02-02: Implementing African Union Declarations on Land
The African Union Declaration on Land Issues and Challenges mandated: Member States to ‘prioritise, initiate and lead land policy development and implementation processes’, RECs to support member States in “land policy formulation, implementation and monitoring and address issues of land polices within their respective common … policy framework[s]” and continental institutions to work towards the ‘establishment of an appropriate institutional framework, take measures for the establishment of a fund and undertake measures for the establishment of mechanisms for progress tracking and periodic reporting’.
On the other hand, with fifty four member states coupled with variety of legal regimes relating to land; it is a humongous task for any one institution to support the implementation of land governance programmes in the continent of Africa.
It is against these backdrops that Land Policy Initiative has embarked on a cascaded strategy of implementing the African Union agenda on land by selecting pilot countries, engaging RECs and mainstreaming land at continental institutions.
This session will showcase the experiences, lessons and challenges faced by a member State, Regional Economic Community and continental representative (s) highlighting the different segment of the AU Declaration and its implementation status.
