Paper Expression of Breakthrough in Education: Analysis of the Development of Educational Research in Lithuania Vytautas Magnus University, Lithuania Presenting Author:At the end of the 20th century, educational science underwent significant qualitative changes. The term "pedagogy" was replaced by the term "educational science" (educology). In addition, the scope of educational science research was expanded. Educational science research now examines the education and self-education of individuals throughout their lives, both from the perspective of the direct education process and from the perspective of education as a complex phenomenon implemented by educational systems. At the beginning of the 21st century, educational science acquired fundamental aspects and its essential methodological characteristics were formulated. Pragmatically conducted educational research is not just experimentation for its own sake, but the formation of intellectual, normative, and methodological foundations of science and the establishment of effective interventions in education (Biesta, 2007, 2019). International research (Biesta, 2007) has demonstrated the importance and significance of educational research in the social and political context of society. Long-term and sustainable educational reforms have been established on a strong foundation of educational research (European Commission/EACEA/Eurydice, 2021). Over time, society has come to accept the idea that changes in the education system, and even more so its reform, must be based on representative, reliable research data. In different countries, educational research is linked to reforms. Therefore, high-quality educational research becomes particularly relevant in the context of educational transformations (Mortimore, 2000; Cohen-Vogel et al., 2025). Not only does it confirm and prove the validity of educational policy measures and evaluate educational reform, but it also initiates innovation and enables quality assurance. The development of advanced and representative data-based educational research, which drives innovation in the education system, is treated as a breakthrough in education. In contemporary sources, the development of educational research as a fundamental sign of a breakthrough in education is associated with the institutionalisation of research and the leadership of researchers (Biesta, 2019; Reyes, 2023). An educational breakthrough is more likely to occur in systems based on institutional mechanisms for the use of research (OECD, 2022). In most OECD countries, the application of educational research in educational practice has become a political imperative (Schlicht-Schmälzle et al., 2024). However, at the same time, the necessity and importance of research is being questioned, highlighting its perceived disconnect from real-world practice. Therefore, the OECD countries are increasingly discussing ways to strengthen the impact of educational research on educational reality (OECD, 2025). In Lithuania, the formation of an education policy based on educational research has also been studied, and the possibilities for the convergence of research and practice have been examined (Bakonis, Survutaitė, Šetkus, 2022). In this context, it is particularly relevant to examine who is developing research in the field of education and how. The main research question is: what are the signs of a breakthrough in education? The object of the study is the expression of a breakthrough in education. The aim of the study is to identify signs of a breakthrough in education in the context of the implementation of educational research. In pursuing this objective, the study aims to: justify the breakthrough in education as the development of educational research; illustrate the breakthrough in education in terms of leadership, issues, and institutional and national aspects on the basis of educational research conducted in Lithuania. Methodology, Methods, Research Instruments or Sources Used The research methodology combines constructivism and systems theory. It is guided by the constructivist assumption that reality is socially constructed and dynamic (Beaumie, 2001). The application of systems theory (Vanderstaeten, 2023; Memarian & Doleck, 2025) assumes that education functions as an open, multifaceted, and dynamic system in which educational phenomena emerge through interactions among subsystems—science, politics, institutions, and practice. This perspective allows educational research to be analysed not as isolated facts or their aggregate, but as a long-term structural process characterised by feedback, continuity, and change. The study employed a qualitative methodology combining content analysis and secondary data analysis. It was guided by an international review on the significance of scientific research (OECD, 2025a), encouraging recognition of institutions that initiate transformative educational practices and promote evidence-based education policy. Two data sources were used: theoretical research on educational breakthrough, and archives of defended dissertations during the selected period (Lithuanian Science Council) and scientific reports from separate universities. The analysed research covered two periods: 1990–2004 and 2006–2025. During the first, 208 education researchers defended dissertations, and during the second, 430 cases were identified. Datasets were compiled for qualitative content and secondary analysis at national (LSC archive) and institutional (university reports) levels. All publicly available information was considered reliable. Data were collected through scientific literature, educational documents, and qualitative content analysis of archival dissertations. Research procedure. Through qualitative critical analysis of theoretical studies, the concept of educational breakthrough was defined. Based on reliable archival information, two datasets of defended dissertations were formed. Systematic examination of archival data enabled secondary quantitative descriptive analysis and qualitative content analysis. Research was evaluated by interpreting data in relation to the diversity of the studied objects and their significance for educational reform. Qualitative content analysis involved grouping studies by meaning into subcategories, identifying statements supporting each subcategory, and merging similar subcategories into broader categories. Finally, data were interpreted, and general conclusions were drawn for each category, integrating them into a coherent whole. The study adhered to the philosophical principles of research significance and replicability. Significance relates to topic relevance and novelty of the examined aspect of educational research. Replicability confirms accessibility and reliability of the data. In line with academic ethics, information on researchers and dissertation titles obtained from public archives is respectfully cited. Conclusions, Expected Outcomes or Findings The breakthrough in education is reflected in the diversity of educational research and the leadership of researchers in addressing current educational issues. Educational research based on the interaction between practice and policy considerations is of particular importance. Conducting such research opens opportunities to participate in educational policy-making and ensures the effectiveness of changes in education and the sustainability of educational quality. Opportunities for the development of educational research strengthen the entire education system: they broaden the boundaries of knowledge about educational phenomena and provide a meaningful understanding of the current situation in educational science and the factors that determine the transformation of the quality of educational reality. In Lithuania, research in the field of education science conducted between 1990 and 2025 is aimed at the targeted improvement of educational practice and the learning achievements of students, educational innovations, ensuring fairness and equality in education, enabled transformations in the education system and became a breakthrough in education. Educational breakthroughs are evidenced by the leadership of education researchers and the quality of educational research they conduct. Over more than three decades, the training of education researchers in individual Lithuanian universities and their consortia has been associated with systematic improvements in infrastructure. The number of researchers and the educational research they have conducted has enabled the preservation of pedagogically significant heritage, the consolidation of education as a scientific field, and contributions to educational reform, ensuring the sustainability of educational quality. Paper PISA as a Boundary Object: Bridging the Gap Between Academic Research and Policy Reform in Taiwan National Taiwan Normal University, Taiwan Presenting Author:Nowadays, as technology for analyzing education data gets better, more and more countries are using "data-driven" and "evidence-based" methods to decide how to run their schools. They want to use solid facts to see how well their education system is performing. International Large-Scale Assessments (ILSAs), especially PISA, have become a key part of this process (Grek, 2009). Because PISA uses very strict methods to test students, it allows people to easily compare different countries (Li et al., 2025; Volante & Mattei, 2024). This makes certain countries become "reference societies"—examples that everyone else looks up to and tries to follow (Santos & Centeno, 2023; Sellar & Lingard, 2013). As a result, PISA has a huge influence on education policies. Countries with high scores become models that others want to learn from. On the other hand, when a country gets a lower score than expected, it often causes a "PISA shock," leading to strong demands for major education reforms (Takayama, 2010; Waldow, 2009). While many studies have looked at how PISA drives educational reform around the world, there is still very little research focusing on Taiwan. Taiwan presents an interesting case, much like Japan and Germany in the early 2000s. Before joining PISA, Taiwan did not have its own national assessment to collect data on how well students were actually learning. Because of this, PISA filled an important gap and became a key tool for policymakers. A major turning point occurred after Taiwan’s strong start in 2006; in 2009, the national ranking for Reading dropped significantly to 23rd place. This led to a local 'PISA shock,' causing both the government and the public to rethink and completely transform how reading is taught in schools However, discussions regarding the geopolitical drivers of these reforms imply a dimension often treated as anecdotal rather than subject to rigorous academic inquiry. For instance, common narratives suggest that Taiwan's reforms were spurred by cross-strait competition following Shanghai’s top performance in 2009, or that PISA results serve as political leverage for opposition parties. Yet, these observations remain largely speculative and undocumented in formal research. To systematically analyze how these international metrics permeate national governance, this study adopts the concept of "Boundary Objects" (Leigh Star, 2010; Star & Griesemer, 1989) to examine how PISA navigates the distinct social worlds of "academics" and "policymakers." Methodologically, we deconstruct the multifaceted "PISA ecosystem" into its constituent non-human artifacts, including test items, technical reports, official results, and media discourse. These elements are analyzed through the lens of Star and Griesemer’s (1989) four types of boundary objects, which facilitate cooperation across different social worlds without requiring consensus: Repositories: Ordered collections of objects that are indexed in a standardized fashion so that people from different backgrounds can borrow from them. Ideal Types: Abstract objects, such as diagrams or atlases, that are vague enough to adapt to the needs of different groups while remaining recognizable. Coincident Boundaries: Objects that share a common external boundary but have different internal contents and meanings for different social groups. Standardized Forms: Structured methods of communication that provide a common language to make information comparable and translatable across different sites. By examining whether PISA-related artifacts function as these types of boundary objects, this research aims to understand how information is translated into policy language and serves as a catalyst for educational reform within Taiwan’s unique geopolitical landscape. Methodology, Methods, Research Instruments or Sources Used 1. Data Collection and Research Tools This study employs thematic analysis, using in-depth interviews and document analysis for data collection. To explore whether PISA can be categorized into the four types of boundary objects, we first reviewed the core theoretical literature to define their characteristics. Based on these definitions, we developed specific interview guides for different groups of participants. In terms of data processing, this research follows a "top-down" coding approach. We use the four types of boundary objects as a primary analytical framework to form initial hypotheses. For instance, after reviewing the literature, we hypothesized that PISA's open-access databases act as Repositories. To verify this, we interviewed academic researchers who specialize in secondary data analysis of PISA. If their professional experiences aligned with our framework, we then categorized the PISA database as a Repository. A similar process was applied to the other three types of boundary objects. 2. Participants and Data Sources Unlike Japan and South Korea, where PISA is managed directly by national administrative agencies, Taiwan uses a "project-based bidding" model. The Ministry of Education treats the PISA survey as a commissioned project. University-based academic teams must go through a competitive bidding and selection process to represent the country in executing the survey. Because of this "administration-delegated-to-academia" design, Taiwan’s National Project Managers (NPMs) are typically university professors. Given this context, our participants mainly include members of the PISA 2022 research team and scholars expert in large-scale database analysis. Since this study focuses on how boundary objects bridge the gap between "academia" and "policy," we also invited government officials from the education sector to be interviewed. Specifically, the study involved seven researchers—with expertise in educational statistics, psychometrics, policy, and sociology—and two government administrators. In addition to interviews, we collected official documents, such as PISA Governing Board reports and press conference presentations. We also gathered online news coverage from various media outlets to analyze public discourse on PISA. 3. The Researcher as a Research Instrument The researcher maintains a deep academic interest in international large-scale assessments. Currently a member of the ICCS (International Civic and Citizenship Education Study) research team, the researcher has also been involved in the implementation of PISA, TIMSS, and TALIS. This background provides a high level of sensitivity toward the relationship between testing, assessment, and education policy. This unique "insider" perspective helps enhance the reliability and validity of the data interpretation in this study. Conclusions, Expected Outcomes or Findings Our analysis suggests that PISA is not a single entity but a collection of various artifacts and tools that align with the four types of boundary objects. Repositories: In original theory, repositories refer to collections (like museum specimens) where different actors, such as hunters or scientists, can find their own meanings. In this study, Repositories correspond to the publicly available PISA datasets (student, teacher, and school levels) on the OECD website. These datasets serve as the primary raw material for academic researchers to conduct secondary data analysis. Ideal Types: This category refers to the abstract concepts within PISA, such as "literacy" and "resilience," which embody the ideals of "good education." For instance, Taiwan’s 2014 educational reform centered on the concept of "competency," a shift heavily influenced by PISA’s conceptual framework. Coincident Boundaries: In our case, this corresponds to "rankings." Rankings are the most powerful element driving reform in Taiwan. They are not just viewed as a measure of educational quality, but also as indicators of "economic strength" and "national competitiveness." Furthermore, rankings serve as a tool to validate policy success; for example, Taiwan’s strong performance in 2022 was used by officials as evidence that the new national curriculum was effective. Standardized Forms: To ensure comparability across diverse nations, PISA employs a highly structured framework. This includes standardized cognitive test items, background questionnaires, and a strict, uniform procedure for administration. Discussion: The Fluidity of Boundary Objects It is important to note that these classifications are not mutually exclusive. For example, rankings also possess the characteristics of Standardized Forms because they place different countries on a fixed, comparable scale.
