Paper The Development of Modularization Using the Example of Specific Vocational Schools in the Czech Republic 1: University of Hradec Králové, Faculty of Education, Czech Republic (Czechia); 2: National Pedagogical Institute of the Czech Republic (Czechia) Presenting Author:Vocational education and training (VET) is being increasingly challenged to adapt better and faster to changes on the labor market, to provide the requested skills for employment, and to empower learners to respond to these changes. Modularisation in vocational education and training is generally perceived as part of the response to this need for flexibility, both in relation to the labor market and in relation to the students themselves. Modularisation in VET has been the subject of debate at the European level for the past 40 years (e.g., Howieson, 1992; Sellin, 1994; De Bruijn and Howieson, 1995), and in recent years it has been seen as part of a broader strategy to modernize VET, particularly due to the need for flexible education systems that are able to respond to the challenges of contemporary society (CEDEFOP, 2015). Modularisation refers to the creation of educational programs through educational modules. The CEDEFOP study (2015) analyzed conceptual approaches to modularisation in 15 EU member states and also described their development of modularisation. The study by Pilz et al (2018) focuses on an investigation of modularisation as a tool for achieving flexibility based on analyses of 7 European countries. Neither the CEDEFOP study (2015) nor the Pilz et al. (2018) paper mentions the development of modularisation in the Czech Republic. The aim of this paper is to present the development of modularisation in the Czech Republic. The first modular educational programs were created at several secondary technical schools and secondary vocational schools in the early 1990s as part of the ESF Phare-VET program (Kofroňová et al. 1990). The strategic document National Programme for the Development of Education in the Czech Republic – White Paper (2001, p. 72) adopted by the Czech government already called for "Modular study programs using a credit system that provides for changes during the course of studies allow people to continue studying when necessary throughout their whole life, in the same institution or a different one, at home or abroad. Nevertheless, this must always be under the condition that the requirements of the study program (module) are met." The NRP EQAVET CZ (2025) reports that the national project MOV (Modernisation of VET), executed from 2017 to 2020, sought to enhance the quality of VET by modernizing initial vocational education and training (IVET) through the development of educational modules across 105 participating schools. Two years after completion of the MOV project, a subsequent survey by the National Pedagogical Institute of the Czech Republic (NPI) revealed that only 23 out of these schools, representing approximately 2% of VET institutions in the country, continued to implement modularization in their curricula, with only four doing so systematically. The Strategy for Education Policy of the Czech Republic up to 2030+ (Strategy 2030+) identifies modularisation as a key instrument for improving flexibility, quality, and permeability in Czech education, particularly within vocational education and training, that is significant structural shift in Czech education. While initially implemented through pilot activities within the national project MOV, it gradually should being integrated into national policy through curriculum reform and systemic innovation, however, as a voluntary component. However, its success depends on the creation of conditions for modularisation in schools. Therefore, this paper addresses two research questions: RQ1: How has modularisation developed in IVET in the Czech Republic at specific schools? RQ2: What conditions have facilitated modularisation at the VET schools studied? Methodology, Methods, Research Instruments or Sources Used As part of the research investigation, data from the project “Support of implementation of the EQAVET quality assurance cycle in VET curriculum design” (EQAVET NRPCZ 2023-26, No. 101124871 ERASMUS-EDU-2023-EQAVET-IBA) solved by NPI. The project creates case studies aimed at describing the modularisation of education in 9 VET schools, i.e. the school is characterized as an organization, the processes of creating educational modules and their implementation into the school educational program (SEP) are described, the education implemented in modularized educational programs is described (SEP characteristics, educational module characteristics), the school conditions for modularisation (personnel, material, financial) are described and the evaluation of the school related to modularized education is characterized. To find answers to the research questions, multi-case study are used from: Higher Vocational School, Secondary School, Vocational Training Center, Sezimovo Ústí; Integrated Secondary School of Automobile Engineering Brno; Business Academy, Hotel School and Secondary Vocational School, Turnov; Secondary School Brno, Charbulova. These are schools that offer fields of education with a Maturita examination and a 3-year school based VET programmes leading to EQF level 3, ISCED 353 (with VET certificate) from the following groups: Information Technology; Mechanical Engineering and Manufacturing; Electrical Engineering, Telecommunications, and Computer Technology; Food Industry and Food Chemistry; Printing, Paper, Film and Photography Processing; Transport and Communications; Economics and Administration; Business in Fields and Sectors; Gastronomy, Hotel Management and Tourism; Trade; General Vocational Training. Each case study should provide broader answers to the following partial research questions: a) How was the implementation of modularized education at the school? b) How is modularized teaching organized in school? c) What are the conditions (e.g. personnel, material, financial) for modularisation at school? d) How is evaluation carried out in connection with modularized teaching? The case studies are based on data obtained from the analysis of documents (e.g. inspection reports, annual school reports, school educational program(s), school action plan for educational development, school presentation, school website), information provided by the principal and school representatives during workshops in Prague (2024-2025), the principal's answers to questions sent by e-mail (2024 or 2025), based on participant observation during a school visit and information provided during meetings with school and employer representatives and an individual semi-structured interview with the school principal on the topic of school financing and discussions with teachers who implement modular teaching at the school. Conclusions, Expected Outcomes or Findings All schools according to the spectrum of VET modularisation (Pilz et al 2018) are examples of traditional holistic training. In the multi-case study is a school in Sezimovo Ústí, which has been using modular teaching since around 1992. It gained experience in various projects, particularly abroad (BBL2 and BBL3, SCOTVEG). School was involved in the PILOT S (2005-2008) and KURIKULUM S (2009-2012) projects, which focused on the creation and verification of SEP in selected VET schools and cooperation with employers, who helped define the learning outcomes. The school also participated in the UNIV´s projects, whose goal was to create and pilot-test modular continuing education programs. School participated in MOV project (2017–2020). The automotive school from Brno and the VET school from Trutnov had a similar development of modularisation since 2005. Secondary School Brno, Charbulova, only began modularisation in 2017–2020. Modularized teaching at these schools was facilitated (RQ2) in particular by the strong vision of the school management. According to one headteacher, the introduction of modularisation was very difficult – "in terms of genres, it could be a drama, a horror story, but also a fairy tale with a happy ending." The positive aspect was definitely the flexibility to reflect changes in technology and the labor market in the module without having to change the entire school curriculum. Teachers at the time were rather opposed to the modules due to the significant change in the organization of teaching and the increased difficulty of teaching by combining all specialized subjects into a module. A constant challenge is finding VET teachers who have knowledge of the theory of the field, who can convey it to students in a didactic way, who are also capable of practical training of students, and who are not afraid to show students any detail of the craft. Paper ‘This is Our Journey’: Nationalism in a Vocational Education Reform in Malta Tampere University, Finland Presenting Author:There has been renewed scholarly interest in how nationalism and national identity shape educational systems, practices, and materials, particularly within contexts of increasing European integration. Research has shown that curricula, textbooks, and pedagogical practices are deeply influenced by national histories, cultures, and identity narratives (e.g., Tröhler 2023). At the same time, European education policy has increasingly promoted coordination, comparability, and mobility across national systems. Building on this growing body of research, the present study examines the relationship between Vocational Education and Training (VET) policy-making and national identity within a Europeanised policy space. Historically, the aims of VET have been closely tied to economic development and labour market needs; however, VET systems are also embedded in broader societal and cultural practices (Elias 1995). Across Europe, countries hold distinct conceptualisations of vocational learning, apprenticeships, and professional education. These differences coexist with the EU’s soft governance mechanisms, such as the Copenhagen Process. As a result, national VET reforms often emerge from negotiations between European-level policy discourses and domestic traditions, priorities, and identities. The link between VET and nationalism remains underexplored. To explore this link, we undertake a case study of VET reform in Malta, utilising documents and media. This reform, implemented between 2013 and 2016, introduced vocational subjects into secondary schooling. The aim is to understand how this reform was legitimised through references to external sources or through references to national identity. The research questions are: How was the reform in Malta legitimised? What externalisations were made to provide legitimation for policy change? How did national identity affect the legitimation of the reform? Theoretically, we first turn to literature on policy borrowing (Phillips and Ochs 2003; Schriewer 1990; Steiner-Khamsi and Waldow 2012). Policy borrowing involves the adoption of policies or practices which are already in use elsewhere. Literature on policy borrowing also sheds light on the factors which lead to cross-national attraction, such as an internal dissatisfaction with current affairs and negative external evaluation. Additionally, external models become attractive because of similar guiding philosophies and aims. A different approach to studying policy borrowing is provided by looking at Schriewer’s (1999, 2000) work on ‘externalisation to world situations’. When nations search for viable solutions, they often reference foreign models, which he terms ‘externalisation’. Secondly, we turn to the epistemic governance framework (Alasuutari and Qadir 2019). This framework seeks to understand the actions that actors take to gain approval and legitimacy for policy change, i.e., for governance. This governance involves work and actions, which are epistemic in nature. The term epistemic highlights that actors’ actions tap into some form of knowledge and understanding of societal understanding and views. Thus, when policy actors seek to bring about policy change, they seek to make references to societal understandings which support such changes. In this case, an understanding on epistemic governance helped shed light on how policy actors used media appearances and communications (i.e., epistemic work) to highlight how the new reform is legitimate through its connection with national identity and the support of external authoritative sources. Finally, we make references to theory on nationalism (Tröhler 2023; Özkırımlı 2017). Following Özkırımlı (2017, 220), we see nationalism as “socially constituted and institutional”. Thus, nationalism is linked with a social understanding of national history and culture. This understanding is evident through discourse, images and symbols used (Billig 1995). Additionally, nationalism is institutional because it is enabled by societal structures and political actors (Brubaker 1996). In a Europeanised policy environment, nationalism does not disappear but is rearticulated, as national identity becomes a key resource through which European policy influences are interpreted, adapted, and legitimised. Methodology, Methods, Research Instruments or Sources Used I use this literature to build a conceptual framework that enables me to investigate how a VET reform in Malta was shaped by externalisation and legitimised through and within national identity. This conceptual framework is then applied to analyse documents and media. We collected documents and video material which spanned the years preceding the policy, up until the policy was implemented i.e., 2011 to 2018, and any other media produced about its outcome. In total, we collected 42 documents, including 18 media articles, 9 videos, 4 policy documents, 5 reports, 4 press releases and 2 scientific publications. The first documents were collected from Maltese sources. This included the policy document outlining a reform for general education and the policy document outlining the VET reform. Snowball sampling was used as Maltese documents served as the starting point from which references to external influences led to the collection of reports published by EU entities. The EU reports included Malta’s Education Monitor for 2016, Cedefop evaluations of VET in Malta, a report on inclusive education in Malta by the European Agency for Special Needs and Inclusive Education, and Council of the EU recommendations for the European Semester 2013. Lastly, criterion sampling was used to search for other media articles and news segments that were about the VET reform. This sample can be considered fully comprehensive, as the document retrieval process covered all available Maltese news and journalistic websites. The material was examined using Qualitative Content Analysis (Schreier 2012) and coded with the assistance of Atlas.ti software. An initial reading was conducted to become familiar with the dataset. This was followed by a second reading focused on inductive, data‑driven coding, during which recurring concepts emerging from the material were identified. A third reading applied deductive, concept‑driven coding using a coding frame developed in accordance with epistemic governance theory. This resulted in a double‑coding process. Finally, fourth and fifth readings were undertaken to consolidate the coding scheme and eliminate codes that appeared only infrequently. Conclusions, Expected Outcomes or Findings This study identifies three key themes. First, processes of externalisation and cross-national attraction to foreign models were used to legitimise policy change. Second, key figures engaged in epistemic work to frame the reform and accumulate authority. Third, nationalism permeated both institutional and individual actors’ approaches to VET policy-making. Externalisation was a central strategy employed by the governmental ministry responsible for education. Legitimacy for the reform was built through references to external authoritative sources, most notably the European Union and Finland. These externalisations were evident in official documents and media outputs produced by the ministry. By aligning the reform with internationally recognised practices, the ministry strengthened its credibility while positioning the policy within a broader transnational context. At the individual level, officials within the Maltese Ministry of Education were the primary actors conducting epistemic work in support of the reform. Their efforts focused on presenting the reform as aligned with the needs and aspirations of the Maltese nation, framing it as a collective national mission. This involved constructing a narrative that positioned the reform as necessary and beneficial for society as a whole. Importantly, references to Finnish actors were framed in ways that respected Maltese identity, illustrating how externalisation was carefully balanced with national considerations. A significant component of epistemic work involved framing the policy context to support reform. This was achieved by emphasising perceived shortcomings of the existing VET system and presenting the reform as a solution. Ministry officials argued that the new VET system would reduce early school leaving, expand access to education, and better respond to changing labour market demands. Lastly, both institutional and individual actors engaged in externalisation and epistemic work that was coherent with a national narrative rooted in Maltese identity and culture. Paper Integrating Powerful and Transformative Learning Environments for Sustainability in Educational Practice in Secondary VET: The European Project ProVEST. CYU Paris Cergy Université, France Presenting Author:The Erasmus+ CoVE ProVEST project (Professionalisation of Teachers and Mentors in Vocational Education to Realise Powerful Transformative Learning Environments for a Sustainable Transition) brings together 23 partners from five countries (Belgium, Estonia, France, Germany and Spain) to develop a professionalisation program for vocational education and training (VET) stakeholders. The project aims to strengthen collaboration between schools and enterprises and prepare teachers and mentors to equip learners with the skills required for Europe’s sustainable transition (The European Green Deal, 2021) and a rapidly changing labour market. ProVEST promotes the establishment of broad, interdisciplinary and intersectoral teams that design and test powerful and transformative learning environments (Pauwels et al., 2023; Mezirow, 1978), integrating both sustainability (Mulvik et al., 2024) and digital competence. This is supported by a transnational masterclass open to educators and company mentors. A central feature of the ProVEST project is the multilingual online platform Edusynergy, which enables continuous evaluation and stakeholder feedback. It has been designed as a collaborative space for teachers and mentors to engage in peer exchange and to co-construct inclusive and sustainable learning environments. The platform hosts dozens of “germ cells” (Engeström et al., 2022; Isaac et al., 2025) — concrete examples of initiatives that can be adapted and implemented across different institutions and contexts. It seeks to bolster collective professional development and to advance the transition towards more sustainable learning environments through the sharing of educational practices. Each partner has contributed projects to the online platform that align with the definition of Powerful and Transformative Learning Environments for Sustainability (PTLES), referring to educational settings designed to promote deep, collaborative, and sustainable learning. Such environments draw on principles such as critical reflection, self-regulated learning, interdisciplinary integration, authentic learning contexts and innovative use of technology. After completing the description of their cases using a template embedded in the online Eduysnergy platform, partners underwent a round of online comments received from peers from the other countries of the consortium, based on an evaluation grid encompassing the principles of the PTLES model. This online collaboration among countries was possible thanks to the multilingual automatic translation. Schools and firms were asked to provide constructive feedback to other teams, by underlining the outstanding elements of the PTLES framework they retrieved, asking more information when needed, highlighting lacking elements that could be further developed, and giving suggestions based on their own experience in vocational education. Based on this feedback, schools and firms wrote on the collaborative platform an improved version (V2) of their cases, which will be used to design the masterclass. This paper addresses the following research question: how do ProVEST partners’ integrations of peer feedback reveal shared priorities and contextual differences in applying the PTLES framework toward more inclusive and sustainable learning environments in VET? Methodology, Methods, Research Instruments or Sources Used To go in-depth in the analysis by country, this research starts by focusing on the “germ cells” from France. A first investigation has been conducted on the original 19 cases (V1) posted on the Edusynergy online platform by French schools and firms. Criteria for investigation were based on the grid for analysing PTLES completed by French and European peers. As a second phase of the investigation, 6 improved versions of the French cases (V2) have been analysed on the basis of the grid for analysing PTLES, which was filled in during an online collaborative meeting with French schools, firms and researchers. In order to seize what has induced partners to change their case, comments posted by other partners on the online collaborative platform addressing their V1 “germ cells” will be analysed to identify which highlighted elements triggered reflection. A qualitative enquiry will be conducted through thematic analysis (Paillé & Mucchielli, 2016) of the French V2 on Edusynergy. The most relevant themes in V2 descriptions by schools and firms for implementing inclusive and sustainable learning environments in VET will be identified. A cross-European comparison will be conducted on the 8 most inspiring practices from the other 4 countries of the consortium (Belgium, Estonia, Germany, Spain) in order to determine whether the French national context has distinctive features, and/or if common elements are to be found among the countries. Conclusions, Expected Outcomes or Findings Results from the investigation of the 19 original French cases illustrate how learning environments work as catalysts for deep and lasting transformation, both for learners and for society. For instance, partnership with the local labor market builds bridges with employers and professionals to root learning in real economic and social contexts. Moreover, professional immersion allows learners to experience authentic situations and develop practical expertise. In addition, vocational training oriented toward citizenship prepares not only skilled professionals but also responsible citizens. Furthermore, learning for sustainability ensures that training processes and outcomes align with long-term social and environmental responsibility. Similarly, inclusive pedagogical methodologies ensure participation for all learners. Besides, collaborative learning encourages teamwork and co-construction of knowledge. Finally, interdisciplinarity enables knowledge transfer. Preliminary findings from the investigation of the 6 improved versions of the French cases (V2) show that inspiring practices articulate the principles of the PTLES model in diverse ways. Nevertheless, one principle (Higher-order thinking and complex skills) presents 4 outstanding elements that can be found in all cases: Collaborative learning, Interdisciplinary learning tasks, SDGs, Green and sustainable competences, and Problem-solving learning. The principle Learning tasks in authentic contexts (e.g., by working with real-world problems) is outstanding in 5 cases out of 6. An initial comparison of French V1 and French V2 shows that the teachers of one school merged 8 original projects into 3 improved cases, indicating an enhanced understanding of their teaching practices as embedded in coherent learning environments for sustainability. Building on the cross-European analysis, we expect to identify common strengths and weaknesses across countries, as well as distinctive national patterns. Our first results and preliminary findings suggest that PTLES act as bridges and accelerators between education, society, and sustainable futures.
