Paper Assessing Inclusive Education Quality in Preschool Settings: A Cross-National Analysis of Teachers’ Universal Design for Learning Practices in Europe RTU Liepaja Academy, Latvia Presenting Author:Improving educational effectiveness and quality in early childhood education and care (ECEC) is a central concern within European education systems. While participation in preschool education has expanded considerably across Europe, ensuring that this access translates into high-quality and equitable learning experiences remains a critical challenge. In inclusive education, quality cannot be evaluated solely through structural indicators, such as enrolment rates or the availability of support services. Instead, it requires systematic analysis of pedagogical processes and teachers’ capacity to design learning environments that respond to learner variability. This proposal addresses this challenge by examining inclusive education quality in preschool settings through the lens of Universal Design for Learning (UDL), positioning UDL as a pedagogically grounded framework for assessing educational effectiveness across diverse European contexts. The study is theoretically anchored in UDL, a framework derived from neuroscience and learning sciences that conceptualises inclusion as proactive educational design. UDL is structured around three interrelated principles: Multiple Means of Engagement, Multiple Means of Representation, and Multiple Means of Action and Expression. These principles correspond to motivational, cognitive, and strategic dimensions of learning and provide a coherent structure for evaluating how effectively teaching practices support diverse learners. In early childhood education, UDL aligns with developmental perspectives emphasising play-based learning, emotional regulation, autonomy, and communication. Within Network 11’s focus on educational effectiveness, UDL offers a means of linking inclusive values with measurable aspects of teaching quality, enabling the assessment of how pedagogical design contributes to equitable and effective learning outcomes. The research focuses on the assessment of inclusive education quality by analysing teachers’ UDL-aligned practices in preschool education. A cross-national comparative approach is employed to explore how educational effectiveness is shaped by different policy frameworks, teacher education pathways, and institutional conditions. The study addresses the following research questions: 1) Which teaching strategies and methods are employed and considered essential by in-service preschool teachers to implement UDL principles across different European countries; 2)Which UDL-aligned strategies do pre-service preschool teachers perceive as crucial for effective and inclusive preschool education; 3)What contextual challenges and enabling conditions influence the quality and effectiveness of UDL implementation in preschool settings? The overarching objective is to assess and compare inclusive education quality in preschool education by examining the extent to which UDL principles are valued and enacted by teachers. Specifically, the study aims to: 1)Identify cross-national similarities and differences in UDL-based teaching practices in preschool settings;2)Compare in-service teachers’ reported implementation with pre-service teachers’ conceptions of effective inclusive practice;3)Examine gaps between general endorsement of inclusive education and detailed pedagogical implementation;4)Generate evidence relevant to quality improvement strategies in early childhood education. Methodology, Methods, Research Instruments or Sources Used The study employs a cross-national, comparative quantitative research design to assess the quality and effectiveness of inclusive preschool education through teachers’ UDL practices. Data were collected using a structured survey instrument grounded in the UDL framework and aligned with its three core principles: Multiple Means of Engagement, Representation, and Action and Expression. The instrument was developed based on UDL Guidelines 3.0 and refined through a pilot study conducted prior to the main data collection. The pilot study confirmed high internal consistency and construct validity, supporting the instrument’s suitability for large-scale comparative analysis. To ensure cross-cultural validity, a forward–backward translation process was applied for all language versions, followed by expert review by national researchers to ensure conceptual and contextual equivalence. The final sample comprises preschool education professionals from four European countries—Austria, the Czech Republic, Latvia, and Portugal—selected to represent diverse educational governance models and early childhood education systems. Both in-service and pre-service teachers participated, enabling comparison between enacted practices and perceived standards of effective inclusive teaching. In-service teachers responded to items formulated as self-reported practices, while pre-service teachers evaluated the importance of the same strategies, ensuring conceptual equivalence while respecting experiential differences. The survey instrument includes demographic and professional background variables, followed by UDL-based items structured around specific checkpoints within each principle. Responses were recorded on a four-point Likert scale, allowing for differentiation in frequency and perceived importance. An additional section addressed contextual factors influencing implementation, including institutional support, resources, and professional development opportunities. Data analysis was conducted using descriptive statistics to identify overall patterns and distributions, followed by non-parametric statistical tests to examine cross-national differences and contrasts between in-service and pre-service teachers. This approach allows for robust comparison despite variations in sample characteristics. By focusing on process-oriented indicators of teaching quality rather than outcomes alone, the methodology supports a nuanced assessment of inclusive education effectiveness in preschool settings across Europe. Conclusions, Expected Outcomes or Findings This research is expected to contribute meaningful insights into how inclusive education quality in preschool settings. By adopting a cross-national comparative perspective, the study moves beyond descriptive accounts of inclusion and instead foregrounds pedagogical processes as key indicators of educational effectiveness and quality improvement. One anticipated conclusion is that, across all participating countries, teachers strongly endorse the general principles of inclusive education and UDL, confirming their relevance as a shared European pedagogical framework in early childhood education. At the same time, the findings are expected to reveal notable differences between countries in the extent to which UDL principles are implemented in everyday practice. These variations are likely to reflect national differences in teacher education, institutional support, professional development opportunities, and policy contexts. In line with previous research, it is anticipated that the principles of representation and action and expression will be more consistently implemented than engagement-related strategies, particularly those linked to motivation, self-regulation, and sustained effort. This pattern would highlight a critical area for quality improvement in inclusive preschool education. Another expected outcome concerns differences between in-service and pre-service teachers. Pre-service teachers are likely to demonstrate more homogeneous and idealised perceptions of effective inclusive practice across countries, while in-service teachers’ responses are expected to show greater variability shaped by contextual constraints and professional experience. This contrast may point to a gap between theoretical preparation and the realities of implementation, underscoring the importance of practice-oriented teacher education and ongoing professional learning. Overall, the study is expected to demonstrate that UDL provides a robust and analytically useful framework for assessing inclusive education quality in early childhood settings. The findings are intended to inform educational effectiveness research, support evidence-based quality assurance, and offer guidance for policymakers and teacher educators seeking to strengthen inclusive preschool education across Europe. Paper Rural Schools “from Within”: Investigating Challenges in the Spanish Context Through the Lens of In-service Teachers 1: UNED, Spain; 2: Universidad de Málaga, Spain Presenting Author:Rural school is a well-established topic in the field of educational research(Bard, Gardener & Wieland, 2006; Barley & Beesley, 2007), and it continues to attract sustained attention in an international framework particularly in terms of equity, quality and territorial cohesion (Ingersoll & Tran, 2023; Kjellsdotter & Erlandson, 2025; Welsh, 2025). Across Europe, reports and empirical studies have highlighted that delivering high-quality education in rural areas entails a distinctive set of challenges (constrained resources, the need to teach small yet highly heterogeneous groups, and the particular working conditions of teachers associated with rural teaching), factors that call for pedagogical, organisational and didactic approaches considering the rural contexts (Echazarra & Radinger, 2019; Fargas-Malet & Bagley, 2022; López-Gómez et al., 2020). Spain is no exception and, in recent years, the discussion has intensified in connection with the debate of “España vaciada” (Empty Spain), which has underscored that rural schools fulfil functions that extend beyond strictly academic purposes (del Moral-Pérez et al., 2023). At the same time, research has documented tensions related to pedagogical coordination, teachers’ itinerancy, and the management of multi-grade classrooms (Raposo et al., 2024; Arroyo et al., 2025). With this framework, the present contribution aims to conduct a situational diagnosis of the challenges faced by Early Childhood and Primary Education teachers in rural schools, with the objective of providing an empirical basis to inform context-sensitive professional development programmes and organisational decision-making in the context under study. The research focuses on the Ávila region, characterised by a high proportion of small municipalities and, consequently, a geographically dispersed student population. The relevance of this work is further reinforced by the lack of a recent and systematic assessment of the challenges perceived by Early Childhood and Primary teachers in Ávila’s rural schools. This contribution is framed within the project “Rural school in the region of Ávila: challenges and teaching proposals. A study with Early Childhood and Primary teachers”, funded by the Council of Ávila under its 2025 call for proposals. Methodology, Methods, Research Instruments or Sources Used The study is currently being developed and consider a descriptive design based on an ad hoc questionnaire. This methodological choice makes it possible to combine, on the one hand, a broad overview through closed-ended items and, on the other, a more interpretive perspective on teachers' experiences and proposals through open-ended questions. The questionnaire includes classification variables related to schools (e.g., size, educational stage, resources) and teaching staff (e.g., experience and training), together with indicators addressing pedagogical, organizational, and resource/context-related challenges. It also incorporates open-ended questions focused on priority challenges, good practices, and improvement proposals. The population comprises Early Childhood and Primary Education teachers working in rural schools in Ávila region and the data collection, currently in progress, aims to obtain at least 100 valid questionnaires. Participation is voluntary and anonymous, and the survey is administered online via schools institutional emails. The analytical framework includes psychometric analyses to examine validity and reliability, descriptive statistics, and between-group comparisons. Open-ended responses will be analysed through thematic analysis and coding, and quantitative and qualitative evidence will be integrated through triangulation. Conclusions, Expected Outcomes or Findings This study is expected to provide an up-to-date diagnosis of the main challenges perceived by Early Childhood and Primary Education teachers in rural schools in Ávila, together with their training needs and improvement proposals. As noted above, the research is ongoing and forms part of a broader funded project. From a quantitative perspective, the project will develop an Ávila Rural School Challenges Index (IRERA) to identify the areas where challenges are most strongly concentrated. As an initial working hypothesis, these may include multi-level planning, teacher itinerancy, staff cover and substitutions, and access to specialist support and technological resources. The study also analyses differences between variables such as school size, educational stage, professional experience, or degree of itinerancy, to capture the diversity of rural schooling realities within the region. Also, the qualitative analysis of open-ended responses will make it possible to examine how these challenges are experienced in everyday practice, the strategies teachers use to respond to them, and the practices they regard as particularly valuable in their contexts. The study also aims to gather concrete and feasible proposals to improve school organisation, strengthen relationships with the local community, and better align initial teacher education and continuing professional development with the conditions of rural schooling. The expected findings should support recommendations for schools, especially regarding the organisation and coordination of their educational projects, as well as for the education administration in areas such as training priorities and professional development programmes. In short, the study seeks to contribute to strengthening the quality and equity of rural schooling in the area under study, while offering insights that may also be transferable to other rural contexts in Spain, and beyond which is expected to be discussed in the session. Paper Tensions, Transition and Collaboration in Pre-primary and Pre-primary Teacher Peer Group Discussions 1: University of Oulu, Finland; 2: Kokkola University Consortium Chydenius University of Jyväskylä, Finland; 3: University of Oulu Presenting Author:The starting point for this study was to develop, together with the teachers, a transition cooperation in pre-primary and primary education in a northern Finnish municipality. The research question was what kind of tensions teachers identify in the transitions between pre-primary and pre-primary education, and how transition practices are developed, and common understanding is built around tensions. The material for the study consisted of peer group discussions (n= 4 times) conducted by teachers during the academic year 2023-2024. In the analysis of the data, a situational mapping method based on anchored theory was applied. The theoretical starting point of the study is the idea that people live their daily life in certain operating environments, which are influenced by relationships between different environments and broader contexts. The results of the study identified tensions in relation to children, parents, the work community, and guiding documents. In the development of transition practices and in the construction of shared understanding, first, the emphasis was on structuring the meaningfulness of work, especially the child's point of view. In addition, key aspects of the development work were shared practices and everyday situations, valuing the expertise of different parties, and the importance of structures. Methodology, Methods, Research Instruments or Sources Used Data analysis in this study is based on grounded theory, utilizing a data-driven situational mapping method (Clarke, 2003; see also Brinkmann, 2012). We focused in particular on different situations and events in teachers' everyday lives (Axel, 2011; Fleer & Hedegaard, 2010; Puroila et al., 2021). Listening to teachers, reading transcribed material, and studying a "messy map", we focused on the transitions between preschool and primary education that teachers brought up, as well as the tensions associated with everyday life. The teachers discussed the transition process between preschool and primary education from multiple perspectives, considering the transition from the child's point of view, cooperation between different actors, the operating culture of educational institutions, and educational curricula. From the discussion, we identified tensions in the relationship with children, parents, different working cultures, and the legislation and regulations imposed by society. In a more thorough theory-based analysis of these tensions, we utilized Bronfenbrenner's (1979, 1989a, 1989b, 2001) ecocultural systems theory. Conclusions, Expected Outcomes or Findings The research results are consistent with previous studies (e.g., Karila & Rantavuori, 2014; Rantavuori, 2018; Skouteris et al., 2012) on this topic, showing that developing transition practices in pre- primary school and primary education is in the children's benefit and should be pursued further. Children's active participation and the role of their own knowledge should be strengthened in the transition from pre- primary school to primary education. It is also important to increase children's participatory role in discussions about the transfer of information between pre- primary school and primary school. It is essential to listen to parents' knowledge about their own children and to consider together how the interaction between teachers and parents may change when school starts. At the level of legislation, it should be taken into account that the continuum of learning is realized during the transition from pre- primary school to elementary school, and is not left only to the planning of local actors. Teacher training should pay more attention to the development of a common understanding among future teachers of pre primary school and primary school students already at the time of their studies. Paper The Impact of Compulsory Preschool on Early Cognitive Development and Inequality in Brazil Federal University of Rio de Janeiro, Brazil Presenting Author:Children enter compulsory education at different ages across countries, but the literature broadly agrees that the first year of schooling plays a critical role in shaping educational trajectories and long-term outcomes (Tymms, Merrell, & Henderson, 1999; Tymms et al., 2009). Previous studies using longitudinal design and regression discontinuity conducted in England indicate that children make more learning progress during their first year of formal schooling than in any subsequent year, highlighting the importance of early educational experiences (Tymms, Merrell, & Henderson, 1999, Luyten, Tymms, Jones, 2009). Likewise, several studies indicate that attending preschool is an effective measure to ensure greater equality of educational opportunities. That is, it contributes to the development of cognitive and socio-emotional skills in the short and medium term, impacts future school trajectories, and has a more pronounced effect on vulnerable children from lower socioeconomic backgrounds (Barnett and Boocock, 1998; Campbell et al., 2001; NICHD Early Child Care Research Network, 2006; Peisner-Feinberg et al., 2001; Sylva et al., 2010). In Brazil, compulsory education begins at age four when children are enrolled in preschool. Recent longitudinal studies have contributed to a better understanding of what children know and can do during the first two years of compulsory education (Bartholo et al.; 2020; Koslinki; Bartholo, 2020). However, despite their methodological rigor, these studies have typically relied on relatively small samples, have often been limited to a single city, and have predominantly focused on public schools. More broadly, there remains a scarcity of high-quality causal evidence from developing countries on the effects of preschool on children learning, particularly those living in poverty. This paper addresses these gaps by analysing a unique dataset comprising a representative sample of five-year-old children from three Brazilian states. The data are part of an international study conducted in nine countries during the first semester of 2025. In Brazil, a total of 2,520 children attending 210 schools were assessed across three developmental domains: cognitive development, executive function, and socioemotional development. The paper is guided by two main research questions. The first examines the impact of attending one year of compulsory preschool in Brazil on children’s cognitive development, with a particular focus on emergent literacy and numeracy. A regression discontinuity design is employed to estimate the causal effect of preschool attendance, allowing an assessment of how schools contribute to children’s learning, especially among socioeconomically disadvantaged groups. The large and diverse sample enables, for the first time, an analysis of school effects across the public and private sectors, across different city sizes, and across urban and rural contexts in Brazil. The second research question aims to describe socioeconomic inequalities in early cognitive development. Preliminary evidence from the city of Rio de Janeiro suggests that, at the start of compulsory education, the gap in cognitive development between children from low- and high-socioeconomic status (SES) families is approximately one standard deviation, corresponding to nearly 12 months of learning. This study provides more robust evidence on these inequalities using data collected from 89 municipalities across Brazil. Understanding such disparities at school entry is particularly relevant for the design and implementation of social and educational policies aimed at reducing inequality at a critical stage of human development. Early learning is a strong predictor of later success across a wide range of educational and life outcomes. The first five years of life represent a period of both significant opportunity and heightened vulnerability. Cognitive and socioemotional skills developed during this phase have lasting effects throughout schooling and into adulthood. While school quality remains important, strong early learning tends to accelerate subsequent development, whereas a weak start can have enduring negative consequences.
Methodology, Methods, Research Instruments or Sources Used The study analyses data from a survey of a representative sample of five-year-old children in three Brazilian states. To achieve state-level representativeness, a two-stage probability sampling design was employed. In the first stage, early childhood education and care (ECEC) centres or schools were randomly selected within each state. In the second stage, children who met the age eligibility criteria were randomly selected from enrolment lists at each selected institution. In total, 2,939 children were invited to participate, of whom 2,520 were successfully assessed, resulting in a participation rate of 85.7%. Most non-participation was due to the absence of parental consent, followed by cases in which children had left the institution before data collection could be completed. Parents and teachers were also invited to complete structured questionnaires, either online or on paper. Response rates were high, reaching 91.3% for parents and 93.4% for teachers, thereby strengthening the overall quality and completeness of the data. Data collection was conducted by trained researchers, who visited schools and centres multiple times to ensure high response rates and adherence to standardized protocols. In total, 230 researchers were trained and involved in data collection across 210 public and private schools located in 89 municipalities. The study focuses on three core dimensions of early learning, each of which has been shown to have independent and long-lasting effects on children’s developmental trajectories: (a) cognitive skills, including emergent literacy and emergent numeracy; (b) executive function; and (c) socioemotional skills. The analyses presented in this paper concentrate on cognitive outcomes. To estimate the effect of one year of preschool attendance, a regression discontinuity design was implemented. This approach exploits the strict eligibility cutoff based on date of birth (31 March), which determines whether children enter preschool one year earlier or later. Children born just before and just after the cutoff are therefore of very similar age but differ in preschool exposure, creating ideal conditions for causal inference. Multilevel modelling techniques were additionally employed to analyse socioeconomic inequalities in learning outcomes and to account for the hierarchical structure of the data. Conclusions, Expected Outcomes or Findings Substantial socioeconomic inequalities in cognitive development are already evident at age five. Differences between children in the top and bottom quartiles of the SES distribution correspond to 0.87 standard deviations in emergent literacy and 0.77 standard deviations in emergent numeracy. However, preliminary findings indicate a small but positive average impact of preschool attendance on children’s cognitive development in Brazil. The magnitude of this effect varies across different SES groups. Further analyses identify key correlates of these disparities. Contrary to common assumptions, stratification between public and private schools does not emerge as a primary driver of inequality. Living in highly dense urban areas is associated with poorer developmental outcomes, a finding that warrants further investigation. Gender differences are also pronounced, with boys lagging girls across most domains, except in emergent numeracy. The analysis indicates small changes in those tendencies after one year of preschool. Finally, an index of multiple disadvantages was constructed to estimate the gap between children facing compounded disadvantages and the overall population mean. The implications of these findings for educational policy and future research are discussed, with particular emphasis on the need for early, targeted, and evidence-based interventions.
