Paper Industrial Education in Europe: Historical Analysis and Its Respective Influences on Pedagogical and Curricular Components in VET in Portugal CIIE, Faculty of Psychology and Educational Sciences of the University of Porto Presenting Author:This study focused on industrial, technical, and factory schools in Europe, involves a detailed analysis of the differences and similarities in the development of technical education across various countries over different historical periods. The European technical and industrial education system has evolved in distinct ways in each country, shaped by factors such as the Industrial Revolution, the economic needs of each nation, and the public policies implemented to promote industrial development (Johnson, 2002). A significant part of this study focuses on countries that have played a crucial role in the formation and consolidation of technical education in Europe (Cordeiro, 2005). Among the main countries addressed are Germany, France, and the United Kingdom, among other European nations. The primary period for the creation of these schools’ dates back to the late eighteenth and nineteenth centuries, when the Industrial Revolution drove an increased demand for skilled labour. However, the development of these institutions continued throughout the twentieth century, keeping pace with technological and industrial changes. To meet this need, industrial schools were established institutions dedicated to technical education and vocational training for the emerging labour market (Belhoste, 2003; Chappey, 2004; Deissinger, 2015; Green, 2013; Walker, 2016). Drawing this form of education as a reference, this communication aims to present the progress of a study that analyses the development of industrial schools and industrial education in Europe, with an emphasis on the historical trajectory and the influence exerted in the Portuguese context. The guiding question of this investigation is to what extent European models influenced industrial education in Portugal in terms of curriculum and pedagogical processes. The theoretical framework examines various European studies on industrial education, with a primary focus on three countries: the United Kingdom, Germany, and France. In the United Kingdom, the focus was on economic transformations and the need for skilled labour as the main drivers of industrial schools in that country (Gear, 1999; Green, 1990; Kurian, 1994; Sanderson, 1995). In the German context, the framework was reinforced by the specificities of the dual model and its main diffusion to other European countries (Deissinger, 2015; Fürstenau, Pilz, & Gonon, 2014; Solga et al., 2014). Regarding France, we observe the historical development, the principles that originated the educational policies of the technical and industrial modality, its social perception, its international influence, and the continuous evolution of the French industrial education system (Delors, 1996; Aziz, 2013). Methodology, Methods, Research Instruments or Sources Used From a methodological point of view, the research design is structured as a case study with descriptive and interpretative characteristics (Yin, 2018). To answer the research questions posed in this study, we conducted a literature review using the PRISMA protocol (Yusop et al., 2022), complemented by a documentary analysis (Amado, 2017). The literature review allowed us to refine the theoretical framework, outline the main areas of research, and identify the main influences of European Industrial Education on the current configuration of vocational education in the Portuguese context. The documents analysed (Bardin, 2016; Cellard, 2008) include archives in English from different countries on the European continent. The screening of the documents resulted in a significant volume of documents originating from Germany, the United Kingdom and France, thus delimiting the field of analysis and highlighting these countries as precursors of the industrial education modality. The research was conducted between September 2024 and May 2025. The theoretical framework provided the basis for the development of research tools and the analysis of the collected data. The methodology adopted in this study allowed, in general terms, the identification of contributions and emerging trends in industrial education at the European level in the context of contemporary vocational education in Portugal. Conclusions, Expected Outcomes or Findings The expected conclusions of this study suggest that the development of industrial, technical, and factory schools in Europe was strongly influenced by historical, economic, and political factors specific to each country. The Industrial Revolution acted as a fundamental catalyst for the creation of these institutions, addressing the growing demand for skilled labour. Furthermore, the public policies implemented to promote industrial development played a crucial role in consolidating technical education systems in countries such as Germany, France, and the United Kingdom. The German dual model, which combines practical training in companies with theoretical education in technical schools, had a significant influence not only in Germany but also in other European nations, including Portugal. This model can be identified as a key element in the effectiveness of German vocational education, providing a balance between theory and practice that meets the needs of the labour market. The results also highlight the identification of each country’s specific approach to industrial education. In the United Kingdom, for example, economic transformation and the need for specialised labour were the main drivers behind the establishment of industrial schools. In France, historical evolution and specific educational policies shaped a technical education system characterised by strong social recognition and international influence. The study emphasises that industrial education in Portugal was significantly shaped by European models, particularly those of Germany, the United Kingdom, and France. The findings will contribute to a deeper understanding of the historical and political dynamics that have shaped technical education systems, offering valuable insights for future educational and developmental policies in vocational courses. Overall, the results are expected to provide a comprehensive understanding of how European industrial education models have influenced the current configuration of vocational education in Portugal. Paper Innovative Skills for an Old Vocation 1: Institut Technik und Bildung (ITB) Uni Bremen, Germany; 2: International Shoe Competence centre (ISC), Germany; 3: TU Iasi, Romania; 4: Centro Tecnológico do Calçado (CTCP), Portugal Presenting Author:As all sectors, the sector of industrial footwear production faces the mega-trends of globalisation, digitalisation and sustainability. Many studies on these trends refer to the meta-level, an example might be the study conducted by Jeske et al. (2021), who stated for the German metal and electrical industry increasing “Qualification requirements for skilled workers” due to digitalisation (p. 378). Findings like the one quoted are published broadly for all three trends and many sectors and lead to enormous uncertainties among workforce (What does this mean for my workplace?). To answer this question exemplarily for the sector of industrial footwear production, the project Innovative Skills for an Old Vocation (ISOV 2025) has been started in autumn 2024, running till autumn 2027. Research is undertaken in the three countries participating in the project: Germany, Portugal and Romania. In our previous projects ICSAS and DIA-CVET it was concluded that skilled work of colleagues qualified via Initial Vocational Education and Training (VET) can be described by 9 Spheres of Activity (SoA, ICSAS 2020) and the tasks of colleagues qualified via Continuous VET (CVET) or Higher Education (HE) by 13 SoA (DIA-CVET 2023). Some SoA like “quality assurance” appear in both lists, as colleagues from various educational levels are working in this SoA; thus skilled work in the whole sector can be described by 18 SoA. Within the project ISOV a 4-dimensional matrix was developed, where the x-axis consists of the 18 SoA, and the 3 y-axes Y1 (sustainability), Y2 (globalisation) and Y3 (digitalisation) of the dimensions respective sub-dimensions of the corresponding trend. Following the thoughts drafted above, four research questions (RQ) have been raised: * RQ1: Which are the potential dimensions and sub-dimensions of the three trends that could influence skilled work in one of the SoA? * RQ2: Which of the potential (sub-)dimensions have a concrete impact on any of the 18 SoA? * RQ3: Which of the 18 SoA are affected most by the (sub-)dimensions? * RQ4: Can corresponding Continuous VET (CVET) courses close the gap between current skills of employed colleagues or job-seekers and future requirements as found whilst working on RQ2? Methodology, Methods, Research Instruments or Sources Used * RQ1: To figure out the potential dimensions for the y-axes, basically desk-research was undertaken. Authors like Pfeiffer et al. (2017, p.14), who pursued a comparable approach for the trend of digitalisation in metal industry, were examined. Additionally, findings of projects with similar aims (e. g. Metaskills4TCLF 2024), were taken into account. * RQ2: To investigate the concrete impact of the sub-dimensions on each of the 18 SoA the method of expert-workshops (EWS) has been applied. Experts, both from the sector and for the trends, have been invited to a row of 9 EWS. The WS relied on an iterative approach: Always starting with an empty matrix; but when the experts have negotiated their estimations, any available results from previous WS have been presented and discussed. * RQ3: In autumn 2025 two additional EWS have been conducted, to figure out the 12 SoA which are affected most by the trends. For choosing these 12 SoA, external factors like the economic relevance or the equipment of the participating training centres was taken into account, as well. * RQ4: For the 12 SoA chosen, training manuals have been developed and peer-reviewed. Design-based research (DBR) is applied: Currently the courses are piloted, evaluated and will be -if needed- piloted again. For evaluation, participants of the courses are assessed practically at the end of each course, additionally short semi-standardised interviews collect their feedback. Conclusions, Expected Outcomes or Findings Regarding RQ1, the axis Y1 (sustainability) consists of six dimensions, the axis Y2 (globalisation) consists of five dimensions and the axis Y3 (digitalisation) consists of six dimensions (together: 17 dimensions), in total they consist of ~60 sub-dimensions of the trends. For digitalisation, for example, the dimension “new era of robots” is sub-divided into * light-weight robots, * 2-arm robots, * adaptive robots (sub dimensions). Regarding RQ2, very concrete outcomes, for example updated processes in the SoA ”Assembly” due to new glues have been found. Findings on RQ1 and RQ2 have been presented on ECER 2025 in Belgrade and are available via project webpage (ISOV 2025). Regarding RQ3, firstly a quantitative approach was chosen: During the EWS in Romania and Portugal the participants were asked to estimate, whether each of the 17 dimensions has a high impact on the respective SoA, thus the potential score for each SoA ranges between 0 and 34. In practice, the SoA (“Cutting”) is affected the least and was mentioned 10 times, the SoA is affected the most (“Design”) and was mentioned 24 times. Additionally, it became obvious, that classical “blue collar” SoA like “Assembly” are affected less than white collar SoA like “Sustainability Management”. The 12 SoA chosen for piloting and the reasoning process will be presented during ECER 2026 and are also available via the project webpage. Regarding RQ4, the manuals for the courses consist of many new principles, for example the “Design” manual of “Design for reuse” or “Using big data for design decision”. First conclusions from piloting and evaluating the corresponding courses will be presented on ECER 2026 – and the whole approach discussed as a potential blueprint for other sectors, as well. Paper Variation in VET Participation: A Comparative Study of VET Choices in Europe 1: Syddansk Universitet, Denmark; 2: University of Tallinn Presenting Author:Vocational Education and Training (VET) is widely seen as a lever for tackling labour shortages, demographic ageing and skills mismatch in Europe, with robust evidence of positive employment and earnings returns to vocational tracks (Birkelund & van de Werfhorst, 2022; Brunner et al., 2023; McNally et al., 2022). Yet participation varies markedly across countries. This paper examines how upper‑secondary VET choices are made in four contrasting systems: Denmark (below‑average and declining participation), Spain and Estonia (below‑average but rising), and Croatia (consistently above the EU average) (Eurostat, 2025). Anchoring the analysis in youth transition regimes (Walther, 2006) and comparative stratification research on education‑to‑work linkages (Müller & Gangl, 2003; Shavit & Muller, 2000), we treat VET choice as system‑embedded rather than purely individual. We combine this system perspective with a relational reading of student agency as context‑conditioned evaluation and selection among pathways (Emirbayer & Mische, 1998). In this view, VET participation will be higher where institutional arrangements offer recognised, permeable pathways with clear education–work linkages and perceived progression opportunities, and lower where vocational routes are weakly integrated or symbolically devalued (OECD, 2023).
Empirically, we use the VETprep large‑scale survey data from lower‑secondary students nearing transition in the four countries (Denmark: N = 1,724; Spain, N=1,583, Estonia N= 2,294, Croatia N= 777). The survey captures students’ intended post‑lower secondary pathway (VET vs. academic), educational aspirations, career clarity and certainty (Leierer et al., 2017), perceptions of VET (including status, employability, quality of work‑based learning and perceived progression), optimism, social and academic wellbeing (Lykkegaard et al., 2023), and socio‑demographic background. We estimate country‑specific logistic regression models predicting intended VET choice, allowing us to examine whether and how the determinants of VET participation differ systematically across European countries.
Preliminary analyses suggest that patterns of intended VET choice align closely with a regime‑based interpretation of vocational participation. Distinct constellations of correlates emerge across the four national contexts, indicating that students’ orientations towards VET are shaped by system‑specific opportunity structures rather than by uniform individual factors. In Croatia, where VET is structurally embedded and socially recognised, intending to choose a vocational pathway is closely associated with perceptions of employability and clear school‑to‑work linkages. These associations point to a context in which vocational routes are experienced as credible and purposeful pathways into employment. In Spain and Estonia, where VET participation has been increasing from comparatively lower levels, preliminary findings indicate that perceived permeability and progression opportunities—such as access to higher VET or tertiary education—are particularly salient in shaping VET intentions, alongside signals related to personal interest. By contrast, in Denmark, where academic pathways dominate the transition culture, higher academic achievement and tertiary‑oriented aspirations strongly predict intentions to choose an academic track. Here, concerns about the status of VET and uncertainty regarding long‑term progression appear to weaken VET intentions, even in the presence of widely acknowledged labour‑market returns to vocational education. Across all four countries, gender, socio‑economic background matter, but their direction and magnitude are system‑contingent rather than uniform. These patterns underscore that VET participation cannot be explained by individual attributes alone but must be understood in relation to nationally specific opportunity structures, signalling systems and transition cultures (OECD, 2023).
The paper makes two main contributions. Empirically, it demonstrates that the determinants of VET choice vary in predictable ways across European transition regimes. Conceptually, it reframes student agency as a form of relational, future‑oriented evaluation that is shaped by the coherence, status and permeability of available pathways. Policy interventions focused solely on changing individual motivation or aspirations are therefore unlikely to shift participation where institutional misalignment persists. Instead, sustained changes in VET participation depend on system‑level features that make vocational pathways credible, permeable and socially recognised. Methodology, Methods, Research Instruments or Sources Used We adopt a quantitative, comparative design to analyse how determinants of intended VET choice vary across four European systems with contrasting participation profiles: Denmark (low/declining), Spain and Estonia (low/rising), and Croatia (above‑average). Following the transition regime perspective (Walther, 2006) and comparative work on stratification and education–work linkages (Müller & Gangl, 2003; Shavit & Muller, 2000), we treat individual choice as embedded in institutional contexts. Sample and data collection Schools were selected to ensure variation in geographical location and socio economic context, thereby reflecting diverse institutional settings within national systems. Participation was voluntary, and data collection took place during school hours. The dataset comprises survey responses from lower secondary students close to upper secondary transition (Denmark: N = 1,724; Spain, N=1,583, Estonia N= 2,294, Croatia N= 777). The outcome variable is intended upper secondary pathway (VET = 1, academic/general = 0). Independent variables capture a range of factors identified in comparative VET and transition research (OECD, 2023). These include educational aspirations (including intention to pursue tertiary education); perceptions of VET (status, expected employability, quality of work‑based learning, fit with interests, and perceived progression opportunities); career certainty and clarity, optimism about the future, school wellbeing and socio‑demographic characteristics. Where necessary, items were harmonised across national contexts to ensure cross‑country comparability. The study follows national and European ethical guidelines for educational research. Analytical strategy We estimate country‑specific logistic regression models predicting intended VET choice. To facilitate comparability, core covariates are harmonised across countries. Standard errors are clustered at school level. As a robustness check, we include models with school fixed effects (where sample size permits) to partial out unobserved institutional heterogeneity. We report odds ratios and average marginal effects to aid substantive interpretation across settings. Our aim is not to rank countries but to identify which factors are most consequential within each system, and whether the pattern of predictors aligns with regime‑based expectations (Shavit & Muller, 2000; Walther, 2006) Conclusions, Expected Outcomes or Findings The results underscore that VET choices are system‑embedded. Determinants of intending VET differ systematically across transition regimes: where VET is institutionalised and recognised (e.g., Croatia), employability signals and education–work linkages are strong correlates of VET choice; where participation is rising from lower baselines (Spain, Estonia), perceived permeability and progression gain salience alongside guidance access; and where academic pathways dominate transition cultures (Denmark), tertiary‑oriented aspirations and status concerns dampen VET intention despite positive labour‑market returns (Brunner et al., 2023; McNally et al., 2022). These patterns cohere with comparative research on stratification, tracking and skill formation (Shavit & Muller, 2000) and with the transition regime lens (Walther, 2006). Conceptually, the study reframes agency as relational evaluation of system affordances, rather than an individual capacity that can offset weak institutional alignment (Emirbayer & Mische, 1998). Policy efforts centred on motivation alone are unlikely to shift choices where status hierarchies, weak work‑based learning linkages, or opaque progression routes persist. Instead, participation is more responsive to system‑level levers that enhance the coherence, permeability and social recognition of VET (OECD, 2023), consistent with the evidence on returns to vocational education (Birkelund & van de Werfhorst, 2022; McNally et al., 2022). Practically, this means: credible pathways from upper‑secondary VET into higher VET/tertiary; high‑quality work‑based learning with employer engagement; and guidance that makes progression transparent. Such measures do not replace individual decision‑making; they reshape the opportunity structure within which choices are made. Addressing systemic misalignment—rather than attributing variation to individual deficits—offers a more promising route to stabilising or raising VET participation across Europe. Paper Travelling as a Journeyman - Learning and Possibilities After VET from a Narrative Perspective 1: VIA University College, Denmark; 2: Aalborg University, Denmark Presenting Author:Learning is important during apprenticeship as well as the time after graduation as a craftsman. How this is taking place can be seen in the light of individual dreams and ambitions as well as the possibilities in the venues the young person is situated in or is trying to create for himself in the years after this. Historically travelling as a journeyman has been a possibility for learning and further education for young craftsmen (Werner, 1981; Ericson, 1984). A practice related to the guilds as organizations, their need for human capital investment by keeping apprentices as cheap labour and the conditions of the geographic location (Werner, 1981; Candréus, 2024). Various crafts have different conditions for such practice, which however has been common in Western World (Werner, 1981; Logue, 1983). This kind of travelling as a skilled worker has been an institutionalized way for youth in the transition to adulthood, “as ritual play with separation and social distance” (Adler, 1985 p. 351) whether in England, America, Germany or France. Through history there has also been a “obligation” related to the specific crafts to share knowledge across borders and contribute to the culture and development of the craft also in a more international sense (Werner, 1981; Ericson, 1984; Adler, 1985 p. 346). Today traveling to see the world is a common everyday practice, possible for all and most often related to leisure activities (Ericson, 1984; Adler, 1985). Still some young people are travelling as journeymen today, even though there are not many of them and they differentiate from other travelers (Hartmann, 2021). In a Nordic tradition such a person is called ‘a naver’ which is a shortening of the word ‘Scandinaver’ and thus a notion relating to Scandinavia, as well as young nonmarried craftsmen without economic obligations (Apelgren, 2018). Historically young craftsmen’s choice for such travelling has been caused by a search for job in the lack of a welfare system in case of unemployment, but also by the opportunity to qualify to become a master, learn new skills, see the world and gain personal experience (Werner, 1981; Ericson, 1984). UNESCO has nominated this tradition as “intangible cultural heritage” in 2015, and even it has existed for 700 years there is limited research (Hartmann, 2021 p. 271). By looking at empirical data about travelling as a journeyman - historical as well as more present - we are in search of knowledge of the motives for such travelling and learning also in a life-perspective, and especially for young craftsmen travelling today. A knowledge which can be seen as relevant, also for the interest in learning mobility in Europe (European Commission, 24th. September 2024). Thus, the focus of our research question is what motivates the young craftsmen for such travelling after VET in the light of learning, and what possibilities arise after the journey based on that? The understanding of journeyman travelling is based on Bourdieu’s (2005) interest in practice as an interaction of structures and dispositions among the youth. Such structures relate to the craft, the practitioners and the educational setting in which the person creates meaning an identity (Jørgensen, 2009). The subject and professionalism are in a dual educational system, a combination of socialization in the internship and control by the labor market and the state. This leads to a reality in those structures but also to an interpretation, identity reaction and meaning making for the apprentices, so there are an objective and a subjective reality. In our interpretation the skilled worker choosing travelling already is part of the objective reality however the subjective reality develops during the travel. Methodology, Methods, Research Instruments or Sources Used Research on the travelling of journeymen is limited in European and Nordic contexts and the research on the tradition and its purpose in Denmark include only few publications: a book, one research article and a yearbook, but most important is a systematic analysis based on memories collected by the Danish national museum. Appelgren (1918) have collected diaries and interviews spread over a longer historical period while Longues (1983) article are empirical based on memories from1951-1953. Based on this we have chosen to focus on nine journeymen from six professions traveling from 1891 to 2014. Hence empirical material is going across the two world wars that influenced the possibilities for travelling, the economic crises between the wars, the industrialization influencing the production forms, as well as the development of transportation. We use a narrative analytical approach (Phoenix, 2013; Thomsen, Bo & Christensen, 2016) that will allow us to analyze how certain themes appear as essential and are given a special role in the narrator's life and understandings of himself. We focus on the individual way of telling and adding meaning in the narrator's life, and how this at the same time contributes to a broader historical and collective narrative about a contemporary and societal perspective. Thus, in the analysis, a distinction is made between the large and the small narratives, which are seen as complementary (Phoenix, 2016: 60; Georgakopoulou, 2006). The large stories are expressed through the biographical content that appears in the individual's descriptions and so to say draw the 'big' narrative in the individual's identity construction and overall biography, in which a power and class perspective also makes itself visible. The small stories are expressed through the description of what the individual does in specific situations and in everyday life. The self-assessments that unfold at the same time can contribute to a macro perspective – e.g. about the role and positions of men and craftsmen in society and the individual narrator's understanding of this. The narrative analysis is divided into two parts, with selected biographical narratives and a cross-cutting analysis, which addresses our overall research question. Based on several readings we have coded for: 1) the arguments for choosing traveling and the masters or others influence on that 2) the social relations and cultural meetings during the travel 3) the development of skills and competences and 4) the skilled workers as a group differing from other groups. Conclusions, Expected Outcomes or Findings The analysis shows that young Danish craftsmen’s motivation for such travelling across European countries after VET are closely connected to their life-story and related to dreams about their future career path in VET, access to further education or for some also related to leaving VET. It shows how the grand narratives of society (e.g. about the importance of being a skilled craftsman) are reflected in the journeymen's self-understandings, and in the small narratives of the individual journeymen in their argumentations for specific choices and actions (e.g. why they choose such travel). It shows how the small stories are connected to and part of the grand stories. At the same time, it reflects how narratives change and develop historically over time and in line with societal changes that have also changed social structures and power relations. It is through such changes that we can identify what motivates young craftsmen today for journeymen travelling. Thus, the results can be used to understand, on the one hand, what young craftsmen find important in their continued development and learning of their profession (e.g. both independence and belonging to a community), and on the other hand, what can be done at an educational level to support young craftsmen being motivated for travelling with the purpose of learning, exchange knowledge and form communities across Europe. Based on this we suggest that we can learn from this if the mobility of young craftsmen in Europe should be supported. Such intentions are part of the purpose in Danish VET and masters and teachers own experiences could be a way to motivate and inform new students in VET.
