Paper The Potential of Citizen Science Activities to Encourage Active Environmental Citizenship: A Case Study with Finnish Guides and Scouts 1: Tampere University, Finland; 2: Finnish Environment Institute, Finland Presenting Author:Environmental citizenship means responsible behaviour of citizens that act as agents of pro-environmental change in society (Hadjichambis & Reis, 2020). Like global citizenship, it is not limited to national borders, and both individual and collective actions can be viewed as acts of environmental citizens (Dobson & Bell, 2006; Schild, 2016). As a topic it exists at the crossroads of environmental and sustainability education (ESE) and citizenship education. It has often been mentioned as an important goal of ESE, yet the implementation has been lacking (Chawla & Cushing, 2007; Hadjichambis & Reis, 2020; Schild, 2016). Teachers in formal schools tend to view their students’ possibilities of environmental citizenship as narrow, mainly consisting of acts within the private sphere (Aarnio-Linnanvuori, 2019). In an era of severe environmental crisis meeting a crisis of democracy, supporting children’s and young people’s environmental citizenship has become an increasingly important aim of ESE. Nonformal learning environments offer great potential for supporting the development of environmental citizenship. Nonformal education tends to be supportive and children and young people often have more agency in setting their learning goals within nonformal than formal contexts, thus giving them a possibility to connect to the topic of their interest (Boeve-de Pauw & Halbac-Zamfir, 2020; Paraskeva-Hadjichambi et al., 2020). In addition, nonformal environmental education often focuses on local topics, which may make these more relevant to the young participants. One promising possibility to enhance education for environmental citizenship is to offer children and young people the possibility to take part in citizen science initiatives. Citizen science means collaboration between citizens and professional scientists, where citizens have a meaningful role in generating new knowledge, the collaboration produces a genuine science outcome, and both the professional scientists and the citizen scientist benefit of taking part in the collaboration (Robinson et al., 2018). Research shows that taking part in citizen science helps young people to connect to environmental issues and supports their identity as active citizens and connection to place (Flanagan et al., 2022; Smith et al., 2024). Participating in citizen science enhances understanding of science and empowers responsible environmental actions, though mainly locally and within the private sphere (Adamou et al., 2021). Nonformal organisations such as guides and scouts can act as facilitators that enhance the participation of children and young people (Smith et al., 2024). However, very little research has been conducted on the outcomes of their ESE work. In this qualitative case study, we explore Finnish guides’ and scouts’ experiences of citizen science and their perceptions of what a guide or scout can do for the environment. In particular, we ask:
Methodology, Methods, Research Instruments or Sources Used This is a qualitative case study conducted within a citizen science project with guides and scouts in Finland. Within international nonformal youth movements, World Association of Girl Guides and Girl Scouts (2025) and World Organisation of Scout Movement (2025) share the aims of promoting pro-environmental action and active citizenship in their strategies. The values of loving the environment and being an active and responsible citizen are also tightly embedded in the constitution of The Guides and Scouts of Finland (GSF, 2024) – the context of this study. Likewise, outdoor learning environments and active learning methods are central pedagogical principles within these nonformal organisations, offering possibilities for place-based learning and developing self-efficacy. Thus, the guide and scout movement provides an interesting context for learning environmental citizenship. The SPARKA-project (Finnish Guides and Scouts as Contributors to Citizen Science, 2023-2024, funded by the Ministry of Education and Culture in Finland) aimed to create a national citizen science network with Finnish guides and scouts, and in 2024 also with schools, that would collect observations of water quality, blue-green algae blooms, and macro- and microlitter. A particular aim was to map the prevalence of mesolitter on lake and seashores for the first time. The project provided guides and scouts with guidelines, materials and training to conduct citizen science. The dataset of this study consists of two parts: productions of creative workshops with 10-14 years old guides and scouts and semi-structured interviews of adult scout leaders. A workshop consisted of joint citizen science activities by a lake or a seashore and a following session where the children draw pictures of scouts exploring a shore and scouts as environmental heroes, and told stories related to their drawings. Altogether five workshops were carried out, with 49 participants and 97 drawings and stories produced. Ten scout leaders were interviewed online. Three themes were discussed in depth: the role of nature and environment in the scout program, possibilities and challenges related to citizen science as a scouting activity, and responsible environmental action as a part of scouting. Next, the workshop recordings and interviews were transcribed. The collated data were preliminarily explored using a phased thematic analysis. A more profound and sophisticated analysis will be conducted during spring 2026. Conclusions, Expected Outcomes or Findings According to the preliminary findings, the participating children emphasised the joy and excitement of exploring nature during their citizen science activities. Their stories and drawings show that many found the science elements fascinating; this was highlighted in multiple mentions of research equipment used and observations made on the shore. Others expressed bodily experiences such as touching items or getting wet, and some told of shared fun with their peers. Interestingly, none of the 49 children mentioned reporting the results to professional scientists. In the children’s drawings of scouts as environmental heroes, emphasis was placed on individual action such as recycling. Picking up litter was another central theme, sometimes presented as an individual and sometimes as a collective act. A few children presented ideas of scouts as people who are prepared to act for the environment when needed or scouts as actual environmental activists such as participants of a protest. The adult leaders, on the other hand, found the societal role of citizen science activities as important and considered reporting results to scientists to be a part of the scouts’ role as active citizens. They considered supporting love for nature as central to the scout movement, though some criticised that reality does not always meet the ideals. Most interviewed leaders highlighted supporting environmental responsibility within the private sphere as their goal, but some also discussed options of including more collective environmental action within scouting. Prominently, citizen science activities interested also those scout leaders that were reluctant to enhance environmental activism. The results suggest that participation in citizen science might act as a bridge between individual and collective environmental action. On the other hand, closer collaboration between researchers and citizen scientists and connecting the science activities to other collective action could lead to stronger experiences of environmental citizenship. Paper Opportunities and Challenges in Local Collaboration: The Case of Educational Neighbourhoods for Sustainable Development Universität Wien, Austria Presenting Author:In response to transnational demands for socio-ecological sustainability articulated in Agenda 2030 (UN, 2015), particularly SDG 4 (Quality Education) and SDG 17 (Partnerships), education systems are increasingly positioned as catalysts for systemic transformation. Collaboration, framed as a shared responsibility and a democratic practice, has gained prominence across research, policy, and practice to mobilise diverse stakeholders and expand learning beyond school boundaries (Armstrong & Ainscow, 2018; Bengtsson & Lunneblad, 2025; Essuman, 2019; Jesacher-Rößler et al., 2025; Fang et al., 2022; Locatelli, 2024). This study examines how Vienna’s Educational Neighbourhoods (ENs), launched by the City of Vienna in 2017–18 within the city’s long-term sustainability strategy, operationalise these ambitions through place-based networks connecting schools with libraries, youth centres, adult education providers, and community organisations. ENs can be understood as exhortative/developmental policy instruments that rely on local agency (Ball et al., 2011), shared principles, and voluntary participation to foster holistic education, inclusion, and collective responsibility in a migrant society. While collaboration is widely advocated, its concrete enactment within institutional settings and its capacity to reshape organisational routines, governance, and professional practice remains underexplored. This study addresses this gap by investigating the institutional opportunities and challenges that arise when ENs are planned, implemented, and sustained by heterogeneous actors. Drawing on semi-structured interviews with 35 participants across nine ENs (stakeholders, school leaders, and partners from informal education and social sectors) the analysis identifies six overarching themes: three opportunity themes (Strengthening Community Engagement and Institutional Collaboration; Knowledge Sharing and Resource Optimisation; Motivation and Innovation through ENs) and three challenge themes (High Organisational Effort and Insufficient Commitment; Resource Constraints and Limited Institutional Support; Divergent Goals and Communication Issues). Findings indicate that ENs provide structured arenas that reduce inter-institutional prejudices and foster mutual appreciation, thereby enabling continuity and depth in collaboration. Regular networking enhances shared understanding of institutional perspectives and constraints, supports needs-based planning, and optimises local resources, particularly in disadvantaged neighbourhoods. Modest financial support and recognition for locally initiated projects stimulate creativity and context-responsive pedagogical innovation (e.g., thematic workshops, digital scavenger hunts, parent-focused offerings), while reflective negotiation of aims improves role clarity and the visibility of educational profiles. These opportunity structures align with the European Commission’s whole-school approach (2015) and international agendas that conceptualise education as a common good grounded in multi-stakeholder partnerships. However, collaboration in ENs remains vulnerable to systemic and organisational constraints. Coordination is time-intensive and often rests on voluntary, uncompensated labour, producing uneven participation and reliance on a few motivated coordinators; turnover among these key actors disrupts continuity. Persistent staff shortages, limited funding, and competing institutional priorities restrict engagement and the delivery of inclusive offerings, pressures exacerbated by external shocks such as COVID-19, which redirected capacity back to core operations and weakened network ties. Moreover, heterogeneous mandates and accountability regimes yield divergent goals, leading to fragmented initiatives and one-off events rather than sustained, problem-solving collaboration. The study contributes a practice-near account of how global sustainability and collaboration agendas translate into local educational ecosystems. It highlights actionable design principles: protected time, flexible resources, negotiated shared purpose with locally measurable goals, backbone supports for knowledge mobility across neighbourhoods, equity-centred resource allocation, and city-level convening power paired with local autonomy. By illuminating both the enabling capacities and the limits of voluntarist collaboration, the findings offer guidance for policymakers, leaders, and community partners seeking to strengthen the institutional conditions under which ENs and similar initiatives can deliver durable, equitable, and context-responsive improvements to learning and wellbeing. Methodology, Methods, Research Instruments or Sources Used This qualitative study examines the enactment of Vienna’s ENs through the perspectives of key actors responsible for their planning, organisation, and implementation. Participants were recruited via the City of Vienna’s announcement of an ongoing project (“Blinded for Review”). The purposive sample (maximum variation) comprised 35 individuals from nine ENs: nine stakeholders (e.g., policy designer, coordinator), nine school leaders (five working in primary schools, three in lower secondary schools, locally coordinating EN enactment), and 17 partners from informal institutions (adult education, social work, leisure education, environmental organisations). This composition ensured a heterogeneous view of the multi-level processes and institutional conditions shaping collaboration. Data collection employed semi-structured individual interviews (Bogner et al., 2014) (Zoom or in-person), guided by topics including EN development, organisation, collaborative practices, resource use, challenges, and perceived contributions to education, sustainability, and quality of life. Interviews averaged 50 minutes, were audio-recorded, and transcribed verbatim; cited quotations were translated from German to English. Ethical approval was granted by the Ethics Committee of the respective University of the project. All participants provided written informed consent; sociodemographic data were pseudonymised, and data were used exclusively for research purposes. Data analysis followed Braun and Clarke’s (2006) thematic analysis, guided by Nowell et al.’s (2017) six-phase framework: familiarisation, coding, theme generation, review, definition/naming, and reporting. Coding and preliminary theme development using MAXQDA were conducted; themes were iteratively refined through team discussion to ensure credibility, coherence, and analytic depth. Representative quotations were selected to illustrate thematic claims and preserve participants’ meanings. The analysis yielded six overarching themes reflecting institutional opportunities (Strengthening Community Engagement and Institutional Collaboration; Knowledge Sharing and Resource Optimisation; Motivation and Innovation through ENs) and challenges (High Organisational Effort and Insufficient Commitment; Resource Constraints and Limited Institutional Support; Divergent Goals and Communication Issues) of collaboration within ENs. Conclusions, Expected Outcomes or Findings ENs in Vienna demonstrate the promise and limits of translating global collaboration and sustainability agendas into locally responsive educational practice. On the one hand, ENs create structured spaces that reduce inter-institutional biases, enable mutual appreciation, and support needs-based planning and resource pooling, capacities aligned with SDG 4 and SDG 17, the European Commission’s whole-school approach, and the framing of education as a common good. These mechanisms widen learning beyond the school gates, strengthen community engagement, and catalyse context-sensitive pedagogical innovation. On the other hand, current enactment is constrained by systemic and organisational conditions: coordination demands exceed available time and staff; participation relies on voluntary, uncompensated labour and a few key actors; chronic resource shortages and competing priorities restrict inclusive offerings; and heterogeneous mandates lead to divergent goals and fragmented collaboration. External shocks, notably the pandemic, further reveal the fragility of voluntarist models, underscoring the importance of resilient structures and protected capacity. To enhance durability and equity, collaboration must be underpinned by design principles that convert normative alignment into operational coherence: protected time for joint work, flexible and targeted resources for high-need contexts, negotiated shared purposes translated into locally measurable goals, simple tools for role clarity and expected outcomes. Addressing structural barriers, such as staffing, funding, accountability alignment, will be critical to move beyond on-off events toward sustained, problem-solving partnerships. Future research should examine longitudinal trajectories of ENs, the conditions under which collaboration becomes embedded in organisational routines, and the effects on learners’ opportunities, wellbeing, and belonging, especially in socially disadvantaged contexts. By foregrounding both enabling and constraining factors, this study offers practical guidance for policy and practice seeking to strengthen collaborative ecosystems as a pathway to inclusive, sustainable education. Paper Enablers and Constrains of Nonformal Sustainability Education in European Non-governmental Organisations University of Jyväskylä, Finland Presenting Author:The potential of third sector nonformal sustainability education has long been recognised for example by UN and UNESCO (e.g. Gillett, 1977; UN, 1992) and it’s still, at least implicitly, in sustainable development goals (SDGs) (UN, 2015). Rogers (2019) claims that none of the SDGs can be reached only through formal education but nonformal education done in cooperation between different actors is needed. Nonformal education for SDGs is more flexible, non-standardised, contextualised and participatory (Rogers, 2019). Despite this, nonformal education is still struggling to get validation even within sustainability education research. The purpose of this paper is to examine the role of non-governmental organisations (NGOs) in nonformal sustainability education, focusing on factors that either promote and enable or hinder and prevent their work in promoting sustainability. Many NGOs reach groups that are not otherwise reached by other educational institutions, especially among adults. Many NGOs act flexibly at the interfaces of nonformal and formal education by collaborating with schools and other societal actors. The versatility of the action, networks, ideologies and educational approaches makes NGOs interesting and potentially powerful sustainability actors. My PhD research explores NGOs across Europe that engage in nonformal sustainability education as part of their core activities. I am interested in their views of sustainability and sustainable futures and what constrains or enables their sustainability education towards those futures. Understanding the enabling and constraining practices are essential not only for the agency of the NGOs but also for the wider sustainability and planetary well-being. Planetary well-being emphasizes the well-being as a fulfilment of basic needs of all the ecosystems including humans and non-humans, like animals, organisms and geophysical systems (M. Elo et. al., 2023; Kortetmäki et al. 2021). Education that enables planetary well-being stresses humans as part of nature and our responsibility in nurturing a liveable planet to all via dialogue and actively critical stance to consumption (Aaltonen et. al., 2023). All actions and practices have consequences on temporal, spatial and ethical spheres effecting on planetary ecosystems and therefore learning needs to happen as a dynamic process that affects to agency and future literacy (Salonen et. al., 2023). Understanding everyday life practices as ways to participate in the community of life allows transformation and new kind of praxis aiming towards planetary well-being (Heikkinen et. al., 2024). Different NGOs have diverse understanding of sustainable futures and what it looks like from their organisation’s perspective. Futures can be seen as individual or collective images that reflect national, regional or cultural characteristics (see e.g. Son, 2013; Zheltikova & Khokhlova, 2019). Future images are composed of concepts, beliefs and desires that affect decision making and action in present time (Rubin & Linturi, 2001). In this research project, a central concern is to examine the factors that prefigure sustainability education practices within European non-governmental organisations; in other words, the ’practice architectures’ (Kemmis 2022) that enable or constrain what educational practices are possible. The sustainability education practices are shaped by interconnected cultural-discursive, material-economic, and social-political conditions, which together constitute the practice architectures of the site. These preconditions do not determine practices but prefigure them, opening possibilities for action while limiting others. (Kemmis, 2022). By focusing on prefiguring arrangements NGOs may learn new ways to change their practices and future images. More significantly research on this topic can shed light on the uniqueness of nonformal sustainability education of the NGOs and reveal new perspectives to other educational actors and to sustainability education research. Methodology, Methods, Research Instruments or Sources Used The participating NGOs are part of EUs Erasmus+ funded CREA+BIRD project, which aims to study and develop creative participatory methods for environmental and sustainability education inspired by birds. There is one NGO from each participating country that are Finland, Italy, Romania and Slovenia. (University of Jyväskylä, n.d.) The role and focus of the NGOs differ from each other but all of them work with sustainability issues and are doing environmental or sustainability education, some more as a core function than others. Two different data sets were gathered within the project participants. The data set focusing on this research was gathered in collaboration with project partners of CREA+BIRD project by focus group interviews. One semi-structured online group interview was conducted with each of the NGOs in their native language with the help of experienced local educational science researcher working in the CREA+BIRD project, and then translated. Use of the native language was to ensure that the participants can freely and without struggle share their views and opinions. Focus group interview reaches the dynamic group opinion and with a good facilitation makes debate and empowerment of the shared discussion possible (Gibbs, 2021). Each of the four interviews had two to four participants, the latter being most common summing up to 16 participants. The data is analysed using qualitative inductive content analysis. Content analysis is content-sensitive and makes flexible research design possible. Content analysis concerns meanings, consequences, intentions and contexts. Inductive approach is suitable when there is not enough former knowledge about the phenomenon or it is fragmented. (S. Elo & Kyngäs, 2008). Nonformal sustainability education of NGOs in the context of sustainable futures images and enabling and constraining practices has not been much studied. Therefore, inductive content analysis was selected as an analysis method. Even though analysis is mainly inductive, previous research literature and researcher’s experience on working with nonformal adult education has effect on the whole analysis process. To reduce the misinterpretation of the multicultural data, the research article will be co-authored with educational researchers who participated to the interviews. Conclusions, Expected Outcomes or Findings Expected outcomes of the research provide information of the future images and practice landscapes of European NGOs. According to preliminary analysis the data supports many of the earlier studies about the main characteristics of nonformal education. The data also provides versatile perceptions of sustainability and images of futures on both individual and collective level and includes statements of constrains and enablers of sustainability work and education. Some of the prefiguring conditions of practices are unique to that specific NGO and some are common to all. Based on the interviews, sustainability is widely understood as a complex and systemic process that the NGO is trying to tackle from their viewpoint. Shared understanding of the aims of sustainability seem to come close to the concept of planetary well-being. Sustainability is also criticised of being often watered down to green washing by the wider society. Strong sense of community and belief in the ideology of the NGO seem to strengthen the hope and resilience. Many of the constrains relate to dwindling resources and validation from the surrounding society. The lack of resources is seen as monetary, decreasing numbers of volunteers or general recognition. The fragmented relationships between humans and nature as well as between people is seen as a challenge for educational activities. Surrounding society’s lack of recognition of the severity of the ecological and social crises is obstructing the action for sustainability. Further analysis will provide more information about enabling and constraining practices towards future images, but they seem to be strongly linked to NGOs’ ideology that includes deep understanding of sustainability and communality. The practices in and around the European NGOs seem to lead to dynamic, creative and participatory educational actions but are hindered by lack of resources and validation. References Aaltonen, A.
