Paper A Language Policy Analysis of Multilingualism and Language Pedagogy as ‘Umbrella Terms’ in the Curriculum of Teacher Induction University of Duisburg-Essen, Germany Presenting Author:In reaction to linguistic inequality relating to multilingualism in Germany’s education system, language pedagogy has become a key component of teacher education in some federal states (Berkel-Otto et al. 2021). While scholarly work on multilingualism in education has brought forward numerous pedagogical approaches, studies show that concepts are not equally implemented in teacher education and school practice (Putjata et al. 2022). However, multilingual learners can only benefit from improved teacher education, if teachers apply what they learned in theory to their teaching practice. Thus, teacher induction holds an enormous potential to bridge theory and practice. Teacher induction in Germany is organised by the federal states. To obtain an official teaching certificate, teachers need two academic degrees (undergraduate and postgraduate) as well as a teaching degree after 1.5 years of induction. Throughout the induction phase, pre-service teachers teach at a school part-time and attend several weekly seminars at regional teacher induction centres (IC) (König 2013). They are guided by mentors at the school as well as by teacher educators at the IC. Compared to other countries, ICs as institutions and the overall complex structure of teacher induction in Germany can be described as rather unique (Abs & Anderson-Park 2014). Regrettably, there is hardly any empirical research on language education and multilingual pedagogy as a content area of teacher induction in Germany (Böning 2023). The research project presented in this paper addresses this desideratum in connection to language pedagogy, asking the following research questions:
Employing a “top-down” research strategy, teacher induction’s curriculum in Germany’s federal state North-Rhine-Westphalia (NRW) and the process of implementation were analysed. In academic teacher education as well as in practical induction, learning about (teaching in) linguistically diverse learner groups is part of the mandatory curriculum. Thus, the federal state’s curriculum is regarded as the curricular macro level and the starting point of analysis. On a meso level, IC’s training plans have been analysed. On a meso level also, interviews were conducted with experts from the field, focusing on institutional knowledge, the conceptualization of multilingual learners and language pedagogy. On a micro level, a survey was carried out with teacher educators to gain a representative picture of how the curriculum is interpreted. The “top-down” research approach of the project is supported by curriculum theory of the intended, implemented and achieved curriculum and its interconnectedness on different levels (macro, meso and micro) (van der Akker et al. 2010). In addition, the linguistic perspective is based on theory on language policy in society and education with a critical focus on language norms and linguistic equality (Johnson 2013). The overall data speak for a consistent implementation of language education as a subject area of teacher induction in NRW on all analysed levels. However, didactical approaches and methods are oriented towards educational demands of teaching and supporting academic linguistic register of German (such as linguistically responsive teaching and scaffolding). Even though embracing multilingualism and supporting linguistic diversity as a learning objective is a consistent part of the curriculum, multilingual pedagogy is not considered a common-sense strategy of teaching. The paper will present the results more detailed and discuss them, considering complex curricular dynamics within teacher induction and relating them to academic teacher education as well as international contexts. Methodology, Methods, Research Instruments or Sources Used The project follows different levels of the teacher education induction phase (macro to micro), alongside the curriculum implementation process (intended to implemented) in a mixed-methods design. While the research strategy is “top-down”, the process of curriculum implementation is regarded as a complex process. Research phase one (intended curriculum): The core curriculum for teacher induction in the federal state of NRW (macro level) as well as training plans of 30 out of 33 IC (meso level) which were available open access were collected (814 documents with 1.250.000 words). The corpus includes training plans of all school subjects and school types. They were analysed with the help of summative content analysis (Hsieh & Shannon 2005) and a digital tool for data analysis, MaxQDA (VERBI 2022). Research phase two (intended/ implemented curriculum): 13 semi-structured expert interviews were conducted with senior teacher educators from the ICs that are involved in management and planning of teacher induction but also teach seminars for pre-service teachers (meso level). Two experts that participated in the interviews are in charge of teacher education of middle school teachers, two for vocational schools, six for primary schools and three for high schools. The data was analysed using qualitative content analysis (Kuckartz & Rädiker 2022) and a digital tool for data analysis, MaxQDA (VERBI 2022). Research phase three (implemented curriculum): A questionnaire was distributed to all available teacher educators (meso/ micro level) by official gatekeepers. Out of 1250 teacher educators, 217 completed the questionnaire (17.4%). Teacher educators who participated in the survey come from all school types and subjects. The majority of the sample consists of teacher educators who are working with pre-service teachers for high schools (47.5%), 18.0% are working with pre-service teachers for middle schools, 14.7% for primary schools and 10.1% for special education. The data was analysed statistically, using descriptive and regression analysis. Conclusions, Expected Outcomes or Findings The overall data speak for a consistent implementation of language education as a subject area of teacher induction on all analysed levels. The core curriculum uses wide and open concepts such as ‘multilingualism’ that are ambiguous and leave room for interpretation and elaboration. What is intended in the core curriculum on a federal state level concerning multilingual pedagogy (e.g. considering linguistic development in German and language education in every subject) is implemented in the IC’s training plans and the course design by teacher educators. Alongside the process of implementation, a focus on specific didactical approaches and methods of teaching was revealed. This institutional ‘canon’ of linguistic pedagogy appears rather selective when comparing it to the wide range of options of concepts that are available in scholarly work (García & Flores 2012). While multilingualism as a mainstream characteristic of learning groups is prevalent in the training plans and described as normal by the experts, it is not self-evident as a learning objective of pedagogy. Instead, didactical approaches and methods are oriented towards educational demands of teaching and monolingual norms that go with a specific academic or technical linguistic register of German (such as linguistically responsive teaching and scaffolding). More specifically, selective institutional knowledge about multilingualism, pedagogical approaches and its aims seem to have an effect on how the curriculum is interpreted and put into practice, excluding a way of holistic interpretation of the intended curriculum. Furthermore, the results illustrate the interconnectedness of agency of specific stakeholders within the system that have multiple dependencies and needs. The paper will present complex policy dynamics in more detail and discuss teacher education in multilingual societies at the interface of theory and (school) practice, also considering studies on academic teacher education in this content area as well as teacher education in international contexts. Paper Turning the Tide in the Reading Crisis with ‘Rich Texts’. Insights Form a Collaborative Design Research Project in The Netherlands Universiteit van Amsterdam, Netherlands, The Presenting Author:The reading skills of young people across Europe are declining (OECD, 2023). This trend is also evident in the Netherlands, where both reading proficiency and enjoyment of reading among children and adolescents have decreased. (Swart et al., 2023). People who struggle with reading face significant disadvantages in our society. Adults with low literacy tend to earn less, experience poorer health, and have shorter life expectancy than those with proficient reading skills. As reading difficulties increase throughout the education system, society as a whole bears the consequences. One reason cited for the Dutch reading crisis is that language teaching in Dutch schools has become increasingly fragmented into separate components that are disconnected from other subjects (Van Koeven & Smits, 2022). Dutch teaching methods use adapted texts that have been simplified, resulting in an impoverished context and a limited vocabulary (Houtveen et al. 2012). A promising educational approach to turn the tide in the reading crisis is to work with so-called rich texts. Rich texts contain rich language, are authentic, are of high quality, and encourage reflection and interaction (Burki et al., 2023). They stimulate the reader's imagination and curiosity. Rich texts are authentic and unadapted texts from outside the classroom, such as children's books and newspaper articles (Berardo, 2006; May et al., 2023). From previous research, we know that reading (aloud) and discussing rich texts in the classroom can improve students' reading comprehension (May et al., 2023). Previous research has shown that weak readers are often offered simplified and impoverished texts, whereas they would in fact benefit from reading rich texts with appropriate support (Brown et al., 2018). However, Dutch teachers are generally not accustomed to using rich texts in their instruction, and it remains unclear what teachers and schools need in order to effectively design reading instruction based on rich texts. We also know little about how working with rich texts in reading education contributes to the reading skills, reading motivation, and reading enjoyment of students. The research discussed in this article aims to fill this knowledge gap. The first research aim was to asses the experienced benefits for students of a rich-text-based reading approach in terms of reading skills, reading motivation, and reading enjoyment. The second aim of the research was also to gain insight into teachers' sense of competence in working with rich texts, the bottlenecks they experience and what they need in order to use rich texts in their teaching. This contribution discusses a three-year collaborative design research, in which researchers and teachers worked together to develop, implement, and evaluate rich-text reading approaches in five Dutch primary schools. Data were collected through open classroom observations, student interviews, and teacher interviews. The results show that both teachers and students experience positive outcomes in reading skills, reading motivation and reading enjoyment by a rich-text reading approach. Furthermore, the study revealed a number of challenges and enabling conditions at the school level that influence the successful implementation of working with rich texts in reading instruction. One challenge, for example, is that preparing lessons with rich texts is relatively time-consuming, because there is less reliance on teaching methods. Methodology, Methods, Research Instruments or Sources Used This research was conducted in the context of ERLA (Educational Research Lab Amsterdam), a partnership between primary school boards and the knowledge institutes University of Amsterdam, Kohnstamm Institute and Amsterdam University of Applied Sciences (www.woa-amsterdam.nl). In this lab, teachers and researchers conduct practice-based research into issues related to equity and diversity that arise directly from educational practice. This contribution is based on a three-year collaborative design research project (McKenny & Reeves, 2018) called ‘Reading with understanding and engagement’ (2023-2026). Within this project researchers and teachers collaborated to develop, implement, evaluate and refine approaches using rich texts in primary schools. Joint meetings were held in which there was room for professionalization of teachers, exchange, development and evaluation of approaches, using the cycle of practical research developed by Van der Donk & Van Lanen (2012). During the project period, primary schools (N=5) implemented the developed reading approaches at their own pace and in line with the contextual conditions of the schools. The current contribution is based on the first round of data collection (spring 2025). Data were collected through open classroom observations in al the participating schools, student interviews (N = 56), and teacher interviews (N = 14). Six lessons on the five schools were observed during the approaches in action. During the observations in six lessons on five schools, both teacher behaviour and student behaviour were examined. Notes were taken using four different indicators: teacher behaviour, student behaviour, teacher words and student words. Directly after the observations students were interviewed in small focus groups. The students were asked about their experiences with the reading approach and the benefits they experienced from working with rich texts. The teachers were also interviewed about their experiences with the reading approach and the benefits and challenges they experienced when working with rich texts. Both the teacher and the student interviews were semi-structured using an interview guide and were conducted in small focus groups. The interviews were transcribed and, together with the observation notes, analyzed using content analysis (Miles & Huberman, 1994). Conclusions, Expected Outcomes or Findings The results show that both teachers and students experience positive outcomes in reading skills, reading motivation and reading enjoyment when working with rich texts. Teachers note that this approach makes it possible to better support both weak and strong readers. Students particularly mentioned learning new words (pronunciation, spelling and meaning) and an increase in knowledge as important benefits. All schools mention working with rich texts within a thematic approach as the most important mechanism for success. Rich texts are perceived by teachers as particularly effective when they are presented within a thematic context that has been worked on for several weeks. Theme-based education is seen as essential, because knowledge and vocabulary are better retained when concepts recur in multiple contexts. Teachers emphasize that a logical structure of activities and substantive knowledge is a prerequisite for working successfully with rich texts. At the same time, this approach demands a lot from teachers' skills, such as coming up with meaningful questions for texts and scaffolding weak readers. Finding suitable texts and preparing lessons also takes a lot of time, because there is less reliance on teaching methods. Professionalization, collaboration within schools and a clear reading policy with fixed routines and support from school leaders are crucial. In order to share insights from the research with other practitioners, teachers and researchers developed two practical publications. One is a roadmap that can be used at school level to implement working with rich texts school-wide; the other is a guide for teachers that supports them in using rich texts in their reading instruction. Paper Knowing and Acting in Educational Transitions: Professional Competence in the Transition of Hospital School Education- Processes 1: Universität Klagenfurt, Austria; 2: University of Education Salzburg, Austria; 3: University of Education Ludwigsburg, Germany; 4: Carl von Ossietzky University Oldenburg, Germany; 5: University of Education Luzern, Switzerland Presenting Author:Children and adolescents with chronic or severe illnesses occupy a particularly vulnerable position within educational systems, as their right to education is repeatedly challenged by prolonged absences, medical treatment, and psychosocial strain. Hospital school education responds to this tension by creating pedagogical spaces at the intersection of schooling, medicine, and care. Within these spaces, teachers are confronted with complex and often uncertain situations in which pedagogical action must be continuously negotiated under conditions of emotional strain, institutional fragmentation, and shifting responsibilities (Fesch & Müller, 2014; Bakels, 2020). In this sense, hospital schools can be understood as socially condensed sites in which broader societal transformations—such as changing conditions of knowledge production, blurred institutional boundaries, and increasing demands for context-sensitive professional action—become particularly visible. In this context, educational transitions—from illness to hospital schooling to reintegration into mainstream schools—emerge as critical situations of professional knowing and acting. The study presented here aims to reconstruct the competence requirements that shape pedagogical action in transitional educational contexts such as hospital schooling and to analyse how different forms of professional knowledge are mobilised, negotiated, and transformed into situated action. To address this aim, the study draws on an integrated theoretical framework that combines a competence-theoretical perspective with German-language curriculum theory. The COACTIV model of professional competence serves as a heuristic structure for systematically analysing professional knowledge, beliefs, motivational orientations, and self-regulatory capacities as interrelated dimensions of pedagogical professionalism (Baumert & Kunter, 2006; 2011). This competence-oriented perspective is complemented by a curriculum-theoretical understanding of professional action as a fundamentally reflexive process in which pedagogical responsibility, judgement, and meaning are continuously negotiated in relation to concrete situations (Hopmann, 2007; Künzli et al., 2013). From this combined perspective, hospital school education emerges as a paradigmatic transitional context in which educational action unfolds under conditions of institutional overlap, uncertainty, and vulnerability, making the reflexive connection between knowing and acting a central requirement of professional competence. Methodology, Methods, Research Instruments or Sources Used A convergent mixed-methods design was employed (Creswell & Plano Clark, 2018), integrating qualitative and quantitative data from Germany, Austria, and Switzerland: The empirical basis consists of three interconnected strands: (1) a quantitative online survey of teachers working in hospital school settings, including open-ended responses; (2) semi-structured interviews with hospital school teachers; and (3) expert interviews with school administrators and other key stakeholders involved in transition processes. In addition, a document analysis of university curricula and continuing professional development programmes was conducted to contextualise professional learning opportunities. Quantitative data provide insights into generalisable patterns of perceived competence requirements and transition-related challenges, while qualitative data capture contextualised experiences, interpretative practices, and decision-making processes. Qualitative data were analysed using thematic and qualitative content analysis, supported by multiple coding and consensual validation procedures (Mayring, 2022). Quantitative and qualitative findings were first analysed independently and subsequently integrated to identify convergent and complementary patterns. The COACTIV model served as an analytical frame to relate dispositional professional knowledge and orientations to situational demands of pedagogical action, particularly in moments of transition between hospital schooling and home schools. This perspective is further informed by integrative competence approaches that conceptualise competence as a continuum between dispositions and performance (Blömeke et al., 2015). Conclusions, Expected Outcomes or Findings The findings reveal a differentiated profile of professional competence requirements in hospital school education, with educational transitions emerging as key sites of knowing and acting, consistent with international research on hospital pedagogy as a distinct and under-theorised professional field (Ávalos & Fernández, 2021; Elbracht et al., 2023). While subject-related and pedagogical knowledge largely correspond to general teacher education, specific emphases become visible in relation to transition-oriented diagnostics, adaptive instructional planning, communication with home schools, and coordination within multi-professional networks. Across data sources, a persistent knowledge–action gap is evident. Although relevant professional knowledge and inclusive orientations are widely articulated, their translation into situational pedagogical decision-making during transitions remains fragile and highly contingent. Teachers act as boundary workers who translate between educational, medical, and organisational logics while negotiating expectations, responsibilities, and notions of belonging with students, families, and home schools. This finding resonates with research highlighting the situated and contingent nature of professional judgement in complex educational settings (Blömeke et al., 2015; Bakels, 2020). Professional competence in hospital school education is fundamentally transitional: it is shaped, tested, and enacted in situations of dire straits and change. By foregrounding transitions as central to professional action, the study contributes to current debates on knowing and acting in education research under changing conditions and highlights the importance of competence-oriented perspectives that acknowledge uncertainty, responsibility, and relational work.
