Paper More Than Advocates: the Role of School Adults in Amplifying PE Voices of Pupils with a Severe Learning Difficulty Loughborough University, United Kingdom Presenting Author:In England, increasing numbers of pupils are being identified with a severe learning difficulty (SLD). However, limited research has been undertaken to examine these pupils’ perspectives of education broadly and, more specifically, within the context of special school physical education (PE). While current international policy recognises the right of pupils to have a say in matters that affect them, the challenges of facilitating ‘voice’ for pupils with SLDs – particularly those who are non-verbal – can make this difficult to achieve. Key adults within a special school context (e.g. teachers, carers, support workers) play a central role in supporting pupils with SLDs’ engagement and participation in education, yet limited research has focused on the mechanisms by which they facilitate pupil voice. This study highlights the specific contribution that these practitioners can make in facilitating and amplifying the voices of pupils with SLDs. Semi-structured interviews were conducted with adults (n = 7) who support educational provision for pupils with SLDs. Findings illustrate that pedagogies exist to empower these pupils, but they are often deemed to be tokenistic. Moreover, specialist education is required for practitioners, alongside a more person-centred approach that removes pressures of time and the sole use of physical ‘voice’ to communicate. In summary, this research demonstrates that practitioners working with pupils with SLDs are crucial to them voicing their experiences and informing practice within PE. Methodology, Methods, Research Instruments or Sources Used This study explores the PE experiences of young people with SLDs. The research context is a special school in the North of England which caters for pupils aged 2–19 years. The school is one of 540 within England that is designated to offer SLD provision (DfE, 2024) and services a wide range of young people with SLDs, including those with autism and Down syndrome, as well as pupils with profound and multiple learning difficulties (PMLD), 60% of whom are non-verbal with no form of written communication. All pupils enrolled have an EHCP in line with the current SEND Code of Practice in England (DfE, 2024). It was chosen due to its designation, as well as being the school in which the lead author was (at the time of data collection) a member of the Senior Leadership Team. While it is acknowledged that this will have impacted the data collection to some extent, for example, via power dynamics inherent in existing relationships with colleagues, efforts were made to minimise this impact via careful communication, conversation and reflection on/in practice (Poulton, 2023). Moreover, it is worth acknowledging that there were benefits to having a researcher embedded within the research context, most notably regarding access, recruitment and shaping contextually relevant research questions. The study was underpinned by an interpretivist framework and was designed to explore the voices and perspectives of professionals working with pupils with SLDs within the school, by making space for critical discussion concerning the current context of communication and considering implications for future practice. The study utilised semi-structured interviews for data collection, with pre-seen topic areas for discussion which allowed participants to have time to reflect and compose their thoughts (Ruslin et al., 2022). The interview was intended to allow participants to critically review current practice around pupil voice within the school, as well as reflect on this in the specific context of PE. The interviews comprised several questions covering a range of topics, including the perceived importance of pupils’ right to be physically active, the status of PE as a subject in the curriculum, and how pupil voice is currently facilitated, as well as how it might be improved (see Table 2 for key topic areas). Follow-up questions were then asked based on individual participant responses, to probe areas of interest and facilitate the collection of rich, contextualised data. Conclusions, Expected Outcomes or Findings The recommendations of this paper provide a basis for overcoming the challenges raised in existing research about supporting pupils with SLDs to share their thoughts and experiences of PE. As a starting point for further work into facilitating the voices of young people with SLDs, this paper makes the case for key adults as ‘conversational partners’ (Wickenden, 2011) in the process of voice and suggests that practitioners working with/for these pupils are more than advocates in this respect. The symbiotic nature of the interactions between practitioner and young person means that identifying young people's root learning needs enables acknowledgement that their voices have value. Having the skills, familiarity and confidence to put these things in place takes training, time, patience and a consistent approach (see also Maher and Fitzgerald, 2020; Vickerman and Maher, 2018). Nonetheless, working towards such practice will allow the lived experiences of pupils with SLDs in PE to be accessed, acknowledged and amplified, thereby enabling their voices to be heard and inform future practice. Paper Participatory Design of Digital Assistive Technologies in Physical Education: Negotiating Ableism, Materiality, and Embodied Experience 1: University of Augsburg, Germany; 2: Philipps-University Marburg, Germany Presenting Author:This study examines the participatory development process of a digital sound ball designed to enhance inclusive experiences and participation opportunities for blind and visually impaired (BVI) students in Physical Education (PE). As a growing body of international research indicates, BVI students experience significant barriers to participation in educational settings, particularly in PE. These barriers manifest not only socially, e.g. through bullying, indifference or unwillingness to adapt instruction and assigning tokenistic roles to BVI students (e.g., Ball et al., 2022; Haegele et al, 2021), but also in material-discursive arrangements such as dominant visual norms inscribed in PE equipment and specific forms of movement games (Meier et al., 2023). Digital assistive technologies (DATs) are frequently considered promising tools to reduce participation barriers and promote participation for disabled people, as well as specifically for BVI students in PE. However, in reality, they are far from neutral or unambiguously beneficial. Users must adapt to altered forms of feedback and undergo a “drastic sensory reorientation” in order to make sense of their movements and surroundings through new modalities (Sparkes et al., 2018). Importantly, the perspectives of BVI people, including the material, social, and embodied dimensions of their subjective experiences in relation to DATs are often marginalised (Asare et al., 2023), constituting what Fricker (2007) conceptualises as a form of epistemic injustice. In this regard, able-bodied individuals’ testimonies have been given undue credibility regarding the development of DATs despite lacking lived and embodied experiences of disability. As a consequence, inadequate and biased collective understandings of disability and DATs are perpetuated. To address this tension, we adopt an ableism-critical perspective combined with a cultural understanding of disability (Campbell, 2009; Wolbring, 2008), which has recently gained prominence in international sports pedagogical research. Through this, we conceptualize DATs as inextricably entangled with cultural meanings of disability that both shape and are shaped by how disability is framed within society (Wolbring, 2024). Hence, DATs and their development must be considered highly ambivalent. Specifically, the analytical figure of the “techno-supercrip” (ibid.) exemplifies this ambivalence: while technological augmentations are often framed as empowering or even heroic, such narratives frequently reproduce medicalised and deficit-oriented understandings of disability and evaluate disabled bodies against able-bodied standards of performance and productivity (Haraway, 1998). However, by centralising the situated and embodied knowledges of disabled people, hegemonic epistemic arrangements and power hierarchies in research and technological design can be challenged and destabilized, opening possibilities for more inclusive, participatory, and empowering research practices and technological advancements (Fitzgerald et al., 2021; Höger & Meier, 2025). Against this background, the common underlying principles of participatory research and design methodologies, such as Youth Participatory Action Research (YPAR; Cammarota & Fine, 2008), Inclusive Participatory Action Research (IPAR; Wickenden & Lopez Franco, 2022) and Participatory Design (PD, Simonsen & Robertson, 2013), offer fruitful avenues to respond to this epistemic injustice by investigating the nexus of disability and technology in the field of sports and PE in a way that challenges hegemonic modes of knowledge production.Rather than positioning participants as mere informants and end-users, YPAR/IPAR recognizes their specific competences and capacities to actively contribute to and shape all stages of the research process. Equivalently, PD seeks to enable their genuine participation as acknowledged contributors in iterative design processes through mutual learning and the collaborative exploration of needs, possibilities and constraints. Methodology, Methods, Research Instruments or Sources Used Within the framework of IPAR/YPAR and PD, the participatory project involved BVI students from a special school and students from three technical vocational schools in Austria. Together with their teachers, they joined researchers from sports pedagogy and engineering in multiple stages of co-design, including needs assessment, iterative prototype development, and collaborative evaluation of a final functional prototype accompanied by an open-source reconstruction guide. The PD process was operationalised through the five phases of the Design Thinking framework: empathize, define, ideate, prototype and test (Hasso Platter Institute of Design at Stanford, n.d.). Empirical data were generated through student-guided school tours accompanied by guideline interviews, photographs and field notes to first explore BVI students’ (N = 19) perceived barriers and opportunities for participation in PE as well as their needs and ideas for DATs. Furthermore, we audio-recorded workshop interactions during station-based activities to discuss development stages of the digital sound ball prototypes and a post-lesson group interview with BVI secondary school students (N = 4) who tested the final functional prototype in various ball games in an authentic PE setting (Clark, 2013). Data were transcribed verbatim and analysed with abductive thematic analysis (Braun & Clarke, 2012). Drawing on these data, we explore the following research question: How do BVI students evaluate the digital sound ball and how do they make sense of its possibilities and constraints in relation to their embodied experiences in PE? Conclusions, Expected Outcomes or Findings Through an abductive thematic analysis, we developed three interrelated themes: (1) the negotiation of material norms in relation to balls and ball games in PE, (2) the ambivalent interplay between material norms and digitality, and (3) participants’ embodied experiences of engaging with (digital) materialities. The first theme shows how participation in ball games in PE is organised around a material norm of spatial orientation, defined as the ability to locate the ball and navigate the playing area, as an “essential ability” (Wolbring, 2008). Analogue adaptations such as bell balls can reduce barriers; however, participation remains conditional and uneven, as material arrangements continue to privilege students with stronger orientation capacities, thereby reproducing subtle hierarchies within the student group. The second theme addresses the ambivalent interplay between ableist norms and digitality. While the digital sound ball expands possibilities for participation by enhancing auditory orientation, students’ reflections and design ideas reveal how expectations of ever more precise, reliable, and responsive technologies emerge within existing normative frameworks of orientation as an “essential ability” (ibid.), thereby relocating rather than dissolving ableist assumptions. The third theme centres participants’ embodied and situated experiences, showing how participation is shaped through sensory, affective, and bodily interactions with materials rather than through abstract design assumptions. These accounts underline the epistemic importance of disabled students’ experiential knowledge for understanding both the possibilities and limits of assistive technologies in PE. Taken together, the three themes demonstrate that participation in PE is not simply enabled or constrained by technologies themselves, but is continuously negotiated through material norms, digital design expectations, and embodied practices, underscoring the need to approach assistive technologies as situated socio-material interventions rather than technical fixes. Paper Amid Fear and Powerlessness: Teachers’ Experiences of the Changing Room in Physical Education and Signs of Hope University of Inland Norway, Norway Presenting Author:In Norway, the changing room in physical education (PE) has been referred to as a “black box”, reflecting its lack of transparency (Moen et al., 2018). This is evident in several ways: few studies have been conducted on the changing room (O’Donovan et al., 2015), there are no national guidelines for how teachers should manage it and teachers are rarely present in the changing room (Moen et al., 2018). While research on the changing room has primarily focused on the student perspective, some studies have examined it from the perspective of teachers. These studies suggest a trend toward the sexualization of teacher behavior, where actions intended as caring may instead be interpreted by students as inappropriate or even sexually harassing (Öhman, 2017; Garratt et al., 2013). Teachers express an escalating fear of accusations tied to sexual harassment, fueled by moral panic and media coverage (Piper et al., 2013). This fear seems to be more prominent among the male teachers (Öhman, 2017). While this affects PE more broadly, in the context of the changing room and the growing fear of accusations, it becomes particularly challenging for teachers to be present in these spaces, and enforce rules, routines and secure a safe environment for the students (Garratt et al., 2013; Öhman, 2017). This is exemplified by a quote from a teacher in Öhman’s (2017) study: “Even if [the girls] were killing each other in the changing room, I would never go in there” (p. 308). The reluctance to engage with the changing room seems to intersect with the body-related challenges reported by students (Frydendahl & Thing, 2018; Fisette, 2011). Bakken et al. (2021) found that these challenges are exacerbated by the increased role of smartphones and social media, which further amplify body-related pressures. In Norway, 94% of all children between 9-11 years old own smartphones (Medietilsynet, 2024). Considering these developments, it is unlikely that handling the changing room has become easier for teachers. At the same time as students clearly do not want teachers to be present in the changing room, many parents, principals and researchers expect the teacher to be present in the changing room, making sure students are safe (Dølgaard et al., 2025). Thus, teachers find themselves in a twofold powerlessness between polarizing expectations. This paper seeks to answer the following research question: How do teachers experience the changing room and how teachers can navigate this space in everyday school life? To discuss our findings, we draw upon central concepts from Foucault, mainly focusing on discourse and power. In a Foucauldian (1972) perspective, discourses encompass perceptions and knowledge, including both what is said and unsaid. Individuals engage in discourses, often unknowingly, which shape social practices and either produce new insights or reinforce existing knowledge (Foucault, 1972). The discourses surrounding bodies appear to contribute to teachers’ reluctance to engage with the changing room, resulting in a shift in power. Where teachers once held a natural position of authority in this space, it now seems that power has changed, with students taking a more dominant role, leading to the absence of the teacher. From a Foucauldian perspective, power should not be understood as students explicitly taking control or authority in the changing room (1995). Instead, power functions most effectively when it is invisible and diffuse, shaping behaviors and interactions without being directly observed (Foucault, 1995). We argue that this invisible and pervasive form of power significantly contributes to teachers’ reluctance to engage with or remain present in the changing room. Methodology, Methods, Research Instruments or Sources Used In this study we have interviewed eight teachers teaching PE in primary and secondary school. The interviews were semi-structured, guided by an interview guide with themes such as teachers’ own practice of the changing room, body in contemporary society and possible futures of the changing room. While the interviews resembled a conversation and often took different directions, the guide ensured consistency in the data and steered informants toward the topics the researcher aimed to explore (Bryman et al., 2021). Each interview lasted between 45-90 minutes. Before each interview, the first author visited the schools and observed teacher and students before, during and after PE lessons. Observation was not used as data, but to get acquaintance with the participants, and to inform the interview guide. To analyze the dataset, reflexive thematic analysis (RTA), inspired by Braun & Clarke (2022) will be utilized. First author will code the data, while the making of themes will be done in workshops with all three authors. RTA consists of a six-step process, consisting of familiarization, coding, theme generation, theme review, defining and naming themes, and writing up. Given that this process is fundamentally understood as iterative, we will revisit each step several times, particularly focusing on the generation and theme review. Conclusions, Expected Outcomes or Findings Data collection for this study has been completed, though the analysis is still ongoing. By the time of the ECER in August 2026, the findings will form the basis of our presentation. Based on preliminary analysis, we expect to find varying approaches among teachers in how they manage the changing room, given the absence of formal guidelines for navigating this space. However, a theme we found preliminary was that teachers predominantly manage the changing room from the outside (not being present in the changing room). Our analysis may uncover examples of good practice, which can be used to outline recommendations for effective and successful management of the changing room as a PE teacher. Everyone should be able to participate in the activities proposed, including less active and less skilled children, in order to prevent negative experiences resulting from inadequate practice environments and approaches’ (EU Workplan 2014-2017, 10). While inclusion is a common aspiration of primary physical education across Europe, the realities of practice too often privilege some children and leave others feeling discounted or excluded to varying degrees (Qvortrup & Qvortrup, 2018). Approaches that promote a more inclusive physical education where all learners can belong and be successful are needed to ensure that all children can build a life-enriching relationship with physical activity. Focusing on the quality of all children’s experiences within physical education provides one avenue to more inclusive physical education. The democratic and reflective pedagogical principles of Meaningful physical education (PE) seem to offer the personalisation and individualisation needed for all children to be comprehensively included (Fletecher and Ní Chróinín, 2022). This research explored the potential of Meaningful PE as an overall framework for teaching and learning decisions in physical education to promote inclusive physical education approaches that account for the diversity of the student population. The overall research question was: What are teachers’ experiences of using Meaningful PE to promote inclusion and account for diversity? Methodology, Methods, Research Instruments or Sources Used Across a 2.5-year period, 11 teachers from five European countries learned about and implemented Meaningful PE ideas in their teaching. The features of Meaningful PE provided a shared language and both democratic and reflective pedagogies were promoted with teachers (Fletcher and Ní Chróinín, 2022). Each teacher was supported by a teacher educator in their country and overall sharing meetings between all teachers took place bi-monthy. Data sources included teacher interviews (n=44 in total, approx 4 with each teacher) across a two-year period, blog posts and pedagogical cases authored by the teachers (n=20), and recordings of capstone presentations by some of the teachers (n=5). Data were analysed inductively using a reflexive thematic approach (Braun and Clarke, 2021). Trustworthiness of analysis was increased by the triangulation of multiple data sources and member checking. Conclusions, Expected Outcomes or Findings Meaningful PE acted as a compass for teachers’ decision-making, shaping both the direction and the destination of their daily teaching practices. First, Meaningful PE provided a vision that defined a clear destination they targeted. The teachers embraced the overall goal of promoting more meaningful and inclusive experiences for the children in their classes. The teachers appreciated the importance of being inclusive and aspired that all children in their lessons experienced physical education as an inclusive space where they felt they belonged and where they could experience success. Second, Meaningful PE ideas provided concrete direction that supported the teachers’ daily practices aligned with their vision. Initially, teachers reacted to the participation experiences they observed. They used the features of Meaningful PE to analyse and change the priorities in their lessons. Mostly, they focused first on outliers in relation to participation, including children who were less skilled, less successful or more reluctant to participate. They used the features to pay attention to the experiences of this individual student (s) and to influence the quality of their experiences. These individual children were supported to increase their sense of belonging and purpose using the features of Meaningful PE as a shared language. Over time, the teachers gradually adopted strategies aligned with the democratic and reflective principles of Meaningful PE that resulted in more proactive changes to the microstructure and microculture of physical education. Dialogue between the teacher and children was at the heart of their approaches, using strategies of voice and choice to make changes that made PE work better for individuals and the overall group. Teachers’ accounts suggest that these strategies resulted in a more inclusive physical education experience for all participants that better accounted for the diversity of participants within the group.
