2.5 GHz Broadband Deployments in U.S. Tribal Areas: COVID-Era Stimulus, the Rural Tribal Priority Window, and Digital Sovereignty Saint Mary's College of California, Moraga, CA Background and Scope The FCC’s 2.5 GHz Rural Tribal Priority Window (RTPW), opened February 2020 and closed September 2020, was the first federal initiative to give Tribal Nations priority access to unassigned mid-band spectrum over their rural lands before commercial auction. By July 2022, 335 licenses had been granted to entities representing over 350 unique Tribes across 30 states [1], [11]. The initiative ran concurrently with the COVID-19 pandemic, which devastated Indigenous communities and exposed the severity of the digital divide: up to 24% of people on Tribal lands lacked broadband, a figure widely understood to be an undercount [15], [16]. Pandemic-era federal funding, the CARES Act, the $3 billion Tribal Broadband Connectivity Program (TBCP), ARPA Capital Projects Fund, and the $42.5 billion BEAD program, provided the construction capital that spectrum licenses alone could not [11], [17]. This abstract synthesizes results, commentary, and analysis from government reports, Indigenous organizations, academic literature, and news sources through March 2026, to be expanded in a final paper. Key Findings Tribally-owned broadband networks have roughly doubled since 2020, from approximately 40 to 80 active networks, with 50 more funded and 55 additional Tribes expressing interest [9]. Most wireless-deploying Tribal nations hold 2.5 GHz licenses [9]. Early Navajo Nation deployments achieved 25/6 Mbps near towers, sometimes over challenging terrain [18], while canyon deployments in remote tribal environments demonstrated comparable wireless performance. Later NTUA designs target 100/20 Mbps using hybrid spectrum stacks (2.5 GHz + CBRS + 600 MHz) [2]. However, spectrum access alone has not bridged the divide. The Congressional Research Service notes that dedicated tribal funding streams (TBCP, Capital Projects Fund) have effectively ended, forcing Tribes to compete against all other entities for BEAD [11]. The FCC relaxed buildout deadlines from 2–4 years to 4–8 years in 2022, but over 150 licensees faced interim deadlines in October 2024 [19]. A 2022 longitudinal analysis found that rural Tribes may be falling further behind national broadband averages [20]. Research examining Indigenous broadband policy has also documented structural shifts in which federal institutions increasingly transfer responsibility for connectivity development to communities themselves [8]. The Alaska Tribal Spectrum consortium, which held the nation’s largest single 2.5 GHz license on behalf of 111 Tribes, had its TBCP contract cancelled in April 2025, threatening service to 20,000 residents and placing spectrum at risk of reauction [10]. In July 2025, the FCC declined to include a tribal priority window for the upcoming AWS-3 auction, though it left the door open for such priority in future proceedings [21], [22]. Table 1 presents a selection of Tribal and First Nations broadband deployment projects and their current status. Discussion RTPW represents a genuine policy innovation. For the first time the FCC gave Tribes priority access to a commercially viable spectrum band. Where spectrum was paired with construction funding, deployments accelerated: the Navajo Nation’s $373 million Broadband Plan 2.0 is the most ambitious example [3], [4].The spectrum sovereignty movement, formalized through the Center for Tribal Digital Sovereignty [23] and analyzed by Blackwater et al. [24], [25] and Duarte [26], has reframed broadband infrastructure as an exercise of inherent sovereignty. Yet the current environment—with TBCP largely allocated, the Digital Equity Act contested, buildout deadlines arriving, and the AWS-3 tribal window declined—creates real risk that spectrum assets may be lost before networks are fully built. This could result in the momentum created by the RTPW policy shift being lost even before the long-term outcomes of the deployments can be realized. Conclusion Prioritized spectrum access plus adequate funding is a successful formula. Without sustained commitment and policy and funding backing for First Nations and Tribes broadband initiatives, the gains of 2020–2025 may prove fragile and lack longevity.
