Paper Digital Infrastructures as Policy Technologies: Political Context and the Trajectories of Policy Enactment in South Korea 1: University of Southampton, United Kingdom; 2: Korea University, South Korea Presenting Author:The digitalisation of education and its governance is transforming how education systems are coordinated, regulated, and evaluated (e.g., Clutterbuck, 2021; Decuypere, 2016; Ozga, 2016; Williamson, 2015), as well as how teachers work (Sowa et al., 2025). Digital platforms, data infrastructures, and algorithmic systems are increasingly framed as technical solutions capable of producing more evidence-based, efficient, and equitable forms of policy intervention. At the same time, these developments are reshaping the conditions under which educational research informs policy, as digital systems increasingly define what counts as legitimate evidence, actionable knowledge, and accountable practice. While existing research on the digital governance of education has examined the practice and impact of datafication, accountability, and platformisation, less attention has been paid to how political context shapes the enactment of educational digitalisation. In particular, the micro-political processes through which digital policy instruments are contested, negotiated, or stabilised remain under-examined. This limits our understanding of why similar digital reforms generate divergent outcomes, even within the same national system, a gap that this presentation seeks to address. The authors analyse two cases of digital governance of education (DGE) through the lens of policy technologies, drawing on Ball’s (2003) concept of the policy technologies of reform (p. 216). Ball uses the term policy technologies to refer to the calculative, technical, and administrative mechanisms through which policy intentions are rendered operable, reorganising power, responsibility, and professional conduct. Building on this conceptualisation, the study treats digital infrastructures not as neutral tools but as policy technologies that actively mediate how governance is enacted. The study is guided by two research questions: 1. How do political context and stakeholder participation shape the enactment of digital education policy? 2. What governance tensions and policy consequences emerge when digital systems operate as policy technologies in education? Policy enactment theory (Ball, Maguire & Braun, 2012) informed this study, which conceptualises policy as a situated and contingent process shaped through interactions among policy texts, institutional contexts, and policy actors. This framework is particularly useful for analysing digitally governed systems because digital infrastructures simultaneously function as policy instruments, enactment environments, and objects of political negotiation. Empirically, the paper examines two policy cases in South Korea: the introduction of AI-assisted Digital Textbooks (AIDT) and the integration of Early Childhood Education and Care (ECEC) through unified digital governance systems. Although both reforms were framed around equity and inclusion, they unfolded within significantly different political contexts. The rapidly introduced AIDT initiative emerged amid executive–legislative conflict and heightened political attention, generating intense contestation and eventual policy reversal. In contrast, the ECEC integration formed part of a longer-term reform agenda framed primarily as an administrative coordination effort with tangible practical benefits. This framing helped secure sufficient political support to sustain gradual policy progression despite ongoing implementation tensions. Drawing on a forthcoming publication (Choi & Cho, forthcoming), this paper offers insights that are highly relevant to European debates on educational digitalisation, particularly as governments across Europe expand data infrastructures, AI-based educational technologies, and digitally coordinated governance systems under conditions of political uncertainty and administrative reform. Methodology, Methods, Research Instruments or Sources Used The study adopts a qualitative comparative case study design focusing on the two aforementioned national-level DGE policies in South Korea: AIDT and ECEC integration. These cases were selected because both rely on digital infrastructure as a core policy mechanism while targeting different governance domains—pedagogical regulation and system-level administration. Together, the two cases foreground how micro-political contestation shapes policy enactment, as both AI integration into teaching and early childhood education have become sites of sustained political debate and conflict (e.g., Sowa et al., 2025; Kim & Choi, 2025). Data were collected through documentary analysis and stakeholder interviews. The documentary dataset includes legislation, ministerial policy papers, implementation strategies, technical and evaluation reports, meeting minutes, internal logs, circulars, and official survey materials produced during the transition from traditional governance to digitally mediated governance. Interview data were drawn from three stakeholder groups, totalling approximately 460 participants: - 360 participants in national and regional staff roundtable discussions across 17 regions, - 35 teachers participating in focus group interviews, and - 65 administrative staff from local governments and education offices. Data analysis followed a thematic content analysis approach, combining inductive coding with deductive categorisation informed by policy enactment theory. Three analytical domains guided the analysis: policy features (e.g. data governance and regulatory design), actors (e.g. policymakers, professionals, private vendors), and political–contextual conditions (e.g. institutional history, political instability, and micro-political negotiation). Keyword frequency and relational patterns were examined using a token-matching approach supported by Python. Initial analysis was conducted by one author and refined through collaborative interpretation. Conclusions, Expected Outcomes or Findings The study argues that digital governance systems should be understood not simply as administrative instruments, but as politically enacted policy technologies whose authority and durability depend on how they are introduced, contested, and institutionalised. Rather than producing uniform governance effects, digital systems acquire different capacities for coordination, regulation, and control depending on how political conflict, institutional timing, and stakeholder participation shape their enactment. The comparison between AIDT and ECEC integration demonstrates two distinct modes of digital governance enactment. In the AIDT case, the rapid and highly visible top-down introduction of AI-assisted textbooks politicised the infrastructure itself, transforming digital reform into a site of partisan conflict and public contestation. The resulting instability disrupted institutionalisation and weakened the system’s legitimacy as a governance mechanism. In contrast, the ECEC integration advanced through gradual administrative coordination framed around interoperability and service integration. This lower-visibility enactment enabled the digital infrastructure to become progressively embedded within governance routines despite ongoing implementation tensions. The study further argues that digital governance infrastructures and political context are mutually constitutive. While political timing, institutional legitimacy, and modes of contestation shape the enactment of digital systems, digital infrastructures simultaneously reorganise the temporalities, visibility, and legitimacy through which governance operates. This reciprocal relationship helps explain why similar digital reforms generate divergent governance effects even within the same national system. For educational governance research, this implies moving beyond analyses of digitalisation as merely a technical or administrative process toward examining how governance is enacted through digital infrastructures under specific political and institutional conditions. Such an approach also requires attention to how digitalisation progressively reshapes the informational and institutional environments within which future policy action, participation, and governance become possible. Paper Algorithmic Justice in Education; How AI Based Decision Tools Reproduce or Reduce Inequities in Educational Planning Middle East Technical University, Turkey (Türkiye) Presenting Author:The increasing use of AI-based decision support systems in educational planning has transformed how schools classify student risk, allocate resources, and justify institutional decisions. Predictive dashboards, algorithmic risk scores, and performance monitoring systems are increasingly presented as objective and evidence-based inputs guiding institutional decision-making (Williamson, 2017; Selwyn, 2019; Beer, 2017). Existing international research demonstrates that such systems often reproduce structural inequalities embedded in historical data and institutional practices rather than correcting them (Eubanks, 2018 Noble, 2018). However, current scholarship has largely focused on identifying algorithmic bias or improving fairness metrics at the technical level, leaving underexamined how algorithmic outputs reshape the meaning of equity once they enter decision making processes (Benjamin, 2019). This study addresses this gap by advancing the argument that AI supported decision tools function not only as technical instruments but as epistemic authorities in educational planning. Epistemic authority refers to the perceived legitimacy of algorithmic outputs to define what counts as reasonable, fair, and unavoidable in institutional decision making (Beer, 2017). Rather than treating equity as an external normative benchmark against which algorithms are evaluated, this study examines how algorithmic systems participate in redefining fair allocation, reasonable exclusion, and acceptable prioritisation after algorithmic outputs are mobilised. The study is grounded in three strands of literature. Algorithmic justice scholarship demonstrates that data driven systems produce differentiated outcomes through assumptions embedded in data, models, and optimisation goals (Benjamin, 2019 Noble, 2018). Social justice theory in education conceptualises equity through redistribution, recognition, and representation, allowing analysis of how algorithmic classifications intersect with structural inequalities (Fraser, 2008 Gewirtz, 2006). Policy enactment theory conceptualises educational leaders as active agents who interpret and translate policy instruments rather than passively implementing them (Ball, Maguire, & Braun, 2012). While each strand is well developed, they are rarely integrated to examine how algorithmic systems redefine equity in everyday planning practices. Empirically, the study is situated in Türkiye, a highly centralised education system characterised by strong performance monitoring and limited institutional discretion (Gümüş & Bellibaş, 2020). High levels of centralisation are expected to amplify algorithmic authority by narrowing spaces for professional judgment, making the political effects of AI more visible. This context is analytically significant rather than merely illustrative, as similar governance conditions exist across many European systems. The study addresses three research questions. How do AI supported decision tools shape student risk classification and resource prioritization practices in schools. How do educational leaders interpret and justify algorithmic outputs in equity sensitive decisions. Under what institutional conditions can professional judgment disrupt algorithmic logic. Methodologically, the study adopts a qualitative multi-site research design. Data collection consists of semi structured interviews with school principals, vice principals, and institutional planning staff who engage with AI generated dashboards, risk classification reports, and performance monitoring tools used in student tracking and resource allocation. These include early warning systems, predictive achievement indicators, and institutional performance reports. Document analysis will examine AI generated outputs alongside official decision rationales and policy documents. Access will be negotiated through participating institutions. A key analytical move is the separation of algorithmic output from decision justification. Interview protocols are designed to surface divergences between algorithmic recommendations and decision narratives, enabling analysis of how equity is constructed after the fact. Data will be analysed using thematic analysis informed by critical policy analysis. By shifting attention from whether algorithms are biased to how they redefine fairness, this study contributes to European debates on algorithmic governance, educational leadership, and social justice. It argues that algorithmic justice in education requires institutional and political scrutiny beyond technical fixes. Methodology, Methods, Research Instruments or Sources Used This study adopts a qualitative multi-site research design to examine how algorithmically generated indicators produced through centrally maintained educational data infrastructures are enacted in school level educational planning and how these indicators shape equity related decision making. Rather than focusing on fully automated AI decision systems, the study investigates how predictive risk classifications, early warning indicators, and performance metrics generated through algorithmic processing of administrative data are interpreted and mobilised by school leaders in routine planning processes. Data were collected from public secondary schools from two urban contexts in Türkiye, Ankara and Yozgat. Ankara represents a context characterised by higher institutional density and closer to central policy making structures, while Yozgat represents a smaller provincial context with more limited resources. This contextual variation allows examination of how centrally provided algorithmic indicators are enacted under differing institutional conditions, without constituting a formal comparative design. Participants consisted of 30 educational leaders, including school principals and vice principals, who were directly involved in school level planning and accountability processes. Participants engaged with algorithmically generated indicators related to student risk classification, attendance monitoring, academic performance tracking, and institutional reporting as part of their routine professional responsibilities. Decisions informed by these indicators included student support prioritisation, intervention targeting, internal resource distribution, and the justification of planning decisions in communication with higher administrative authorities. Participants were selected using purposive sampling to ensure engagement with these indicators, consistent with qualitative approaches prioritising information rich cases (Patton, 2015). The sample size was determined to allow variation across institutional contexts while enabling in depth qualitative analysis, with prior research indicating that thematic saturation is typically achieved within this range (Guest, Bunce, and Johnson, 2006). Data were collected through semi structured interviews and document analysis. Interviews focused on how participants interpreted algorithmic indicators and how these indicators were mobilised in planning discussions, with particular attention to equity related considerations. Interview protocols were designed to elicit concrete decision episodes rather than abstract perceptions, enabling analysis of situated sense making in policy enactment (Ball, Maguire, and Braun, 2012). Document analysis focused on algorithmically generated reports and planning artefacts accessible through participants’ routine professional roles. These materials included anonymised student risk summaries, attendance and achievement indicators, and internal planning documents referencing these indicators. All materials were anonymised prior to analysis (Bowen, 2009). Data will be analysed using thematic analysis informed by critical policy analysis, focusing on algorithmic authority, professional discretion, and equity justification. Conclusions, Expected Outcomes or Findings This study is expected to demonstrate that AI based decision support systems in educational planning do more than automate existing practices. Rather than functioning as neutral tools, these systems actively participate in redefining how equity is interpreted, justified, and operationalised within institutional decision making. Findings are anticipated to show that algorithmic outputs frequently narrow the space of legitimate action by privileging quantifiable indicators of risk, efficiency, and performance over contextual knowledge and professional judgment. Across both Ankara and Yozgat, algorithmic classifications are expected to operate as epistemic anchors that stabilise decisions by rendering certain outcomes appear inevitable or technically justified. While the same centrally provided systems are used in both contexts, differences are likely to emerge in how algorithmic authority is enacted. In Ankara, higher institutional capacity may enable selective engagement with algorithmic outputs, allowing room for professional discretion and negotiation. In Yozgat, closer proximity to central oversight and more limited resources are expected to intensify reliance on algorithmic indicators, reinforcing their authority in planning decisions. The study is also expected to identify moments where educational leaders actively reinterpret, resist, or strategically reframe algorithmic recommendations. These moments are anticipated to occur not through direct opposition to AI systems, but through narrative practices that recalibrate responsibility, fairness, and accountability after decisions have been made. Such findings would suggest that equity is often constructed retrospectively as a discursive accomplishment rather than an inherent property of algorithmic systems. Overall, the study contributes to debates on algorithmic justice by shifting analytical focus from whether algorithms are biased to how they restructure the terms on which fairness is decided. It argues that achieving algorithmic justice in education requires attention to governance structures, leadership practices, and institutional conditions that shape how algorithmic authority is produced, contested, and sustained. Paper Use of Qualification Reform as a Policy Instrument University of Oxford, United Kingdom Presenting Author:Performance-based accountability has been described as a key lever in a global movement, reforming education systems in line with neoliberal values. Accountability regimes rely on national and international assessments as tools that provide the vital metrics through which to measure educational performance in comparable ways. This paper examines qualification reform as a key feature of these developments, where countries reform their national qualifications in support of these metrics, and use qualification re-design as a lever to influence the teaching and learning that goes on in the classroom. This paper explores the qualification itself as a powerful agent of change, and the uses governments make of them. It examines qualification reform as a policy instrument, seeking to understand the processes through which change is effected, and the implications of this approach on classroom practice. The reform of national qualifications is a high stakes strategy for governments, and there have been high-profile failures which attract attention and criticism. It is notoriously difficult to get right. However, it appears to be a policy approach that more and more policymakers are drawn to as part of the movement to reform, particularly in highly marketised education systems where introducing a new qualification is seen as akin to bringing a new ‘product’ to market. Examples of qualification-driven reform programmes can be seen in Australia, England, Ireland, New Zealand, Northern Ireland, Scotland, South Africa and Wales. This paper focuses on vocational and academic qualification reform programmes undertaken in England, where the education system is made up of a series of quasi-markets, and where qualification reform has been used increasingly as a tool of government to shape the education system over the last forty years. Objectives for reform have included increasing participation in education post-16, and have primarily been driven by economic goals, specifically increasing skills to support progression into jobs, with qualifications assumed to play a direct role in economic growth. The paper uses a multi-case analysis of qualification reform programmes in England over time, from the 1990s onwards, with cases focused on qualifications taken by the 16-19 age group. Cases were developed using documentary and archival evidence, supported by elite interviews with senior policymakers and participating stakeholders, selected because of their ability to take a long view over multiple programmes. The paper seeks to understand the strategic use of qualification reform as a policy instrument to effect change within the education system, specifically how it is being used, why, and its implications. In doing so it aims to shed light on how education policy is brought into effect in England more broadly, the rationalities and technologies that underpin it, and the problems and benefits associated with this approach. The analysis draws on Lascoumes and Le Galès conceptualisation of policy instruments as both technical and social apparatuses which are not neutral, and which carry their own values. Qualification reform is considered as a policy instrument by looking at the processes involved, the interests of key actors, and the discourse it produces. Each case of qualification reform considered has been subject individually to intense debate and public scrutiny. The fact that there are multiple qualification reform programmes occurring within a particular timeframe, at a particular point in history, with related goals, might be observed as a phenomenon in and of itself. Situating them together and enabling them to be compared through temporal and cross-case analysis, provides new perspectives on the issues, and insight into an additional facet of the global education reform movement that has perhaps previously been less considered. Methodology, Methods, Research Instruments or Sources Used This project is being carried out by an insider researcher, as I am Executive Director, Policy at Ofqual, a non-ministerial government department in England which regulates the exams system. Ofqual plays a part in implementing qualification reform programmes for the UK government. The paper is methodologically pluralist, drawing on a range of different data sources to understand how qualification reform is used as a policy instrument, and its underpinning technologies and rationalities. It uses a comparative case study design to consider a series of government-initiated qualification reform programmes in multiple contexts over a distinct historical period, tracing their trajectories over time. Each case study was compiled from secondary quantitative and qualitative data drawn together from publicly available sources and the National Archives. This was then supplemented by primary ‘gap-filling’ data gathered through twenty-six elite interviews with senior policymakers and influential stakeholders in the decision-making process. The cases were then compared through thematic analysis. This is a temporal, processual, study that has evolved through exploratory data analysis and investigative tools rather than being tightly bounded. Both historical and contemporary cases have been used to develop a deep understanding of education policy development in this area. The case studies were selected because they are or have been policy centrepieces that politicians have staked major claims on, aiming to benefit a large proportion of learners. The case of General National Vocational Qualifications (GNVQs) from the 1990s, the 14-19 Diploma from the 2000s and new T Levels launched in 2020 have been considered as a sequence of qualification reform programmes that have attempted to achieve similar political goals over the last forty years. Initiatives have, however, had to be reinvented each decade. GNVQs and the 14-19 Diploma were not considered successful and are no longer available to learners. Reforms to apprenticeship assessments from 2013 are also included as a case, selected as a programme that foregrounds the role of employers. Reforms to A levels in the 2010s, as academic qualifications used in England for university selection, were selected as a contrast case, with different institutional features. All offer a credential to students leaving school or college, transitioning to further or higher education or employment. Attention is given to the similarities and differences between the programmes. Each reform programme is in and of itself about complex system change, and care has been taken not to gloss over this complexity in the effort to theorise. Conclusions, Expected Outcomes or Findings The paper conceptualises qualification reform as a policy instrument and proposes that its use as a tool of government can be seen in liberal market economies where education systems have particular features. It concludes that the mechanism for change is a technocratic process of commissioning, designing, developing, approving and delivering a new qualification as a ‘product’ into the market, following the logic of new public management. The paper puts forward a view that productivist assumptions are driving qualification reform in England, particularly in vocational education, and that these underpinning rationalities could be challenged given that the links between qualifications, jobs and economic growth have been shown to be weak. It argues that the dominance of market logic in post-16 education in England has led to a high degree of policy churn in this part of the sector, and that a more student-centred approach could be taken. The key features of the qualification reform process should be understood critically in order to fully understand it as a policy instrument, its use in a global toolkit, and what the policy alternatives might be. Given that qualification reform has been shown to be a high stakes strategy for governments, reflections from experiences in England are likely to be valuable to researchers and policymakers in other jurisdictions. What began as an emergency response to the COVID-19 pandemic with the nationwide digital teaching platform (2019-2020) soon evolved into a broader digital transformation agenda. Since then, digital platforms have been introduced to support school self-evaluation (2020), teacher training and certification (2021), the submission of teacher CVs and evaluation documents (2021-2023), and, most recently, the platform for the prevention and management of school violence and bullying (2024). These digital infrastructures now mediate key aspects of educational administration, teacher assessment, professional development and, in general, the management of a wide array of issues both within the system and within schools. Their proliferation marks a significant reconfiguration of educational governance in Greece. Scholarship on the platformization of education has grown rapidly in the past years highlighting how digital platforms shift the commercial involvement in education (Komljenovic, 2021; Kerssens & van Dijck, 2021), reorganize teaching practices (Perrotta et al., 2021; Pangrazio et al., 2022) and reshape data flows (Williamson et al., 2022). Emerging mainly from analyses of decentralized or marketised education systems, present research conceptualizes platformization primarily as a commercial, data-extractive and privatizing process that affects teachers’ professionalization and agency. The Greek case, however, sits uneasily within this dominant analytical frame. Greece has one of the most centralized education systems in Europe, where the Ministry of Education retains direct control over curriculum, staffing, assessment and school governance. The platforms introduced since 2019 are not the result of market forces, venture-capital-backed EdTech innovation, or public-private partnerships; rather, they are developed, mandated and operated by state agencies. Additionally, teaching in schools leans heavily on traditional and analog methods. Building on critical platform studies (e.g. Decuypere et al., 2021; Nichols & Garcia, 2022) and critical policy research this study aims at exploring the emergence of digital platforms in the Greek education system and broadening theoretical understandings of platformization in education and its transformation in governance structures. More specifically, this paper explores how platforms can act as “digital fixes” that displace systemic problems onto the school level while simultaneously centralizing oversight and intensifying teachers’ administrative workload. Methodology, Methods, Research Instruments or Sources Used This paper adopts a qualitative research design. Empirical material employed are official policy documents, legislative texts, public communication and technical guidelines related to the introduction and operation of selected digital platforms within the Greek education ecosystem. These sources were examined to identify the stated purposes of the platforms, the problems they are intended to address, and the ways in which responsibilities are distributed between central authorities, schools, and teachers. Conclusions, Expected Outcomes or Findings Preliminary findings point towards a type of platforms that operate primarily as technologies of bureaucratic governance rather than as educational or supportive administrative devices, with the Greek case exemplifying a distinct form of state-driven platformization. Far from signaling a shift toward market-driven governance, the platformization of Greek education thus far reinforces and intensifies the hierarchical structure of the educational bureaucracy. At the same time, these platforms function as policy tools that respond to long-standing administrative weaknesses, crisis pressures, and austerity-related constraints by redistributing responsibility downward to schools and teachers, while also contributing to expanded forms of surveillance. Taken together, these findings demonstrate the need for analytical frameworks that capture how centralised education systems appropriate digital infrastructures for governance, control, and the reorganisation of educational labour.
