Paper Preparing Teachers for Change through Foresight Competencies in Teacher Education 1: University Of Helsinki, Finland; 2: ITARI Indus training and research institute Presenting Author:Preparing teachers for uncertain futures has become an urgent concern in an era marked by artificial intelligence, ecological instability, and accelerating sociopolitical change. While teacher education has increasingly emphasised transversal skills such as collaboration, critical thinking, and adaptability, far less attention has been paid to foresight competency as a distinct and learnable professional skill set. This study addresses that gap by examining how foresight-oriented pedagogies can cultivate pre-service teachers’ capacity to anticipate, interpret, and act within conditions of uncertainty. Foresight competency is understood here as the integration of rational and intuitive cognitive processes that support anticipation, sense-making, ethical judgment, and design under uncertainty (Hines et al., 2017). Unlike predictive or planning-oriented approaches, foresight competency enables educators to work with multiple plausible futures, question default assumptions, and translate anticipatory insight into pedagogical action. This competency aligns with UNESCO’s (2021) framing of futures literacy as a foundational human capability, while extending it through concrete professional practices relevant to teaching. The study draws on qualitative data from foresight workshops embedded within pre-service teacher education programmes in India and Finland. Participants engaged in futures scanning, scenario development, and science-fiction prototyping, producing speculative graphic narratives, visual identity maps, futures matrices, and reflective texts. These pedagogical activities were designed to function as structured yet imaginative learning experiences that foreground uncertainty as a productive condition rather than a deficit to be managed. Data were analysed using constructivist grounded theory (Charmaz, 2014), allowing analytic categories to emerge inductively from participants’ meaning-making across multimodal artefacts and dialogic reflection. Futures literacy and transformative learning theory functioned as sensitising concepts rather than deductive frameworks. Findings reveal four interrelated patterns that illuminate how foresight competency develops as a professional skill set. First, uncertainty functioned as a catalyst for reflective agency: participants moved from anxiety and linear thinking toward plural, conditional interpretations of educational futures. Second, participants shifted from technological anxiety to ethical stewardship, repositioning teachers as mediators of human–technology relationships rather than technical operators. Third, professional identity evolved from content delivery toward design-oriented roles focused on shaping humane learning ecologies. Finally, hope was reframed as critical intentionality—a disciplined commitment to act ethically within uncertainty rather than naïve optimism. Together, these findings demonstrate that foresight competency can be cultivated pedagogically through structured futures-oriented practices. Rather than remaining an abstract disposition, foresight emerged as an actionable skill set linking anticipation to ethical judgment and pedagogical design. The study contributes empirical evidence to futures literacy scholarship by showing how anticipatory capacity can be embedded within teacher education, and extends transformative learning theory by foregrounding imagination and future-facing identity formation. The paper argues that integrating foresight competency into pre-service teacher education strengthens the profession’s capacity to respond meaningfully to global uncertainty. By equipping educators with tools to engage ethically and imaginatively with multiple possible futures, teacher education can move beyond reactive adaptation and prepare teachers as intentional designers of humane educational futures. Methodology, Methods, Research Instruments or Sources Used This study employed a qualitative, interpretive design informed by science‑fiction prototyping as articulated in speculative design and futures studies (Blythe, 2014; Johnson, 2011). In these approaches, narrative and diegetic artefacts function as epistemic tools for exploring socio‑technical futures, allowing participants to think with possible worlds rather than forecast them. This perspective guided the integration of science‑fiction prototyping into pre‑service teacher education as a means of developing foresight competencies. The pedagogical intervention was structured as an immersive learning experience combining anticipatory exploration, speculative design, and reflective inquiry. Following Blythe’s (2014) emphasis on narrative as a research device and Johnson’s (2011) conceptualisation of prototyping as a way to interrogate assumptions, workshops invited students to engage with signals of change, construct plausible future scenarios, and produce science‑fiction prototypes imagining schooling in 2040 and beyond. Data were generated through foresight‑oriented workshops embedded in initial teacher education programs in India and Finland. In India, a week‑long (15‑hour) intensive formed part of a Postgraduate Diploma in Education program and involved 21 pre‑service teachers. In Finland, the intervention took place within a five‑credit second‑year course; 16 students consented to participate in the research. Participation in the research was voluntary and conducted in line with institutional ethics guidelines. Analysis followed constructivist grounded theory (Charmaz, 2014). Initial coding focused on participants’ language and framings of uncertainty, agency, and ethics, followed by focused coding and constant comparison across contexts and artefact types. Futures‑focused analyses and goal‑setting tasks provided additional insight into how participants attempted to operationalise anticipatory thinking. The use of multimodal data aligned with research‑through‑design principles (Blythe, 2014; Johnson, 2011), acknowledging that imaginative and anticipatory learning often unfolds through visual and dialogic forms. Transformative Learning Theory and futures literacy served as sensitising concepts while allowing categories to emerge inductively. Narrative artefacts were treated as legitimate sites of knowledge production (Blythe, 2014; Johnson, 2011). Conclusions, Expected Outcomes or Findings This study demonstrates that foresight competency can be cultivated as a core professional skill set within pre-service teacher education. Through structured futures-oriented pedagogies, participants developed the capacity to work productively with uncertainty, integrate ethical judgment into anticipatory thinking, and translate imagined futures into pedagogical intention. The findings contribute to futures literacy scholarship by providing empirical evidence of how anticipatory capacity can be enacted pedagogically rather than remaining a conceptual aspiration. Futures literacy emerged as a lived professional practice, expressed through narrative, visualisation, and dialogic reflection. At the same time, the study extends transformative learning theory by showing how imaginative engagement with future scenarios supports identity transformation oriented toward what educators may need to become, not only what they already know. Foresight competency functioned as the bridge between knowing and acting. Participants did not merely imagine alternative futures; they articulated how professional judgment, responsibility, and pedagogical design would need to evolve under different conditions. This positions foresight not as speculative abstraction but as a practical skill set enabling educators to navigate complexity ethically and intentionally. For teacher education, the study underscores the need to move beyond present-focused competency frameworks toward pedagogies that explicitly engage with uncertainty, imagination, and ethical responsibility. Integrating foresight competency into initial teacher education can strengthen educators’ capacity to respond to global challenges without reducing teaching to compliance or technical execution. In the context of widening knowledge-producing actors, data-driven governance, and contested futures, cultivating foresight competency supports teachers in exercising professional judgment rather than deferring authority to algorithms, metrics, or predetermined reforms. Paper Digital Teaching as a Professionalisation Context in Teacher Education University for Teacher Education, Switzerland Presenting Author:Digital teaching has become a taken-for-granted component of teacher education across Europe. Beyond questions of infrastructure or instructional design, digitalisation increasingly shapes how teaching, learning and professional responsibility are modelled within universities of teacher education. In this context, higher education teaching does not merely transmit knowledge or skills, but functions as a professionalisation context in which future teachers develop orientations, beliefs and normative understandings of “good teaching”. While European and international research has extensively examined digital competences, technology integration and effectiveness of digital formats, comparatively little attention has been paid to how teacher educators themselves conceptualise the quality of digital teaching, and how these conceptions implicitly structure professional learning processes. This study addresses this gap by focusing on lecturers’ didactic orientations in digital higher education teaching and their relevance for professionalisation in teacher education. The study is guided by the following research question: How do lecturers in teacher education conceptualise the quality of digital teaching, and how do these conceptions function as implicit professionalisation conditions for prospective teachers? This overarching question is specified through three objectives:
The study contributes to European discussions on teacher professionalisation by shifting attention from digital competences to professional orientations and modelling processes within higher education teaching. The study is theoretically grounded in professionalisation theory and research on teacher beliefs and orientations. Teacher education is conceptualised as a professionalisation space, in which professional development is understood as a long-term, biographical process rather than the acquisition of discrete competences. From this perspective, professional learning involves developing the capacity to deal with uncertainty, normative tensions and conflicting demands inherent in teaching practice. Didactic orientations are understood as relatively stable, often implicit interpretative frameworks that guide how lecturers perceive teaching situations, make pedagogical decisions and define quality. Drawing on research on beliefs and orientations in teacher education, these orientations are assumed to be shaped by biographical experiences, institutional contexts and disciplinary cultures, and to exert a strong structuring influence on professional learning processes. Digital teaching is not conceptualised as a separate pedagogical domain, but as a context in which existing didactic orientations become particularly visible. International research suggests that digitalisation rarely transforms teaching practices in a linear way; instead, digital formats tend to reinforce or accentuate underlying pedagogical beliefs. In teacher education, this has specific relevance, as teaching practices simultaneously address students as learners and as future professionals. The concept of implicit modelling is central to the framework. Higher education teaching is understood as modelling professional practice not only through explicit instruction, but through implicit norms embedded in teaching design, assessment practices and the use of digital technologies. In this sense, quality conceptions held by teacher educators function as implicit professionalisation conditions that shape how future teachers understand legitimate teaching practices. The study follows an explorative qualitative design informed by the Grounded Theory methodology. Data were collected through open-ended written responses from lecturers at two Swiss universities of teacher education. The sample includes lecturers from different subject areas and professional backgrounds, reflecting the diversity of teacher education contexts. Data analysis proceeded iteratively through open, axial and selective coding, aiming to reconstruct shared patterns of meaning rather than individual attitudes. The analysis resulted in a typology of three ideal-typical didactic orientations towards digital teaching: technology-enthusiastic, pragmatic-functional and sceptical-traditional. These orientations are not understood as fixed types, but as heuristic constructs that capture dominant patterns of meaning.
Methodology, Methods, Research Instruments or Sources Used The study adopts an explorative qualitative research design aimed at reconstructing lecturers’ didactic orientations towards digital teaching in teacher education and their relevance for professionalisation processes. Given the study’s interest in implicit meanings, interpretative frameworks and shared patterns of understanding, a qualitative approach was considered most appropriate. Research Context and Sample The study was conducted at two Swiss universities of teacher education, which represent key institutional contexts for initial teacher education within the European Higher Education Area. These institutions combine academic teaching with a strong professional orientation and thus provide a particularly suitable setting for analysing digital teaching as a professionalisation context. Participants were recruited through institutional mailing lists and open calls. The sample includes lecturers from different subject areas, levels of teaching experience and professional backgrounds. This heterogeneity was deliberately sought in order to capture a broad range of perspectives on digital teaching in teacher education. Participation was voluntary and anonymous. Data Collection Data were collected using an open-ended written survey. This format allowed participants to articulate their understandings of “good” digital teaching in their own words, without being constrained by predefined categories or evaluative scales. The survey included prompts focusing on: • lecturers’ conceptions of quality in digital teaching, • perceived opportunities and challenges of digital formats in teacher education, • and reflections on the role of digital teaching for preparing future teachers. Written responses were chosen to facilitate reflective articulation and to enable participation across different schedules and institutional roles. Analytical Procedure Data analysis followed principles of the Grounded Theory methodology, with an emphasis on reconstructing shared orientations rather than individual attitudes. Analysis proceeded iteratively through open, axial and selective coding. During open coding, meaning units were identified and compared across cases. Axial coding focused on relating categories and identifying central dimensions that structured lecturers’ understandings of digital teaching. In the selective coding phase, recurring patterns were integrated into a typology of didactic orientations. Throughout the analysis, constant comparison was used to refine categories and to test emerging interpretations against the data. Memos were employed to document analytical decisions and to support reflexivity. Methodological Contribution By combining an open-ended survey format with a Grounded Theory–informed analysis, the study captures how digital teaching is interpreted as a professionalisation context within teacher education. The methodology allows for identifying implicit orientations that shape professional modelling processes and offers insights that are transferable to comparable teacher education contexts across Europe. Conclusions, Expected Outcomes or Findings The study shows that digital teaching in teacher education functions less as a driver of pedagogical innovation and more as a context in which existing didactic orientations of teacher educators become visible, stabilised and transmitted. Rather than producing fundamentally new conceptions of teaching, digital formats tend to accentuate underlying beliefs about learning, teaching and professional responsibility. The analysis identifies three ideal-typical didactic orientations towards digital teaching: a technology-enthusiastic orientation that emphasises innovation, experimentation and the transformative potential of digital tools; a pragmatic-functional orientation that focuses on feasibility, efficiency and institutional requirements; and a sceptical-traditional orientation that prioritises subject matter integrity, face-to-face interaction and pedagogical continuity. These orientations are not mutually exclusive or fixed, but represent dominant interpretative patterns that structure how lecturers design, justify and evaluate digital teaching. A key finding is that these didactic orientations function as implicit professionalisation conditions for prospective teachers. Through the everyday practices of digital teaching—such as the choice of formats, assessment practices, feedback mechanisms and the framing of technology use—lecturers implicitly model what counts as legitimate, responsible and “good” teaching. In this sense, digital teaching operates as a site of professional modelling, shaping students’ emerging professional beliefs and expectations. The study further suggests that digital teaching amplifies existing tensions within teacher education, particularly between innovation and continuity, autonomy and standardisation, and pedagogical ideals and institutional constraints. These tensions are not resolved through technology itself, but are negotiated through lecturers’ didactic orientations. Overall, the findings contribute to European teacher education research by reframing digital teaching as a professionalisation context rather than a technical challenge. Paper Professional Digital Competence in Swedish Teacher Education: Institutional Leaders’ Perspectives on Conditions for Continuous Professional Development 1: Umeå University, Sweden; 2: University of Gothenburg, Sweden Presenting Author:Swedish teacher education institutions (TEIs) are situated in a postdigital society increasingly infused with generative artificial intelligence (GAI) tools (Örtegren, 2026). However, as Laba (2025) argues, GAI is not a neutral digital tool; rather it has the potential to reshape educational practices, professional responsibilities, and societal expectations in non-neutral ways. For young people to participate in an AI-infused society, they need to develop critical digital competence (Örtegren & Olofsson, 2024). In relation to young peoples’ development of digital competence, TEIs carry a dual responsibility: first, to educate student teachers who can engage with GAI in critical and pedagogical informed ways and second, them being able to create the educational conditions that enable pupils to develop this critical digital competence (Lindfors & Olofsson, 2023). For this dual responsibility to be realised, appropriate organisational conditions that support continuous professional development (CPD) in professional digital competence (PDC) are required, with institutional leaders within Swedish TEIs playing a central role in establishing these conditions. This is necessary so to ensure that teacher educators’ (TEDs’) levels of PDC enable them to fulfil this dual didactic task (Uerz et al., 2018). At the same time, political rhetoric in Sweden calls for a reduction in the use of digital technologies, such as GAI, in schools, while the proposed new steering document for Swedish teacher education (SOU 2024:81) gives only limited attention to GAI. Consequently, TEI institutional leaders face a delicate challenge in balancing these policy signals with the need to secure CPD in PDC and thereby maintaining teacher education that reflects and responds to contemporary society. PDC captures an integrated view of the teaching profession that encompasses subject content, pedagogy, and digital technology (Starkey, 2020). PDC is neither a single, fixed, nor static competence; rather it is a multi-dimensional and evolving competence required to engage with the ‘not-yetness’ (Ross, 2017) of emerging technologies, such as GAI, in educational practice (Skantz-Åberg et al., 2022; Willermark et al., 2024). Of particular relevance to this study is that, despite a growing body of research on PDC in teacher education, considerably little is known about how institutional leaders understand, prioritise, and organise the conditions for CPD in PDC among TEDs (Maaranen et al., 2023). Against this background, the aim of this national qualitative study is to explore how institutional leaders across all 20 Swedish TEIs offering programmes for grades 4-6 discuss the conditions that support TEDs’ development of PDC. The paper analyses how institutional leaders conceptualise PDC, how they describe CPD, and how organisational conditions enable or constrain sustained development over time. Rather than treating CPD and PDC as separate phenomena, the analysis foregrounds their interrelationship. Preliminary findings reveal recurring patterns across institutions. First, leaders consistently emphasise PDC as a core professional competence for TEDs, closely linked to democratic responsibility and the capacity to navigate rapid development in AI. PDC is talked about as essential for fulfilling the dual didactic task of TE. Second, leaders describe substantial variation in PDC among TEDs, which they primarily attribute to uneven organisational conditions, such as access to time, resources, structured CPD, and collegial support, rather than individual motivation. Although CPD is widely recognised as important to address this variation, it is often characterised as fragmented, reactive, and dependent on short-term initiatives rather than embedded in long-term strategies. Third, the findings point to a tension between centralised CPD initiatives and local educational practice, as leaders report difficulties in integrating generic workshops and support structures into sustained, programme-embedded CPD. Overall, leaders express a growing concern that current CPD approaches are insufficient to support the level of PDC required in an increasingly AI-infused educational landscape. Methodology, Methods, Research Instruments or Sources Used This study forms part of the research project The Search for Professional Digital Competence in Swedish Teacher Education (2025–2028), funded by the Swedish Research Council. The overarching project aims to contribute new empirical knowledge on PDC in Swedish TEIs and to generate evidence-based recommendations for institutional development. While the broader project includes studies at multiple levels of TEIs, the present study specifically examines institutional leaders’ perspectives on organisational conditions, responsibility, and steering related to the development of TEDs’ PDC, including GAI. An interpretive qualitative approach was adopted, designed as a national interview-based census (Bryman, 2016). The study includes the full population of Swedish TEIs offering programmes leading to a Master of Arts in Primary Education for school years 4–6 (N = 20), comprising 12 universities and eight university colleges. By including all eligible institutions, the design enables analysis of shared national conditions as well as variation across institutional contexts. Participants were institutional leaders identified through the national Teacher Education Convent. Semi-structured interviews were conducted via Microsoft Teams between May and August 2025, following the principles outlined by Kvale and Brinkmann (2018). Two interviews included two respondents, resulting in a total of 22 participants. Interviews lasted between 38 and 62 minutes and addressed leadership responsibilities, the societal role of teacher education, prerequisites for PDC, and future developments including GAI. The present analysis focuses on interview material related to prerequisites and organisational conditions for PDC development. In most interviews, two researchers were present, allowing for enhanced reflexivity, intersubjectivity, and analytical depth (Brinkmann & Kvale, 2015). The researchers’ insider position within higher education facilitated access and rapport, while also requiring ongoing reflexivity regarding positionality and power relations (Berger, 2015; Mercer, 2007). All interviews were recorded, transcribed, anonymized, and validated by participants. A joint process of analysis by the three researchers in the project followed an iterative, multi-stage process, combining meaning condensation (Kvale & Brinkman, 2016) with thematic analysis (Braun & Clarke, 2019). To support analytical transparency and systematic comparison across cases, generative AI tools (ChatGPT and NotebookLM) were used as supplementary analytical aids in the development of narrative summaries and thematic structuring. The study was reviewed by the Swedish Ethical Review Authority (Dnr 2025-01359-01), which found that no formal ethical approval was required. The study was conducted in accordance with principles of relational ethics and care (Weurlander, 2024). Conclusions, Expected Outcomes or Findings This study highlights a central paradox in the development of PDC within Swedish TEIs. While institutional leaders consistently emphasise the importance of PDC in an increasingly digitalised educational landscape, the organisational conditions required to support its sustained development remain uneven and fragile. Across both universities and university colleges, PDC is understood as a core competence for TEDs, closely linked to ethical judgement, democratic responsibility, and the dual didactic task of teaching both with and about digital technologies. CPD is recognised as essential for developing this competence and is described as a long-term, ongoing endeavour rather than a series of isolated training events. However, leaders’ accounts reveal a persistent gap between this shared understanding of CPD and its organisational realisation, particularly in terms of coherence, sustainability, and embeddedness in everyday practice. CPD primarily appears as a constraining organisational condition. CPD is often described as reactive, typically initiated in response to external pressures, such as the rapid emergence of GAI and related policy and public debates, rather than embedded in long-term strategic planning. Responsibility for CPD is commonly diffused across organisational levels, resulting in a reliance on individual enthusiasts and short-term initiatives, rather than sustainable, collective structures for professional learning. Leaders also highlight substantial variation in PDC among TEDs, which is perceived as increasingly problematic considering student teachers’ diverse digital competencies. This variation is framed as a consequence of unequal organisational access to time, resources, support, and structured opportunities for CPD. Notably, these challenges cut across institutions. Differences between universities and university colleges appear less significant as compared to shared national constraints related to governance, resource allocation, and system inertia. The central challenge is not whether PDC matters, but whether existing organisational and governance structures can sustain the CPD necessary for PDC to become a lived dimension of TEDs’ professional practice.
