Paper Digital Silence in Educational Organizations: An Intersectional Analysis 1: Eskişehir Osmangazi University, Turkey (Türkiye); 2: Anadolu University, Turkey (Türkiye) Presenting Author:1. Introduction Digitalization has become a fundamental force reshaping knowledge acquisition, knowledge production, and information sharing within educational experiences and educational organizations. Digital technologies are often presented as tools that expand opportunities for expression, participation, access, and visibility. However, it has become increasingly evident that these opportunities are not distributed equally among educational actors. Instead, digitalization tends to generate new forms of constraints and exclusion for certain groups. Pre-service teachers, teachers, and academics are positioned in digital environments not only as individuals, but also through their professional identities, academic titles, and institutional roles. As a result, practices of expression and participation in digital spaces are shaped less by individual choice and more by organizational norms and power relations. Visibility, voice, and participation in digital environments are therefore not evenly distributed, but are structured through the intersection of identities, statuses, and institutional positions. In this study, digital silence is conceptualized as a multi-layered phenomenon in which individuals refrain from expressing themselves in digital platforms despite having technical access, due to organizational culture, structural pressures, perceptions of digital surveillance, and symbolic power relations. While the concept of organizational silence has been widely examined in the field of educational administration as the deliberate withholding of ideas and opinions from organizational processes, digitalization has reconfigured and reproduced these silence practices in new contexts. From a critical social theory perspective, digital spaces are not merely technical communication environments but social arenas in which power relations, norms, and regimes of invisibility are continuously reproduced (Foucault, 2000; Castells, 2010; Zuboff, 2019). Within this framework, digital silence is understood not as an individual attitude but as a structural phenomenon shaped by digital capitalism, surveillance practices, and institutional control mechanisms (Zuboff, 2019; Couldry & Mejias, 2019). Drawing on Bourdieu’s (1991) concepts of symbolic violence and habitus, digital silence can also be interpreted as a form of compliance and consent produced through the internalization of domination. Digital space thus emerges not simply as a facilitator of communication, but as a field in which norms, values, and power relations are reproduced. The theoretical axis of this study is grounded in intersectionality, which emphasizes that individuals’ experiences are shaped not by single identity categories, but by the intersections of multiple social positions (Crenshaw, 1989, 1991).. This approach highlights how inequalities are produced through the simultaneous operation of multiple axes, such as gender, status, and professional position. In the context of educational organizations, intersectionality provides a powerful analytical lens for understanding the digital experiences of pre-service teachers, teachers, and academics. This study aims to explore how digital silence is understood and experienced by pre-service teachers, teachers, and academics within educational organizations. In line with this overarching focus, the study is guided by the following research objectives, which structure the empirical inquiry from participants’ understandings and experiences to organizational dynamics and intersectional differentiations:
Methodology, Methods, Research Instruments or Sources Used 4. Method This study is designed within the framework of qualitative research methodology. Given its focus on understanding how pre-service teachers, teachers, and academics experience and interpret digital silence, the study is conducted using a phenomenological design. Phenomenology is particularly suitable for examining subjective, contextual, and multi-layered phenomena by focusing on how individuals experience and make sense of a given phenomenon (Creswell, 2013; Patton, 2015). The study group will be formed through purposeful sampling and will include pre-service teachers, teachers, and academics who actively use digital platforms within educational organizations. This approach enables a comparative examination of how digital silence is experienced across different professional roles and institutional positions. Intersectionality serves as a guiding principle in the formation of the study group, with attention to diversity across gender, academic rank, professional seniority, and institutional roles (Crenshaw, 1991; Collins & Bilge, 2016). Data will be collected through semi-structured interviews, which allow participants to articulate their experiences of expression, participation, and visibility in digital platforms in their own words (Patton, 2015). Interview questions will focus on the conditions under which digital silence emerges, the organizational, cultural, and structural dynamics shaping these experiences, and the implications of silence for educators’ professional identities. Data analysis will be conducted using qualitative content analysis (Creswell, 2013). Intersectionality will function not merely as a theoretical background, but as an analytical lens guiding the development and interpretation of categories. In this process, how intersectional characteristics—such as gender, academic rank, professional experience, and institutional position—differentiate digital silence experiences will be examined comparatively (Cho, Crenshaw, & McCall, 2013). Conclusions, Expected Outcomes or Findings Expected Contribution This study is expected to contribute to the literature by conceptualizing digital silence as a relational and intersectionally differentiated phenomenon within educational organizations. By foregrounding the experiences of pre-service teachers, teachers, and academics, the study aims to offer empirically grounded insights into how digital platforms simultaneously enable participation and reproduce silence through organizational and cultural mechanisms. The findings are expected to inform critical discussions on digitalization, professional voice, and pedagogical identity, while also providing a reflective basis for institutional practices aimed at promoting more inclusive and equitable digital environments in education. Network Relevance This paper is closely aligned with the aims of the ECER network, concerned with power relations, inequality, participation, and professional voice in education. By conceptualizing digital silence as an organizational and intersectional phenomenon, the study directly contributes to ongoing discussions on how digitalization reshapes participation, visibility, and agency within educational organizations. The study speaks to the network’s interest in critical and reflexive perspectives by examining digital platforms not only as pedagogical tools, but also as spaces in which organizational norms, hierarchies, and control mechanisms are reproduced. Through its intersectional analytical lens, the paper offers a nuanced understanding of how digital silence is differently experienced by pre-service teachers, teachers, and academics positioned across intersecting axes of gender, academic rank, and professional experience. Understanding Barriers to Energy‑Sector Career Pathways for Disabled Young People in England 1: University of Plymouth, United Kingdom; 2: University College London, United Kingdom Presenting Author:Europe’s low‑carbon transition is driving rapid growth in STEM‑related and energy‑sector careers, with policy initiatives such as the UK’s Green Jobs Delivery Group (Gov.uk, 2024) and the European Commission’s Net Zero Industry Act and Green Deal (European Commission, 2023) projecting substantial increases in green jobs to support renewable energy, decarbonisation, and sustainable infrastructure. Yet disabled young people remain systematically excluded from these pathways, despite being among the populations most affected by the social, economic and environmental consequences of the transition (Pearson et al, 2021). Exclusion in schools begins early as the structures guiding Special Educational Needs and Disabilities (SEND) provision, alongside persistent practices of mainstream and alternative provision exclusion, fragment access to the STEM learning trajectories required for participation in emerging green‑skills sectors. Globally, SEND classification, behaviour‑based removal from classrooms, placement in segregated educational settings, and reduced access to accredited STEM qualifications cumulatively limit disabled learners’ opportunities to engage with the very subjects that underpin future low‑carbon labour markets (Bruyère & Filiberto, 2013; Buettgen et al., 2024). These policy‑based barriers are well‑documented within our wider project and reflect national patterns in which disabled pupils are disproportionately affected by inequitable, punitive or restrictive schooling policies (Lazar et al, 2024). A similarly powerful mechanism of exclusion operates through representational practices. Disabled young people scarcely appear in the visual communications produced by NGOs, schools, or STEM‑intervention providers promoting green‑skills futures (Hodkinson, 2016; Jensen et al, 2023). This representational exclusion limits the symbolic belonging of disabled youth, institutional expectations, and cultural imaginaries that shape outreach, recruitment and curriculum design across the green‑jobs pipeline (Watts Belser, 2020). The absence of disabled bodies in visual narratives implicitly conveys the message that the low‑carbon transition is not for, with, or about disabled young people. Done et al (2025) conceptualise (un)just transitions by emphasising that justice in energy futures must account not only for technological and economic inclusion but also for the harmful effects of educational, procedural and symbolic marginalisation. Without intervention, the green transition risks becoming a vehicle for socio-economic regression, entrenching the marginalisation of disabled learners by excluding them from the most resilient sectors of the 21st-century labour market. Furthermore, this study addresses representational silence within NGO and educational materials. By tracing how these resources fail to visualise disabled people in STEM roles, the research exposes a form of symbolic annihilation that discourages disabled youth from developing a scientific identity. This work is a necessary first step in ensuring that the clean energy mission is truly inclusive by design rather than by afterthought. By focusing on both structural (policy) and symbolic (visual representation) domains, this study will inform future research related to equitable green‑skills development, including further exploration and identification of practical levers through which education systems, NGOs and policymakers can address the barriers currently restricting disabled young people’s participation in low‑carbon futures. Methodology, Methods, Research Instruments or Sources Used This small-scale qualitative study investigates the systematic exclusion of disabled youth from green-energy trajectories, and how exclusionary processes unfold locally and nationally. An (un)just transition is both structural (the distribution of rules, qualifications, resources) and symbolic (recognition, visual representation) (Done et al., 2025). Study objectives included: 1. Methodological innovation: To refine tools for capturing the lived experiences of disabled young people around policy-based and representational exclusion. 2. Mechanistic mapping: To identify specific educational patterns, e.g., the ‘punitive’ redirection from STEM subjects, warranting investigation in future large-scale European studies. 3. Collaborative co-production: To test inclusive approaches with NGOs, educators, and young people, guiding the development of ethically grounded, visually inclusive communication tools to reflect the diverse reality of the future workforce. Research questions: • How do policy assemblages governing SEND, exclusion, and STEM provision enable or restrict disabled young people’s progression into energy‑sector careers? • How do disabled pupils outside mainstream schooling experience STEM learning and envisage futures in green work? • How do visual communications in NGO‑led and school‑based STEM interventions represent (or omit) disabled young people? • What organisational practices shape NGO imagery pipelines and what changes would increase representational diversity? Two interconnected work packages were designed to address high-level policy and classroom reality: 1) Policy Assemblages and Lived Experience. A multi-level textual content analysis of English SEND, STEM, and climate-transition policies and 10 semi-structured interviews with disabled learners currently positioned outside of mainstream education, SEND educators, and policymakers, will facilitate: a) mapping how disparate regulations on school attendance, behaviour, and exam accessibility cumulatively constrain the STEM learning trajectories the energy sector requires; b) tracing how a disabled student’s educational path is fragmented long before entry into the labour market. 2) Visual Communication and NGO Practice. Acknowledging representation as a form of recognition, a mixed-methods visual content analysis of STEM materials produced by leading NGOs over a five-year period and 10 semi-structured interviews with communications and outreach staff, permits: a) tracing decision making from sourcing to editorial decisions to identify internal organisational barriers preventing diverse representation; b) identifying how exclusion of disabled bodies in green-skills marketing reinforces structural barriers. Analysis will move beyond deficit models of disability to demonstrate how disability inclusion is so often an afterthought in green-skills policy (Buettgen et al., 2024) and to highlight tensions in Europe’s low-carbon transition: the risk that the ‘green revolution’ will entrench socio-economic inequalities unless educational pathways to STEM are radically reimagined. Conclusions, Expected Outcomes or Findings The project will generate a set of interlinked empirical, conceptual and practical outcomes to advance understanding of how disabled young people are systematically marginalised within emerging low‑carbon and STEM‑related career pathways. Empirically, the study will offer new evidence on how policy assemblages, particularly those governing SEND provision, school exclusion, and alternative education pathways, shape disabled pupils’ access to the foundational STEM learning required for participation in the net zero transition. By combining policy analysis with qualitative insights from young people, educators and stakeholders, the project will illuminate the mechanisms through which gatekeeping, fragmented provision and inequitable access to qualifications restrict opportunities long before disabled young people encounter the labour market. The research will highlight representational practices within NGO‑led and school‑based STEM interventions, revealing how disabled young people are often visually absent or marginalised in green‑skills communications, and how these omissions shape aspirations, participation and perceived legitimacy within low‑carbon futures. Building on earlier theorising around (un)just transitions for youth and disabled learners, the study will refine and extend a justice‑oriented framework that articulates how recognitional and procedural equity must be operationalised within both energy policy and educational design, STEM outreach, and institutional communications. Conceptually, this framework will support researchers and practitioners in distinguishing between skills‑based barriers and injustices related to (in)visibility, in/exclusion and structural inequities. Practically, the project will produce a suite of applied tools aimed at supporting more inclusive educational and communicative practices. These will include policy recommendations to reduce gatekeeping, strengthen bridging routes from alternative provision, and embed accessibility within STEM curricula and qualifications; a visual communications guide offering actionable checklists for imagery pipelines, accessibility audits, and a representative image bank for use by NGOs, teachers and STEM‑learning providers seeking to build more equitable green‑skills futures. Paper Educational Experiences of People with Borderline Intellectual Functioning: Voices, Barriers, and Pathways to Inclusion Complutense University of Madrid, Spain Presenting Author:Borderline intellectual functioning (BIF) refers to a heterogeneous population characterized by cognitive difficulties, generally reflected in an IQ range of 70 to 85, accompanied by limitations in adaptive functioning that affect daily life, social participation, education, and employment (Salvador-Carulla et al., 2011). Despite its prevalence, BIF remains poorly defined and weakly recognized within formal diagnostic, policy, and educational frameworks, leading to marginalization in both mainstream and disability-specific systems (Generalitat de Catalunya, 2017). Individuals with BIF experience limited access to support and accommodations, leaving them at high risk of educational exclusion, social isolation, and mental health challenges (Orío-Aparicio, López-Escribano et al., 2025). This study examines the educational experiences of adults with BIF through an inclusive qualitative research design. The research aimed on understanding the life experience of people with BIF, and in this communication we focus specifically on how participants experienced schooling and the factors that shaped their learning, inclusion, and sense of belonging. Therefore, this paper presents results specifically related to education, highlighting how school experiences intersect with violence, mental health, identity formation, the role of diagnosis, support needs, and life aspirations. Data were generated through semi-structured group interviews with twenty-five participants, co-facilitated by one academic and lived-experience researchers with BIF. Reflexive thematic analysis was employed to interpret the data, ensuring that lived experience researchers informed theme development and that patterns of shared meaning were constructed collaboratively. This inclusive methodological approach aligns with social models of disability, which frame barriers in education and society as structural rather than individual deficits (Shakespeare, 2010). By centering participants’ voices, the study captures first-hand accounts of schooling and highlights the complex interplay between individual challenges and social structures. Analysis revealed several interrelated themes with clear educational relevance. Participants described pervasive experiences of violence in school, including peer bullying (“I was bullied, it was awful, I didn’t want to go to school”) and negative teacher attitudes (“my teacher in fourth grade said there was no point trying because I wouldn’t achieve anything”), which contributed to long-term mental health consequences (“I was alone during breaks, it affected me emotionally and mentally”). Receiving a diagnosis was perceived positively, as it facilitated access to specialized educational supports and recognition of individual needs, and contributed to identity formation and belonging within adapted learning environments (“I improved socially in special school, I made friends”). Participants also highlighted challenges in developing a positive self-concept, noting that academic struggles shaped their perception of competence (“I kept failing, I thought maybe I was stupid”). Limited access to effective supports was emphasized, with adaptations often insufficient or poorly implemented (“they gave me a weak adaptation; it didn’t help me at all”). Despite these difficulties, participants expressed aspirations to continue learning in supportive environments (“I would like to study a vocational training of support worker, but with proper adaptations and support”). Findings underscore the critical role of inclusive research methodology in capturing authentic educational experiences of people with BIF. By foregrounding lived experience, this study highlights the structural and relational barriers that constrain educational participation and demonstrates how inclusive approaches can inform strategies to enhance accessibility, belonging, and empowerment in schools. These results contribute to a European perspective on inclusive education, emphasizing the intersection of disability, pedagogy, and social justice, and reinforcing the principle of “nothing about us without us” in educational policy and practice thanks to its methodology and findings (Charlton, 1998). Methodology, Methods, Research Instruments or Sources Used This study adopted an inclusive qualitative approach to explore the schooling experiences of adults with BIF. Inclusive research prioritizes meaningful involvement of people with intellectual disabilities in all stages of knowledge production, from design to analysis and dissemination, and is grounded in commitments to epistemic justice and democratic knowledge production (Walmsley & Johnson, 2003; Nind, 2014). The approach recognizes the value of lived experience as a source of knowledge capable of challenging assumptions and generating insights inaccessible through traditional research methods. Participants comprised twenty-five adults with BIF, recruited through local networks and organizations. Inclusion criteria were age 18 or older and diagnosis of borderline intelletual functioning. The research team included three academic researchers and four lived-experience researchers with BIF, ensuring collaborative design, support, and interpretation of data. Data were collected through seven semi-structured group interviews, co-facilitated by academic and lived-experience researchers. Group discussions focused on participants’ schooling experiences, including peer interactions, teacher support, learning strategies, and perceived barriers and facilitators to educational inclusion. Interviews were audio-recorded and transcribed verbatim. Accessibility considerations included the use of plain language, visual aids, and opportunities for clarification, supporting participants’ understanding and expression. Data analysis followed Reflexive Thematic Analysis (Braun & Clarke, 2006, 2022). This approach treats themes as interpretative constructions emerging from sustained engagement with the data, rather than as pre-existing patterns. Coding was conducted inductively, attending to both semantic content and underlying meaning, and focused on participants’ experiences. Lived-experience researchers contributed to theme development, reviewing preliminary interpretations and providing insights grounded in their own experiences. Collaboration enhanced conceptual depth, ensured alignment with participants’ realities, and supported identification of relevant patterns. The analysis was theoretically informed by social models of disability, which distinguish between individual impairments and social barriers (Shakespeare, 2010). This framework guided attention to structural, relational, and institutional factors shaping educational experiences, and emphasized participants’ agency, rights, and participation. Reflexivity was maintained throughout, with the research team critically examining how their assumptions, positionality, and decisions shaped interpretation. This methodology enabled an in-depth exploration of how schooling interacts with cognitive and social characteristics of individuals with BIF, providing actionable insights into barriers and supports within education systems. Importantly, the inclusive approach ensured that participants’ voices directed interpretation, aligning with the principle of “nothing about us without us” (Charlton, 1998). Conclusions, Expected Outcomes or Findings The study highlights the profound impact of schooling on the lives of individuals with BIF. Educational experiences were frequently marked by peer bullying, negative teacher expectations, and insufficient adaptations, leading to long-term consequences for mental health, self-concept, and social inclusion. Participants’ accounts underscore the structural and relational nature of these challenges, consistent with social models of disability that frame barriers as socially constructed rather than inherent to the individual (Shakespeare, 2010). Receiving a formal diagnosis was identified as a positive factor, enabling access to specialized supports, tailored learning environments, and social belonging. Educational experiences contributed to identity formation and a sense of group belonging, highlighting the importance of supportive peer and institutional contexts. Conversely, inadequate adaptations and low expectations reinforced feelings of exclusion and academic failure, limiting life opportunities. The findings emphasize the critical role of inclusive research methodologies in capturing authentic educational experiences. By centering the voices of people with BIF, the study reveals not only the barriers encountered but also the strategies and aspirations participants hold for learning and social participation. These insights can inform policy and practice, highlighting the need for accessible curricula, trained staff, supportive school climates, and opportunities for self-determination and empowerment. Ultimately, this research contributes to a European perspective on inclusive education by demonstrating the intersection of cognitive functioning, social barriers, and educational practice. Paper German first – Language portraits of Students attending segregative Language Support Programs Center for Teacher Education, University of Vienna, Austria Presenting Author:In response to a growing number of students facing barriers participating in mainstream lessons taught in German (i.e., language of instruction), policymakers in Austria introduced segregated language-support measures in 2018/19: German Language Support Classes (GLSC; 15 hours per week of pull-out instruction) and German Language Support Courses (GLSCO; 6 hours per week of pull-out instruction) (BMBWF, 2024). These German language support measures reflect a monolingual tradition that prioritizes the dominant language over others, a pattern also seen in other European countries (Gogolin, 2021). Consequently, Austrian schools fail to leverage students’ diverse linguistic resources, as German continues to dominate the school system and serves as the key language for academic achievement (Schwab et al., 2024). Despite these policies, students with migration biographies bring diverse linguistic repertoires and lived multilingual experiences, even as their first languages are often confined to the private sphere (Duarte, 2019; Martini & Torregrossa, 2023). It is therefore crucial to examine how students in a monolingual school perceive and describe their multilingualism. This paper analyzes the self-representations of students attending GLSC and GLSCO by examining their language portraits, an educational and research tool used to make individuals’ linguistic repertoires visible (Busch, 2021). The study addresses two questions: how children visually represent their multilingual repertoires through language portraits. Methodology, Methods, Research Instruments or Sources Used This study is based on qualitative data from the longitudinal research project “A Multiperspective Study on German Language Support Classes” (2022-2025), of Viennese primary and secondary school students. It focuses on the language portraits of primary school children (n = 123) from 21 Austrian primary schools, between the ages of 6 and 10. Vienna has the largest number of elementary school students whose native language is not German, making up 60.5% of the cohort (Statistik Austria, 2025) providing a particularly relevant research context. Language portraits are a participatory research tool that encourages students to represent their spoken languages on a human silhouette that resembles them, explicitly representing their own bodies (Soares, 2021). Because of the multilingual background of the research team, participants could draw on their multilingual resources. During the interviews, the children were first invited to choose a color for each language or dialect they speak and to place these colors on a human silhouette, which symbolically represents them, by associating languages with specific areas of the body thus allowing the expression of emotions or experiences linked to each language (Busch, 2010). Follow-up questions regarding choices of color, placement of languages and general reflection of their drawings and symbols give participants the opportunity to enhance and express their linguistic identity orally. Because of the combination of a drawing task followed by a narrative description, the language portrait technique is also called a multimodal research method (Busch, 2018). This approach allows us to understand how students live and experience language more specifically, the embodiment, the social and emotional experience of language (Weidl & Erling, 2025). The interviews were then transcribed verbatim by our team of researchers. They were analyzed afterwards using a thematic analysis method where patterns were found (Braun & Clarke, 2006). The collected data was analyzed following the six steps for thematic analysis as defined by Braun and Clarke (2006). Conclusions, Expected Outcomes or Findings Preliminary findings suggest recurrent placement patterns, particularly involving the heart, head/brain, national flags, and hands/arms, which are in line with previous work in this field. First languages were most often linked to the heart or the head, and that students frequently selected colors inspired by the national flags of the countries associated with these languages. The heart, as a central body part and vital organ, is construed as a site of intimacy (Busch, 2018) and linguistic expression, and as the locus of the L1 where emotions are deeply embedded (Pavlenko, 2012). When asked to describe the drawings and thus the hearts, children used expressions such as “giving strength”, “my heart wants to talk Turkish”, “I like Persian very much”, “Chinese is my mother tongue that’s why it’s in the heart”, “Macedonian is spoken at home” or “when I speak, it always comes from somewhere around here”. While some portraits explicitly placed only one language in the heart, others showed either a divided heart (one field for German and one for the L1) or two hearts side by side (one for Turkish and one for German) without any explicit hierarchy. Positioning children’s L1 in the head can be related to conceptualizations of the L1 as the language of thinking and knowing (Peters & Coetzee-VanRooy, 2020). Some children placed all their languages in the head (“All my main languages are in my head”), while a few located their L1 there with reasons like “I think in Turkish,” “I remember Serbian well,” “I first learned Arabic,” or “Because I sometimes speak in this language, or I pick up a word in this language very quickly, think of this word, and then use it”.
