruct consultants’ subjective interpretations, evaluative frameworks, and perceived scopes for action. They were closely grounded in previously observed situations and functioned both as an analytic extension of the observational material and as a form of communicative validation, enabling the systematic relation of observable action and subjective meaning. Data were analysed using qualitative content analysis (Mayring, 2022). Observational protocols and interview transcripts were analysed iteratively, with a focus on activity types, situational demands, role attributions, and experienced strain. Observed practices and articulated interpretations were systematically related to one another in order to reconstruct patterns of activity-related strain and their situational conditions. Conclusions, Expected Outcomes or Findings This paper aims to explore how experiences of strain emerge in the professional practice of school development consultants, focusing on activity- and situation-specific constellations. By analysing consultancy work as it unfolds in everyday practice, the study contributes empirical insights into the situational conditions under which strain becomes salient in intermediary roles within school development processes. Empirical observations indicate that experiences of strain tend to concentrate in situations where consultants draw on process-related knowledge, moderation expertise, and situational judgement under conditions of time pressure, competing expectations, and unclear responsibilities across system levels. In such situations, consultants continuously adapt their professional action, often prioritising immediate coordination and stabilisation over planned developmental work. Strain further intensifies where consultants sustain development processes despite limited formal authority. Observed practices suggest that consultants rely on situational interpretation and relational work to compensate for ambiguities in mandates and responsibilities. At the same time, organisational conditions such as fragmented schedules, documentation demands, and parallel professional roles constrain opportunities for reflection and deliberate action. From a Knowing–Acting perspective, strain appears where professional knowing remains available but its enactment is situationally restricted. In contrast, consultancy activities framed by clear agreements, explicit expectations, and strong alignment with consultants’ professional expertise tend to be associated with lower levels of perceived strain. This highlights the relevance of situational and structural conditions for understanding strain, rather than attributing it to individual coping capacities. Overall, the analysis suggests that experienced strain among school development consultants reflects structural tensions inherent in intermediary practices within multi-level governance arrangements. Rather than pointing to individual overload, strain can be understood as an expression of mismatches between demands, role attributions, and available possibilities for action. From this perspective, strain functions as an indicator of how professional knowing is enacted and constrained in concrete situations of action. Paper Teachers’ Perceptions of Collaboration in School Development - A Person-centered Approach 1: Faculty of Educational Sciences, University of Helsinki, Finland; 2: Centre for University Teaching and Learning, Faculty of Educational Sciences, University of Helsinki, Finland; 3: School of Educational Sciences, Tallinn University, Estonia Presenting Author:Previous research has consistently emphasized that collaboration among teachers plays a central role in supporting teachers’ professional learning, motivation, and ultimately student learning outcomes (e.g., Goddard et al., 2007; Lomos et al., 2011; Muckenthaler et al., 2020; Nguyen & Ng, 2020). Despite its importance, collaborative work within school development cannot be assumed to occur naturally. Studies have shown that fostering teacher collaboration remains a significant challenge (Eisenschmidt et al., 2025; Vangrieken et al., 2015). Factors such as school leadership, clear organizational structures, sufficient time allocation, and a shared vision for collaborative practices have been identified as essential for enabling teachers’ opportunities and willingness to engage in collaborative development work (Ahtiainen & Heikonen, 2024; Rönn-Liljenfeldt et al., 2025). At the same time, teachers’ perceptions of the elements that enable collaboration in school development are likely to vary. While some teachers may feel that their school provides coherent and supportive practices for collaboration, others may perceive the goals unclear or the conversational climate weak (Ahtiainen & Heikonen, 2023). These differing perceptions are reflected in teachers’ participation: the more positively teachers view the realization of collaborative structures and practices in their school, the more likely they are to engage actively in development activities. Consequently, teachers’ perceptions of collaboration in school development contribute not only to the success of development initiatives but also, indirectly, to student learning outcomes. However, empirical evidence on the variation in teachers’ perceptions of collaborative school development remains limited. This gap restricts our ability to design practices that ensure the participation of all teachers in meaningful school development work. The school’s capacity to engage teachers in collaborative improvement efforts is crucial for both short‑ and long‑term development of educational practices (Hargreaves & O’Connor, 2017). Although teacher collaboration is essential for active school development, teachers differ in how they interpret and experience this collaboration, influencing both their level of involvement and the ways in which they participate. At the same time, principals have expressed the need for more knowledge on how to promote whole‑school collaboration among teachers (Taajamo & Puhakka, 2019). Despite this need, there remains limited understanding of how teachers themselves perceive collaborative school development within their professional communities. The aim of the study was to gain a deeper understanding of how teachers differ in their perceptions of collaboration in school development. Specifically, we sought to identify potential subgroups of teachers characterized by different combinations of perceived clarity of development goals, assessment practices, conversational environment, shared responsibility, and student engagement in school development. In addition, we examined whether these differences were associated with (a) teachers’ professional roles (i.e., classroom teachers, subject teachers, special education teachers), (b) membership in the school’s leadership group, and (c) the size of the school. RQ1. What kinds of profiles can be identified based on teachers’ perceptions of collaboration in school development in terms of clarity of the development goals, assessment practices, conversational climate, shared responsibility, and student engagement? RQ2. Does the teacher’s role, i.e., whether they are classroom teachers, subject teachers or special education teachers, explain their belonging to a certain profile? RQ3. Does the teacher’s role in a leadership group explain their belonging to a certain profile? RQ4. Does the size of the school explain teachers’ belonging to a certain profile? Methodology, Methods, Research Instruments or Sources Used The dataset consists of responses from 1030 teachers working in comprehensive schools with a leadership group or comparable leadership structure. Participants included subject teachers (40%), primary school teachers (36%), special education teachers (20%), and other teaching staff (5%). Most respondents were female (78%), while 16% were male; three identified as “Other,” 5% preferred not to disclose their gender, and five did not answer. Age was measured on a five‑category scale and was normally distributed: 7.5% were aged 20–29, 22.8% were 30–39, 35.1% were 40–49, 28.9% were 50–59, and 5.4% were over 60. No significant gender or age differences were found across teacher groups. The data were collected as a part of a school development program that 16 municipalities near Helsinki metropolitan area participated in 2019-2020. The sample included 104 schools with an average enrollment of 355 students (SD = 203; range 34–923). The sample comprised 52 primary schools (grades 1–6), 17 lower secondary schools (grades 7–9), and 34 combined schools covering grades 1–9. Teachers’ perceptions of collaborative school development were measured using the Collaborative School Development Scale (14 items; Heikonen & Ahtiainen, 2024). The scale assesses five dimensions of collaborative practices within schools: Clear goals (2 items), Assessment practices (2 items), Conversational environment (4 items), Shared responsibility (3 items), and Student engagement (3 items). All items were rated on a five point Likert-scale. Latent profile analysis was conducted to identify subgroups of teachers based on their perceptions of collaborative school development. Analyses were performed in Mplus 8.6 using the robust maximum likelihood estimator, which provides standard errors and χ²-statistics robust to non-normality. Within‑class variances were constrained to equality across profiles, and residuals were allowed to correlate. Model selection was guided by theoretical interpretability together with fit indices: AIC, BIC, aBIC, and the VLMR, aLRT, and bootstrapped likelihood ratio tests (Berlin et al., 2014). Profile accuracy was evaluated using average posterior class probabilities and entropy. To examine whether profile membership varied by teacher role (classroom, subject, or special education teacher) or leadership group membership, we used the Mplus auxiliary procedure (R3STEP; Asparouhov & Muthén, 2014). This approach treats background variables as antecedents of the latent class variable while accounting for classification uncertainty and provides multinomial logistic regression–based odds ratios indicating how these variables predict membership in each profile (McLarnon & O’Neill, 2018). Conclusions, Expected Outcomes or Findings Four profiles of teachers were identified based on their perceptions of collaboration in school development. The largest profile, comprising 73% of teachers, reflected consistently high levels across all dimensions of collaborative school development and was labeled the Collaborative school development profile. Teachers in this group perceived development goals as clear and reported a strong conversational atmosphere in their schools. However, satisfaction with assessment practices was slightly lower than for other dimensions. The second largest profile included 16% of teachers and was termed the Conversational–lacking alignment profile. Teachers in this group reported high levels of conversational environment, shared responsibility, and student engagement. Despite this, they expressed dissatisfaction with the clarity of development goals and assessment practices. Although teachers felt able to participate actively in discussions about school development, they did not perceive the goals as clear or believe that shared assessment criteria had been established. The third profile, representing 8% of teachers, was characterized by moderate levels across all study variables and was named the Moderately collaborative school development profile. Teachers in this group reported reasonably clear goals and some opportunities for discussion and collaboration with colleagues and school leadership. The smallest profile, comprising 2% of teachers, was labeled the Lacking aligned practices for collaborative school development profile. Teachers in this group reported low levels of goal clarity, assessment practices, and conversational environment, but high levels of shared responsibility and moderate student engagement. Although they perceived collaboration structures as weak, they still believed that all teachers shared responsibility for school development. Paper How Teachers Develop Collaborative Knowledge Construction in Iterative Teacher Professional Development University of Cambridge, United Kingdom Presenting Author:Context and Research Question Collaborative professional learning is strongly linked to sustained changes in teaching practice, particularly when it is closely connected to classroom experience and supported by peer interaction (Darling-Hammond et al., 2009; Webster-Wright, 2009). Research on adult learning also highlights dialogue, reflection, and shared inquiry as central to professional growth, rather than the transmission of predefined knowledge (Knowles et al., 2015). Although these perspectives are well established, the specific processes by which collaboration generates professional learning remain underexplored, especially in contexts where organizational and cultural norms influence professional interaction. The Indonesian educational context presents unique challenges and opportunities for collaborative professional development. Teacher professional development (TPD) in Indonesia has frequently been implemented through a cascade model of centrally designed programs that emphasizes standardization and scale (Tanang & Abu, 2014; Revina et al., 2020), resulting in predominantly top-down, one-off knowledge transmission. Professional relationships are further shaped by cultural norms, with seniority and formal roles influencing participation in professional spaces (Nilan, 2003). The scale of the education system, which serves approximately four million teachers, limits the feasibility of individualized support for teachers. Consequently, peer-based approaches are increasingly relevant. However, questions persist regarding how collaborative learning operates under these conditions and what factors enable it to become productive rather than merely procedural. This study investigates collaborative learning processes within a seven-month TPD program focused on digital pedagogy involving twelve Indonesian secondary English teachers. The program consisted of six workshops that integrated structured collaborative activities, classroom experimentation between sessions, and collective reflection. As part of a broader doctoral research project, this study focuses on teachers’ experiences of collaboration and the construction of professional knowledge through peer interaction. Rather than presuming that collaboration inherently leads to learning, the study addresses the following research question: How did teacher participants construct professional knowledge through peer collaboration? What conditions supported or hindered their collaborative learning? Understanding these mechanisms is practically significant for designing professional development at scale. If peer collaboration can effectively support teacher learning, it represents a viable strategy for large-scale capacity building. The findings offer empirical evidence relevant to contexts that face similar challenges in developing teacher expertise through scalable and sustainable approaches The study contributes to the ECER 2026 theme “Knowing and Acting” by examining how collaborative knowing emerges through interaction and how this knowing informs collective pedagogical action. By focusing on the mechanisms of collaboration, the study offers insight into how professional learning can be designed and sustained in large-scale education systems. Theoretical Framework This study draws on three theoretical perspectives. Communities of Practice theory conceptualizes professional learning as emerging through participation in shared practices within communities, emphasizing peer interaction as a primary learning mechanism (Lave & Wenger, 1991; Wenger, 1998). Collaborative knowledge construction theory emphasizes epistemic agency and the ways in which groups build understanding through the exchange and refinement of ideas (Scardamalia & Bereiter, 2006). Dialogic learning theory highlights learning through interaction, where multiple perspectives are explored and pedagogical reasoning is made explicit (Alexander, 2018). This literature informs the analysis of how TPD collaborative structures shape knowledge construction in practice, even in contexts where hierarchical traditions might otherwise constrain peer collaboration. Methodology, Methods, Research Instruments or Sources Used This qualitative study investigated teachers’ experiences of collaborative knowledge construction within a collaborative, participatory Design-Based Research (DBR) TPD program. A qualitative approach was selected to capture participants’ interpretations of collaborative processes and learning over time. Twelve Indonesian secondary English teachers participated in a seven-month TPD program on digital pedagogy, conducted from August 2024 to February 2025. Participants taught in public and private schools across rural and suburban areas of Malang Regency, Indonesia. The program comprised six face-to-face workshops. Between workshops, participants implemented new practices in their classrooms and reflected on these experiences for subsequent collective discussion. Collaborative structures were systematically integrated throughout the TPD. Workshop activities encompassed small-group problem-solving, whole-group dialogue, peer observation and feedback during micro-teaching sessions, as well as collaborative lesson planning and interactive tasks. Group composition varied through rotating partnerships and station-based assignments, enabling participants to engage with diverse colleagues and perspectives. Data collection centered on teachers’ experiences of collaboration and their perceptions of learning processes that occurred. Pre-TPD focus group discussions (FGDs) explored participants’ prior professional learning experiences and expectations. Meanwhile, post-TPD FGDs examined experiences of collaboration, factors supporting learning, and perceived constraints. All FGDs followed semi-structured protocols. Supplementary data sources included workshop observation notes and teachers’ reflections after each workshop. Data were analyzed using reflexive thematic analysis (Braun & Clarke, 2023), with a focus on collaborative design structures. Themes were identified inductively to capture teachers’ collaborative learning mechanisms, perceived enabling conditions, and implementation challenges. Quality assurance procedures included intercoder reliability verification (20% of data; κ = 0.83), grounding claims in verbatim quotations, triangulation with pre-TPD data, and consideration of disconfirming evidence. Conclusions, Expected Outcomes or Findings The analysis demonstrates that collaboration facilitated professional learning through multiple mechanisms, shaped by both enabling conditions and practical limitations. One prominent mechanism was collective knowledge pooling. Teachers indicated that direct engagement with peers’ ideas and materials broadened their pedagogical resources. As Teacher 9 stated, “From other teachers, there are increasingly many topics and materials. I have many more references.” Multi-directional knowledge exchange validated participants as legitimate knowledge contributors, regardless of career stage, thereby challenging typical hierarchical patterns. Early-career teachers reported learning from experienced colleagues, while senior teachers learned from junior peers, particularly regarding digital practices. Teacher 2 reflected, “I could learn from the juniors... The participants here were very welcoming.” Observational learning made pedagogical reasoning visible through micro-teaching. Teacher 6 explained: "From micro-teaching, we could learn from the teachers. Teacher 11's descriptive text about rooms; the topics and vocabulary are familiar to my students and can be adapted." Watching peers implement strategies prompted discussions about contextual relevance. Collaboration also enabled shared problem analysis. Teachers working in similar contexts reported that individual classroom challenges became focus of joint inquiry. As Teacher 10 explained, “We have many similarities in school characteristics… we learn from each other how we find solutions.” These learning mechanisms were supported by intentional collaborative design and gradual relational trust development. However, constraints included limited time for deeper inquiry, authenticity concerns about brief activities, and sustainability uncertainty beyond TPD. This study provides empirical insight into collaborative professional learning mechanisms in contexts shaped by hierarchical norms. The findings demonstrate that shared repertoires (Wenger, 1998) and epistemic agency (Scardamalia & Bereiter, 2006) were fostered through intentional design choices that structured interaction and participation. For education systems seeking scalable approaches to TPD, the study suggests that peer collaboration is most effective when organizational structures actively support reciprocal engagement and sustained relational work. Paper Empowering Teachers Through Collaborative Design: A Pathway to Personalised Education University of Canberra, Australia Presenting Author:Across all eight Australian education jurisdictions, New South Wales, Victoria, Queensland, South Australia, Western Australia, Tasmania, the Northern Territory, and the Australian Capital Territory (ACT), personalised learning is formally embedded within policy frameworks, with each jurisdiction requiring teachers to provide tailored learning support. The Australian Curriculum’s CASE (Content, Abilities, Standards, and Evaluation) steps guide teachers in developing “learning programs based on the Australian Curriculum to meet their students’ diverse needs” (Australian Curriculum Version 9 – Steps to Personalised Learning). Despite these directives, teachers often struggle to reconcile the conceptual coherence among inclusive teaching, differentiation, and personalised learning when addressing equity for all learners (Scarparolo & Porta, 2025; Gunawardena et al., 2024). Between 2021 and 2023, we collaborated with teachers in a school in the ACT to explore their approaches and understanding of personalised learning, a key objective in their five-year school improvement plan. Following interviews and focus group discussions with 12 teachers, we conducted ad hoc workshops for 80 teachers to help them navigate the complexity of personalised learning and foster innovation in their pedagogical practices. This sparked a strong interest among teachers to learn more and a desire to be creative within their specific learning areas; however, they expressed the need for expert support to refine their knowledge and skills. From 2023 to 2025, we adopted a generative co-design approach that engaged critical friends (university researchers) and was guided by four tenets for professional learning and development: cultural adaptability, cohesion, sustainability, and teacher empowerment. Through this program, we worked with small groups of teachers across four key learning areas, supporting them in addressing classroom-based challenges and implementing personalised learning within their specific contexts. We analysed data from 23 co-design meetings between critical friends and teachers, 10 meetings conducted by critical friends, 20 teacher interviews from project participants, and selected learner artifacts. The study revealed a significant transformation in teachers’ knowledge and understanding of personalised learning and its underlying purpose. This shift was not merely conceptual but also practical, influencing how teachers approached curriculum negotiation (Guanawardena et al., 2025) and classroom pedagogy. They humanised their teaching by valuing learner individuality, prioritising student voice, agency, and well-being, which fostered empathy and inclusivity. Through social calibration, teachers engaged in collaborative dialogue with peers and critical friends to align expectations, develop shared language, and refine their understanding of personalised learning within specific contexts. Finally, collective innovation emerged as teachers participated in co-design processes that encouraged creativity and experimentation, enabling them to embed personalised learning into authentic classroom practices.
