Paper Policy Says What, Practice Shows How, Interaction Explains Why: Transience and Partnership Dynamics in Erasmus+ Projects Pädagogische Hochschule Ludwigsburg, Germany Presenting Author:Processes of globalisation increasingly shape educational contexts across Europe. Diversity, multilingualism and mobility no longer characterise classrooms alone, but have become defining features of teacher education and the professional lives of those who work within it (Murray et al., 2021). Recent scholarship emphasises that internationalisation should not be treated as a marginal add-on, but rather as a transversal task embedded across teacher education systems (Wild et al., 2025). In response, European education policy has placed growing emphasis on transnational collaboration within a European Education Area. Teacher educators, as key actors in shaping teacher education, are increasingly involved in such cross-border and time-limited initiatives. Yet research suggests that transnational collaboration often remains under-theorised and insufficiently understood within studies of teacher educators’ professional contexts (Karvounaraki et al., 2018). While policy frameworks articulate ambitious expectations regarding partnership work, such as shared understanding, identity development and co-construction, less attention has been paid to how these partnerships are actually enacted in practice and through which processes they are sustained, negotiated or challenged over time. This paper addresses this gap by examining Erasmus+ partnerships as transient transnational communities (TTCs): temporary, heterogeneous and activity-centred social formations in which participants come together for a bounded period of time to work towards agreed outcomes (Mortensen, 2017; Oesterle et al., 2020). Drawing on a qualitative longitudinal case study of an Erasmus+ Strategic Partnership involving teacher educators from five European universities, the study raises the following research question: How do interactional processes in TTCs explain the gap between policy expectations and partnership practices in Erasmus+ projects? Drawing on theoretical approaches from Teacher Education Research and Sociolinguistics, this study is guided by a social constructivist research perspective, rooted in Berger and Luckmann’s (1991) concept of the social construction of reality. From this perspective, partnerships are not treated as fixed organisational arrangements, but as socially produced and continually negotiated formations that emerge through everyday practices and interactions. Empirically, the paper synthesises multiple qualitative data sources collected over a three-year Erasmus+ project, including policy and project documents, interactional data from face-to-face meetings, and participants’ video-based reflections and evaluations. The integrative synthesis leads to four overarching findings. First, dialogues and discussions emerge as central “time-spaces” in which learning, identity, power and belonging are continuously negotiated. In TTCs, this dialogic work requires ongoing self- and other-positioning as well as engagement with fundamental values, concepts and professional assumptions, which constitute key dimensions of professional identity (Evans, 2008). Second, the document analysis and phenomenological data reveal a pronounced policy-practice gap (Oesterle, 2025). While European education policy strongly promotes transnational collaboration and formulates ambitious partnership goals, policy texts remain largely at the level of aspiration. Practice-oriented project reports describe how collaboration is organised, but rarely explicate why particular decisions are made or which processes underpin partnership dynamics. Third, the interactional analyses demonstrate that these underlying processes become visible only through close attention to everyday interaction (Oesterle & Schwab, 2024). Making such processes explicit is crucial, as what remains invisible cannot be critically questioned (Maly, 2024). The findings point towards implications for leadership and management. They suggest that TTCs require relational forms of leadership, deliberate moderation of dialogic spaces, and institutional frameworks that recognise time, trust and interactional work as core resources. Moreover, findings highlight irritation and challenge, including ambiguity, diversity and linguistic tensions, as under-theorised but productive drivers of relational and transformative learning processes. The paper concludes by outlining concrete strategies for embedding such Erasmus+ project communities more sustainably within higher education institutions. Methodology, Methods, Research Instruments or Sources Used This paper adopts an integrative qualitative synthesis approach (Drisko, 2020) to develop a process-oriented explanation of community dynamics in Erasmus+ projects. Parts of the dataset have been analysed and published previously, with a focus on policy discourses and interactional practices. The present paper does not replicate these analyses, but re-contextualises and integrates them within a broader explanatory framework. This approach allows for the consolidation of insights from different empirical strands in order to address a new overarching research question focused on explaining the gap between policy expectations and partnership practices through interactional processes. The empirical material stems from a three-year Erasmus+ Strategic Partnership (2017–2020) involving 14 teacher educators from four European universities (Germany, Sweden, the United Kingdom and Spain). The partnership aimed to collaboratively develop teacher education resources and professional development formats. English functioned as the project’s working language. The synthesis draws on four main data sources: - Policy and project documents, including European Commission policy texts, Erasmus+ framework documents and project reports, previously analysed to examine policy expectations and partnership practices (Oesterle, 2025); - Audio- and video-recorded interactional data from four face-to-face project meetings (approximately 51 hours), previously analysed using interactional sociolinguistic methods (Oesterle & Schwab, 2024); - Video diaries with project partners (n = 11), focusing on experiences of collaboration, learning and partnership work; - Evaluation and self-reflective materials, including surveys and concept maps collected towards the end of the project. The analysis followed an iterative, cross-data analytical process. Existing findings from the document and interactional analyses were first revisited and theoretically re-framed in relation to the guiding research question. Subsequently, interview and evaluation data were subjected to a focused re-analysis. Through systematic cross-data comparison, patterns were identified that cut across data types, linking policy expectations (what partnerships should achieve), reported practices (how partnerships are organised), and interactional processes (why partnerships develop in particular ways). As a single-case synthesis situated within a European context, the findings are not intended to be generalisable, but to offer theoretically informed insights into the processes shaping partnerships in Erasmus+ projects. The author’s involvement in the project enabled access to rich, longitudinal data, while reflexive practices and multiperspectival triangulation were employed to mitigate potential bias. Conclusions, Expected Outcomes or Findings The findings suggest several implications for policy, practice and future research. TTCs hold considerable potential as formats for workplace-based professional learning and can be understood as a meaningful extension of established models of professional learning communities and communities of practice (Lave & Wenger, 1991; Siedler et al., 2025). However, this potential does not unfold automatically. The analysis highlights the crucial role of leadership and management in enabling transnational partnerships to function as productive learning spaces. Rather than managerial control, the findings of this and other studies point towards the importance of relational and facilitative leadership characterised by moderation, openness and the intentional creation of trust-based dialogic environments (Rathke & Harris-Hümmert, 2025). Here, institutional leadership at university level plays a decisive role in creating the structural conditions, such as flexibility, time and recognition, required for sustained collaboration beyond individual project lifecycles. The study further underscores that competencies in project management, organisational development and the design of collaborative spaces are indispensable components of teacher educators’ professional development. At the same time, the findings suggest that teacher educators’ research expertise and professional knowledge should be systematically included in educational policy-making processes. Taken together, the findings contribute to ongoing debates in Research on Partnerships in Education by re-conceptualising Erasmus+ partnerships not primarily as organisational arrangements or contractual collaborations, but as relational, interactionally accomplished and inherently transient formations. Paper Erasmus+ European Partnerships for School Development – Focus on the Role of School Authorities TU Dortmund University, Germany Presenting Author:The European education programme Erasmus+ supports people in the fields of education, training, youth, and sports in Europe and, to some extent, beyond. Its aim is to contribute to sustainable growth, high-quality employment, and social cohesion in society, while at the same time strengthening European identity and active citizenship (European Commission, 2025, p. 6). Achieving these goals requires cooperation between actors at different levels of the education system. With regard to general education, Rolff (2019) has shown that school authorities play a decisive role in designing, managing, and facilitating educational processes. Hornberg, Becker, Sonnenburg, Peitz & Schreiber (2025) investigated international exchange and learning mobility in the field of Erasmus+ programmes. As one of the few empirical studies in this area, they discovered that school authorities in Germany can support the implementation of Erasmus+ in schools by creating governance structures that provide exchange between different levels of administration. Following on from this, an empirical study entitled “ERASMUS+ European Partnerships for School Development: A Research Study on Challenges, Opportunities, and Impacts” is currently being conducted (unpublished manuscript by Hornberg, Zimmermann & Zipp-Timmer, 2025). The subject of this study is the “European Partnerships for School Development” (European Commission, 2026), which are introduced in the current Erasmus+ programme period. These partnerships are aiming to strengthen international cooperation in school development through collaboration between schools and school authorities from different countries in order to “ensure the exchange of knowledge, including the testing of innovative methods, and to create long-term momentum.” (ibid.) Methodology, Methods, Research Instruments or Sources Used The study targets representatives from state ministries of education, school supervisory bodies, state institutes, and quality assurance agencies, as well as other participants in the European Partnerships for School Development. The research design allows to examine the role of school authorities both before and during the implementation of these partnerships. This approach enables a longitudinal and circular research design, which is particularly valuable when investigating a dynamic system like these partnerships, involving multiple actors and levels. The circular design allows responses to changes within the system and to emerging findings along the way (Witt, 2001). Reflective feedback loops are also integrated in the research design through multiple survey cycles. In doing so, the sample and research instruments ca be reassessed and adapted. Data will be collected via guided expert interviews and analysed using qualitative content analysis with inductive and deductive category formation (Kuckartz, 2019). Experts are defined as individuals possessing specialized knowledge which is not accessible to all actors in the field (Meuser & Nagel, 2013). To create contrast within the sample, the study includes both experts directly involved in coordinating the partnerships and those who are not involved in coordination (yet). This method facilitates the identification of central themes, challenges, and development potentials specific to the implementation of the partnerships, as well as broader aspects not directly linked to the partnerships. Conclusions, Expected Outcomes or Findings Building on the findings published in 2025 by Hornberg et al. the present study aims to provide deeper insights into the cooperation and coordination of school authorities and schools in the context of the Erasmus+ programmes. The focus is on control, regulatory, and implementation procedures, as well as on the specific forms of cooperation among the school authorities, schools, and other educational institutions involved in the new partnerships outlined here. The study aims at identifying structural changes in administrative practices related to the implementation and coordination of projects, best practices in collaboration between the various actors and levels, and shared understandings of learning and education in Europe. Paper Concept of Evaluation in International Partnerships – a Critical Reflection in the Context of an ERASMUS+ Project in AI-driven Inclusive VET Carl von Ossietzky Universität Oldenburg, Germany Presenting Author:International collaborative projects in vocational education and training for people with learning difficulties or attributed intellectual disabilities are gaining in importance against the backdrop of increasing globalization, securing skilled labor, and inclusion efforts (EASPD, 2025; Cedefop, 2024). They enable the systematic exchange of knowledge, concepts, and best practices between different national education systems and contribute to the further development of inclusive qualification approaches (Pereira, Kyriazopoulou & Weber, 2023). In the area of vocational participation of people with intellectual disabilities in particular, international cooperation opens up new perspectives for the design of needs-based training models, the promotion of self-determination, and the improvement of transitions into the general labor market. In this context, the use of artificial intelligence as a supportive technology in vocational education and training is increasingly coming into focus, as AI-supported systems can enable individualized learning processes, adaptive assistance, and the structuring of vocational action steps. This article reflects on the current ERASMUS+ project “EN-AI-BLE: Empowering People with Intellectual Disabilities through AI-Enhanced Electronics” and identifies international collaborative projects as key drivers of innovation within inclusive vocational education and training (Pereira, Kyriazopoulou & Weber, 2023). Based on interdisciplinary cooperation between special education, educational science, and computer science, the project explores the potential, challenges, and structural and ethical framework conditions of AI use. The international joint project Erasmus+ Project EN-AI-BLE (KA 220, duration 12/2025 – 11/2027) aims to improve the employability and social inclusion of people with learning difficulties or intellectual disabilities through AI-supported, barrier-free vocational training in the field of electronics. Adaptive learning technologies, gamified learning settings, and the awarding of recognized micro-credentials are used to create sustainable access to the labor market for the target group and promote digital participation. The paper goes beyond a descriptive presentation of the project and pursues a theory- and criteria-based evaluation perspective that analyzes international partnerships as key factors in the effectiveness of Erasmus+ projects. Building on the updated criteria for international cooperation (OEC, 2019; DEval, 2021) and approaches to partnership governance in transnational education projects (Lange & Alexiadou, 2020; Kosmützky & Putty, 2016), the study examines how actors from special education, vocational training, AI development, and labor market integration cooperate, what negotiation processes take place regarding roles, knowledge bases, and responsibilities, and how new forms of shared practice emerge. The paper focuses on the question: What challenges do international projects pose for the underlying evaluation concept? The article presents the project's evaluation concept and critically discusses the project's impact at the individual, institutional, and systemic levels. Methodology, Methods, Research Instruments or Sources Used The EN-AI-BLE project employs a multi-stage research design that bridges theoretical needs analysis, innovative technology development, and empirical evaluation. The methodology is divided into four distinct phases: 1. Theoretical Foundation and Framework: The project begins with systematic desk research to identify socio-technical barriers for people with intellectual disabilities. Simultaneously, a "Best Practice Booklet" is developed as a methodological reference for inclusive learning. This phase includes coordination with education authorities to ensure the validation of micro-credentials, establishing formal qualification pathways. 2. Inclusive Technological Development: Following a User-Centered Design (UX Design) approach, the project develops an adaptive digital learning platform. The methodological innovation lies in an AI-supported tool that responds to individual cognitive needs through personalized real-time feedback. Gamification methods are integrated to simulate practical tasks in electronics manufacturing—such as component assembly and quality control—within a secure digital environment. 3. Empirical Validation and Piloting: Validation is conducted through large-scale piloting in vocational training institutions across four partner countries. A total of 100 participants engage in 20-hour courses. This phase is structured as a supported learning setting, where tutors provide individual feedback and observe the interaction between learners and the AI platform. 4. Multidimensional Evaluation and Impact: The evaluation utilizes a systematic framework recording formative and summative aspects (Stitteneder, 2025). This concept is grounded in impact-oriented program evaluation models (Hupfer, 2007; Rossi et al., 2003) and the updated OECD DAC criteria (OECD, 2019; DEval, 2021). The project is assessed based on relevance, coherence, effectiveness, efficiency, impact, and sustainability. Data collection focuses on technical skill acquisition, self-confidence, and labor market integration success. The evaluation operates across three analytical levels: • Individual Level: Skills development, micro-credentials, and perceived self-efficacy (Bandura, 1997; CEDEFOP, 2022). • Institutional Level: Curricular integration and organizational learning (Argyris & Schön, 1996; Fullan, 2007). • Systemic Level: Transferability to VET systems and political impact (Dale, 2005; Pant, 2025). 5. Data Basis: The research concludes with a mixed-methods approach, including qualitative case studies, stakeholder interviews, document analyses, and summative evaluation using controlled case studies (Jain & Spieß, 2012; Wendt & Schlosser, 2019). Conclusions, Expected Outcomes or Findings The viability of the evaluation concept is critically discussed. The article argues that ERASMUS+ projects not only test interventions, but also represent central spaces for negotiation and learning in which sustainable effects first arise. EN-AI-BLE intends to achieve effects through the evaluation of technological innovations and strategic networking on three complementary levels. At the individual level, the focus is on empowerment through personalized learning paths. An AI-supported interface that customizes feedback and the use of gamification break down barriers to acquiring complex technical skills. The acquisition of micro-credentials makes this progress formally visible in various education systems and increases self-confidence as well as professional competence. At the institutional level, the project aims to professionalize and modernize inclusive vocational training. The centers e.g. may use the best practice booklet as a methodological reference. The international cooperation within the consortium enables critical views on different systems, and coordinates the recognition of qualifications by national and European education authorities. The project partner companies are developing an inclusive working environment, which recognizes the specific contributions of people with intellectual disabilities as a valuable resource, but also highlights structures of exclusion within the systems. At the societal level, the project promotes systemic change towards a more inclusive labor market. It creates sustainable structures for career entry in a sector that has previously been characterized by specialization and exclusion. By addressing political decision-makers and implementing large-scale dissemination strategies, inclusion in technical professions is positioned as a social standard. The long-term scalability of the methodological approaches to other industries and the cross-border validation of skills strengthen social participation in the field of inclusive vocational training in the long term. The challenges facing project evaluation are the subject of the critical reflection to be presented, which can contribute to important adaptations in the current project phase.
