Paper Advancing Inclusive Teacher Education through Collaborative Problem-Based Learning (PBL) University of Regensburg, Germany Presenting Author:Problem-based learning (PBL) appears an essential approach that is well-suited for teacher education, due to its positive impact on knowledge retention and application, the changes in attitude, and the improvement in diagnostic skills among prospective teachers (Snyder & McWilliam, 1999; Wedel et al., 2022; Yew & Goh, 2016). Originally designed for medical students, PBL empowers student teachers to take responsibility for their own learning by using realistic cases (Barrows, 1996). In the course of developing solutions and strategies for real-life problems independently, student teachers come to understand themselves as active learners. They also develop their research skills, integrate theory and practice, and apply their knowledge to create practical solutions for defined problems (Savery, 2006). The efficacy of this approach is particularly pronounced when student teachers are presented with a complex problem scenario that has multiple adequate solutions (Hmelo-Silver, 2004). The European Agency for Special Needs and Inclusive Education (2022) highlights four core values for all teachers and education professionals, especially those working in inclusive education: valuing learner diversity, supporting all learners, working with others and personal professional development. The agency underscores the significance of these values and stresses that attitudes, beliefs, knowledge, understanding, and skills must align with the concepts of inclusion (European Agency for Special Needs and Inclusive Education, 2012, 2022). The present article focuses on the application of PBL in the field of inclusive and special education and the integration of the core values into teacher education in Germany and Austria. To this end, realistic portrayals of children and young adults with special educational needs were created that are based on the experiences of experts in special and inclusive education. The portrayals encompass individual risk and protective factors pertinent to the child or young adult, the family, and the environment. In accordance with the model of resilience research, factors that hinder resilience are referred to as risk factors, while factors that facilitate resilience are classified as protective factors (Werner, 2020). As delineated in the Methods section, a number of students in Germany and Austria will be assigned the task of identifying protective and risk factors in relation to the portrayals presented and their environment. The utilization of Zoom facilitates collaboration among student teachers from both countries, enabling the exchange of information concerning the protective and risk factors they will have identified. The objective of the joint seminar sessions is to facilitate the collaboration between teacher students from Germany and Austria in the development of strategies and solutions that support children's learning in the classroom environment. The study seeks to address the following research questions by having student teachers work on the portrayals using PBL: Q1. To what extent are student teachers able to identify protective and risk factors in the given portrayals? Q2. What options and strategies do student teachers come up with to support the child in the classroom? Q3. How do student teachers reflect the collaborative development of solutions? Methodology, Methods, Research Instruments or Sources Used From May to July 2026, student teachers in Germany and Austria will participate in seminars focusing on collaborative work on the said portrayals. These seminars employ a variety of realistic portrayals of children and young adults, including the Case Kim (Lutz & Ehr, 2026), the Case Lucy (Lutz & Durner, 2025) and the Case Robin (Lutz & Eckerlein, 2024). The student teachers' objective is to identify both protective and risk factors and to discuss them among themselves. In order to present the information in a structured manner, it is recommended that student teachers utilize the case-by-case framework for educational assessment (Lutz, 2023). Based on the specifications in the case-by-case framework, student teachers are tasked with the presentation of individual, family, and environmental risk and protective factors. They will develop approaches and strategies to support or encourage the child in the classroom. The case-by-case framework for educational assessment tool enables the evaluation of the identified outcomes. It is hypothesized that the student teachers' findings will reveal as to whether they have adopted a competence-oriented perspective, which identifies protective factors in the child and its environment, or a deficit-oriented perspective that focuses on risk factors. Furthermore, the investigation will ascertain whether student teachers exhibit a greater inclination towards individual-child-related factors or towards family and environmental factors. A reflective process concerning the learning gains of the student teacher is initiated following the completion of each individual portrayal. They will also evaluate their collaboration and rate the exchange among the seminar participants. Conclusions, Expected Outcomes or Findings The present study investigates the impact of collaborative problem-based learning on knowledge retention and application as well as on diagnostic skills of student teachers in Germany and Austria. The collaborative problem-based learning (PBL) approach is designed to augment student teachers' awareness of valuing learner diversity, supporting all learners, and working with others. The student teachers are expected to find numerous solutions for the portrayals in a collaborative manner. Previous research suggests that student teachers ascribe greater importance to individual-child-related factors than to environmental factors. This finding is further corroborated by Gebhardt et al. (2022), who found that the majority of first-year students looked on disability from an individual-medical perspective. Any potential enhancements to the portrayals and the PBL approach to be made in future will be addressed. References Barrows, H. S. (1996). Paper A Three-Year Longitudinal Study on the Effects of Teacher Collaboration on Students’ Academic Competencies and Their Perception of Inclusion 1: University of Wuppertal, Germany; 2: University of Potsdam, Germany Presenting Author:Collaboration among teachers has been internationally recognized as a central factor in promoting inclusive education (e.g., Paulsrud & Nilholm, 2023). More specifically, intensive collaboration is assumed to have the potential to support teaching practices and school development by integrating teachers’ different areas of expertise and fostering professional development, thereby enhancing outcomes for both teachers and students (e.g., Grosche et al., 2020; Pan et al., 2024). Existing evidence suggests that collaboration can indeed positively affect student outcomes, such as their academic achievement or social participation (e.g., Ronfeldt et al., 2015; Spörer et al., 2021). At the same time, unintended and potentially negative effects, such as less peer interaction and more teacher interaction when a second teacher is in the classroom, must also be considered (e.g., Spörer et al., 2021). However, empirical evidence remains limited, particularly regarding longitudinal studies on teacher collaboration outside the classroom and the characteristics of collaboration that most effectively support student outcomes (e.g., Sannen et al., 2021). This study aims to address this research gap by drawing on the theoretical framework of co-constructive collaboration (Grosche et al., 2020; Kluge et al., 2025), a model that is compatible with international concepts of teacher collaboration, such as professional learning communities (Grosche et al., 2020). Co-constructive collaboration (CCC) is defined as “joint, cyclical, intensive, and interdependent processes of negotiation and reflection [among teachers] on innovations and their practical implications” (Grosche et al., 2020, p. 467, translated by the authors). It represents an intensive form of classroom related or extra-curricular collaboration, which encompasses collaborative activities that occur before and after lessons (Kluge et al., 2025; Schnepel et al., 2025). Grounded in this theoretical framework, the present longitudinal study examines whether different dimensions of CCC can improve students’ competencies in math and reading, their perception of inclusion (i.e., their academic self-concept, emotional well-being, and social inclusion; Venetz et al., 2015), as well as their development in these domains from grade six to grade nine. By examining different dimensions of collaboration, the study provides insights into which characteristics of collaboration among teachers are most effective in promoting student outcomes. Furthermore, by integrating academic, emotional, and social outcomes of students, this study provides a comprehensive understanding of the potential role of teacher collaboration in promoting students’ development in inclusive lower secondary schools. Methodology, Methods, Research Instruments or Sources Used Data for this study was drawn from the research project “Inclusion in and after lower secondary schools” (INSIDE, Gresch et al., 2026). INSIDE is a longitudinal cohort study following two consecutive waves of students in Germany from lower secondary education to the transition into the labor market. For this study, we used the first three time points, collected between 2019–2023 in grade six, seven, and nine. 2,165 students (48 % female) in 164 schools were included in the analyses. A migration background was reported for 30 % of students (2 % missing information). 11 % of students were identified as having special educational needs (SEN). Across the participating schools, data on collaboration were available for at least one of the three time points for a total of 1,485 teachers (85 % general teachers and 15 % special education teachers). Student outcomes were assessed using the competence tests for reading and math from the National Educational Panel Study (NEPS, Stegenwallner-Schütz et al., 2022) as well as the internationally established Perception of Inclusion Questionnaire (PIQ), which measures how students perceive their academic self-concept, emotional well-being, and social inclusion (Venetz et al., 2015). The reliability of the variables was satisfactory in all cases (weighted likelihood estimates reliability in math and reading > 0.70, α > .75 for PIQ scales). CCC was assessed via teacher surveys using two questionnaires developed within the INSIDE project (Kluge et al., 2025). These questionnaires cover four dimensions of CCC: commitment to collaboration (e.g., shared understanding), co-constructive activities (e.g., negotiating shared goals), iterative revision as a specific co-constructive activity, and outcomes of co-constructive activities (e.g., shared responsibilities) (Kluge et al., 2025). All dimensions demonstrated good reliability (α ≥ 0.72). As both questionnaires demonstrated longitudinal measurement invariance and high reliability of the average of all items and time points (≥ 0.88 and ≤ 0.96), scale scores were aggregated across measurement points, providing stable and reliable estimates of different dimensions of CCC over time. To answer the research questions, latent growth models were estimated using Bayesian estimation for each of the five dependent variables, i.e., math and reading competence, academic self-concept, emotional well-being, and social inclusion. Both the intercept and slope were predicted by the CCC scales on the school level as well as by student control variables on the individual level (gender, migration background, and SEN). Missing values were handled via full information maximum likelihood. Conclusions, Expected Outcomes or Findings Latent growth models showed acceptable to very good fit (BLTI = 0.955–0.999; BRMSEA = 0.031–0.133). For math, results indicated that a more intense iterative revision within CCC is associated with lower initial math competence (βrevision_intercept = -0.05), while a higher commitment to collaboration is associated with an increase in math competence (βcommitment_slope = 0.30). For reading as well as the academic self-concept, none of the different dimensions of collaboration showed a significant effect. For emotional well-being as well as social inclusion, a more intense iterative revision was associated with lower initial emotional well-being (βrevision_intercept = -0.18), whereas a stronger commitment to collaboration is associated with higher initial emotional well-being (βcommitment_intercept = 0.26). Furthermore, both dimensions of CCC also affected the development of social inclusion. While more intense iterative revision is associated with a greater decline of social inclusion over the three time points (βrevision_slope = 0.30), commitment mitigates the decline (βcommitment_slope = -0.42). Overall, collaboration appears to be more strongly associated with emotional and social aspects than with students’ academic and academic related outcomes. Moreover, the results show that not all dimensions of CCC are equally relevant, and that the dimensions that do matter can have both positive and negative effects on student outcomes. While teacher collaboration characterized by a shared understanding of work, and a common instructional approach among teachers (commitment), appears to be particularly important, intensive iterative revision of concepts and methods can have adverse effects on these domains as well as on students’ math competence. These and further findings will be discussed with reference to their implications for teacher collaboration in different educational contexts as well as for international research in this field. Furthermore, methodological (e.g., sample attrition) as well as conceptual limitations (e.g., the impact of the COVID-19 pandemic on students’ development) will be discussed. Paper Addressing Multidisciplinary Collaboration in Teacher Education for Inclusion: Initial Teacher Education Students’ Perspectives 1: University of Kassel, Germany; 2: University of Innsbruck, Austria Presenting Author:Understandings of inclusive education vary and are situated in specific contexts (Claiborne & Balakrishnan, 2020). Following a comprehensive interpretation, inclusion refers to promoting social justice and an ongoing process (Armstrong et al., 2010). While “the goal has forcefully shifted to inclusive education, (...) there has also been a backlash against this idea(l)” (Powell, 2023, p. xxii). Thus, inclusive education remains contested, especially with regard to the rise of far-right actors across the globe, who delegitimise inclusive education and promote selective school systems (On Education, 2024). As “shifting policy contexts” influence “efforts to advocate for justice- and equity-oriented teacher education” (Cochran-Smith, 2020, p. 49), this is relevant for the increased focus on teacher education for inclusion across Europe (e.g. Epstein, 2025). “Fostering collaboration” (Epstein, 2025, p. 3) is considered a key aspect of teacher education for inclusion. Addressing multidisciplinary collaboration in teacher education is highlighted in the “Profile for Inclusive Teacher Professional Learning”: This refers to “advocacy, collaboration and teamwork are essential approaches for all teachers and other education professionals” (European Agency, 2022, p. 32). This is relevant, as teachers refer to “little attention” (Friend, 2000, p. 132) on this topic in their professional training. In this respect, the study of Zagona et al. (2017, p. 175) indicated “that special educators felt more prepared to collaborate with their colleagues, as compared with general education teachers”. This might also reflect different models in teacher education which encompass a continuum of collaboration (Pugach & Blaton, 2009). Based on a systematic review of international literature on teacher education for inclusion, Buchhaupt et al. (2022) point to a stronger focus on qualification activities on the topic collaboration for general education teacher compared to comprehensive activities for different professionals resp. teacher education programmes. Overall, in contrast to considering multidisciplinary collaboration as a “quick fix” (Nicols et al., 2010, p. 647), complexities of multidisciplinary collaboration – e.g. “in the observed forms of cooperation” in schools (Sonntag, 2025, p. 6) – emphasize the need for addressing this within teacher education for inclusion (Anton et al., 2024). In the recent years, research on multidisciplinary teacher draws attention to the situatedness of multidisciplinary collaboration (Hansen et al., 2020). Referring to Strauss’ concept of negotiated order(ing) (Strauss, 1993), social world/arena theory (Clarke, 1991) and Clarke’s emphasis on the “complexities of ‘situatedness’” (Clarke, 2005, p. xxviii), multidisciplinary collaboration can be conceptualized as situated and negotiated ordering (Arndt, 2022). This implies, for instance, the empirical question what (future) professionals consider as negotiable or non-negotiable in a given situation and which differences are made relevant in the situation. This raises questions concerning the ways multiprofessional collaboration is addressed in teacher education and initial teacher education (ITE) students’ perspective, in particular. Against this backdrop, this paper focusses addressing multidisciplinary collaboration in initial teacher education by presenting results of an ongoing qualitative study on two different approaches within courses on multidisciplinary collaboration in a secondary teacher education programme with the focus on inclusive education at a university in Austria. In the last decade, there has been an increased focus on multidisciplinary collaboration as a topic and as a format within teacher education in German speaking contexts (e.g. Rabenstein & Kunze, 2017). Based on an analysis of different projects for inclusive teacher education in the German context, Buchhaupt et al. (2017) conclude that the overall aim of the different approaches was to create spaces for explicit negotiation as well as for (joint) reflection of roles and responsibilities. In this respect, Köpfer and Lemmer (2020) emphasize the need for further research ITE students’ concepts of professional collaboration. Methodology, Methods, Research Instruments or Sources Used Our paper refers to courses on multidisciplinary collaboration within an initial teacher education programme for secondary level with a focus on inclusive education at Bachelor’s level at a university in Austria. Within the teacher education programme for secondary level, ITE students can choose a focus on inclusive education in combination with and equivalent to a teaching subject (e.g. Maths). We focus on two different approaches to address multidisciplinary collaboration within courses on “Networks and Working in Multidisciplinary Teams” drawing on qualitative research methods. The first approach refers to the group discussions of ITE students in the study of Köpfer and Lemmer (2020), in which the ITE students refer to the question on “the ‘perfect’ situation of cooperation” (Köpfer & Lemmer, 2020, p. 93). Following this approach, three group discussion were conducted in the summer term 2022 at the end of the aforementioned course on multidisciplinary collaboration. The group discussion took place without a moderator: To start the discussion, ITE students were ask to describe their understanding of multidisciplinary collaboration in inclusive schools (1) and to imagine a “perfect” situation of collaboration within the classroom (2). Overall, 16 ITE students took part in the group discussion (duration of study: semester 2 to 9). The second approach refers to a cased-based approach in teacher education. Case-based or casuistic approaches are considered as one key approach (also) for teacher education for inclusive education (Fabel-Lamla et al., 2020). The case-based approach referred to casuistic material provided by Lübeck and Demmer (2021) based on qualitative study of paraprofessional assistance in German schools. Following the approach of Lübeck and Demmer (2021) the material was interpreted in groups line by line. This approach uses strategies of reconstructive or interpretative research for joint reflection of school practices (see also Lau et al., 2019). In the summer term 2023 two group interpretation were recorded (overall 11 ITE students, duration of study: semester 3 to 11), in summer term 2024 one (8 ITE students, duration of study: semester 2 to 8). For both, the first and second approach, the audio recordings were transcribed. Our ongoing analysis is based on strategies of Grounded Theory Methodology (Strauss, 1998; Charmaz, 2006) and Situational Analysis (Clarke, 2005; Clarke et al., 2018), especially initial and focused coding, memoing and mapping strategies. Referring to theoretical sampling as an analytical strategy, our analysis encompasses comparing between the two approaches, but also within one approach. Conclusions, Expected Outcomes or Findings Based on their reconstructive analysis of group discussions of students within German initial teacher education programmes (general education), Köpfer and Lemmer (2020, p. 89) indicate ITE students’ ambivalences e.g. concerning anticipated communication conflicts vs. valued various perspectives and concerning (re)producing vs. questioning different responsibilities of general and special teachers. These ambivalences can also be linked to a strong tradition of discrete models of teacher education (Pugach & Blanton, 2009) in Germany. With regard to inclusive education and teacher education in Austria, Buchner and Proyer (2019) conclude with regard to a reform of teacher education following the UN Convention on the Rights of Persons with Disabilities (United Nations, 2006) that curricula are still influenced by “disability-oriented tradition”, nevertheless, the reform formed “a remarkable step forward as it tried to dissolve the dual structure of training, with a strict focus on inclusive settings” (Buchner & Proyer, 2019, p. 92). Against this background, we present results based on group discussion of ITE students and in situ-data on group interpretations in a case-based approach. This ‘zooming-in’ (Clarke et al., 2018) in our analysis, allows us to contribute to a situated understanding of ITE students’ perspectives and challenges (or rather ambivalences) and, by thus, to an increased focus on the complexities of multidisciplinary collaboration. Focussing on the situatedness, seems of particular importances in the challenging times in which ensuring inclusive quality education for all (SGD4) faces backlash on the local, European and global level.
