Paper Research Use in Schools: A Systematic Review with Framework Synthesis University of Stavanger, Norway Presenting Author:Despite two decades of global emphasis on the Use of Research Evidence (URE) to improve educational practice, international assessments indicate a decline in student outcomes across many systems, notwithstanding continuous reform efforts (OECD, 2023a; Sahlberg, 2023). This discrepancy suggests that the prevailing focus on standardized, instrumental applications of evidence may be less effective than more nuanced, conceptual engagement. While interest in URE has expanded significantly across various sectors (Rickinson et al., 2023), there remains a pressing need to further conceptualize how research is actually integrated within the school environment and to identify the mechanisms that govern its use. This systematic review addresses that gap by providing a comprehensive overview of how research use in schools is framed and described in recent empirical literature. By identifying the primary barriers and enablers of URE, the study aims to examine how these empirical findings align with a consolidated multi-level framework. In doing so, it seeks to move beyond the symbolic appropriation of evidence toward a more sophisticated understanding of research use that can foster meaningful educational impact. Previous reviews and reports have established a substantial cumulative knowledge base for URE. Following the seminal debates of the late 1990s (Hargreaves, 1996, 1997; Hammersley, 1997, 2000), Hemsley-Brown and Sharp (2003b) argued that the cultural shifts necessary to support URE must originate in policy. While subsequent strategies and the rise of "What Works" clearinghouses sought to address this (Révai, 2022), research use remained scarce by the early 2010s. This led Dagenais et al. (2012b) and later Finnigan (2021) to call for clearer conceptualization and more empirical rigor—calls that have been answered by recent large-scale projects across the US, Australia, UK, and Norway (Farley-Ripple et al., 2022; Godfrey & Brown, 2019; Mausethagen et al., 2023; Rickinson et al., 2023). To integrate this evolving knowledge base, this review employs a framework synthesis to map emerging themes. We developed an initial consolidated framework anchored in the QURE framework (Rickinson et al., 2020), while incorporating the Depth of Use model (Farley-Ripple et al., 2018), the research-engaged school ecosystem (Godfrey & Brown, 2019), research-literacy sensitivities (Eriksen, 2022), and perspectives on internal and external complexity (Kvernbekk, 2016; Perry & Morris, 2023). These frameworks range in scope from individual professional virtues to broad systemic conditions; by consolidating them, this review aims to capture the multi-level nature of URE and address the fragmentation identified in previous research. To get a thorough and updated overview of various conceptualizations and components used in international research on URE, this systematic review addresses the following research questions:
Methodology, Methods, Research Instruments or Sources Used An initial a priori framework based on a preliminary literature review was developed to guide this systematic review. In adherence to principles of transparency and rigor, the study protocol was pre-registered in the Open Science Framework, and the process strictly follows PRISMA reporting guidelines. The formal literature search was executed in January 2025 across three core databases: Scopus, Web of Science, and ERIC. This search employed a strategy calibrated for both sensitivity and specificity, utilizing a broad range of terms related to the use of research evidence (URE) within K-12 educational settings. Eligibility criteria were established a priori to ensure methodological consistency. Drawing upon Finnigan’s (2021) conceptualization, "use" was operationalized as the active engagement with research evidence to inform or improve professional practice. Consequently, inclusion was limited to empirical, peer-reviewed journal articles in English that specifically focused on teachers or school leaders in compulsory education. Studies describing only the passive implementation of pre-packaged programs were excluded unless they detailed practitioners’ active engagement with the underlying evidence. To minimize bias, study eligibility was determined through a two-stage, double-blind screening process conducted within EPPI-Reviewer software, with any discrepancies resolved by a third reviewer. The analytical methodology employed is framework synthesis, which facilitates the iterative integration of diverse empirical findings with established theoretical constructs. The primary analytical lens is the a priori framework, a consolidated framework grounded in the QURE framework (Rickinson et al., 2022), further enriched by the Depth of Use framework (Farley-Ripple et al., 2018) to detail practitioner activities and by an "ecosystem" model (Godfrey & Brown, 2019) to capture organizational and contextual subthemes. This multi-level approach allows the synthesis to address complexity, ranging from individual professional practices to broader systemic influences. Data extraction and analysis proceeded in distinct, sequential phases. First, administrative and descriptive characteristics of all included studies were mapped in Excel to provide an overview of the field. Subsequently, data were extracted and coded into NVivo 15 inductively, before they were systematically mapped onto the deductive structure of the QURE framework. Finally, the methodological quality of every included study was critically appraised using the Mixed Methods Appraisal Tool (MMAT) through a double-blind process. Conclusions, Expected Outcomes or Findings This review screened 23,300 articles, selecting 109 eligible studies from 28 countries (primarily the UK and US). Publication on research use in schools has grown significantly since 2000. Despite varying study quality, a clear consensus identified four cross-cutting mechanisms governing how research is integrated: 1. Trust: Acts as a foundational regulator. High-stakes accountability often breeds "institutional distrust," reducing research to a compliance tool, while high-trust environments enable professional agency. 2. Skills Development: A systemic responsibility. Weak leadership capacity leads to superficial use, whereas robust training empowers meaningful integration. 3. Sustainable Structures: Govern the practical possibility of use through allocated time and working conditions that enable long-term engagement beyond short-term projects. 4. Relationships: Provide the essential social infrastructure. Bridging the research-practice gap requires mutual respect, positioning research as a "third voice" alongside professional experience and contextual knowledge. These mechanisms collectively suggest a needed shift from "implementation" to "integration." Moving beyond adopting pre-packaged evidence—which often yields symbolic use—systems must prioritize professional discretion, allowing practitioners to reconcile research with practical wisdom. Currently, quality use, characterized by thoughtful engagement and ethical, collaborative inquiry, is scarce in the included studies. Most research use remains sporadic, superficial, and symbolic. By consolidating diverse frameworks, this review provides a coherent synthesis, offering a map for teachers and leaders to cultivate a sustainable research culture. The identified mechanisms illustrate how to progress from superficial use to authentic, embedded integration, ultimately making a more meaningful difference in classrooms. Paper Making Research Relevant for Practice: Investigating the Quality of Field-Based Teacher Professional Development 1: Institute for Educational Analysis Baden-Württemberg, Germany; 2: University of Tübingen Presenting Author:Numerous researchers have examined different design features deemed crucial for high-quality teacher professional development (TPD) and, thus, its success (e.g., Bragg et al., 2021; Meyer et al., 2023). The design features include aspects such as content focus, coherence, collaboration, personalization, coaching, feedback and reflection, practical relevance, and active learning (e.g., Bragg et al., 2021; Darling-Hammond et al., 2017; Desimone, 2009). Following all the design features listed across the different sources poses challenges for facilitators, given the impracticality of implementing so many different features—especially with limited resources. Additionally, the importance of some design features is discussed controversially. We would argue, that some design features are of organizational nature (duration, format), while others refer to the process of the TPD and could be summarized as constitutes of TPD quality. Recent research categorized TPD quality into broader dimensions to which specific design features can be allocated (Meyer et al., 2023; Richter & Richter, 2024; Sims et al., 2021). Richter and Richter (2024) focused on cognitive activation, practical relevance, social interaction, and a clear structure. There are studies investigating for instance the TPD quality in online and face-to-face formats (e.g., Mulaimović et al., 2024), but to our knowledge, there is almost no research that systematically investigates the association between the organizational nature of TPD (e.g. its format or duration) and TPD quality. Further, the current body of research on TPD quality has primarily drawn from studies that have investigated carefully designed, planned, and implemented single TPD activities in controlled settings, often directly implemented by researchers or developers who infuse these TPD activities with design features that can contribute to high-quality TPD. In contrast, there is only sparse research on field-based TPD. Only a few studies have investigated the many different ways of offering field-based TPD, which spans various topics and formats (Fischer et al., 2018), leaving a gap in our understanding of field-based TPD quality. The area of field-based TPD is especially interesting in terms of relevance of education research. Critics in education research argue, that research prioritizes rigor over addressing practical realities (Schneider, 2009) and gaps persists between research production and its use in policy and practice (e.g., Farley-Ripple et al., 2018). Educators for example value research with local data (e.g., Coburn et al., 2009) and Research-Practice-Partnerships (RPP, see Farrell et al., 2021) promise to increase the relevance and usability of education research. In this study, our objective is to examine and compare various types of TPD, using data from a statewide evaluation (collected with an instrument developed in a RPP). We plan to compare online and face-to-face TPD, TPD series and one-offs, TPD with and without self-learning phases, and TPD with varying duration and number of participants. Therefore, we will investigate three research questions (RQ).
Methodology, Methods, Research Instruments or Sources Used To monitor the TPD system in a large federal state in Germany, we developed an evaluation instrument in a RPP involving scientists, school administrators, and representatives of TPD institutions. Based on practitioners’ needs and research findings on effective TPD (e.g., Desimone, 2009), the questionnaire evaluates various constructs, including characteristics of the TPD facilitator, the participants, and TPD quality. The data were collected between September 2023 and July 2025. The online survey was administered after the respective TPD course was completed. Overall, the final sample consisted of 59 254 participants (99.8% female; mean teaching experience in years M =15.39, SD = 8.56) and 6161 courses (with M = 30.76 participants (SD = 84.14) per course and an average duration of 1.18 days (SD = 0.75)). To operationalize TPD quality, we used three continuous variables: cognitive activation, social interaction, and content focus. Cognitive activation was assessed with three items (adapted from Meyer et al., 2023; α = .71, ICC1 = .21; e.g., “In this course, I was able to learn new approaches for my professional activities.”). Social interaction was operationalized by the open communication scale, which has three items (adapted from Norz et al., 2023; α = .92, ICC1 =.24; e.g., “I felt comfortable with the communication”). Content focus was assessed with three items (self-developed; α = .81, ICC1 = .18; e.g., “The courses focused on central content”). All items were rated on a 4-point Likert scale (1 = disagree to 4 = agree). As randomized group assignment was not possible, we examine the baseline difference of TPD courses and participants between the respective types of TPD. Some of the variables that we examine in the check for baseline differences are used in other analyses as grouping variable. Variables with relevant differences will be controlled for in later analyses. For RQ1, we conduct path models for the continuous variables of TPD quality (content focus, open communication and cognitive activation), using various grouping variables (online and face-to-face TPD, TPD series and one-offs, TPD with and without self-learning phases, longer and shorter TPD, and TPD with many and few participants). To answer RQ2 we estimate multilevel regression models, introducing TPD characteristics as predictors at the between level and participants’ characteristics at the within level. Due to the large sample size, many results will turn significant. Therefore, we will interpret the standardised regression coefficients to determine the practical relevance of the results. Conclusions, Expected Outcomes or Findings The analyses are not yet completed. Nevertheless, we will be able to present the results to all research questions investigating all grouping variables at the ECER conference. So far, we have only conducted the analyses for RQ1 and RQ2 for two of the grouping variables: online vs. face-2-face and series vs. one-offs. First analyses of baseline differences show moderate (.10 < std. regression coefficient < .20) to large (std. regression coefficient > .20) differences in the number of participants and duration of TPD between online and face-2-face TPD. Online TPD course had more participants and were on average shorter. TPD series were longer compared to one-offs (moderate difference). We will include these variables in later regression models. In terms of RQ1, the results show lower ratings of content focus (moderate), open communication (large), and cognitive activation (large) in online TPD compared to face-2-face TPD. We found no moderate or large difference between series and one-offs. Investigating TPD quality using field data exposes an under-researched field, providing data on the quality of field-based TPD practices. Working in a RPP and addressing research questions that are relevant to both research and practice, has the potential to produce helpful results for stakeholders outside of research to make informed-decisions and take action: Knowledge of TPD quality equips facilitators with guidance on focusing their efforts in specific types of TPD, as part of ongoing TPD improvement efforts. Policymakers and administrators must monitor TPD quality and evaluate the justifications for the prevalent choice of TPD type and to allocate TPD resources. Approaches to make research more relevant requires researchers to reflect associated changes in the condition of research (e.g., academic freedom). Paper Embedding Evidences Coming from Educational Research in Schools Acting as Professional Learning Communities UniTreEdu, Italy Presenting Author:At present, schools are facing rapidly changing environments worldwide, with issues ranging from artificial intelligence to biotechnology, from cyberbullying to cognitive and socialization deficits in disadvantaged students. In this context, they are struggling to move beyond the ultimately nineteenth-century concept of education, which, despite having evolved somewhat, remains in most cases essentially focused only on instruction (Peurach et al., 2019).
Over the years, professional learning and development (PLD) has become increasingly important in schools, in a world where lifelong learning is now an established and acknowledged reality (Ostinelli, 2023; Drude, Maheu, & Hilty, 2019; Abdalina et al., 2022). One aspect that is often underplayed is teacher research knowledge and influence on teaching and learning in classrooms and educational institutions. To what extent do schools implement and integrate in their culture significant, sustainable and effective innovations based on research in education, particularly in the field of teacher PLD? It is known that in a number of situations – even in the case of positive collaborations – when the time goes on, the effects of educational research fade out (Bailey et al., 2020), surviving perhaps as pleasant memories rapidly submerged by the impending habitual practices. In fact, schools should integrate in their daily practice and in their culture evidences and findings coming from teacher PLD research, but this happens only rarely (Ostinelli, 2016). A good solution could be for them to act as authentic professional learning communities (Turner et al., 2018; Johannesson, 2022), including in their action the embedding of results coming from educational research. But how much this kind of interaction is present and well-functioning in schools? 3. The learning professional community, a key element for embedding Nowadays, schools are often referred to as learning professional communities. However, this concept is not always understood in the same way by different authors (Christensen, 2025). One of the aims of this presentation is to provide an initial classification of this notion, based on a comprehensive meta-analysis of texts published to date, which should lead to a categorisation of the most common meanings attributed to the term. These meanings will then be summarised in relation to the concept of embedding (Nunno et al., 2015; Geijsel et al., 2020; Sing et al., 2018), aimed at establishing whether these communities practise or not this approach. Embedding research in schools involves fostering a culture of evidence-based practice, where educators use research findings to inform teaching, curriculum, and decision-making. Key strategies can include actionable steps such as regular, collaborative staff discussions, implementing action research, updating syllabi with current studies, and dedicating time for reflection. 4. Forms of organisation in schools Currently, schools are implementing various types of interventions aimed at improving and innovating their educational activities:
This study seeks to highlight how these practices are or are not implemented, together with embedding, within educational institutions that define themselves as professional learning communities. This is verified through meta-analyses of the literature relative to each category, resulting in a summary table. 5. A holistic conception of school processes The basic idea is to verify the extent to which embedding works and can function as a structuring element in a discourse of co-construction within educational institutions, capable of highlighting their holistic nature as socio-ecological systems (Ostinelli, 2023). The expectation is that educational institutions that integrate communities of practice, coaching, leadership, etc. organically in their practice as professional learning communities will be able to ideally perform embedding of educational research results and evidence in their daily practice. Methodology, Methods, Research Instruments or Sources Used The inquiry is carried out using education-relevant databases and search engines, including Google Scholar and ERIC. The target of the search are articles published in educational reviews, research reports, chapters in books and unpublished conference papers in English language. This search is performed through keywords like ‘Coaching in education’, ‘Professional learning communities’, ‘Leadership in schools’, ‘Embedding educational research results in schools’, including the terms ‘education’, ‘school’, ‘instruction’ and excluding keywords like ‘medicine’, ‘psychology’ or ‘social work’. The option ‘related articles’ in Google is widely used, and the bibliography of the selected papers is also a source for finding other papers. The criteria for relevance are the following (1) reference to the category (e.g.: professional learning community, coaching, action research, etc.) (2) empirical characteristics of the study; (3) methodological soundness. Conclusions, Expected Outcomes or Findings The conclusions of the study should be useful, first and foremost, in gaining a better understanding of the category of professional learning communities and their possible relationships with practices such as coaching, mentoring, leadership and the use of communities of practice. In a holistic context, in which the school is expressed as a socio-ecological organism, the coordinated and targeted management of these practices should result in better embedding of the results and evidence coming from educational research. This holds in particular with regard to improvement of students' outcomes and to the professional development of teachers, which is a key point, in an adequate professional growth for coping with a constantly changing reality. Paper Teacher Professional Learning: Integrated Research and Development Project to Enhance Sustainable Improvement in Quality of Teaching University of Iceland, Iceland Presenting Author:The importance of continuous professional development (CPD) for teachers is well established in the research literature. Scholars have repeatedly underscored the need to move from traditional forms of professional development that takes place outside the context of teachers’ everyday practice (e.g., Darling-Hammond et al., 2017). This paper presents some findings from the Icelandic project Sustainable Professional Development for Teachers to Enhance the Quality of Teaching and Learning in Language Art and STEM Subjects through the Use of Video Recordings in Lessons (SAEG). The project is conceptualized as a development and research initiative that ran for two years (2024–2025), followed by a year of follow-up activities in 2026. The project’s central focus was the empowerment of teachers to improve the quality of their instruction by using video recordings of their own teaching. The follow-up phase aimed to further support teachers in applying newly acquired knowledge both in their own classrooms and through collaboration within their professional communities. The initiative was carried out through close collaboration among researchers from the School of Education at the University of Iceland, teachers in compulsory schools, and staff from two municipal education offices. It focused on teaching and learning in Icelandic, Mathematics, and Science at the middle and lower secondary levels. Teachers utilized classroom video recordings as a basis for self-reflection and professional dialogue. Through guided analysis, they practiced identifying elements associated with high-quality instruction as defined by the PLATO framework (Grossman et al., 2013) and explored strategies for developing and refining specific aspects of their teaching in cooperation with peers, instructional coaches, and researchers. The overall purpose of the study is to propose recommendations to educational authorities concerning structures and approaches to professional development, based on the insights gained from the SAEG project. The project has two main aims: first, to develop new forms of collaborative approaches for teacher professional learning on instructional quality through the use of video-based reflection; and second, to generate and disseminate knowledge about the characteristics of high-quality teaching. The SAEG project builds on insights generated through the Nordic Centre of Excellence on Quality in Teaching (QUINT) (e.g. Blikstad Balas & Jenset, 2024; Klette et.al. 2026). In addition, the project draws upon over a decade of accumulated research on the structures and forms of effective teacher professional development (Darling-Hammond et al., 2017) that are content focused and sustained in duration and include among other active learning, collaboration and coaching. Various models have been identified to bridge the knowing-doing gap in education (e.g. Broekkamp and van Hout-Walters, 2007; Ventista & Brown, 2023). Anna Kristín Sigurðardóttir et al (2018) and Burgard, & Boucher, (2025) are among those who suggest some form of knowledge partnership where researchers, practitioners and policy makers meets as equal partners, which was followed in SAEG project. This paper addresses the following research questions:
The paper concludes with reflections on potential implications for school leaders and educational policymakers in planning and prioritizing teacher professional development. Methodology, Methods, Research Instruments or Sources Used The SAEG project is defined as an integrated research and development project aimed at improving teaching quality and was carried out with funding from the Educational Research Fund of the Ministry of Education and Children 2024–2026. It is an intervention study in which data were collected before and after the intervention (Cramner, 2018). Participants were 16 teachers at the middle and lower secondary levels, staff from two school administration offices in Reykjavík and Múlaþing, and five researchers from the School of Education at the University of Iceland. All teachers in these two municipalities were invited to participate. In total 25 teachers accepted, but nine of them withdrew in the first weeks of the project for various reasons. Thus, sixteen teachers participated for the entire period. The intervention lasted one school year, from August 2024 to August 2025. Teachers received instruction on teaching quality and on the PLATO analytical framework (Grossman et al., 2013). They chose focus areas (from PLATO) to work on under the supervision of mentors from the School of Education. They experimented in their own teaching with the help of video recordings of their lessons and presented their experiences to others on the team and to colleagues. Workshops were held regularly where, among other things, features of good teaching were discussed and videos were watched together. The school leaders were carefully informed at all stages to make sure that they supported their teachers. The following data were collected: recordings of lessons, one lesson before and one after the intervention, a total of 38 lessons. These were analysed with reference to PLATO and used in conversations with the teachers. Interviews were conducted with all teachers before and after the intervention, a total of 38 interviews, and they also submitted written reflections on their own learning and progress on a regular basis. Interviews and reflections were thematically analysed. Students completed questionnaires at the end of the intervention, and the researchers conducted a SWOT analysis of the challenges and opportunities of participating in a project of this kind. Conclusions, Expected Outcomes or Findings All participants acknowledged various opportunities in professional development of this kind. School leaders and school district staff saw opportunities to improve the quality of education in the school/municipality; the researchers saw opportunities to strengthen their own understanding of everyday work in schools and thereby improve teacher education as they thought teacher students. The teachers wanted to challenge themselves, be pushed a little, and saw value in belonging to a peer group that was developing as leaders. Progress was visible for most teachers in the areas they worked on. There were also challenges. It was difficult to recruit teachers and secure their commitment for the entire period. Teachers were unsure about expectations, including workload, and experienced anxiety about recording their own teaching and showing it to others. For the researchers, a challenge was sticking to a predesigned research plan that frequently clashed with events and incidents in the schools. Expectations were also different: researchers wanted good data while teachers wanted more guidance. It was demanding and time-consuming for the researchers to serve both as mentors and as investigators. Overall, this form of professional development proved its value, although it is hard to demonstrate after such a short time. Teachers became much more aware of their own teaching and noticed things in their practice they could improve. Follow up will reveal whether the project’s effects can be scaled across the schools and whether the positive changes endure, that is whether the project’s sustainability can be strengthened. The results are expected to contribute to a deeper understanding of the effects of job-embedded professional learning on the quality of teaching and, in turn, to positively influence teacher commitment and student learning experiences. Teachers developed specialized expertise that proved valuable both for their own professional growth and for the broader professional community.
