Paper Engineering Past and Present Futures in Education: The Entanglements of Sociotechnical and Educational Imaginaries in UNESCO’s Education-technology Nexus Örebro University, Sweden Presenting Author:This paper investigates the entanglements between educational and sociotechnical imaginaries in global education governance. Sociotechnical imaginaries (Jasanoff, 2015) refer to visions of futures in which science and technology play a central role, and educational imaginaries (Rahm, 2023) refer to educational visions, policies, and projects. Both concepts are relevant to understanding knowledge production and power relations in education policy discourse because they capture and represent what is possible and acceptable to imagine and formulate for our futures. In the context of datafication and digitalisation efforts in close entanglement with marketisation processes in education, as well as technological advances such as generative artificial intelligence (AI), sociotechnical imaginaries appear essential for present ideas of the future in general and in education in particular. The Covid-19 pandemic represents a pivotal moment in time, serving as both an accelerator for and a catalyst for debates about technological solutions in education. However, the post-World War II era is already a fascinating period, marked by varying degrees of reasoning with science and technology (Hof & Müggenburg, 2021). Especially in the early period until the beginning of the 1970s, this reasoning was grounded in firm trust in science, technology, and progress (e.g., International Commission on the Development of Education, 1972, p. 90). However, the early 1970s also marked a turning point. While marked by growing prosperity, especially for ‘Western societies’, signs of pending crises began to be palpable (Elfert, 2018, p. 119), as the debate surrounding The Limits to Growth report (Meadows et al., 1972) illustrates. Either way, during the Cold War, the relevance of science and technology was persistent, and education was “a major ideological battleground” (Elfert & Ydesen, 2023). The political tension and technological competition promoted educational perspectives that emphasised the reliance on scientific expertise, objective data, and new technologies. International organisations (IOs) with different ideological foundations, such as the OECD, the World Bank, and UNESCO, were crucial promoters and contesters of these educational ideas in the post-World War II era. Sociotechnical and educational imaginaries are embedded in global governance frameworks. IOs participate in the co-production of programmatic ideas and education policy concerning central themes such as digital transformation strategies and data infrastructures, shaping expectations about knowledge, evidence and data regimes. Comparing a contemporary and historical period, I examine how sociotechnical and educational imaginaries in global education governance are co-produced, justified, entangled, and manifested in a network of heterogeneous actants from education policy and practice, research, engineering, and industry, posing the following research questions: 1) Which actors (actants) are involved in these processes? 2) How have these actants manifested and affected sociotechnical and educational imaginaries? 3) How have these sociotechnical imaginaries and educational imaginaries affected each other? Methodology, Methods, Research Instruments or Sources Used I use Actor-Network Theory (ANT) (Latour, 2005), developed in Science and Technology Studies (STS). This approach investigates phenomena as networks of heterogeneous entities acting as actors. ANT should facilitate the analysis of how humans and non-human entities interact and relate, forming networks that shape the world, knowledge production, and power relations. These human and non-human entities are called actants to counter the classic idea of an actor as predominantly human. An actant is any entity that acts, is acted upon, or makes a difference in a network, regardless of whether it is human or non-human. Agency is understood as relational. The central objectives of this approach are to map the network and trace or understand the processes of translation, a concept that captures the interactions between actants. As stated above, the aim is to map a network that manifests the entanglement of sociotechnical and educational imaginaries by tracing and comparing two particular actants in documents such as reports, minutes, statements and recommendations. UNESCO’s education-technology nexus (Priem, 2023) is in focus. The Sputnik crisis and the Covid-19 pandemic are decisive events serving as empirical entry points into relevant periods and networks. Conclusions, Expected Outcomes or Findings Taking the Sputnik crisis as a temporal and UNESCO as a special entry point, I am encountering programmed learning and instruction as manifested in teaching machines. Sputnik Shock (1957) was a global catalyst for educational reform, promoting the use of technology in education (Hof, 2018; Priem, 2023). The global rise in demand for educational technology has created a subsidised market accessible for exploitation (Hof, 2028). Industry became an important actant quickly. UNESCO persistently focused on the educational value of programmed instruction and computer-based learning and teaching technologies, provided that the IO serves as a moral authority in implementation processes (Priem, 2023). Tracing programmed learning and instruction facilitates mapping the network that manifests and co-produces the entanglement of socio-technical and educational imaginaries in UNESCO’s historical education-technology nexus. Taking the Covid-19 pandemic as a temporal and UNESCO as a special entry point, I am encountering the Digital Transformation Collaborative (DTC), which is a subgroup or part of UNESCO’s Global Education Coalition (GEC), a multistakeholder collaboration founded in the wake of the pandemic, to mitigate the emergencies that occurred due to the pandemic. Its DTC is a tech-focused, multistakeholder collaboration for digital transformation in education, launched in 2023 and involving over 35 intergovernmental, non-governmental, and private-sector organisations. DTC is supposed to support countries in their digital transformation of and in education by promoting and facilitating cross-sector partnerships. One tool they developed is a maturity assessment tool for national education systems to determine their strengths, weaknesses, and the degree of their digital transformation. Tracing the tool facilitates mapping the network that manifests and co-produces the entanglement of socio-technical and educational imaginaries in UNESCO’s contemporary education-technology nexus. Paper Contradictory Vocational Education Policies and Future Orientated Labour Market Agendas 1: University of Southern Denmark & SOSU Fyn, Denmark; 2: University of Southern Denmark Presenting Author:Over the last couple of decades, (trans)national policy has increasingly linked Vocational Education (VET) to global competitiveness (e.g. Cedefop, 2019), turning it into a site where a particular type of workforce must be produced. For example, the OECD (2023) advocates for updated VET systems by “re-engineer[in] certain parts of [them] …to be future-ready, with a focus on responsiveness, flexibility, supporting transitions, and innovation” (p. 3). One of OECD’s recommendations for securing this “future-readiness” is to engage social partners (organisations, trade unions and other labour market actors) in the design of (trans)national VET policies (OECD, 2023, p. 28). Inviting social partners into policy making implies that private labour market agendas must be combined with public ones. Embedded in the OECD agenda is a social engineering logic that instrumentalises lifelong learning as a means of producing a qualified, future orientated, and loyal labour (market) force that is highly skilled, productive, and competitive (Heck et al., 2025). Like other Nordic countries, Denmark is highlighted by OECD as doing VET policy effectively – both on national and institutional level (OECD) – because partnerships have been deeply incorporated. However, this is not an OECD‑born idea, but a long‑standing Nordic tradition rooted in the corporatist organisation of the labour market (Jørgensen, 2018), which the Danish VET system originates from (Nielsen, 2000). In the Danish VET context, which is the focus of this paper, the high level of social partner involvement has shaped a policy agenda aimed at attracting academically strong students to vocational pathways (Danish Ministry of Education, 2014). At the same time, another of OECD’s recommendations is to use VET as a pathway for “low-skilled” learners, offering them social inclusion and lifelong learning opportunities (OECD, 2023, p. 66). As we argue, OECD unknowingly contradicts itself by promoting these different agendas. This contradiction becomes evident in Danish VET policy, which oscillates between two opposing goals: to be ‘special’ and exclusive and to be ‘ordinary’ and inclusive (Cort, 2025). Within this fluctuating educational landscape, Denmark has introduced a new practical upper-secondary education programme (EPX), which merges a range of former vocational programmes. This is presented as a radical shift in the architecture of upper-secondary education in Denmark (Danish Ministry of Education, 2025). EPX is presented as a hybrid between vocational and academic tracks, carrying promise of a good and enjoyable “youth life”, permeability, and smooth transitions from vocational education to further studies. On the one hand, this promise reflects an OECD ideal in terms of flexibility, transition, and lifelong learning (OECD, 2023). On the other hand, the promise conceals narrow and opaque pathways, placing responsibility on students to carefully plan their educational pathways while structurally, their real options are limited or even non-existing. One of the reasons is that EPX does not qualify students for university programmes. Thus, referring to EPX as ‘upper-secondary school’ is misleading and might be interpreted as a persuasive and tactical strategy to enrol – and engineer – students into VET programmes. Our policy (Foucault, 2020; Ball, 2012) and psychoanalytic (Heck et al. 2025, Clarke, 2019) informed analysis of OECD and Danish VET policy demonstrates that competing policy agendas multiply complexity, hierarchies, and paradoxes. These dynamics leave future EPX students to bear the uncertainty of promises that may not materialise as real educational opportunities. Rather than providing clear pathways, such policies may place students in frustrating and complicated positions from which it is difficult for them to interpret what future possibilities for further education are accessible to them and what their future role in an accelerated labour market actually is and can be. Methodology, Methods, Research Instruments or Sources Used In our paper we analyse two key sources: A) OECD’s report on “future-ready” VET systems, which frames responsiveness, flexibility, and lifelong learning as central to global competitiveness (OECD, 2023). B) The agreement text for the upcoming Danish upper-secondary reform introducing EPX, which is presented as a hybrid track between vocational and academic education (Danish Ministry of Education, 2025). Our policy analysis is inspired by Foucault’s notion of problematisation (Foucault, 2020; Foucault et al., 1988), we approach policy not as a neutral response to pre-given problems, but as a practice that actively constitutes what counts as a problem and how it should be addressed. A problem does not simply exist; it becomes a problem through specific historical and discursive formations that render it visible and actionable. In this sense, problematisation refers to the processes through which certain issues are posed as problematic, while others remain unspoken or invisible. Our analysis therefore examines the rationalities and conditions that make policy solutions appear necessary and legitimate. We explore the “price” of these solutions: what ‘problems’ they claim to solve, and what new ‘problems’, tensions, or subject positions they may produce in the process. This perspective allows us to see policy as productive; shaping not only solutions but the very field of (im)possibilities within which actors (policymakers and social partners etc.) think and act. In addition, we draw on Ball’s (2012, 2015) understanding of policy, not only as text but as a productive practice shaped by underlying discourses and rationalities. This means examining the conditions that make certain statements and practices (im)possible and (il)legitimate and (un)desirable. Last, we include psychoanalytical informed policy studies (Clarke, 2019; Heck et al., 2025) to focusing on what kind of subjective positions that become (im)possible to occupy within the existing VET policy frame and how this policy in psychoanalytical terms – and as a result of its lack of consistency and ‘false’ promises – can create ‘hysteric’ students who constantly are seeking answers to questions such as: How are we seen, in what ways, and by whom? What is expected from us? How can we be ready for the future? What kind of future do we need to be ready for and why? And what future is open/closed for us within a VET (EPX) context? Conclusions, Expected Outcomes or Findings In this paper we have argued that (trans)national VET policy is characterized by multiple, often opposing agendas and by ‘false’ promises concerning further education. One consequence of inviting social partners into the design of VET policy is that private public interests become intertwined in ways that are not without problems. Examining the Danish EPX-case reveals that a price must be paid when a new educational pathway emerges within a policy climate where contradictory agendas intersect. Government efforts to curb over-academisation within EPX – aimed at strengthening inclusion and attracting ‘low-skilled’ students – collide with social partners’ ambitions to retain academically strong students within vocational tracks and to make EPX more exclusive for high-skilled students. Together, the tensions render EPX a fluctuating and unstable educational place. While EPX promises openness and inclusion, it at the same time produces exclusion by reducing overall access, thereby limiting its openness and preventing it from being an option for “all students”. Whereas VET policy has historically reflected ambitions to attract those students left behind, it is increasingly driven by the goal of attracting the best. This shift raises the question of what this comes to mean for students who are unable to get access to EPX. What options remain available for them? Stricter admission requirements and the removal of direct entry from lower secondary to VET programmes mean that a growing share of students will no longer qualify for any upper-secondary pathway immediately after compulsory schooling. Moreover, the promise of permeability beyond EPX materialises as fragmented ‘stepping stones’, making transitions to further education uncertain and highly dependent on individual planning. This situation risks producing ‘hysterical student positions’ within EPX, as students are placed under increasing pressure to navigate – largely on their own – which future educational paths are opened or closed to them. Paper From Human Capital to Human Flourishing: Continuities and Discontinuities in the Economic Discourse og OECD Education Policy Aarhus University, Denmark Presenting Author:Educonomic thinking (ie. thinking that enacts education as an instrument for the economy) has dominated education policy since the beginning of the Cold War, in particular through the development of human capital theory by economists (Becker, 1962, 1976; Schultz, 1959, 1963) and its promotion by the Organisation for Economic Co-operation and Development (OECD) and its predecessor OEEC (Brøgger & Ydesen, 2025; Grek, 2024). Meanwhile, in recent years, new educonomic thinking beyond mere economic growth has been emerging, for example under the headline of wellbeing economy. Wellbeing economy is promoted by think tanks and NGO’s; several countries such as the Wellbeing Economy Governments (WEGo), including New Zealand, Wales, Scotland, Finland, Iceland, and Canada; and international organizations, including the OECD among others. The OECD frames education policy within its wellbeing economy framework through a new education policy concept called ‘Education for human flourishing’, including a set of ‘Education for human flourishing competencies’ and an indicator framework called the ‘Better Life Index’. This paper asks in what ways the concept of human flourishing and the ‘Better Life Index’ represent novelties compared to previous OECD education policy by analyzing continuities and discontinuities in educonomic ideas from human capital thinking and performance indicators to these new policy frameworks. The policy phenomenon of wellbeing economy, understood both as an idea and as specific material frameworks, has not yet been analyzed conceptually in education policy research. However, this analysis is important due to the growing impact of wellbeing economy on various policy areas, including education, across the world. Otherwise, economic policy agendas may be overlooked in the midst of the idealist and convincing rhetoric of wellbeing and flourishing. Methodology, Methods, Research Instruments or Sources Used The empirical material for this analysis includes the document ‘Education for Human Flourishing A Conceptual Framework’ (OECD, 2025) and the OECD Well-being Data Monitor (OECD, no year) including subpages and methods documents. This material is coded and analyzed to identify educo-nomic ideas. The identified educonomic ideas are compared to previous educonomic ideas in OECD policy focused on human capital, established through a review of secondary literature on OECD educonomic thinking in the past (ie. Bürgi, 2016; Bürgi et al., 2018; Elfert & Ydesen, 2023; Henry et al., 2001; Resnik, 2006; Schmelzer, 2016; Spring, 2015), to identify continuities and discontinui-ties (Barad, 2007, 2010). The analysis focuses on educonomic ideas, defined as ideas that enact education as an instrument for the economy. It draws on discoursive-material analysis (Barad, 2007), deploying a combination of text reading and analysis of indicators (Madsen, 2021). Conclusions, Expected Outcomes or Findings The analysis demonstrates how the concept of human flourishing entails important continuities from human capital thinking, economizing education and the capacities of human beings, however ex-panded to encompass other areas of human life than merely skills. The analysis furthermore shows how indicators used to analyze the wellbeing of human beings in relation to education draw directly on large-scale tests, developed to assess performance within a human capital framework. Therefore, the concept of human flourishing and the broader wellbeing agenda must be considered an econom-ic agenda that still defines education policy as an instrument for the economy.
