Paper Understanding Variation in Teachers’ Formative Assessment Practices and Their Support for Autonomy and Inclusion Masaryk University, Faculty of Education, Brno, Czech Republic (Czechia) Presenting Author:Formative assessment (FA), often termed 'assessment for learning', represents a dynamic and systematic process designed to gather evidence of student learning during the instructional process (Heritage et al., 2009). These practices are underpinned by three fundamental processes: establishing where the learner is going, identifying where they are right now, and determining how to get them there (Black & Wiliam, 2009). Key strategies within this framework include clarifying and sharing learning intentions, engineering effective classroom discussions to elicit evidence of understanding, providing feedback that moves learning forward, and adapting instruction in response (Lee et al., 2020). FA has been identified as one of the evidence-based teaching strategies that “really works in special and inclusive education” (Mitchell & Sutherland, 2020). As an inclusive strategy, FA is particularly beneficial for traditionally low-achieving students, holding the potential to narrow the achievement gap between students from different socioeconomic and cognitive strata (Yan et al., 2021). Moreover, Gersten et al.’s (2009) meta‑synthesis of instructional components demonstrated that students with learning disabilities show markedly improved mathematical performance when they receive explicit instruction accompanied by continuous feedback. FA facilitates inclusion through pedagogical differentiation, where teachers adapt their instruction and provide personalised feedback based on the specific learning needs identified through ongoing evidence collection (Andersson & Palm, 2017). The relationship between FA and student autonomy is defined by a fundamental shift in the learner's role, transforming them from a passive recipient of information into an active agent and owner of their own learning (Andersson & Palm, 2017). However, this transformation depends on whether a teacher implements merely the ‘letter’ or the ‘spirit’ of FA (Marshall & Drummond, 2006). The ‘letter’ refers to mechanically applying techniques, such as “hands down” questioning or extended “wait time”, which can become ritualistic and fail to engage deeper thinking. In contrast, the ‘spirit’ reflects a principled approach that emphasises internalising standards of quality and transferring regulatory control from the teacher to the student (Marshall & Drummond, 2006). If we understand inclusive education as ensuring students’ presence in mainstream schools, enhancing their participation and achievements, and fostering their sense of belonging (Ainscow et al., 2006), then the inclusive dimension of FA supports equitable access to learning achievements through responsive teaching. At the same time, supporting autonomy enables students to engage more fully in classroom learning situations. The 'spirit' of FA is truly captured when teachers move beyond mechanistic procedures to implement high-level organisation based on ideas that promote student independence (Marshall & Drummond, 2006). Ultimately, effective FA may function as a coherent pedagogical orientation that, through the timely elicitation and use of evidence, builds both the inclusive structures and the individual agency required for all students to succeed (Yan et al., 2021).
Research questions and objectives This paper draws on a subset of data from a larger study. It analyses interviews with teachers from three Czech primary schools who were identified as actively enacting formative assessment, along with principals, special educators, and teaching assistants from the same schools. It also incorporates group discussions with students in Grades 4 to 9 to capture their perspectives on these practices. The study is guided by the following three research questions:
Methodology, Methods, Research Instruments or Sources Used This research paper forms part of a larger mixed‑method project. However, to address the research questions outlined above, we used a qualitative design based on semi‑structured interviews and group discussions. Three teachers from three different primary schools were selected through purposive expert sampling, which involved consulting specialists in didactics and teaching methods to identify teachers recognised as exemplary practitioners of FA, with a partial snowball element whereby these teachers also suggested teachers with similar teaching approache from other schools. After initial contact, the three teachers and their school leadership agreed to participate. The participating schools were situated in different regions of the Czech Republic. Data collection was carried out over a three‑month period (November 2025 to January 2026), with all four authors of the paper actively involved throughout. Two qualitative methods were used. First, eleven semi‑structured individual interviews were conducted with teachers and other staff: three teachers, three principals, two school psychologists, one special education teacher, and two teaching assistants. These interviews, lasting 33–62 minutes, followed an interview schedule exploring the teachers’ FA practices and participants’ views on their relation to inclusive education and self‑regulated learning, while allowing space for emergent themes. Second, twenty‑four semi‑structured group discussions were carried out with 84 students from Grades 4–9 who volunteered and had parental consent. Groups consisted of two to four students. The group discussions took place during school hours in appropriate school spaces. Sessions lasted 7–17 minutes, and this short format with small, mostly friendship‑based groups enabled students to express their views more openly. Questions focused on their perceptions of teachers’ instructional strategies, feedback and assessment practices, and their experiences of inclusion in terms of belonging and achievement. For this abstract, only a preliminary analysis of the data has been undertaken. By the time of the conference, we expect to have begun a more detailed analysis in ATLAS.ti, from which we will share the findings. As the audio recordings have already been transcribed using Plaud.ai, the planned analysis will proceed with repeated close reading and the development of descriptive codes that will be grouped into topic codes (subordinate thematic categories) and critical codes reflecting interpretation and meaning‑making (Novotná et al., 2019). The coding will follow an iterative process with constant comparison across cases and the support of analytical memos, with higher‑order themes gradually emerging and being checked against the data for conceptual coherence and empirical grounding. Conclusions, Expected Outcomes or Findings In relation to the first research question, teachers in the studied schools described using FA—often called responsive teaching—through frequent, real‑time checks of understanding with mini whiteboards, finger signals, or random selection (cold calling). They relied on routines such as a “Do Now” starter and breaking learning goals into small steps with clear success criteria and model examples. They reported adjusting teaching based on gathered evidence, whether by re‑explaining content, changing methods, incorporating peer learning, or offering individual support. They emphasised prompt feedback and self‑assessment to help learners correct their work and develop metacognitive skills. Regarding the second research question, adult respondents described FA and responsive teaching as key drivers of inclusion because they believe these practices provide the “knowledge apparatus” and structures that level the playing field for disadvantaged or diverse learners. They felt that breaking instruction into small steps with immediate feedback prevents students from “escaping” the learning process and creates a predictable, safe environment. Although some noted concerns that structured methods might seem over‑regulated, teachers maintained that autonomy develops through mastery and that explicit guidance and scaffolding, in their view, ultimately enable students to become self‑regulating. Regarding the third research question, many students reported feeling more independent when they could work at their own pace, choose task difficulty, or use their own methods, though some described reduced autonomy in lessons governed by strict timers and a rigid pace. Mini‑whiteboards, peer explanations, and gamified tasks generally increased participation, yet practices such as required eye contact sometimes created anxiety. Students often said they felt included when teachers provided fair, individualised support and handled mistakes sensitively. However, they also noted barriers such as social cliques, disruptive peers, and occasional feelings of being overlooked, particularly among high achieving students, who sometimes perceived that teaching practices predominantly benefited their lower achieving classmates. Paper Inclusion in Sharjah Private Schools: A Focus on Assessment and Interventions for Students with Special Educational Needs and Disabilities 1: University of Exeter, United Kingdom; 2: Sharjah Education Academy, United Arab Emirates Presenting Author:Inclusive education (IE) refers to identifying and removing barriers that hinder participation and learning of all students within mainstream classrooms (Ainscow, Slee, and Best 2019). In recent decades, the philosophy and policies of IE have evolved from focusing solely on students with special educational needs and disabilities (SEND) to embracing the needs of all learners, recognising that every student matters regardless of gender, background, ability, ethnicity, language, or belief (UNESCO 2020). However, putting these inclusive ideals into practice remains complex and often contested, particularly in diverse educational contexts with rapidly changing policies, such as those in the United Arab Emirates (UAE) (Emam and Al-Mahdy 2022; Massouti, Al-Rashaida, and Alhosani 2024). The UAE, known for its culturally and linguistically diverse society, has implemented initiatives to promote equal educational opportunities for all students, including those identified with SEND (Ghaleb, Dababneh, and Al-Zboon 2021). These developments provide a policy foundation for inclusion, yet how schools interpret and operationalise these frameworks remains under-researched. The current study aims to investigate how IE is put into practice in Sharjah Private Schools in the UAE, focusing on how SEND students are identified, assessed, and supported. To guide this inquiry, the study addresses the following research questions: 1.How do case study schools identify, assess, and intervene in support of students with SEND? 2.What challenges and opportunities arise in the implementation of IE? 3.To what extent do these practices reflect the principles embedded in international IE frameworks? The IE paradigm provides a critical framework for exploring both the challenges and opportunities in implementing inclusion policies, and how these affect SEND students (Deroncele-Acosta and Ellis 2024). To translate inclusion policies into effective classroom practice, education systems worldwide have increasingly adopted structured frameworks to guide inclusion. Among the most widely used are multi-tiered systems of support (MTSS) and the Graduated Approach, both of which provide practical models for addressing persistent gaps in provision. MTSS is a proactive, school-wide framework that delivers tiered, evidence- based interventions aligned with IE principles (Castillo et al. 2022). At its foundation, MTSS integrates academic and behavioural supports across three levels: Tier 1 (Universal), Tier 2 (Targeted), and Tier 3 (Individualized). While MTSS provides a broad, school-wide framework, the Graduated Approach – widely implemented in the UK and increasingly referenced in international contexts – offers a more individualised, cyclical process of continuous support and review. It follows the ‘Assess, Plan, Do, Review’ model, which emphasises collaboration between teachers, specialists, and parents to tailor interventions to each student’s evolving needs (Castillo et al. 2022). Methodology, Methods, Research Instruments or Sources Used A qualitative approach was employed to explore staff perspectives on inclusive practices for supporting SEND students. Participants were asked to describe examples of IE barriers and facilitators to this and the impact of policies. By gathering insights from various staff across four schools, understandings of collaboration, leadership of IE, and the policy landscape were captured. Schools following distinct curricula – National, British, American, or Indian – were approached. Selection was based on their active development of IE and prior engagement with researchers, resulting in a diverse convenience sample. While researchers initiated contact with schools, participant selection was carried out by the school principal or head of inclusion. A convenience sampling approach was used, with leaders inviting staff in key roles or those recognised for their inclusive practices. The sample included senior and middle leaders, teachers, and support staff, including shadow teachers (STs), who are parent-funded aides supporting students with significant academic, behavioural, and social needs. All participants were informed about the study in advance and consented to take part voluntarily. In total, 55 individuals were interviewed. Data were collected through a combination of semi-structured individual interviews and focus groups, conducted in November 2024. Focus groups were used when several participants held similar roles (e.g. classroom teachers, subject heads). All were held face-to- face and conducted in either Arabic or English, based on participants’ language preferences. They were designed to capture role-specific insights into inclusive practices in general and interventions for SEND students used in participant’s schools. Data was analysed using Framework Analysis, a method well-suited to large qualitative datasets, enabling comparison within and between schools and supporting collaborative work through a transparent, staged process (Klingberg, Stalmeijer, and Varpio 2024). Framework analysis involves an iterative process of inductive and deductive analysis (Goldsmith 2021). The analytic process followed the systematic steps outlined by Gale et al. (2013). First, the researchers familiarised themselves with the data by reading transcripts multiple times and annotating emerging ideas to capture contextual nuances. Next, a coding framework was developed grounded in the study’s research questions and its conceptual focus on IE practices. This framework was refined inductively to incorporate unexpected but relevant issues raised by participants. Subsequently, all transcripts were coded according to the framework using NVivo software to ensure consistency, traceability, and effective data management. The coded data were then summarised into thematic matrices, allowing for meaningful comparisons across participant groups and school contexts. Conclusions, Expected Outcomes or Findings Data analysis revealed two overarching themes namely (1) Identifying and assessing SEND students and (2) Unpacking the intervention landscape. These themes were interpreted in relation to the study’s conceptual frameworks, demonstrating how practices align with MTSS and Graduated Approach. All four schools reported systematic efforts to identify SEND students. Initial identification often occurred at the admissions stage, particularly in the three schools that included kindergarten and primary levels using interviews, written assessments, and informal observations. Early identification was emphasised in these three schools. At School 3, for example, the admissions team is trained to observe developmental and behavioural traits in younger applicants as its principal explained. Post-admission, the identification of students with SEND continues through teacher referrals, classroom observations, and informal check-ins. Formal diagnoses from external professionals were required in all schools to justify interventions, accommodations, and external exams provisions. To address high costs, schools serving lower income populations were found to be partnering with certified external centres who provide the services in reasonable costs or allowed parents to obtain evaluations from approved providers in their home countries. The second theme focused on the range of interventions schools implemented to support inclusion and the extent these interventions reflect the principles embedded in international IE frameworks. These interventions fell into three broad categories: academic, socio-cultural, and emotional. Academic support was the most implemented intervention across all schools, with a clear emphasis on improving learning outcomes in core subjects. However, schools faced common challenges, including large class sizes, limited teacher training, and high turnover among STs hired by parents. Socio-cultural was mainly evident through peer-supported interventions. Under the emotional category, all four schools were found integrating wellbeing initiatives within broader pastoral care frameworks, rather than through standalone programmes. Paper The Effectiveness of Criteria-Based Assessment in Meeting the Needs of Students with SEND in Mainstream Schools in Kazakhstan 1: NIS Aktau, Kazakhstan; 2: International Astana English School; 3: IT school-Lyceum Presenting Author:In the last few decades, the education system of Kazakhstan has been undergoing two significant reforms. The first one involves the implementation of inclusive education, which has been a core principle of the country's state policy in education since signing the "Dakar Framework of Actions" in 2000 (UNESCO, 2007). The second reform relates to the updated curriculum, which was prompted by a research study on secondary education conducted by the Organization for Economic Cooperation and Development (OECD) in 2014. As a result of these findings, the OECD team concluded that “It would be desirable for Kazakhstan to undertake a major review of the current curriculum” (OECD, 2014, p 95). As a response to this recommendation, in 2016, an updated curriculum was implemented across all mainstream schools in Kazakhstan (Turganalina, 2020). This reform was significant as it covered modifications in curriculum, assessment, and instruction. The reform was introduced in five phases, gradually incorporating all grade levels, and by 2020-2021, this implementation process was finished. Thus, alongside with the updated curriculum, the traditional normative assessment, which was also found ineffective, was replaced with criteria-based assessment. Kenzhetaeva et al. (2020) highlight that changing the assessment system for students' achievements in Kazakhstan was important due to current educational goals and the need to improve education quality in line with global standards. So, both inclusive education and CBA are relatively new in the Kazakhstani education system, subsequently, there is a scarcity of research on their effectiveness. Only a few preliminary studies have examined the use of CBA in the context of inclusive education, and currently, there is no empirical research on the topic. Given this, it becomes crucial to examine the effectiveness of CBA in meeting the needs of students with SEND. Assessing students with SEND can pose unique challenges, making it important to explore effective assessment strategies. Hence, throughout the study, in addition to the main research question, "How effective is CBA in meeting the needs of students with special educational needs in mainstream schools in Kazakhstan?", the following research questions are investigated: 1. Is CBA an appropriate approach for meeting the needs of students with SEND? 2. To what extent are teachers prepared to implement criteria-based assessment for students with SEND? 3. What are the benefits and challenges experienced by teachers who use CBA with students with SEND? The literature review is structured into three main subsections. Firstly, it is delved into the concept of CBA, exploring its fundamental principles and its applications in educational settings. Secondly, the research focuses on the implementation of inclusive education in Kazakhstan, shedding light on the country's efforts, policies, and progress in promoting inclusive practices. Finally, the study examines the implementation of CBA within the framework of inclusive education in Kazakhstan. The methodology employed in this study is a qualitative research design, which involves conducting interviews with Kazakhstani mainstream schoolteachers who have experience in teaching students with SEN. The interviews primarily focus on understanding the teachers' knowledge, attitudes, and practices related to CBA in inclusive classroom settings. Additionally, the interviews aim to explore the perceived effectiveness and challenges associated with implementing CBA for students with SEND and support they get from schools on this way. Thematic analysis is used to analyze the interview data, facilitating the identification of key themes and patterns. The findings from the interviews are then discussed in relation to the literature explored. This process enhances the comprehensiveness of the study and provides a deeper understanding of the effectiveness of CBA in meeting the needs of students with SEN in mainstream schools in Kazakhstan. Methodology, Methods, Research Instruments or Sources Used For the purpose of this study, a qualitative research approach was chosen, which involved investigating real settings that respect the people and places under study (Creswell, 2013). The interviews allow participants to share their understandings of the world they inhabit and to articulate how they perceive situations from their personal perspectives (Cohen et al., 2007). Interviewing teachers was crucial for our study because their direct involvement in implementing CBA in inclusive settings provides valuable insights into their experiences, enabling them to promptly observe outcomes and identify emerging challenges. Moreover, the study focuses on exploring the effective implementation of two significant reforms in Kazakhstan: inclusive education and an updated curriculum, with CBA being a foundational component. As highlighted by Fullan (2006), carrying out reforms consistently is a changing process impacted by factors such as implementors’ knowledge and skills, resources, and willingness. This is precisely why it was essential to conduct interviews with teachers, as they are the primary implementers of these changes. Through interviews, we explored how teachers perceive CBA, the principles guiding their inclusive teaching methods, and the approaches they used to assess the progress of students with SEND. Additionally, our goal was to uncover the challenges teachers encountered while working with these students and to understand the type of training and support schools provided. The participants in this study were 6 Kazakhstani mainstream schoolteachers who had experience teaching students with SEND. The participants group consisted of 1 mathematics teacher and 5 English teachers. Among the participants, 3 teachers were from a school located in the capital city, while the remaining 3 teachers were from provincial schools. The age range of the participants was from 22 years old to 40 years old, with a range of teaching experience from 2 years to 18 years, 1 male teacher and 5 female teachers. Table 1 below provides basic demographic information about the research participants. The data collected from the interviews was manually transcribed by the researcher and subjected to thematic analysis. Thematic analysis was employed to identify, analyze, and report themes within the data, following a six-step process outlined by Braun and Clarke (2006). The identification of themes for the thematic analysis involved a combination of inductive and theoretical approaches. Some themes were derived inductively, strongly linked to the data itself, while others were driven by the researchers' theoretical interests. Conclusions, Expected Outcomes or Findings The research highlighted that both the literature review and teachers' perspectives align on CBA's suitability for students with SEN. At the regulatory level, it is stated that students with SEN should be applied by a modified curriculum that suits their individual needs (Law, 2007). As for CBA, its adaptability and ability to relate to everyday childhood activities make it the preferred tool for determining the strengths and practical needs of a child (Cook, 2004). As it makes it possible to identify areas in which students need improvement (Davletkaliyeva, et al., 2016), students can subsequently concentrate their efforts on enhancing their performance in those areas. Teachers acknowledge its importance in assessing these students and emphasize the need to tailor criteria to their abilities. However, inadequate training hampers teachers from realizing and utilizing CBA's advantages when working with students with special needs. So, there is a pressing requirement for enhanced training and resources to provide teachers with the essential skills and knowledge needed to establish effective inclusive learning environments. The study also revealed that ongoing methodological support should be available from the school, including consultations when difficulties arise. Forming a dedicated SEN team, which includes teachers experienced in inclusive teaching along with psychologists and speech therapists, can further enhance support. Involving parents in the education of students with SEND can lead to positive results. Dealing with these students, who have diverse needs like differing memory processing speeds, can be complex. This highlights the importance of parents' role in creating a supportive learning environment. Teachers often see that when parents are actively engaged in their child's education, it significantly boosts their progress. Paper ***WITHDRAWN*** Implementing National Assessment with ID Students, Teachers’ Policy enactment 1: Dalarna university, Sweden; 2: Mälardalens university, Sweden; 3: Kristianstad university, Sweden Presenting Author:In recent years, there have been big changes in the governance of national assessment in Europe, which is also seen in the Compulsory School for Students with Intellectual Disabilities (CSSID) in Sweden. To support teachers in interpreting the new curriculum goals and ideology, mandatory assessment of students' knowledge was introduced CSSID in Sweden in June 2024 (Swedish National Agency for Education (2019). This proposal presents and discusses the outcome from a project that followed and studied the implementation of this during 2025 in one school. Schools have a mission to support students with disabilities to reach their potential. At the same time, teachers face difficulties in monitoring and evaluating students' learning, and there is limited knowledge about how the teachers’ work is conditioned and governed (Baxter et al., 2002). Research reports both the potential and the significant practical challenges associated with alternate assessment systems for students with severe cognitive disabilities globally (Kleinert et al., 1999; Lazarus et al., 2011). Earlier educational approaches emphasised functional everyday skills as central to participation in society, such as communication, mobility, and social interaction. Over time, however, schooling has increasingly focused on theoretical knowledge (Browder et al., 2003). Research, therefore, highlights the need for assessment and instruction that allow everyday skills to be made visible, for example, by linking theoretical knowledge to everyday activities such as cooking or managing money (Browder et al., 2003). Policy developments have significantly influenced the evolution of assessment practices for students with ID. Insights from Lebeer et al. (2011) and Horrocks and Morgan (2011) highlight that assessment practices often remain constrained by static, deficit-oriented tools and insufficient teacher preparation, thereby limiting support to learning. Efforts to promote equitable assessment and grading in the CSSID are marked by tensions inherent in national assessment systems. National tests are designed to ensure reliability and validity, which often prioritise theoretical knowledge. At the same time, international research points to the risk that national assessments may exclude students with intellectual disabilities, thereby challenging the principle of an equitable school system (Andersson et al., 2024). Consequently, the implementation of mandatory testing needs to be studied. This study aims to investigate how the shift in governance toward mandatory national assessment in CSSID influences teachers' understanding and interpretation of students, their knowledge, and the assessment process itself. This has been studied from an interest in understanding teachers’ policy enactment (Ball et al., 2012) and with assessment understood as a practice that is governed by and governs the social epistemology simultaneously (Bagger et. al., submitted; Hacking, 1999; Popkewitz, 2014). Methodology, Methods, Research Instruments or Sources Used Data was collected in a series of three workshops with 9 teachers working in CSSID during the period of implementing the national assessment. Their students range from 7-15 years old. Their principal also participated in two of the workshops. During these workshops, there was a continuous focus on discussing their practice with the national assessment, the students and their knowledge. Each workshop was introduced with a short 15-minute lecture on teachers’ work with national assessment, knowledge assessment and the students’ knowledge, held by the three researchers, one each depending on our field of expertise. Thereafter, a focus group conversation was held with the purpose of exploring the teachers’ experiences of national assessment. The focus group then described, discussed and negotiated their ideas about students, their knowledge and assessment. The researcher led these focus group discussions and directed questions towards their experience of the national assessment with the students, and of students’ knowledge and test-taking. The workshops were recorded and transcribed. Following Cresswell (2013), a thematic content analysis was made on the transcripts and statements on the student, the student’s knowledge and assessment was de-selected. These three pre-determined themes were thereafter explored in a search for opportunities and obstacles for assessing the students’ knowledge. We also drew on a previously developed framework of analysis that advocated Popkewitz’s concept of fabrication and performed a discursive reading of the themes found (see Andersson et al., 2024 Conclusions, Expected Outcomes or Findings Preliminary analysis points towards five topics that sum up opportunities and obstacles in connection to the national assessment with the students. These obstacles and opportunities seemed to be very intertwined and together shaped teachers’ understandings about the students, the students’ knowledge and assessment: 1. The process of adaptation 2. Students’ participation and agency 3. Documenting the outcome 4. Structuring the assessment (both in terms of time and energy) 5. Professional learning from the experience The five topics are related to each other and depend on each other. If, for example, teachers can or cannot learn from and integrate their experiences into their professional learning, or if adaptations are or are not available, students’ participation and agency during the assessment will be impacted very differently. We conclude that national assessment of students’ knowledge needs to be studied in the lived classroom, and to explore with teachers how the tensions between obstacles and opportunities can be resolved. We stress the importance of approaching assessment for students with intellectual disabilities (ID) as an ongoing, participatory process embedded in everyday classroom culture and practice, rather than as a demarcated assessment activity. Otherwise, there is a risk that students’ learning is deprioritised in favour of documentation demands, and that aspects which are more easily assessed take precedence over what is pedagogically meaningful. Considering earlier research in this area and the ever-increasing role of national and standardised assessment, together with the situation of knowledge regarding what gains students with ID often being marginalised and forgotten by research and in policy change, we call for research to pay more attention towards these assessment practices. Also, in doing so, there is a need to work closely with teachers and to be present in the classrooms as a researcher, also involving children and their perspectives and voices.
