Mitigation Of Financial Risk By Using Sound Industry Practices and Expertise

As the most stable form of government finance, property taxes are a valuable tool for the support of local government initiatives. The International Association of Assessing Officers (IAAO) Master Class will cover many aspects of property tax administration, including tax policy, mass appraisal techniques, and the management of taxpayer inquiries. The 90 minute panel discussion with a question and answer period will be moderated by IAAO’s Director of Strategic Initiatives and include three international experts covering all aspects of Mass Property Appraisal and International Property Tax Policy. Class attendees will learn about resources to help local governments achieve financial initiatives in a fair, equitable and sustainable manner.

Since 1934, IAAO has been the foremost provider of education, research, and technical assistance for Mass Property Appraisals. IAAO promotes excellence by providing a world class library, research aids, and on-site technical assistance. Its extensive education program supports professional designations unique to the Mass Appraisal field.

Facilitator:

Larry Clark, CAE, CDEI, is the Director of Strategic Initiatives for the IAAO. A teacher, lecturer and writer with twenty-eight years of field expertise in Mass Appraisal, he has lectured on assessment and appraisal policy across the United States, Canada, Great Britain, Russia, China and coming soon, Thailand.

Panels Members:

Prior to serving as Executive Director and Director of Research and Technical Services of the IAAO, Richard R. Almy was an appraiser with the Detroit, Michigan, USA Board of Assessors, addressing land valuation, cost schedules, ratio studies, and revaluation projects. He coauthored Assessment Practices: Self-Evaluation Guide and Fundamentals of Tax Policy, edited Property Appraisal and Assessment Administration, and coauthored Improving Real Property Assessment: A Reference Manual. Mr. Almy has been a member of the Appraisal Foundation's Mass Appraisal task force, drafting Standard 6 of the Uniform Standards of Professional Appraisal Practice, and directed or participated in over 100 consulting projects in 23 countries across North America, Europe, Africa, and Asia.

Pasqualino (Charley) Colatruglio, CAE, has 36 years of property assessment and taxation experience covering valuation project management, strategic and operational planning, business process review and re-engineering, computer assisted mass appraisal systems (CAMA), and property revaluation program implementations. Mr. Colatruglio is the lead coordinator for the IAAO Technical Assistance Program.

With over 35 years of experience, Alan Brontë FRICS IRRV (Hons) is the Director of Valuation Services and a Management Board member of the Government’s Land & Property Services (LPS) in Northern Ireland. As Commissioner of Valuation for Northern Ireland, he is statutorily responsible for valuing 780,000 personal properties, and for business rates covering 74,000 commercial properties. Mr. Brontë is a Fellow of the Royal Institution of Chartered Surveyors (RICS), a National Council Member of the Institute of Revenues, Rating and Valuation (IRRV), a member of the Steering Committee on Rating Harmonisation (Practice & Procedure) for the UK and Ireland. He is also an IAAO Member.
