34. Research on Citizenship Education
Paper Teaching History as a Tool for Citizenship Education: The Case of Belgium UCLouvain, Belgium Presenting Author:When it comes to fostering citizenship in schools, history lessons are often presented in Europe as playing a decisive role (read OHTE, 2024). They are supposed to open students’ minds to otherness, help them understand the world in which they live, apprehend contradictory logics and avoid Manicheism (Arthur et al., 2001; Barton and Levstik, 2004; Grossrieder, 2015; Joutard, 2015; Souplet, 2018; McCully, 2018 Epstein, 2018). To achieve this, history lessons rely on two complementary dimensions: the transmission of knowledge and the development of skills. On the one hand, students must acquire historical knowledge in order to understand the past in all its complexity and nuances. Yet, this knowledge should not be abstract but meaningful – some even speak of a “useful” past (Cole, 2007) – in order to impart historical consciousness, understood as “how the past is experienced and interpreted in order to understand the present and anticipate the future” (Rüsen, 1987, p. 286). On the other hand, history lessons must also prepare students for their future role as citizens. This can be achieved through skills-based teaching: learners must be introduced to the historian’s method, including how to approach sources, distinguish between continuities and ruptures, and critically analyze information (Bugnard, 2015; Nitsche, 2015). The overall aim is to equip students with skills considered essential for citizens’ participation in society. In this contribution, I examine the missions assigned to history classes by Belgian political authorities. Belgium offers an interesting case study, as it has undergone a process of dissociative federalism: since the seventies, its three communities have become increasingly institutionally distant, to such an extent that all powers relating to education have been transferred to the three linguistic communities. As a result, history teaching is governed by different reference frameworks depending on pupils’ language. Does this mean that these three communities, governed by different political authorities, do not share the same view of the objectives of history teaching? I argue that answering this question is crucial for three reasons. Firstly, Belgium is often characterized as a deeply divided society – « political communities characterized by mutually reinforcing divisions » (Caluwaerts & Reuchamps, 2020, p. 54). Among these divisions, history is particularly sensitive, notably with regard to colonisation, collaboration, the Holocaust and interlinguistic relations (see Benvindo & Peeters, 2012; Hirst & Fineberg, 2012; Luminet et al., 2020). Teaching the past can therefore simultaneously function as a means of mitigating conflict and as a space where it may manifest. Understanding these dynamics is not only relevant from a Belgian perspective, but also contributes to the literature on education in divided societies (see for instance Gallagher, 2004 or Bentrovato et al., 2016). Second, the potential of history lessons is not unidirectional. History can also be taught in ways that foster antagonistic representations of groups, thereby reinforcing existing divisions (Psaltis et al., 2017; McCully, 2018). It is therefore crucial to examine the missions entrusted to the teaching of the past: is it to turn towards a peaceful future, or anchor them in a conflictual past? Finally, history classes are among those that attract the greatest political and societal attention (Chapman 2007; Audigier, 2016). Studying the policy frameworks governing history teaching – its objectives, methods, and content recommendations – thus sheds light on political agendas, as well as on a society’s relationship to its past and its expectations regarding its educational system. Exploring the missions assigned to history teaching is therefore essential. Furthermore, in the Belgian case, no comparison between the three communities has yet been published, to my knowledge. This is the aim of the present contribution. Methodology, Methods, Research Instruments or Sources Used To achieve this objective, the contribution will be based on a systematic study of all official texts governing the teaching of history in Belgium. However, I do not intend to cover the entire Belgian education system, which would far exceed the scope of the conference. I will therefore focus on upper secondary education (students aged 14-15 to 18-20). Plus, each Belgian school is registered within one of the three official communities, depending on the language of instruction, and also within an education network depending on its mode of financing and its liberty towards political authorities (official directly financed, official indirectly financed, and “free” directly financed by the Community). These networks differ across communities. Every Community writes a référentiel – a relatively broad framework that defines the objectives, methods, and content of teaching – which is then operationalised through a programme written by each network. There are twelve essential texts for studying the politics of history teaching in Belgium: the three référentiels and their translations into each networks (through nine different programs). All these texts will be analysed using the Qualitative Data Analysis method developed by Miles and Huberman (Miles et al., 2014). They will therefore be coded in order to determine, for each text: (a) the objectives of the history course; (b) what is expected of pupils at the end of the course; (c) the methods required of teachers; and (d) the content to be covered in class. This first step will enable us to identify the political project that each community has for history teaching. We will then compare the results in order to identify similarities and differences between the communities. Finally, we will conclude by examining the extent to which the teaching of history, as organized by each community, is – or is not – seen as a tool for citizenship education. One important limitation must be noted: there is a gap between policy frameworks and teachers’ actual practices. This limitation will be addressed in the discussion, as it lies at the core of my ongoing doctoral research. I am currently conducting interviews with history teachers, which may provide further insight intro the conclusions presented here. Conclusions, Expected Outcomes or Findings I am still in the process of writing this section of my doctoral thesis, which will be completed in the course of February. I can therefore only formulate a number of preliminary conclusions, which will be refined in the coming weeks. First, history teaching in the three Belgian communities appears to have undergone a shift similar to that observed in most European education systems. The main objective is to educate pupils so that they become future citizens. Therefore, the emphasis has progressively moved towards teaching a “useful” past and the development of skills rather than the accumulation of factual knowledge. Second, significant differences emerge between the Communities with regard to the practical modalities of history teaching, especially concerning the themes that are to be taught. It is important to note that they may be partly explained by the differing dates at which the policy texts were adopted. The référentiel developed by the Flemish Community dates from 2019, whereas the French-speaking schools still rely on a framework adopted in 1999. As a result, the latter does not incorporate more recent societal and historiographical developments, for example in relation to (de)colonial or gender issues. Finally, substantial differences can also be observed within the Communities themselves, due to the coexistence of several education networks. Within French-speaking Belgium, for example, important disparities separate schools belonging to the “free” network from those in the official network. Indeed, while history teaching only starts in the third year of secondary education in the former, it is taught from the first year in the latter. Paper Turning Study into Impact: Teaching Materials for Social Studies Educators University of Latvia, Latvia Presenting Author:Global changes and crises highlight the need to support education as one of the pillars of sustainable development (UNESCO, 2018). Maintaining sustainability in today’s world requires flexibility and skills to be prepared for life in an unpredictable environment. However, over the last decade, citizenship has become part of life skills, and citizenship competence has been defined as one of the key competences for lifelong learning (European Commission, 2019, p. 12). It is described as the “ability to act as responsible citizens and to fully participate in civic and social life (…)” This highlights the importance of having a highly relevant civic and citizenship curriculum to support sustainable development in rapidly changing global circumstances. Citizenship education is part of the social science curriculum in schools, where students learn moral principles and values (Veugelers & Groot, 2019), feel liberated and empowered (Duplass, 2018) and become aware that they can change things by political action (Whiteley, 2014). The home and the school are the primary environments in which students develop civic habits and learn how to act in society for the benefit of themselves and others. However, teachers in the school environment play several roles in the social science teaching process (Duplass, 2021) and are responsible for delivering content that supports students civic-mindedness and civic self-efficacy in their role as present and future citizens at the community, national, and global levels. In circumstances where Western democracy and values are experiencing a crisis, influenced by fake news, populism, and other hybrid activities that threaten and challenge Western society, resilience, and civic engagement as such, it is important to develop teaching materials that strengthen critical thinking, societal resilience, and a deeper understanding of citizenship. Research-based social science content provides an opportunity to fill the gap and to create targeted teaching materials that help to develop students’ citizenship competence and self-efficacy. The aim is to develop teaching materials based on the results of the ICCS 2022 study to support teachers in delivering social science content to Latvian students in Grade 7–9, and to help bridge the gaps in students’ knowledge and skills. Methodology, Methods, Research Instruments or Sources Used he research database is the IEA ICCS 2022 dataset. In spring 2022, the IEA ICCS study was conducted in 24 countries, including Germany which participated in two federal states. The survey target group was Grade 8 students aged 13–14. The IEA ICCS research instruments included a cognitive test and an international questionnaire. In the first stage of the study, data from all participating countries and the ICCS 2022 scales (ATTENV, CITCON, CITEFF, CITSOC, CIVLRN, COMPART, DEMTHRT, ELECPART, ENGDM, ENREST, ENVACT, ENVCON, GENEQL, GLOBCIT, ILLACT, IMMPOS, INFDEC, INTACT, INTRUST, LEGACT) (Afana et al., n.d.) were used. Afterwards, the IEA ICCS 2022 scales were ranked to determine Latvia's position among ICCS participant countries with the aim of identifying civic weaknesses among the Latvian Grade 8 students. In the second stage of the study, five scales (OPDISC, STUTREL, DEMTHRT, ELECTPART, LEGACT) in which Latvian students had the lowest results were selected. The content of these scales was then analyzed. Based on the analysis, ICCS themes for teaching material for social science teachers (Grade 7–9) were developed. In the third stage of the study, a content analysis of social and civic education (Valsts izglītības satura centrs, n.d.) and cross-curricular skills (Republic of Latvia Cabinet, 2018) in Grade 7 –9 was conducted to determine whether the five selected ICCS scale themes are taught to Latvian students in Grades 7 –9. In the fourth stage of the study, lesson topics were developed based on the content of the scales; expected outcomes in the field of social and civic education were aligned; examples of teaching the topics were developed and differentiated by grade level; and recommended strategies, approaches, and methods were provided, along with sample tasks and resources. Conclusions, Expected Outcomes or Findings The aim of the study was to develop teaching materials based on the results of the ICCS 2022 study to support teachers in delivering social science content to Latvian students in Grades 7–9, and to help bridge the gaps in students’ knowledge and skills. The ICCS 2022 results showed that Latvian students have weak skills in discussing and articulating their opinions, limited ability to build respectful relationships, low levels of engagement in electoral and civic activities, and a limited understanding of potential threats to democracy. The ICCS 2022 study results show that Latvian students have low levels of resilience and lack the ability to articulate arguments, which may indicate a low level of critical thinking and limited ability to participate in civic processes. This may, in the future, lead to civic passivity and a weak civil society. To strengthen these areas, a teaching material for social studies in Grades 7 –9 was developed based on the ICCS 2022 study data. Further research may be related to the evaluation and improvement of the teaching material based on teachers’ feedback and the results of the IEA ICCS 2027. Paper Reimagining Data Literacy: Creative Pedagogies for Critical Citizenship Education University of Oulu, Finland Presenting Author:Data has become a significant source of power, with the capacity to reinforce discriminatory practices and deepen inequalities affecting marginalized groups (Richterich, 2018). The expanding datafication of society—“taking all aspects of life and turning them into data” (Cukier & Mayer-Schoenberger, 2013, p. 35)—raises concerns about its implications for democracy and social justice. Scholars argue that datafication can restrict individuals’ agency by positioning them as passive users within opaque technological systems (Pangrazio & Sefton-Green, 2020). While datafication influences society broadly, its impacts vary across generations. Generation Z—whose lives are deeply shaped by digital technologies—experiences datafication as a central part of everyday and future life (Haddington et al., 2022). As a response, data literacy has been incorporated into the Council of Europe’s digital citizenship education guidelines and into the Finnish national curriculum. Despite this growing institutional recognition, data literacy remains contested. Multiple definitions coexist (Gebre, 2022; Wolff et al., 2019), and debates persist over whether data literacy should focus on technical skills, inquiry-based learning, or civic engagement. Skill-centered approaches are often criticized for portraying data as neutral, overlooking its social and political dimensions (Bhargava et al., 2015; D’Ignazio, 2017). Other critiques highlight the limited attention given to learners’ experiences, identities, and community contexts. Even as data literacy initiatives expand, researchers continue to identify challenges in engaging diverse learners in meaningful, critical data education (D’Ignazio, 2017). This study responds to these challenges by conceptualizing data literacy as a critical practice essential for fostering critical citizenship (Durham, 2019). It is grounded in the view that, within datafied societies, individuals must be able not only to understand how data is collected and used but also to interrogate unjust systems and imagine alternatives. The research contributes to digital citizenship education by bringing together social justice perspectives with participatory, critical, and creative approaches designed to support young people’s data literacies. The study is situated within the Critical DataLit project, which frames literacy as a means to enable democratic and empowering data practices. Drawing on critical pedagogy and critical data pedagogy (Markham, 2020), the project encourages learners to explore, question, and reflect on the data practices they engage in. Building on scholarship advocating for creative practices to broaden participation in science and technology education, Critical DataLit challenges approaches that prioritize technical skills alone. Such approaches, it argues, are insufficient for engaging non‑technical learners. Research in science education shows that creative practices rooted in arts and design can open more inclusive spaces for participation and support equity (Mejias et al., 2021). Following this insight, the project integrates methods that combine making and technology with artistic practices, including critical making and critical design (Hertz, 2012; Iivari et al., 2021), to democratize data practices. It also employs narrative and speculative methods, such as design fiction (Durall, 2022; Sharma et al., 2022), to foster civic engagement. These creative, imaginative modalities invite learners to explore and envision data futures oriented toward social justice, thereby strengthening their capacity to interrogate and reimagine datafied systems. This study extends this work by examining the potential of creative and speculative design methods to support critical citizenship education with youth aged 15–17 in non-formal learning settings. We investigate three methods inspired by the futures tradition, drawing on Johnson and Morris’s (2010) framework for critical citizenship education. The findings provide insights into young people’s knowledge, skills, values, and dispositions related to data and data-driven technologies. These are interpreted through four dimensions of critical pedagogy—politics/ideology, social/collective, self/subjectivity, and praxis/engagement—showing how creative and speculative practices can cultivate critical, reflective, and socially aware data literacies. Methodology, Methods, Research Instruments or Sources Used The research presented in this paper draws on fieldwork from three case studies carried out within the AI Ambassador Program, a two‑week summer traineeship organized by university researchers in collaboration with the city and implemented in 2024 and 2025. Each cohort in the program was intentionally composed to reflect a wide range of backgrounds, bringing together young people with diverse racial, national, and gender identities. Participants came from African, Asian, American, and European origins, all living in the Nordic city where the program took place, and several had prior experiences of migration. As a non‑formal learning initiative, the AI Ambassador Program invited youth to take on active roles as contributors and “ambassadors,” positioning AI as both a technological and a socio‑ethical field of inquiry. Rather than centering solely on technical knowledge, the program encouraged participants to engage critically with the societal implications of AI. The activities were conducted in English, and all participants had sufficient proficiency to engage effectively in discussions and collaborative work. The creative methods used in the workshops combined speculative thinking with hands‑on design activities. This study draws on data from three group exercises: (i) Future Headlines, where participants imagined how a current social injustice in data‑driven societies could be overcome by crafting fictional news headlines from a desirable future; (ii) Interactive prototyping as part of experiential futures, in which groups designed AI-driven emotion‑monitoring services aimed at improving learning experiences; and (iii) Speculative design of AI services supporting love and friendship, developed within a possible future archetype scenario. The workshops involved between 14 and 20 young participants. Across all three cases, the research dataset consisted of background questionnaires, video and audio recordings of the sessions, documentation of youth‑created artifacts, researchers’ field notes, and end‑of‑program focus groups. Drawing on this multimodal material, the qualitative analysis applies Johnson and Morris’s (2010) framework for critical citizenship education to examine young people’s knowledge, skills, values, and dispositions related to data and data‑driven technologies. The findings are interpreted through four dimensions of critical pedagogy—politics/ideology, social/collective, self/subjectivity, and praxis/engagement—to identify opportunities and limitations of creative and speculative methods to foster critical, reflective, and socially conscious data literacies. Conclusions, Expected Outcomes or Findings The findings provide insights into young people’s knowledge, skills, values, and dispositions related to data and data‑driven technologies. Interpreted through Johnson and Morris’s (2010) four dimensions of critical pedagogy—politics/ideology, social/collective, self/subjectivity, and praxis/engagement—they show how creative and speculative methods can nurture critical and socially aware data literacies. The analysis draws on three activities: (i) Future Headlines, where participants envisioned a future in which a current data‑related social injustice had been overcome; (ii) Interactive prototyping within an experiential futures framing, where groups designed digital emotion‑monitoring tools to improve learning experiences; and (iii) Speculative design of AI services supporting love and friendship, situated in a future archetype scenario. All activities strongly supported the social/collective dimension. Groups were self‑organized to ensure a balanced mix of skills and sociocultural backgrounds, and in each case participants reflected on the broader societal implications of data‑driven technologies. The activities also advanced critical analysis skills, though with different emphases. The interactive prototyping and speculative design tasks encouraged participants to question what counts as data and to identify biases in the datasets used to train AI models. Insights related to politics/ideology—such as reflections on oppression, power relations, and structural inequalities—were most evident in the Future Headlines and speculative design exercises. Evidence for the self/subjectivity and praxis/engagement dimensions was more limited. The short duration of the workshops and the creative, future‑oriented nature of the activities may have made it difficult for participants to connect their reflections to personal trajectories or lived identities. Similarly, while a few participants later contacted the research team seeking support to organize awareness activities in their schools, the longer‑term influence of the workshops on participants’ actions remains largely unknown. Paper Serious Games for Civic Learning: Between Procedural Rules and Human Agency Vytautas Magnus University, Lithuania Presenting Author:Contemporary civic education faces growing challenges in engaging young people in meaningful democratic participation, as traditional pedagogical approaches struggle to combine rational instruction with experiential, affective and relational dimensions of learning. In this context, serious games and gamified learning environments have gained prominence as socio-technical spaces where learners encounter civic norms, ethical dilemmas and collective decision-making through participation rather than instruction alone. This paper conceptualizes serious games as micro-laboratories of civic learning, where rule-based systems, procedural logics and immersive experiences intersect to shape learners’ civic agency. Drawing on theories of procedural rhetoric developed by Ian Bogost, democratic and experiential education articulated by John Dewey, and critical pedagogy advanced by Gert Biesta, the paper argues that serious games do not merely function as motivational tools, but as relational learning environments in which ethical norms, responsibility and democratic values are enacted through interaction, choice and consequence. Positioned within the broader discourse on human–AI collaboration in education, the study is guided by the following research question: How do algorithmically mediated structures in civic serious games shape the co-construction of learners’ moral reasoning, civic agency and critical reflection? Methodology, Methods, Research Instruments or Sources Used In this paper, human–AI collaboration is understood not as direct interaction with intelligent agents, but as a pedagogical relationship in which learners’ judgement and agency are co-shaped through algorithmically mediated game systems. Methodologically, the paper adopts a theory-driven conceptual analysis combined with a comparative, case-based examination of three exemplar civic serious games (iCivics, Community PlanIt and People Power). The analysis focuses on procedural rules, feedback mechanisms and adaptive choice architectures as key sites where ethical judgement and agency are distributed between learners and algorithmically mediated systems. Conclusions, Expected Outcomes or Findings Through this comparative conceptual analysis, the study explores how human judgement, emotional engagement and social imagination interact with rule-based and technologically mediated systems in shaping civic learning experiences. In dialogue with work on ethical gameplay and moral responsibility by Miguel Sicart, the analysis reveals a productive tension between procedural rationality and aesthetic experience, showing how civic games can foster empathy, ethical awareness and democratic competence when technological design supports, rather than replaces, human interpretation and relational pedagogy. The paper contributes to current debates on ethical and pedagogical responses to AI-driven educational environments by offering a conceptual framework for understanding serious games as sites of human–AI co-creation, where civic identities, values and agency are continuously negotiated. In doing so, it addresses the need for civic learning designs that prioritise inclusion, trust and student agency in an increasingly algorithmically mediated educational landscape.
