15. Research Partnerships in Education
Paper Evidence and Action: Understanding Stakeholders’ Views on Career Services to Improve Educational Practice in Kosovo 1: University of Iowa, United States of America; 2: Johns Hopkins University, United States of America Presenting Author:In 2023, the Private Sector Partnerships to Strengthen Higher Education (hereafter referred to as “the Activity”) began as a five-year, $4.9 million United States Agency for International Development (USAID) sponsored project with the goal of enhancing the quality and relevance of higher education in Kosovo by fostering collaborations between three public universities and the ICT and agriculture private sectors. This research practice partnership (RPP) was scheduled to run for five years—January 2023 until January 2028. Despite exceeding all measurable targets of performance, due to US Executive Order No. 14,169, the Activity was issued a stop-work order on January 25, 2025, followed by a termination notice from USAID on February 26, 2025.
The RPP’s objectives included: increasing universities’ analytic capabilities to better focus on the needs of private sector and labor market, and enhancing student experiential learning, namely their career development. These two objectives (along with two others addressing market-focused curricular reform and industry applied research) were translated into 11 interventions that impacted students, academic staff (professors), private sector professionals and companies, and university management. Across all interventions, the RPP implementation team (consisting of US-based university experts and a team of 13 in-country professional staff) convened and engaged university and private sector partners and participants using a three-dimensional process to facilitate institutional transformation (Barnhardt, et al., in press).
The RPP’s three-dimensional approach, was based on Micoletta, Lounsbury, and Greenwood’s (2017) empirical work specifying how organizations institutionalize change, focused on: (1) creating and stabilizing structures that allow for productive partnerships, (2) adopting mechanisms that promote a culture of mutual goal setting and shared understanding between partners, and (3) improving the administrative efficacy for implementing partnership activities (Barnhardt, et al., in press). Objective 1, focusing on utilizing data and increasing universities’ data capacities, served a cross-cutting research strategy that activated all three dimensions of organizational change aimed at enhancing practice. Data tasks required facilitating new ways of organizing and structuring data tasks, promoting new ways of relating across stakeholder groups (culture), and looking closely at administrative procedures to ensure their sustainability and efficacy.
During the two years of the RPP, significant progress was made in institutionalizing data-driven decision-making and shifts in practice across all three partner universities. A key component of the RPP implementation was creating educational analytics (EA) teams on each campus, consisting of a distributed leadership structure typical of institutional research functions (Huisman et al., 2015). The EA teams included professors, university management, student affairs administrative staff, quality assurance personnel, database/computing administrators, along with project experts and staff as support. While more developed higher education systems have campuses with well-staffed institutional research offices, student affairs assessment units, or both, Kosovo does not, so these EA teams were both a structural and cultural innovation.
With respect to this analysis, we explore aspects of the RPP related to amplifying career service functions that better support career service functions in universities, to examine data addressing the following questions: What are different stakeholders’ needs related to universities’ career service functions? And, what electronic-tools (e-tools) are most useful for career recruitment, placement, and development? By interrogating these practice-based questions with evidence, we demonstrate how cooperative efforts to bring data and evidence to understanding practice can improve organizational functioning in Kosovo universities. Simultaneously, we use this case of an RPP in Kosovo designed to enhance university-private sector partnerships as an example of how to bring stakeholders together in the development of a career ecosystem. Methodology, Methods, Research Instruments or Sources Used The EA teams developed a longitudinal survey instrument, Views on Higher Education and Workforce Preparedness, under the guidance of the team’s experts and in alignment with similar empirical tools used globally (one similar instrument that inspired the Kosovo longitudinal survey, was the Association of American College’s and Universities’ survey “Employers Views on Higher Education and Workforce Preparedness” (Finley, 2021). Together, we sampled nearly 1,000 people comprised of stakeholder groups of students, professors, and private sector partners, yielding a response rate of 61% (Barnhardt, et. al, 2024). Among the survey respondent group, 60% were students, 12% were academics, and 29% were professionals, which was representative of the population invited to participate. Response options assessed one’s level of agreement with a statement and were presented in a 1 to 5 Likert agreement scale (strongly disagree=1 to strongly agree=5), and other items assessed respondents’ perceived importance on a scale of 1 to 5, ranging from not at all important (1) to extremely important (5). For some survey items, respondents were presented with a “no basis for judgment” option. Data are from the time 1(T1) collection, using items related to career service functions. T1 data established baseline values of stakeholders’ perceptions, and identified where students’, academics’, and professionals’ views differed. Prefaced in Micoletta et al.’s (2017) conceptualization, a key cultural barrier to collaboration was that stakeholders invalidated each other’s perspectives and didn’t see problems in similar ways. Therefore, research and data became critical for validating stakeholders’ realities and promoting shared understandings of the problems that recognized differences so that they could be worked through. Career development items asked respondents to prioritize a range of activities within a career development ecosystem (Podany, 2024; Dey & Cruzvergara, 2014; Dlouhy et al., 2024; Bridgstock, 2009; Bechtel, 1993). At the center of the ecosystem is the career service center, which fulfills the role of both the principal and agent (Lane, 2012) to stakeholders. The roles of the career center renders it responsible for optimizing information, relationships, and implementing tools and practices that support stakeholders’ unique needs and encourage their cooperation. As such, stakeholders indicated the relative importance the place on 10 different career service functions. They were also asked to indicate which electronic/web e-tools they use for career recruitment, placement, and professional development; and to evaluate the utility of popular e-tools in Kosovo (LinkedIn; Facebook; the university’s e-career portal, Portal Pune; KosovaJob; a company’s website). Conclusions, Expected Outcomes or Findings Findings about career service functions became crucial for prompting stakeholder perspective-taking and interrogating the efficacy of current practices. Differences among stakeholders, and within sectors (ICT and agriculture) were abundant, creating ample evidence for mutual goal setting among stakeholders and identifying actionable tasks. Here, we offer an example of the findings. The full manuscript will provide evidence coupled with applications that demonstrate how research got translated to practice. Across the board, more than three-fourths (76.3%) of respondents viewed offering career fairs as the most important career service function. Next, respondents deemed in-person individual student advising (60.5%) and student career mentoring opportunities (60.1%) important. These findings were used in discussions to generate shared understandings related to how human, financial, and technical resources at universities can be better structured administratively to support students’ career development. Fewer respondents, around half, viewed recruiting students to apply for internships (55%) and recruiting employers to offer internships (48%) as among the most important priorities. Relatedly, there were dramatic differences in stakeholders’ usage of e-tools for recruiting and placement. Importantly, we observed that a university’s e-career portal is the least utilized tool; stakeholders more typically utilize Facebook or LinkedIn, but it varied by sector. Generating this evidence was a massive innovation in the efficacy of career service delivery, as the staff in these offices were spending most of their time on the maintenance of the universities’ ill-performing e-career portal instead of prioritizing other (less expensive and more functional) tools, or supporting aforementioned career service functions identified as most important. Finally, the full manuscript will provide details about Kosovo and how its sociopolitical and economic dynamics contribute to university preparation, career opportunities, and private sector engagement. Paper Problems Experienced by Actors in University-Industry Collaborations in the Field of Education: A Multiple Case Study Marmara University, Turkey (Türkiye) Presenting Author:Reforms in the field of higher education have necessitated a redefinition of the role of universities (Etzkowitz & Leydesdorff, 2000). In recent years, universities have evolved from institutions that primarily produce scientific knowledge into actors that contribute to the transformation of knowledge into economic value and act as drivers of innovation and economic growth (Weckowska, 2015). In line with these roles, universities engage in collaborations with industry beyond traditional academic publication activities, conduct joint research and development (R&D) projects, contribute to the development of new products and services, generate income through intellectual and industrial property rights, and facilitate knowledge and technology transfer through university-industry collaborations (Barra, Castro-Peña, & Coello, 2024). Such collaborations are defined as multi-actor and multidimensional structures shaped by shared objectives of joint R&D, innovation, and value creation, through which scientific knowledge, research infrastructure, and human capital produced within universities are aligned with the needs, application areas, and production processes of industry (Ankrah & Al-Tabbaa, 2015). The significance of university-industry collaboration is particularly evident in the context of economic development. In many countries, strengthening university-industry collaboration has become a strategic policy objective aimed at enhancing economic competitiveness, and such collaborations have become increasingly widespread (Bamford, Reid, Forrester, Dehe, Bamford, & Papalexi, 2024). While university-industry collaborations have long been an integral component of higher education and innovation policies in developed countries (Maassen & Stensaker, 2011), their importance has also increased in developing countries (Cunningham & Link, 2014). These collaborations are not limited to technology-intensive sectors but are also evident in the field of education, where educational researchers and education industry actors engage in joint R&D activities to support the development of new educational products and services (Kucirkova, 2025). In this respect, university-industry collaborations in the education sector hold strategic importance by enabling joint research, facilitating mutual knowledge and technology transfer, fostering innovation, and generating economic and societal impact. Despite their strategic relevance, transforming scientific knowledge into industrial outputs within university-industry collaborations in the education sector remains particularly challenging. This difficulty stems from structural characteristics of educational research and innovation, including the long-term nature of outcomes and the context-sensitive character of educational impacts (Levin, 2013), the strong orientation of knowledge production toward broader societal benefit rather than direct commercial returns (Psacharopoulos & Patrinos, 2018), and the limited prevalence of sector-based R&D activities. Beyond these characteristics, the education sector is marked by a predominantly public structure, a multi-layered governance system, divergent institutional priorities, and a high diversity of actors, all of which complicate the establishment and sustainable management of university-industry collaborations (Kunttu, 2017). Compared to other sectors, collaborations in education therefore involve higher levels of organizational and institutional complexity (Perkmann & Walsh, 2007). Although the literature has examined various barriers affecting university-industry collaboration (Bruneel, D’Este, & Salter, 2010), empirical studies focusing specifically on the problems experienced by actors directly involved in collaboration processes particularly in the education sector remain limited. Addressing this gap, the present study aims to examine the problems experienced by actors involved in university-industry collaborations in the field of education through an actor-centered and process-oriented perspective. Rather than focusing on outputs or performance indicators, the study explores how problems emerging at different stages of the collaboration process are experienced and interpreted by academics, industry representatives, and technology transfer professionals. Accordingly, the perceptions of problems across different actor groups are analyzed comparatively. This study seeks to answer the following research question: What problems do collaboration actors experience at different stages of university-industry collaborations in the field of education? Methodology, Methods, Research Instruments or Sources Used This study was designed within the framework of a qualitative research approach in line with its objectives. A multiple case study design was adopted, as it allows for a holistic examination of the contextual, multi-actor, and process-oriented nature of university-industry collaboration and enables the comparative analysis of actor experiences across different collaboration cases. The study examined six university-industry collaboration cases conducted in the field of education in Türkiye. Cases were selected using criterion sampling. The selection criteria included: (i) the academic leading the collaboration being a faculty member in a faculty of education; (ii) the collaboration involving a research or R&D activity; and (iii) the collaboration resulting in the development of a product or service that generated added value. Actors involved in the selected cases were identified through snowball sampling. A total of 23 participants were included, comprising 12 academics, 7 industry representatives, and 4 technology transfer professionals. Primary data were collected through semi-structured interviews with participants who had direct experience in university-industry collaboration. The interview questions were designed to elicit the problems encountered during the collaboration process from the perspectives of different actors and were structured to cover all stages of collaboration, including initiation, definition, budgeting, contracting, implementation, and completion. In qualitative case study research, data are commonly collected within a predefined theoretical framework related to the phenomenon under investigation (Simons, 2009). Accordingly, the semi-structured interview protocol was informed by process-based models of university-industry collaboration in the literature and by the researchers’ prior experience in this field. To enhance data triangulation and the trustworthiness of the findings, secondary data sources were also utilized. These included project documents, contracts, institutional correspondence, reports, and other documents related to the examined collaborations. Researcher notes were incorporated to record contextual information and observations obtained during the interview process. All data were analyzed using content analysis with the support of NVivo qualitative data analysis software. Interview transcripts, secondary documents, and researcher notes were subjected to an iterative analysis process. The constant comparative method was employed, whereby newly coded data were continuously compared with previously analyzed data to refine categories and derive final concepts (Corbin & Strauss, 1990). As a result, problems in university-industry collaboration were categorized according to actor groups academics, industry representatives, and technology transfer professionals and the stages of the collaboration process. This approach enabled an actor-centered and process-oriented examination of problems in university-industry collaborations in the field of education. Conclusions, Expected Outcomes or Findings The findings indicate that 21 distinct problems emerged across the stages of university-industry collaborations in the field of education, which aim to facilitate knowledge and technology transfer through research and development activities and contribute to the development of new products or services. This overall finding is consistent with the existing literature, which emphasizes factors that hinder process progression and negatively affect collaboration outcomes (Bruneel et al., 2010). Problems were identified at different stages of the collaboration process in the education sector. During the initiation stage, challenges related to process management, communication, alignment of expectations, and bureaucratic structures were prominent. In the definition stage, difficulties in clarifying the scope of collaboration and conflicts regarding roles and priorities became more evident. The budgeting stage was characterized by problems related to the valuation of academic labor and financial negotiation processes. At the contracting stage, institutional inadequacies, legal and bureaucratic barriers, and deficiencies in communication management were particularly salient. The implementation stage emerged as the phase in which problems were experienced most intensively, including process and role ambiguities, coordination challenges, and institutional and cultural misalignment. In the completion stage, shortcomings in process management persisted alongside uncertainties related to intellectual and industrial property rights and legal arrangements. A comparison with the literature suggests that, although the referenced studies are not exclusively focused on the education field, the findings reflect similar problem patterns identified in university-industry collaboration research (Rybnicek & Königsgruber, 2019; Abramo, D’Angelo, & Di Costa, 2011). Overall, the findings demonstrate that problems encountered in university-industry collaborations in the education field are interconnected and largely structural. The study further indicates that collaboration processes designed without sufficient consideration of pedagogical priorities and institutional responsibilities tend to generate new problems in later stages. Paper Multimethod Approaches for Evaluating a Complex Collaborative Setting: Survey, Interview and Interactional Analysis in a School-University Practice Research Project in Berlin Humboldt-Universität zu Berlin, Germany Presenting Author:Within teacher education, the role and practice of research-based learning have been widely discussed and researched in academia internationally (cf. Brew & Saunders 2020, Raberger et al. 2026), yet student teachers question its usefulness for their future practice (Thiem et al. 2020). Instead, they request more connection to their future workplace and point at a disconnection between university courses and practical experiences (cf. Sjølie & Østern 2021). One possible answer to this issue might pose the introduction of student-teacher collaborative research, offering potential benefits for all involved, posing opportunities for knowledge, skill and attitude developments in the profession. The paper presents methods and results from various small-scale studies within a collaborative practitioner-university project based in Berlin schools and Humboldt-Universität’s teacher education program. In this collaboration, researching teachers and researching students worked together on needs-oriented measures focusing on language-sensitive teaching (https://pse.hu-berlin.de/en/research-studies/projects/bua-schulkollab/site). Overall, 12 teachers and 14 bachelor’s and master’s students collaborated in small teams (2-3 people) on specific problems that arose out of the respective teacher’s practice. The students participated in a research seminar, the teachers were individually introduced to the project; the teams were created based on the students’ thematic interest pertaining to the teachers’ objectives in teaching development. The final presentations were open to all project participants, with the opportunity to discuss the results. The author/researcher was involved in project management and evaluation, but also offered mentoring throughout the collaboration, as well as taking on the role of an expert for the field of language teaching. Methodology, Methods, Research Instruments or Sources Used Three studies were conducted looking at effects of this collaborative teamwork: 1) qualitative interviews with teachers and students on their experiences and perceived outcomes, 2) a quantitative study using an established questionnaire (Lehmann et al. 2020, Saunders et al. 2020) in a pre-posttest-setting, and 3) an interaction analysis focussing on how new knowledge is created within multi-perspective conversations in such collaborations (Saunders & Eichhorn 2025). While the interviews provided in-depth insights into the participants’ experiences and assessments, the interactional analysis allowed for a thorough look at one 45-minute team conversation. The survey provided information on the participants’ initially existing and final attitudes about the roles of theoretical knowledge, reflection and own research in their teaching practice. Conclusions, Expected Outcomes or Findings As the data analysis is still ongoing, so far only preliminary results can be shared in this proposal; by the time of the conference, more detailed results will be available for discussion. The quantitative survey shows differences in the three subscales, yet also common development within and across the two groups. The interviews show that both the student and the teacher researchers benefitted from the teamwork: For example, while the teachers valued the theoretical input received from the university partners (from students and the researcher/project leader) and the support in data collection and analysis, the students appreciated the insights into authentic teaching practice and the possibility to check their theoretical knowledge in the classrooms, with a specific, immediate use of their contibutions. On both sides, participants stressed the opportunity to learn from each other through discussing an issue at hand, identifying possible teaching methods to resolve these issues as well as commonly interpreting the collected data. Difficulties arose in the field of communication and when organizing tasks. Finally, in the interaction analysis it became clear that although all four participants pursued differing objectives when participating in the project, all become part of a common effort to advance the teaching for the pupils’ benefit. Thus, this contribution illustrates - using three examples - how context-specific practice research collaborations need to consider various evaluation methods for different possible outcomes in a highly complex field of teacher education. Paper Teacher Design Teams as Mechanisms for Research–Practice Partnership Evaluation: Insights from Informal Curriculum Development and Collaborative Role Enactment 1: National Aademy for Educational Research, Taiwan; 2: National Tsing Hua University; 3: Taipei Municipal Huajiang High School Presenting Author:This study examines how Teacher Design Teams (TDTs) operate as a core mechanism for curriculum collaboration within informal, task-oriented, and inter-institutional research–practice partnerships (RPPs). It addresses challenges commonly encountered in interdisciplinary curriculum development, including misaligned professional languages, leadership tensions, and limited institutional resources. By adopting the TDT model—characterized by teacher agency, collaborative ownership, and structured design cycles—the study explores how collaborative curriculum design can support sustained interaction and mutual learning between researchers and practitioners. Rather than treating the RPP as a background condition for collaboration, this study conceptualizes the partnership itself as an object of evaluation. Moving beyond outcome-oriented measures such as curriculum products or individual teacher learning, the study foregrounds the RPP as a dynamic social learning arrangement. RPP effectiveness is examined through the organization of participation, the distribution and negotiation of roles, and the ways in which expertise and authority circulate during joint curriculum design work. This process-oriented perspective enables analysis of how research and practice are integrated, translated, and sustained in everyday collaborative activity. The study is guided by three research questions: (1) how teachers’ practical capacities develop through sustained collaborative learning, (2) how collective curriculum design contributes to shared understandings of educational reform, and (3) how Communities of Practice (CoPs) are formed and consolidated within an RPP. Drawing on Wenger’s CoP framework, the partnership is understood as a social learning space in which value is continuously generated, interpreted, and reconfigured through participation. In this context, Teacher Design Teams function as the primary enactment of the partnership, rendering visible how roles, responsibilities, and leadership are distributed and renegotiated over time. CoP theory conceptualizes learning as social practice emerging from the interplay of participation and reification, producing shared regimes of competence. Subsequent developments, including the notions of landscapes of practice and social learning spaces, emphasize the fluid and interconnected nature of learning across contexts and highlight processes of value generation, framing, evaluation, and translation. These processes contribute to participants’ professional growth as knowledgeability—the capacity to navigate roles, identities, and responsibilities across practices. Situated within this theoretical framework, TDTs are understood as curriculum-oriented forms of CoP grounded in empirical research on teacher collaboration. Typically involving teachers working within or across schools, and supported by facilitators or external experts, TDTs engage in iterative cycles of curriculum design, implementation, and refinement. Prior research shows that TDT participation enhances pedagogical and curricular expertise, teacher ownership, and alignment with reform initiatives. Building on this literature, the present study advances RPP research by demonstrating how TDTs provide a concrete analytical lens for evaluating partnership quality, sustainability, and mutuality through close examination of collaborative design processes. Methodology, Methods, Research Instruments or Sources Used This study employed Collaborative Action Research (CAR) to explore how sustainable RPPs can be formed between educational researchers and secondary school teachers, and how these partnerships can support community-based curriculum development. CAR is particularly suitable because it positions practitioners as co-researchers and emphasizes iterative problem solving, collective inquiry, and continuous professional learning in response to evolving educational contexts. Participants were members of a curriculum development community formed under a research project led by the National Academy for Educational Research in Taiwan. The community consisted of researchers, senior high school Chinese language teachers, school administrators, university lecturers specializing in Chinese literature, and a graduate student in education. Using the ADDIE instructional design model as a guiding framework, the team adapted an existing micro-course originally designed for gifted language students into a competency-based elective course accessible to general senior high school students. The redesigned course was piloted in two public senior high schools through three implementation cycles over one academic year. Throughout this process, the community engaged in iterative cycles of planning, implementation, revision, and evaluation, with particular attention to adjusting curricular structure, instructional materials, and learning activities to address students’ diverse linguistic abilities and cultural backgrounds. Data sources included records of twelve curriculum development meetings (audio recordings and verbatim transcripts), online group communication logs, classroom video recordings from three course implementations, observational field notes, student assignments, and instructional materials. Qualitative data were analyzed using NVivo 13 through a template analysis approach. Data were segmented into interactional units based on shifts in communicative intent and coded using a two-layer scheme: first aligning segments with stages of Teacher Design Team processes, and then mapping them onto key features and social learning modes derived from Communities of Practice theory. Iterative refinement and axial coding enabled an in-depth analysis of collaborative learning dynamics, leadership practices, and curriculum development processes within the community. By systematically documenting interactions, decision-making processes, and collaborative design work, the approach provides a fine-grained, process-oriented framework for evaluating the quality, sustainability, and mutuality of RPPs in informal, task-oriented curriculum development contexts. Conclusions, Expected Outcomes or Findings This study examines how Teacher Design Teams (TDTs) function as an operational mechanism for cultivating a Community of Practice (CoP) within an informal, task-oriented curriculum design community grounded in a research–practice partnership (RPP). Drawing on Wenger’s CoP framework, the findings show that TDTs support the emergence of shared enterprise, mutual engagement, and negotiated meaning through sustained collaborative design work. Beyond confirming these core CoP characteristics, the study extends existing TDTs research by shifting attention from facilitation and hybrid leadership structures to the often underexplored processes of role differentiation and role enactment. While prior studies have emphasized the importance of facilitators and mixed leadership configurations, this study demonstrates that hybrid leadership also serves to scaffold members’ learning to assume, negotiate, and switch roles. Through flexible yet explicit role assignments, participants moved between expert, practitioner, and boundary-spanning positions, and professional growth occurred through engagement with role-related responsibilities and reflective negotiation of expertise and authority. In this sense, role enactment emerged as a central mechanism shaping identity trajectories and collective belonging within the community. In addition, this study contributes to RPP scholarship by treating the partnership itself as an object of evaluation rather than merely a contextual condition for collaboration. The findings suggest that RPP quality can be assessed through how TDTs structure participation, distribute roles, and enable reciprocal learning between researchers and practitioners. Rather than focusing solely on curriculum outputs, this study shows that the effectiveness of an RPP becomes visible in everyday design interactions, where expertise is exchanged and authority shifts across tasks. By conceptualizing TDTs as a diagnostic space for examining partnership dynamics, this study offers a process-oriented lens for evaluating how research and practice are meaningfully integrated in informal curriculum development contexts.
