Paper From Intended to Achieved Learning Outcomes: Empirical Insights on Teacher Professional Development for Tanzania’s CBC 1: University of Graz, Austria; 2: Arusha Technical College, Tanzania; 3: University of Dodoma,Tanzania Presenting Author:Competence-based curriculum(CBC) reforms have become a policy response to demands for competencies(21St Century, inclusion, digitalisation and sustainability-oriented learning). While international evidence specifies professional development criteria, system-level evaluations struggle to show how intentions are converted into classroom-enacted learning outcomes in contexts, where learning opportunities, assessment approaches and implementation conditions vary (OECD, 2024; Mitchell et al.,2024). A blind spot is the “intended-achieved” problem: learning outcomes may be specified in policy and curriculum, but the mechanisms that connect those intentions to teachers’ professional learning and competence-oriented pedagogy and assessment are rarely traced across governance layers and routines(Cedefop, 2024, 2025). This contribution presents the research architecture and early results of STEP-STUDY Tanzania mixed-method multi-component project that examines how teacher professionalism and teacher professional development mediate the pathway from intended outcomes to classroom enactment and assessment in Tanzanian primary education. Tanzania provides a strategically informative case: CBC was introduced in general education(2005) and in teacher education(2009), creating a long enough time window for institutionalisation, drift and contested enactment, yet evidence on primary teacher professional learning and assessment practices remains limited in scale and geographic coverage (Komba & Shukia, 2023). Existing Tanzanian studies consistently point to implementation constraints (resources, time, teacher preparation) and assessment tensions, but they are typically small-scale and concentrated in secondary schooling, leaving primary education under-evidenced and system-level misalignments largely inferred rather than demonstrated (Nyoni, 2023; Mwakyobwe & Shawa, 2023; Ndimbo, 2024). We conceptualise CBC implementation as a system-coherence problem: misalignments between intended outcomes, the teacher education/TPD infrastructure that should enable them, and the instructional and assessment routines through which outcomes become visible as learning evidence. STEP–STUDY addresses this by mapping the “intended-delivered-assessed/achieved” chain across macro/meso/micro levels and synthesising evidence through a heatmap that makes alignment and rupture points visible across strands. Intended learning outcomes are encoded in curriculum and standards. Meso-level institutions (teacher education institutions, districts, schools) translate these intentions into programmes, materials, and CPD routines. Micro-level enactment depends on teachers’ professional repertoire and assessment literacy as a mediating competence enabling teachers to design tasks, interpret evidence, and align assessment with competence-oriented teaching (Girgla et al., 2021; Pastore, 2023; Xu & Brown, 2016). This study aims to provide robust, evidence-based insights into the professional development of primary school teachers in Tanzania, focusing on addressing systemic gaps and improving implementation of the Competence-Based Curriculum (CBC). Research question: How are Tanzania’s CBC learning outcomes translated from intended policy intentions into achieved classroom practices through teacher education and TPD across macro, meso and micro levels? The study reframes CBC implementation as a system-coherence problem: misalignments between intentions, teacher education/TPD infrastructures, classroom enactment, and assessment, rather than an individualised “teacher deficit” narrative. Methodologically, it demonstrates how a macro/meso/micro heatmap can integrate heterogeneous evidence streams in a modular research programme and keep assessment literacy central to explaining achieved learning outcomes. Study offers (1) a transferable, multi-level LOA evaluation design that moves beyond “implementation challenges” narratives by mapping specific alignment mechanisms and points of breakdown; (2) an assessment-literacy pathway specifying why competence-based reforms often remain rhetorically strong but instructionally thin; and (3) internationally comparable indicators through linkage to established survey constructs, enabling ECER audiences to use Tanzania as a theoretically informative case rather than an exceptional one. Methodology, Methods, Research Instruments or Sources Used STEP–STUDY Tanzania uses a convergent mixed-methods design in which documentary analysis, surveys, and qualitative fieldwork are carried out in the same phase and then interpreted together to follow how competence-based curriculum (CBC) intentions become classroom practice, assessment, and (visible) learning evidence across macro, meso, and micro levels (Cedefop, 2024, 2025; Creswell & Plano Clark, 2018). The study works along an “intended-delivered-assessed/achieved” logic: it asks what the curriculum specifies, what institutions and programmes actually offer to teachers, and what teachers report doing and assessing in daily instruction. The desk-review and documentary strand synthesises policy documents and prior research to clarify intended learning outcomes and the translation routes through which they are meant to travel: teacher education curricula, continuing professional development (CPD/TPD) guidance, assessment regulations, and learning materials. In parallel, the empirical strand generates nationally informative indicators of teacher professionalism, classroom practice, and assessment literacy. Qualitative inquiry then helps explain the survey patterns by tracing how actors understand requirements, how accountability works in practice, and where routines support or obstruct competence-oriented teaching and assessment. Sampling and participants. The survey programme covers pre-service teachers (n≈2,500) and in-service primary teachers (n≈4,000), with oversampling of novice and upgrading in-service teachers. A school-context module targets head teachers (n≈400). Additional survey modules include teacher educators (n≈400), teacher education institution (TEI) heads (n≈80), and further pre-service cohorts within TEIs (n≈1,600), following project documentation. Qualitative data include interviews/focus groups with policy makers, quality assurance officers, and stakeholders (typically ~20 per group), plus a small “best-practice” classroom observation component in model schools (n≈20) to support interpretation of reported practices. Measures and analysis. Instruments align key constructs with established international survey families (including TALIS-relevant domains) while adding context-sensitive measures needed for CBC enactment and competence-oriented assessment (OECD, 2024). “Intended” outcomes are coded from policy/curriculum and teacher education documents; “achieved” outcomes are approximated via self-reported instructional/assessment practices, professional learning participation, professionalism indicators, and assessment-literacy dimensions (Xu & Brown, 2016; Pastore, 2023). Documents and transcripts are analysed using structured qualitative content analysis (Mayring, 2014). Survey analyses move from descriptive profiles to subgroup comparisons and association models (no causal claims). Integration uses joint displays and a multi-level heatmap to show alignment and rupture points across strands. Participation is voluntary, with informed consent, anonymisation, and secure data handling. Conclusions, Expected Outcomes or Findings Early evidence from the desk review and the Tanzanian literature suggests a stable pattern: competency-based curriculum (CBC) intentions are widely articulated in policy discourse, yet translation into routine classroom practice is constrained by (i) uneven opportunities for practice-based teacher learning, (ii) material and time constraints, and (iii) assessment arrangements that incentivise coverage and recall rather than competence demonstration (Nyoni, 2023; Mwakyobwe & Shawa, 2023; Ndimbo, 2024). Studies of teacher education indicate that tutors may recognise intended competencies while rarely enacting competence-oriented pedagogy and assessment approaches, producing an “awareness–enactment gap” that shapes what new teachers can realistically learn to do (Mwakyobwe & Shawa, 2023). This pattern is consistent with evidence that TPD at scale can drift toward compliance-oriented delivery and weak differentiation (Mitchell et al., 2024). STEP–STUDY Tanzania moves the debate from constraint listing to mechanism diagnosis. By tracing intended learning outcomes through meso-level institutional translation into micro-level professional routines, and by making assessment literacy an explicit mediator, the project identifies where the “intended–achieved” chain breaks and which repair strategies are plausible (Xu & Brown, 2016; Pastore, 2023; Cedefop, 2024, 2025). The logic model links policy intent to practice via opportunities to rehearse, material supports that make competence-oriented teaching feasible, and assessment signals that make competence demonstration worthwhile. The study also considers equity by systematically describing variation by school location, teacher career stage, and gender, where data allow. Expected outputs are: (1) a multi-level alignment map locating rupture points between intended outcomes, meso-level translation (TEI/CPD/materials), and classroom practice; (2) descriptive evidence on TPD opportunities, assessment literacy, and competence-oriented practice in primary education under real-world constraints; and (3) design implications for CPD and teacher education reforms that strengthen achieved learning outcomes rather than only revising intended ones. Paper Teaching 21st Century Skills is it a Dream or Reality? Evidence from a Large-Scale Survey of Primary School Teachers in Tanzania 1: Arusha Technical College, Tanzania; 2: University of Graz, Austria Presenting Author:Globally the development of learners’ 21st century skills has received considerable attention in different levels of education. This is because fostering learners’ development of 21st century skills is critical for empowering learners to innovate, adapt and act responsibly in complex global challenges such as poverty, health and economic growth and prepare them to participate meaningfully both in global and local workforces (Senjiro & Lupeja, 2023; Tandika, 2022). Responding to such a demand, in 2005 Tanzania introduced competence-based curriculum to replace knowledge-based curriculum in primary schools (Paulo & Tilya, 2014). As the result, the intention of developing 21st-century skills is evidently documented in 2014 Education and Training Policy (2023 edition), its implementation guidelines, the National Curriculum Framework for Basic and Teacher Education and basic education system (pre-primary, primary and lower secondary education) (Komba & Shukia, 2023; MoEST, 2019; URT, 2023b, 2023a). These changes have imposed new demands on teachers and necessitated the alignment of their classroom instructional practices to support learners in mastering 21st century skills. Existing studies conducted in Tanzania revealed that most of the teachers possess limited instructional competences to facilitate lessons and design assessments that foster mastery of the 21st century skills mainly due to limited professional development training (Ndimbo, 2024; Nyoni, 2023; Rubeba & Ali, 2024; Senjiro & Lupeja, 2023; Tandika, 2022). However, most of these studies have focused on secondary education, while studies on primary school teachers remain few, limited in scale and geographical coverage (Ndimbo, 2024). Additionally, Komba and Shukia (2023) noted that there is limited evidence in Tanzania of whether primary school teachers are effectively supporting learners’ mastery of 21st century skills in their teaching. Thus, this study focuses on assessing primary school teacher’s classroom instructional practices for fostering 21st century skills in Tanzania. The study is guided by the Assessment and Teaching of 21st Century Skills (ATC21S) framework. ATC21S is categorized into four broad skills; ways of thinking, ways of working, tools for working and living in the world (Griffin et al., 2012). Ways of thinking include critical thinking, creativity and problem solving. All these involve higher-order cognitive processes that enable learners to analyze information, generate original ideas, and develop effective solutions to complex and unfamiliar problems (Chai et al., 2015; Griffin et al., 2012). Ways of working include collaboration and communication. This category involves how individuals interact with others to share ideas, coordinate efforts, and achieve common goals (Griffin et al., 2012). Ways of thinking and working are collectively referred to as golden standard abilities essential for meeting the demands for success in work and life (Griffin et al., 2012). This is because together they equip learners with abilities to analyze complex situations, generate innovative solutions, work effectively with others, and clearly express ideas. These skills are essential for success in both modern workplaces and everyday life. Thus, critical thinking, creativity, problem solving, collaboration and communication are taken into account in this study. Research objectives This study aimed:

Methodology, Methods, Research Instruments or Sources Used This study is part of the STEP-STUDY (Strengthening Primary School Teacher Professional Development in Tanzania: Generating Evidence for Policy and Practice) project which is a large-scale teachers’ survey in Tanzania. The study employs quantitative approach and cross-sectional survey design. Data are collected from 400 public primary schools selected through proportionate sampling techniques across all regions of Tanzania Mainland. A targeted representative sample of around 4000 primary school teachers are randomly drawn to take part in this study. A structured, closed-ended questionnaire survey of primary school teachers, with oversampling of novice and upgrading in-service teachers, was administered in accordance with all ethical principles of the study. A 21st century skills survey questionnaire used in this study was developed based on Chai et al. (2015) survey while adapting indicators to the Tanzanian context and in Swahili language. The Swahili language survey is used due to the fact that it is the media of instruction for public primary schools in Tanzania. Hence, teachers are more comfortable using Swahili. The survey questionnaire covers teacher’s classroom instructional practices for fostering critical thinking, creativity, problem solving, collaboration and communication skills. A pilot study was conducted in Dodoma city in December 2025 by reaching out to seven primary schools with a total of 192 teachers. The pilot data showed that the reliability measured in terms of Cronbach Alpha for classroom instructional practices for fostering critical thinking (α = .866), creativity (α = .869), problem solving (α = .864), collaboration (α = .840) and communication (α = .899) skills which were above .70 and hence shows the tool was reliable and hence is suitable for collecting the intended data. Data are collected this February to March 2026 by trained enumerators working in the STEP-STUDY project. To simplify the data collection process, an online survey using Kobo toolkit is mostly used and paper based for those who will not be able to fill online. To examine differences in the overall mean scores of teachers’ instructional practices for fostering critical thinking, creativity, problem-solving, collaboration, and communication skills, repeated measures ANOVA analysis technique is used. On the other hand, to compare teacher’s classroom instructional practices for fostering critical thinking, creativity, problem solving, collaboration and communication skills based on working experiences, level of education attained, teaching subject and gender, ANOVA analysis technique is used. Conclusions, Expected Outcomes or Findings Data for this study have already started to be collected and will be finalised end March, 2026. The study is expected to reveal varying levels of teachers’ classroom instructional practices in fostering critical thinking, creativity, problem solving, collaboration, and communication skills, with significant differences based on working experience, level of education attained, teaching subject, and gender. Based on this study findings, robust evidence-based insights and recommendations will be made that contribute to teacher professionalism in Tanzania by identifying strengths and gaps in instructional practices, informing targeted continuous professional development design, review, implementation, and practice, teacher training programs, and policy interventions aimed at enhancing 21st century skills instruction. Paper Lesson Planning Practices of Out-of-Field Physics Teachers: Implications for Professional Development 1: University College of Teacher Education Styria, Austria; 2: Carinthia University of Applied Sciences, Villach, Austria Presenting Author:Out-of-field (OOF) teaching, where teachers are assigned to teach subjects for which they did not receive formal tertiary training, has become a persistent feature of many education systems around the world and has various implications for teachers and students alike. International research consistently links OOF teaching to challenges in content knowledge (CK) (Du Plessis, 2020) and pedagogical content knowledge (PCK) of teachers (Hobbs, 2012a). This, in turn, affects the instructional practices of teachers (Singh et al., 2021), the learning approaches used in the classroom (Carpendale & Hume, 2020), their beliefs (Campbell et al., 2023), as well as the influences of OOF teaching on the teachers’ self-efficacy (Goos & Guerin, 2022) or on their professional identities (Hobbs, 2012b). Far less is known about a professional practice that precedes the instruction itself: lesson planning. Lesson planning is seen as a central skill of and tool for teachers (Carlson et al., 2019), while being characterized as learnable (Schröder et al., 2020) and subject-specific (Großmann et al., 2025). Consequently, lesson planning is a crucial part of preservice teacher training. However, when such subject-specific learning opportunities are absent from teachers’ initial training, as is the case for most OOF teachers, lesson planning emerges as an impactful aspect for research. This submission addresses this gap by focusing on how OOF physics teachers approach lesson planning for physics classes to generate insights into how these teachers could be supported through targeted professional development. Guided by the Model of Educational Reconstruction (MER) (Duit et al., 2012), this submission conceptualizes physics lesson planning as an iterative interplay of the three components of the MER: the clarification and analysis of science content, the research on teaching and learning with an emphasis on learners’ perspectives, including students’ conceptions, as well as the design and evaluation of teaching and learning environments. The MER is rooted in a constructivist view of learning, with a particular emphasis on students’ perspectives and conceptions. Students’ perspectives encompass, for example, their interests, attitudes or skills as well as their conceptions. Students’ conceptions are characterized as everyday interpretations of phenomena that appear meaningful to learners but do not always align with scientific concepts (Driver, 1989). These conceptions are central to instructional quality as the importance of incorporating these conceptions in lesson planning are essential for achieving conceptual change of the students (Aufschnaiter & Rogge, 2021). Within this framework this submission employs semi-structured interviews in order to investigate the following research questions: RQ1: How do out-of-field teachers describe their approach to and experiences with lesson planning in physics? RQ2: What types of support can be derived to assist out-of-field teachers as part of their professional development, based on how they describe and perceive lesson planning in physics? By using the MER as an analytical lens, the study contributes to an empirically grounded diagnosis of where lesson planning is constrained for OOF physics teachers and how professional development (PD) and support opportunities might better align with the realities of OOF teachers. Although our study focuses on Austrian OOF physics teachers, the findings offer valuable insights into lesson planning practices and implications for PD internationally, as OOF teaching is an internationally discussed issue. Methodology, Methods, Research Instruments or Sources Used The study adopts a qualitative design based on semi-structured interviews (Galletta, 2013) with five Austrian OOF physics teachers. Four participants teach at Austrian middle schools (lower secondary grade) and one teaches at an upper secondary vocational school. Teaching experiences range from 1.5 to 15 years while all teachers have taught physics OOF for at least parts of their careers. The interviews were conducted individually in an online setting, which was data-protection-compliant. The interview guide comprised three distinct sections. First participants described their professional backgrounds and their pathways to OOF physics teaching. Second, the main section, explored lesson planning practices using the MER as an organizing framework. To elicit teachers’ planning logic, however, without imposing the framework, participants first described how they would plan a lesson for a content area they had never taught before. Then they reflected their planning processes in relation to the MER with questions concerning the clarification of science content, the inclusion of students’ conceptions and the design of learning environments. For each component they identified particularly challenging aspects of lesson planning and reflected on their overall greatest planning difficulties. Lastly, the interviews addressed professional development needs in physics education, including their views as well as their wishes for professional development programs and opportunities. The interviews were then transcribed and analyzed using Thematic Reflexive Analysis as outlined by Braun and Clarke (Braun & Clarke, 2006, 2021). This qualitative method involves identifying and interpreting recurring patterns of shared meaning, referred to as themes. It enables an in-depth exploration of practices and experiences and provides nuanced insights into the challenges faced by the participants as well as potential support measures. It also allows researchers to draw on the theoretical framework that best aligns with the analytic aims. Accordingly, the MER was adopted as the guiding lens for data interpretation, enabling deductive coding informed by the MER alongside an inductive refinement. Following Braun and Clarke’s iterative process, the author first familiarized himself with the data, generated initial codes and developed preliminary themes. These were refined and discussed with two additional researchers to sharpen the themes, resulting in the final set of themes reported in this submission. Conclusions, Expected Outcomes or Findings The findings are organized into five themes that illuminate OOF teachers’ planning practices and implications for PD. Themes T1-T3 address RQ1 (the planning process) and T4-T5 address RQ2 (support needs and PD implications). T1 portrays limited physics content knowledge as a surmountable, yet highly time-consuming challenge. A large share of planning time is devoted to clarifying physics content for the teachers themselves. At the same time, teachers struggle with elementarization of science content. T2 concerns the consideration of learners’ perspectives, which remained superficial. The teachers report attending to students’ interests and prior knowledge, but describe proactive planning for students’ conceptions as impractical or impossible. This raises the question of whether OOF teachers are familiar with the concept of students’ conceptions in the first place. T3 shows that lesson structuring and the design of learning environments heavily relies on already existing materials and the input of in-field colleagues. Explicit engagement with research-informed physics education concepts is largely absent and sometimes rejected. Themes T4 and T5 specify support needs based on the teachers’ experiences and their wishes. T4 highlights the central role of informal networks, especially with in-field colleagues, for obtaining materials and ideas. In contrast, content clarification is mostly handled individually, generating a demand for trustworthy digital resources tailored to school-level physics. T5 indicates clear interest in targeted PD that combines physics content input with practical teaching approaches. However, participation is constrained by time pressure, low visibility of existing offers and skepticism toward PD programs. Overall, the findings show that OOF physics lesson planning poses substantial but improvable challenges. Targeted PD aligned with teachers’ needs could strengthen planning quality, particularly regarding uncertainties around students’ conceptions.
