Paper Scopes and Challenges of Education for Sustainable Development in Higher Educations Institutions: Sustainability on Campus 1: University of Vechta, Germany; 2: Rafael Landivar University, Guatemala Presenting Author:Addressing the relationship between the built and the natural environment, Birkeland (2008) proposes the concept of "positive development". This concept includes the transition from current vicious cycles to future virtuous cycles through the design of the built environment. From the perspective of the built environment, sustainability is a design problem, since most negative impacts are caused by physical and institutional design practices. Some solutions to specific problems associated with sustainable development can also be reversed by design. Most institutional environmental management tools that seek to solve problems are part of systems planning, design and management that undermine or discourage good practice. These tools are still paying attention to the symptoms of the problems, such as pollution and waste, instead of addressing the causes of those problems and correcting them through appropriate design systems. The redesign of the built environment needs decision tools to promote diversity, adaptability and reversibility (Millenium Ecosystem Assessment (2005) in Birkeland, 2008). According to the author, the built environment is responsible for the largest share of energy consumption, a large proportion of raw material extraction, toxic landfills, production of packaging waste and the emission of greenhouse gases. Also, the built environment contributes to the strengthening of problems such as deforestation, climate change, soil erosion, air pollution, water scarcity and biodiversity loss, all of them related to the quantity of resources, space and energy needed for today and for the future. With this research, it is expected to bring an overview on the scopes and challenges that diferent “sustainability on campus” initiatives are facing and bring them as a comparative analysis to the current european context. The conceptual framework of the analysis circulates around the Education for Sustainable Development -ESD- approach, which aims to empower people with knowledge, skills, values, attitudes and behaviors to live in a way that is good for the environment, the economy, and society (UNESCO, 2025). To disaggregate this analysis into positive and negative impacts, the research question aims to address “What are the main scopes and challenges of higher education institutions in the implementation of sustainability on campus initiatives?”. A cross-case analysis has been designed taking into consideration that initiatives to implement “sustainability on campus” in higher education institutions have grown in recent years across the world but the structure and content of these initiatives (conceptualization, definitions, interpretations, and implementation strategies) vary from one university to another (Garrido-Yserte and Gallo-Rivera, 2020). Deleye (2024), conducted a topic modelling-assisted discourse analysis on the “sustainable university” conceptualization that addressed the relationship between the university, higher education and sustainability. The author identified three dominant discourses and defined them as the “sustainable university discourses framework”: Firstly, the sustainable higher education institution, where sustainability is embedded all over the organizational structure layers and management and institutional strategies represents a relevant role. Secondly, the engaged community, where the university is not considered as an institution but as a community of people that are engaged with sustainability. And thirdly, the green-tech campus, which results as a combination of the previous two with emphasis on the university as creator of sustainable technological innovations. This research considers the third discourse as the starting point for the definition of university campus, which includes its operations and physical infrastructure, its focus on technology and the involvement of students as users of the campus (Deleye, 2024). However, the conceptual framework of the cross-case analysis is broadly immersed within the whole sustainable university discourses framework proposed by Deleye (2024). Methodology, Methods, Research Instruments or Sources Used Cross-case analysis is a method for in-depth exploration of similarities and differences through cases in support of conceptual generalizability and theoretical predictions, it facilitates the comparison of commonalities and differences in events, activities, and processes of the units of analyses (Yin, 1994). According to Dawson (1997), Snow & Thomas (1994) and Wolfgramm (1997) in Chaves and Weiler (2016), as an empirical investigation that studies a contemporary phenomenon within its real-life context, a cross-case study searches to expand and analyze a theory (analytical generalization) rather than enumerate frequencies (statistical generalization). The units of analysis of this cross–case study are seven different universities of the Latin America region. The data collected from each unit of analysis has been related to the sustainable university discourses framework to visualize what are the main scopes and challenges that these higher institutions are facing on their path to sustainability on campus transformations. This analysis includes a combination of data collection techniques, such as interviews, institutional documents, webpage revision and collaboration with experts. The analysis criteria is based on sustainability science, education for sustainable development, sustainable university campus initiatives, living laboratory and sustainable development. Through the analysis of qualitative data and cross-sectional analysis in the selected seven universities, 25 interviews have being counducted to a diverse audience that includes the following key institutional positions or stakeholders: (a) Director/authority of sustainability campus planning; (b) Faculty member involved in sustainability initiatives; (c) University facilities/operations manager; (d) Student sustainability leader or sustainability involved researcher; and (e) Sustainability department staff. The structure of the analysis comes out of the role and experience of each participant and the general understanding of the university in sustainability practices. Thereafter, the sustainability implementation has been addressed through the sustainability campus operations and infrastructure, the academic integration of sustainability practices, the community participation, governance mechanisms, innovation, technology, resource management and challenges and opportunities in the mid and long terms. Considering the main concerns of ECER 2026, such as the climate crisis, the dismantling of democracy, pandemics, wars and conflicts, the refugee crisis, the radical impact of artificial intelligence, and the massive accumulation of wealth in the hands of the few, this reseach is looking forward to contribute into the dialogue and discussion of challenges, knowledges, methodologies and practices by providing relevant insights to the question of “How should Environmental and Sustainability Education address this situation and (re)articulate itself?”. Conclusions, Expected Outcomes or Findings From a quantitative perspective, the most relevant characteristics of sustainability on campus initiatives belong to a wide set of variables mainly located in the environmental dimension. Among these variables, there is a high predominance of initiatives related to energy management, waste management (collection, transport classification and treatment of office, laboratory, clinical and food waste), sustainable procurement (acquisition of goods and services), sustainable mobility (business travel and commuting of staff and students), environmental system (campus air quality, smoke pollution control on campus and green transport planning), environmental management (energy conservation), water management, climate change, climate risk, ecological footprint, green labs, green and energy-efficient buildings and landscape and biodiversity management (Martek et al., 2022; Fissi et al., 2021; Sáez de Cámara et al., 2021; Wu, 2021; Yusoff et al., 2021; Garrido-Yserte and Gallo-Rivera, 2020; Rivera and Savage, 2020; Kılkış, 2017; Zen, 2017). From a qualitative perspective, a “sustainable campus community” (Zen et.al. 2016) is an institution that operates over its local and global responsibilities with focus in the enhancement of health and wellbeing of humans and ecosystems, including the acquired knowledge of a university as a living learning community that aims to address its ecological and social challenges (Cole, 2003 in Zen, 2017). The expected outcome of this study is to characterize the quantitative and qualitative variables that are being implemented in seven university campuses and contextualized them within the scope and challenges that current practices are facing in the implementation of sustainability on campus initiatives. Based on a system´s modeling of dynamics and interactions of the selected variables, it is expected to articulate the European scientific debate towards a conceptual framework that includes the institutional, environmental, social and economic dimensions of a socio-ecological system (IARNA, 2009), the sustainable university discourses framework (Deleye, 2024) and UNESCO´s (2025) ESD approach. Paper Experiencing Sustainability in Initial Teacher Education: Pre-service Teachers’ Perspectives from Italian Universities LUMSA University, Italy Presenting Author:The integration of Education for Sustainable Development (ESD) within higher education has been widely recognised as a key lever for promoting sustainability-oriented values, practices, and ways of thinking among future generations. Universities are increasingly expected to act not only as sites of knowledge transmission but also as learning environments in which sustainability is meaningfully embedded through institutional cultures, everyday practices, and educational experiences (UNESCO, 2005; Wals, 2009; United Nations, 2015; Barth et al., 2016; Wals & Benavot, 2017; Rieckmann, 2018). Within this context, initial teacher education occupies a particularly relevant position, as pre-service teachers encounter sustainability both as learners in higher education and as future professionals expected to contribute to sustainable societies (Albareda-Tiana et al., 2018; Álvarez-García et al., 2019; Vare et al., 2020). While policy frameworks and international guidelines emphasise the importance of ESD across educational levels (UNESCO, 2005; Buckler & Creech, 2014), existing research suggests that its implementation in higher education often remains uneven and fragmented. Sustainability initiatives may be highly visible at the institutional level, yet experienced by students as superficial or disconnected from everyday academic practices (Barth et al., 2016; Wals & Benavot, 2017; Holst, 2023). This raises critical questions regarding the extent to which sustainability is not only present but also meaningful within university education, and how institutional discourses around sustainability are interpreted and negotiated by students in their daily experiences. This paper is situated within a doctoral research project adopting a multiple-case study design across universities in Italy and Portugal, which examines how ESD and Civic and Citizenship Education (CCE) are embedded within pre-primary and primary initial teacher education. Focusing on two Italian universities, this paper explores pre-service teachers’ lived experiences of sustainability within their university education. It adopts a student-centred perspective and investigates how sustainability is perceived and experienced during university training, contributing to current debates on ESD in higher education by foregrounding students’ voices and critically examining the relationship between institutional intentions and everyday practices. The study presented in this paper is guided by the following research questions: RQ1. How do pre-service teachers experience and perceive sustainability within their university education? RQ2. How do pre-service teachers perceive the coherence of institutional sustainability initiatives in relation to everyday university practices? The overarching objective of the paper is to explore how sustainability is lived by pre-service teachers within higher education contexts, with particular attention to the tensions between visibility and meaningfulness, and between institutional sustainability discourses and students’ everyday academic experiences. More specifically, the study aims to identify how sustainability is communicated at the institutional level, how it is embedded in curricular and extracurricular contexts, and how students interpret inconsistencies between official narratives and daily practices. Conceptually, the paper draws on literature on ESD in higher education, in particular, research emphasising whole-institution approach for sustainability in education (Barth et al., 2016; Öztürk, 2022; Holst et al., 2024). It also engages with perspectives that conceptualise curriculum and learning as lived and socially constructed processes, highlighting the importance of students’ interpretations of educational environments beyond formal curricular provisions (Casarejos et al., 2017). By combining these perspectives, the study approaches sustainability not merely as a set of declared institutional commitments or isolated initiatives, but as an experiential dimension of university life that is continuously negotiated through everyday practices. By focusing on pre-service teachers’ lived experiences of sustainability within university education, this paper provides an empirically grounded contribution to discussions on how ESD is enacted in higher education, highlighting the importance of addressing the gap between institutional discourse and everyday practices and between the visibility and meaningfulness of sustainability initiatives for fostering sustainability-oriented learning environments in teacher education. Methodology, Methods, Research Instruments or Sources Used The present contribution reports preliminary findings from an ongoing doctoral project employing a multiple-case study design and a mixed-methods approach (Yin, 2018). By combining quantitative and qualitative data gathered through the administration of a student questionnaire and focus groups, as well as interviews with university lecturers and teacher education programme coordinators and document analysis of course syllabi and institutional documents related to Civic and Citizenship Education (CCE) and sustainability, the overall research examines, among other aspects, pre-service teachers’ lived experiences of sustainability within university education. Although the doctoral project includes universities in Italy and Portugal, this paper focuses on two Italian universities in order to provide an in-depth analysis of students’ perspectives within a specific national context, drawing on selected findings from the questionnaire and focus groups. The two case studies were conducted at two public Italian universities, one located in a major city in northern Italy and the other in a major city in central Italy. Participants included pre-service teachers in the final year of study, enrolled in primary and pre-primary education programmes. A total of 290 students responded to the questionnaire (88 from the first university and 202 from the second). The questionnaire collected data on pre-service teachers’ university training in CCE and Education for Sustainable Development (ESD), as well as on their perceptions of how sustainability is integrated into university life. For this purpose, an adapted version of the whole-institution approach (WIA) scale for sustainability in education (Holst et al., 2024) was used. The original scale, designed for both educators and learners across different educational levels, was adapted to the national context and to the specific target group of university students. Quantitative data were analysed using descriptive statistics in order to provide an overview of students’ perceptions of institutional sustainability and its implementation within the university context. These data were triangulated with findings from four focus groups conducted with final-year students from the same programmes (two per university). At the first university, the focus groups included five and eight participants, while at the second university both groups included five participants. Qualitative data were analysed through thematic analysis, following an inductive approach. Themes captured recurring patterns related to the visibility and meaningfulness of sustainability initiatives, as well as perceived contradictions between institutional discourse and everyday practices. In addition, institutional communication on sustainability was analysed through a thematic analysis of relevant institutional documentation. Conclusions, Expected Outcomes or Findings The findings from the questionnaire, focus groups and document analysis indicate a persistent gap between institutional sustainability discourse and pre-service teachers’ lived experiences within university education. Across the two Italian universities, sustainability is widely perceived as a declared institutional priority and a visible component of official communication; however, students’ accounts reveal that this visibility does not consistently translate into meaningful or coherent everyday practices. In the first university, questionnaire responses suggest that sustainability is not practised consistently across university areas and that those in charge do not actively promote it. These perceptions are mirrored in the focus group discussions, where students describe sustainability as predominantly symbolic and confined to a “macro” or representational level, yet weakly integrated into everyday practices and rarely experienced in meaningful ways. Similarly, in the second university, both quantitative and qualitative data point to a misalignment between institutional claims and students’ everyday experiences. While participants acknowledge infrastructural and organisational initiatives aimed at promoting sustainability, such measures are frequently perceived as superficial, inconsistently applied, or insufficient to foster meaningful engagement. Practical barriers and contradictions between declared values and daily practices further weaken students’ perceptions of institutional coherence. Overall, these findings suggest that while sustainability is communicated as a strategic priority, its operationalisation in daily university life remains insufficient from the students’ perspective. These preliminary findings will be further complemented, in subsequent stages of the doctoral research, by interviews with university lecturers and teacher education coordinators, as well as by an analysis of relevant course syllabi. Paper Leadership For ESD: School Leaders’ Role Understandings and Learnings in the Context of the LoLE Training Leuphana University, Germany Presenting Author:Transforming schools towards sustainability is widely recognised as a key lever for societal change. Education for Sustainable Development (ESD) aims to empower learners to actively engage with complex global challenges, yet its effective implementation requires structural, cultural, and pedagogical transformation at the school level. (UNESCO, 2021) Within this process, school leaders play a pivotal role (Holst, 2023) they shape organisational conditions, enable participation, and translate sustainability goals into long-term school development strategies. (Mogren and Gericke, 2017) Despite this central role, empirical research consistently indicates that many school leaders feel insufficiently prepared to lead ESD implementation in a holistic manner, particularly when framed through a Whole-School-Approach (WSA) (Brock & Holst, 2022). This paper addresses a key gap in current research by foregrounding the importance of school leaders’ own perspectives on which competencies and other factors are needed to successfully implement ESD and how they conceptualise their leadership role in this context. While existing studies often focus on learners and teacher practices or curricular integration of ESD (Holst et al., 2024),comparatively little attention has been paid to school leaders’ subjective understandings, perceived enabling conditions, and role interpretations related to ESD-oriented school development and leadership (Mogren & Gericke, 2017). The paper draws on empirical data from the LoLE (Leaders of Learner Empowerment) training, a six-month professional development initiative designed to empower school leaders to initiate and lead ESD-related change projects within their schools, which is grounded in principles of action research (Wood & Govender, 2013), peer learning (Vangrieken et al., 2017), and learner empowerment (Hart, 1992) and is being conducted in Germany as well as in seven partner countries (Costa Rica, Ethiopia, South Africa, Canada, the USA, Japan and Saudi Arabia). The empirical focus of this contribution lies on a qualitative survey conducted with participating school leaders from two German LoLE cohorts, addressing enabling conditions and role understandings of school leaders (Warwas, 2012), which is complemented by interviews on the needs of the school leaders regarding the LoLE training and selected qualitative materials from the training context, including written reflections and project descriptions, to contextualise and deepen the analysis. Preliminary findings indicate that school leaders emphasise enabling conditions, that are not fulfilled yet, on multiple, interrelated levels. These include structural conditions (e.g. time resources, institutional support, and policy frameworks), relational and cultural conditions (e.g. trust, participation, and shared vision), and individual dimensions (e.g. leadership identity, confidence, and perceived legitimacy to initiate change). (Holst et al., 2025) Furthermore, the analysis reveals differing role conceptions, ranging from managerial coordination and strategic framing to facilitative, participatory, and learner-centred leadership practices. (Warwas, 2012) Notably, many school leaders describe a tension between hierarchical leadership expectations, the engagement and the motivation of the collegium and the participatory demands of learner empowerment within a WSA. This paper contributes empirically grounded insights into how ESD-leadership is understood in the context of schools and enacted from the perspective of school leaders (Holst et al., 2025) The findings have implications for the design of leadership training programmes and the conceptualisation of ESD-oriented leadership competencies. The paper concludes by discussing how professional development formats can better align with school leaders’ perceived needs, including required competencies of the school leaders, and by inviting discussion on how school leadership can be supported better in the future. Methodology, Methods, Research Instruments or Sources Used This paper is embedded within a broader doctoral research project examining the role of school leaders in implementing ESD-related change projects through a Whole-School-Approach (WSA). It follows a qualitative, exploratory research design aimed at capturing school leaders’ subjective perspectives, role conceptions, and perceived enabling conditions in relation to school development and leadership for sustainability. The primary data source for this contribution is a qualitative survey conducted with school leaders participating in two German cohorts of the LoLE training. Participants represent diverse school contexts and leadership backgrounds. The survey was administered prior to the beginning of the training and invited participants to reflect on two guiding prompts: (1) what they perceive as necessary to feel capable of implementing ESD at their school, and (2) how they understand their role as school leaders in enabling ESD, learner empowerment, and school-wide transformation (Warwas, 2012). The survey data are complemented by selected qualitative materials generated during the training process. These include interviews focusing on school leaders’ needs and expectations regarding the LoLE training, written reflections, documentation of change projects, and short narrative inputs from an online learning environment on the platform Moodle. These materials are not treated as outcome measures, but as contextual and interpretive sources that allow insights into how leadership roles are articulated, negotiated, and reflected upon in relation to concrete professional development experiences. The survey responses were analysed by using a free and inductive form of Qualitative Content Analysis (Mayring, 2014) identifying central themes related to perceived needs, enabling conditions, and initial role understandings of the school leaders. These themes were comparatively related to patterns emerging from the training-related materials, allowing for preliminary, results-in-progress insights into how school leaders’ role conceptions and leadership orientations appear to develop over the course of the training, influenced by analysis techniques of Constructivistic Grounded Theory (Charmaz, 2006). By combining qualitative survey data with contextual materials from a professional development setting, this methodological approach enables an in-depth and cautious exploration of how school leaders articulate their needs and roles in relation to ESD and WSA in the context of the LoLE training, while remaining sensitive to the complexity, situatedness, and ongoing nature of leadership learning processes (Pinheiro et al., 2025). Further research will include a comparison of experiences between the German cohorts and the seven international cohorts, that were mentioned above. Conclusions, Expected Outcomes or Findings This paper provides empirical insights into how school leaders themselves conceptualise the conditions and leadership roles required to implement ESD through a WSA. By foregrounding school leaders’ voices, the findings highlight that ESD implementation is not primarily perceived as a technical or curricular challenge, but as a complex leadership task that involves navigating structural constraints, cultural dynamics, and personal leadership identity (Wohlfart et al., 2026). The analysis suggests that school leaders view their role less as sole drivers of change and more as facilitators of participatory processes, mediators between policy demands and school realities, and enablers of learner and teacher agency. At the same time, many participants describe tensions between hierarchical leadership expectations and the participatory, empowerment-oriented logic of ESD and WSA. These tensions point to the need for leadership concepts and training formats that explicitly address ambiguity, role negotiation, and shared responsibility. From a research perspective, the findings contribute to ongoing debates on leadership for sustainability in education by empirically grounding leadership roles and enabling conditions in school leaders’ lived experiences. Rather than proposing fixed competency models, the results underline the importance of understanding school leadership for ESD as relational, context-sensitive, and developmental (Müller et al., 2020). For practice and policy, the paper suggests that professional development programmes for school leaders should move beyond knowledge transfer and instead create reflective spaces for role clarification, peer learning, and engagement with real-world transformation projects. Paper From Reform to Renewal: Whole-School Change as a Living, Learning System University of Cambridge, United Kingdom Presenting Author:Across Europe and internationally, education systems are under sustained pressure to demonstrate improvement in student outcomes, equity, and future-oriented competencies, while simultaneously responding to policy agendas shaped by OECD frameworks, international comparisons (e.g. PISA), and national accountability regimes. Despite this, school reform continues to be characterised by initiative overload, policy churn, and short-lived interventions, producing what has been described as “projectitis” (Adelman & Taylor, 2007) rather than durable systemic change. Whole-school change (WSC) is frequently proposed in European and international policy discourse as a solution to this fragmentation. Yet, as Thomson (2010) argues, it remains a concept “used in various ways, by different people, for diverse purposes, and [with] distinct appearances and effects in schools and school systems” (p. 11). Empirical research across multiple national contexts suggests that many reforms fail to embed because they are treated as programmes to be implemented rather than as organisational transformations to be lived (Hargreaves, 2008; OECD, 2015; Roffey, 2016). This paper contributes to European debates on sustainable school reform by examining whole-school change as a systemic, meaning-making process within a secondary school in the UK implementing the Thinking Schools (TS) framework. While TS is now used in multiple countries, it is not studied here to determine its effectiveness, but to provide the context as a locally enacted reform ecology operating under pressures familiar across European systems: accountability, curriculum constraint, staff workload, and performativity. The study investigates how whole-school change can be conceptualised through the perceived experiences of both Staff and Student Drive Teams tasked with change, addressing three operational questions: (1) how participants perceive whole school change itself; (2) how they experience their role within the change process; and (3) how they perceive the facilitators and challenges shaping their work. The theoretical framework integrates systems theory, organisational learning, and autopoietic theory. Following Thomson (2010), schools are conceptualised through the metaphors of ecological systems (Bronfenbrenner, 1979) and learning organisations (Senge, 1990), both of which are widely influential in European school improvement discourse. These are extended through Wheatley’s (1999) autopoietic interpretation of organisations as self-producing meaning systems (Luhmann, 2012; Maturana & Varela, 1980). Within this frame, reform is not implemented but perturbs the system, triggering internal processes of reinterpretation and reorganisation, aligned with Argyris and Schön’s (1978) concept of double-loop learning. Based on the findings, the paper argues that whole-school change is best understood not as an ‘add-on’, but as ongoing systemic change and a multiple-loop, multi-layered learning process supported by risk-taking, reflection, teams interrelations, non-negotiable whole school change, common values and language, and continuous learning, developed into a ‘petal’ model that merits further attention with direct implications for European debates on school improvement, professional learning, and democratic participation in education. Methodology, Methods, Research Instruments or Sources Used This study adopts a qualitative, exploratory longitudinal case study design to investigate how whole-school change is experienced and conceptualised by members of Staff and Student Drive Teams within a Thinking School context. A case study approach is particularly suited to this research as it enables the in-depth exploration of complex, contextually embedded and evolving processes of change within a real-life organisational setting. The research is situated within a constructivist paradigm, informed by ontological relativism and epistemological interpretivism. From this perspective, reality is understood as multiple and socially constructed, and knowledge is generated through participants’ interpretations and meaning making. This philosophical positioning aligns closely with the study’s focus on lived experience, perception and sense-making in relation to whole-school change. The case is a co-educational selective secondary school engaged in whole-school change through the Thinking Schools framework. Particular attention is given to the contributions of the Staff Drive Team and the Student Drive Team, who are formally tasked with leading and sustaining the change process. The longitudinal and exploratory nature of the design enables the study to capture not only participants’ experiences at a single moment in time, but also how understandings, practices and relationships evolve across the change journey. A multi-method qualitative data generation strategy was employed to support depth, triangulation and analytic richness. Data sources included two non-participant observations of both Drive Team activity, four focus groups conducted at different stages of the process, 16 semi-structured interviews with members of both teams, and documentary material (school development plans, Drive Team agendas and Thinking School accreditation reports). Data analysis proceeded in two complementary strands. Semi-structured interview data were analysed using Interpretative Phenomenological Analysis (IPA), allowing for a detailed examination of participants’ lived experiences, identity positions and meaning-making processes. The remaining data sources were analysed using qualitative content analysis to identify patterns, themes and systemic relationships across practices, structures and discourses. These analytical approaches were integrated within an interpretive framework informed by systems theory, systems thinking and ecological models of development with autopoietic connotations. Research quality was addressed through strategies appropriate to qualitative case study research, including data triangulation, iterative and reflexive analysis, transparency of analytic procedures, and attention to researcher positionality. Ethical considerations included informed consent, confidentiality, and careful management of relational and professional boundaries within the research context. Conclusions, Expected Outcomes or Findings This study set out to explore how whole-school change can be conceptualised through the perceived experiences of Staff and Student Drive Teams within a Thinking School context. The findings demonstrate that whole-school change is not experienced as a linear process of implementation, but as a systemic continuous multiple loop and multi-layered learning process through ongoing renewal. Across all three research questions, change emerged as a multi-layered phenomenon operating simultaneously at individual, team and whole school levels. Participants did not describe change as something that is “done to” the school, but as something that is continuously co-constructed through shared language, collective reflection, relational trust and distributed agency. Resistance was not positioned as obstacle to be eliminated, but as productive element within the school’s learning ecology. The role of both Staff and Student Drive Teams proved central to this process: their work extended beyond coordination and implementation. The inclusion of students as legitimate participants in leadership and strategic dialogue represents a significant reconfiguration of agency within the organisation and aligns strongly with European agendas around participation, democratic schooling and student voice. The proposed ‘petal’ model conceptualises whole-school change as a recursive, interdependent system of learning processes, held together by shared values, coherent language and aligned structures. Each “petal” represents a dynamic domain of activity, none of which operates in isolation. Conceptually, this study argues that sustainable school improvement is best understood as collective organisational learning rather than technical reform. For European school improvement research, this implies a shift towards ecological, participatory and systems-oriented models of change that recognise both staff and students as co-authors of educational transformation.
