Paper Enacting Instructional Middle Leadership: Teaching Research Group Leaders and Professional Learning in Chinese Secondary Schools University of Auckland, New Zealand Presenting Author:Middle leadership in schools has gained increasing attention as a key mechanism for mediating instructional improvement and supporting teachers’ professional learning under intensified global accountability demands over the past decades (Fullan, 2015; Harris et al., 2019; Harris & Jones, 2017). These developments have positioned instruction-based middle leaders in a crucial role for school-based improvement (Shaked, 2023). Within this broader international trend, the concept of middle leadership is emerging in the Chinese secondary school context and has been institutionalised through the introduction of an instruction-based role, the Teaching Research Group (TRG) leader. Teachers appointed into these positions are formally responsible for coordinating subject-based instructional work and teachers’ professional learning within their curriculum area expertise. In the context of the Chinese educational system, TRG leaders are widely recognised for their positive impact on effective teaching and learning. Curriculum-focused TRGs operate as the key mechanism for Professional Learning Communities (PLCs) in Chinese schools, serving as a significant platform for teachers to refine classroom practice and engage in ongoing professional learning (Chen & Zhang, 2022). Situated in a school-based management model shaped by hierarchical norms, TRG leaders exert their influence within a predominantly top-down organisational structure (Lo, 2019). In practice, their work centres on collaborating and supporting colleagues to strengthen instructional and professional growth, while also modelling effective classroom teaching (Tang et al., 2022). Although recent policies (MoE, 2019) have highlighted the pivotal role of TRG leaders in enhancing teaching quality and organising activities to support teachers’ professional development, there is limited empirical research evidence in the Chinese literature related to the implementation of the TRG leader’s position and any impact on teachers’ effectiveness or student outcomes, particularly in less developed regions of China . This study involved an in-depth investigation into the role of TRG leaders in an underdeveloped area of China (including rural areas), encompassing their conceptualisation, implementation strategies and approaches to teacher development. Based on the data analysis, it was evident that TRG leaders’ role conception remained contested at both the policy and practice levels. The absence of an explicit role description and clearly defined responsibilities at the local and school level has generated divergent interpretations and expectations of TRG leadership within schools. More specifically, TRG leaders were found to serve as administrative organisers who maintain teaching routines and collective activities in a stable, predictable manner within daily practice, reflecting senior leaders’ and some teachers’ expectations that collaboration will translate into pedagogical improvement. Nevertheless, TRG leaders frequently resist being characterised as “leaders,” given their constrained mandate for decision-making and limited formal authority within the school context. Although TRGs were commonly recognised as leaders of site-based professional learning for teachers (Thurlings et al., 2015), the scope of this role was shaped by the logistics of the wider accountability environment. However, TRG leaders routinely organised collective activities to foster teachers’ growth, and shared instructional practices to facilitate the exchange of practice-based, transferable strategies that supported student learning. In a high-stakes examination system, professional learning was often subordinated to a focus on learning for summative assessment, potentially narrowing what counts as legitimate inquiry and limiting deeper learning. Methodology, Methods, Research Instruments or Sources Used This study is situated within a constructivist-interpretivist paradigm, acknowledging that leadership is not a fixed set of behaviours but a socially constructed, context-sensitive process shaped by the beliefs, interactions, policy and institutional environments of those involved (Creswell & Creswell, 2017; Patton, 2014). A qualitative multi-case study design was adopted to investigate how TRG leaders understood and enacted their leadership roles across different school settings. This approach enabled the researcher to explore variations in leadership conceptions and practices, while remaining sensitive to contextual and cultural dynamics (Creswell & Creswell, 2017; Patton, 2014). The study was conducted in three secondary schools, purposefully selected from an underdeveloped region in the southwest of mainland China, including urban, semi-rural, and rural contexts. Data were collected through observations of teacher meetings led by TRG leaders, semi-structured interviews with TRG leaders, subject teachers who reported to those TRG leaders, and senior leaders who managed them. The participant recruitment sample included nine TRG leaders from the subjects of Chinese, mathematics and English because of their central role in the school curriculum. Nine teachers (3 from each school) and three senior leaders (1 from each school) were also recruited to provide a range of perspectives on the effectiveness of the TRG leadership role. This study was conducted in two sequential phases to operationalise this research design. Adopting a non-participant stance, the researcher observed a total of 11 TRG meetings across the three schools, covering collective lesson preparation, assessment analysis, and demonstration lessons. After the observation sessions, semi-structured interviews were conducted with each of the nine TRG leaders to deeply explore their own conceptions, perceived affordances and challenges. Phase Two broadened the analytic lens by conducting semi-structured interviews with senior leaders and subject teachers to compare understanding of TRG leadership from diverse perspectives within and across school types. Given the study’s interpretive orientation, reflexive thematic analysis (TA) (Braun & Clarke, 2006, 2021) provided a flexible analytical framework for identifying patterns of meaning across diverse participant roles and school types. A hybrid approach combining inductive and deductive methods was employed to establish useful theoretical frameworks responsive to context-specific realities encountered within the Chinese secondary school context. Conclusions, Expected Outcomes or Findings This study contributed to developing understanding of middle leadership in Chinese secondary schools by focusing on the pivotal role of Teaching Research Group (TRG) leaders. By identifying key leadership practices enacted by TRG leaders and evaluating their impact on teachers’ professional learning and development, the study provided empirical evidence to critique this government initiative inform the development of school policies, leadership training programs, and professional development strategies to strengthen leadership capacity and capability within schools. The findings suggest that TRG leadership is enacted by a complex interplay of role expectations, organisational routines, relational work, and system-level improvement pressures. These dynamics position TRG leaders as both facilitators of collaborative professional learning and mediators of accountability demands, highlighting the tensions inherent in instruction-based middle leadership roles. Such insights deepen understandings of how middle leadership operates in practice, particularly within systems characterised by strong academic performance orientations. With a deeper understanding of how TRG leaders enhance classroom teaching and learning outcomes, this study enabled the researcher to develop a strategic framework to advance educators’ professional capacity within the Chinese secondary school system. While the qualitative multi-case design limits statistical generalisability, the study offers transferable concepts that can inform leadership development in comparable contexts. Future research could build on these findings through larger-scale, longitudinal, and cross-system comparative studies to further examine how instructional middle leadership is shaped by differing governance and accountability conditions. By contributing a contextually grounded account from China, this study extends international discussions of instructional middle leadership and provides comparative insights of relevance to scholars and practitioners across diverse education systems. Paper Leading Through Crisis: How Private Tutoring Centre Leaders Responded to COVID-19 Pandemic in India 1: National Institute of Educational Planning and Administration, India; 2: Manav Rachna University, India; 3: Management Development Institute Presenting Author:
In India, educational institutions experienced significant teaching-learning interruptions and moved in and out of several lockdowns during the COVID-19 crisis (Murali & Maiorano, 2021). Despite lacking a strategic plan and the unpreparedness of educators and students, the mainstream education system was compelled to acclimate itself suddenly to online platforms (Suneja & Bagai, 2021; Khanapurkar et al., 2020). Evidence (Oxfam India’s status report, 2020; Murali & Maiorano, 2021; Narang & Bedi, 2024) suggests that many schools either responded slowly or lacked the capacity to respond effectively to the call for a digital education system during the COVID-19 crisis. Rising anxieties, repeated delays in school reopenings, and unsatisfactory responses from formal schools led students and families to turn to diverse forms of private tutoring (Narang & Bedi, 2024). Amidst this situation, when schools faced ongoing challenges and transitioning to online education was difficult, what activities were parallel education providers, such as private tutoring (PT) centres, engaged in that captured student attention? What made the PT centers responsive? What are the factors that allowed or hindered their ability to respond the way they did? This research adopts the crisis leadership framework to analyse how PT leaders responded to the challenges posed by the COVID-19 pandemic. Crisis leadership scholarship is particularly relevant here, as it centers on the processes by which a crisis shapes leadership behaviour and decision-making, and on how leaders act and influence others. Although crisis leadership has emerged as a promising domain within leadership research, it remains a neglected aspect and underexplored dimension of educational leadership research (Striepa & Cunningham, 2022; Urick et al, 2021). Only a handful of scholars have used crisis leadership scholarship to understand and explain how educational leaders address disruptions. This is concerning because a leader must possess a set of specific skills to manage and cope with a crisis, which differ from those required in regular times. Given the pandemic context, the researcher employs a crisis leadership lens to deepen understanding of leadership processes and to contribute to the evolving literature. Methodology, Methods, Research Instruments or Sources Used Given the contextual significance of the COVID-19 crisis, the researcher employed a qualitative exploratory research design (Creswell & Poth, 2018). The research focuses on the ‘Indian form of private tutoring,’ the phrase coined by Gupta (2021, p.2) to emphasize the Indianness of the phenomenon, making it a unique practice. This study draws on a five-month-long engagement with three individual private tutoring (PT) centres located in Yamuna Vihar, Delhi. The site has been carefully selected based on set parameters essential for the study. These were: (i) Grade: Tutoring centres conducting classes for secondary school (9th as well as 10th) students. In India, at the secondary level, board exams are conducted that are referred to as markers of a good life, causing high anxiety among students (Mary et al., 2014) and hence leading to more private tutoring enrolments during these years; (ii) Subjects: Tutoring centres should be offering classes for Mathematics and Sciences, as these are in high demand (Sujatha, 2014) and are seen as scoring subjects that have parental aspirations and symbols of prestige linked (Ghosh & Bray, 2018; Gupta, 2021); (iii) Popularity: Tutoring centres that cater to most of the students in the area, and ; (iv) Tutoring centre’s consent and interest in the study. Primary data collection method was semi-structured interviews. Although the focus was on the leaders of the PT centres, to present a holistic picture of the situation, different interview schedules were prepared for other stakeholders, such as tutors and tutees. This data was also supplemented with observations from tutoring classes and secondary data from newspaper articles, online news platforms, tutoring centres’ websites, social media channels, and other related documents and sources. The data was analyzed using a thematic-analysis approach (Bernard & Ryan, 2010) and was presented in matrix form, enabling the researcher to develop an organized presentation of the findings. Conclusions, Expected Outcomes or Findings The analysis presented three key findings in response to the research questions. Finding one highlights the multifaceted roles of PT centre leaders, including business head, academic head, chief communicator, crisis-management navigator, tutor, and reviewer, demonstrating a fluid leadership identity shaped by changing contextual and stakeholder demands, which is necessary to manage the crisis. Finding two reflects the different ways in which leaders responded to the pandemic, with significant implications for their business trajectories and leadership styles. Finding three underscores the central role of leaders in coordinating resources and facilitating learning and innovation during the entire crisis cycle. In line with existing literature (Boin et al., 2005; Riggio & Newstead, 2023), this study has demonstrated five critical tasks that a crisis leader undertakes in order to survive- (1) sensemaking to diagnose situations, (2) decision making to design strategies, (3) coordination of actions, (4) learning from the response effects, and (5) supporting and motivating others. This is the first study to document the responses of PT leaders during the COVID-19 pandemic. These responses and strategies may help leaders in the formal education sector navigate through crises and also aid in the development of crisis-ready leaders. Paper ECE Centre Leaders’ Work-Related Sense of Coherence and Its Arrhythmias in the Era of Work Intensification Tampere University, Finland Presenting Author:The intensification of work has become a defining feature of contemporary working life across many sectors. Growing expectations, accelerated work rhythms, and the increasing complexity of daily tasks shape how professionals experience and make sense of their work. In early childhood education and care (ECEC) centre leaders’ work is increasingly characterized by simultaneous demands, extensive administrative responsibilities, pedagogical leadership, and the need to respond rapidly to changing organisational and societal expectations. As ECEC units have expanded and expectations regarding pedagogical quality have risen, leadership work has become more complex and demanding (Heikkinen et al., 2022). Against this backdrop, it is critical to understand how leaders themselves discuss and make sense of their work in an era marked by intensifying demands. The aim of this study is to examine how ECE centre leaders describe their work within a rapidly changing professional landscape and how a work-related sense of coherence (work-SoC) is reflected in their accounts. In addition, the study explores the types of arrhythmias or disruptions that challenge or undermine centre leaders’ sense of coherence at work. The central theoretical concept in the study is work-related sense of coherence (work-SoC), which is based on Aaron Antonovsky’s concept of sense of coherence (SOC; 1979, 1987). The work-SoC consists of three dimensions. Comprehensibility, referring to the extent to which one perceives work-related experiences as structured and predictable; manageability, the perception of having the resources to meet work demands; and meaningfulness, the sense that work is worthwhile and emotionally engaging (Bauer & Jenny, 2007). In this study, disruptions that weaken work-SoC are approached through the concept of arrhythmia (Lefebvre, 2004). Arrhytmias refers to moments where the flow, order, or logic of work appears disrupted, reflecting the tensions that arise when intensified work rhythms collide with the need for clarity, manageability, and meaningfulness. This phenomenon is known to involve multitasking, the compression of tasks into shorter time frames, and the accelerating pace and efficiency demands that shape everyday work. By analysing how these elements surface in leaders’ descriptions of their work, the study contributes to understanding how intensified working conditions affect leadership in ECEC and how leaders make sense of—and strive to maintain coherence within—their increasingly demanding roles. Prior research has consistently shown that a strong work-SoC is associated with better work-related wellbeing, greater resilience in the face of stress, and improved coping with demanding situations. Thus, examining how these dimensions appear in leaders’ speech offers insight into their work-related wellbeing in a rapidly changing environment. Also, by addressing the moments of fragmentation in center leaders’ accounts, the research aims to understand the conditions under which work-SoC is strained or restored within the complex context of ECE leardership. Research questions are:
Methodology, Methods, Research Instruments or Sources Used While previous research on work-related sense of coherence has relied primarily on quantitative methods and validated scales, this study adopts a qualitative approach to foreground the temporal dimensions of work. The data for this study is comprised of focus group interviews conducted with ECE centre leaders, collected during the evaluation project Current State, Strengths, and Development Areas of Leadership in Early Childhood Education, conducted by the Finnish Education Evaluation Centre (FINEEC). The dataset includes a total of nine focus group interviews, each involving 3 to 5 participants. The duration of the semi-structured interviews was 1 to 1.5. hours each. The discussion themes were provided to participants in advance. Data collection was carried out partly via Microsoft Teams and partly through face-to-face interviews. The conversations were recorded by the interviewers, and an external party transcribed the recordings. These transcripts were obtained from FINEEC for the purposes of this study. The themes addressed in the interviews included, for example, management structures, expectations related to the work, and the support provided at various levels. The researcher first familiarised herself with the data by reading the interview transcripts in full, which allowed the identification of preliminary components and supported the more systematic frame analysis. In the actual evaluation project, however, this data was not analysed from the perspective of work‑SoC. Using frame analysis (Goffman, 1974), the study aims to identify the interpretative frames through which ECE centre leaders construct, negotiate, and narrate their sense of coherence at work. In addition, Lefebvre’s (2004) rhythmanalysis is employed as a complementary analytical lens to examine how the rhythms of time, space, and everyday practices structure leaders’ work and how disruptions or arrhythmias in these rhythms challenge their sense of work-related coherence. Conclusions, Expected Outcomes or Findings In the preliminary findings, four distinct frames were identified in how ECE centre leaders talk about their work-SoC. Across these four frames, ECE centre leaders describe varied ways of making sense of their work in the context of intensifying demands. The first frame, Negotiating and Resisting Demands from Higher Organisational Levels, shows how leaders position themselves differently when responding to topdown directives. These positions reflect differences in work-SoC, particularly manageability and meaningfulness: influence and negotiation strengthen work-SoC, while imposed obligations weaken it. The second frame, Constructing the Meaning and Scope of Work Tasks, captures how leaders define what is essential in their role. Some feel distressed about lacking time for everyday interactions with children—moments that they regard as meaningful in their work. Others emphasise building competent teams that allow them to focus on broader responsibilities, such as development of the pedagogy. These contrasting understandings of meaningful work are related to work-SoC: alignment with personal values strengthens coherence, whereas drifting from meaningful tasks reduces it. In the third frame, The Simultaneous Presence of the Past and the Future, leaders compare current work with the past to make sense of increasing demands, while also expressing constant pressure to anticipate future reforms. Past, present, and future intertwine in their narratives, shaping a multitemporal experience of leadership. Work-SoC is stronger when leaders can situate changes in their work within a coherent temporal trajectory; contradictions or unpredictability weaken it. The fourth frame, Structural Arrangements Within the Organisation, highlights how organisational structures can either support or undermine leaders’ ability to manage their work. Participatory and well justified structures strengthen work-SoC, whereas unclear or imposed structures reduce comprehensibility and control. Finally, ongoing analysis suggests that work-related arrhythmias—such as interruptions, strict deadlines, and technology driven disruptions—further shape leaders’ experiences of coherence in their intensifying work environments. Despite many leadership approaches-styles , distributed leadership has been promoted as a mechanism for enhancing teacher empowerment, professional learning, teacher motivation, teacher collaboration and instructional quality (Bellibaş et al., 2021; Bektaş et al., 2022). However, empirical evidence explaining how distributed leadership translates into teacher self-efficacy remains limited, especially in educations systems undergoing transition. This study seeks to contribute to the ongoing academic debate on the factors that may influence the enhancement of teacher self-efficacy in context of leadership roles and autonomy by examining the role of distributed leadership and the mechanisms through which it may operate. Enhancing teacher self-efficacy is essential due to its documented associations with multiple professional outcomes (Schwarzer & Hallum, 2008; Marcionetti & Castelli, 2023). Self-efficacy is defined as individuals’ beliefs in their capability to organize and execute the courses of action required to attain desired outcomes in specific situations (Bandura 1997) . In education this can be translated as teachers’ beliefs in their capability to plan, organize, and carry out the actions required to successfully accomplish specific teaching tasks and to positively influence student learning, engagement, and classroom management, even in challenging or demanding situations (Tschannen-Moran & Hoy 2001). Self-efficacy has been linked to reduced burnout and increased teacher resilience, enhanced teacher agency and overall student’s academic outcomes (Li,2023; Wang,2022). In the Kosovo context, strengthening and sustaining teachers’ self-efficacy is particularly important, as the education system is undergoing continuous reform and transition. On the other hand, two constructs that are widely discussed lately in the contemporary educational leadership literature and that may have important implications for teachers’ professional functioning and enhanced self-efficacy are teacher autonomy and teacher leadership. Teacher leadership, in turn, can be understood as teachers’ active involvement in leading instructional improvement, professional learning, and school-level initiatives beyond their classroom responsibilities, which may support teachers’ professional capacity and sense of efficacy (Sawalhi & Chaaban, 2022). Furthermore, although teacher self-efficacy has been consistently associated with positive professional outcomes, integrative models that simultaneously examine how distributed leadership may influence teacher self-efficacy through teacher autonomy and teacher leadership and how these variables interact with each other remain scarce in European education systems undergoing systemic transition. The conceptual model is grounded in Distributed Leadership Theory, the Job Demands–Resources (JD–R) model, and Social Cognitive Theory. Distributed leadership is conceptualized as a collective and relational practice enacted through interactions among school actors rather than being confined to formal roles (Spillane, 2006). From a JD–R perspective, distributed leadership functions as an important organizational resource that enhances teachers’ autonomy and professional agency, thereby activating motivational processes (Bakker & Demerouti, 2007). Drawing on Social Cognitive Theory, such supportive leadership conditions are expected to strengthen teachers’ self-efficacy by shaping beliefs in their instructional capabilities (Bandura, 1997). Accordingly, this study seeks to address the following research questions: questions: 1.What is the impact of distributed leadership on teacher self-efficacy, teacher leadership, and teacher autonomy? 2. What is the impact of teacher autonomy on teacher leadership and teacher self-efficacy? 3. What is the impact of teacher leadership on teacher self-efficacy? 4. How do teacher autonomy and teacher leadership, individually and sequentially, mediate the relationship between distributed leadership and teacher self-efficacy? Methodology, Methods, Research Instruments or Sources Used METHODOLOGY Design and Data Source The study employed a quantitative, cross-sectional research design using data aligned with the Teaching and Learning International Survey (TALIS) framework. The sample consisted of 3,281 in-service teachers working in public schools in Kosovo. Analysis was conducted Using R (version 4.x) with the lavaan package and the WLSMV estimator, CFA was performed to assess construct validity via factor loadings and fit indices, followed by SEM to test the hypothesized relationships Measures The data were collected using questionnaires adapted from the Teaching and Learning International Survey (TALIS) 2024. Distributed Leadership: 8 items measuring shared decision-making and collaborative leadership practices. Teaching Autonomy: 5 items capturing autonomy in instructional and pedagogical work. Teacher Leadership: 4 items assessing teachers’ involvement in leadership roles and professional influence. Teacher Self-Efficacy: 16 items reflecting confidence in instruction, classroom management, and student engagement. DATA ANALYSIS Confirmatory Factor Analysis (CFA) was conducted to assess the measurement model and establish construct validity and reliability prior to structural modeling. The model including Distributed Leadership, Teaching Autonomy, Teacher Leadership, and Teacher Self-Efficacy—demonstrated a very good fit to the data (CFI = .972, TLI = .970, RMSEA = .049, SRMR = .017). All items loaded strongly and significantly on their intended latent constructs, with standardized factor loadings ranging from .85 to .91 for Distributed Leadership, .96 to .98 for Teaching Autonomy, .87 to .92 for Teacher Leadership, and .71 to .88 for Teacher Self-Efficacy. These results support the factorial validity and internal consistency of the measurement model. Conclusions, Expected Outcomes or Findings FINDINGS/CONCLUSION The findings of this study contribute to literature and practice because they demonstrate that teacher self-efficacy is not solely an individual psychological trait but a collective outcome shaped by school leadership structures and organizational conditions. The results show strong direct effect of distributed leadership on teacher self-efficacy which indicates that when leadership responsibilities, decision-making, and professional influence are shared across the school, teachers develop greater confidence in their instructional abilities. Equally important is the evidence that distributed leadership operates through interconnected mechanisms rather than isolated pathways. The positive effects results of distributed leadership on teaching autonomy and teacher leadership show that leadership distribution creates the structural and professional space necessary for teachers to exercise judgment and assume leadership roles. The significant mediation and serial mediation effects highlight teacher leadership and autonomy as critical mechanisms through which distributed leadership is converted into stronger self-efficacy beliefs. These results indicate that teachers’ self-efficacy develops primarily through active participation in leadership and successful professional practice, rather than through formal autonomy or delegated responsibilities in isolation. In this sense, teacher leadership and autonomy function as a bridge between organizational structures and individual psychological outcomes. Taken together, these findings advance leadership theory by clarifying how distributed leadership shapes teacher self-efficacy, moving beyond simple direct-effect models toward a more process-oriented understanding. From practical perspective and in system undergoing transition , the results suggest that school leadership reforms should focus not only on decentralizing authority but also on creating conditions that enable teachers to enact leadership in their daily work. In these systems, strengthening teacher self-efficacy therefore requires coherent leadership practices that integrate autonomy, teacher leadership, professional collaboration, and opportunities for teachers to lead instructional improvement.
