Paper ***WITHDRAWN*** A Glaring Shortage of Climate Mobility Education: A Comparative Analysis of Curricula and Textbooks in Finnish and Greek Schools 1: Tampere University, Finland; 2: Panteion University, Greece Presenting Author:This proposal examines how climate mobility is (not) addressed in basic education in two EU contexts situated at opposite ‘mobility extremes’—Finland and Greece. We ask: (1) How do the national curricula and core teaching/learning materials represent climate change (CC) and its links to human (im)mobility? (2) What kinds of citizenship, responsibility and temporality are cultivated through these representations? (3) To what extent do materials enable a decolonising understanding of climate mobility as a translocal and transnational phenomenon? The objective is to map the curricular landscape, identify conceptual and pedagogical gaps, and propose directions for justice‑oriented climate mobility education in Europe. Our theoretical framework is a decolonising planetary citizenship approach. Building on da Silva’s reading of macro‑ethics of co‑responsibility in planetary citizenship and on post‑cosmopolitan ecological citizenship, we place shared responsibility for historically produced and unevenly distributed climate harms at the centre, while retaining human agency and dignity. We adopt a relative critique of anthropocentrism that acknowledges entanglements of human and non‑human agencies but resists strong posthumanist claims that may dilute human responsibility. The framework thus comprises three pillars: (i) acknowledgement of the coloniality of power, knowledge, being and nature in the globalised world; (ii) macro‑ethical co‑responsibility that exceeds the state‑citizen container; and (iii) emphasis on human agency and accountability without reinstating hierarchical human exceptionalism. Situated within climate change education (CCE) scholarship, our starting point is that CCE is commonly science‑centred, with social and political dimensions presented as temporally and spatially distant. Across contexts, the nexus between CC and mobilities is thin, and ‘climate/environmental refugees’ are often misrepresented as a legal category. Our cross‑country comparison shows how system design mediates these tendencies. In Finland, the Curriculum Criteria provide framework guidance that schools and teachers interpret locally; commercial publishers dominate textbook provision. In this context, sustainability is widely referenced, yet migration is sparsely addressed. Climate impacts are typically framed as future or elsewhere, generalising ‘the human’ and obscuring colonial‑industrial histories/presents and the macro‑ethical responsibilities of the Global North. Narrative or empathic entry points exist but are rare, and some materials mobilise posthumanist framings that risk weakening accountability. In Greece, curricula and textbooks are nationally produced and migration is a major theme across subjects from early primary onwards. Empathy‑building narratives—e.g., child‑centred stories of displacement—offer promising entry points for climate mobility education, and collective action plus systemic perspectives are emphasised. However, much explicit CCE content is placed in an optional environmental education course, limiting equitable access; some texts also reproduce problematic labels (e.g., ‘illegal immigrants’). Overall, neither country strongly recognises climate mobility through a decolonising lens, nor do materials consistently foreground planetary co‑responsibility as a here‑and‑now concern. By bringing these strands together, the study contributes a conceptual vocabulary and empirical mapping that can inform curriculum policy, teacher education and materials development. We argue for compulsory, cross‑curricular treatment of climate mobility; accurate political‑legal framing; and relational pedagogies that connect near/far and past/present, enabling students to see climate‑induced (im)mobility not as someone else’s problem in the future but as a shared responsibility in the present. Methodology, Methods, Research Instruments or Sources Used We conduct a critical documentary analysis of basic‑education curricula and core teaching/learning materials in Finland and Greece. The Finnish corpus comprises the national Curriculum Criteria (framework curricula) and dominant commercial textbook series in Environmental Education, Biology/Geography, History, Religion, Social Studies, Physics and Chemistry. The Greek corpus comprises the General Curriculum, subject curricula, and nationally produced textbooks used in public schools (excluding vocational and church schools), spanning Literature/Language, Environmental Studies/Education, Geology–Geography, History, Social & Political Studies, and Religion. Data compilation occurred in spring 2023; curricula are publicly available; Finnish commercial materials were accessed via publishers; Greek materials are open‑access. Analytically, we operationalised the decolonising planetary citizenship lens through five coding domains: (a) direct/indirect references to climate mobility; (b) representations of migration and (im)mobility, including scale and temporality; (c) framings of responsibility (individual/collective; state/planetary), and the presence/absence of colonial‑industrial histories; (d) decolonising and justice‑oriented learning opportunities (e.g., narrative empathy, political tendency, policy literacy); and (e) instances that redistribute or dilute human responsibility (e.g., strong posthumanist/vitalist framings; ‘sham‑empathic’ narratives). Two country‑specialist researchers completed first‑cycle coding in parallel (Finland/Greece), iteratively calibrating interpretations; the first author integrated the cross‑case analysis. We present country‑specific narratives to respect system differences, followed by comparative synthesis. Methodologically, the contribution is threefold: (1) it advances comparative curriculum/textbook analysis for climate mobility by explicitly integrating coloniality, planetary citizenship and responsibility as analytic axes; (2) it shows how the organisation of school knowledge (framework vs nationalised curricula; marketised vs public textbook production; optional vs compulsory CCE) shapes the presence/absence and quality of climate mobility education; and (3) it provides actionable entry points for teacher education and policy (e.g., aligning narratives with legal‑political realities, embedding cross‑subject tasks that connect CC to everyday mobilities, and positioning Global North responsibilities explicitly). Conclusions, Expected Outcomes or Findings Four findings stand out. First, climate mobility is thinly represented in both systems: links between CC and human (im)mobility are marginal or implicit, and science‑heavy treatments crowd out social‑political dimensions. Second, Finland commonly deploys temporal/spatial distancing and generalises ‘the human’, obscuring colonial‑industrial histories/presents and the macro‑ethical co‑responsibilities of the Global North; narrative empathy and political‑tendency tasks exist but are exceptions. Third, Greece engages extensively with migration across subjects and uses empathy‑building narratives and collective/systemic framings that could fruitfully scaffold climate mobility education; yet locating much CCE in an optional course curtails equitable exposure and some materials reproduce exclusionary labels. Fourth, across both contexts we identify misrepresentations (e.g., ‘climate/environmental refugees’ treated as a legal status) and posthumanist framings that risk diluting human agency and accountability. We contribute: (i) an analytical framework for decolonising planetary citizenship education that retains human agency while rejecting hierarchical anthropocentrism; (ii) a diagnosis of curricular/material gaps and promising entry points (narrative empathy; policy literacy; interscalar relationality); and (iii) EU‑level and national recommendations: make climate mobility a compulsory, cross‑curricular theme; integrate justice/coloniality explicitly; and support teachers with accurate legal‑political framing and relational pedagogies that connect places and times. Paper Structuring Environmental Sustainability in Primary Education: Mapping Türkiye’s Education Policies through the ESD 2030 Framework 1: Milli Eğitim Bakanlığı; 2: Gaziantep University, Turkey (Türkiye) Presenting Author:The climate crisis facing humanity, the accelerating depletion of natural resources, and deepening social inequalities have positioned sustainability as one of the most central global debates of our time. Sustainability offers a holistic framework in which economic, ecological, and social systems are understood not as separate domains but as interconnected and mutually reinforcing dimensions (OECD, 2001; Milne & Gray, 2013; Mensah & Enu-Kwesi, 2018; Purvis, Mao, & Robinson, 2018). This integrated perspective situates education as a key policy field for achieving sustainable development goals and shapes global discussions on the structural transformation of education systems. Environmental education emerged as an international field in the 1960s, foregrounding ecological crises, climate change, and biodiversity loss as central educational concerns (UNESCO, 2017). Its normative foundations were established with the 1972 Stockholm Conference, which defined environmental protection as a global priority and a shared responsibility of governments worldwide (UN, 1972). The Belgrade Charter (1975) subsequently articulated the aims and principles of environmental education, while the Tbilisi Declaration (1977) strengthened its interdisciplinary and pedagogical integration. This historical trajectory evolved further with the Brundtland Report, marking a shift from environmental education towards Education for Sustainable Development (ESD), in which education was no longer framed as an isolated subject but as a process embedded across curricula and everyday school life (UN, 1987). This transformation was institutionalised through UNESCO’s Education for Sustainable Development 2030 Roadmap, which provides a shared orientation for integrating sustainability into education systems. The Roadmap defines five priority action areas: policy development; transformation of learning and educational environments; capacity building for educators; youth empowerment and engagement; and accelerating sustainable solutions at the local level (UNESCO, 2020). Central to this framework is a whole-institution approach, which conceptualises educational institutions as comprehensive systems in which curriculum, governance, professional practices, and community relations are addressed in an integrated manner. Within the European context, education for sustainable development has increasingly moved beyond awareness-based initiatives and has become a structural component of education policy. The Council Recommendation on Learning for Environmental Sustainability issued by the European Commission demonstrates that sustainability is framed not only in curricular terms but also as a policy domain encompassing school governance, institutional organisation, and collaboration with local stakeholders (European Commission, 2022). Comparative analyses conducted by UNESCO across 22 European countries similarly indicate that sustainability is being structured as a holistic institutional practice with pedagogical, organisational, and societal dimensions (UNESCO, 2024). In Türkiye, sustainability has been framed as a key orientation of the education system through the Maarif Model and policy documents issued by the Ministry of National Education (MoNE, 2023). However, the integration of Education for Sustainable Development into the education system extends beyond curricular reform and requires the simultaneous consideration of pedagogical approaches, teaching and assessment practices, school operations, and institutional culture (UNESCO, 2012, cited in Swain & Mohanty, 2021). Despite this comprehensive framing, existing literature has predominantly focused on students’ knowledge, attitudes, and behaviours, while giving limited attention to schools’ organisational structures, teachers’ professional roles, and the broader policy context (UNESCO, 2017; Sterling, 2016; Toy, 2025). Addressing this gap, the present study examines how environmental sustainability is approached as a multi-level structuring process within primary education. Accordingly, this study analyses how environmental sustainability practices in primary schools are structured at individual, organisational, and system levels. Using UNESCO’s Education for Sustainable Development 2030 Roadmap as an analytical reference framework, the study aims to map how environmental sustainability is framed and operationalised through education policies and institutional practices in Türkiye. Methodology, Methods, Research Instruments or Sources Used This study adopts a framework-guided qualitative document analysis to examine how environmental sustainability is constructed and prioritised within Turkish primary education. The data corpus consists of national education policy documents, curricula, and implementation guidelines issued by the Ministry of National Education. Such institutional texts are treated not merely as administrative records but as discursive instruments through which educational priorities, norms, and governance logics are produced and stabilised (Bowen, 2009). The analytical framework is provided by UNESCO’s Education for Sustainable Development 2030 Roadmap. The Roadmap’s five priority action areas: policy development; transformation of learning and training environments; building the capacities of educators; empowering and mobilising youth; and accelerating local-level sustainable solutions were operationalised as a priori coding categories. This analytical strategy corresponds to directed qualitative content analysis, in which data are examined through predefined categories derived from an existing theory, model, or normative framework (Hsieh & Shannon, 2005). Using UNESCO’s internationally endorsed policy framework ensures that the analysis is anchored in a coherent and externally validated conceptual structure. At the same time, the study draws on the tradition of framework analysis (Ritchie & Spencer, 1994), which is particularly suited to policy-oriented research. In this approach, large bodies of textual data are systematically mapped onto an analytical matrix that enables comparison across predefined dimensions. UNESCO’s five action areas thus function as an organising framework through which Turkish policy documents are examined for patterns of emphasis, alignment, and omission. The analysis is further informed by the policy enactment perspective (Ball, Maguire, & Braun, 2012), which conceptualises policy texts not simply as technical prescriptions but as discursive constructions that shape what is thinkable, legitimate, and actionable within educational systems. From this perspective, examining national policy documents reveals how sustainability is framed, governed, and institutionalised within Turkish primary education. Taken together, these three methodological traditions: qualitative document analysis (Bowen, 2009), directed qualitative content analysis (Hsieh & Shannon, 2005), and framework-based policy analysis (Ritchie & Spencer, 1994) provide a foundation for analysing how UNESCO’s global sustainability agenda is translated into the national education policy discourse of Türkiye. Conclusions, Expected Outcomes or Findings This study examines how environmental sustainability has been structured within primary education in Türkiye in alignment with the five priority action areas defined in ESD 2030. Rather than evaluating the effectiveness of specific initiatives, the analysis focuses on mapping the policy frameworks, institutional arrangements, and implementation mechanisms through which sustainability has been embedded across the education system. The findings indicate that, in the area of policy development, environmental sustainability is positioned as a long-term educational priority through upper-level policy documents, national development plans, and strategic frameworks that link education with sustainable development. At the curricular level, sustainability is framed as a cross-curricular competence rather than a standalone subject and is supported through learning outcomes across disciplines such as science, social studies, and arts education. The transformation of learning and educational environments is institutionalised through nationwide initiatives, most notably the Energy-Friendly Blue-Green School Project. This initiative combines school-based action planning with improvements in physical infrastructure, including energy efficiency and waste management practices, and promotes learning environments that support experiential learning. With regard to capacity building for educators, sustainability is embedded within teacher professional standards, career progression frameworks, and in-service training programmes. These mechanisms position environmental sustainability as part of teachers’ professional competencies and support its integration into everyday teaching practices and school culture. Youth empowerment and engagement are addressed through school-based, extracurricular, and technology-oriented programmes that encourage early awareness, project-based learning, and active participation in sustainability-related activities. Finally, accelerating sustainable solutions at the local level is supported through cooperation between schools and municipalities, particularly in areas such as waste management and resource efficiency, enabling school-based practices to extend into local communities. Overall, the findings demonstrate that ESD 2030 priorities in Türkiye are addressed through a multi-level governance structure connecting national policies, school practices, educator capacity, youth participation, and local partnerships. Paper Curriculum and the Making of Ecological Subjects in Indonesia: A Selective Document Analysis from 2004 to Present Department of Curriculum and Instruction, University of Wisconsin-Madison, United States of America Presenting Author:As of 2019, the Interfaith Rainforest Initiative reported that Indonesia possessed approximately 90 million hectares of tropical forest, making it the third largest in the world after Brazil and the Republic of Congo (IRI, 2019). In 2020, Global Forest Watch recorded a similar figure, noting that Indonesia had around 94 million hectares of natural forest, covering more than 50 percent of its total land area. Despite this ecological significance, by 2025 Indonesia had become the world’s largest producer and exporter of palm oil, accounting for 57 percent of global production and 50 percent of global exports (CPOPC, 2025). This expansion has coincided with the loss of approximately 11 million hectares of primary wet forest and 260 kilohectares of natural forest between 2002 and 2024. In aggregate, this loss generated an estimated 190 megatons (Mt) of carbon dioxide emissions, comparable to the cumulative emissions produced by tens of millions of automobiles over multiple years (GFW, 2025). This pattern of ecological crisis is further evidenced by a series of recent natural disasters that occurred in three Indonesian provinces with extensive deforestation and mining zones –Aceh, West Sumatra, and North Sumatra– at the end of November 2025 (WALHI & Greenpeace, 2025). These events resulted in 1,141 deaths, displaced approximately 395,000 people, and left more than 150 individuals missing as of 30 December 2025 (Ramdhani, 2025). The disasters triggered widespread public protest, with many Indonesians criticizing excessive resource exploitation by powerful actors and highlighting the weakness of government policies in protecting ecological zones which are vital to both present and future generations. Rooted in these persistent and widely contested conditions, this paper raises several foundational questions within the field of education: What has education done, or what can it do, to help address or prevent ongoing ecological destruction? Does education play a substantive role in fostering ecological awareness, or does it function largely as a formal obligation? And to what extent does education meaningfully contribute to mitigating Indonesia’s ecological crisis? Therefore, drawing on empirical deforestation data from Global Forest Watch and the Interfaith Rainforest Initiative between 2000 and 2024, this study examines how educational curricula have shaped ecological understanding within Indonesia’s schooling system. The analysis focuses on four national curricula implemented since 2004 and is guided by three research questions: (1) How have Indonesian curricula since 2004 shaped students’ understanding of nature, land, and natural resources? (2) What kinds of ecological subjects have been produced through schooling across these curricula? and (3) Do the ecological components embedded in these curricula meaningfully contribute to addressing Indonesia’s ecological challenges? Methodology, Methods, Research Instruments or Sources Used This study employs Michel Foucault’s concept of governmentality (Burchill et al., 1991; Foucault, 1982) and Ian Hacking’s notion of making kinds of people (Hacking, 1982, 2002) as its primary analytical lenses to examine how ecological subjectivities are constructed through education. Methodologically, the study combines a literature review with selective curriculum document analysis, focusing on four national curricula: the Competency-Based Curriculum (KBK) 2004, the 2006 School-Based Curriculum (KTSP), the 2013 Curriculum, and the currently implemented Merdeka Curriculum. Primary data are drawn from digital archival curriculum documents published by the Indonesian Ministry of Education, Culture, Research, and Technology, alongside scholarly literature on ecological subject formation and political ecology. Conclusions, Expected Outcomes or Findings The findings of this paper discuss how Indonesian curricula since 2004 have shaped students’ understanding of nature, land, and natural resources, the types of ecological subjects produced through schooling across these curricular reforms, and the ways in which ecological components embedded in these curricula meaningfully contribute to addressing Indonesia’s environmental challenges. First, the 2004 Competency-Based Curriculum (Kurikulum Berbasis Kompetensi, KBK) incorporated a close relationship with environmental issues through community-based and contextual learning approaches. KBK emphasized direct student interaction with their surrounding physical and social environments, as well as an effective, care-oriented approach that highlighted the importance of nurturing and supportive learning environments for students. Second, the 2006 School-Based Curriculum (Kurikulum Tingkat Satuan Pendidikan, KTSP) positioned schools as more culturally responsive institutions, implying the incorporation of local and Indigenous knowledge aligned with community needs to enhance ecological understanding and awareness. This curriculum aimed to cultivate citizens who are responsive to local environmental conditions and challenges. Third, the 2013 Curriculum integrated environmental education (Pendidikan Lingkungan Hidup, PLH) into existing subjects rather than establishing it as a standalone discipline. This approach sought to foster environmental awareness, knowledge, and pro-environmental behaviors from an early age and was frequently linked to the concept of Education for Sustainable Development (ESD). Finally, under the Merdeka Curriculum, environmental aspects are embedded more deeply, both within the core curriculum structure and through co-curricular activities, with a strong emphasis on character development related to environmental care and sustainability. These principles are further operationalized through the Projek Penguatan Profil Pelajar Pancasila (P5) and through learning activities conducted both inside and outside the classroom. This approach enables schools to adapt the curriculum to the environmental potential and conditions of their respective regions, for example, coastal schools may focus on mangrove conservation, while urban schools may prioritize plastic waste management.
