Paper Distributed Leadership Does Not Guarantee Democracy: The Moderating Role of Psychological Safety in Schools Çankırı Karatekin University, Faculty of Humanities and Social Science, Turkey (Türkiye) Presenting Author:Distributed leadership has been widely promoted in international educational leadership literature as a democratic alternative to hierarchical and bureaucratic leadership models. By emphasizing shared responsibility, participation, and collaboration, it is often assumed to foster democratic practices in schools. However, empirical evidence regarding whether distributed leadership consistently produces democratic outcomes remains mixed, particularly across different national and organizational contexts. This study addresses this gap by asking the following research question: Under what conditions does distributed leadership contribute to democracy in schools? Conceptually, the study approaches distributed leadership not as a universally democratic leadership model but as a conditional leadership practice whose outcomes depend on social-psychological and contextual factors. Drawing on distributed leadership theory (e.g., Gronn; Spillane) and democratic organizational perspectives, organizational democracy is conceptualized as a multidimensional construct encompassing participation, accountability, fairness, and transparency in school decision-making processes. Teacher voice is theorized as a key mechanism through which distributed leadership may translate into democratic practices. The study further integrates psychological safety as a critical enabling condition shaping whether teacher voice can be enacted meaningfully. Psychological safety refers to shared beliefs that individuals can express ideas, concerns, and criticisms without fear of negative consequences. In the absence of psychological safety, leadership distribution may remain symbolic, limiting teachers’ willingness to engage in democratic participation. Empirically, the study examines (a) the direct relationship between distributed leadership and organizational democracy, (b) the mediating role of teacher voice, and (c) the moderating and moderated mediation role of psychological safety. The research is situated in Turkey, a highly centralized and high power-distance education system, offering a critical case for examining the limits and conditions of distributed leadership. From a European and international perspective, the study contributes to debates on the transferability of leadership models across contexts. While distributed leadership is widely endorsed in European policy discourse, its democratic potential cannot be assumed to operate uniformly across governance systems and cultural settings. By highlighting the pivotal role of psychological safety, this study invites international audiences to reconsider leadership reforms that focus solely on structural participation without addressing relational and cultural conditions necessary for democratic school practices. Methodology, Methods, Research Instruments or Sources Used The study is based on quantitative survey data collected from 598 teachers working in 55 public secondary schools across 12 regions of Turkey. A two-stage stratified sampling strategy was used to ensure regional and socio-cultural representation. Given the nested structure of the data (teachers within schools), a multilevel analytical approach was adopted. Distributed leadership was measured using a scale adapted from the TALIS framework, focusing on teachers’ opportunities to participate in school decision-making processes. Organizational democracy was assessed through a multidimensional scale capturing participation, accountability, and fairness. Teacher voice was measured using a validated scale assessing teachers’ willingness to express ideas, suggestions, and concerns related to school functioning. Psychological safety was measured as a shared perception of interpersonal risk-taking and openness within the school context. Data were analyzed using multilevel structural equation modeling (M-SEM) with Bayesian estimation. Bayesian estimation was preferred due to its robustness in handling complex models with moderation and mediation effects, as well as its suitability for relatively small numbers of higher-level units. Model fit was assessed using standard Bayesian credibility intervals, and conditional indirect effects were examined to test moderated mediation relationships. Age and gender were included as control variables based on prior research linking these variables to democratic participation in schools. Conclusions, Expected Outcomes or Findings Expected Findings The findings are expected to demonstrate that distributed leadership is positively associated with organizational democracy in schools, supporting the view that leadership sharing can contribute to democratic practices. However, teacher voice is not expected to function as a mediating mechanism under average conditions, indicating that opportunities for participation do not automatically translate into meaningful voice. Psychological safety is expected to play a critical conditional role. When psychological safety is high, distributed leadership is expected to significantly predict teacher voice, which in turn contributes to organizational democracy. Under conditions of low psychological safety, these relationships are expected to weaken or become non-significant. These findings are anticipated to support the argument that distributed leadership operates as a conditional democratic practice rather than a universally effective leadership model. Without psychologically safe environments, leadership distribution risks remaining symbolic and may reproduce existing hierarchical structures. The study is expected to contribute to international leadership research by emphasizing the importance of social-psychological conditions in shaping democratic outcomes and by offering practical implications for school leaders and policymakers seeking to foster genuine democratic school cultures across diverse educational systems. Paper Mapping the Interplay Between Distributed Leadership and Teacher Leadership in K-12 Education: A Scoping Review 1: Necmettin Erbakan University, Türkiye; 2: Gaziantep University, Türkiye; 3: Hacettepe University, Türkiye; 4: Ministry of Education, Türkiye Presenting Author:Traditional conceptions of school leadership are increasingly giving way to inclusive models grounded in collective expertise and shared responsibility rather than individual-centred approaches (Hsieh et al., 2024; Liu et al., 2022). This shift has brought the concepts of Distributed Leadership (DL) and Teacher Leadership (TL), which promote collaborative decision-making processes, to the forefront of educational administration (Harris & Jones, 2019; Nguyen et al., 2021). At the theoretical level, DL offers a systemic framework in which leadership is shared among diverse school stakeholders, whereas TL represents a more targeted approach that foregrounds teachers’ active roles and professional expertise within these processes. However, the literature reveals persistent ambiguity regarding how these two concepts are operationalised and how they influence one another, indicating an ongoing need for greater theoretical clarity. The central debate in this line of research concerns the direction of the interaction between these two paradigms. The dominant view suggests that teacher leadership is more likely to emerge in schools where distributed leadership structures are already established (Liu, 2021; Pan & Chen, 2024). In contrast, alternative perspectives argue that TL may function as a catalyst, initiating a culture of distributed leadership through bottom-up processes (Torrance & Humes, 2015). Some empirical findings further indicate that this relationship is not always seamless, highlighting that administrative demands may, at times, constrain teacher leadership practices (Holloway et al., 2018). Collectively, these perspectives strengthen the argument that TL is not merely a derivative of DL but rather an independent paradigm characterised by professional autonomy and the capacity to foster sustainable shared leadership in schools. In order to address these conceptual ambiguities, the present study adopts a scoping review methodology as proposed by Arksey and O’Malley (2005). This approach is particularly well suited to mapping the existing knowledge base by integrating qualitative, quantitative, and mixed-methods studies within the field of educational leadership. The primary aim of the study is to systematically examine how the literature conceptualises the relationship between DL and TL, with particular attention to the direction of this relationship and the contextual factors that shape it. The findings are expected to provide a theoretical framework that may guide school leaders in developing leadership capacity while supporting teachers’ leadership roles beyond the classroom. By synthesising existing research, the study seeks to clarify the nature of the interaction between these two leadership models in educational settings. Accordingly, the study addresses the following research questions:
Methodology, Methods, Research Instruments or Sources Used Methodology Scoping Review Protocol: Guided by Arksey and O’Malley’s (2005) scoping review methodology and updated via PRISMA-ScR guidelines (Tricco et al., 2018), this study executed a systematic search and thematic synthesis. Search Strategy and Eligibility: • Database: Web of Science (SSCI-indexed, Q1 journals). • Keywords: “distributed leadership” OR “shared leadership” OR “collaborative leadership” AND “teacher leadership” OR “instructional leadership” OR “teacher empowerment” OR “teacher agency.” • Limits: English-language articles published through 2025, education research area, journal articles only. • Inclusion/Exclusion Criteria: While a 10-year boundary is standard (Cronin et al., 2008), this review included all relevant studies up to 2025 to address the recent emergence and limited volume of research on the DL-TL relationship. English was selected as the inclusion language to ensure international comparability and accessibility. To maintain conceptual clarity, the scope was restricted to educational research, excluding non-school contexts like business or healthcare. Furthermore, to uphold rigorous methodological standards, grey literature, books, and theses were excluded (Godin et al., 2015). Finally, to guarantee high academic quality, the selection was limited to peer-reviewed articles in SSCI-indexed, Q1 journals, recognized for their significant scholarly impact (Ali, 2025; Kung, 2018; Orbay et al., 2020). Screening and Selection: • Records Identified: 852 initial hits. • Title/Abstract Screening: Excluded 605 • Duplicates Removed: 142 • Full-Text Review: Excluded 43 for failing to address DL–TL interplay. • Final Sample: N = 62 articles (Fig. 1: PRISMA-ScR flowchart). Data Charting and Analysis: Data items included publication year, country, methodology, design, participants, school level, directionality (DL→TL, TL→DL, DL↔TL), and moderator variables. Two reviewers independently charted data using a structured form (Table 3), resolving inconsistencies through consensus. Thematic analysis (Braun & Clarke, 2006) integrated inductive and deductive codes to derive patterns. Conclusions, Expected Outcomes or Findings Results Temporal and Geographical Trends: Publications increased notably after 2017, from n = 3 (2005–2008) to n = 24 (2021–2024). The United States led with 20 studies, followed by China (n = 10) and Asia-Pacific nations (n = 13). Europe (n = 8), the Middle East (n = 4), and others were underrepresented. Methodological Landscape: • Quantitative (n = 28): Dominated by cross-sectional surveys (n = 22), bibliometric analyses (n = 3), meta-analyses (n = 2), and a single longitudinal study. Participants skewed toward teachers (n = 15) and school leaders. • Qualitative (n = 28): Primarily case studies (n = 16), systematic reviews (n = 6), phenomenological studies (n = 4), and singular ethnographies and longitudinal cases. • Mixed Methods (n = 5): Included sequential explanatory (n = 3), convergent parallel (n = 1), and longitudinal mixed designs (n = 1). Directionality and Power Dynamics: • DL→TL: 43% (n = 27) frame DL as the driver of TL, highlighting administrators’ delegation and structural enablers. • TL→DL: 10% (n = 6) position TL as precursor, emphasizing teacher-initiated innovation catalyzing DL structures. • Reciprocal DL↔TL: Only 3 studies advocate bidirectional models, underscoring mutual reinforcement for sustainable shared leadership. Paper Leadership Team Coaching and Instructional Walkthroughs as Mechanisms for School Improvement: A Case Study of Distributed Leadership The Uniiversity of Alabama, United States of America Presenting Author:One of the highest priorities across American, European and international education systems, is the improvement of public schools (Wronowski et al., 2022), where school improvement has been understood as a process of building rather than the adoption of individual leadership (Day & Sammons, 2016). Recent literature has emphasized leadership as a social practice enacted through interactions among faculty and staff, routines, and organizational structures (Spillane et al., 2001). Within this perspective, coaching and collaborative observations have gained prominence as learning-oriented approaches to leadership development (Huff et al., 2013), particularly in contexts that prioritize professional autonomy, trust, and school-self-evaluation. Although, the impact that principals have on school improvement is indirect (Zuckerman & O’Shea, 2021), among all other school related factors, leadership is second to only classroom instruction (Leithwood et al., 2004) therefore, the investment in improving principal leadership matters (Grissom et al., 2021). Over the past decade the role of the principal has become multifaced, requiring an array of skills, knowledge, and expertise (Duncan & Stock, 2010). Research suggest that principals need to be equipped to implement the reforms needed that lead to sustained school improvement. School leaders need support and professional development tailored to help ensure they can meet the unique demands and realities of the school they lead (Fullen, 2002; Sackney & Wallace Foundation, 2006, Walter, 2006; Woods et al., 2009). This study is grounded from a Distributed Leadership perspective (Spillance, J., 2006), one of the most prominent contemporary leadership theories in education (Hairon, S., & Goh, J., 2015). The assumption is that managing schools can involve multiple individuals (Spillane, et al., 2008) which looks at leadership as an activity rather than a role and is stretched across people, tools, and routines (Spillane et al., 2001). It is suggested that instructional leadership is most effective when leadership is distributed across formal leaders and embedded in daily practice (e.g. coaching, walkthrough). Effective school leaders need to be able to create a collegial environment and coaching in those specific areas (Duncan & Stock, 2010) is a beginning. The purpose of this qualitative case study is to examine how leadership team coaching and structured walkthrough practices influence leadership behaviors, instructional focus, and collaborative practices within a school. This study addresses three research questions
Responding to ECCRs theme: Knowing and Acting: The Changing Conditions and Potential of Education Research, this study highlights how leadership team coaching reflects a shift from individualized leadership towards distributed and collective forms of leadership. It highlights the potential of education research to be developmental, formative, and improvement-oriented rather than detached from practice. Through coaching conversations and walkthrough feedback, the study demonstrates how qualitative, embedded research can strengthen professional learning and support school improvement. Methodology, Methods, Research Instruments or Sources Used This qualitative case study is an extension of Project Raise (Research-based Strategies an Artificial Intelligence for School Enhancement: Turning Around Schools) at Texas A&M (TAMU). There are twelve-12 critical component of the project grouped into three categories, 1) a role for districts and supporting partners, 2) the principal and school leadership team, 3) and a focus on building instructional capacity. This study focuses on the principal and school leadership teams by examining leadership team coaching and external leadership walkthroughs as strategies for building leadership capacity. A case study approach was selected to allow for in-depth review of processes, interactions, and perception (Ying, 2018). The case is situated in a K-8 public school in northern Alabama participating in Project Raise. The district identified underperforming high-needs campuses that were not involved in other turnaround initiatives. There were six treatment schools receiving the additional support and six that were part of the control group. This case study focuses on one of the treatment schools where the principal received 40 hours of VMC (virtual mentoring and coaching) and three leadership walkthroughs to gain a holistic an unobtrusive view of leadership team engagement and inform school improvement efforts. Multiple data sources were triangulated (e.g. semi-structured interviews, coaching documents, external instructional walkthrough summaries, and observations of coaching sessions) to determine the influence of leadership behaviors on school improvement. Data were analyzed using an iterative thematic approach (Morgan & Nica, 2020). The iterative thematic approach is cyclical rather than linear where you move back and forth between data, codes, and themes as understanding deepens. There are four phases, 1) assessing initial beliefs as themes, 2) building new beliefs during data collection, 3) listing tentative themes, and 4) evaluating themes through coding. Through repeated cycles of analysis, themes were refined to capture how leadership team coaching and instructional walkthroughs intercede collective leadership learning and instructional decision -making. Trustworthiness was established through strategies addressing credibility, dependability, confirmability, and transferability (Haq et al., 2023). These included triangulation of multiple data sources, peer debriefing, iterative thematic analysis and the use of thick description to promote analytic rigor. Conclusions, Expected Outcomes or Findings This ongoing study will share preliminary findings at the conference. However, early evidence suggests that leadership coaching, supported by external leadership observational walkthroughs, may contribute to the development of school leaders. Emerging evidence further indicates positive effects on school culture and climate. Expected outcomes include strengthened distributed leadership practices among school leadership teams, enhanced capacity for evidence-informed instructional decision-making, and improved collaborative professional learning routines. Leadership coaching and instructional walkthroughs are anticipated to positively influence school culture by fostering reflective practice and shared responsibility for instructional improvement. Additionally, the study offers a replicable model for leadership team development, contributing to international scholarship on effective approaches to building leadership capacity. This study contributes to international scholarship on educational leadership by demonstrating how distributed leadership is enacted through coaching and instructional walkthrough routines. It highlights a high-leverage approach to leadership capacity building and provides a replicable model for leadership team development. Implications for European and international contexts include informing professional learning models, promoting evidence-informed leadership practices, and supporting collaborative, context-sensitive approaches to building leadership capacity. Paper Multiple Pathways from Teacher Participation in Evaluation to Teaching Innovation: The Role of Basic Psychological Need Satisfaction Beijing Normal University, China, People's Republic of Presenting Author:Teacher innovation is widely recognised as a key driver of instructional quality and sustainable school improvement. (UNESCO, 2021; OECD, 2013) Innovative teaching behaviours—such as experimenting with new pedagogical approaches, adapting instruction to diverse student needs, and engaging in reflective practice—have been conceptualised as a form of innovative work behaviour embedded in teachers’ everyday professional activities and closely linked to their motivation and sense of agency (Klaeijsen, Vermeulen, & Martens, 2018). Within this context, teacher evaluation represents a salient organisational practice that shapes teachers’ motivational experiences and professional learning environments.(Shanker et al., 2017), against this backdrop, a growing body of research has increasingly shifted attention from evaluation as a purely technical or control-oriented instrument toward teachers’ active involvement in evaluation processes, highlighting participation as a potential lever for professional learning and innovation. Although recent studies have begun to acknowledge the value of teacher participation in evaluation processes, two limitations remain prominent. First, teacher participation is often treated as a unidimensional construct, obscuring qualitative differences between forms of participation. Second, insufficient attention has been paid to the psychological mechanisms through which participatory evaluation practices influence teachers’ instructional behaviour. To address these gaps, this study integrates Participatory Evaluation Theory with Self-Determination Theory (SDT) to examine how teacher participation in evaluation relates to teaching innovation through the satisfaction of basic psychological needs. From a participatory evaluation perspective, meaningful stakeholder involvement enhances evaluation relevance, ownership, and utilisation (Cousins & Earl, 1992; Cousins & Whitmore, 1998). Although participatory evaluation theories differ in emphasis on participation’s domains and depth, they commonly highlight engagement in both decision-making and operational processes (Cousins & Whitmore, 1998).In school contexts, empirical studies suggest that teacher participation—particularly when perceived as meaningful in decision-making processes—may enhance professional agency and ownership, while more procedural forms of participation can be experienced as less influential (Brezicha et al., 2020). Building on this literature, teacher participation in evaluation is conceptualised as a multidimensional construct comprising two forms: participation in evaluation decision-making, referring to teachers’ involvement in defining evaluation goals, criteria, and standards; and participation in evaluation implementation, referring to engagement in self-evaluation, peer feedback, and reflective practices. These forms differ in the degree of influence and autonomy afforded to teachers and are therefore expected to activate distinct psychological processes. Guided by SDT, this study conceptualises participatory evaluation practices as motivational contexts that shape teachers’ experiences of autonomy, competence, and relatedness. When evaluation is perceived as autonomy-supportive and relationally meaningful, teachers’ basic psychological needs are more likely to be satisfied, fostering self-determined motivation and proactive engagement in innovative teaching behaviours (Deci & Ryan, 2000; Van den Broeck, Ferris, Chang, & Rosen, 2016). Consistent with SDT’s universalistic assumptions, this study treats autonomy, competence, and relatedness as fundamental psychological needs that transcend cultural contexts, providing a theoretically robust framework for international comparison. Based on these theoretical considerations, the study addresses the following research questions: By empirically integrating participatory evaluation theory with SDT, this study aims to advance understanding of how evaluation systems can support teacher innovation, with implications extending beyond the national context of the study. Methodology, Methods, Research Instruments or Sources Used This study adopts a quantitative research design using Structural Equation Modelling (SEM) to examine the hypothesised relationships among teacher participation in evaluation, basic psychological need satisfaction, and teaching innovation. Data were collected through a large-scale questionnaire survey administered to primary and secondary school teachers across multiple provinces in China(Liaoning, Hebei, Tianjin, and Guizhou), ensuring a geographically and socio-economically diverse sample. To focus on instructional practice rather than administrative roles, only teachers without formal leadership positions were included. After data screening, the final sample comprised 10,989 teachers from 151 schools, providing sufficient statistical power for mediation and multi-group analyses. All constructs were measured using self-report questionnaires on a five-point Likert scale ranging from 1 (strongly disagree) to 5 (strongly agree). Teaching innovation was measured using a scale adapted from prior research on creative teaching, which is theoretically grounded in the innovative work behaviour framework proposed by Scott and Bruce (1994) and subsequently adapted to educational contexts in later empirical studies (Chen & Hu, 2008). Basic psychological need satisfaction was assessed using an adapted version of the Basic Psychological Need Satisfaction Scale, originally developed within the SDT framework and validated in the Chinese context by Liu et al. (2013). The scale measures teachers’ perceived autonomy, competence, and relatedness in their professional activities and has demonstrated satisfactory psychometric properties in educational research. Teacher participation in evaluation was conceptualised in terms of two complementary forms: participation in evaluation decision-making(PM) and participation in evaluation implementation(PI). Measurement items were developed with reference to formative evaluation theory (Wiliam, 2014) and participatory evaluation literature, and were refined to capture teachers’ perceived involvement in both evaluative decision processes and implementation practices within school contexts. This operationalisation emphasises conceptual alignment with international evaluation theory while remaining sensitive to school-level evaluation practices. Confirmatory factor analyses supported the reliability and construct validity of all measurement models. Structural equation analyses were conducted using Mplus 8.3 with robust maximum likelihood estimation. Model fit was evaluated using multiple indices, including RMSEA, CFI, TLI, and SRMR. All three basic psychological needs (autonomy, competence, and relatedness) were simultaneously included as mediators within a unified structural model, allowing for the examination of differentiated indirect pathways. Indirect effects were tested using bias-corrected bootstrap procedures. Teaching experience and school characteristics were included as control variables, and multi-group analyses were conducted to explore potential heterogeneity across teacher and school contexts. Conclusions, Expected Outcomes or Findings The structural equation model demonstrated an acceptable fit to the data (RMSEA = 0.057, CFI = 0.937, TLI = 0.927, SRMR = 0.033), supporting the hypothesised relationships among teacher participation in evaluation, basic psychological need satisfaction, and teaching innovation. The results reveal clearly differentiated mediation patterns across two forms of teacher participation in evaluation. Participation in evaluation decision-making did not exhibit a significant total indirect effect on teaching innovation. Decomposition of the mediation paths indicates two opposing mechanisms. First, decision-making participation was negatively associated with competence satisfaction, which in turn positively predicted teaching innovation, resulting in a negative indirect effect, while its positive association with autonomy satisfaction did not translate into a significant indirect pathway to innovation.Second, decision-making participation was negatively associated with relatedness satisfaction; however, relatedness satisfaction itself showed a negative association with teaching innovation. These countervailing pathways offset each other, producing a non-significant overall mediation effect. In contrast, participation in evaluation implementation demonstrated a strong and significant total indirect effect on teaching innovation. This effect was primarily driven by a substantial positive indirect pathway through competence satisfaction. Although implementation participation was also associated with higher relatedness satisfaction, the negative association between relatedness and innovation partially suppressed the total effect but did not outweigh the dominant competence-based pathway. These findings point to several key inferences regarding the underlying mechanisms.Participation in evaluative decision-making may often be experienced as largely formal or symbolic rather than substantive, increasing administrative workload and accountability pressures without providing meaningful influence. As a result, such participation can undermine teachers’ perceived competence and constrain innovation-oriented behaviour. At the same time, the negative association between relatedness satisfaction and teaching innovation suggests that, within evaluative contexts, stronger interpersonal embeddedness may be accompanied by heightened sensitivity to normative expectations and social obligations, which can further discourage pedagogical risk-taking.
