Paper About Boats, Trees, and Rockets: School Practitioners Share Their Images of School Development Cloaked in Metaphors Universität Hamburg, Germany Presenting Author:This paper is about images, symbols and metaphors of school development used by educational practitioners that take part in a peer review program with their school. Mutual visits of school representatives - known as peer reviews - represent a sustainable instrument for school development. Peer reviews in this context can be defined as “a development-oriented evaluation of selected areas of quality in schools and teaching. It is primarily carried out by school administrators and teachers who do not belong to the school being evaluated” (Förschner 2013, 52 (translated by the authors)). Those visits where peers, as critical friends, take a well-intentioned look at each other's practices and provide inspiration, have so far been little researched. For example, the impact on school development and the direct ways and consequences of those visits are rarely captured or recorded in data. School development is understood as the intentional development of individual schools, including organizational, personnel, and teaching development in equal measure and focusing on the learning progress of students. Schools are required to shape their own goals for school development based on internal and external evaluations and school-specific needs. The development of schools is thus defined as development of the “second-order” (Rolff 2013, 37) and they should strive to be learning schools that: (1) formulate their visions as guiding principles, (2) innovatively develop their infrastructure accordingly, (3) develop cooperation among staff, (4) organize teaching, and (5) select appropriate methods and tools for self-reflection and self-organization (Rolff 2013). To do this, schools need the capacity to “build up internal school processes and structures in a targeted and systematic manner so that school processes and the quality of teaching and learning are improved in the long term and, as a result, all students can successfully achieve their learning goals” (Maag Merki 2017, 269 (translated by the authors)). According to Maag Merki, school development capacity therefore includes organizational, interpersonal, and personal capacity. School development therefore also includes professional and leadership development. This school development capacity model is useful for analyzing school development processes in individual schools, as it focuses on the conditions that has to be in place for successful school development processes (e.g. Maag Merki et al. 2022). The developments and unique histories of the schools in this study have all been shaped by peer reviews and professional learning communities. The effects, benefits, and consequences of the visits towards the individual school development have been a blind spot up to now, which we would like to shed light on by collecting and analyzing “learning stories”. These “learning stories” were the result of a collaborative two-day workshop involving school management teams and teachers from various schools. The participants are all members of the german school network “Blick über den Zaun”, which means they all regularly participate in peer reviews with their schools (e.g. Carl & Killus 2018). The school network “Blick über den Zaun“ is an association of schools oriented towards innovative education, which has been in existence since 1989 with the goal of supporting school development from the bottom up. The aim is to contribute to the direct exchange of experiences between schools through regular mutual peer reviews, conferences, and workshops, so they can learn from each other. The schools participating in the network are organized in working groups, which usually comprise 8-10 schools. These schools visit each other for 2-3 days at a time. As a rule, two of those peer reviews take place each year. Methodology, Methods, Research Instruments or Sources Used The analyzed data are from the project “Peer reviews as a tool for quality development in schools: current status and prospects”, funded by the Robert Bosch Stiftung. This project intends to evaluate, present, and classify the results of existing and newly collected data on the concept of peer reviews. This will generate well-founded insights for the sustainable design of peer reviews for future transfer. The data collection took place in a two-day workshop setting with representatives from different schools. In conclusion eight picturesque “learning stories” from different schools were created and collected. The approach in this study can be defined as a qualitative art-based (e.g. Chilton & Leavy 2020, Pauwels & Mannay 2020, Hübner 2024) and participatory research (e.g. Unger 2014). The use of the “learning story” as a multimodal design tool in form of drawings and language integrates the possibility of using different forms of expression and is intended to promote greater participation. At the same time, the degree of abstraction in the illustrations places greater demands on participants to reflect on their experiences. After completion, the individual “learning stories” were presented and discussed in school teams. Methods of qualitative image content analysis differ greatly in their structure and approach depending on the individual cases and image form. In analyzing our image data, we borrowed and combined methods from visual rhetoric (e.g. Refaie 2003, Löffler 2014) and visual semiotics (e.g. van Leeuwen 2001, Jewitt and Oyama 2006, Rose 2023). Our approach can be summarized as follows: Concentrating first on a pre-iconographic description of the image with all visible elements. Secondly, focusing on an iconographic analysis and identification of the elements depicted within a specific context. Therefore, explaining symbols, metaphors, and allegories to pursue a visual metaphor analysis (Tinic 1997). And finally combining the results of the previous steps to decipher the overall message of the “learning stories”. Analyzing the rhetorical strategies used to achieve the desired effect on the viewer and convey one's own image of school development. In addition, the reflection of our own role as an observer and researcher is also part of the process. The picture analysis aims at exploring the shared, explicit and implicit knowledge structures underlying the designed images for school development. Conclusions, Expected Outcomes or Findings First findings show that participants deliberately choose metaphors for their school development and that these metaphors complement or even duplicate each other. Without the requirement to work visually, all participants resorted to a combination of images and text elements with a strong focus on imagery. The metaphors chosen range from boats in the sea and on rivers, rockets taking off, apple trees bearing abundant fruit, to construction sites, fires, and patchwork quilts. At first glance, the stories reveal various initial situations that influence the school developments depicted. For example, boats can take different routes and find themselves in different waters, which implicitly reflects different understandings of school development and leadership. Challenges are sometimes like a flame and come from outside of the school, while other obstacles lie within schools and freeze processes of development for an indefinite period. The connection and intertwining of visual data rooted in implicit knowledge and the explicitly explained events in the school's learning history allows us to reconstruct a multi-perspective picture of the individual developments of the schools. Overall, the analysis of the learning stories suggests that successful school development is linked to the current challenges individual schools are facing: An understanding of leadership and the acceptance of the peer review process in schools are essential. The extent to which peer reviews can trigger and influence developments in individual schools depends on these areas and the unique starting point of each school. This case study illustrates the diverse approaches and behaviors of schools following peer reviews in various initial situations. The creation of “learning stories,” which are rich in symbolism and of great significance for the respective schools, also proved to be an effective reflection tool and at the same time provided data for the project. Paper Two Voices, One Goal: Rethinking Formative Teacher Assessment 1: kibbutzim college of education, Technology and the Arts, Israel; 2: Beit Berl College, Israel Presenting Author:Teacher assessment is a central topic in educational discourse worldwide, involving researchers, educators, and policymakers. There are two main purposes for teacher assessment: summative and formative. Summative teachers' assessment is mandated by educational authorities for administrative decisions such as licensure or promotion. It typically uses general, externally defined criteria and is often conducted by outside bodies. This process usually involves limited classroom observations or competency tests, provides little feedback to teachers, and rarely leads to reflective dialogue or professional development (Derrington & Campbell, 2015; Tuytens & Devos, 2017). Formative teachers' assessment, in contrast, is an internal process generally led by the school principal. It is holistic and comprehensive, focusing on detailed feedback that promotes reflection and professional growth. Formative assessment relies on a wide range of professional criteria, multiple sources of information, and the participation of various partners to reliably identify teachers’ strengths and weaknesses and support their development (Darling-Hammond, 2013; Colby et al., 2002). Components of an Optimal Teacher Assessment Scheme In the literature we can identify four major components of an optimal formative teacher assessment scheme. They include the assessment criteria, sources of information, active partners, and actions following the assessment.
Differences in Perceptions: Principals vs. Teachers Research shows that principals and teachers do not always share the same vision of optimal formative assessment. Principals often prefer pedagogical assessment, but summative aspects tend to dominate due to systemic constraints (Derrington, 2014; Flores & Derrington, 2017). Teachers are more likely to value assessment when it is conducted in a collegial, supportive environment by qualified evaluators (Campbell & Derrington, 2017; Colby et al., 2002). The Israeli Context Since 2010, teacher assessment in Israel has been part of a labor agreement, with summative assessment determining salary and promotion, while formative assessment is encouraged but not monitored. A national survey found significant variation in formative assessment practices across schools, influenced by principals’ training, experience, and beliefs, as well as school assessment culture (Authors, 2023, 2025). We can summarize and say that an effective teacher assessment scheme requires consensus between principals and teachers regarding criteria, sources of information, active partners, and follow-up actions. Combining multiple sources, ensuring teacher involvement, and providing high-quality feedback are essential for successful formative assessment and professional development. Methodology, Methods, Research Instruments or Sources Used This study included 1,166 teachers and 177 principals from elementary schools. The selection was non-random but ensured representation across all seven educational administrative districts and population sectors: 62% secular Jewish, 20% religious Jewish, and 18% Arab. Most teachers were women (92%), with 37% holding at least a master’s degree and teaching experience ranging from 1 to 45 years (median = 16). Principals were also mainly women (76%), with 93% holding at least a master’s degree and experience as principals ranging from 1 to 37 years (median = 8). The broader survey, commissioned by the Ministry of Education, utilized two questionnaires, one for principals and one for teachers, addressing various aspects of teacher assessment. These questionnaires were developed after interviews with four government officials involved in creating or implementing national teacher assessment guidelines. Both questionnaires examined participants’ views on assessment criteria, sources of information, and active partners in formative teacher assessment. However, questions about actions following assessment differed between the two groups. Background information was collected to describe the samples. To encourage honest responses, the questionnaires were anonymous and did not identify participants’ schools, preventing matching teachers and principal responses. Views on formative assessment components were measured using Likert-type items. Exploratory principal axis factor analysis with oblimin rotation was conducted to identify underlying constructs, followed by reliability analysis. Index scores were calculated as the mean response for items in each factor. • Assessment criteria: 19 areas of expertise, rated on a 5-point scale. Factor analysis revealed two constructs: teaching competencies (16 items; Cronbach α=.947) and commitment (3 items; Cronbach α=.744). • Sources of information: Eight possible sources, rated for importance. Two factors emerged: information from the teacher and pupils (4 items; Cronbach α=.729), and from principal/staff (4 items; Cronbach α=.788). • Active partners: Eight possible partners, rated for necessity of involvement. Two factors: professional administrative members (3 items; Cronbach α=.458) and other staff/pupils (5 items; Cronbach α=.699). A variable counted the number of partners deemed “always necessary.” • Actions following assessment: Principals rated three possible actions; teachers marked expected actions from a list of five. Approval was obtained from the Ministry’s Chief Scientist. Questionnaires were distributed electronically, completed anonymously, and participation was voluntary. T-tests compared group means, with Bonferroni correction for multiple comparisons. Effect sizes (Cohen’s d) were calculated, and the relative importance of items was compared between groups. Conclusions, Expected Outcomes or Findings This study compared the perceptions of teachers and principals regarding optimal formative teacher assessment. Both groups envisioned a comprehensive scheme involving multiple criteria, several sources of information, and at least one active partner in addition to the teacher and principal. They agreed that formative assessment should lead to professional development for individuals and staff. Principals and teachers prioritized principal observations and pupil achievement as key information sources, while competency tests and teacher portfolios were considered less important. Both groups valued a wide range of teaching competencies as assessment criteria. However, they were hesitant about routine pupil participation in formal assessment, preferring informal feedback from students. Despite similarities, principals consistently rated the importance of most criteria, sources, and partners higher than teachers, indicating greater confidence in their views. Principals emphasized external observations and input from professional staff, aligning with their broader school responsibilities. Teachers, focused on classroom realities, valued feedback from peers who understand their daily challenges. The findings highlight the need for consensus between principals and teachers on assessment models. Principals should foster dialogue connecting student learning to teacher commitment and recognize the value teachers place on peer feedback. Involving peers in assessment can enhance the school’s assessment culture and support professional development. For effective formative assessment, principals require training in providing constructive feedback and supporting teacher growth. Policy changes should grant schools more autonomy to tailor assessment schemes and ensure both principals and teachers receive ongoing training in assessment practices. Paper Practitioners’ Perception of Roles, Constraints, and Capacities in Provision of Career Guidance in Schools Foundation Tempus, Serbia Presenting Author:A view of Career Guidance and Counselling (CGC) as an important set of services to be made available to individuals and groups at any stage of their lives is supported by various policy-oriented international networks for over a decade. These networks have focused their efforts on defining career guidance and related concepts (e.g. ELGPN, 2014), emphasizing the lifelong dimension of these services (e.g. CEDEFOP, 2025; ELGPN, 2015), and guiding national policy developments across Europe (e.g. Interagency Working Group, 2025). In recent years, the OECD has joined these efforts by providing extensive data, mainly from PISA, as well as from longitudinal studies on Career Readiness. These data show that secondary school students who frequently explore, experience, and reflect on their future working lives encounter lower levels of unemployment, receive higher wages, and report greater career satisfaction as adults (Covacevich et al., 2021). Moreover, PISA data indicate that a high proportion of all students are uncertain about their career plans and that students from disadvantaged backgrounds face greater uncertainty, lower occupational ambition, and higher levels of career misalignment (OECD, 2025). Extensive PISA data further show that students from disadvantaged groups are less likely to participate in regular school-based career guidance activities; therefore emphasizing the importance of high-quality, tailored guidance for vulnerable groups (OECD, 2024). However, career guidance provision and governance differ greatly across countries and regions, as do guidance practitioners’ job profiles and qualifications (CEDEFOP, 2021). Only a few European countries have clearly regulated practitioner qualification levels and professional development requirements (Barnes et al., 2020). Moreover, in many European countries the delivery of guidance services is often fragmented, with services established only for specific targeted groups (Barnes et al., 2020). However, recent efforts to define practitioners’ roles and to recognize their competencies are noticeable across Europe (CEDEFOP, 2021). In Serbia, the CGC landscape is similar to the situation described above. Career guidance services are delivered across three sectors, education, employment, and youth, with varying levels of regulation governing service provision in each sector. Professionals providing these services differ considerably in terms of job requirements, qualifications, and continuing professional development (CPD) pathways (European Training Foundation, 2022), thus forming a heterogeneous group. A specific feature of career guidance provision in educational institutions is that, by Law, CGC activities are an integral part of school activities. These activities may be provided by teachers and/or professional associates (most commonly psychologists, pedagogues, andragogues). While the latter may acquire CGC-related competences through their initial education, teachers typically do not (European Training Foundation, 2022). Consequently, CPD remains the primary mechanism through which teachers can gain knowledge and understanding of the field and enhance their CGC competences. At the system level, continuous efforts are being made to promote service quality, enable cross-sectoral cooperation, and bridge competence gaps through the development of CGC standards, guidelines, and training opportunities (European Training Foundation, 2022). However, these processes are still ongoing. As part of an organization and team specifically dedicated to supporting the quality of career guidance at the national level, primarily through the activities of the Euroguidance Centre, the author team sought to further examine guidance practitioners in schools. Given existing constraints, such as limited opportunities to develop CGC competences through initial education and the multiple responsibilities these practitioners face within their roles, they are in a specific position in the provision of CGC. Therefore, this study aims to explore teachers’ and professional associates’ perceptions of the role of schools in the career guidance of young people, their own role within this process, as well as the contextual barriers they encounter and the strengths they recognise. Methodology, Methods, Research Instruments or Sources Used This study uses a qualitative approach to identify common themes in practitioners’ reflections on the role of educational institutions and their own role in career guidance and counselling, as well as possible future directions of their work in this field, including contextual constraints and strengths. The study anticipates participation from career guidance practitioners from primary and secondary schools, as well as adult education institutions, across Serbia, with a total of approximately 60 respondents. Reflections are collected during accredited training programmes on CGC in educational settings. Three distinct training programmes on this topic are offered to school employees throughout the year. The first programme focuses on basic information and activities that can be organised for students in primary and secondary education; the second is also a basic programme but covers career guidance activities for adult learners; and the third is designed for more experienced practitioners and focuses on improving career guidance activities offered by schools through teamwork and planning. While their focus varies slightly, all programmes share the common aim of improving practitioners’ knowledge and understanding of career guidance, taking into account their prior experience with the topic. All three programmes are accredited by the national accreditation body for CPD programmes, the Institute for the Improvement of Education, and are led by experienced trainers. The programmes are offered as one of numerous options teachers may choose from based on their interests and professional development plans, although they are required to complete one CPD programme (on any topic) per year. The programmes are designed using active learning methodologies and are based on a “practitioner-to-practitioner” approach, offering concrete examples of activities and practices. Participants’ reflections are gathered using a self-reflection tool administered at the end of the training. The aim of the tool is to guide reflection and encourage action towards implementing the acquired knowledge and information, as well as to capture participants’ immediate thoughts following a day of training focused on career guidance as part of their professional activities. The reflection tool consists of several simple open-ended questions addressing the aforementioned topics. The data are analysed using a general inductive approach (Thomas, 2006). The analysis process foresees four stages: (1) familiarization with the data and definition of the unit of analysis; (2) development of initial codes from a data sample; (3) researcher discussions to reach consensus on code definitions; and (4) coding of the remaining data and synthesis of findings. Conclusions, Expected Outcomes or Findings An initial look into the partially collected data provides insight into multiple perspectives on the roles of school and practitioners in the provision of career guidance services. More in-depth analyses are expected to clarify the nature of these roles. Existing PISA data mentioned above, have demonstrated the importance of so-called career conversations with teachers for students’ career readiness; therefore, it would be valuable to further examine practitioners’ references to specific activities associated with perceived roles and their potential relationship to student outcomes. Additionally, respondents offered a range of reflections on possible future directions for their actions in the provision of CGC services, as well as on job-related and school-level constraints. At the same time, they identified personal strengths and school- and local-level resources that may help to overcome these barriers. The findings of the study are expected to inform the further development of practice and system-level support measures, as well as to contribute to relevant policy efforts. In the national context, where school-based career practitioners represent the largest group of practitioners, the study aims to support the development of tailored assistance not only for practitioners but also for schools as a whole. Internationally, given the diverse landscape of CGC service providers, practitioners’ backgrounds, and the ongoing process of defining the career practitioner role, occupation, and/or qualifications, this study may also be informative for similar contexts. Paper Teachers’ Subjective Theories: a Cyclical Model of Professional Learning and Development University of Antwerp, Belgium Presenting Author:Teachers do not enter classrooms as blank slates but bring with them complex, experience-based interpretive frameworks that shape how they perceive classroom situations, interpret events, and justify pedagogical decisions (Lortie, 1975; Calderhead, 1996). Within the German research tradition, such frameworks have been conceptualised as subjektive Theorien (Groeben et al., 1988) and subsequently adapted to educational contexts as Teachers’ Subjective Theories (TSTs). TSTs have been used to capture teachers’ personal, practice-grounded ways of making sense of teaching and learning (e.g. Kelchtermans, 2009; Kindermann & Riegel, 2016). Despite their long-standing use, TSTs remain conceptually diffuse and are inconsistently distinguished from related constructs such as teacher beliefs, teacher cognition, personal practical knowledge, and pedagogical content knowledge (e.g. Pajares, 1992; Fives & Buehl, 2012). This conceptual overlap hampers theoretical coherence, complicates empirical operationalisation, and limits our capacity to theorise how teachers’ interpretive frameworks develop over time and contribute to professional learning. Building on this theoretical positioning, the paper draws on established research traditions in reflective practice (Schön, 1983; Larrivee, 2008), pedagogical content knowledge (Shulman, 1986), curriculum theory and constructive alignment (Biggs, 1996), and research on teacher expertise (Berliner, 2004; Anderson & Taner, 2023). Together, these traditions provide the conceptual grounding for examining how teachers’ interpretive frameworks are shaped, challenged, and transformed across contexts and over time. Against this theoretical background, the paper pursues four interrelated aims: By conceptualising TSTs as dynamic, integrative explanatory frameworks, the paper synthesises existing research traditions into a coherent conceptual framework that clarifies how contributory domains may be considered in relation to teacher professional learning and development. Methodology, Methods, Research Instruments or Sources Used This paper adopts a conceptual approach focused on the clarification and theoretical elaboration of Teachers’ Subjective Theories (TSTs), drawing on established guidance on concept explication and theoretical argumentation (Reese, 2022). Rather than reporting original empirical data, the paper engages in systematic conceptual analysis and theoretical synthesis to articulate a coherent and analytically useful framework for TSTs. The conceptual approach consists of three interrelated phases. First, a conceptual analysis of key literature on TSTs and related constructs is undertaken. This analysis draws on the German-language tradition of subjektive Theorien alongside research on teacher beliefs, teacher cognition, and professional knowledge. The purpose of this phase is not to provide an exhaustive review, but to identify recurring definitional patterns, conceptual ambiguities, and systematic overlaps between TSTs and related constructs such as beliefs, personal practical knowledge, and pedagogical content knowledge (e.g. Shulman, 1986). Second, the paper undertakes a theoretical synthesis across research traditions relevant to teacher professional learning and development. These include research on reflective practice (Schön, 1983; Larrivee, 2008), pedagogical knowledge and pedagogical content knowledge (Shulman, 1986, 1987), curriculum theory and constructive alignment (Biggs, 1996), and teacher expertise (Berliner, 2004; Anderson & Taner, 2023). Through integrative analysis, five contributory domains are identified that consistently recur across these traditions and function as inputs to teachers’ interpretive reasoning. These domains are not proposed as an exhaustive taxonomy, but as a minimal set of influences shaping the development and reconstruction of TSTs. Third, the outcomes of the conceptual analysis and synthesis are translated into a cyclical conceptual model. In this modelling phase, TSTs are conceptualised as both the interpretive starting point of instructional decision-making and the evolving outcome of professional learning. The model specifies the interpretive mechanism through which experience, reflection, knowledge integration, and curricular reasoning become cognitively integrated through repeated cycles of enactment and reconstruction. Conclusions, Expected Outcomes or Findings This conceptual paper advances a theoretically grounded account of Teachers’ Subjective Theories (TSTs) as a central construct for understanding teacher professional learning and development. While TSTs have been invoked to describe teachers’ personal interpretive frameworks, the construct has remained fragmented and conceptually under-specified within research on teacher cognition, beliefs, and professional knowledge (Pajares, 1992; Borg, 2006; Fives & Buehl, 2012). By defining TSTs as integrated explanatory frameworks through which teachers interpret classroom situations and justify pedagogical decisions, this paper clarifies both the function and the boundaries of the construct. A second contribution lies in the identification of five interrelated contributory domains—practice-based evidence, evidence-informed frameworks, content knowledge, pedagogical content knowledge, and curricular reasoning through constructive alignment—that collectively shape and develop TSTs (Shulman, 1986; Biggs, 1996; Larrivee, 2008). Rather than positioning these domains as independent inputs, the paper conceptualises their interaction as the core mechanism through which TSTs are reconstructed over time. The central theoretical contribution is the proposed cyclical model of TSTs in which TSTs function simultaneously as the starting point of instructional action and as the evolving outcome of teacher professional development. This cyclical perspective aligns with research showing that teacher professional development is iterative, situated, and reconstructive rather than linear (Schön, 1983; Clarke & Hollingsworth, 2002; Korthagen, 2017). By linking this cycle to established characteristics of expert teachers—such as organised knowledge structures, rapid situation recognition, and adaptive pedagogical judgement (Berliner, 2004; Anderson & Taner, 2023)—the model provides a theoretically plausible account of how professional expertise gradually emerges. The proposed model is offered as a heuristic and generative framework rather than as a predictive theory. Its value lies in its capacity to integrate fragmented strands of research, clarify conceptual boundaries, and generate empirically testable hypotheses about the development of TST over time.
