Paper Start. And Stay: Addressing the Poly-Crisis in Education by Incorporating Wellbeing into Initial Teacher Education University of Melbourne, Australia Presenting Author:
Poor teacher wellbeing is linked to increased stress and absenteeism, higher rates of burnout, higher organisational costs and greater intention to leave the profession, which according to the Organisation for Economic Co-operation and Development (OECD), is as high as one in three resigning teachers having under five years of experience (OECD, 2025). Early career attrition significantly impacts student achievement, engagement, overall wellbeing and the climate in early childhood education centres and schools and also adds a significant financial burden to education systems (McCuaig et al., 2021).
Considering the interconnected nature of personal, professional, and systemic challenges faced by teachers, understanding and addressing teacher wellbeing is imperative, never more-so than during the current poly-crises confronting education systems globally. Our proposition is that mandating the inclusion of evidence-informed teacher wellbeing content in initial teacher education (ITE) programs will enhance the preparation of pre-service teachers (PSTs) and better equip them for the realities confronting them as they transition to become early career teachers. ITE programs in Australia must meet accreditation standards and address the Australian Professional Standards for Teachers (Australian Institute for Teaching and School Leadership, 2022a). Because teacher wellbeing is not included as a professional standard that must be addressed, it is therefore left to providers to determine if and how they approach the topic. Consequently, PSTs being introduced to teacher wellbeing knowledge and skills varies around the nation. The development of a lifelong learning mindset, as advanced in the UNESCO and International Task Force on Teachers for Education 2030 Global report on teachers (2024), is considered a protective strategy, achieved via a shared definition of professional skills and knowledge to guide teacher education and development (OECD, 2005). Despite these aspirations, there is similarly wide diversity of program content in Europe due to local contexts and institutional controls (Caena, 2014). The research was grounded in a holistic understanding of wellbeing, as defined by the World Health Organisation (WHO), which encompasses not only the absence of disease but also the ability to cope with stress, work productively, and contribute to one's community (WHO, 2021). The framework also draws on Indigenous ways of knowing, being, and doing, ensuring that the integration of wellbeing is culturally appropriate and inclusive (AITSL, 2022b). The aim of this paper is to examine how the integration of teacher wellbeing into initial teacher education (ITE) programs can be done effectively to reduce early career teacher attrition, improve system sustainability and improve educational outcomes for students. We examine and draw upon European policy and practices in wellbeing education in ITE and the ways in which some European countries where they have introduced professional standards for teachers have incorporated wellbeing into ITE programs (for instance, Estonia) (Kutsekoda, 2018; Pedaste et al., 2019). We also consider the situation in Ireland where wellbeing has been embedded within the higher education sector (of which ITE is a subset), with three approaches being utilised: mandatory content, elective content and via curricular infusion (Byrne & Surdey, 2021; Surdey & Byrne, 2024). The European context provides valuable insights and potential strategies for integrating teacher wellbeing into ITE programs in Australia and beyond against a backdrop of poly-crises, such as climate change, societal reactions and responses to terrorism, and shifting global allegiances. Length: up to 600 words (currently 533 Methodology, Methods, Research Instruments or Sources Used Conducted in Australia in late 2025, two research questions guided the research: 1. How might the inclusion of social and emotional well-being focused content in ITE programs impact pre-service teachers’ perceived readiness for the classroom? 2. What are some effective principles for embedding well-being education within existing ITE curricula while meeting accreditation requirements? In this research, situated within a pragmatic research paradigm, we undertook a mixed methods approach (Mertens, 2015), consisting of a literature review, stakeholder consultation, comparative analyses, which informed the development of guiding principles and recommendations. An extensive review of existing literature on teacher wellbeing, attrition rates, and the impact of wellbeing on both teachers and students was undertaken. This review established the foundational understanding of the current state and gaps in ITE programs in Australia (Cotton et al., under review). A contextual analysis was undertaken to provide a comprehensive understanding of the current landscape of ITE programs in Australia, including a review of the Australian policy context, workforce challenges, international policy contexts, and pre-service teachers’ experiences (Lemon & McDonough, 2020). Stakeholder consultation was an important feature of this research. After ethics approval was gained, interviews and focus groups were conducted with a range of Australian-based experts (n=14) in student wellbeing, teacher wellbeing, mental health, and initial teacher education. These consultations provided valuable insights into global and national trends, current practices and potential strategies for integrating wellbeing into ITE programs. The consultations informed the development of a set of guiding final principles and recommendations for future work, both for stakeholders and for ongoing research. A comparative analysis of other professions that have successfully integrated wellbeing into their training programs, such as medicine and psychology, was also undertaken. These analyses provide a framework for potential strategies that could be adapted for ITE in Australia, with potential applicability in other systems. The research led to the development of seven guiding principles to inform the creation of wellbeing subjects in ITE programs, and an overarching principle, namely, that all Australian initial teacher education programs should explicitly teach pre-service teachers about teacher wellbeing. Teacher wellbeing should be a common thread throughout ITE programs (including discipline-specific content and during professional experience) and be the explicit focus of at least one mandatory subject. These principles, underpinned by Indigenous ways of knowing, being and doing, are designed to be flexible and adaptable to the diverse contexts of ITE providers (Keamy et al., under review). Conclusions, Expected Outcomes or Findings Our research has identified key challenges, gaps, and opportunities for integrating teacher wellbeing, drawing on both national and international insights. We conclude that whilst teacher shortages are a global issue, understanding specific contexts is crucial. Consequently, integrating teacher wellbeing into ITE programs in Australia is considered essential for reducing early career teacher attrition and improving educational outcomes. However, we are at pains to stress that teacher wellbeing should not be seen solely as a self-management strategy whereby responsibility is placed on the individual to maintain their own wellbeing rather than it being seen as a broader workplace and system. The principles provide a framework for embedding teacher wellbeing into the ITE curriculum through mandatory content, elective content, and curricular infusion. Wellbeing, we argue, should be a common thread throughout ITE programs and the explicit focus of at least one mandatory subject. Expected outcomes include improved teacher retention rates, enhanced teacher preparedness for managing personal and professional wellbeing, and a positive ripple effect on student outcomes. The research also highlights the importance of collaboration between ITE providers, schools, and education departments to create a supportive ecosystem for teacher wellbeing. Future research will focus on evaluating the impact of wellbeing-focused ITE programs on teacher retention rates and student outcomes, as well as exploring the effectiveness of different professional development models for enhancing in-service teachers' wellbeing strategies. Paper Work Engagement Under Fragile Working Conditions? Linking Resources to Well-being and Instructional Quality in Adult Education through the JD–R Model 1: German Institute for Adult Education, Germany; 2: Heidelberg University, Germany Presenting Author:Introduction Across Europe, adult and continuing education (ACE) plays a central role in lifelong learning, labour market integration, and social participation (OECD, 2021; Cedefop, 2025). European policy documents emphasise adult educators’ key role in securing educational quality. Over the past two decades they have been framed as a critical pillar of adult education systems (Ioannou, 2023). At the same time, however, their initial education and continuing professional development have received limited systematic policy attention, resulting in weakly structured career pathways and insufficient professional recognition. Employment structures in ACE remain fragmented in many European contexts. Research points to heterogeneous qualification routes, limited career prospects, and a high prevalence of freelance or part-time work (Milana et al., 2018). In several countries, adult educators combine teaching with other professional activities and lack stable institutional affiliation (Ioannou, 2023). Similar patterns are visible in Germany, where a substantial share of ACE staff work on a free basis (Martin & Schrader, 2021). Despite these structurally insecure conditions, empirical studies—particularly from Germany—indicate that adult education is often a consciously chosen profession. Educators report strong intrinsic motivations, especially the desire to share knowledge and support learners, alongside high job satisfaction as an indicator of high professional well-being (Autorengruppe wb-personalmonitor, 2016). This constellation reflects a paradoxical professional context: precarious employment coexists with strong commitment. Yet, the interplay between working conditions, motivational processes, and instructional practice remains underexplored. The Job Demands–Resources (JD–R) model (Bakker & Demerouti, 2007, 2017) provides a suitable framework to analyse such ambivalent contexts. By distinguishing between health-impairment processes and motivational processes, it explains how job and personal resources foster work engagement, which in turn predicts well-being and performance outcomes. Work engagement—usually defined as vigour, dedication, and absorption (Schaufeli et al., 2002)—has been linked to commitment, satisfaction and job performance in schools (Hakanen et al., 2006; Admiraal & Kittelsen Røberg, 2023), but has rarely been examined in adult education or connected to instructional quality (e.g. Reiter & Kuper, 2024). Against this backdrop, this study applies the motivational pathway of the JD–R model to ACE. We examine how work-related resources (e.g., cooperation, feedback, career prospects) and personal resources (e.g., self-efficacy, enthusiasm) are associated with work engagement, and how engagement, in turn, relates to job satisfaction and cognitive activation as a core dimension of instructional quality and an indicator of job performance. Instructional quality is commonly conceptualised as a multidimensional construct comprising classroom management, socio-emotional support, and cognitive activation (Klieme et al., 2009). Given the voluntary and heterogeneous nature of adult learning contexts, we argue that cognitively demanding and reflective learning opportunities are central (Desimone & Garet, 2015). For this proposal, we therefore focus on cognitive activation while acknowledging the broader multidimensional framework of instructional quality. Using data from the German TAEPS study and structural equation modelling, we address two questions: (RQ 1) How are work-related and personal resources associated with work engagement among ACE teaching staff? (RQ 2) To what extent does work engagement mediate the relationship between these resources and (a) job satisfaction and (b) cognitive activation? Methodology, Methods, Research Instruments or Sources Used Sample Analysis is based on data from the second wave of the German TAEPS study (N = 2,831 teachers; 62% female; median age= 57; median teaching experience =15 years). Measures Work resources were operationalised with three items each for cooperation opportunities and career advancement opportunities and one item for feedback. Personal resources comprised self-efficacy (12 items) and enthusiasm for teaching (4 items). Work engagement was operationalised using four AVEM subscales (Schaarschmidt & Fischer, 1997): subjective significance of work, career ambitions, exertion, and perfectionism (four items each). Job satisfaction was measured with four items and cognitive activation with 11 items. Analysis Methods To test our research questions, structural equation modelling (SEM) was conducted using robust maximum likelihood. Latent variables were specified for all multi-item constructs, and measurement models were estimated prior to testing structural relations. We computed separate models for job satisfaction and cognitive activation. Additional models for classroom management and socio-emotional support were estimated to examine whether the motivational pathway generalizes across instructional quality dimensions; these analyses are not reported here. Results Our measurement model shows moderate to predominantly high and significant factor loadings of our items (λ ≥ .6), indicating a reliable operationalization of the latent constructs. Only the items for career advancement opportunities show low factor loadings on the work resources factor (λ < .4). For the model predicting job satisfaction, model fit indices indicate an acceptable fit [RMSEA = .049, CFI = .717; TLI = .700]. In line with RQ 1, work resources positively predict engagement (β=.15,p<.001) and personal resources (β=.12,p<.001). Personal resources are the strongest predictor of work engagement (β=.32,p<.001). Addressing RQ 2, work engagement significantly predicts job satisfaction (β=.28,p<.001) and it acts as a mediator, linking work and personal resources to job satisfaction, with a small indirect effect for work resources (β = .04) and personal resources (β = .09). For the model predicting cognitive activation [RMSEA = .041, CFI = .722, TLI = .709], the effect sizes and direction of the relations of work resources with engagement and with personal resources, as well as between personal resources and engagement are identical to the previous model. Engagement significantly predicts cognitive activation, though the effect size is smaller than for job satisfaction (β=.11, p<.001) and it acts as a mediating mechanism linking work and personal resources to cognitive activation. Yet, indirect effects sizes are modest (work resources, β = .02, personal resources, β = .04). Conclusions, Expected Outcomes or Findings Conclusions The findings provide empirical support for the motivational pathway of the JD–R model in the ACE context. Both work-related and personal resources are positively associated with work engagement, with personal resources emerging as the stronger predictor. Engagement, in turn, is significantly related to both job satisfaction and cognitive activation, confirming its role as a central motivational mechanism linking resources to well-being and performance-related outcomes. Yet, the association between engagement and cognitive activation is weaker than for job satisfaction. This suggests that while motivational processes contribute to instructional quality, the design of cognitively activating learning may depend on additional factors. Particularly in adult education, structural demands, contextual constraints, or pedagogical competences may play an important complementary role (Martin & Schrader, 2021). By transferring the JD–R framework to adult education and linking it to a core dimension of instructional quality, the study contributes to bridging occupational psychology and adult education research. It highlights that even within structurally insecure employment contexts, motivational mechanisms remain relevant for both teachers’ well-being and instructional quality. Several limitations should be acknowledged. Work engagement was operationalised using AVEM subscales rather than the widely applied UWES measure (Schaufeli et al., 2002), which may limit comparability with other JD–R studies. Moreover, the analyses focus exclusively on the motivational pathway; the interplay between job demands and resources cannot yet be examined and will be addressed with future waves of the TAEPS study. In addition, work-related resources were captured at a relatively aggregated level and could be differentiated more precisely. Finally, instructional quality was assessed via self-reports rather than independent classroom observations. Future studies should therefore integrate job demands, refine the measurement of resources, and include additional data sources on instructional quality to more comprehensively understand how working conditions shape professional well-being and teaching quality in adult education. Paper Beyond Pedagogical Interaction: The Organizational Constitution of Quality in Clinical Simulation for Teacher Education 1: Achva Academic College; 2: Mofet Institute Presenting Author:Simulation-based learning has become a prominent pedagogical approach in teacher education, particularly within clinical and practice-based models that emphasize experiential, reflective, and interaction-driven learning (Grossman et al., 2009). Clinical simulation relies on carefully designed scenarios enacted by professional actors and facilitated by trained educators, creating structured opportunities for novice and practicing teachers to engage with complex professional situations in a safe, reflective environment (Dotger & Chandler-Olcott, 2022). Existing research in teacher education has largely focused on the micro-level of simulation practice, examining instructional design, facilitation strategies, emotional engagement, and reflective processes within the simulation workshop itself. While this body of work has substantially advanced understanding of pedagogical interaction in simulation, considerably less attention has been paid to the organizational and leadership conditions through which simulation quality is produced, stabilized, and sustained over time. Drawing on perspectives from practice-based teacher education (Daniels & Varghese, 2020), professional learning (Darling-Hammond et al., 2017), and communities of practice (Patton & Parker, 2017), this study approaches simulation quality not solely as a function of individual pedagogical competence, but as an outcome constituted across interacting levels of professional practice and organizational organization. In this view, quality emerges through the alignment between micro-level professional interactions and macro-level infrastructures, including leadership practices, professional development pathways, shared professional language, and institutional norms. Thus, the study addresses the following research question: How is the quality of clinical simulation-based learning in teacher education constituted through the interplay between micro-level professional practices and macro-level organizational conditions? To examine this question, the paper integrates findings from two complementary empirical phases conducted within a large-scale national simulation program in teacher education (blinded). Phase A focused on the micro-level of simulation practice and explored how facilitators and professional actors enact, negotiate, and reflect upon their roles during simulation workshops. Phase B extended the analytical lens to the macro-level, examining how simulation center directors conceptualize, develop, and support facilitator–actor collaboration within organizational, managerial, and policy frameworks. By integrating these two perspectives, the study contributes to European and international debates on quality in teacher education, practice-based learning, and educational leadership. It positions clinical simulation as a professional practice whose effectiveness is shaped not only by pedagogical interaction, but by the organizational conditions under which such interaction is made possible and sustainable. Methodology, Methods, Research Instruments or Sources Used The study employs a qualitative case study design (Yin, 2018), examining clinical simulation in teacher education as a complex, multi-level phenomenon situated within its organizational context. The case is defined as a large-scale simulation program operating across multiple teacher education institutions, allowing for the exploration of shared patterns alongside contextual variation. Phase A involved 45 participants: 23 simulation facilitators and 22 professional actors working across 24 simulation centers. Data were collected using three qualitative data-collection tools: written reflections, semi-structured interviews, and a focus group. These tools were used to examine professional roles, interactional dynamics, emotional regulation, and judgment processes shaping learning within simulation workshops. Phase B included 19 simulation center directors representing diverse institutional and socio-cultural contexts. Data were likewise collected through written reflections, semi-structured interviews, and a focus group, focusing on organizational design, professional development processes, leadership practices, and policy mediation shaping facilitator–actor collaboration. Across both phases, data were analyzed using a thematic-cognitive approach, combining inductive thematic analysis with attention to participants’ meaning-making and professional reasoning. Triangulation across data sources, participant roles, and analytic phases enhanced the credibility and trustworthiness of the findings. The integrated design allows the study to move beyond isolated accounts of simulation practice toward a systemic understanding of how simulation quality is produced and maintained. Conclusions, Expected Outcomes or Findings The findings indicate that the quality of clinical simulation-based learning in teacher education cannot be fully explained by pedagogical interaction alone. Phase A highlights the centrality of facilitator–actor coordination, authenticity management, emotional containment, and reflective mediation in shaping meaningful learning experiences during simulation workshops. However, Phase B demonstrates that these micro-level practices are deeply dependent on macro-level organizational conditions. Stable professional teams, structured training pathways, shared professional language, managerial mediation of tensions, and active communities of practice emerged as critical infrastructures enabling consistent simulation quality. Taken together, the findings suggest a shift from viewing the quality of clinical simulation as an outcome of localized pedagogical expertise toward understanding it as a relationally and organizationally constituted phenomenon. Simulation quality emerges through the ongoing alignment between professional interaction at the workshop level and the organizational conditions that shape, regulate, and sustain that interaction over time. From this perspective, facilitators’ and actors’ professional judgments are not exercised in isolation, but are embedded within leadership practices, training structures, and institutional arrangements that frame what counts as legitimate action, reflection, and learning. By foregrounding this micro–macro relationship, the study contributes to broader discussions in teacher education and practice-based learning on how professional knowledge is enacted within complex organizational settings, and how educational quality is shaped not only by what educators do, but by the conditions that make such practice possible and sustainable.
