Paper Enacting Digital Competence as Professional Practice: Teacher Educators’ Agency in Vietnamese Higher Education 1: University of the National Education Commission, Kraków, Poland; 2: Faculty of Education, University of Warsaw Presenting Author:In the context of accelerating digital transformation, digital competence has become a core requirement for higher education teachers, particularly for teacher educators responsible for preparing future teachers. European research has provided conceptual foundations for influential frameworks addressing teachers’ digital competence, such as TPACK and DigCompEdu. More recently, the HeDiCom framework has been proposed to capture the specific digital competence requirements of higher education teachers (Tondeur et al., 2023). Despite their widespread use in European contexts, qualitative evidence remains limited regarding how these conceptualisations are enacted in professional practice beyond Europe, particularly within policy-driven higher education systems. This study addresses this gap by adopting HeDiCom as an analytical lens to examine how teacher educators enact digital competence as professional practice in Vietnamese higher education. Digital competence is conceptualised not as a static set of individual skills but as a situated professional practice enacted through pedagogical judgement, decision-making, and action (Krumsvik, 2014; Uerz et al., 2018; Tondeur et al., 2023). This perspective is complemented by professional agency, defined as teacher educators’ capacity to enact HeDiCom competencies while navigating institutional expectations, policy demands, and material conditions.
The study builds on preliminary survey evidence indicating recurring challenges related to infrastructure, workload, and pedagogical integration among teacher educators across Vietnamese universities. However, these findings did not elucidate how teacher educators experience, interpret, and respond to such conditions in everyday practice. Accordingly, a qualitative, multi-site design centred on in-depth interviews was employed. Empirical data were collected through semi-structured interviews with fifteen teacher educators (five per institution) from three major Vietnamese universities of teacher education: Hanoi National University of Education, Ho Chi Minh City University of Education, and the University of Danang – University of Science and Education. These institutions were selected as analytically contrasting sites within a shared national policy framework for digital transformation, rather than for regional comparison. Participants were purposively selected to capture diversity in academic qualifications, length of professional service, teaching experience, and engagement with digital teaching. Interview questions were aligned with the four HeDiCom domains—teaching practice, empowering students for a digital society, teachers’ digital literacy, and teachers’ professional development—alongside prompts on professional agency and institutional conditions. Data were analysed using thematic analysis (Braun & Clarke, 2012), combining deductive coding informed by HeDiCom with inductive coding to identify emergent patterns of agency and constraint.
The findings indicate that teacher educators demonstrate awareness of the pedagogical potential of digital technologies and a sense of professional responsibility for developing students’ digital competence. However, the enactment of HeDiCom competencies is shaped by institutional conditions, including intensified workloads, limited time for professional learning, fragmented digital infrastructure, and ambiguous organisational expectations regarding digital innovation. Under these conditions, professional agency is frequently expressed in adaptive or compliance-oriented forms, with teacher educators selectively integrating digital technologies at a manageable level rather than engaging in more transformative practice. Digital competence thus emerges not as an individual skills deficit but as a negotiated professional practice embedded in everyday academic work.
By applying a European digital competence framework to a non-European higher education context, the study advances a practice-oriented understanding of digital competence and strengthens dialogue between European digital competence research and global higher education contexts. The findings also contribute to methodological discussions by demonstrating how a multi-site qualitative design can capture the interplay between policy, institutional conditions, and professional agency. Methodology, Methods, Research Instruments or Sources Used A qualitative case study methodology (Creswell, 2009) was employed to explore teacher educators’ professional practices, experiences, and interpretations of digital competence within their institutional contexts. The research was conducted across three major centres of teacher education in Vietnam—Hanoi, Ho Chi Minh City, and Da Nang—which operate within a shared national policy framework for digital transformation. These sites were selected as analytically contrasting institutional settings rather than for regional comparison, enabling the identification of recurring patterns across different organisational contexts. The qualitative case study design provided a context-sensitive approach to examining the professional meanings, judgements, and forms of agency that emerge in response to institutional conditions. Data were collected through semi-structured interviews with fifteen teacher educators from three universities: Hanoi National University of Education, Ho Chi Minh City University of Education, and the University of Danang – University of Science and Education. Five participants were purposively selected from each institution to ensure diversity in academic qualifications, length of professional service, teaching experience, and levels of engagement with digital teaching. The sample included early-, mid-, and senior-career teacher educators involved in undergraduate and postgraduate teacher education programmes. The interview protocol was explicitly aligned with the four domains of the HeDiCom framework (Tondeur et al., 2023)—teaching practice, empowering students for a digital society, teachers’ digital literacy, and teachers’ professional development—alongside prompts addressing professional agency and institutional conditions, including workload, professional learning opportunities, infrastructural support, and organisational expectations regarding digital innovation. Interviews were conducted in Vietnamese, audio-recorded with participants’ consent, and transcribed verbatim. Transcripts were analysed in Vietnamese to preserve meaning. Interview data were analysed using thematic analysis following Braun and Clarke (2012). Deductive coding was guided by the HeDiCom framework, while inductive coding captured emergent themes related to professional agency, constraints, and adaptive practices. ATLAS.ti (version 23) supported systematic coding, data organisation, and theme development, enhancing analytical rigour and transparency. To strengthen credibility, emergent themes were discussed with a subset of participants (member checking) and triangulated with survey findings from the preliminary exploratory phase. Ethical standards for qualitative research were strictly adhered to. Participation was voluntary, and informed consent was obtained from all participants. Confidentiality was ensured through anonymisation of transcripts and secure storage of research data. Participants were fully informed about the study’s aims and procedures and were free to withdraw from the research at any stage without consequences. Conclusions, Expected Outcomes or Findings This study examined how teacher educators enact digital competence as professional practice in Vietnamese higher education during digital transformation, using the HeDiCom framework as an analytical lens. Drawing on qualitative interview data from three major universities of teacher education, the findings demonstrate that digital competence is not merely a matter of individual skills or technical proficiency but a situated and negotiated practice shaped by institutional contexts. Teacher educators generally recognise the pedagogical potential of digital technologies and express a strong sense of professional responsibility for supporting students’ development of digital competence. However, the enactment of HeDiCom competencies is consistently mediated by institutional and systemic conditions, including intensified workloads, limited opportunities for professional learning, fragmented digital infrastructure, and unclear organisational expectations regarding digital innovation. Under such constraints, professional agency tends to be exercised in adaptive or compliance-oriented ways, with teacher educators selectively integrating digital technologies at a manageable level rather than engaging in more transformative forms of practice. These findings reinforce a practice-oriented understanding of digital competence, highlighting that challenges in digital transformation cannot be reduced to deficits in individual capability alone. By applying a European digital competence framework to a non-European, policy-driven higher education context, this study makes two key contributions. First, it extends the empirical relevance of the HeDiCom framework beyond Europe, demonstrating its usefulness for analysing teacher educators’ professional practice across diverse institutional settings. Second, it foregrounds professional agency as a critical mediator between digital competence frameworks and their enactment in everyday teaching. The findings suggest that initiatives to strengthen teacher educators’ digital competence should move beyond skills-based training to address the organisational and structural conditions that enable sustainable and meaningful digital innovation in teacher education. Paper Starting Out with AI: Induction-Phase English Teachers’ Adaptive Expertise in Teaching in China University of Southampton, United Kingdom Presenting Author:Artificial Intelligence (AI) has brought in irreversible changes in learning and teaching processes, prompting a re-evaluation of teacher education globally. While this technological advancement is also celebrated for its potential to innovate teacher education, effective integration requires addressing the heterogeneity of the teaching workforce, which shapes how AI is adopted. Such a gap is significant for induction-phase teachers, who occupy a uniquely precarious position: they are expected to act as primary agents in translating AI-related policy ambitions into classroom practice due to their assumed technical familiarity, while simultaneously negotiating the ongoing formation and transforming their professional identity. As Tondeur et al. (2017) contend, perceived complexity and inadequate preparation present persistent hurdles among beginning teachers, and AI integration undoubtedly adds another layer of technological complexity to an already demanding transition.
Adaptive expertise, as the ability to flexibly respond to problems in novel, complex and changing contexts, is key to induction-phase teachers’ development (Rohwedder & Le Fevre, 2025). It helps teachers maintain consistent performance in new situations, such as flexibility, innovation, and creativity, which requires activities beyond the established routines (Cai et al., 2023; Ward et al., 2019). In the context of AI, where the technological landscape changes fundamentally, the complexity of classroom situations is in constant flux. In response, teachers with high adaptiveness will have knowledge that continuously grows and invent new procedures when necessary (Bohle-Carbonell et al., 2014; Hatano and Oura, 2003).
Previous studies using TAE as a framework in AI-integrated contexts have not yet paid due attention to how induction-phase teachers construct adaptive expertise. Furthermore, most AI research tends to depict teacher development as a linear and top-down process, thereby overlooking the heterogeneity of teachers’ backgrounds, experiences, and professional trajectories (Liu & Shang, 2025). This study addresses these gaps by conceptualising TE as a process that requires contextualised and individualised customisation to teachers’ diverse needs. To this end, the research adopts a qualitative case study approach, guided by the following three research questions: (1) How do induction-phase teachers currently use AI in curriculum and schooling in China? (2) What new competencies does AI integration into education require of induction-phase teachers? (3) How can teacher training address the newly developing needs for induction-phase teachers?
Drawing on a multiple case study conducted in China, this chapter investigates induction-phase teachers’ experience of AI integration into teaching, factors shaping their practice, and these teachers’ developmental needs. Primarily using the interview data, triangulated with self-report questionnaires and stimulated recalls, the study finds that, while beginning teachers initially demonstrate a relatively cautious and pragmatic orientation towards AI adoption, their attitudes shift positively with increased exposure. Furthermore, the study identifies teacher autonomy, emotion regulation, pedagogical enactment, and deliberate practice as critical individual competencies contributing to teachers’ adaptive expertise. Additionally, collaborative and relational factors are essential for fostering required expertise. The chapter concludes with implications and recommendations for developing tech-enhanced language pedagogy and AI-focused teacher training in China and beyond. Methodology, Methods, Research Instruments or Sources Used This chapter primarily draws on online semi-structured interview data. To enhance the trustworthiness of the study, prolonged engagement and reflexive journaling (Dado et al., 2023) were employed throughout the process to triangulate and enrich the reported perspectives. Each semi-structured interview lasted approximately 90 minutes and was conducted in English, given that all participants are professionally certified English teachers. All interviews were audio-recorded and transcribed using automatic transcription software, TurboScribe, after which the transcripts were carefully reviewed and verified by the researcher for accuracy and clarity. Follow-up communication via WeChat was used to confirm factual details and to seek clarification where necessary. In data analysis, the study employs Braun and Clark’s (2006) six-phase thematic analysis. It combines both deductive coding—stemming from the adaptive expertise research of Pelgrim et al. (2022), and inductive coding—allowing the sub-themes to emerge from teachers’ narratives. NVivo 14.0 software was used to assist with the data coding and analysis. Conclusions, Expected Outcomes or Findings The findings show that beginning teachers’ experience with AI integration into their teaching is a layered and complex process, revealing the interrelated nature of various dimensions of adaptive competences. The study confirms previous findings concerning the complexity of integrating technology in their teaching for induction-phase teachers. This is because induction-phase teachers need to deal with the tension between pedagogical innovation and professional survival needs. This paper makes the following unique contributions. Theoretically, this investigation contributes to the teacher expertise and development literature by identifying the competences required to integrate AI in teaching.This helps better understand the nature of TAE in technology-assisted teaching. From a pedagogical perspective, this study provides evidence for enhancing teacher educators' critical awareness of the professional development needs of induction-phase teachers concerning AI integration into public schooling, such as embedding hands-on, domain-specific AI training programmes, extending beyond STEM to customise language teaching contexts, which did not receive due scholarly or professional attention. It also embodies research-informed practice to help policy and institutional change for AI in TE and beyond. While drawing on data from Chinese schools, its thick description and comparative perspective woven into the study and this report offer wider implications on early career teachers’ adaptive expertise development more broadly. Paper Game Changer AI Challenges and Fosters SEL: Interactive, Hospitality-based Stories Foster Socio-emotional Learning for Primary School Children University of Surrey, Germany Presenting Author:The rapid integration of artificial intelligence (AI) into education also in primary schools is fundamentally reshaping the skills required for future participation in work and society. Forecasts indicate that AI-dominated environments will significantly increase the demand for socio-emotional skills. Global labour market analyses predict that skills such as empathy, teamwork, emotional intelligence, creativity, and self-management will become increasingly essential across all industries. In response, educational systems face an urgent need to identify effective, scalable, and developmentally appropriate approaches for fostering socio-emotional learning (SEL) especially from early childhood. Methodology, Methods, Research Instruments or Sources Used This research focuses on parents of primary school children working in or outside the hospitality industry. Based on the SCCT Theory by Lent et al (1994), a questionnaire has been developed. This model has been used as base for researching children’s career aspirations, and also for researching socio-emotional learning and its impact on children’s self-efficacy, outcome expectations in terms of SEL and their overall goals in SEL. In this research the SCCT model is used as a base to develop the questionnaire for parents to evaluate, how parent’s evaluate and perceive their children’s socio-emotional learning. The core variables of this theory are • self-efficacy beliefs (confidence in one’s abilities) • Outcome expectations (beliefs about the consequences of actions) • Personal goals (determination to engage in certain activities). SCCT provides a useful view to understand how parents’ expectations influence children’s career development and learning of socio-emotional skills. By shaping self-efficacy, outcome expectations, and personal goals to increase engagement, parents help construct the personal and contextual factors that guide children’s career paths and life skills. This research will focus on the impact of children’s books and stories on parents working in hospitality and tourism. Based on the research-based picture book “Dee and Flee in the Theme Park” (University of Surrey) a video-pilot will show the book stories and will be used to test the impact of the book stories to parents working in the tourism industry on their perception regarding their children’s socio-emotional learning. Based on the SCCT Theory (Social Cognitive Career Theory) quantitative pre/post research will be conducted. For this research, a quantitative methodology has been chosen and a parent’s survey, consisting of 10 questions, has been designed. The survey is split into a pre and post - intervention-section and leads the parents step by step through the questions before watching an interactive pilot-video-trailer, which has been developed based on the research-based book stories „Dee and Flee in the Theme park“, and after watching the video. It will be distributed by Qualtrics in February 2026. In this phase we are interested in the assessment of parents working in the hospitality and tourism sector, and parents not working in the sector. We are targeting at 1000 parents taking part in the survey, provided by prolific. A multiple item construct of reflective measurements has been chosen based on the SCCT Model. The questionnaire developed has been based on a quantitative, cross-sectional structure online Survey. Conclusions, Expected Outcomes or Findings This research responds to the growing demand for socio-emotional skills in an increasingly AI-driven society by exploring innovative and developmentally appropriate approaches to socio-emotional learning (SEL) in early childhood.The present study contributes to this discourse by examining parents’ perceptions of research-based, hospitality-oriented children’s book stories adapted into interactive learning videos for children aged 5 to 7 years. G This approach provides insight into the perceived impact of immersive, story-based learning tools on children’s socio-emotional skill development. The findings are expected to demonstrate that hospitality-related narratives—characterized by service orientation, empathy, and social interaction—offer a valuable and underexplored context for fostering socio-emotional competencies. Importantly, the study underscores the central role of parents in supporting and evaluating SEL interventions, addressing a critical gap in current research and practice. Overall, this research advances the field of socio-emotional learning by proposing a novel, evidence-informed approach that integrates storytelling, interactivity, and parental engagement. The outcomes offer practical implications for educators, content developers, and policymakers seeking to design innovative SEL tools that prepare young learners for future careers and active participation in society. The outcome of this research will give information on the impact-level the book and video-stories have on parents regarding learning socio-emotional skills of their children. The picture-book stories are the base for this research and give insights on the extend of impact the parents evaluate the content, pictures and storylines for learning socio-emotional skills, which is important for their children’s future careers in any industry. As the survey will be online by February 15th, 2026, the results and analysis of this part of the study (parents perception of the effectiveness of using interactive, videos, based on research-based children stories within hospitality environment for learning socio-emotional skills) will be available by the end of March 2026. This research is part of a research testing the book stories and videos with parents and children.
