Paper Beyond Credentials: Education's Changing Role in Middle-Skill Occupations 1: City, St George's, University of London, United Kingdom; 2: Edge Foundation, UK Presenting Author:Currently, education policies are trying to address the changes that artificial intelligence is bringing to labour markets (OECD 2023; Unesco, 2022). The threat of automation is challenging the purpose and value of different educational pathways. While policy discourse emphasises upskilling and retraining as responses to technological change (Schiff, 2022), little attention is paid to understanding how education actually functions in middle-skill occupations already undergoing transformation.
Middle occupations, administrative, secretarial, and skilled trade roles, employ around one-fifth of the UK workforce yet have experienced significant decline. Economists have long attributed this to technological change, particularly routine-based technological change (RBTC), which predicts that routine cognitive tasks concentrated in middle occupations will be automated, leading to an "hourglass" labour market with growth at both ends but "hollowing out" in the middle (Goos and Manning 2007; Autor et al 2006). This framework has become central to understanding labour market shifts across developed economies. Yet alongside this decline, middle occupations have undergone dramatic "graduatisation": university graduates in administrative roles rose from 3.8% in 1991 to 32.5% in 2021. This simultaneous decline and educational upgrading presents a puzzle that challenges both RBTC theory and education policy assumptions. This raises critical questions: What role does education play in these evolving occupations? How do formal qualifications relate to actual skill demands? What are the implications for vocational/higher education and lifelong learning? Our theoretical framework draws on literature challenging some of the RBTC theory's core assumptions (e.g. Brown et al 2020). We examine whether middle-skill work is genuinely "routine" and thus automatable, or whether this characterisation oversimplifies occupational realities. We also engage with literatures on credential inflation (Araki, 2020; Tholen 2020) and skill formation (Sung and Ashton) , asking whether increasing educational requirements reflect genuine skill demands or serve primarily as screening mechanisms. This study examines administrative roles, legal, medical, and HR, as a critical case for understanding education's evolving role in middle-skill work. These occupations are particularly instructive because they span multiple sectors, show variation in growth patterns, and are central to automation debates given their assumed "routine" character. The UK provides a valuable case: it combines mass higher education expansion with vocational education challenges faced across Europe, making findings relevant to broader European debates about education system reform in the AI era. Understanding the actual relationship between education and middle-skill work, rather than assumed relationships, becomes crucial as policymakers consider how to prepare workers for technological change. Methodology, Methods, Research Instruments or Sources Used The study examines middle-skill occupations by analysing the role of technology, workplace skills, and education. It addresses three questions: How have educational composition and work characteristics changed over time? How do workers understand skill demands and technology's role? How do they view education's importance in their jobs? The research focuses on administrative occupations (SOC Group 4), a 3-million-strong workforce (UK) experiencing significant decline despite its size. We examine three administrator types to capture occupational variation and differing growth patterns: legal administrators (primarily in law firms), medical administrators (mainly NHS), and HR administrators (across diverse sectors). Data collection occurred December 2023 to March 2025 through 22 in-depth interviews: 12 legal, 7 HR, and 3 medical administrators. Participants were recruited via LinkedIn, snowball sampling, and public organisational contacts. The sample was predominantly female (15 of 22), represented diverse ages and experience levels, and concentrated in South England. Online interviews lasted 35 to 80 minutes, exploring skill demands, technology impacts, education's role, occupational access, daily responsibilities, and career trajectories. All interviews were recorded, transcribed, anonymised, and analysed using thematic analysis. Conclusions, Expected Outcomes or Findings Our findings challenge RBTC theory and education policy assumptions. First, administrative work proves far less routine than assumed. Administrators report substantial autonomy and varied responsibilities that expand beyond formal job descriptions, contradicting routinisation premises underlying automation predictions. Second, capabilities administrators identify as most essential and AI-resistant (communication, empathy, contextual judgment, adaptability) are developed primarily through work experience, apprenticeships, and vocational training rather than formal higher education. University degrees function increasingly as screening mechanisms rather than sources of job-relevant competencies, revealing a critical disconnect between credential requirements and actual skill development. Third, AI adoption remains limited and uneven across organisations, but where present is consistently framed as augmentation rather than replacement. The human-centred, relational aspects of administrative work remain irreplaceable precisely because they resist routinisation. Administrators emphasise that emotional intelligence, judgement, and interpersonal understanding remain crucial to effective work. Effective policy responses to support administrative workers could lie in recognising diverse learning pathways, strengthening vocational-higher education bridges, supporting sector-specific development, and moving beyond credentialism towards human-centred capabilities complementing technology. Paper Limits of Lifelong Learning? Occupational Closure and the Hiring Value of Micro-Credentials 1: University of Wuppertal, Germany; 2: WZB Berlin Social Science Center, Germany Presenting Author:Across advanced economies, technological change is continuously reshaping occupational task structures, increasing the need for skill updating beyond initial education and within ongoing employment relationships. In response, workers predominantly rely on short-format, job-specific forms of non-formal further education, delivered both in face-to-face settings and, especially since the COVID-19 pandemic, through online formats. In policy debates on lifelong learning, micro-credentials have therefore emerged as a key instrument to enhance the transparency, portability, and recognition of these learning activities (European Commission, 2021). However, participation in non-formal further education and the acquisition of micro-credentials are unequally distributed and strongly structured by occupational and organisational contexts. Moreover, the labour market returns to such training, measured in income gains or improved employment prospects, vary substantially across these same structures (Ehlert, 2017; Haupt, 2012). One influential explanation for these patterns is derived from social closure theory (Bills, 2003; Bol & Weeden, 2015; Weber, 1925; Weeden, 2002). From this perspective, occupations differ in the extent to which access is regulated through formal credentials. In occupationally closed labour markets, entry is restricted by legally or institutionally required certificates, whereas in open occupations formal entry barriers are weak or absent. Where access is tightly regulated, formal qualifications should already provide a sufficient and credible signal of occupational competence. Consequently, additional non-formal training certificates are expected to yield lower (or even no) returns, as they convey limited incremental information to employers (Haupt, 2012). In contrast, in open occupations, where formal credentials provide weaker signals, additional certificates may play a more substantial role in recruitment decisions. Empirical studies have provided support for these theoretical expectations, for example by demonstrating heterogeneous income returns to further education across occupational segments (Ehlert, 2017). However, direct tests of closure-theoretical predictions at the level of hiring decisions remain scarce. In particular, little is known about how employers evaluate non-formal training certificates during recruitment (Schimke, 2023) and whether their signalling value systematically differs between open and closed occupational labour markets. This gap is particularly salient in light of the growing policy emphasis on lifelong learning and the proliferation of short-cycle and micro credentials (European Commission, 2021). This paper addresses this research gap by examining whether occupational closure moderates the signalling value of non-formal training certificates in hiring. The central research question is: Do structural differences in the signal value of further training certificates emerge between occupationally open and closed labour markets? Building on social closure theory and signalling approaches, we argue that the evaluation of additional certificates depends not only on their content but also on the institutional context of the target occupation. By focusing explicitly on employers’ hiring decisions, this study contributes to the literature in three ways. First, it provides a direct test of closure-theoretical assumptions in a recruitment context. Second, it offers experimental evidence on how different types of non-formal credentials are valued relative to formal education and work experience. Third, it sheds light on the conditions under which micro credentials may enhance employability. The analysis is based on a preregistered experimental study (https://osf.io/5z4ky) conducted among recruiters in Germany, covering a broad range of occupational fields with varying degrees of formal regulation. Methodology, Methods, Research Instruments or Sources Used The empirical analysis is based on a preregistered discrete choice experiment conducted in February and March 2025. The study population consists of personnel recruiters who make hiring decisions in at least one of 24 systematically selected occupations. These occupations were chosen to represent (1) fields in which a higher education degree is typically required, (2) key sectors of the German labour market, and (3) an equal number of occupationally closed (regulated) and open (unregulated) professions, resulting in 12 occupations in each category. Recruiters were identified with a stratified random sampling strategy and contacted using contact information from job advertisements they had placed on the website of the Federal Employment Agency between October 2024 and January 2025. In total, 1,380 respondents participated in the survey (response rate: 16%). Each respondent completed three independent hiring scenarios. In each scenario, they were presented with three applicant profiles displayed in a tabular CV format and asked to select the candidate they would hire, with an additional opt-out option. Applicant profiles varied systematically along five core dimensions: (1) formal educational degree (Bachelor’s vs Master’s), (2) match between field of study and target occupation (exact vs related), (3) length of work experience (1, 3, or 5 years), (4) occupational match of work experience (exact vs related), and (5) micro credentials (none, face-to-face, online). For profiles including a micro credential, three additional attributes were experimentally varied: (6) training provider (university vs private company), (7) course duration (40 vs 80 hours), and (8) type of certification (attendance vs examination). The full vignette universe comprised 576 unique profiles, which were combined into choice sets of three profiles. Using the idefix package in R (Traets et al., 2020), the design was reduced to 162 efficient choice sets while maintaining near-orthogonality, balanced level distributions, and minimal overlap (Auspurg & Liebe, 2011; Huber & Zwerina, 1996). These sets were divided into 54 blocks, with each respondent randomly assigned to one block. The order of choice sets and the position of profiles within sets were fully randomised. The resulting data include 4,016 hiring decisions and evaluations of 12,048 applicant profiles. Effects of micro credentials on hiring probabilities were estimated using conditional logit models. Substantive interpretation is based on average marginal effects (Breen et al., 2018; Chamberlain, 1980). Conclusions, Expected Outcomes or Findings The results provide nuanced insights into the role of micro-credentials as signals in personnel recruitment. Overall, certificates obtained through face-to-face programmes are associated with a significantly higher probability of being selected, whereas online micro credentials are, on average, evaluated no differently from profiles without additional certificates. This finding suggests that recruiters distinguish sharply between different forms of micro-credentials. With respect to social closure theory, the findings are both confirming and challenging. Contrary to theoretical expectations, the positive effect of certificates from face-to-face courses does not differ significantly between occupationally open and closed professions. This indicates that such certificates may convey valuable information beyond formal entry requirements even in regulated occupations. In contrast, clear differences emerge for online micro-credentials. In occupationally open professions, these certificates are associated with a positive and significant increase in hiring probabilities. In closed occupations, however, they are evaluated negatively relative to having no additional certificate at all. These results suggest that the signalling value of online credentials is highly context-dependent. In regulated professions, they may be interpreted as weak, redundant, or even inappropriate signals that conflict with established credential hierarchies. In open occupations, by contrast, they appear to function as credible indicators of motivation and/or skill acquisition. The findings contribute to current policy debates on lifelong learning, corporate training strategies, and skilled labour development. They underline that expanding access to online credentials alone is insufficient and that their labour market value crucially depends on occupational institutions and recruitment practices. Paper Higher Vocational Education and Occupations: Moving towards defining and understanding higher skills development University of Derby, United Kingdom Presenting Author:Recently, higher vocational education has been championed as a means to develop higher and more complex skills as solutions for facing problems of climate change and rapidly evolving technologies effect on work. In order to understand the nature of higher vocational education, we undertook at meta-review of technical reports and peer-reviewed publications on higher vocational education in diverse countries (Germany, Spain, UK, Norway, Costa Rica, China and Brazil). Our findings reflected varieties of learning programmes that were identified as higher vocational education, there were 3 notable and potentially problematic insights. Firstly, most of higher vocational education programmes were at a level 5 (higher certificate) and rarely had clear progression either in qualification or career into higher skilled occupations, for example in the UK and Norway. Secondly, there is some difficulty in identifying how higher vocational education and higher tertiary education were different, for example in Spain. Thirdly, and most problematically - the definition for higher skills development in most context was poor defined. The presentation unpacks what is needed for a clearer definition of higher skills development in higher vocational education by using occupations as an enclosure for training for practice that reflect real-world career progression routes. Methodology, Methods, Research Instruments or Sources Used The papers uses a multi-disciplinary occupations conceptual framework (Alphonsus, 2023) which combines concepts from philosophy of education, sociology of work and political economy which is applied to over 30 technical reports from international organisations and peer-reviewed publications. Conclusions, Expected Outcomes or Findings The presentation unpacks what is needed for a clearer definition of higher skills development in higher vocational education by using occupations as an enclosure for training for practice that reflect real-world career progression routes. Paper Higher Technical Education in Transition: The case of accelerated degree apprenticeships Sheffield Hallam University, United Kingdom Presenting Author:The current UK government has identified 8 key sectors for growth in the economy, including Advanced Manufacturing, and Defence (Department of Business and Trade, 2025a). At the same time, policy on apprenticeships has ensured that, they are employer-led (Winch et al., 2025), appropriate for adults (Pullen, 2024), and increasingly aligned to those key sectors (Pullen, 2025). These policies have moved the UK closer to Europe in policy terms, through the development of higher technical qualifications, but also in terms of public investment in key sectors like clean energy (Department of Business and Trade, 2025b) and defence (Department of Business and Trade, 2025c). The call for employers to be a key partner in the skills system aligns with the German dual-system, but the lack of social partners leaves a gap in advocacy on the side of workers. The UK Prime Minister recently announced a desire for 60% of young people to obtain a ‘higher level qualification’, but not specifically a degree (Starmer, 2025). This increasing recognition of higher technical qualifications suggests that the UK could be moving closer to European models of vocational education and training. Our research focuses on the development of accelerated degree apprenticeships in England. These apprenticeships exist for individuals who have completed a Level 5 qualification or previous apprenticeship and want to complete a stand-alone Level 6 apprenticeship and be awarded a Bachelors’ Degree. ‘Levels’ relate to the International Standard Classification of Education (ISCED) levels, (UNESCO, 2011). We ask whether the existence of these programmes reflects England’s long-standing reluctance to adopt higher level technical education more common in European countries like Austria and Denmark (OECD, 2024). On the one hand, the existence of these programmes reflects a desire to enable individuals to achieve a degree level qualification, even after obtaining a Level 5 technical qualification. Yet, the relative scarcity of accelerated degree apprenticeships suggests that perhaps England is finally embracing higher technical education. When assessing higher vocational education in England, we recognise human capital theory (Becker, 1993), which finds that returns, in terms of income, are higher for specific learning than for general education, particularly at higher levels. We also consider the rise of higher level vocational and technical education across Europe (e.g. Biemens et al., 2024) as a mitigation to graduate unemployment and skills mismatches (Pouliakas and Santangelo, 2026). In these circumstances, we might expect an increase in demand for Level 4 and 5 technical qualifications in England, despite only recently being widely available, as they allow individuals to learn specific skills to use in the workplace. A push by the UK government (Department for Education, 2019) to ensure that these higher technical qualifications are employer-led, means there is increasing recognition of these qualifications in the labour market. The increase in automation and Generative AI has impacted income returns in particular areas of education in recent years (Acemoglu and Restrepo, 2022). Moreover, the rise in academic higher education has arguably failed in the promise of professional work and higher wages (Brown, Lauder and Cheung, 2020). In these circumstances, enabling individuals to gain a degree through an accelerated degree apprenticeship route should ensure their qualifications are most appropriate to meet labour market demand. Methodology, Methods, Research Instruments or Sources Used Our research began with online searches of accelerated degree apprenticeships available within Institutes of Technology, a structure combining vocational colleges, universities and employers, across England. These led us to identify only a small number of accelerated degree apprenticeships, and in contacting individuals, we found 4 types of accelerated degree apprenticeships available, with one in planning. The 4 areas were nursing, management, construction, and engineering, with another being developed for early years teachers. We interviewed individuals from 6 organisations across these five possible accelerated degree apprenticeships. Of these, 4 were universities delivering or planning to deliver an accelerated degree apprenticeship, one was a college delivering an accelerated degree apprenticeship accredited by a different university, and the last was a large employer offering accelerated degree apprenticeships in nursing. Interviews all took place online and were recorded and transcribed. We received ethical approval for the project from Sheffield Hallam University. As all these organisations were offering accelerated degree apprenticeships, they provided us with a clear understanding of the enablers and barriers to developing this kind of programme, and how they had, where possible, overcome these barriers. We presented our findings to an online meeting of the Institutes of Technology Network, followed by a discussion with attendees. This discussion helped us better understand some of the factors that had prevented universities or colleges developing accelerated degree apprenticeships, and in some cases where they had ceased offering them. We initially took a thematic approach to analysis, looking to clearly identify the enablers and barriers to offering accelerated degree apprenticeships. Our later analysis sought to better contextualise our data, viewing findings through the policy framework that enables such a programme to exist, as well as the alternatives available for employers and potential apprentices, including informal work-based learning. We further seek to adopt a comparative approach, situating this new programme within the wider development of higher vocational education across Europe. Conclusions, Expected Outcomes or Findings We find that there are significant challenges in developing accelerated degree apprenticeships, within the policy that enables them to exist, the institutions delivering the apprenticeships, and the labour market. The importance of each of these factors varies between industrial sectors, in particular around labour market demand. For example, skills shortages in nursing led to very high demand, that dropped quickly after the skills needs were met. In another example, a group of employers situated close geographically, created sufficient demand for management apprenticeships, but this demand fluctuated dramatically as skills needs and priorities changed. The UK has seen a particular drop in apprenticeships at small and medium enterprises due to funding changes since 2017 (Pullen, 2024), which leaves the developers of these kinds of niche qualifications often reliant on consistent demand from one large employer, or a group of smaller employers. Policies around assessment also created significant barriers in certain sectors, with policy changes in this area imminent. The wider challenges of the English higher education system can make this kind of income diversification seem attractive initially, but the upfront investment and bureaucracy required creates a significant barrier. Despite this, we consider that pathways through higher technical education are becoming more common in specific sectors, as in the Netherlands (Biemans et al., 2024). We argue that the lack of adoption of accelerated degree apprenticeships more broadly is a result of an increased recognition of the value of higher technical qualifications. The increase in supply and engagement with employers has created qualifications that are genuinely valued by employers and delivered by appropriate training providers. This combination has led to a situation where an accelerated degree option does not generate large labour market demand, because, we suggest, employers are satisfied with staff who have Level 5 technical qualifications.
