Paper Teacher Sense-Making of an Approach for Addressing Persistent Problems of Practice University of Glasgow, United Kingdom Presenting Author:Practitioner inquiry is an approach to improving teaching that puts teachers in the agentic position to determine the process of their professional learning by addressing their problems of practice (Dana et al., 2025). While practitioner inquiry holds promise, its potential for transforming practice depends on teachers having competencies for progressing through the inquiry cycle and other professional learning activities in ways that are evidence informed and values driven, and that lead to changes in their practice. In this paper, we examine the sense-making journeys of four educators who took part in professional development experiences designed to develop teacher competencies for addressing problems of practice through inquiry.
The research-based frame shifting approach (Kennedy & Murphy, 2024, described in more detail below) comprises two stages. The first stage helps teachers develop “habits of mind,” defined as skilled mindsets or efficacious dispositions. The second stage helps teachers examine their problem of practice using different domains of teaching as a lens. This study addresses the following research questions:
1. How do teachers make sense of the frame shifting approach?
Conceptual Framework
This study is focused on teacher learning of the frame shifting approach--which consists of two stages, developing habits of mind and shifting across the three domains of teaching--as supporting teacher inquiry (Kennedy & Murphy, 2024). Teacher sense-making of this approach, supported through coaching in the professional development activities, shapes their translation of the approach to their own problems of practice.
Habits of Mind The first stage in the frame shifting approach addresses educators’ development of three habits of mind (Costa & Kallick, 2008):
Frame Shifting and the Three Domains of Teaching
The second stage in this approach supports teachers in considering their dilemma by relating it to all three domains of teaching (Kennedy-Lewis, 2012):
Teacher Sense-Making Sense-making allows teachers to progress from encountering new information and ideas to being able to act upon these new ideas in practice (Datnow et al., 2023). We adopt Naumer, Fisher, and Dervin’s (2008) definition of sense-making moments for this study. They stated:
The sense-making moment is the point in time-space when a person experiences a gap while moving through time-space...The person bridges this gap by experiencing questions and muddles that lead them to construct bridges consisting of ideas, thoughts, emotions, feelings, hunches, and memories. (p. 3)
Teacher sense-making in this study entails teachers encountering frame shifting concepts, processing these concepts based on their situated contexts of practice, and acting on this knowledge by identifying teacher moves that can better address their persistent dilemmas (Luttenberg et al., 2013). Methodology, Methods, Research Instruments or Sources Used Context Discourse analysis as an analytical method in a case study approach was used to examine the sense-making journeys of six educators in one school district in central Scotland. Cases were identified from groups of educators who participated in professional development experiences designed to support their learning of the frame shifting approach. All participants provided written consent to participate as per the university ethics procedures. Two approaches to professional development were undertaken, each consisting of six meetings approximately one month apart. The first was a small group coaching approach (2-3 secondary teacher participants with 2 facilitators), run consecutively over two years with two different small groups. The second was a facilitated workshop for 25 school leaders from primary and secondary schools across the district. Sample and Data Collection Two participants from each of the three professional development experiences were selected as cases for analysis. Data sources included: audio recordings/transcripts from each two-hour group meeting, artifacts from each meeting such as presenter slides and participants’ final presentations, audio recordings/transcripts from 2 two-hour presentation meetings, and 30-minute follow-up interviews with all participants. Data Analysis All transcripts and artifacts pertaining to each case were compiled into case folders. All members of the research team individually analyzed all documents for one case. For each document, evidence of moments of learning that addressed each of the research questions were coded (e.g., using code 1a if a teacher was discussing their understanding of habits of mind or using code 1c if the interaction with the course facilitator was shaping teacher learning). We synthesized the nature and content of these sense-making moments to answer the research questions for that case. We then discussed similarities and differences in our thematic conclusions and came to consensus on the findings for this case. Next, we distributed the remaining cases among us for analysis. After thematic conclusions were determined for all cases, we conducted a cross-case analysis to identify findings that would account for the sense-making of the entire sample of teachers (Stake, 2006). Conclusions, Expected Outcomes or Findings Participants made sense of the habits of mind and shifting across the three domains of teaching to to identify new teacher moves to address problems of practice. Facilitators spurred this sense-making through strategic questioning. Sense-Making: Habits of Mind Participants developed conceptual understanding of all three habits of mind, making sense of how and when they enabled participants to, as one participant explained, “take a step away from preconceived ideas.” This participant continued: [The habit of deliberate interpretation is] the one I feel I probably find hardest…[I am now starting to ask] what is actually going on here when they are sitting and they're refusing to get on with the task? That [habit] will help me unpick this. Gentle dissonance challenged current ways of thinking, which allowed for new approaches. Sense-Making: Domains of Teaching and Teacher Moves Moving across the domains of teaching positioned participants to select teacher moves not previously identified. One participant compared this to“moving a glass around…like a Ouija board, like zoning in on that bit and then zoning in on that bit.” By shifting from the domain of relationships to classroom management, she applied strategies to impact the dilemma rather than remaining “embedded in the emotional content of the relationships…locked into [a] ‘why won’t you learn’ mentality.” In this way, existing practices were challenged and adjusted. Nature of Interactions When Sense-Making is Evidenced Sense-making interactions were characterized by facilitators’ questions and fellow participants’ comments that clarified participants’ explanations of their learning processes and applications to practice. For example, the facilitator asked “How were you thinking about that before?” when a participant demonstrated new understanding, highlighting the new sense being made. The study demonstrates how teachers make sense of the frameshifting approach. Through participation in the professional development activities, teachers questioned and adjusted existing beliefs. Paper Building AI Competencies in Teachers: Findings from the Pre-Piloting Phase of the PAIDEIA Project Dublin City University, Ireland Presenting Author:This paper reports on findings from two pre‑validation workshops conducted as part of the PAIDEIA Project, a European initiative aimed at preparing teachers for the responsible and pedagogically meaningful integration of Artificial Intelligence (AI) in education. The workshops brought together educational experts, primary school teachers, and secondary school teachers to review and provide feedback on the AI&ED Competence Framework and the accompanying Teacher Professional Development Program prior to large‑scale piloting. As international frameworks increasingly emphasise the need for AI literacy and ethical awareness among educators (European Commission. Joint Research Centre., 2017; UNESCO, 2021), the pre‑validation phase served as a critical step in ensuring that the PAIDEIA curriculum is usable, relevant, and aligned with teachers’ professional realities. Participants explored the Five‑unit curriculum, which covers AI awareness, teaching with AI, guiding students in AI use, and ethical considerations. While the curriculum’s ambition and clarity were widely acknowledged, a consistent concern across both workshops was the overall course length. The proposed 36‑hour duration was viewed as unrealistic for typical teacher professional development contexts, echoing broader research on workload constraints in teacher learning (Creagh et al., 2025). Participants recommended reducing the duration or modularising the course into smaller, more manageable units to enhance engagement and feasibility. Feedback also highlighted concerns regarding the overuse of AI‑generated content, particularly the recurring presence of “Teacher Tamara,” an AI‑generated persona embedded in several activities. Participants expressed a preference for authentic teacher testimonials and real‑world classroom case studies, arguing that these would enhance credibility, relatability, and pedagogical relevance. This aligns with existing literature emphasising the importance of authenticity and contextualisation in teacher professional development (Hamash et al., 2024; Holmes et al., 2023; Plust et al., 2021). Participants further stressed the need for differentiated content to address the distinct needs of novice teachers and experienced practitioners, who engage with AI tools in different ways. Although the curriculum’s theoretical foundation was appreciated, participants called for a stronger balance between conceptual content and practical, classroom‑oriented examples. They emphasised the value of hands‑on activities, real teaching scenarios, and opportunities to experiment with AI tools, elements shown to support meaningful teacher learning (Boulhrir & Hamash, 2025; Holmes & Tuomi, 2022). The ethical focus in Unit 4 was particularly well received, with participants recognising the importance of equipping teachers to navigate issues such as bias, transparency, and data protection. Feedback on platform usability was mixed. Some participants found the interface intuitive, especially when the left‑hand navigation menu remained visible. Others reported inconsistencies between click‑through modules and scrollable web pages, as well as technical issues in interactive exercises. Drag‑and‑drop activities did not function reliably across devices, text‑matching quizzes were overly restrictive, and self‑reflection questionnaires allowed users to bypass content by selecting “strongly agree.” Additional concerns included poor mobile responsiveness, readability issues caused by colour choices, and the need for clearer progress indicators, subtitles, and improved accessibility features. Participants also emphasised the importance of transparency regarding the use of AI tools within the course itself, recommending clearer explanations of their purpose and limitations. Across both workshops, there was a strong preference for a more concise, streamlined format that balances theory with practice and supports teachers’ diverse levels of experience. Overall, the pre‑validation workshops provided essential insights into the usability, authenticity, and pedagogical alignment of the PAIDEIA curriculum. The feedback offers a clear roadmap for refinement prior to full‑scale piloting and contributes to broader discussions on how to design effective, ethically grounded AI professional development for educators. Methodology, Methods, Research Instruments or Sources Used The pre‑validation phase employed a qualitative, exploratory design to gather external feedback on the AI&ED Competence Framework and the Teacher Professional Development Program. This approach aligns with established practices in early‑stage educational design research, where iterative refinement is informed by stakeholder perspectives (Braun & Clarke, 2006; Holmes et al., 2023). Two workshops were conducted with a total of participants representing educational experts, primary school teachers, and secondary school teachers. This diverse sample ensured that feedback reflected a range of pedagogical contexts and professional experiences, consistent with recommendations for inclusive curriculum validation (McKenney & Reeves, 2018). Participants engaged with the Five‑unit curriculum and its associated digital platform, exploring content related to AI awareness, pedagogical integration, student guidance, and ethical considerations. Data collection involved multiple sources. First, participants interacted with the online course environment, allowing researchers to observe navigation patterns, usability challenges, and engagement with interactive elements. Second, structured feedback was gathered through facilitated discussions, written comments, and workshop debriefs. These feedback mechanisms captured participants’ perceptions of course length, content relevance, authenticity, differentiation, and pedagogical balance. Third, participants provided detailed observations on platform usability, including layout consistency, mobile responsiveness, and the functionality of interactive exercises such as drag‑and‑drop tasks, quizzes, and self‑reflection questionnaires. Thematic analysis was used to analyse the data, following Braun and Clarke’s (2006) six‑phase approach. Codes were generated inductively and grouped into themes related to course structure, content authenticity, pedagogical alignment, usability, accessibility, and differentiation. Triangulation across data sources strengthened the credibility of findings by enabling cross‑validation of themes emerging from observations, discussions, and written feedback (Zawacki‑Richter et al., 2019). Ethical considerations included informed consent, anonymisation of participant contributions, and adherence to GDPR requirements. The workshops were designed not only to collect evaluative data but also to support participants’ professional learning, reflecting the project’s commitment to responsible and participatory curriculum development (UNESCO, 2021). Conclusions, Expected Outcomes or Findings The pre‑validation workshops provided critical insights into the strengths and limitations of the PAIDEIA Teacher Professional Development Program and the AI&ED Competence Framework. Participants recognised the curriculum’s comprehensive scope and its potential to support meaningful AI integration in education. However, they emphasised the need for substantial revisions to ensure the program is usable, authentic, and pedagogically balanced. A central finding was the need to reduce or modularise the 36‑hour course to better align with teachers’ workload realities. Participants also highlighted the importance of replacing AI‑generated personas with authentic teacher narratives and real classroom examples, reinforcing the value of contextualised learning experiences. The call for a stronger balance between theory and practice reflects broader evidence that teachers learn most effectively when professional development is grounded in practical, classroom‑relevant activities. Usability issues, including inconsistent layouts, technical problems with interactive exercises, and limited mobile responsiveness, were identified as barriers to engagement. Participants also stressed the need for improved accessibility features, clearer progress indicators, and refined survey instruments. Differentiation emerged as another key theme, with participants noting that novice and experienced teachers require distinct forms of support when engaging with AI tools. Overall, the workshops underscored that effective AI professional development must be concise, authentic, accessible, and responsive to teachers’ diverse needs. The feedback gathered provides a clear roadmap for refining the PAIDEIA curriculum before full‑scale piloting and contributes to ongoing discussions about how to prepare educators for ethical and pedagogically sound AI integration. Paper Designing and Enacting Teacher Professional Learning: Perspectives of Policymakers, School Leaders, and Teachers University of New South Whales, Australia Presenting Author:Professional learning (PL) is widely positioned as a central mechanism for improving teaching quality, supporting curriculum reform, and sustaining professional growth across teachers’ careers. Across European and international education systems, teachers are increasingly framed as lifelong learners, expected to continuously adapt their practice in response to policy reform, accountability frameworks, and changing societal demands. Despite this emphasis, professional learning is frequently experienced by teachers as fragmented, compliance-driven, and disconnected from classroom realities and career-stage needs. This paper argues that the structures designed to ensure coherence, accountability, and system-wide alignment in professional learning can unintentionally undermine professional learning as lifelong learning. While alignment with policy priorities and reform agendas is intended to strengthen teaching practice, it often produces professional passivity, cognitive overload, and selective engagement rather than sustained professional growth across the career continuum. The study conceptualises professional learning as a multi-level phenomenon shaped by the interactions of policymakers, school leaders, and teachers. Rather than examining teachers’ experiences in isolation, the research investigates how professional learning is enacted at policy and leadership levels and how it is experienced and negotiated by teachers in practice. The study is guided by the following research questions:
Together, these questions enable examination of professional learning as both a structural system and a lived professional experience. A particular focus is placed on how teachers respond when professional learning initiatives conflict with their professional values, expertise, or classroom contexts, and how these responses shape professional identity and engagement over time. The study is theoretically informed by Cognitive Dissonance Theory (Festinger, 1962). Cognitive dissonance refers to the psychological tension experienced when individuals encounter inconsistencies between beliefs, values, and actions. In this study, cognitive dissonance is reconceptualised not as resistance to professional learning, but as a mechanism through which teachers actively negotiate policy-driven professional learning. When professional learning expectations conflict with teachers’ professional judgement or contextual realities, teachers engage in processes such as selective uptake, internal reframing, and professional compliance to reconcile system demands with their professional identities. Extending cognitive dissonance theory across policy, leadership, and classroom levels enables analysis of how professional learning produces divergent outcomes, including surface-level compliance, disengagement, or deeper, sustained learning. This multi-level application reveals a central paradox in contemporary professional learning systems: initiatives designed to standardise and scale professional learning often diminish the agency, continuity, and reflexivity required for lifelong learning. The European and international relevance of this study lies in its engagement with challenges shared across education systems, including curriculum reform, standardised professional learning frameworks, reform saturation, and increasing expectations of teacher lifelong learning. Although situated within a single education system, the tensions identified reflect patterns documented across European contexts, where policy coherence and accountability coexist with aspirations for teacher agency and professional growth. As such, the study contributes to broader international debates on how professional learning can be designed and enacted to support meaningful lifelong learning rather than episodic or compliance-oriented participation. Methodology, Methods, Research Instruments or Sources Used This study adopts a qualitative, interpretive research design to examine how professional learning is designed, enacted, and experienced across multiple system levels. A qualitative approach was selected to capture the complexity of professional learning as both a structural system and a lived professional experience, and to enable in-depth exploration of alignment and tension across policy, leadership, and classroom practice. Data were generated through 36 semi-structured interviews with policymakers (n = 12), school leaders (n = 12), and teachers (n = 12). Participants were purposively selected to represent a range of professional roles, career stages, school types, and educational contexts. This multi-perspective sampling strategy enabled comparative analysis aligned with the study’s research questions, allowing examination of how professional learning is enacted by policymakers and leaders (RQ1), shaped by systemic and organisational factors (RQ2), and experienced and interpreted by teachers across career stages (RQ3). Semi-structured interviews were used as the primary research instrument, providing consistency across participant groups while allowing flexibility to probe individual experiences and contextual variation. Interview prompts explored participants’ understandings of the purposes of professional learning, alignment with policy and school priorities, leadership structures and decision-making processes, modes of delivery, opportunities for differentiation, and experiences of engagement, tension, or dissonance. Teachers were additionally asked to reflect on how professional learning connected to their professional identities and career trajectories. Interview data were analysed using thematic analysis (Braun & Clarke, 2022), supported by a hybrid deductive–inductive coding approach. Deductive codes were informed by policy frameworks and Cognitive Dissonance Theory, capturing system-level logics such as policy-driven professional learning, mandated curriculum alignment, executive-led delivery, whole-school implementation, and professional compliance. Inductive codes emerged from participants’ accounts, particularly teachers’ descriptions of passive participation, lecture-style delivery, cognitive overload, one-size-fits-all provision, stage mismatch, selective uptake, and preferences for hands-on and collaborative learning. Importantly, several analytic categories bridged deductive and inductive reasoning, revealing how teachers were often positioned as willing but passive recipients of professional learning. These bridging codes enabled analysis of how compliance and agency co-exist, and how cognitive dissonance operates as a mechanism mediating engagement, adaptation, and professional identity. Ethical approval was obtained in accordance with institutional guidelines. All participants provided informed consent, and confidentiality and anonymity were maintained throughout data collection and analysis. Conclusions, Expected Outcomes or Findings The findings indicate that professional learning is frequently enacted by policymakers and school leaders as a mechanism for achieving policy coherence, curriculum alignment, and system-wide reform (RQ1). Executive-led, whole-school approaches supported organisational alignment but often limited responsiveness to teachers’ expertise, career stages, and contextual needs. Systemic, departmental, and school-level factors—including reform saturation, time constraints, leadership turnover, and accountability pressures—shaped how professional learning was designed and delivered (RQ2). These factors contributed to standardised, one-size-fits-all models that prioritised efficiency and compliance over depth and sustained engagement, making professional learning episodic rather than career-long. Teachers’ experiences of professional learning (RQ3) were characterised less by outright resistance and more by strategic adaptation. Teachers engaged in selective uptake, internal reframing, and professional compliance when learning duplicated existing expertise or conflicted with classroom realities. Cognitive dissonance emerged as a key mechanism, mediating whether professional learning resulted in superficial compliance or meaningful, reflective engagement. Importantly, professional learning functioned as lifelong learning when it incorporated hands-on, collaborative, and reflective practices and when leadership fostered trust and professional respect. In these contexts, cognitive dissonance became productive, prompting reflection and supporting sustained professional growth across career stages. Overall, the study concludes that alignment across policy, leadership, and practice is necessary but insufficient for professional learning to support lifelong learning. Systems must also attend to teacher agency, professional identity, and continuity over time. These findings contribute to European and international debates on designing professional learning that is coherent, equitable, and sustainable, highlighting the tension between system-level efficiency and teacher-centred lifelong learning. Global and national dynamics related to poverty, migration, and displacement (UNESCO, 2018) and unprecedented levels of mobility within and across nations by diverse racial, cultural, ethnic, and linguistic groups (Banks, 2008) have intensified those challenges. Consequently, education systems have been under growing pressure to develop more adaptive, inclusive, and effective teaching practices capable of responding to diverse student needs (OECD, 2023b). In education, disadvantaged groups refer to populations at risk of exclusion from educational opportunities (UNESCO, 2020). In the present study, disadvantage is conceptualized as a multidimensional and intersecting condition shaped by structural, educational, and individual factors. Commonly identified dimensions include socio economic disadvantages, gender inequalities, language, cultural diversity and ethnic background related challenges, lack of educational support, special educational needs or learning difficulties, migration or refugee background, rural or remote location, and health related barriers (European Commission, 2022; Sirin, 2005; UNESCO, 2020). Together, these dimensions constitute the contextual and personal background of disadvantage that informs both the analytical framework and the interpretation of findings. In response to the complex nature of teaching across diverse contexts, teacher effectiveness, professional development and school leadership in disadvantaged educational settings take on particular importance. Teacher effectiveness is defined as the effect a teacher has on desired student outcomes (Opdenakker, 2023). Teaching effectiveness is thus defined as the effect a teacher’s teaching has on desired student outcomes. Effectiveness emerges through the interaction between individual teacher characteristics, leadership, professional learning, and organizational conditions in which teachers work (King & Newmann, 2001; Fullan, 2007). International comparative research illustrates how teaching practices and support structures are examined within specific national policy contexts, highlighting the importance of contextualized understandings of teacher effectiveness (Maulana et al., 2023). Policy oriented research further emphasizes the role of teacher professional development and school leadership in addressing educational disadvantages and promoting equity. International organizations such as the OECD and the European Commission consistently frame leadership capacity and teacher learning as key policy levers for supporting disadvantaged students at the system level (OECD, 2020; European Commission, 2022). Building on this body of work, the current study is theoretically grounded in the School Capacity Building tradition (Fullan, 2007; Hargreaves & Fullan, 2012; King & Newmann, 2001; Leithwood et al., 2020), which conceptualizes teacher effectiveness as an organizational outcome emerging from the interaction between teachers’ individual knowledge and skills and the leadership and professional learning structures within which they work. Complementing this organizational perspective, the study draws on the teacher effectiveness literature which emphasizes the contextual and culturally situated nature of teaching effectiveness (Maulana et al., 2023). These frameworks provide important reference points for understanding that teacher effectiveness does not rely solely on teacher knowledge and skills; teacher development and leadership are crucial inputs; context is decisive in educational implications; contextual profiling is essential, particularly in comparative research; and disadvantage could be addressed as a context. From this perspective, the present paper focus on “How are teacher effectiveness, professional development, and school leadership framed in relation to disadvantage within recent policy and research documents in the Netherlands and Türkiye?”. The Netherlands and Türkiye represent contrasting governance models in education, particularly in terms of decentralization, school autonomy, and leadership structures. Both systems face increasing diversity due to migration, but they respond to it through very different policy and professional development arrangements. Methodology, Methods, Research Instruments or Sources Used This study adopts a qualitative comparative document analysis design (Bowen, 2009) to examine how teacher effectiveness, professional development, school leadership roles, and disadvantage are framed in the Netherlands and Türkiye. Document analysis is appropriate for cross-national education research focusing on systematic examination of policy texts, governance structures and organizational priorities across different national contexts (Cardno, 2018). Data collection followed a structured two stage process. In the first stage, documents were identified separately for each country across five predefined categories: 1. legal and policy documents, including laws, regulations, frameworks, and official reports published by governments and relevant ministries. 2. national statistical data and reports published by official national statistical agencies. 3. reports produced by nationally recognized non-governmental organizations. 4. comparative reports published by international authorities such as the OECD, Eurydice, UNESCO, and the European Commission and 5. peer reviewed academic publications from the last two years directly related to teacher effectiveness, professional development, school leadership, and disadvantage. For each category, official institutional websites were systematically searched using predefined keywords (disadvantage, equity, inequity, teacher, professional development, leader/leadership), and an initial document pool was established for each country. Common educational search engines (ERIC, Scopus and Education Research Complete) were consulted selectively to complement official sources. In the second stage, the document corpus was reviewed iteratively to assess analytical relevance. Documents which do not directly inform policy and practices related to topic of research were excluded. Document analysis was structured through a two-step analytical process guided by the theoretical frameworks underpinning the study. First, contextual profiles are developed, capturing how disadvantaged students, teacher professional development, and school leadership are defined, framed, and positioned and treated within national contexts. Building on the contextual profiles, the second step involved a structured cross-national comparison across three system level dimensions derived from the School Capacity Building framework: funding arrangements, school leadership structures, and professional development frameworks (King & Newmann, 2001; Leithwood et al., 2020). The analysis emphasizes comparison by examining how policy goals related to disadvantage are operationalized through different governance mechanisms as policy instruments function differently within distinct governance regimes (Ozga, 2012). The analysis was guided by an analytical scheme derived from the School Capacity Building framework. Analytical reliability was supported through transparent documentation of coding decisions and iterative refinement of the rubric, with calibration checks planned through peer discussion. Conclusions, Expected Outcomes or Findings This paper is expected to provide a structured, policy informed comparative overview of how systems of the Netherlands and Türkiye conceptualize disadvantage and map teacher development and school leadership within this context. Preliminary comparative findings suggest that the two systems do not primarily differ in their stated commitment to educational equity (OECD, 2022), but rather in the governance architectures through which equity oriented policies are operationalized (OECD, 2023b; European Commission, 2022). In the Turkish context, policy approaches tend to emphasize normative regulation of teacher roles and centrally defined responsibilities (MoNE, 2017: OECD, 2019), while support mechanisms related to disadvantage are less explicitly embedded across funding, leadership, and professional development structures (ERG, 2025; UNESCO, 2021). In contrast, the Dutch system places stronger emphasis on structural alignment, embedding equity considerations within differentiated funding arrangements (Ares Abalde, 2014; Eurydice Nederland, 2025; Ladd & Fiske, 2009), leadership accountability frameworks, and school based professional development policies (Inspectie van het Onderwijs, 2025; OECD, 2020). As a result, it can be concluded that support for instructional capacity in disadvantaged contexts appears to be more structurally organized in the Netherlands, whereas in Türkiye it relies to a greater extent on the adaptive efforts of individual teachers and school actors within centrally regulated frameworks. This study is expected to contribute to the field of Professional Learning and Development by offering context sensitive, comparative insights into teacher effectiveness, professional development, and school leadership in relation to disadvantaged students.
