Paper Addressing Equity and Diversity in Initial Teacher Education: A study of policies and practices in Portugal University of Minho, Portugal - Research Centre on Child Studies Presenting Author:Increasing cultural diversity and persistent educational inequalities have, in recent decades, posed significant challenges for European education systems. In Portugal, schools now frequently enrol students representing more than twenty nationalities, necessitating a reconsideration of teacher education models to address the needs of an increasingly heterogeneous society (Beardsley & Teitel, 2004). This diversity is closely linked to social inequalities that influence both access to and success in education, underscoring the need for initial teacher education curricula that explicitly address equity and diversity (Grudnoff et al., 2017). Cochran-Smith et al. (2022) contend that prioritising equity in teacher preparation is both essential and overdue. Conversely Grudnoff et al. (2017) assert that teacher education grounded in social justice should provide future teachers with the knowledge and skills to critically examine school structures and implement pedagogies oriented toward equity, thereby improving learning opportunities and outcomes for diverse students, particularly those historically marginalised by the education system. Yet, equity has become a dominant rhetorical theme in the field of teacher education (Cochran-Smith et al., 2022). The analysis of curricula in several countries reveals that the inclusion of these dimensions is residual or dependent on the individual initiative of teacher educators (Arsal, 2015; Weerasinghe et al., 2024). Even in programmes that include diversity as a theme, it tends to appear disconnected from issues of inequality and the need to reconfigure pedagogical practices (Beardsley & Teitel, 2004). In the Portuguese context, teachers are generally highly qualified and demonstrate a strong commitment to inclusive education; however, initial teacher education does not adequately prepare them to address diversity and equity (OECD, 2022). This gap is particularly pronounced given ongoing teacher shortages and multiple initiatives related to the curriculum reform (DL55/2018), assessment practices, and inclusive education (DL 54/2018). This paper draws on data from a broader European Erasmus+ project. National Policies documents, as well as, initial teacher education curricula and practices were analysed. It explores how equity and diversity are addressed within Portuguese initial teacher education programmes. Findings indicate the need to adapt pedagogical practices to diverse school contexts, integrate practical experiences with theory-informed and reflective approaches, and provide institutional support and targeted professional development focused on equity and diversity. Methodology, Methods, Research Instruments or Sources Used This study is part of a broader European Erasmus+ project aimed at establishing a European network to support the professional development of teacher educators in addressing issues of equity and diversity. The project adopts a mixed-methods approach, combining quantitative and qualitative research to explore the professional learning needs of teacher educators in higher education and school contexts within the network (e.g., Czerniawski et al., 2017, 2023; MacPhail et al., 2019). The research was developed over three phases. At the macro-level, legislation from 2007 to 2024 was analysed to identify references to diversity and equity. At the meso-level, higher education institutions and their initial teacher education programmes were mapped. Content analysis included learning objectives, outcomes, content, and bibliography. At the micro-level, questionnaires with 126 pre-service teachers were applied, and thematic content analysis was conducted on focus groups with pre-service teachers and teacher educators to examine pedagogical perspectives and practices. The paper reports on data from macro and meso-level analysis and from two focus group conducted in the micro-level phase, which involved six pre-service teachers and eight teacher educators. The pre-service teachers were predominantly female (four out of six), aged 26 to 37, and studied History, Portuguese Language, and Philosophy at secondary and primary education levels. The teacher educators' focus groups were gender balanced, including four males and four females, aged 48 to 65, with teaching experience across pre-school, primary, and secondary education initial teacher education programmes. A semi-structured discussion guide was used to explore participants’ perceptions of equity and diversity in initial teacher education. All ethics procedures were followed, including getting ethics committee approval, written consent, and assuring privacy and the right to withdraw. The focus groups met on Zoom and were transcribed verbatim. An initial coding framework was developed inductively from the data, allowing themes to emerge from participants’ accounts. Coding was performed by one researcher and subsequently reviewed by two additional team members, with discrepancies discussed collectively to ensure analytical consistency and credibility. Conclusions, Expected Outcomes or Findings Findings from macro and meso-level analysis reveal significant gaps and inconsistencies, underscoring the need for systematic integration of equity and diversity to foster equitable and inclusive teaching practices. In turn, focus group analysis revealed complementary yet distinct perspectives between pre-service teachers and teacher educators across pedagogical practices, teacher education, and institutional evaluation. Pre-service teachers reported that their main challenge is quickly adapting pedagogical practices to the diverse realities of schools. They also highlighted the need for more specific, practical and theoretical training and called for greater integration of key concepts throughout their teacher education. Teacher educators noted that more time is needed to apply and develop inclusive practices and recognised the lack of specific training in most curricula. They emphasised the need for stronger institutional support and continuous professional development programmes focused on equity and diversity. Furthermore, they observed that issues of equity and diversity are addressed inadequately and insufficiently, often responding reactively to contextual needs rather than following a clear, intentional programme. These findings suggest a need for a more deliberate and coordinated approach in teacher education. In this perspective, making equity, but also diversity a “centrepiece of initial teacher education” (Cochran-Smith at al., 2016, p. 67) requires teacher education programmes to adopt a systematic and intentional focus on equity and diversity, ensuring that these principles are embedded throughout the curriculum. Furthermore, fostering institutional commitment is crucial, with a culture of collaboration among teacher educators to facilitate the sharing of effective practices and to promote a more integrated and impactful approach. Finally, the implementation of innovative and inclusive teaching methods is essential to enhance equity and diversity in classroom settings, ensuring that theoretical knowledge is effectively translated into practical strategies. Paper Bridging Emotion and Agency: The Feelinks Board Game as a Catalyst for Reflective Practice in Teacher Education 1: Hangzhou Normal University, China; 2: Shaoxing University, China Presenting Author:International literature on teacher education increasingly highlights the central role of teacher agency—the capacity of educators to act purposefully and reflexively in pedagogical contexts. A vital pathway to developing such agency is structured reflection on one’s own past educational experiences. This process enables future teachers to critically examine the foundations of their beliefs and practices, thereby advancing beyond the passive implementation of external curricula toward autonomous, informed pedagogical decision-making. While the importance of reflective practice for fostering agency is widely affirmed, a significant implementation gap persists. Teachers often find their personal, emotionally rich teaching experiences isolated from formal theoretical training. This disconnect, wherein experience remains either privatized as anecdote or overshadowed by decontextualized theory, can inhibit the development of a coherent and agential professional identity, limiting transformative classroom engagement. To address this gap, this study is grounded in Zembylas's theorization of emotion as a socially constituted and politically charged medium—one that actively shapes pedagogical relations and professional identity formation. Within this framework, affect is not a private internal state but a dynamic interface through which personal experience and social structures converge, thereby mediating the very construction of teacher agency. Agency, accordingly, is conceptualized not as a static attribute but as an emergent capacity that is continually realized and negotiated through reflective, affective engagement with one’s lived history and the normative demands of teaching. Building upon this affective perspective, the study further draws on the tripartite ecological model of agency—comprising iterational (past-oriented), projective (future-oriented), and practical-evaluative (present-oriented) dimensions—as advanced by Emirbayer & Mische and applied in educational research by Biesta et al. This framework accordingly guides the investigation towards how agency is manifested and developed across its three dimensions through participation in the Feelinks game and through what core affective-pedagogical mechanisms such development is activated and sustained. The research ultimately aims to elucidate how experiential, affectively mediated learning can be translated into the cultivation of more purposeful, reflexive, and empowered teacher agency. To translate this integrated theoretical perspective into practice, this study employs Feelinks, a creative purpose-designed emotion-themed board game, as an intervention tool. The game operationalizes the interplay between affect and agency by engaging participants around four thematic scenarios: 1) Authority, Rules, and Public Life; 2) Learning, Confidence, and Growth; 3) Peer Relationships: Bullying and Friendship; and 4) Adolescence, Sex/Gender, and Love. Each scenario elicits emotional responses across the positive-negative-neutral spectrum, establishing a structured yet open environment for affective exploration. Through gameplay, Feelinks functions as a mechanism for affective mobilization, enabling teachers to safely embody and examine the emotional dimensions of educational situations. The process facilitates what can be termed an "experience-recognition-agency" loop: personal emotional reactions (experience) are named and shared within the group (recognition), which in turn supports teachers in consciously envisioning how such affective awareness could inform their future teaching practice (agency). Crucially, this process engages not only positive emotions like joy and solidarity but also negotiates negative and neutral affects—such as anxiety or ambivalence—transforming them from private impediments into shared subjects of professional inquiry. Analytically, the study investigates how gameplay generates distinct affective-discursive patterns and how these patterns activate and interconnect the iterational, projective, and practical-evaluative dimensions of teacher agency. By grounding the intervention in Zembylas’s affective theory and the tripartite agency model, the research aims to foster an embodied, critical, and reflective teacher agency, simultaneously enhancing pedagogical participation and co-constructing more reflexive and supportive learning environments. Methodology, Methods, Research Instruments or Sources Used This study adopts a qualitative research design to investigate how emotion serves as a medium for activating teacher agency. The empirical data are derived from semi-structured written reports completed by 28 normal university students across 5 different majors following their participation in the Feelinks board game during university sessions, supplemented by in-depth interviews with 6 selected student participants. The primary data sources consist of these written reflections and audio-recorded interview transcripts. All data were collected with informed consent; interviews were transcribed verbatim for detailed analysis. The written reports provided immediate, structured feedback on the participants’ experiential engagement with the game. Thematic analysis was conducted to examine the processes through which emotion mediates the development of teacher agency. The analysis proceeded through inductive, data-driven coding to identify recurring patterns and salient themes related to emotional resonance, reflective insight, and the construction of agentic pedagogical identity within the participants’ accounts. Conclusions, Expected Outcomes or Findings This study is expected to demonstrate that the Feelinks intervention provides a viable pathway to bridge the persistent gap between teachers’ personal emotional histories and their professional agency. Rather than viewing reflection as a primarily cognitive process, the outcomes will likely illustrate how structured affective engagement can serve as a powerful catalyst for professional development. It is anticipated that the research will reveal the "experience-recognition-agency" mechanism in action, showing how the collective interpretation of emotions within gameplay transforms isolated personal feelings into shared professional insights. The findings are expected to contribute an expanded, more nuanced understanding of teacher agency—one that is deeply interwoven with affective experience. Specifically, the study may illuminate how the iterational, projective, and practical-evaluative dimensions of agency are activated through emotional resonance and narrative recalibration. This could challenge existing models of reflective practice by positioning emotion not as a peripheral concern, but as central to the formation of a purposeful and resilient professional identity. Ultimately, the research aims to generate a framework for affective pedagogical design in teacher education. The anticipated results advocate for the intentional creation of curricular spaces where emotion is legitimized as a source of professional knowledge. By documenting how teachers convert emotional insight into pedagogical resourcefulness, the study underscores the transformative potential of aligning felt experience with professional action. Paper Developing Mathematics Skills by Play-based Learning in Early Childhood Education in Zanzibar: Policy and Practice University of Jyvaskyla, Finland Presenting Author:General description on research questions, objectives and theoretical framework The support of developing mathematical skills should already begin in early childhood, because those skills promote other learning areas and lay foundation to future success in mathematics (Mulligan et al., 2020; Parviainen et al., 2024). Therefore, early mathematics education is crucial for a child's overall development (Parviainen et al., 2024). Furthermore, Scalise et al. (2020) states that mathematics is integrated into children’s daily lives. To ensure the positive development of early mathematical skills, interactive, play-based learning is a crucial pedagogical approach for supporting preschool children’s mathematics learning and creativity (Balladares et al., 2023; Vogt et al., 2018). Play-based learning also benefits all children equally, including high performers and those with learning difficulties (Björklund & Palmér, 2020; Scalise et al., 2025). Several other studies have demonstrated a positive impact on children’s academic outcomes through playful pedagogy (e.g, Magnusson & Pramling, 2018). This study is based on Vygotsky’s (1978) sociocultural, socio‑constructivist theory and Freinet’s (1990) concept of “living mathematics” to explain how children learn mathematics through play-based learning. From this perspective, child development is shaped by maturation, social interactions, and cultural and environmental influences, with individual growth closely tied to participation in community activities. Freinet’s approach highlights the importance of integrating mathematics into children’s everyday experiences, allowing them to observe and learn mathematical ideas naturally. Consequently, teachers are expected to create inclusive, supportive learning environments and adapt their practices to children’s diverse needs, levels, and abilities (Balladares et al., 2023; Scalise et al., 2020). Numerous studies emphasise the impact of mastering content and of being creative in selecting play-based activities (Parviainen et al., 2024). Therefore, preschool teachers should be confident in the core areas of early math, including, inter alia, number and operations, such as number sense (quantity, counting, one-to-one correspondence, matching one number to one object, and subitising) (Scalise et al., 2025). In addition, mastering measurement, algebra and patterns, etc. and selecting effective approaches and play activities, focusing on the content (Clement & Sarama, 2021; Shulman, 1986). Furthermore, to utilise interactive activities, appropriate materials, visual aids, manipulatives, scaffolding strategies, and mathematics language and space (Zhang et al., 2023; Parviainen et al., 2024), and involving hands-on learning and active engagement is crucial (Clement & Sarama, 2021; Zhang et al., 2023). The body of literature suggests that strong support for caregivers’ and teachers’ awareness of and use of mathematical language in interactions with babies, toddlers, and preschoolers plays a significant role in promoting math learning among young children (Björklund & Palmér, 2020). Hence, the research suggests that children should be engaged in learning mathematics in their home environments before entering formal schooling (Magnusson & Pramling, 2018; Clement & Sarama, 2021). However, studies show that not every play aims to teach a child a specific topic directly; hence, careful consideration is needed when selecting the type of play. Thus, the current study focuses on play-based learning in mathematics, specifically guided and scaffolded play, planned and selected by the teacher, that develops one of the child's learning skills. And this includes the teacher's supervision of children in a high-quality manner (Magnusson & Pramling, 2018; Scalise et al., 2020). Hence, this research examined teachers’ constructions of meanings about play-based learning in mathematics, teachers’ implementations of mathematics through play-based learning, and the factors shaping mathematics through play in ECE in Zanzibar. The research was interested in the following questions:
Methodology, Methods, Research Instruments or Sources Used Methodology The current study used a qualitative method to gather interview data from participants. Hence, semi-structured interviews were conducted to gain a deeper understanding of the phenomenon. . Thirty-five participants were recruited, including 32 female and 3 male teachers. All teachers were government employees, and five pre-primary government schools were selected. The interviews were face-to-face, conducted in school settings during 2022-2023. Interviews were audio-recorded, ranging from 50 to 60 minutes in length. The recordings were transcribed from Swahili, the participants' native language, and translated into English (Patton, 2015). The ethical consideration The ethical considerations follow closely TENK guidance and take into consideration GDPR regulations. All mandatory consent and information forms are delivered and stored according to JYU's demands. Data analysis The current research analysis was conducted manually using problem-driven content analysis (Krippendorff, 2013). Additionally, the inductive reasoning approach was used to identify meanings and classify meanings to main meanings and finally to thematic categories from the data (Patton, 2015). Hence, the following procedure was followed 1. The 35 teachers' Swahili language interviews were audio-recorded. 2. Then the interviews were carefully transcribed from Swahili into English by the researcher. 3. Third, the official translator from the State University of Zanzibar, who is a native Swahili speaker and proficient in English, cross-checked the translation. 4. Each teacher was assigned a unique identification number, ID 1 to 35, to ensure anonymity. 5. The researcher conducted several thorough readings and re-read the transcribed texts from the early years' teachers multiple times. 6. The meanings were formed at first from verbatim texts. 7. Similar and related meanings were coded and organised to the main meanings by close reading the original text and based on discussion with all researchers. 8. The similar and related main meanings were combined and organised into thematic categories with a similar process. 9. The categories were carefully reviewed to determine whether they are related to the codes and primary data (Patton, 2015). When writing the results, detailed descriptions and supporting quotations are used to assess trustworthiness and credibility, utilising direct quotations from teachers’ verbatim texts focusing on mathematics. Conclusions, Expected Outcomes or Findings 4. Expected outcomes/results The results of this research will be an academic exercise and a tool for bringing about change through action in Zanzibar and beyond, in the education system, by addressing, inter alia, issues in early childhood education, particularly in teaching mathematics through play-based learning. It is an empirical study to assess teachers’ constructions of the meanings of play-based learning in mathematics and the implementation of Mathematics through play-based approaches in ECE in Zanzibar, to support national and international efforts to improve the quality of education. The research can transform the field of pre-primary education by providing insights into strengths, gaps, tensions, and opportunities. Similarly, the change will improve individual teachers' understanding of play-based learning, its practices, and its math skills. Further, it will reduce misconceptions in society about the use of plays, showing that plays are not just ways to waste children's time but rather an approach to teaching and learning. Furthermore, the government and teachers will gain a better understanding of the factors that can enhance the teaching of mathematics through play-based learning, as well as those that can impede it. The main goal is to develop children’s interest in learning mathematics through play-based learning at a very young age and to achieve successful learning. Consequently, teachers feel they are not sufficiently prepared to be able to intervene in cases of gender-based violence at school (Ajduković et al., 2021) or to select the best actions to implement that will result in violence-free contexts. The improvement of education is related to the teacher’s training (Diery et al., 2021) and it is essential for it to be based on scientific evidence (Roca-Campos et al., 2021;Rodríguez-Oramas et al., 2021). The present paper is part of the initial phase of a European project entitled ANONYMIZED (CERV-2022-DAPHNE; 2023–2025), one of whose objectives was to build capacity within the teaching profession. To this end, three teacher education pilot seminars were organised in Spain and Portugal with the aim of co-creating didactic materials to prevent gender-based violence in schools. Universities and teacher education institutions developed these materials for the consortium so that they could become Open Access didactic resources at the European level.The aim of the study was twofold: on the one hand, to analyse how the materials were discussed and dialogically constructed; and on the other hand, to explore the positive implications that dialogue and co-creation had on teachers’ awareness and reflections regarding the co-created materials. The study therefore highlights the importance of co-creation as a relevant approach to be considered in teacher education. Co-creation refers to the elaboration of knowledge with the inclusion of the participants and stakeholders interested in the results. Currently, it is already an essential requirement for research funded by the European Commission (Flecha et al., 2018). Developing teachers’ abilities as agents of inclusion and social justice involves working in collaboration with other stakeholders (Pantić & Florian, 2015). In this sense, several scientific disciplines are already working co-creatively. Different examples can be found in Health Sciences, where, on the one hand, the need for continuous co-creation and stakeholder collaboration is underlined in order to design solutions “with stakeholders and not only for them” (van de Riet et al., 2024, p. 5) and, on the other hand, it is remarked the possible transformative impact of including patients as co-researchers. However, co-creation has not been very present until know in teacher education. In fact, historically, the didactic material has been designed by “educational experts”, without consulting the reality of schools or considering the experience of teachers (ten Dam & Blom, 2006). Although collaborative projects in teacher education have increased in last years (Jarl et al., 2024),we could not find any research that analyses co-creation processes in the development of didactic materials based on scientific evidence of social impact on the prevention of gender-based violence. Additionally, scientific evidence has shown that ensuring the importance of knowledge co-creation has a great impact on education in various educational contexts (Carballido et al., 2024). This paper makes a novel contribution by analysing the co-creation process of didactic material for teacher education in the prevention of gender violence and its positive implications. Methodology, Methods, Research Instruments or Sources Used The study followed the approach of the Communicative Methodology, which is grounded in the egalitarian dialogue between researchers and end-users. The participants of the study consisted of 77 people who took part in the development of online pilot seminars and in the process of co-creation of the didactic materials for the prevention of gender-based violence based on scientific evidence of social impact, including various agents of the educational community: teachers, teacher educators and researchers, among others. Pilot seminars were developed in February 2024 via ZOOM and recorded with the consent of the participants both in Spain and Portugal. The pilot in Portugal included initial and continuous teacher education and the pilot in Spain was on continuous education. The materials co-created in these sessions were subsequently used in training for primary and secondary school teachers. These trainings included three online sessions of 90 min that were held in April and May 2024. Participants were asked to check the material with their own experience in all possible educational aspects. Participants had the opportunity to review the didactic materials throughout the week and were provided with an online form to register their comments if desired. The shared material consisted of, on the one hand, two documents where the first one is about the trainings’ general guidelines and the second one, more specific, is about the orientations of each slide of the presentations. On the other hand, 10 Power Point presentations were shared, 3–4 for each session. At these Power Points different topics related to the scientific evidence of social impact on the preventive socialisation of gender violence were discussed: existing hoaxes in gender violence, open access resources, zero violence brave club, isolating gender violence, among other topics. The participants’ contributions were collected in the same seminars and, for those who wanted or were more comfortable, through an online form for each session. The co-creation process of the pilot seminars was recorded and subsequently transcribed in order to facilitate data analysis. These data were analysed, on the one hand, with the aim of finding out how the co-creation process of didactic materials had developed and, on the other hand, with the purpose of identifying the positive implications that this dialogic process, based on scientific evidence of social impact, between different educational agents had had on the participant teachers. Conclusions, Expected Outcomes or Findings Throughout the sessions, participants actively engaged in the review and improvement of the shared didactic materials. Following their individual analyses and the collective dialogue grounded in the scientific evidence underpinning the materials, participants contributed in multiple ways to their enhancement. These contributions ranged from the identification and correction of minor typographical errors and mistranslations to more substantive suggestions, such as adjustments to the sequencing and timing of specific contents or learning activities. Such recommendations were often informed by participants’ previous professional experience in teacher education and classroom practice, thereby ensuring that the materials were not only theoretically sound but also pedagogically feasible and relevant. The co-creation process of didactic materials for teacher education in the field of gender-based violence prevention resulted in the generation of new applied knowledge. The final version of the materials emerged from a dialogic process in which teachers, teacher educators, and other educational professionals collectively discussed, negotiated, and refined the initial proposals presented to them. This process of dialogue, correction, and proposal-making enabled the transformation of preliminary materials into shared resources that reflected both scientific evidence and practitioners’ experiential knowledge. Furthermore, participation in the pilot seminars fostered meaningful reflection and increased awareness among the teaching staff regarding gender-based violence and its prevention in educational contexts. Engaging in co-creation encouraged participants to critically examine their own assumptions, practices, and responsibilities as educators, thereby contributing to their professional learning and ethical commitment. Findings highlight the importance of incorporating teachers’ voices into the co-creation of didactic materials and the central role of education—specifically teacher education—in the prevention of gender-based violence in schools. Given that teachers are among the primary agents responsible for identifying, addressing, and preventing gender-based violence in educational settings, their active involvement in the development of pedagogical resources is both necessary and highly valuable.
