Paper Leading Applied Learning for Parity of Esteem: Emerging Findings From a Cross-School Intervention in Senior Secondary VET Deakin University, Australia Presenting Author:Parity of esteem remains a persistent challenge in vocational education and training (VET), particularly in senior secondary contexts where vocational/applied pathways are frequently positioned as secondary to academic routes (McGlynn, Rawoelle 2025). In Victoria (Australia), recent reforms to senior secondary and VET provision have increased expectations that schools implement coherent applied learning cultures and pathways that respond to young people’s transitions amid intersecting pressures (economic volatility, post-pandemic disruption, and rising living costs). Yet applied learning is still enacted unevenly across schools and commonly sits within organisational arrangements that reproduce vocational-academic hierarchies. This paper reports emerging empirical findings from the Leading Applied Learning Program, a partnership with the Southern Melbourne Department of Education Jobs, Skills and Pathways team, involving leaders from twenty-five secondary schools. The program is designed as an intervention to advance parity of esteem by strengthening leadership capability, building a shared applied learning pedagogy, and reconfiguring whole-school conditions that influence the legitimacy of applied learning (e.g., staffing, timetabling, curriculum planning routines, recognition practices, and community narratives). Rather than treating parity of esteem as an attitudinal problem solvable through promotional messaging, the study conceptualises esteem as a systemic outcome produced through the organisation of everyday practice: what is valued, resourced, assessed, and publicly recognised. Early program data indicate that parity of esteem is disrupted not only by external perceptions, but by internal school contradictions that position applied learning as “additional” or “residual” work, often vulnerable to timetable compression, staffing instability, and accountability logics privileging academic metrics. Research questions.
Conceptual framework and international dimension. Cultural-Historical Activity Theory (CHAT) (Engestrom, 1987, 2001) is used to analyse applied learning as historically formed and collectively organised across interacting systems (schools, policy, regional partners, community and pathway stakeholders). This enables parity of esteem to be examined as a question of material practice, including contradictions across tools, rules, division of labour, and dominant definitions of “success.” Boundary crossing extends the analysis by examining how leaders coordinate across academic/vocational domains within schools and across school, system, community relationships. Status hierarchies between academic and vocational/applied pathways are a shared concern across many European VET contexts; this paper contributes a transferable intervention logic and contradiction map for parity of esteem work under reform conditions. Methodology, Methods, Research Instruments or Sources Used The study uses an intervention-oriented research design embedded within delivery of the Leading Applied Learning Program. The program combines coaching, collaborative inquiry, and co-design to support leaders to implement whole-school applied learning and to address esteem-related contradictions shaping vocational/applied provision. Participants and setting. Participants are applied learning leaders and school leaders from twenty-five Victorian secondary schools in the Southern Melbourne region, in partnership with a Department of Education team focused on Jobs, Skills and Pathways. The program structure creates a cross-school learning network to enable shared problem analysis, exchange of practices, and iterative tool development. Data sources (current phase). Surveys administered across the professional learning series (baseline and follow-up points) capturing shifts in leaders’ clarity about applied learning pedagogy, confidence to lead implementation, perceived legitimacy/status of applied learning within the school, and reported changes to whole-school practices (e.g., time allocation, staffing stability, recognition and communication practices). Case studies of selected schools drawing on program artefacts (implementation plans, co-designed tools and routines, reflective products, partnership strategies) and follow-up interviews to document enacted change, local adaptations, and persistent contradictions. Analysis. Data are analysed using CHAT-informed activity system mapping to identify contradictions shaping parity of esteem (e.g., policy expectations vs local resources; applied learning pedagogies vs assessment/accountability rules; division of labour tensions around ownership and expertise; competing objects such as compliance, retention, or pathway quality). Boundary-crossing analysis examines coordination across school departments and external stakeholders, and the development of boundary objects (shared templates, routines, narratives, indicators of success) that stabilise applied learning legitimacy. Conclusions, Expected Outcomes or Findings Emerging findings suggest that parity of esteem is advanced when applied learning becomes a legitimate whole-school object supported by coherent leadership practices, stabilised tools, and recognition structures, rather than being positioned as an optional pathway for a subset of students. Four preliminary findings are developing across the dataset: Esteem is organisationally produced. Leaders describe parity of esteem as rising when applied learning is embedded in timetable architecture, staffing stability, shared planning routines, and visible leadership ownership. Conversely, esteem is undermined when applied learning is repeatedly reorganised around short-term staffing fixes or treated as “extra” to the core work of schooling. Contradictions reproduce vocational/academic hierarchies. CHAT mapping highlights persistent contradictions that shape status: accountability measures privileging academic outcomes; curriculum/assessment rules that constrain applied pedagogies; and divisions of labour that isolate applied learning expertise, limiting cross-school coherence. Leadership learning requires boundary crossing, not just training. Leaders identify that legitimising applied learning depends on cross-boundary work: aligning academic and applied domains internally; negotiating shared expectations with system actors; and shifting community narratives of “success” through pathway partnerships and recognition practices. Intervention tools function as boundary objects. Co-designed resources (shared language for applied learning, implementation templates, practice indicators, and partnership routines) are emerging as boundary objects that support coordination and stabilise new meanings of applied learning as rigorous and future-facing. The paper concludes with a scalable model for leading applied learning for parity of esteem, showing how a CHAT-informed intervention can support system alignment and durable practice change in senior secondary VET contexts, with implications for international VET debates about status, governance, and equitable transitions. Paper Ready or Not! School Practices in three VET Programs in Iceland University of Iceland Presenting Author:Approximately 95% of 16-year-olds enroll in upper secondary school in Iceland, but only about 20% initially choose vocational programs. However, 31% of all upper secondary school students are enrolled in vocational programs (Statistics Iceland, 2025). This is lower than the OECD average of 44% (OECD, 2023). Methodology, Methods, Research Instruments or Sources Used The study employed qualitative methods, including participant observations and interviews, across three upper-secondary VET programs in Iceland. A short-term ethnography (Pink & Morgan, 2013) was conducted within all three programs. Participant observations were conducted for approximately 10 school days over a month-long period, per program. The aim was to document evidence of school practices in action and to write field notes on the environment and field discourse. Field notes also included recorded examples (photos and drawings) of observed workstations and teaching methods. Participant observations involved being present for, preferably, the entire school day each time, following students’ daily schedules, and conversing with as many people as possible in the field. Short-term ethnography maintains the ethnographer's firsthand involvement as a core element of how the researcher comes to know about other people's lives and experiences. However, as Pink and Morgan (2013) suggest, short-term ethnography takes a more deliberate, interventionist approach than long-term participant observation and is more theoretically engaged. For example, in this study, students and teachers were asked to demonstrate how they completed tasks or projects they were not currently working on. This could interrupt the usual workflow during the school day. Interviews were conducted with students, teachers, and administrators across the three programs, for a total of 30. In this paper, however, the focus is only on interviews with teachers and administrators (n = 12) and participant observations. The interviews were analyzed using thematic analysis (Braun & Clarke, 2013, 2022). In constructing themes, the data were approached from two different directions. On the one hand, from above, through the lens of Morais and Neves’s (2010) pedagogic practice model. On the other hand, bottom up, not shaped by existing theory (Braun & Clarke, 2013, 2022). Students’ readiness at the start of the studies was estimated using interview data, looking for evidence of: (a) Conceptual knowledge (i.e., did the student know the main concepts and the names of common tools used?), (b) procedural knowledge (i.e., had the student painted a room, done some tiling work or repaired a car?), and (c) dispositional capacities (i.e., did the student know what it meant to be a professional in the field of study?). Conclusions, Expected Outcomes or Findings The study's findings are organized into two main themes. The first theme, Feeling safe in the hands of the master, explores how the school's practices aligned with Morais and Neves's (2010) pedagogic practice model. Although the school's practices differed substantially, they aligned well with the model, with some notable exceptions. This main theme is further divided into four sub-themes to examine the specific differences among the three programs. The first sub-theme, Safe space, examines how the different school practices influenced communication between students and teachers. The second sub-theme, Time-bending and second chances, examines how the programs allow for different types of control over the pacing of learning. The third sub-theme, “I’m in the mood for this right now”, examines how the selection and sequencing of subjects are controlled within the programs. Finally, the fourth sub-theme, Dreadful aesthetics, addresses how the aesthetics part of the studies makes the evaluation criteria less clear to students. The second main theme, Schoolmates are key, explores the importance of student collaboration in navigating school practices. The students relied heavily on one another when interpreting what to do and what was going on day to day, whether in terms of individual tasks or overall school organization. Still, different school practices offered varying opportunities for this to happen. This study contributes to our understanding of how various VET school practices affect different student groups. Paper ***WITHDRAWN*** Assessment Practices in Student Companies promoting Vocational Relevance in Upper Secondary School Western Norway University of Applied Sciences, Norway Presenting Author:This presentation reports on a study examining how assessment is practised when students work with Student Company in both vocational and academic programmes in Norwegian upper secondary education. The Student Company programme is integrated into the subject Entrepreneurship and Business Development and is designed to prepare students for working life, where creativity, collaboration, entrepreneurial mindsets, and interdisciplinary thinking are regarded as essential competences for value creation and societal development. Through the Student Company programme, students gain structured experience with the full cycle of entrepreneurial activity, including establishing, operating, and dissolving their own companies within a single school year. The programme is implemented within the school framework and facilitated in close collaboration with a supervising teacher, who provides pedagogical support and formative guidance throughout the process. It is further organised in partnership with the local business community, thereby bridging theory and practice and offering students a relevant and authentic learning environment. The work is grounded in real-life, practice‑based challenges and follows an exploratory pedagogical approach in which students drive their own learning processes, often supported by external partners and mentors. As Student Company forms part of formal schooling, the assessment of competence developed through this work must comply with national legislation and guidelines for assessment. Teachers frequently find assessment in this context challenging, as there are no specific national guidelines tailored to the Student Company model beyond the general Assessment Regulations in the Norwegian Education Act (§9), which apply to all subjects in the 13‑year education pathway. The aim of this study is therefore to investigate how assessment is carried out within the Student Company programme and to identify which aspects of students’ competences are emphasised in assessment practices. In the Norwegian context, formative assessment is understood as a research‑informed approach designed to integrate assessment into the learning process in ways that promote student agency, enhance learning and motivation. The Assessment Regulations describe the formative assessment as to be an integrated part of the teaching and shall serve to promote learning, increase competence in the subjects, and make the instruction better adapted to each individual learner (Kunnskapsdepartementet, 2020). This reflects a learning view in which assessment is not primarily a mechanism of control, but a pedagogical tool aimed at improving both teaching and students’ learning (Black & Wiliam, 1998; Hattie & Timperley, 2007; Smith et al., 2016; Hattie et al., 2021; Lui & Andrade, 2022). Formative assessment is understood as a continuous process that generates feedback loops supporting further learning. According to Hattie and Timperley (2007), feedback is most effective when it answers three key questions: Where am I going? How am I doing? What are my next steps? This aligns with socio‑cognitive perspectives that emphasise students’ metacognitive awareness and their ability to monitor their own progress (Panadero et al., 2018). Sadler (1989) further argues that self‑regulated learning depends on students’ access to clear goals, an understanding of quality, and strategies for improvement. Formative assessment therefore aims to create a dialogic culture where assessment continuously informs both learning and teaching (Wiliam, 2011; Lui & Andrade, 2022). Formative assessment aligns closely with the aims of the Student Company model because it supports learning processes rather than focusing solely on outcomes; it fosters creativity, practical problem‑solving, teamwork, idea development and interdisciplinary competence; and it enables students to create value through iterative improvement. Previous research on entrepreneurship education has examined assessment practices (Pittaway & Edwards, 2012; Ryen, 2019). In the Norwegian context, several reports and studies indicate that work with Student Companies requires dialogic and process‑oriented assessment within authentic learning processes (Johansen, 2018), and they emphasise students’ self‑assessment as a central mode of assessment (Eide et al., 2018). Methodology, Methods, Research Instruments or Sources Used Data were collected through a survey comprising both open ended and closed questions. The items in the survey were developed based on theoretical concepts related to formative assessment (e.g., Andrade, 2010; Hattie & Timperley, 2007), the requirements for assessment practice set out in the national assessment regulations (ref.) and were contextualised in relation to the activities and aims of the Youth Enterprise programme. The sample consisted of teachers from both vocational and academic programmes in upper secondary education (N = 156). Respondents were recruited from all counties in Norway in collaboration with the organisation Ungt Entreprenørskap Norge. The survey data were analysed using the statistical software JASP, and several statistical analyses were conducted. The open ended responses were analysed qualitatively, where an initial coding of the material formed the basis for developing categories (Kvale & Brinkmann, 2009). As the open ended questions were designed to elaborate on the closed items, the qualitative data were subsequently analysed deductively to connect the findings from the closed and open survey questions. The presentation reports from a preliminary analysis. Conclusions, Expected Outcomes or Findings Assessment of students’ work in a Student Company is important because the programme develops a wide range of competences that extend far beyond producing a product or service. Through this work, students learn to collaborate, communicate professionally, think creatively, solve problems, make decisions and engage in ethical reflection. These abilities are essential both for school-based learning and for future working life, and assessment plays a key role in making this development visible and supporting students’ progression. However, assessment within a Student Company presents particular challenges. Because the Student Company is primarily a teaching method rather than a standalone subject, students’ competence must be assessed in relation to the curriculum objectives of the programme subjects. This creates uncertainty about what, precisely, should be assessed: the quality of the process, the development of ideas, problem-solving strategies, creativity, teamwork, or the final product. Several of the core competences cultivated in a Student Company—such as creativity and innovation—are not accompanied by explicit assessment criteria in the curriculum and are therefore often assessed indirectly or inconsistently. Teachers provide continuous verbal feedback, yet much of the activity occurs in close collaboration within the team, which makes it difficult to identify and assess each individual student’s performance. The learning log therefore becomes an important tool, offering insight into individual contributions that may not be visible during group work. Although the Student Company model offers opportunities for self-assessment, peer assessment and feedback from external mentors, these practices are rarely used in systematic ways. Consequently, assessment is carried out primarily by the teacher. Nevertheless, assessment remains central: it supports motivation, enables students to adjust their work, and contributes to the development of both subject specific and transferable competences. Paper Knowing and Acting: A Cross-Cultural Learning Concept in Junior Companies. Case Studies from Kenya and Ethiopia in Vocational Education and Training 1: Humboldt Universität zu Berlin, Germany; 2: Jimma University, Jimma, Ethiopia Presenting Author:Contemporary society is marked by ecological, political, and economic challenges at local, regional, and global levels. This so-called new normal is frequently conceptualized through the framework of Volatility, Uncertainty, Complexity, and Ambiguity (VUCA). Its underlying drivers include increasing individualization, unrestrained exercises of power, and forms of egoism that may extend to narcissism. At the same time, human beings are not solely autonomous individuals but are inherently and inseparably social actors. While the acquisition of professional competencies remains an essential educational objective (KMK, 2007), addressing the major challenges of the present era requires a stronger emphasis on social responsibility, solidarity, and cooperative practices. The question is: How can we shape vocational education and training in such a way that learners can acquire the skills they need to meet current and future challenges? In this context, we present our model of learning in Junior Companies (Reich, 2003; Tamm & Gramlinger, 2006), which is based on two scientific foundations: the African philosophy of Ubuntu (Maringe, 2022) and socioeconomic education (Tafner, 2019) with an action-oriented teaching and learning model (Albers, 2001). Ubuntu, often described as a form of African humanism (Biney, 2014), is grounded in the understanding that personhood is constituted through relationships and social interaction. This relational conception is succinctly captured in the oft-cited maxim, “A person is a person through other persons” (Mbiti, 1969, 141). Desmond Tutu (1999) similarly places humanity at the centre of Ubuntu philosophy, emphasizing that humaneness, in the Ubuntu sense, emerges only through mutual recognition and appreciation by others. Accordingly, individuals require community in order to realize their full human potential and, at the same time, bear responsibility toward it. Ramose (1999) further elaborates this perspective by arguing that personhood is not an inherent given but a status that must be attained through social integration. In this process, the community assumes a central role as a mediating force that transmits norms and values, thereby catalysing the ongoing development of personality. In this view, Ubuntu challenges the Western philosophical tradition that often elevates individual autonomy above collective well-being, proposing instead that social interdependence is vital to human dignity and fulfilment (Mtebe & Monchena, 2025, 10).
At the same time, this relational ontology reveals clear parallels with the authors’ socio-economic perspective on education, which likewise conceives of individuals as socially embedded subjects whose development is inseparable from communal contexts. According to Tafner (2019), socio-economic education places the human being—embedded within cultural and societal contexts—at its core. From a socioeconomic perspective, economic activities are not viewed exclusively through the lens of academic economics. Instead, a distinction is made between scientific economics and the lifeworld economy. Consequently, social, political, and ethical dimensions are regarded as integral to economic activity and are critically examined in terms of efficiency, responsibility, and meaning. This educational approach advocates for a 'life-serving economy' (Ulrich, 2008), emphasizing both individual responsibility for shaping one’s work and living environment and active integration into economic and societal structures. The collaborative development of this perspective constitutes a central focus of the project and is outlined in this contribution. In doing so, we follow Matthew (2018, 195), who argues “that approaches which conceive of Ubuntu as an unfinished concept—critically reflecting on external influences while engaging with them and advancing the concept independently—are particularly promising”. Methodology, Methods, Research Instruments or Sources Used In this study, Ubuntu is operationalized through the “Rule of Five” (Think, Learn, Connect, Serve, Grow), a praxis-oriented framework aimed at systematically developing relational competencies and moral agency. These capacities are integral to the “I & We paradigm” articulated by Etzioni (1988), which constitutes a foundational reference point for contemporary socio-economic education (Tafner, 2019; Casper & Tafner, 2022). This cross-cultural perspective informs the development of an action-oriented teaching and learning model. Accordingly, this contribution examines in greater detail which pedagogical and didactic frameworks support the implementation of social and action-oriented learning within junior companies in Kenya and Ethiopia, as well as the resources required for their effective realization. To this end, we will examine the circle of complete action according to Volpert (1999) and Hacker (1998), which we consider, in a further developed form, to be fundamental to action-oriented teaching and learning. It is argued that education in the sense of Ubuntu (Armbruster & White, 2021) does not emerge solely from the execution and completion of professionally and socially relevant learning tasks. Rather, the development of professional and social competence requires that learners, as active subjects, possess sufficient justification for their actions (Hartmann & Haseloff, 2024). This, in turn, presupposes the ability to draw upon one’s own practical experiences as well as theoretical concepts of learning (Holzkamp, 1993). Both conditions are facilitated through learning processes embedded in junior companies. Conclusions, Expected Outcomes or Findings By applying this framework to the design and implementation of teaching and learning processes in Junior Companies in East Africa, this contribution illustrates how vocational education and training can move beyond a narrow focus on skills acquisition. Instead, vocational training is conceptualized as a holistic educational process that integrates professional expertise with social and ethical dimensions, as also required in Kenya and Ethiopia (SHE, 2020; TVETA, 2023). Within this framework, the aim is to foster the development of Ubuntu-oriented practitioners—that is, professionals whose technical competencies are intrinsically connected to environmental responsibility, community engagement, and collaborative problem-solving. These integrated capacities are regarded as essential for addressing global megatrends and for redefining professional practice in East Africa in the context of the twenty-first century (Solomon, 2016).
