Paper Inclusive Vocational Education Policies and Employment Pathways for Visually Impaired Individuals: Findings from a Pilot Training Program Marmara University, Turkey (Türkiye) Presenting Author:According to the United Nations Convention (2008) on the Rights of Persons with Disabilities, individuals with disabilities are entitled to the same rights and freedoms as everyone else. It is the responsibility of states to take all necessary measures to ensure the full and equal enjoyment of these rights and freedoms. Article 27 of the Convention specifically addresses the issues faced by individuals with disabilities in relation to the right to work, outlining detailed regulations. The employment participation of persons with visual impairments remains limited despite international policy frameworks emphasizing inclusive labor markets and equal access to vocational education (World Health Organization (WHO), 2011; United Nations, 2006). In many countries, including Türkiye, visually impaired individuals continue to face structural barriers related to inaccessible training programs, limited adaptive learning environments, and low employer awareness (Eurofound (2021). Vocational education tailored to disability-specific needs is therefore a critical mechanism for enhancing employability, self-efficacy, and social inclusion. Clerical and administrative professions represent a potentially accessible employment field for visually impaired individuals, particularly with the support of assistive technologies, adaptive instructional strategies, and structured skills training (Hersh & Johnson, 2008). However, empirical evidence on how visually impaired participants perceive such training programs, and how their perceptions evolve through structured vocational education, remains scarce. Most existing studies focus on technological accessibility or policy-level analyses, rather than participant-centered evaluations of training effectiveness (Fichten et al., 2019). This study aims to address this gap by examining the impact of a tailored clerical training program on the perceptions, expectations, and self-assessed competencies of visually impaired individuals. Specifically, the study investigates how participants’ views regarding occupational suitability, training accessibility, anticipated difficulties, and perceived personal and professional benefits change from pre-training to post-training. By focusing on participant perspectives, the study contributes to a more nuanced understanding of how vocational programs can be designed to support sustainable employment pathways for visually impaired adults. The study is underpinned by the social model of disability, which identifies environmental and institutional shortcomings—rather than individual impairments—as the primary causes of exclusion (Oliver, 1996). Furthermore, it utilizes self-efficacy theory (Bandura, 1997) to examine how increased mastery of clerical skills influences the motivation and career persistence of the participants. Preliminary evidence suggests that well-structured vocational interventions can positively influence disabled learners’ confidence, reduce perceived barriers, and clarify career goals (Hanif et al., 2018). In line with this literature, the present study hypothesizes that participation in an adaptive clerical training program will lead to more positive perceptions regarding occupational suitability, reduced expectations of disability-related difficulties, and increased clarity about future employment contexts. By providing empirical data based on a pre-test–post-test design, this research offers practical implications for policymakers, vocational training providers, and public institutions seeking to expand inclusive employment opportunities. The findings are expected to inform the development of accessible vocational curricula, contribute to evidence-based disability employment strategies, and support the long-term integration of visually impaired individuals into clerical and administrative labor markets. Methodology, Methods, Research Instruments or Sources Used This study employs a quantitative, single-group pre-test–post-test research design to examine changes in participants’ perceptions following a clerical training program designed for visually impaired individuals. This design enables the assessment of within-group changes attributable to the training intervention (Creswell & Creswell, 2018). Participants The study group consists of 16 visually impaired individuals aged 18 and above. Participants display heterogeneous characteristics in terms of age, gender, educational background, computer literacy, and prior work experience. The majority of participants are young adults and lack previous employment experience, making them an appropriate target group for vocational skill development initiatives. Data Collection Instrument Data were collected using a researcher-developed questionnaire administered as both a pre-test and post-test. The instrument includes items addressing: • perceptions of the suitability of clerical work for visually impaired individuals, • perceived need for instructional adaptations, • expectations of disability-related difficulties, • perceived personal and professional benefits of the training, • additional training needs and program improvement suggestions, • views on training continuity, and • preferred employment contexts. The questionnaire was designed to be accessible and comprehensible for visually impaired respondents, ensuring content validity through alignment with vocational training objectives and relevant literature. Procedure The pre-test was administered prior to the start of the training program. Subsequently, participants completed a structured clerical training program developed in accordance with accessibility principles and learner needs. Upon completion of the program, the same questionnaire was administered as a post-test. This process allowed for direct comparison of participant perceptions before and after the intervention. Data Analysis Data were analyzed using descriptive statistical methods. Frequencies and percentages were calculated to summarize participant responses. Pre-test and post-test results were compared to identify trends and shifts in perceptions. Given the small sample size, the analysis focuses on descriptive interpretation rather than inferential statistical testing. Ethical Considerations Ethical principles were strictly observed. Participants were informed about the purpose and scope of the study, provided informed consent, and assured of confidentiality and voluntary participation. All data were used exclusively for scientific purposes. Conclusions, Expected Outcomes or Findings The findings of this study demonstrate that participation in an adaptive clerical training program can substantially transform visually impaired individuals’ perceptions of occupational suitability, training accessibility, and employability. Post-test results indicate increased confidence in the compatibility of clerical work with visual impairment, reduced expectations of disability-related difficulties, and a stronger recognition of both personal and professional benefits derived from the training. Notably, participants’ growing awareness of specific skill development needs—such as advanced computer use, keyboard proficiency, and legal knowledge—suggests that experiential learning plays a key role in fostering realistic self-assessment and career planning. The shift from vague expectations to concrete suggestions regarding program continuity and employment pathways further highlights the empowering potential of structured vocational education. These results align with prior research emphasizing the importance of accessible training environments in enhancing self-efficacy and labor market readiness among individuals with disabilities (Bandura, 1997). From a policy and practice perspective, the study underscores the necessity of designing vocational programs that go beyond technical skill acquisition to address psychological readiness, confidence building, and long-term employment integration. Paper “Fallen Through the Cracks”: A Co-Produced Qualitative Exploration of Autistic Students’ Experiences of Transition and Belonging in Irish Higher Education 1: Dublin City University, Ireland; 2: Anti-Bullying Centre, Dublin City University, Ireland; 3: University College Cork; 4: Independent Researcher Presenting Author:The participation of autistic students in higher education has increased internationally, yet many continue to encounter structural, social, and pedagogical barriers that affect access, participation, and well-being. Previous research has documented challenges related to transition, disclosure, mental health, social connection, and access to supports (Gormley, Feeney, & McNally, 2023). However, much of this work remains deficit-focused, concentrated within US and UK contexts, and limited in the extent to which autistic perspectives shape research questions, methods, and interpretation (Gormley et al., 2023). As a result, there remains a need for research that centres on autistic students’ accounts and examines how higher education institutions themselves contribute to experiences of inclusion and exclusion (Kenny, Neilson, O'Kelly, Doyle, and McDonald, 2024). This co-produced qualitative study explores autistic students’ experiences of transitioning to, and engaging within, an Irish higher education institution (HEI). The focus is on how students describe belonging, acceptance, and support, and on the ways institutional structures, learning environments, and social spaces shape these experiences. The study responds to a gap in the existing literature, where relatively little qualitative research has examined autistic students' lived experiences of higher education using participatory or co-produced approaches (Gormley et al., 2023). Taken together, these experiences raise broader questions about how higher education institutions conceptualise transition, inclusion, and support, and whose needs are prioritised within prevailing educational structures. In doing so, the study also speaks to broader questions about how knowledge about inclusion is produced in education research, whose perspectives are prioritised, and how such knowledge impacts institutional practice (Kenny et al., 2024). The study is situated within the neurodiversity paradigm, which understands autism as a natural form of human variation rather than a deficit requiring remediation (Walker, 2021). From this perspective, barriers to participation are located not within individuals but within environments, systems, and dominant norms. The analysis takes an interactionist perspective on inclusion, informed by autistic-led frameworks, including work on spatial belonging and the Autistic SPACE framework (Doherty, Cowan, & Shaw, 2023). The analysis is further informed by Wong’s (2023) Framework of Spatial Belonging, which conceptualises belonging as produced through interactions between individuals and the physical, social, and organisational spaces they inhabit. This perspective supports attention to how physical, digital, relational, and structural dimensions of university life interact to shape autistic students’ experiences. The study addressed the following research questions:
Methodology, Methods, Research Instruments or Sources Used This study adopted a co-produced qualitative research design, with autistic and non-autistic researchers working collaboratively throughout the research process (Kenny et al., 2024). Co-produced methods were used to support autistic individuals’ participation in shaping the focus, pace, and interpretation of the research, ensuring that analytic decisions reflected students’ priorities and communicative preferences (Stark et al., 2021). Fourteen autistic students, including undergraduate and postgraduate learners, participated in the study. Participants were recruited through university support services, student networks, and neurodivergent student groups. Inclusion criteria were intentionally flexible, allowing participation by students with a formal diagnosis as well as those who self-identified as autistic, reflecting known barriers to diagnosis and disclosure. Data were generated through flexible semi-structured interviews designed to accommodate different communication preferences. Participants were offered choices regarding mode of participation, with twelve engaging in online interviews and two providing written responses to the interview framework. Interview topics included experiences of transition to higher education, academic and social engagement, sensory environments, disclosure, and access to institutional supports. This flexibility aimed to reduce participation barriers and support students’ agency within the research process. Data analysis was conducted using Reflexive Thematic Analysis (Braun & Clarke, 2021). Analysis focused on identifying patterns across participants’ accounts while remaining attentive to variation in experiences across different stages of transition and study. Coding and theme development were undertaken collaboratively by a mixed-neurotype research team, with ongoing discussion used to refine interpretations and explore alternative readings of the data. Reflexivity was maintained throughout analysis, with attention to how researchers’ positionalities and experiences shaped analytic decisions. Ethical approval was granted by the relevant institutional research ethics committee, and informed consent was obtained from all participants. Conclusions, Expected Outcomes or Findings Participants described a range of experiences that were diverse yet interconnected, organised across three overarching themes. Across these themes, accounts consistently highlighted a gap between institutional understandings of inclusion and the practical conditions required to enact inclusion. Transition to Higher Education: For many participants, the transition to higher education was characterised by heightened anxiety, uncertainty, and emotional strain. Limited guidance during course selection and preparation was commonly reported, with little attention paid to the social, sensory, and practical dimensions of transition. While some participants accessed structured entry routes or early orientation opportunities, others described navigating institutional systems independently, often without clear or personalised support. Inconsistent communication and limited predictability contributed to feelings of being overwhelmed and unprepared. Navigating College Life: Participants also identified multiple barriers within academic and campus environments. Sensory challenges related to lighting, noise, and crowded spaces were frequently described, alongside difficulties engaging with inflexible teaching practices. Experiences of digital learning environments varied. For some, online provision reduced sensory demands and supported flexible engagement, while for others it was experienced as isolating or poorly supported. Social participation was often described as challenging, particularly in interactions with non-autistic peers. In contrast, autistic-led student communities, including neurodivergent societies, were consistently described as supportive spaces that fostered belonging, affirmation, and peer connection. Stigma, Masking, and Disclosure: Decisions around disclosure were shaped by concerns about stigma, misunderstanding, and potential negative consequences. Several participants described masking autistic traits to avoid judgement, often at significant emotional cost. Structural barriers, including restrictive eligibility criteria for disability services and limited autism-informed knowledge among staff, further discouraged disclosure. By centring autistic students’ accounts through a co-produced, neurodiversity-affirming approach, this study illustrates how higher education environments shape experiences of belonging and exclusion, with relevance for policy and practice concerned with inclusion, equity, and student wellbeing. Paper Preschool–Primary Transition: An Analytical Framework of Emotional–Cognitive Educational Infrastructure 1: Tomas Bata University in Zlín; 2: Masaryk University Presenting Author:This paper examines the transition from preschool to primary education, with particular attention to contexts in which institutional cooperation between preschools and primary schools is insufficient. It addresses situations characterized by the absence of a shared norms and framework for organizing the transition process and by a lack of established strategies for how educational institutions respond to children entering primary education with markedly heterogeneous levels of school readiness. Contemporary scholarly literature suggests that such conditions are not exceptional but structurally embedded in the organization of early childhood and primary education systems. The transition from preschool to primary education is characterized by a set of persistent and interrelated challenges, most notably the misalignment of implicit institutional norms governing pedagogical practices, expectations, and forms of accountability across educational sectors. This normative incongruence constrains the adaptive capacity of educational systems and results in a systemic displacement of responsibility onto individual actors—teachers, parents, and children—who are expected to compensate for institutional discontinuities (Then & Pohlmann-Rother, 2024). Furthermore, the prevalence of pervasive learning imperatives in education more broadly reflects normative pressures that shape curricular priorities and pedagogical practices across multiple levels of the system, yet may not align with local needs or relational dimensions of learning (learning imperatives as system-wide demands on teaching and learning) (Popa, 2024; cf. literature on partnership learning imperatives). In response, an expanding body of research advocates a range of targeted interventions and programmatic approaches designed to empower children and families (cf. Veerman et al., 2023; Boyland et al., 2024), or foregrounds the strengthening of social and emotional learning (SEL) as a source of resilience facilitating children’s adjustment to school demands (Hosokawa et al., 2024), or support family-school relations (Tobin, 2022). However, these approaches tend to operate at a partial or compensatory level and therefore leave the underlying institutional configurations of educational practice largely intact. A synthesis of the above-mentioned literature highlights two analytically significant premises. First, transitions between educational levels must be conceptualized as processes of systemic adaptation, in which not only individuals but entire institutional arrangements, professional cultures, and organizational logics are subject to change. Second, such adaptive processes are inherently interactional in nature, unfolding through patterned exchanges among individuals, groups, and systems across institutional boundaries. On this basis, the present paper adopts an interactionist perspective as its primary analytical framework for understanding and addressing. We are building on the results of our three-year research on the Step-by-Step (SbS) program, with particular emphasis on the concept of Emotional-Cognitive Educational Infrastructure (ECEI) (Denglerová et al., 2024; Denglerová & Šíp, under review). The paper explicates the function of this infrastructure as a key systemic prerequisite for effective educational processes. These findings are subsequently applied to the context of educational transition. The main objective of this paper examines how teachers at the outset of formal schooling can actively shape and mediate the transition from preschool to primary education in ways that promote continuity and coherence, even under empirically documented conditions of institutional misalignment—namely, the absence of shared norms, the fragmented nature of existing strategies, and the pronounced heterogeneity of learners. Methodology, Methods, Research Instruments or Sources Used ECEI is the central outcome of the aforementioned mixed-methods research study on the SbS program. The quantitative component examined pupils’ self-concept, classroom climate, emotional competencies, and creative and metacognitive skills, and demonstrated statistically significant advantages for pupils in the SbS program compared to those in traditional schools. The qualitative component employed ethnographic methods in two SbS schools, including classroom observations across grades one to five and interviews with key educational stakeholders. Using Situational Analysis (Clarke, 2005; Clarke, Friesse, & Washburn, 2015), we developed the interpretative ECEI model, which explains the program’s educational effectiveness. Subsequent evaluative studies indicate that the model’s explanatory scope extends beyond the SbS context, supporting its use as a theory-driven analytical framework for examining children’s transition from preschool to primary education. The model integrates social–emotional and cognitive dimensions of learning and explains how the intentional construction of ECEI initially slows the learning process as part of a systemic transformation of individual orientations and the learning environment, which subsequently enables an acceleration of learning and improved student outcomes. ECEI consists of four interrelated levels—instrumental, didactic, autonomization, and constructivist. The development of the ECEI levels is inherently sequential and cumulative. The effective establishment of each higher level is structurally dependent on the sufficient consolidation of the preceding one; for instance, the didactic level cannot be meaningfully established in the absence of a robust instrumental foundation. The instrumental and didactic levels are often systemically underestimated due to their indirect relation to curricular content, particularly in outcome-oriented educational contexts. The model demonstrates that the robust establishment of these foundational levels is a prerequisite for transferring responsibility for learning to students, enabling differentiation and individualization, and ultimately supporting effective constructivist instruction. Interpreting the transition process through the analytical framework of ECEI provides a coherent lens for understanding how the transition from preschool to primary education unfolds in practice. As an analytical framework, ECEI enables the interpretation of transition not merely as an individual adjustment process, but as a set of structurally and interactionally mediated conditions that shape learners’ orientation, emotional security, and engagement with learning. On this basis, this analytical framework supports the formulation of targeted, practice-oriented recommendations that actively facilitate the transition under conditions of institutional misalignment and learner heterogeneity. Conclusions, Expected Outcomes or Findings The application of the ECEI model extends beyond providing guidance for teachers in complex transition contexts, as it enables institution-level change by explicating the mechanisms through which pedagogical practices reshape learning environments and learner trajectories. As a theoretically and empirically grounded analytical framework, the model supports teachers in critically revisiting entrenched assumptions about teaching and learning. Mechanism 1: Structural stabilization and psychological safety. At the instrumental level, ECEI operates through the negotiation and enforcement of rules, the structuring of space and time, and the ritualization of key instructional sequences. These processes enable teachers and students to co-construct a stable framework that provides orientation, predictability, and psychological safety, thereby creating conditions for respecting learner heterogeneity during transition. Mechanism 2: Dialogical mediation and didactic transformation. At the didactic level, ECEI functions through dialogical practices such as teaching through questioning, reflection and self-reflection, and activating forms of learning. These practices support the transformation of curricular content, reciprocal learning, learner autonomization, instructional differentiation, and the development of collaborative and metacognitive skills in heterogeneous classrooms. Mechanism 3: Differentiation through ordered interaction. The integration of structural order and dialogical interaction enhances teachers’ capacity to respond to learner heterogeneity by stabilizing interactional patterns and diversifying learning formats, thereby enabling more effective differentiation and individualization of instruction in line with inclusive education. Mechanism 4: Productive deceleration and long-term acceleration. Initial deceleration is conceptualized as a productive investment in building a safe learning environment and a functional learning community. Once consolidated, these conditions enable accelerated learning processes and higher-quality learning outcomes, while alleviating teachers’ anxiety that often sustains practices misaligned with learners’ transitional needs.
