Paper The Effectiveness of Inclusive Practices on Student Outcomes: A Systematic Review La Trobe University, Australia Presenting Author:Inclusive education is a central principle of education policy and reform across Europe and internationally, underpinned by commitments to equity, participation, and the rights of learners. International frameworks such as the UNESCO Salamanca Statement (1994), the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD; United Nations, 2006), and UNESCO’s Education 2030 agenda position inclusion as both a rights-based imperative and an indicator of educational quality. Across many education systems, these commitments have driven sustained efforts to increase the participation of students with disability in mainstream settings, alongside growing expectations that inclusive education should contribute to improved academic, social, and wellbeing outcomes for all learners. Previous research indicates that inclusive education is associated with positive outcomes for both students with and without disability (Dalgaard et al., 2022; Holzer & Moser Opitz, 2025; Szumski et al., 2017). Less frequently examined in the literature, however, is a fundamental issue underpinning this evidence base: what is actually being evaluated when the effectiveness of inclusive education is assessed. Much of the existing research infers effectiveness primarily through placement-based comparisons, typically comparing outcomes for students placed in mainstream versus specialist or segregated settings. While such analyses are important for understanding system-level patterns and policy effects, they offer limited insight into the pedagogical and instructional practices that may be responsible for observed outcomes. Scholars have increasingly drawn attention to this gap in the evidence base underpininning inclusive education practices. Koutsouris et al. (2023) argue that inclusive pedagogies are often fragmented and under-theorised, particularly in secondary school contexts, while Norwich (2013) highlights the dominance of “thin” empirical accounts. Similarly, systematic reviews of inclusive education approaches such as Universal Design for Learning (UDL) and co-teaching demonstrate substantial variation in how practices are defined, operationalised, and reported, limiting the interpretability and transferability of outcome findings (Ok et al., 2017; Vembye et al., 2024; Zhang et al., 2024). In response to these concerns, the aim of this systematic review is to synthesise and assess empirical evidence on the effectiveness of inclusive practices in school settings, with a focus on their reported impact on student outcomes.This review examines how inclusive practices are defined, operationalised, supported, and evaluated across studies, and how these practices are linked to learner outcomes.Although much of the empirical literature on inclusive practices continues to focus on students with disability, this review adopts a broader conceptualisation of inclusion concerned with educational practices that support participation, learning, and engagement for all students. Disability status was therefore not used as an inclusion or exclusion criterion. Instead, studies were selected based on their explicit engagement with inclusive practice and their reporting of student outcomes, allowing the review to examine how inclusion is enacted and evaluated across diverse learner groups and school contexts. Drawing on a systematic review and appraisal of empirical studies published since 2015, the review synthesises research conducted in primary and secondary school contexts that explicitly reports learner-related outcomes associated with inclusive practices. By identifying patterns, gaps, and limitations in the existing evidence base, this review contributes to international debates about how inclusive education can be more effectively conceptualised, researched, and enacted, and how evidence on inclusive practices can better inform educational policy, professional learning for educators, and school improvement across diverse educational contexts. Methodology, Methods, Research Instruments or Sources Used This study adopts a systematic literature review methodology (Gough et al., 2012) following PRISMA guidelines (Page et al., 2021). A comprehensive search strategy was developed to identify empirical studies examining inclusive practice and its impact on students in school contexts. Searches were conducted across five major international databases in educational research: ProQuest (Central), Scopus, ERIC (EBSCO), PsycInfo, and Web of Science. A structured search string was developed by combining terms related to inclusion and teaching practice (e.g., “inclus educat*” OR “inclus* practice*” OR “inclus* pedagog*” OR “inclus* teach*”) with terms relating to impact on learners (e.g., “student” OR “learner”; “outcome*” OR “impact*” OR “result*”). Searches were limited to peer-reviewed journal articles published in English since 2015. The search yielded 989 records. All records were imported into Rayyan and duplicates were removed. Screening proceeded in two phases using predefined inclusion and exclusion criteria. In Phase 1, titles and abstracts were independently screened by at least two authors. Studies were included if they reported original empirical research conducted in primary or secondary contexts and engaged explicitly with inclusive practice, with a stated focus on impact on learners. Studies were excluded if they were conducted exclusively in higher education, focused solely on policy analysis or conceptualisations, or on teachers’ perceptions or beliefs without reference to learner impact, or did not report any learner-related outcomes. Where eligibility could not be determined from the abstract alone, full texts were retrieved for further assessment. In Phase 2, 134 full-text articles were reviewed in detail by at least two authors to confirm eligibility; discrepancies were resolved through a third researcher adjudicating and discussion where required. Following full-text screening, 24 studies met the final inclusion criteria. Data extraction and analysis then proceeded using a purpose-built coding matrix capturing publication details, research context, methodological approach, targeted learner groups (e.g., EAL learners; students with disabilities), reported findings and implications, and, critically, how inclusive practice was defined, operationalised, supported, and evaluated (including impact on learners and/or teachers) and space for additional notes. Following data extraction, the review employed thematic synthesis to identify recurring patterns, dominant framings, and under-theorised dimensions of inclusive practice. To enhance transparency and rigour, study quality was appraised using the Mixed Methods Appraisal Tool (Hong et al., 2018). Analytic decisions were documented throughout, and the synthesis prioritised conceptual coherence and variation across studies rather than frequency counts alone. Conclusions, Expected Outcomes or Findings This review aims to provide a nuanced and evidence-informed account of how inclusive practice is enacted and evaluated in contemporary school-based research. Findings indicate that inclusive practice is operationalised through a relatively narrow set of pedagogical approaches, most prominently Universal Design for Learning (UDL), differentiated instruction, peer-assisted learning, co-teaching, technology-assisted practices, and culturally responsive pedagogy. UDL emerged as the most frequently examined framework, particularly in literacy-focused interventions and technology-supported designs, while co-teaching and peer-assisted approaches appear less consistently theorised and more context-dependent. The review also reveals that inclusive practices are predominantly implemented at the classroom level, often as short-term interventions, with limited attention to fidelity, sustainability, or whole-school alignment. Contextual factors such as leadership, school culture, and policy environments are rarely examined systematically. This contributes to a tendency to individualise inclusion as a matter of teacher practice rather than a relational and institutional process. In terms of impact, the synthesis shows that student outcomes are most commonly assessed within three domains: academic achievement (particularly reading and subject-specific attainment), engagement, and social-emotional outcomes. Academic outcomes are typically measured using standardised or curriculum-based assessments, while engagement and social-emotional outcomes rely more heavily on self-report instruments, observational data, or qualitative accounts. While several studies report positive associations between inclusive practices, especially UDL-informed approaches, and student learning or engagement, evidence remains uneven and fragmented. Links between specific practices and outcomes are often implied rather than robustly established, and negative or null findings are under-theorised. This systematic review highlights a persistent gap between conceptualisations of inclusive education and the way inclusive practice is empirically examined. By foregrounding patterns of practice, measurement, and impact, the review contributes a more critical and nuanced understanding of what counts as inclusive practice and how its effectiveness is currently examined in the literature. Paper When Inclusion Meets the Curriculum: How Typical and SEN Students in Croatia Perceive Their Teachers’ Inclusive Practices University of Zagreb Faculty of Education and Rehabilitation Sciences, Croatia Presenting Author:Inclusive education in Croatia, as a member of the European Union, has a decades-long history. During this period, Croatia was among the first countries in the world to ratify the United Nations Convention on the Rights of Persons with Disabilities. Nowadays inclusion extends to all children, including, for example, those belonging to cultural minority groups, children at risk of poverty, and children in alternative care systems, among others. In Croatia, the legislative framework ensures that students with special educational needs (SEN) receive curricular and professional support, as well as pedagogical and didactic accommodations. Approximately 85% of students with SEN in primary schools are included in inclusive educational settings in Croatia (School e-Repository, 2025). Today, inclusive education is an indispensable topic in teacher education. The European Agency for Special Needs and Inclusive Education (2012) states that the core competencies of teachers in inclusive education include: valuing student diversity, providing support to all learners, collaborating with others, and engaging in professional development. The teaching process should be flexible, through the use of diverse instructional materials, techniques, and teaching strategies that can address the wide range of students’ educational needs. What’s more, teachers are expected to apply Universal Design for Learning, that is, a curriculum design approach that accommodates learners with diverse needs equally well, regardless of SEN status, gender, abilities, cultural or linguistic background. For such a heterogenous population, it is necessary to implement inclusive teaching practices, such as differentiation and personalization (Lindner & Schwab, 2020). Personalized instruction is a teaching approach in which instruction – including content, pace, methods, assessment – is tailored to the unique needs, abilities, and interests of each student (Shemschack & Spector, 2020). Differentiation is, on the other hand, a didactic strategy that enables teachers to respond to the diverse needs of heterogenous student groups (Nusser & Gehrer, 2020). It can be implemented through various approaches, including co-teaching, instructional methods, and provision of individualized feedback and support. Research show that teachers feel more prepared to teach SEN students and differentiate their instruction when they hold positive attitudes toward inclusive education (Savolainen et al., 2020). However, teachers in mainstream inclusive classrooms often work with highly diverse groups of students, meaning that differentiation may become an additional source of stress if they do not feel adequately prepared (Pozas et al., 2023). Nevertheless, when students perceive teaching as more inclusive, their perception of school wellbeing and social inclusion is more positive, as well as academic self-concept (Alnahdi et al., 2022). Yet, studies exploring students’ perceptions of inclusive teaching in mainstream classrooms are lacking (Lindner et al., 2019). There have been found some differences between Maths and German teachers with students’ perception of Maths teachers being that they more frequently use inclusive teaching practices (Schwab et al., 2019). One study found that female students, younger students and SEN students perceive inclusive teaching practices as being more frequent (Durán-Martinez et al., 2024). This study aimed to validate the Croatian ITPS-S and to investigate how SEN and typical students perceive teachers’ inclusive practices across gender, grade level, and subject. We asked: 1. Does the Inclusive Teaching Practices Scale – Students’ version (ITPS-S) retain its two-factor structure in the Croatian context, and does this structure demonstrate measurement invariance across students with and without SEN, across students’ gender, grade and teachers’ subject? 2. Do students’ SEN status, gender, and grade level influence their perceptions of teachers’ inclusive practices? 3. Does the subject taught by the teacher (Croatian vs. Maths) affect students’ rating of inclusive teaching practices? By identifying strengths and gaps in inclusive teaching, the study supports evidence-based improvements in education aligned with European principles. Methodology, Methods, Research Instruments or Sources Used The study was conducted between 2024 and 2025 in three regions of Croatia. All schools within these regions were invited to participate, and those that consented were included in the study. Following approval from the Faculty Ethics Committee and authorization from the Ministry of Science, Education and Youth, the research was carried out in collaboration with school principals and professional teams. To ensure ethical compliance, informed consent from parents was obtained prior to students’ participation. Students completed a paper-and-pencil questionnaire during regular school hours, which took approximately 20–25 minutes. Measures were taken to guarantee the anonymity and confidentiality of student responses. The study included 1,317 Croatian students in 6th and 7th grades, with an average age of 12.7 years (SD = 0.7). All students attended inclusive classrooms, with 48% being female and around 13% identified as having SEN. The proportion of SEN students in this study aligns with national data from Croatia, which indicate that approximately 10% of primary school students are identified as having special educational needs (Ministry of Science, Education and Youth, 2025). SEN students in Croatia either receive support through individualized teaching and assessment strategies or partial curriculum adaptations. Some students were additionally supported by teaching assistants, with 20.3% of SEN students in our sample receiving such assistance. A number of SEN students also had more than one disability. Measurement instrument included Inclusive Teaching Practices Scale – Students’ version (ITPS-S; Schwab & Alnahdi, 2020). The scale consists of 14 items evenly divided into two subscales: Personalization (e.g., ‘During the lesson, my teacher takes into account my academic acievement.’) and Differentiation (e.g., ‘During the lesson, my teacher varies learning activites to promote different learning styles.’). Students rate each item on a 4-point Likert scale with ‘1’ meaning ‘not at all true’ and ‘4’ meaning ‘certainly true’. The ITPS has been previously validated in studies with primary and secondary school students, showing satisfactory internal consistency (Cronbach’s alpha ranging from .77 to .87) (Alnahdi et al., 2022; Schwab et al., 2019). For this study, the scale was back-translated by two researchers. Any discrepancies in wording or phrasing were discussed and reconciled to create a single version. The Croatian version was then retranslated into English, and the items were compared with the original to ensure that both meaning and context were preserved. In our sample, the scale demonstrated good internal consistency. Conclusions, Expected Outcomes or Findings The Kaiser-Meyer-Olkin measure and the Bartlett’s test of sphericity demonstrated strong relationships among the items of the Croatian version of the S-ITPS, indicating that CFA could be conducted. The fit indices for the two-factorial model of the S-ITPS indicated a good model fit. To ensure the meaningful interpretation of group mean differences, we examined measurement invariance of the two S-ITPS subscales across relevant groups. The results demonstrated configural, metric, scalar, and strict invariance across all comparisons (students with SEN vs. typically developing students; girls vs. boys; 6th- vs. 7th-graders). These findings indicate that the S-ITPS assesses the underlying constructs equivalently across groups, supporting valid comparisons of latent means. Furthermore, S-ITPS demonstrated configural, metric, scalar, and strict invariance across teaching subject (Croatian language vs. Mathematics), indicating that the instrument measures inclusive teaching practices equivalently in both groups. To explore whether students’ SEN status, gender, and grade level influence their perceptions of teachers’ inclusive practices, independent t-tests were done. There were no significant differences between SEN students and their typically developing peers in their evaluations of teachers’ differentiation and personalization practices in the classroom. Likewise, no gender differences were observed. However, a significant difference emerged between students in the 6th and 7th grades. Specifically, younger students (6th grade) reported more frequent use of inclusive teaching practices by their Croatian and Mathematics teachers compared to 7th-grade students. Regarding differences in students’ assessments of their Croatian versus Mathematics teachers, a significant difference was found in the overall score of inclusive practices and on the differentiation subscale, whereas no significant difference emerged on the personalization subscale. Overall, students reported more frequent use of inclusive teaching practices by their Croatian teachers than their Maths teachers particularly in the area of differentiation, with the effect sizes for these differences in the moderate range. Paper Updating the European Profile for Inclusive Education Professionals: Consensus Results from an International e-Delphi Study UHasselt, Belgium Presenting Author:This paper presentation addresses the question of which professional competences are currently considered essential for inclusive education professionals across Europe, based on the results of an international e-Delphi study undertaken to update the European Profile for Inclusive Education Professionals. The presentation focuses on the outcomes of the consensus process and their implications for research, policy, and professional education, rather than on the study protocol itself. The central research question guiding the study is: What core and emerging competences should define the professional profile of inclusive education professionals in contemporary European education systems? This question reflects the need to revisit existing competence frameworks in light of significant changes in European and international educational contexts, including increasing learner diversity, expanded inclusion agendas across educational sectors, digitalisation of teaching and learning, and growing attention to wellbeing and mental health. The paper is situated within a theoretical framework of inclusive education as a rights-based, systemic, and dynamic process. Inclusion is conceptualised as extending beyond individual learner support to encompass institutional cultures, inter-professional collaboration, and policy-level action. The competence concept is understood as an integrated combination of knowledge, skills, attitudes, and professional values, aligned with competence-based approaches to professional learning and teacher education widely adopted across Europe. This framework draws on international human rights instruments, particularly the UN Convention on the Rights of Persons with Disabilities, as well as European policy commitments to equity, participation, and lifelong learning. From a methodological perspective, the study employed an international e-Delphi design involving experts from multiple European countries and diverse professional roles, including researchers, teacher educators, policy representatives, and practitioners from different educational sectors. The Delphi process consisted of multiple iterative rounds combining quantitative rating of competence statements with qualitative feedback. Participants evaluated the relevance of proposed competences using a nine-point scale, with consensus determined through predefined statistical criteria based on median scores and interquartile ranges. Levels of agreement across rounds were examined using Kendall’s coefficient of concordance, while qualitative comments were analysed thematically to identify emerging themes and areas of conceptual refinement. The paper presentation foregrounds the results of the Delphi process, presenting the final set of agreed competence domains and highlighting key areas of continuity and change compared to the original European Profile. Particular emphasis is placed on competence areas that gained strong consensus across countries, as well as on newly articulated or substantially strengthened domains. These include working systemically for inclusion, addressing learner and professional wellbeing, responding to digital transformation including the use of AI, and extending the competence profile to contexts such as higher education and lifelong learning. The intended purpose of the presentation is to contribute to international scholarly and professional debates on inclusive education by offering an empirically grounded, consensus-based competence framework with clear European relevance. The paper aims to demonstrate how international expert agreement can support shared reference points for professional development while remaining sensitive to national and local contexts. By presenting results derived from cross-national collaboration, the paper highlights both common priorities and contextual diversity in understandings of inclusive professionalism, thereby supporting future research, policy development, and professional learning initiatives at European and international levels. Methodology, Methods, Research Instruments or Sources Used The study employed an international e-Delphi methodology to establish expert consensus on the professional competences required for inclusive education professionals in contemporary European contexts. The Delphi method was selected due to its suitability for systematically synthesising expert judgement across countries and professional systems, while allowing iterative refinement of complex constructs such as professional competences. An international expert panel was recruited using purposive sampling to ensure broad representation across European regions, professional roles, and educational sectors. Participants included researchers in inclusive education, teacher educators, policy actors, and experienced practitioners working in primary, secondary, higher, and lifelong learning contexts. Experts were invited based on their demonstrated expertise through professional roles, research, or policy involvement in inclusive education. All rounds were conducted online to facilitate international participation. The e-Delphi process consisted of three iterative rounds. In Round 1, participants reviewed and commented on an initial set of competence domains and statements derived from the original European Profile for Inclusive Education Professionals and a targeted review of recent European and international policy and research literature. Participants provided qualitative feedback and suggestions for additions, modifications, and emerging competence areas. These data were analysed thematically and used to refine and expand the competence framework. In Rounds 2 and 3, participants rated the relevance of the revised competence statements using a nine-point Likert-type scale, where higher scores indicated greater perceived importance for inclusive education professionals. Quantitative consensus was assessed using predefined statistical criteria, with inclusion consensus defined by a median score of seven or higher and an interquartile range of two or less. Items with low median scores were considered for exclusion, while items not meeting consensus criteria were revised and re-rated in subsequent rounds. To examine the degree of agreement among experts, Kendall’s coefficient of concordance was calculated across rating rounds. Qualitative comments from Rounds 2 and 3 were again analysed thematically to support interpretation of quantitative findings and to clarify areas of disagreement or conceptual ambiguity. The primary data sources for the study consisted of expert ratings and open-ended textual responses collected through secure online survey instruments. Together, these quantitative and qualitative data provided a robust basis for identifying consensus-based competence domains and for capturing emerging priorities across European inclusive education contexts. Conclusions, Expected Outcomes or Findings The findings of this study demonstrate a high level of international consensus on the core professional competences required for inclusive education professionals across diverse European contexts. The e-Delphi process resulted in a refined and updated competence profile that both confirms the continued relevance of the original European Profile for Inclusive Education Professionals and extends it in response to contemporary educational challenges. Across countries and professional roles, experts showed strong agreement on the importance of competences related to valuing learner diversity, collaborative practice, and professional responsibility for inclusive learning environments. At the same time, the study identified significant shifts in emphasis that reflect current European and international developments in inclusive education. Notably, competences related to working systemically for inclusion, engaging with policy and institutional structures, and contributing to whole-system change achieved strong consensus. This indicates a shared understanding that inclusive education professionals require capabilities that extend beyond classroom-level practice. The updated profile also highlights emerging competence areas that were either absent or less explicit in the original framework. These include addressing learner and professional wellbeing, responding critically and ethically to digitalisation and the use of AI in education, and applying inclusive principles across a wider range of educational contexts, including higher education and lifelong learning. The consensus achieved across multiple European regions suggests that these areas represent common priorities rather than context-specific concerns. Overall, the study provides a robust, empirically grounded competence framework that can serve as a shared European reference point for research, professional education, and policy development. The findings underline the value of international consensus-building approaches for supporting coherence in inclusive education while respecting contextual diversity. The updated competence profile is expected to inform future curriculum design, professional development initiatives, and comparative research, thereby contributing to the sustainable advancement of inclusive education across Europe and beyond.
