Paper Measuring Student Agency for Policy and Equity: A Cross-Linguistic Instrument in Estonian Secondary Education Tallinn University, Estonia Presenting Author:Increasingly, student agency is treated not only as an educational ideal but also as a policy goal that education systems are expected to monitor and evaluate (OECD 2019; Estonian Education Strategy 2021-2035). As a human capacity for setting and pursuing self-determined goals through conscious deliberation and attention to “affordances and constraints of the environment” (Priestley et al. 2015), agency can be seen as one of the most important life skills (Erss et al., 2024; Emirbayer and Mische, 1998). However, agency can be supported or thwarted by the resources and social network of children and adolescents, particularly by family and school. This is in line with the socio-cultural, relational and ecological understanding of agency as a capacity that can be achieved by combining individual efforts with available resources and contextual factors (Biesta and Tedder 2007). The achievement of student agency depends on empowering, democratic relationships within society and school (Ratner, 2000), which is why students in different schools and school cultures may perceive their agency differently, regardless of their individual capacities. Previous studies have shown that Estonian students who attended schools shaped by Estonia’s historically language-segregated education system perceived differences in both their capacity for agentic action and in the level of teacher support for their agency (Erss et al., 2024; Erss & Loogma, 2025). This is in line with the findings of the PISA study (Tire et al., 2019), which found that students in Russian instructional language (RIL) schools perceive less support from their teachers, lower school belonging, and more bullying from peers than students in Estonian instructional language (EIL) schools. These differences are unlikely to stem from instructional language itself, but rather from broader cultural and institutional factors, which are likely to persist despite Estonia’s transition to Estonian-language instruction in 2024. Despite the growing prominence of student agency in educational research and policy, there remains a lack of empirically validated measurement instruments that (a) distinguish theoretically meaningful dimensions of agency and (b) function comparably across culturally and linguistically diverse student populations, thereby limiting the validity of policy monitoring and cross-group comparisons. By empirically distinguishing resistant agency from agentic engagement, this study extends existing agency frameworks and challenges deficit-oriented interpretations of student resistance. In a previous attempt to establish a short 12-item student agency scale for secondary school students in Estonia, an instrument was developed that was adapted from the constructs “agentic engagement” (Reeve & Tseng, 2011), resistance to perceived injustice (Engestrom, 2014; Mameli et al., 2019), teacher autonomy support (Reeve & Shin, 2020) and perseverance (Dweck, 2006; Vaughn, 2021). Instead of the four separate factors, which were expected based on theory, this large-scale study (n=9060) established a 3-factor structure for the scale (Erss et al., 2024). The factors were called “student agency” or, in the case of the upper secondary students, ”capacity for agentic behaviour” (Erss & Loogma, 2025). Further, these studies contained the subscales for “teacher agency support” and “perseverance”. During the validation process (by using CFA) a partial metric invariance was established between the Estonian and Russian speaking groups, but scalar invariance failed which is rather typical for large-scale cross-cultural studies, i.e., PISA tests also accept a certain amount of non-invariant or culture-specific items (Kankaraš and Moors, 2014). The current study is seeking answers to the following questions: RQ1: Can an extended student agency scale empirically distinguish between agentic engagement and resistant agency?
Methodology, Methods, Research Instruments or Sources Used The pilot study for developing this instrument was conducted in November and December 2021 online. 30 students from the 11th grade (17-18-year-olds) of several upper secondary schools in Estonia participated in the pilot study, during which four student agency scales were tested (agentic agency, resistant agency, teacher agency support and perseverance). The study also included scales for school climate and perceived justice, as well as items on reasons for school choice, future plans, and achievement, followed by items related to socio-economic background and demographic variables. Scale internal reliability (Cronbach’s α) was calculated. All scales except perseverance (α=0.6) had acceptable or good reliability (α >0.7). An expert panel reviewed the results of this study and decided to rephrase or eliminate some statements that had poorer psychometric properties. The main study contained 17 agency-related items across the four scales; additionally, other scales and single items, including two open-ended questions regarding future plans and the occupation of the parents as part of the socio-economic status (SES) indicators. The main study was conducted in March and April 2022 to assess whether the instrument could support system-level comparisons. The questionnaire was first developed in Estonian and then translated into Russian by a native Russian speaker. Questionnaires were sent online to at least 6 EIL and 4 RIL schools in Tallinn and several small towns in Estonia, including in the predominantly Russian-speaking area in North East Estonia. They were also distributed online through social media, so it is hard to say exactly how many schools participated. 234 students (85 boys and 122 girls, 7 undisclosed) participated from EIL, and 165 (95 girls and 53 boys, 4 undisclosed) from RIL schools. The first step after cleaning the data for entry into the statistical programming language R (version 4.3.3) was to conduct a Principal Component Analysis (PCA) with a Promax rotation to explore the factor structure. A four-factor solution fit the data. After omitting two problematic items with cross-loadings, the structure became cleaner. Next, a multigroup CFA was conducted to confirm the factorial structure. Configural invariance was established, despite the fact that one item (“I never leave a job that I have started unfinished”) was much weaker in the Russian group than in the Estonian group (.28 vs .68). However, even partial metric invariance was not fully supported. Finally, approximate measurement invariance was examined using the alignment method (Asparouhov & Muthén, 2014). Conclusions, Expected Outcomes or Findings The first research question can be answered affirmatively: agentic engagement and resistant agency emerged as separate factors in the extended agency scale, resulting in a theoretically more coherent factor structure. In particular, establishing resistant agency as a distinct construct represents a novel contribution. Resistance in school contexts is often linked to experiences of perceived injustice and power asymmetries. Although CFA established configural invariance and good model fit across groups, full metric invariance was not achieved, a common issue in cross-cultural educational research. According to Welzel et al. (2021), such non-invariance is largely inconsequential for the cross-cultural functioning of multi-item constructs. Following Asparouhov & Muthén (2014), approximate measurement invariance was examined using the alignment method. Alignment identified a limited proportion of non-invariant loadings and intercepts, with the weakest item located in the factor “perseverance”. Given that most parameters were approximately invariant, cross-group comparisons of latent variables could be conducted with caution. Aligned group means indicate that students in RIL schools report slightly higher agentic engagement but lower teacher agency support than students in EIL schools. This may partly reflect gender composition bias in RIL schools; however, lower teacher support may also be a systemic feature of RIL schools as suggested by previous research on Estonian schools (Erss et al., 2024; Erss & Loogma, 2025; Tire et al. 2019). From a policy perspective, the findings highlight both the possibilities and limitations of using student agency measures for system monitoring in linguistically diverse education systems. Paper An Exploration of Bridge Teacher Model in Gifted Education and Education Policy Recommendation Ministry of National Education Türkiye, Turkey (Türkiye) Presenting Author:Educational policies should be evidence-based and contextually responsive in order to ensure equitable access to educational outcomes in a robust and sustainable manner from societal, individual, and economic perspectives. In recent years, scholars and practitioners have increasingly drawn attention to issues of inequality and social justice in gifted education (Chowdhurry, 2017, Sahin, 2025). Gifted individuals and their families often encounter fragmented support systems in which educators, psychologists, health professionals, and researchers operate in isolation from one another. Such fragmentation hinders the effective application of scientific knowledge and limits equal educational opportunities. In contemporary knowledge-based societies, high-quality and equitable education is a fundamental right of citizens and a core responsibility of modern governments (Jahanian et al., 2019). Current conceptions of giftedness emphasize a multidimensional framework that extends beyond cognitive ability to include socio-emotional, contextual, and developmental factors. This broader understanding necessitates the development of new policy instruments that promote interdisciplinary, multidisciplinary, and multi-stakeholder collaboration. Despite the recognized importance of gifted education, teacher training in this field has been largely neglected in most European countries. Scholars argue that a shared terminology, common principles, and agreed-upon professional requirements could enhance coherence and sustainability in gifted education across Europe. Given the substantial variation in gifted education and teacher preparation among European countries, the establishment of common guiding principles, particularly concerning pedagogical approaches and teacher qualifications, has been proposed as a means of supporting the long-term development of gifted learners (Reid & Horvathova, 2016). In Europe, giftedness as a component of national education policy remains a contested topic, as education systems reflect broader philosophical traditions and political priorities (Kerr, 2009). Unlike North America or the Asia-Pacific region, gifted education in Europe has not evolved as a unified academic discipline or policy domain. Instead, efforts have often focused on raising policymakers’ awareness of gifted students’ specific needs and advocating for legislative recognition (Persson, 2009). By contrast, in the United States, gifted education programming standards have been developed through extensive stakeholder engagement and systematic reviews of research and best practices. These standards emphasize student outcomes rather than teacher practices, aligning gifted education with general education standards and providing a research-based foundation for supporting gifted learners across developmental stages. According to the National Association for Gifted Children (NAGC, 2025), emerging professionals in gifted education collaborate in culturally responsive ways with families, educators, service providers, gifted individuals, and community organizations to address diverse learning needs. Against this backdrop, the present study examines the Bridge Teacher Model as a policy proposal aimed at institutionalizing collaboration in gifted education. Bridge teachers are conceptualized as educators equipped with interdisciplinary communication and coordination competencies who facilitate structured collaboration among schools, families, academic institutions, health and counseling services, and local and national authorities. Effective education policy development is typically a systematic, evidence-based process that begins with the clear identification of educational needs and proceeds through agenda setting, policy formulation, adoption, implementation, and continuous evaluation, all of which are shaped by contextual, political, and stakeholder dynamics (Dawson-Amoah, 2023). The Bridge Teacher Model represents a policy-oriented approach to fostering collaborative teaching practices in gifted education by positioning teachers as intermediaries between professionals, administrators, students, and families. This research seeks to address the question: How should the Bridge Teacher Model be designed in gifted education, and what policy recommendations are necessary for its effective implementation? Accordingly, the study aims to analyze the roles of bridge teachers in the education of gifted students through an evidence-based, solution-oriented lens, drawing on school-based, multidisciplinary, and interdisciplinary perspectives to formulate actionable policy recommendations. Methodology, Methods, Research Instruments or Sources Used This study adopted a qualitative research approach to develop an in-depth understanding of how individuals interpret their experiences, construct meaning, and make sense of social phenomena within their professional and personal contexts (Merriam & Tisdell, 2016). A qualitative design was considered particularly appropriate for the aims of this research, as it enabled a comprehensive exploration of stakeholders’ perceptions, experiences, and evaluations of the Bridge Teacher concept in gifted education. The study was structured as a case study, allowing for a contextualized and holistic examination of the perspectives of key stakeholders, including teachers, parents, school administrators, and academics from seven different geographical regions of Türkiye, ensuring a degree of regional diversity within the sample. These stakeholder groups were selected to capture a broad range of perspectives relevant to the implementation and policy implications of the Bridge Teacher Model. Participants were selected using a convenience sampling strategy, defined as the inclusion of individuals who are readily accessible and willing to participate in the research (MacNealy, 1999; Rahi, 2017). Data were collected using open-ended questionnaires developed specifically for this study. The questionnaires were designed to elicit participants’ experiences, perceptions, and recommendations regarding collaboration, interdisciplinary support, and the proposed Bridge Teacher role in gifted education. Separate but thematically aligned questionnaires were prepared for each stakeholder group (school administrators, teachers, parents, and academics) to ensure relevance and clarity. Prior to data collection, the instruments were reviewed by experts in gifted education and qualitative research to enhance content validity.Data were analyzed using content analysis, a systematic technique for identifying patterns, themes, and relationships within qualitative data. This method involves organizing similar data into categories and themes that facilitate interpretation and meaning-making (Yıldırım & Şimşek, 2013). The analysis proceeded through iterative coding, theme development, and thematic refinement. Researcher Role and Trustworthiness The researcher was responsible for all stages of the research process, including research design, development and validation of data collection instruments, data collection, analysis, and interpretation. Throughout the study, the researcher maintained a reflexive and impartial stance to minimize potential bias. To enhance trustworthiness, the data were coded thematically and compared with coding frameworks and thematic structures reported in relevant literature. Credibility and dependability were further supported by accurately representing participants’ views through direct quotations and by systematically documenting analytic decisions. Conclusions, Expected Outcomes or Findings The findings of this study indicate a shared consensus among all stakeholder groups regarding the need for interdisciplinary support in both educational processes and fulfillment of gifted students’ academic, social, artistic, emotional, and psychological needs. Participants consistently emphasized that the proposed Bridge Teacher Model offers a viable response to the fragmentation currently characterizing gifted education. Teachers reported that existing institutional resources are insufficient to create enriched and individualized learning environments, particularly in out-of-school contexts, and highlighted their need for structured collaboration with academic stakeholders. Coordinating schedules between schools, external professionals, and students was described as unmanageable and often associated with additional financial costs. Parents and teachers also underscored the limitations of current support mechanisms in addressing serious socio-emotional and psychological challenges. These accounts reveal critical gaps in institutional capacity to respond to complex student needs. Academics participating in the study similarly stressed that effective gifted education requires systematic collaboration among institutions and experts. They argued that the diverse and multidimensional needs of gifted learners can only be adequately addressed through individualized, expert-informed interventions tailored to each student’s profile. In conclusion, this study identifies a clear need for the institutionalization of the Bridge Teacher Model within gifted education systems and underscores the importance of developing targeted education policies to support its implementation. As a policy instrument, the Bridge Teacher Model holds significant promise for addressing persistent structural deficiencies by formally recognizing a specialized, interdisciplinary teaching role. Through this model, education systems can strengthen collaboration among schools, families, researchers, and external professionals, thereby transforming fragmented support structures into coherent, sustainable, and equitable frameworks for gifted education. Paper ***WITHDRAWN*** Cosmopolitan Nationalism in Russian School Education: A STEM-Focused Analysis, 1992-2025 Technion – Israel Institute of Technology, Israel Presenting Author:The relationship between national education systems and global trends represents a critical tension in contemporary education policy, particularly relevant in the European context, where nations increasingly navigate between international standards and national priorities (Piattoeva et al., 2023). As educational systems worldwide face pressures to simultaneously integrate into global frameworks and preserve distinct national identities, understanding how these seemingly contradictory orientations coexist becomes essential. This study addresses this tension by examining Russia’s school-level educational transformation from 1992 to 2025, offering insights into mechanisms of policy adaptation that extend beyond the Russian case to broader questions of educational sovereignty and international cooperation. This research employs the cosmopolitan nationalism framework (Maxwell et al., 2020; Yemini et al., 2024). The framework suggests that in modern education systems, external and internal policy orientations may coexist and interweave in various ways, recognizing education systems as strategic actors that simultaneously adopt global orientations while reinforcing national identity and interests. Cosmopolitan nationalism captures the paradoxical reality where education systems can simultaneously serve as policy importers and exporters, learning from international ‘best practices’ from different transfer agents while marketing their own approaches as global models. This represents a significant conceptual advance from linear transfer models towards understanding what the authors term ‘multi-directional set of influences that are differently negotiated across different contexts’ (Yemini et al., 2024). The study addresses three interconnected research questions: (1) How has Russia’s educational system evolved along the cosmopolitan-nationalist spectrum from 1992 to 2025, and what factors triggered shifts in orientation? (2) How do cosmopolitan and nationalist orientations manifest within STEM curricula during periods of ideological transformation? (3) What mechanisms enable educational systems to maintain technical legitimacy and international competitiveness while pursuing ideological reorientation toward national sovereignty? Russia presents a critical case that challenges assumptions about the inevitability of educational globalization. The system’s conscious shift from active post-Soviet international engagement to contemporary "educational sovereignty" rhetoric offers a unique opportunity to examine how policy borrowing operates under geopolitical pressure. The study focuses on general trends within Russia’s school-level educational system (1992-2025), with a specific deep dive into STEM education policy (2012-2024), as STEM disciplines represent high-stakes domains where technical standards and national priorities intersect most visibly. This study contributes to international education policy scholarship by demonstrating that "educational sovereignty" need not imply complete isolation, but rather represents strategic compartmentalization where borrowed technical innovations persist as tools for national competitiveness even as broader discourse shifts toward national positioning. Methodology, Methods, Research Instruments or Sources Used This study employs a mixed-methods exploratory sequential design. The research progresses from longitudinal qualitative inquiry into national policy shifts to quantitative validation of current STEM curricula, enabling triangulation of how Russia navigates the tension between global engagement and nationalist objectives. The investigation utilizes a systematically selected corpus of more than 40 documents identified through a three-stage process: core document identification (State Education Standards), referential snowball sampling (by references in documents), and expert-informed supplementation. The final corpus additionally includes official curricula for middle and high school STEM subjects (Physics, Chemistry, Mathematics, Computer Science, and Technology). Document analysis was complemented by nine semi-structured expert interviews conducted in 2024. Participants included members of the Russian Academy of Education, collaborators with international organizations, and former officials of governmental services. The analytical process integrated two complementary approaches. In the qualitative phase, data were analyzed using thematic analysis and abductive coding in MAXQDA. This phase mapped the evolution of Russian policy along the cosmopolitan-nationalist spectrum, identifying the shift from post-Soviet openness to a "sovereign" stance that selectively maintains borrowed practices. In the quantitative phase, systematic content analysis was conducted in RStudio to measure and validate these discourse patterns. Using a custom pattern-matching approach with regular expressions, we quantified the density of cosmopolitan rhetoric (e.g., global ecological concerns) versus nationalistic rhetoric (e.g., strategic technological sovereignty) across the corpus. For each match, we analyzed a 50-character context window to ensure the terminological use aligned with our theoretical framework. Findings were integrated through a convergent validation process, where quantitative trends were interpreted through the cosmopolitan nationalism framework. This enabled us to identify how different disciplinary domains occupy distinct positions along the global-local continua, revealing "cosmopolitan islands" within the broader nationalized educational landscape. Conclusions, Expected Outcomes or Findings This study reveals that the transformation of Russia’s education system is not a linear move toward isolation, but a complex process of balancing national interests and globalization pressures. Through the lens of cosmopolitan nationalism, we demonstrate how "educational sovereignty" can coexist with selective engagement in global processes. The research identifies a strategic duality where technical innovations and international standards persist even when ideological orientations shift. Our findings show that STEM disciplines function as "cosmopolitan islands," maintaining internationally-aligned academic content while embedding it within nationalist framing. This allows for the pursuit of technological competitiveness despite broader geopolitical distancing. Quantitative data proves this balance, as universal themes like ecology and sustainable development significantly outweigh explicitly patriotic terminology in scientific subjects. The study contributes to theory by refining the cosmopolitan nationalism framework, suggesting that different disciplinary domains within a single system can occupy distinct positions along the cosmopolitan-nationalist spectrum. Rather than opposing forces, these orientations function as complementary elements: nationalist framing provides political legitimacy, while cosmopolitan content ensures technical effectiveness. Practically, these findings offer insights for policymakers globally who face similar tensions between national identity and international standards. This perspective is particularly relevant in the European context, where the intersection of global standards and national priorities is increasingly evident (Piattoeva et al., 2023). The Russian case demonstrates that even in periods of extreme political tension, the necessity of scientific advancement preserves the space of international integration and collaboration within national systems. Processes of urbanization and the centralization of employment opportunities in cities have accelerated population movements toward urban centers in European countries (van Wissen, & Arnold, 2025). These shifts are closely connected to broader trajectories of modernity, including industrialization, demographic transitions, and the consolidation of governance and services. These trends reflect a wider centralization of welfare provision, which increasingly concentrates services in larger units and disproportionately affects rural regions (Matthies, Kattilakoski, & Rantamäki, 2011; Fargas-Malet, & Bagley, 2021). Despite these structural changes, many people continue to reside in rural areas and regard them as valuable spaces worth sustaining and developing. These transformations have carried significant implications for the organization of schooling in rural contexts, particularly in sparsely populated and urbanizing countries in Europe. Beyond educational arrangements, these trends influence conceptions of local governance, community belonging, and the perceived viability of rural living. Among the most visible manifestations are rural school closures witnessed around Europe (for instance Autti & Hyry-Beihammer, 2014; Walker, 2010) and the introduction of remote learning solutions to address emerging challenges (Stenman, & Pettersson, 2020). In recent years, small schools have been disproportionately closed in rural areas, resulting in longer commutes for many students. Although such changes are frequently framed as inevitable within rural contexts, social transformations, including those affecting schools, are ultimately products of political decision-making. Decision-making concerning rural schools is shaped in diverse policy arenas including national governments and municipal spaces and also reinterpreted in the everyday sense-making of citizens. At the same time, local policymakers face a dilemma, balancing the need to gain and maintain voter support with the actual capabilities and resources of the learning environment to provide equal education for the area's students (Aasland & Søholt, 2020; Šūpule & Søholt, 2019). Previous education policy research on rural schools has mainly focused on the consequences of such decision-making, such as school closures (Egelund, & Laustsen, 2006; Lykke Sørensen et. al. 2021; Isaksson, 2023), but the multitude of the arenas shaping and contributing to policy-making of rural school is limitedly addressed in the previous studies. To develop an understanding of this phenomenon, we employ a Finnish case as an example of understanding how politics in rural schooling is made in the parliament discussion, local newspaper and how the discourses transfer to citizens’ talk. Theoretically, we draw from the conceptualisations of politicisation and depolitisation (Ozga, 2025; Wood & Flinders, 2014) to underline the diverse rhetoric use of knowledge to support diverse interests. Depoliticisation refers to a strategic tool used by different actors in discussions of the future of rural schooling perceived as a natural response to the ongoing development trends. Depolitization refers to a strategic use of tools that undermine the political and agentic natures of policy-making. Methodology, Methods, Research Instruments or Sources Used This study is part of two larger research projects conducted in Finland: Primary schools amidst rural transformation (2024-2027) funded by the KONE Foundation aiming to understand rural schools through school memories from 1970s to early 2000s, and In the urban shadows: An ethnographic and longitudinal study of educational and socio-spatial mobility of youth in regional city areas in Finland funded by the Research Council of Finland (2022-2026) aiming to understand educational transitions from small towns and their rural surroundings. There is limited research striving to understand policy-making of rural schools in different sites. While rural schools are part of a broader school policy space, they do not have separate policy forums but rather are discussed in both regional and educational policy contexts. In this study we ask, how different forums de/politicise rural schools. Hence, analysing parliament discussion (from 2007 to 2024) on rural schools provides an understanding of the phenomenon that intersects these various policy spheres. Besides national level, we analyse local public discussion in one local newspaper during one autumn as an example of how rural schools are discussed locally. This is significant because matters related to rural schools, like school network composition, are made locally and the decisions shape the everyday life of families in these areas. Then we also analyze former pupils of these rural schools and narrate their ideas of the future of rural schools with interview data of school memories and their construction from rural schools in southern parts of Finland (n= 42). We will analyse the data with content and framing analysis methods. Conclusions, Expected Outcomes or Findings Preliminary analyses indicate that the politics surrounding rural schooling are enacted across multiple forums. Moreover, the rhetorical strategies employed by various political actors are shown to permeate and shape the discourses of citizens. Our findings also reveal a range of mechanisms through which the future of rural schools becomes depoliticized, obscuring the political nature of decisions that shape educational provision in rural contexts. We specifically focus on three interlinked uses: 1) inevitability discourse framing rural schools within a particular trend (see Skonieczny, 2010), 2) distinctioning regional and education policy (see Mann & Dudek, 2024) for the purpose of depolitization and 3) use and meanings set for numbers (see Lingard, 2011; Piattoeva, 2015) and more precisely small and declining numbers (Appadurai, 2006) to argue for a desired future. In all the analysed datasets we can also identify resistance and the recognition of political agency behind the political decisions made that have affected rural schools (against the strong inevitability rhetoric). Overall, the de/politicisation strategies identified in our data can be seen as reflecting the broader development trajectory of the Nordic welfare state model (Moisio, 2008).
