Paper Primary physical education (PE) teachers’ understandings and interpretations of Physical Education and Health curriculum in China Loughborough University, United Kingdom Presenting Author:In recent years, China has continued to reform its Physical Education (PE) and Health curriculum, with growing attention being directed to the primary context. A key milestone in this process was the 2022 national PE and Health curriculum standard, which introduced a competency-oriented framework, outlining dimensions such as physical ability, health behavior, moral literacy (MoE, 2022). While clearly articulated in policy, how these dimensions are understood by teachers as part of their everyday practice remains unclear. This is significant in light of the Outline of the Plan for the Construction of China into an Education Powerhouse (2024–2035), which emphasises the role of primary PE (CPC Central Committee & State Council, 2025). Given these shifts in curricular priorities and the national emphasis on primary PE, it is both timely and important to explore how primary PE teachers understand the purpose of the PE and Health curriculum and what they prioritise in its implementation. In the wider PE literature, continuing attention has been paid to the role of teachers in translating policy into practice. Curriculum enactment is understood as a process shaped by interpretation and adaptation, rather than as direct implementation (Ball et al., 2011a, 2011b; Lambert & Penney, 2019). Research also points to the ways in which teachers exercise professional agency, navigating between policy expectations and local conditions to make situated decisions about content and teaching (Priestley et al., 2015; Penney & Alfrey, 2022). Extending this line of inquiry to primary contexts, recent work highlights that teachers’ curriculum decisions are influenced by various structural conditions (e.g., Griggs & Randall, 2025). These studies offer important insights into how curriculum policy is interpreted and enacted in local school contexts. It is therefore relevant to explore how teachers in the Chinese context make sense of PE and Health curriculum purposes and priorities in their daily practice. In the Chinese context, research has largely focused on policy level development or student outcomes (e.g., An et al., 2022; Yang et al., 2025; Zhang et al., 2021). While valuable, these approaches offer limited insight into teachers’ perspectives as a key actor in day-to-day curriculum delivery, particularly at primary level. To address this gap, the presentation draws on survey data from primary PE teachers in Hunan province, aiming to explore how teachers understand curriculum priorities, experience structural conditions, and approach their professional learning needs. Three research questions guided this study: (1) How do teachers understand and interpret the purpose and value of the PE and Health curriculum, and what priorities do they report in enactment? (2) Which structural conditions (constraints and supports) do teachers perceive as shaping their space for curriculum enactment? (3) What are teachers’ professional learning needs, and which content areas and support formats do they prioritise? Methodology, Methods, Research Instruments or Sources Used The data presented here represent phase one of a larger doctoral study. Data were collected by means of an online survey that utilised closed, open-ended and Likert scale questions to capture (1) teachers’ understandings of PE and Health curriculum purposes and priorities, (2) perceived implementation conditions, and (3) professional learning needs, enabling the generation of both quantitative and qualitative insights. Participants’ demographic information (e.g., gender, years of teaching, district) was also included. The survey was developed based on national PEH curriculum documents (MoE, 2022) and relevant literature (Ji, 2022; Wang et al., 2022), and refined through several iterations, including supervisor review and pilot testing to ensure clarity and reduce respondent burden. Data collection involved the survey being disseminated online via Qualtrics to primary PE teachers working in schools across multiple administrative districts in Hunan province over a four-week period in October 2024, with 218 completed responses received. The survey was distributed via local education networks, with district-level PE coordinators and school headmasters sharing the link within professional communication groups. Participation was voluntary with informed consent, and all data were anonymised. Quantitative data were analysed using descriptive statistics. Open-ended responses were analysed using inductive thematic analysis (Braun & Clarke, 2019), involving initial coding, category grouping and theme construction through an iterative process. Credibility was enhanced through ongoing discussions with supervisors throughout the analysis process. The study received ethical approval from the authors’ institution before data collection. Conclusions, Expected Outcomes or Findings The findings highlight three key themes, including (1) teachers’ understanding of PE and Health curriculum purpose; (2) structural conditions; (3) teachers’ professional learning needs. Theme1: Data highlighted that primary PE teachers tended to prioritise foundational content areas. The majority selected basic motor skills (92%), physical fitness (83%) and health education (83%) as key curriculum components, suggesting broad alignment in teachers’ content priorities. However, open-ended responses indicated variation in how broader aims were interpreted, including references to participation, physical literacy, and long-term educational value. Some teachers also expressed concerns about the practicality of curriculum standards, citing perceived gaps between policy intentions and classroom realities. Theme 2: A large proportion of teachers (82%) reported experiencing challenges in implementing the PE and Health curriculum. Reported constraints included perceived accountability pressures (e.g., assessment requirements), school culture factors (e.g., leadership support and style), and limited facilities or equipment (e.g., lack of basic resources, large class sizes). Notably, 73% of respondents identified limited resources and equipment as a central challenge. Nevertheless, some teachers also noted opportunities, including increased visibility of PE due to policy emphasis. Supportive school leadership was also seen as facilitating effective curriculum delivery. Theme 3: Teachers’ views on professional development (PD) centred on both the content and the delivery format of learning opportunities. Most teachers preferred practical and targeted training on specific topics. Technical skill workshops (i.e., focused on games, gymnastics, athletics) were most frequently ranked as the top PD priority (n=133), and sport-specific knowledge was one of the most frequently endorsed areas (190 mentions across responses). However, some participants noted that available opportunities did not always align with their needs, with some describing them as standardised or administratively driven. Paper Exploring Practitioner Inquiry among Chinese Physical Education Teachers: A Practice Architectures Perspective 1: Center for Teacher Education Research, Beijing Normal University, China; 2: College of Physical Education and Sports, Beijing Normal University, China Presenting Author:Teacher professional learning has increasingly been conceptualised as a situated, ongoing, reflective, and practice-based process rather than a linear accumulation of knowledge or skills (Han et al., 2025). Within this thinking shift, practitioner inquiry has been widely recognised as a well-established, effective, and evidence-informed approach for supporting teachers’ professional learning (Goodyear et al., 2013). Research has indicated that practitioner inquiry can facilitate teachers’ professional learning by critically examining practice, challenging taken-for-granted assumptions, prompting pedagogical change, and generating context-sensitive knowledge (Gilchrist, 2018; Luguetti et al., 2025). In physical education (PE) field, practitioner inquiry has gained increasing attention as a means of supporting PE teachers’ professional learning and pedagogical development (Alfrey et al., 2017). For example, practitioner inquiry has been employed as a powerful tool to promote PE teachers’ understanding and enactment of social justice pedagogies (Philpot & Ovens, 2025), Teaching Games for Understanding (Casey & Dyson, 2010), and cooperative learning (Casey et al., 2009). However, much of this research has tended to position practitioner inquiry as a methodological tool or intervention, focusing primarily on outcomes, effectiveness, or teachers’ perceptions and experiences. As a result, practitioner inquiry is often portrayed as an individual or technical endeavour, rather than as a socially and materially situated practice shaped by the everyday conditions of PE teachers’ work. This outcome-oriented framing risks overlooking how practitioner inquiry is enabled, constrained, enacted, and sustained within specific practice contexts. From a practice-based perspective, changes in teachers’ practice through practitioner inquiry cannot be understood as linear or straightforward processes. Teachers’ engagement in inquiry is shaped by multiple, interrelated conditions embedded in their everyday professional environments, including school cultures, organisational structures, material arrangements, time constraints, professional discourses, and power relations ( Goodyear et al., 2013). While teachers may recognise the value of practitioner inquiry for professional learning, limited time, heavy workloads, restricted access to resources, and uncertainty about what constitutes “research” can constrain their sustained engagement (Ellis & Loughland, 2016; MacPhail et al., 2025).. At the same time, collaborative relationships with researchers and colleagues, as well as access to supportive conceptual and theoretical resources, can enable teachers’ confidence, agency, and participation in inquiry processes (Philpot & Ovens, 2025). Although existing studies acknowledge that practitioner inquiry is shaped by such conditions, there remains limited research that systematically examines how these conditions interact to shape practitioner inquiry as a situated practice, particularly within the Chinese PE context. To address this gap, this study draws on the theory of practice architectures to examine practitioner inquiry as a socially and materially embedded practice (Kemmis et al., 2014). The theory conceptualises practices as configurations of sayings, doings, and relatings, which are prefigured by three interrelated sets of arrangements: cultural-discursive, material-economic, and social-political (Mahon et al., 2017). These arrangements shape what is sayable, doable, and relatable within a given practice, thereby enabling or constraining what becomes possible in practice. From this perspective, practitioner inquiry is not treated as an individual method or technical procedure, but as a practice that unfolds within a complex micro-ecology of cultural meanings, material conditions, and social relationships. Taken together, this study explores how three Chinese PE teachers’ engagement in practitioner inquiry, in collaboration with three university-based researchers, unfolds within their everyday practice contexts. By foregrounding the conditions that enable and constrain practitioner inquiry, this study contributes a nuanced, context-sensitive understanding of practitioner inquiry as a practice-based change process and offers insights into how practitioner inquiry might be more thoughtfully designed and supported within PE teacher professional learning in China and beyond. Methodology, Methods, Research Instruments or Sources Used This study forms part of a larger transnational research project that aimed to build collaborative partnerships to enhance the teaching of PE in New Zealand and China. This study employed an exploratory, multi-method case study design (Flyvbjerg, 2006) and focused specifically on the experiences of three PE teachers engaging in practitioner inquiry in Beijing, China. As a situated case, it enabled an in-depth and contextually embedded exploration of how PE teachers worked as practitioner-researchers alongside university-based researchers to investigate and refine their teaching practice, as well as the contextual conditions that enabled or constrained their practitioner inquiry process. Participants of this study were recruited through purposive sampling (Savin-Baden & Major, 2013), and three PE teachers accepted and signed consent forms to be part of this study. Participants were selected as they had established professional relationships with the researchers and a strong desire to develop their teaching practice, which was important for shaping a trusting and collaborative inquiry community. In addition, to ensure heterogeneity and representativeness, three recruited participants worked in different types of schools as specialist PE teachers. Data were collected through reflective journaling, focus groups, observations, post-lesson interviews, and artefacts. Researchers maintained audio-recorded reflective journals following each workshop and classroom observation to capture participants’ inquiry process. Participants were also invited to record their reflections and experiences in audio or written form. Focus groups were conducted during each workshop to document collective and shared experiences among participants. Researchers observed participants’ lessons and conducted post-lesson interviews after each observation to explore participants’ pedagogical actions, decision-making, and underlying beliefs. Artefacts included participants’ lesson plans, reflection notes, and communication records as supplementary data resources to enhance the credibility and trustworthiness of the findings. The data collected in this study were analysed using the six-step reflexive thematic analysis (Braun & Clarke, 2019). Reflexive thematic analysis recognises that themes do not pre-exist but are actively constructed through researchers’ interpretive and reflexive engagement with the dataset (Braun & Clarke, 2021). In this sense, the generation of codes and themes was conducted inductively and iteratively, with reflexivity central to all steps of the analytic process. All three researchers engaged collaboratively throughout the six steps of the analytic process through ongoing reflexive dialogue and critical discussion, which supported deeper interpretation, challenged assumptions, and enriched the analytic account. Finally, three overarching themes were constructed. Conclusions, Expected Outcomes or Findings The findings of this study indicate three overarching themes that reveal how three PE teachers’ practitioner inquiry was enabled and constrained by configurations of cultural-discursive, material-economic, and social-political arrangements. Rather than predefined categories, these themes reflect the lived experiences and context-specific conditions expressed by participating teachers and researchers. The first theme, ‘making sense of practitioner inquiry’, conveys how PE teachers’ engagement in practitioner inquiry was significantly shaped by their understanding of what practitioner inquiry is and of how to identify practice-based issues and design improvement plans. Although all participants in this study had prior experience of engaging in research-informed professional learning opportunities, practitioner inquiry remained a relatively unfamiliar and ambiguous concept within their professional contexts. The second theme, ‘institutional arrangement’, reveals how practitioner inquiry was influenced by time constraints, spatial limitations, curriculum requirements, and professional responsibilities. These material-economic conditions often constrained teachers’ capacity to enact and sustain inquiry-informed changes, even when teachers were motivated to engage in reflective and improvement-oriented practices. The third theme, ‘collaborative and equal partnership’, highlights that developing a collaborative and equal partnership was a critical condition shaping PE teachers’ experiences and enactment in practitioner inquiry. The data illustrate that communication, relational trust, and researchers’ role positioning were closely intertwined, collectively shaping whether a collaborative and equal partnership could be established and sustained as teachers’ inquiry practices unfolded over time. In conclusion, these findings foreground practitioner inquiry as a situated and socially embedded practice rather than a technical method or individual endeavour. From a practice architectures lens, this study illustrates how PE teachers’ inquiry practices were prefigured by interrelated cultural-discursive, material-economic, and social-political arrangements within their everyday work contexts. This highlights the non-linear and dynamic nature of practitioner inquiry, where change emerges through teachers’ ongoing negotiation of meanings, material conditions, and relationships. Paper From Assessment to Lesson Architecture: How Zhongkao Pressure Shapes Pedagogy and Participation in Middle School Physical Education University of Strathclyde, United Kingdom Presenting Author:Middle school physical education in China is increasingly shaped by Zhongkao related fitness testing and score-based evaluation (Weng and Xie, 2024). Zhongkao pressure does not only change what is assessed. It also reshapes physical education pedagogy by influencing how lessons are organised and managed in everyday practice (Meng et al., 2020). This paper examines how exam pressure becomes visible in lesson organisation through four priorities: order, safety, efficiency, and measurable performance. Rather than explaining participation mainly through individual factors, it focuses on how routine pedagogical decisions, including task sequencing, grouping, spatial organisation, monitoring, and feedback, shape participation conditions. Zhongkao is a high stakes transition point in Chinese schooling, and physical education has become embedded within this broader assessment and admissions system through fitness testing and score based outcomes (Wu, 2015). The Zhongkao physical education test marked an important shift by integrating a compulsory non written assessment into the junior secondary admissions system (Weng and Xie, 2024). It is typically scheduled several months before the written examinations, often producing the first tangible score in the Zhongkao cycle (Chen and Brown, 2013). This score contributes directly to the total admission score, with weighting varying across locations (Yang et al., 2025). Because admission to selective senior high schools is determined by the cumulative Zhongkao score, the physical education component can materially affect placement, particularly for students near cut off points (Weng and Xie, 2024). In this context, students, parents, and schools often intensify their focus on measurable physical performance, especially in the final year, when preparation becomes more structured and time sensitive (Weng and Xie, 2024). Although test formats and weightings vary across locations, the shared feature is that students’ performance is rendered visible and comparable through standardised indicators, which encourages a narrow emphasis on what can be measured and verified (Luo and Yang, 2025). In school physical education, this assessment environment can encourage lesson designs that prioritise demonstrable results within limited time, for example through repeated practice of test related tasks, tight pacing, and frequent checking of performance (Meng et al., 2020). It can also heighten concerns about disorder and accidents, because incidents may interrupt preparation and create accountability risks for teachers and schools (Meng et al., 2020). These conditions make Zhongkao pressure an important context for sports pedagogy research, because they raise questions about how assessment priorities travel into everyday teaching and how routine lesson organisation shapes participation opportunities and the terms of legitimate engagement for girls. By positioning Zhongkao pressure as a pedagogical influence rather than only a policy context, the paper contributes to sports pedagogy scholarship on assessment, lesson organisation, and gendered participation. It also provides a basis for identifying feasible leverage points for improving participation within exam pressured constraints, while avoiding deficit narratives that locate the problem primarily within girls themselves. Methodology, Methods, Research Instruments or Sources Used This study uses a multi sited qualitative design to examine how Zhongkao related assessment pressure is enacted through the organisation of middle school physical education lessons and how this organisation shapes girls’ participation opportunities (Marcus, 1995). Fieldwork was conducted in four Chinese middle schools selected to capture variation in regional context and school conditions, with two schools located in the south (Nanjing and Zhenjiang) and two schools located in the north (Dalian and Harbin). The design supports cross site comparison of lesson routines and participation conditions under a shared assessment regime, while attending to differences in facilities, climate, class size, and local implementation of physical education testing. Data generation combined classroom observations, informal teacher interviews, and girls’ focus group discussions (Hammersley & Atkinson, 2019). Observations focused on lesson architecture and interactional routines, including task selection and sequencing, grouping practices, spatial organisation, management of order and safety, monitoring of effort and performance, and the distribution of feedback and public recognition. Fieldnotes captured both descriptive accounts of (Uldam & McCurdy, 2013) lesson events and analytic notes on how organisational moves shaped participation. Informal teacher interviews were conducted before and after lessons when possible, and they focused on teachers’ rationales for lesson design, their interpretations of Zhongkao related demands, and their practical concerns about safety, efficiency, and accountability (Vaivio, 2012). Girls’ focus groups explored how participants experienced lesson organisation, how they interpreted participation expectations, and what strategies they used to manage visibility, risk, and evaluation in exam pressured physical education (Armour & Doune Macdonald, 2012). Analysis followed an iterative coding process informed by constant comparison. First, observation and interview materials were unitised into meaning units, such as a specific instruction, a task rule, a management move, a monitoring action, a feedback episode, or a student response. Open coding then identified recurrent pedagogical practices and participation forms, with analytic memos documenting preliminary interpretations and boundary conditions. Focused coding developed higher level categories linked to the four pedagogical priorities highlighted in the study, namely order, safety, efficiency, and performance. A second cycle of analysis examined how these priorities were realised through specific organisational routines and how they generated differentiated participation conditions for girls across sites. Cross site comparison and negative case analysis were used to refine emerging mechanism accounts and to avoid treating any single lesson or school as representative. Conclusions, Expected Outcomes or Findings This paper argues that Zhongkao related assessment pressure should be understood as a pedagogical influence that shapes how middle school physical education is organised, not only as a background policy context. When physical performance is assessed and recorded for admissions, lessons tend to be organised around what can be delivered smoothly and evaluated visibly within limited time. Zhongkao pressure is conceptualised here as operating through routine organisational decisions, including task sequencing, grouping, spatial and equipment management, monitoring of effort and movement, and the distribution of feedback and public recognition. Although these decisions can appear ordinary, they can function as mechanisms that structure participation opportunities and define what counts as legitimate engagement in exam pressured physical education. A central implication is that girls’ participation should not be treated primarily as an individual problem of motivation, confidence, or ability. Under assessment pressure, participation expectations are shaped by lesson organisation that prioritises control, safety, efficiency, and measurable performance. In such settings, girls may be positioned to participate on terms that favour compliance, low visibility, and risk avoidance, especially when public monitoring and normative standards of correct performance are emphasised. For research on teaching and learning in physical education, the paper highlights the need to examine how high stakes assessment shapes everyday teaching through lesson organisation and the management of space and visibility. It also points to feasible leverage points for pedagogical redesign within Zhongkao pressured constraints, including task progressions that offer differentiated challenge without public ranking, recognition beyond test related outcomes, and grouping and spatial arrangements that broaden access to valued space and visible competence.
