Field Trip: Office of the Commissioner of the Revenue in Stafford County (Virginia, USA)
How is land administration, revenue collection and valuation, land acquision and land use planning organised and regulated in the USA? Join us in Stafford County, Virginia, on this fieldtrip hosted by the Commissioner of the Revenue at the County Assessor’s office and organized with support of Thomson Reuters. The commisioner of revenue and his team will present the importance of revenue collection based on property tax for the county budget, how the records administration system developed over time, inclduing the reconstitution after its destruction during the civil war; the different systems used for valuation in urban and rural areas respectively; perpective on fair and equitable property tax collection; integration of operations and information workflows with other County offices (Land Records, Treasurer’s, and Planning departments); land use planning regulation in such a way that economic development and preservation are in balance; the use of instruments like transferable development rights and tax increment financ,e and the evolution of land acquisitions policies, use of eminent domain, compensation practices for infrastructure and environemental conservation projects. Lunch and transportation will be provided.
