34. Research on Citizenship Education
Paper Preparing Children in Early Primary Education for Citizenship: Participation and Self-Governance in School Practice University of Silesia in Katowice, Poland Presenting Author:The aim of the project was to examine the process of preparing children for citizenship and self-governance in primary school (ages 6–9). As a result of the conducted research, an original educational programme was developed to support the propaedeutics of self-governance among children aged 6–9 in a community primary school. The main research problem addressed in the study was formulated as follows: How do early school-age children experience and make sense of the process of developing citizenship and self-governance within the everyday practices, relationships and culture of the school environment? This question also encompassed the identification of factors that children perceived as enabling or constraining self-governance at this educational stage. Previous research in the field of educational sciences addressing self-governance in educational institutions has focused primarily on older children and adolescents, as well as on the organisational structures and formal functions of student councils. This gap is particularly visible also in the European context. In contrast, this study concentrated on younger children and on self-governance as an everyday, lived experience within school life. The research was situated within a broader European and international context related to childhood studies, particularly drawing on Harry Shier and Laura Lundy’s work on children’s participation. This perspective highlights that many countries continue to struggle with the effective implementation of Art. 12 of the CRC, which guarantees children the right to express their views and to participate in matters affecting them. The study responded to a noticeable gap in existing research, as there remains a lack of in-depth analyses of children’s participation processes in relation to their psychomoral development. In particular, little attention has been paid to the early primary education stage (grades 1–3) and to the ways in which everyday school practices, peer relations and adult–child interactions shape the development of self-governance from the children’s perspective. The research was conducted using a participatory approach, which involved students as active contributors throughout the research process, including the formulation of research questions, data generation and the interpretation of findings. This approach made it possible to explore areas that have so far been insufficiently examined in scientific reflection, especially from the perspective of children themselves. Such an approach is crucial for understanding self-governance not merely as an institutional arrangement, but as a practice of co-decision embedded in everyday school life. Due to the participatory character of the study and its implementation in a small community school, the findings were enriched by local and contextual factors that are often overlooked in quantitative studies and pedagogical experiments. While the study was conducted in a specific community school, similar school environments can be found across Europe and often function as laboratories for innovative approaches to participation and citizenship education. An important component of the research involved a systematic inquiry into my own educational practice. This self-study was carried out with continuous reflection on my intentions, strategies and behaviours as an educator. The research also assumed that gaining insight into children’s worlds requires joint meaning-making processes, supported by a range of research tools that enable children to express their experiences not only verbally, but also through non-verbal and creative forms of communication, in line with Alison Clark’s Mosaic Approach. The trust established with children and parents over time allowed access to research areas that would be difficult for an external researcher to reach. A sense of security and community, developed within the school environment, constituted a key ethical condition for both the research process and the meaningful participation of children. The findings underline that effective social participation in early primary education depends on educational environments and adult practices grounded in mutual acceptance and respect for children’s agency. Methodology, Methods, Research Instruments or Sources Used The subject-participation paradigm was adopted as the theoretical and methodological framework of this study. This paradigm assumes the active involvement of research participants in the construction of knowledge and emphasizes the co-creation of meanings within everyday educational practice. Its adoption determined both the type and strategy of the research, which was conducted as educational action research. The study was carried out in a natural school setting and followed a cyclical action research structure comprising planning, action, observation, and reflection. This approach prioritized teachers’ professional understandings and pedagogical judgments, with a particular focus on practice—understood as the interpretations and decisions developed and enacted by teachers and pupils in specific educational situations. At the same time, attention was directed toward children’s experiences of participation, agency, and responsibility within the classroom community. Pupils’ forms of resistance were also examined and interpreted as emancipatory practices that play a significant role in the early development of citizenship. In order to enhance the credibility and analytical depth of the study, methodological triangulation was applied through the use of multiple research tools and data sources. The research employed the following instruments: - a researcher’s reflective journal, systematically documenting pedagogical actions, decision-making processes, and analytical reflections across successive action research cycles; - participant observation, focused on everyday classroom practices, peer interactions, teacher–student relationships, and situations involving shared decision-making; - semi-structured interviews with children, aimed at exploring their perspectives on participation, influence, and self-governance within the classroom; - visual data, including photographs and video recordings of educational activities, documenting pupils’ independent work, presentations, collaboration, and group processes; - analysis of documents and pupils’ artefacts, such as classroom rules, agreements, planning tools, and project outcomes; - qualitative data analysis supported by MAXQDA software, enabling systematic coding, category construction, and comparative analysis between research cycles. The integration of these methods allowed for a comprehensive and in-depth examination of children’s experiences of self-governance in early primary education. Moreover, it enabled an analysis of the teacher’s role and the school environment in creating conditions that support the development of pupils’ agency, subjectivity, and responsibility. Conclusions, Expected Outcomes or Findings The implementation of three cycles of action research resulted in several key findings: 1. Teacher’s Role: The most decisive factor influencing self-governance was the teacher’s individual pedagogical theory. The teacher’s educational style, language use, and understanding of each child’s zone of proximal development proved pivotal. Regular opportunities for co-decision-making increased children’s engagement. Notably, pupils also displayed forms of resistance, which the new model of self-governance incorporates as a natural component of classroom dynamics. 2. School’s Role: Awareness and support from the headteacher and teaching staff are crucial to implementing the proposed self-governance framework. Cultivating a school culture that values emancipation fosters a stable environment conducive to children’s active participation. 3. Group Dynamics: At this stage of education, self-governance primarily occurs within the classroom. Sociometric analyses identified children with high peer influence who, when positively inclined toward self-governance, effectively promoted peer integration. The analysis also revealed patterns of gender homophily, with children tending to form peer relations and decision-making groups primarily within same-gender networks. These patterns influenced participation dynamics and access to informal leadership roles within the classroom. 4. Change Over Time: Implementing action research across three iterative cycles showed that cultivating self-governance is a gradual process. 5. Developing a Theoretical and Practical Model: Based on the data collected, the research produced a theoretical framework of propaedeutics of self-governance and an accompanying pedagogical program. More broadly, the results indicate that fostering self-governance in early schooling can prepare children for more advanced forms of participation later on. In addition, this project demonstrates how the CRC may be meaningfully realized in everyday school practice, aligning with Europe-wide efforts to build more democratic and inclusive schools. The study directly addresses the conference theme "Knowing and Acting", highlighting the changing conditions and potentials of educational research as both an analytical and transformative practice. Paper Knowing and Acting in Education for Democracy: Living Labs, Scaling, Professional Judgement, and the Politics of Evidence Dublin City University, Ireland Presenting Author:Contemporary Education for Democracy (EfD) initiatives operate within a complex knowledge environment shaped by democratic erosion, information disorder, policy urgency, and increasing reliance on standardised indicators and comparative evidence. While citizenship education is widely recognised as essential for sustaining democratic cultures, the conditions under which knowledge about democratic education is produced, legitimised, and acted upon are increasingly contested. In particular, pressures to demonstrate impact at scale risk privileging metric-based forms of knowing that sit uneasily with the relational, contextual, and value-laden nature of democratic learning. This paper examines how educational knowledge for democratic practice is generated and mobilised under these conditions, drawing on findings from the Horizon Europe–funded DEMOCRAT project (2023–2026). The project implemented 42 Living Lab–based local pilot projects across six European countries, spanning primary, post-primary, higher education, teacher education, and community-linked settings. Living Labs functioned as participatory research environments in which teachers, learners, researchers, and community actors co-designed and enacted EfD interventions, generating practice-based knowledge alongside research outputs. Building on this empirical base, the paper addresses the following research question: How can knowledge about Education for Democracy be scaled and acted upon in policy and practice without reducing democratic education to performative indicators or decontextualised evidence? To address this question, the paper draws conceptually on the ScaleDem analytical framework, which conceptualises scaling as a multidimensional and relational process encompassing scaling deep, out, in, and high. This framework is used not as a prescriptive model, but as an interpretive lens for examining how different forms of knowledge travel across research, practice, and policy contexts. A central focus of the paper is the project’s development and use of an illustrative, non-normative scaling profile designed to support reflective judgement rather than measurement, benchmarking, or comparison. This profile was explicitly framed as a sense-making tool, drawing on qualitative evidence, practitioner reflection, and contextual knowledge to support discussion about institutional embedding, cultural depth, internal learning, and reach. In doing so, it foregrounds professional judgement and situated interpretation as legitimate forms of evidence alongside more formal research outputs. By analysing how this approach was received and used by practitioners and policy-adjacent actors, the paper contributes to wider debates about the authority, use, and limits of education research in conditions of poly-crisis. It argues that safeguarding the democratic purposes of citizenship education requires not only innovative pedagogies, but also careful attention to how knowledge is authorised and acted upon. In this sense, scaling Education for Democracy is presented as an epistemic and ethical challenge, rather than a purely technical one, with implications for how education research engages with policy while maintaining academic integrity and public trust. Methodology, Methods, Research Instruments or Sources Used The paper adopts a qualitative, interpretive research design drawing on evidence generated through the DEMOCRAT project’s Living Lab methodology. Living Labs functioned as participatory research environments in which teachers, learners, researchers, and community stakeholders collaboratively designed, implemented, and reflected on Education for Democracy interventions across diverse national and institutional contexts. Empirical material is drawn from three main sources. First, project documentation from 42 local pilot projects, including design templates, reflective summaries, and implementation reports, provides insight into how EfD practices were enacted and adapted across contexts. Second, shared formative assessment tools were used across pilot sites, most commonly combining teacher observation diaries with learner self-assessment and structured reflection activities. These tools were designed to support learning and adaptation rather than standardised measurement, and were explicitly framed as non-comparative. Third, qualitative feedback from Living Lab participants, gathered through focus groups, workshops, and structured reflection sessions, provides insight into how knowledge generated through the project was interpreted and taken up by practitioners and policy-adjacent actors. Analytically, the paper employs a thematic analysis informed by the ScaleDem framework, focusing on how different dimensions of scaling (deep, out, in, and high) were articulated, prioritised, or constrained in different contexts. Particular attention is paid to moments where tensions emerged between demands for demonstrable impact and the preservation of democratic values such as participation, deliberation, and professional autonomy. Rather than treating scaling as an outcome to be measured, the analysis conceptualises scaling as an ongoing process of sense-making and negotiation across research, practice, and policy domains. This methodological stance aligns with Network 34’s openness to qualitative, participatory, and policy-oriented research approaches, and supports a critical examination of how knowledge about citizenship education is produced and mobilised under contemporary conditions. Conclusions, Expected Outcomes or Findings The paper is expected to generate three main contributions. First, it offers an empirically grounded account of how knowledge about Education for Democracy is produced and negotiated across research, practice, and policy contexts, highlighting the central role of practitioner judgement and contextual interpretation. Second, it demonstrates how non-normative, interpretive tools can support action and policy engagement without collapsing democratic education into standardised indicators or performance metrics. Third, the paper contributes conceptually to debates on scaling in citizenship education by reframing scaling as an epistemic and ethical issue rather than a technical one. It shows how different dimensions of scaling may come into tension with one another, and how attempts to prioritise reach or institutional embedding can risk undermining cultural depth or professional agency if not carefully mediated. In line with the ECER 2026 theme, the paper argues that education research must attend not only to what is known about democratic education, but also to how that knowledge is authorised, mobilised, and acted upon in contexts marked by democratic, informational, and institutional poly-crisis. Paper A Socio-Economic Evaluation for the Sustainability of the Critical Change Lab Project University of Barcelona, Spain Presenting Author:One of the challenges associated with research projects in the fields of education and society is that, once they are completed, there is no guarantee that their contributions will be put into practice and have sustainability (Hargreaves, 2002). This limitation is due, among other reasons, to the fact that the “cost” of this sustainability is not usually part of the project. The socio-economic aspects of a project must not only indicate the immediate costs requirements for starting, but also the capacity for providing a lasting impact beyond initial funding. Hence the importance of understanding what it means to define the sustainability of a project or innovation and developing a methodology that allows its cost to be assessed (Müller, at al. 2006). Cost is understood not only in economic terms, but also in terms of training, emotional and support resources, dissemination activities and relational underpinnings. Methodology, Methods, Research Instruments or Sources Used To carry out the socio-economic evaluation, a strategy has been designed that examines the social and economic factors that enable or constrain the development of lifelong and life-wide learning skills within educational initiatives informed by the CCLAB pedagogical approach. The central research question is: What are the social and economic aspects that can spur or inhibit lifelong and life‑wide learning skills related to the pedagogical approach underlying the Critical ChangeLab philosophies? The analysis adopts a qualitative research design, informed by Flick’s (2015) principles of systematic qualitative inquiry. Emphasis is placed on methodological rigor through triangulation, iterative design, and researcher reflexivity. The approach is intentionally adaptive, allowing for context‑sensitive data collection and interpretation, with the aim of producing grounded insights into the socio‑educational phenomena under study. In this sense, primary data was gathered through 16 semi‑structured interviews with educational stakeholders associated with the CCLAB Consortium Partners. Interviews were conducted in two distinct tiers to capture multi‑level perspectives on the socio‑economic dimensions of implementing and scaling CCLAB initiatives: 1. Micro‑Level Interviews (n=8): Conducted with immediate collaborators (educators, teachers, facilitators) who were directly involved in the PAR cycles of the Critical ChangeLabs. These interviews focused on the on‑the‑ground socio‑economic costs—interpreted broadly—of implementing CCLAB pedagogies at the classroom or workshop level. 2. Meso‑ and Macro‑Level Interviews (n=8): Conducted with medium‑ to high‑ranking education officers, some of whom were not directly engaged in CCLAB implementation. These interviews sought to identify structural, institutional, and systemic factors affecting the scalability and sustainability of CCLAB approaches, again framed in terms of broad socio‑economic costs and enablers. An interview script was developed based on key thematic issues identified during the evaluation of the iterative PAR cycles. The script guided discussion with stakeholders around the following predefined themes: Economic and structural constraints within standardized education systems. Needs for continuous teacher/facilitator training in art‑based methods, participatory research, democratic awareness, and active citizenship. Connections between educational settings and external communities or stakeholders. Evaluation of critical competences developed through CCLAB activities. A common grid was then developed to identify emerging issues and common patterns across different contexts. Additionally to guide the socioeconomic analysis of the CCLAB, this study adopts Palka’s (2024) two-dimensional participatory research analysis framework, which positions participatory research projects along a spectrum of goals, which can range from pure scientific knowledge to radical change, and decision-making structures ranging from hierarchical to democratic. Conclusions, Expected Outcomes or Findings Collaborators participating in the socio-economic evaluation consider it necessary to quantify the cost of implementing CCLab; however, establishing indicators for the entire educational process is highly complex. Despite these challenges, the interviews reveal several indicators that could inform political decision-making aimed at promoting democratic education: Clearly define the goals of democratic projects. Allocate time for prior alignment with teachers, particularly if the objective is to permeate the entire system, classroom practices, and school life. Establish clear teaching and assessment criteria. Develop a comprehensive teacher development program, as implementing CCLab requires training, resources, and funding—not tied to a single subject, but dedicated to making education democratic. Monitor group work more effectively, for example, through student interviews. Clarify citizenship education requirements for schools. Address resource constraints, especially human resources, and ensure commitment from individual teachers and school leadership to prioritize these initiatives. Secure a sustainable budget to meet all these requirements. The list of situations to which costs are linked is critical for this analysis, as it includes training, time, emotional burden, and budget—all necessary to support the shift implied by democratic competency-based learning. One collaborator suggests reframing the notion of “costs” as “needs,” emphasizing the time required to design a program that allows these issues to be raised, discussed, and specified with sufficient flexibility. Once the program is implemented, new needs may emerge, potentially generating additional costs. And minimizing administrative burdens by avoiding excessive paperwork and bureaucratic requirements for schools. To summarise, we would like to emphasise that democratic education is a structural issue, a choice that involves not only governments but society as a whole. Achieving this transformation demands a commitment to intellectual plurality, collective ethics, and the conviction that, even in times of uncertainty, educational reflection and research can foster solidarity and shared imagination. Paper Level Up Pyramid (LUP): A Preventive Framework for Democratic Citizenship Education in Lower Secondary Schooling ATSOGLOU SCHOOL, Greece Presenting Author:Contemporary citizenship education faces a persistent challenge across educational systems: while schools frequently rely on rules, sanctions, and disciplinary measures to manage student behaviour, far fewer offer structured, preventive pedagogical models that actively cultivate democratic dispositions before conflict or misconduct emerges. This paper introduces the Level Up Pyramid (LUP), a values-based pedagogical framework designed to address this gap by foregrounding democratic participation, ethical development, and collective responsibility as core components of everyday classroom life. The LUP framework is theoretically grounded in Self-Determination Theory, humanistic pedagogy, and research on classroom climate and student agency. Drawing on these perspectives, LUP conceptualises citizenship education not as an abstract curricular objective, but as a lived, developmental process embedded in daily school practices. The model is organised as a four-tier progression, moving from personal responsibility and self-regulation, to cooperation and fairness, and ultimately to active citizenship and democratic engagement within the school community. The study reports on the pilot implementation of LUP in a small lower-secondary school in Greece (N = 27 students, aged 12–15). The research adopted a qualitative case-study design aimed at exploring how values-based recognition and participatory practices shape students’ understanding of citizenship in practice. Data were generated through systematic classroom observations, student reflective journals, formative feedback cycles, and the use of individual student portfolios documenting ethical choices, cooperation, and responsibility over time. In addition, the implementation included targeted micro-interventions designed to activate student agency. One illustrative example involved a flipped-classroom activity in which a student assumed the role of facilitator, guiding peers through learning tasks using structured questioning rather than direct instruction. This intervention proved particularly significant for students who typically demonstrate low academic confidence, as it increased engagement, fostered mutual respect, and modelled non-competitive leadership. Such moments were subsequently discussed collectively and linked to value-based recognition within the LUP framework, reinforcing the distinction between academic performance and ethical contribution. Preliminary findings indicate that students participating in the LUP framework developed heightened levels of empathy, self-regulation, fairness, and collective responsibility. Students demonstrated an increased capacity to reflect on their actions, to justify decisions in ethical terms, and to recognise citizenship as a shared responsibility rather than an externally imposed rule system. Importantly, classroom interactions shifted from competitive and compliance-oriented dynamics toward more dialogic and democratic forms of participation. To further examine the transferability of the model beyond the classroom, a forthcoming experiential project has been designed in which students engage with ethical consumption and media literacy in real-world contexts. This extension aims to explore how LUP supports the development of responsible citizenship in situations requiring value-based decision-making beyond the school environment. The paper argues that LUP contributes to contemporary debates in citizenship education by offering a preventive, structured, and adaptable framework that integrates personal development with democratic participation. By shifting the focus from sanction-driven discipline to the systematic recognition of values-based behaviour, LUP presents a scalable model that can be adapted across diverse educational and cultural contexts. In doing so, it responds to European and international calls for citizenship education that fosters agency, social cohesion, and democratic culture within schools. Methodology, Methods, Research Instruments or Sources Used Methodology: This study employs a qualitative case-study methodology to explore the implementation and educational impact of the Level Up Pyramid (LUP) within a lower-secondary school context. The case-study approach was selected to allow for in-depth examination of classroom dynamics, student interactions, and value formation processes associated with citizenship education. Research Context and Participants: The research was conducted in a small private lower-secondary school in Greece, involving 27 students aged 12–15 across three grade levels. The limited size of the school enabled close observation of individual and collective behaviors, facilitating a nuanced understanding of democratic participation and classroom culture. Data Collection Methods: Multiple qualitative data sources were used to enhance methodological triangulation: 1. Classroom Observations: Systematic, non-participant observations were conducted during regular teaching sessions, focusing on student engagement, interaction patterns, leadership behaviors, and responses to value-based recognition practices. 2. Student Reflective Journals: Students maintained brief reflective entries documenting their experiences, decisions, and perceptions related to responsibility, cooperation, and ethical behavior within the classroom community. 3. Value-Based Recognition Records: Documentation of LUP-related recognitions was analyzed to identify recurring value patterns (e.g., fairness, empathy, initiative) and to examine how recognition influenced student motivation and self-regulation. 4. Micro-Interventions: Targeted pedagogical interventions—such as flipped-classroom facilitation by students, collective decision-making discussions, and ethical dilemmas—were designed in alignment with the LUP framework. These interventions functioned both as instructional strategies and as research probes for observing citizenship-related competencies in action. Data Analysis: Data were analyzed thematically, using an inductive coding process to identify emerging patterns related to democratic agency, classroom climate, and ethical reasoning. Particular attention was paid to moments where students negotiated values collectively or demonstrated shifts in behavior indicative of internalized citizenship dispositions. Ethical Considerations: All data were anonymized, and participation was embedded within routine educational activities, ensuring minimal disruption and safeguarding student confidentiality. Conclusions, Expected Outcomes or Findings The findings of this pilot implementation suggest that the Level Up Pyramid (LUP) constitutes a promising preventive framework for citizenship education in lower secondary schooling. Rather than responding to behavioural challenges through sanctions, the model redirects pedagogical attention toward the systematic cultivation of democratic dispositions, ethical awareness, and collective responsibility. Data drawn from classroom observations, student reflective journals, and formative feedback cycles indicate a noticeable shift in classroom climate. Students demonstrated increased empathy, self-regulation, and a more nuanced understanding of fairness, particularly in collaborative learning contexts. Importantly, learners began to distinguish between academic achievement and ethical growth, recognizing that progress in citizenship-related values does not always align with grades or performance-based indicators. Micro-interventions embedded within daily teaching practice—such as peer-facilitated learning activities and value-based recognition processes—appeared to strengthen student agency and reduce competitive behaviours. These practices supported the emergence of non-hierarchical forms of leadership, encouraging participation from students who are typically less engaged or academically confident. Preliminary evidence also points to enhanced collective responsibility, as students increasingly reflected on the impact of their actions on the wider classroom community. While the study is limited by its small scale and qualitative design, the results highlight the potential of LUP as a transferable and adaptable framework for citizenship education across diverse educational contexts. The model’s four-tier structure offers a clear pedagogical progression from personal responsibility to active citizenship, allowing for contextual flexibility while maintaining a coherent value-based core. Future research will focus on longitudinal implementation, cross-cultural validation, and the exploration of how LUP can inform policy-level discussions on preventive approaches to democratic schooling. Overall, the findings position LUP as a viable contribution to international debates on citizenship education, classroom democracy, and the development of sustainable school cultures grounded in shared values.
